My Son has Committed a heinous crime, the law must take its course-Mpombo

PEOPLE’S Democratic Party (PDP) president George Mpombo says his son has allegedly committed a heinous crime that cannot be tolerated.

And police in Ndola have warned and cautioned Mr Mpombo for alleged failure to secure a firearm.

Mr Mpombo said this yesterday at Ndola Central Police Station where he was summoned for questioning in connection with the firearm that his son allegedly used to shoot dead his 17-year-old lover, Ruth Phiri.

Mr Mpombo admitted that the firearm that his son allegedly used to murder Ruth was his, but that he stole it from the house.

He said his son’s action of allegedly murdering his lover cannot be tolerated by anyone and that the law should take its course.

“The boy is my son, but he has committed a heinous crime that cannot be tolerated. The gun he used is mine but I did not realise that my son had stolen it from the house. I had no idea that he was even being interrogated by the police on Tuesday over the missing of the girl.

“I cannot condone a crime that brings the sanctity of life into disrepute. All I can say is that the law must take its course because every human being deserves to live and if they die, they should be buried in a proper manner,” Mr Mpombo said.

Clad in a black suit, Mr Mpombo arrived at Ndola Central Police Station around 09:30 hours and the interview lasted about 2 hours.

And Copperbelt Province commissioner of police Charity Katanga said Mr Mpombo was warned and cautioned for alleged failure to secure a firearm but that investigations into the matter are still under way.

“Yes, Mr Mpombo was summoned to appear before police officers in Ndola for questioning over his failure to secure a firearm. But I can’t state whether he has been charged as we are still carrying out investigations into the matter,” Ms Katanga said.

It is alleged that Mr Mpombo’s son, on January 11, murdered Ruth after she informed him that she was pregnant by him.

The teenager is alleged to have subsequently beheaded Ruth and buried her body in a shallow grave, a kilometre from Chiwala Secondary School in Masaiti.

The teenager then went and dumped Ms Phiri’s head in a bush in Ndola’s second class area of town.

Meanwhile, Ruth’s uncle, Henry Milanzi, says the family is shocked by the gruesome murder of their daughter.

Mr Milanzi said it is unimaginable for someone to kill a fellow human being in such a manner.

He said in an interview yesterday that some parts of the body were missing as they had been eaten up by animals because the body was buried in a shallow grave.

“The family is so devastated at this death. The boy killed her all because she told him that she was carrying his pregnancy and because he wanted to conceal it, he had to kill her in such a way going to an extent of even cutting her head off using a hoe,” Mr Milanzi said.

I did not order the demolition of houses in Mufuchani- Kampyongo

Local Government Minister Stephan Kampyongo says he did not instruct the Kitwe City Council to demolish the houses in Mufuchani area in Kitwe.

Speaking when he featured on radio Phonix’s Let the People Talk radio program Mr Kampyongo wondered how he could issue a directive to demolish houses in just one area when illegal buildings had been constructed in other areas.

He accused some officials within the local authority of trying to use his name to clean the mess they created by themselves.

The Minister explained that the only instructions he left was that the local authority should take care of existing interest and for those who had just started to construct houses on illegal land to be stopped.

He wondered why councils continue to let people construct when it is better to stop them before they start constructing than demolishing after people had finished.

“If I was going to order demolishing of houses thousands would have been demolished. I would have started at Kafubu because all those houses built there are illegal structures. Here, there are illegal structures in Kamfinsa why would I just order the demolition in just one area, moreover I was sorting out the same problem with people of Mindolo why would I create another problem again,” he said.

Kitwe City Council 2 weeks ago swung into action and demolished over 10 houses which were built on illegal land in Mufuchani along the Kafue river.

Meanwhile the Minister has distanced himself from the Nkana Play Park land saga.

Commenting on the developer who claims to have been given title to the Play Park,Mr Kampyongo said he will not be part of the development which disadvantages local people.

He said Col. Panji Kaunda who is in the Copperbelt will be able to look into the matter and clarify the issues with the local authorities.

United Party for National Development(UPND) has accused President Edgar Lungu for instigating tribal talk in the country despite having banned it himself.

In a statement released to the media and signed by UPND National Chairperson Mutale Nalumango, the party said that President Lungu had no message of unity and development when he visited Souther Province, but instead resorted to the tribal subject that had been roundly condemned in the country

Lungu’s Hate Speech Tour

The remarks by President Edgar Lungu in Southern Province saying there is an opposition leader who thinks he can win an election with one region confirms what we have been saying that Lungu is instigating tribal talk in the country despite having banned it himself.

Despite the people of Southern Province according him a peaceful and warm welcome, as usual he had no message of unity and development and resorted to the same subject that has been roundly condemned in the country.

Barely a week since he banned tribal talk, Lungu is again back on the same subject in Southern Province demeaning the same people. This confirms that he is at the centre of the hate speech messages and derogatory language that the likes of Chishimba Kambwili, Mumbi Phiri, Davies Chama, Frank Bwalya, and others are propagating.

Those people like many others in Zambia wanted to hear workable and alternative economic solutions that will address joblessness, agriculture, power cuts, and the high cost of living in the country.

He once again missed the opportunity to unite the people of Zambia by resorting to unproductive and petty subjects of indirectly attacking other people for his failings.

It also clearly shows Lungu is not properly using his Intelligence system because he would have known that the opposition UPND leader Hakainde Hichilema he was insulting has done lots of community work in various parts of the country from building schools, clinics, sinking boreholes, and sponsorship of vulnerable children in schools from lower grades to colleges and universities for more than 25 years now, way before he joined politics. But the most important thing is why should individuals be asked to show their private works for them to qualify for public office? Is Lungu saying those that do not have the means, do not qualify to hold public office?

For now, we thank the people of Southern Province and Zambia in general for according Lungu a decent welcome despite his hate messages.

PF Is Full Of Cracks – MMD

Movement for Multiparty Democracy (MMD) National Youth Treasurer Lengwe Bwalya has charged that plenty of cracks are beginning to show within the ruling Patriotic Front (PF) government as they continue to make frantic efforts to secure victory in the upcoming General elections on 11th August 2016. Mr Bwalya said this was evident from the continued misuse of the Public Order Act.

“The people of Zambia continue to be denied their fundamental human rights and unfortunately, even non-political meetings are now demanding a permit even though this provision was struck down by a Supreme Court judgment in 1995. What a shame!

“It’s not so long ago when MMD President Nevers Sekwila Mumba was tear-gassed with our party members in Lundazi. This nonsense should come to an end! We seem to have a trigger-happy Inspector General of Police. No wonder our President Dr Mumba has promised the Zambian people that when we form government, we shall remove that piece of legislation that the PF has misused.

“And we continue to condemn in the strongest possible terms the hate speech and tribal talk from the PF and government top leadership. Zambia’s 73 ethic groups have lived in peace and harmony for as long as this nation has existed and we cannot allow anyone to jeopardise this unity. One wonders why despite repeated calls from the Head of State to stop tribal talk, his cabinet ministers do not heed his directive.

“Could it be that he is no longer in control of the PF or is it that some people are untouchable, uncontrollable and reckless, or is it ‘neckless’? Zambians are watching and will be giving their verdict on PF soon. Hon. Wilbur Simuusa has rightly put it as reported in the The Post Newspapers of 18th January, 2016 that ‘…. this arrogance will cost the PF’. Just one vote from Southern Province could prove decisive,” Mr Bwalya added.

Don’t blame your failures to repeal the POA on the police- Rev Chilujinka

A Clergyman has called on politicians in the country to stop blaming the police for enforcing the Public Order Act because it is not the police who enacted it.

Evangelical Fellowship of Zambia Board Member Rev Aaron Chilujinka has said that politicians should stop blaming their failure to repeal the Act on the police who just enforce it.

He said it is not the duty of the police to change the POA but politicians who fail to repeal the law in parliament.

Rev Chilujinka who was featuring on 5FM’s the Burning Issue radio program together with ruling PF aspirant for Kasama Central Kelvin Sampa and opposition UPND aspirant for Kafue Saboi Imboela said it will be prudent for political players to push for the repealing of the Act instead of blaming the police.

He said whether bad or good the police have the duty to enforce the law hence should not be blamed for doing their job.

He said the Republican President swears to uphold the law and one of the laws he swears to uphold is the POA hence politicians should not cry but rather act to repeal the Act.

And UPND aspiring candidate for Kafue Saboi Imboela said the party in government does not want to repeal the Act because it works for them.

She said the PF had back tracked on their promise to repeal the Act which they promised to do when they were in opposition and are now using the same law against the opposition especially the UPND.

She said the violence towards the UPND from the PF had escalated and that the church should try to help by talking against the violence.

She said the PF are throwing insults at the opposition at will but that the Church has not acted like they used to act when PF was at the receiving end of the insults and violence from the then ruling party MMD.

She said if the violence continues the opposition will be forced to react as it is within the rights to defend themselves.

Meanwhile Kelvin Sampa the Kasama Central aspirant on the PF ticket refuted claims that the ruling party was perpetrating violence.

He said there might have been pockets of violence in same places but that the PF is a peaceful party and does not encourage violence from members.

Mr Sampa said violence should be condemned regardless of who is the perpetrator and that political leaders should assume responsibility of the actions of their cadres.

THE American Government says it is impressed with the successful implementation of US funded development projects in Zambia.

U.S. Embassy Chief of section political and economic affairs, Andrea Tomaszewicz says his government is happy with its projects done in the country particularly in rural areas saying that are now being opened up to economic development.

Ms.Tomaszewicz says the American assistance to the Zambian government in the area of women empowerment and sanitation programmes have been successful.

She says this partnership with the Zambian people is aimed at alleviating poverty that are now being opened up to economic development

ZANIS reports that the US envoy was speaking in Choma yesterday when she called on Southern Province Permanent Secretary Sibanze Simuchoba.

She is in the province to assess the various economic development programmes in water and electricity management as well as possible U.S. investment opportunities.

And Mr Simuchoba urged the southern Water and Sewerage Company, ZESCO and other stakeholders to utilize the interaction with the Embassy to help find solutions to the water and electricity challenge the country is facing.

Mr. Simuchoba said it is for this reason that the province welcomes the visit of the American Embassy officials as the interaction will be of mutual benefit especially that the US support is supplementing government development programmes.

He said the visit to the province will also help identify areas that need attention especially in the energy and water sector.

Mr. Simuchoba is optimistic that this visit will help attract more support to the province.

Police fight running battles with mob in Luwingu District

Police in Luwingu district of the Northern Province fought a running battle with angry mob of Cope village in chief Chipalo area over a suspected witchcraft practice in the area.

Incident which reportedly happened on Wednesday afternoon saw several police officers running away from the angry residents who demanded an instance justice of a man they accused of practicing witchcraft in the village.

Police in their riot gear had a rude shock when they met their match with uncompromising villagers who stood their ground to kill the aged man they suspected of practicing witchcraft.

They accused the man to be behind the recent death of four members of the same family who died by hanging themselves on different occasions.

The mob alleged that each time the old man comes from kashikishi village in Chienge district in Luapula province, a members of the same family dies by hanging.

The latest is a 27 year old man who was discovered hanging in a kitchen on Tuesday last week after missing for three days.

It was after burying members of the family met to discuss who was behind the deaths, according to some family members said, the man was interrogated after which he confessed that he was behind the killings.

After confessing , the mob descended on him attacking and assaulting him with stones and sticks in a bid to kill him.

It was at this point when alert police moved to the victim’s rescue after a tip off from concerned members of the public that, that heavy resistance from the community before they were chased away despite them firing canisters.

Police in an effort to scare the mob, fired over 15 canisters in an incident which took over two hours and disrupted operations of government department and the private sectors in the area.

The hapless officers had to call for reinforcement from Kasama before they managed to contend the situation.

The suspected wizard was rushed to Kasama general hospital for specialized treatment. However the hospital authorities described the condition as stable. Efforts to get a comment from Northern Province police commissioner failed.

But Luwingu district commissioner Patrick Chanda confirmed the incident and condemned the community for attacking the police officers saying the practiced should be entertained. Mr. Chanda said people should not take the law in their own hands seek attention from the law enforcers each they are aggrieved.

And Police source said they have arrested over 7 people for riotous behaviour they will soon appear before the subordinate court.

Vice President Inonge Wina arrives in Kasama for working visit

Vice President Inonge Wina has arrived in Kasama District for a three days visit to Northern Province.

The ZAF plane carrying the Vice President touched down at Kasama airport at about 09:45 hours.

Mrs Wina was received by Northern Province minister Freedom Sikazwe, his permanent secretary Hlobotha Nkunika, District Commissioners, senior government and party officials and hundreds of party cadres.

And speaking upon her arrival, Mrs Wina implored the people of Northern Province to rally behind President Lungu.

She explained that President Lungu has shown diligence in managing the affairs of the country.

Mrs Wina pointed out that President Lungu came into office when the country was faced with many challenges.

She said President Lungu can only manage to achieve the smart Zambia vision once he is fully supported by every well-meaning Zambian.

The Vice President urged PF members to embrace new members as the new constitution demands that the presidents wins by 50 + 1.

She appealed to old PF members to embrace people joining the party as new members.

And speaking earlier, Northern Province minister Freedom Sikazwe told the Vice President that the party is not shaken with the resignation of PF Matero Member of Parliament Miles Sampa.

Mr Sikazwe said the party is intact and ready for the August 11 general elections.

The Provincial Minister however observed that destructive elements exist in the party and need to be rooted out.

Mr Sikazwe assured the Vice President that Northern Province is ready to give President Lungu a hundred percent vote.

A tight schedule awaits the Vice President during her three days visit to Northern Province.

Among the programmes the Vice President is expected to monitor is the presidential hammer mill project in Kasama, government projects in Mbala and commissioning of St Mary’s College of Education.

Mrs Wina is expected to fly back to Lusaka on Sunday January 24 after concluding her tour of the province.

Zambia face Uganda in crunch clash

Zambia play Uganda looking for a win that will take them through to the 2016 CAF African Nations Championship (CHAN) quarterfinals in Rwanda.

Chipolopolo head into their penultimate Group D match leading the pool on three points following their 1-0 win over Zimbabwe on January 19.

They are two points ahead of Uganda and Mali who played out to a 2-2 draw in their opening Group D match on the same date.

Lwandamina has no injury worries but expects a much more thorough performance after toiling to that win over Zimbabwe courtesy of an Isaac Chansa 58th minute goal.

He will be banking yet again on Chansa and captain Christopher Katongo’s experience to lead the young team to the quarterfinals for the first time in only their second CHAN appearance since finishing third at the 2009 tournament in Cote d’Ivoire.

Zambia currently dominate Uganda in their last four meetings with two wins, a draw and one defeat.

The two sides’ last meeting was a friendly on March 4, 2014 in Ndola that saw Zambia come from 1-0 in the second half to beat Uganda 2-1.

Boy narrates brothers’ plans to kill father

A 16-YEAR-OLD boy of Kapiri Mposhi has testified that his father was killed by unknown people a month after his two brothers planned his death for allegedly causing misfortune in their lives through suspected witchcraft.
Christopher Masowe of Likumbi Village in Chief Mukonchi testified before the Kabwe High Court that his two older brothers informed him of their plans to kill their father when he visited them during a school holiday.
In this case, Funwell  Masowe, 34, Emmanuel Masowe, 31, and Kenneth Hamubuyi, 41, appeared before judge-in-charge Dominic Sichinga when the matter came up for commencement of trial.
It is alleged that on December 22, 2014 in Kapiri Mposhi, the trio murdered Abraham Masowe.
The boy said Funwell complained of poor crop harvests despite investing in farming, while Emmanuel said his children were dying mysteriously.
He said the two said they suspected that their father had a hand in their misfortunes.
“When they told me of their plans, I did not want to get involved. About a month later, my father was killed by unknown people at our house, and I informed my mother of what my brothers had planned,” he said.
And widow, Celestina Mulenga, said on the day in question, her husband was shot by unknown people outside the house.
Ms Mulenga said she was sleeping with her husband when they heard a knock on the door at about midnight.
“My husband woke up and went to check who it was. And after some minutes, I heard a gunshot and he screamed that someone had killed him,” Ms Mulenga said.
She told the court that her husband managed to get back into the house but had a wound on the stomach and blood was flowing down on his legs.
Ms Mulenga said two days after her husband’s death, her younger son informed her about his older brothers’ plan to kill their father..
She then informed police and her two sons were later arrested.

The Mung’omba Constitution was far better than the Amended Constitution-Sangwa

Renowned Constitutional Lawyer John Sangwa has charged that the Mung’omba Constitution Review Commission is far much better than the current amended constitution, reports Pan African Radio Journalist Hermit Hachilonde.

Speaking during the Press Freedom Committee of the post held at Southern Sun Hotel in Lusaka, Mr Sangwa said the Technical committee was just amending some clauses without thoroughly examining and analyzing them.

He said the Technical Committee started amending some clauses that were flawless because they were not dedicated, adding that their review was not even effective.

Sangwa further notes that the the constitution is not only about the 50 percent + 1 vote threshold clause which he says seems to have cheered some sections of society adding that the clause is just a fraction of the entire document.

“When you keep on talking about the same things over and over and you even start amending things that were okay, if you look at the draft of Mung’omba Commission,  it is far much better than what came out subsequently. I know a lot of people are excited about 50+1, but the constitution is not just about the 50+1”,  John Sangwa said

Mr Sangwa also observed that the document which president Lungu recently assented to is largely deceptive and is fraught with numerous lacunas.

He cited the preamble which he said is at variance with the way  the document was adopted. According to the preamble of the amended law of the land, the Zambian people solemnly adopted and give to themselves the constitution, which the legal mind says is a lie because there was no referendum in Zambia.

Mr Sangwa further said that the preamble was enshrined in the country’s supreme law in anticipation that the document was to be subjected to a referendum, hence the stakeholders who were responsible at that stage left it without identifying that problem because they were too much in hurry and not serious at all.

“This document contains lies, there are some things that are actually not true, the first thing that is more obvious is that you just look at the preamble, the most important thing is at the bottom where the preamble says we the people of Zambia solemnly adopts and give to ourselves this constitution, now the question is that, is there any truth in that?  When did the Zambian people give themselves a constitution? John Sangwa said
He also identified a lacuna in article number 7 which he feels was detrimental to the country’s judicial system which was instrumental in upholding Justice for more than a century now.

Mr  Sangwa also observed  that Zambia is still using the old framework of the defective 1991 constitution, adding the recently amended document will enable politicians to have leverage to continue the usual political rhetoric of enacting a new constitution once voted into office.

“The amended constitution has given fertile grounds to the next president to continue promising the Zambian people about the new constitution” John Sangwa said

Munali constituency aspiring candidate Patrick Mungo says it is the responsibility of youths to usher in a new era of politics in the country.

Mr Mungo who was a guest at the interactive radio program, The Lusaka on UNZA radio, said it is only the youths who can bring an end to what he termed ” traditional politics” of character assassination, name calling, violence and insults.

He said it is high time that young people become the bearers of massage of hope by engaging one another on how the country can be moved forward through sharing of ideas regardless of ones political affiliation and not tools of violence associated with the youths in politics.

“As youths we have got the responsibility of passing the values to the next generation. We need to get rid of these tradition politics of character assassination, insults and violence, we need to move from these tradition politics to modern politics were tolerate other people’s views which by the end of the day we gives various ideas on how to develop this country,” he said.

And Mr Mungo has called on youths to join politics and help move the country move forward and that youths must fight for their place in politics because the old politicians will not give it them for free.

He said for him to join politics no one forced him but he saw it fit because he wants to be part of the people who are going to move the country forward and that he will fight for his place in politics with expecting any favours from any one.

PRESIDENT Edgar Lungu and his Cabinet ministers are not campaigning ahead of the general elections but merely explaining development projects to the people, says Inspector General of Police Kakoma Kanganja.

And the Police chief said he intended to call secretary generals of all political parties to a roundtable meeting to discuss the application of the Public Order Act (POA).

Mr Kanganja said President Lungu and his Cabinet ministers were permitted by law to go round the country and explain their development programmes to the people.

He said this yesterday soon after appearing before the Parliamentary Select Committee on Legal Affairs, Governance, Human Rights, Gender Matters and Child Affairs where he had gone to make submissions on death penalty.

“There is only one government at a time so they are not campaigning but only explaining to the people the projects which they have done,” Mr Kanganja said.

He said it was not good to start campaigning when the Electoral Commission of Zambia (ECZ) had not authorized.
Mr Kanganja said the Zambia Police Service would only allow campaigns in accordance with the programme of ECZ.

Meanwhile, Vice President Inonge Wina is today expected in Kasama District in Northern province for a three days working visit.

According to a tentative programme made available to ZANIS, Mrs Wina is expected to tour various development projects taking place in the province.

On Saturday, the Vice President will date Mbala district where she is expected to commission ST Mary’s College of Education and inspect other developmental projects in the district.

On Sunday, Mrs Wina will attend a church service at the United Church of Zambia in Kasama district.

The Vice President will later visit the Kateshi coffee plantation and feature on a live radio programme on Radio Mano before concluding her tour of duty.
