The Grand Coalition on the Campaign for the People Driven Constitution has been challenged to explain whether or not it has intentions of transforming into a political party.

This follows its announced plans of wanting to de-campaign the ruling PF ahead of the 2016 general elections owing the Parliamentary amendments that have been made to the Constitution.

The Young African Leaders Initiative (YALI) thinks that it is wrong for the Grand Coalition to take this route just because its demand for a people driven constitution through a referendum has not been met.

YALI governance advisor Isaac Mwale says his organization is of the view that if indeed the Grand Coalition is serving the interest of the Zambian people it should focus on the amendments that have been made to the constitution.

In an interview with Qfm News Mr. Mwanza says there are better things that have come out from amendments that have been made to the constitution.

Mr. Mwanza says the Grand Coalition should therefore be reminded that are civil society organization this is what should be its focus.

He says if however the Grand Coalition is interested in politics it should consider dissolving and forming a political party.

Meanwhile, the ruling Patriotic Front says it is not moved or threatened by the announcement by the Grand Coalition to de-campaign it in next year’s elections.

PF Secretary General Davies Chama recalls that the coalition in the run-up to this year’s presidential by-election did not support his party yet the ruling party won the election.

Mr. Chama adds that the Grand Coalition made some political parties to sign social contracts and supported those who signed yet they did not win.

He states that the resolution by the Grand Coalition to de-campaign the PF therefore has no bearing on the ruling party’s re-election next year.

And MMD Spokesperson Raphael Nakachinda says Grand Coalition members will do well to form a political party rather than taking active roles in politics.

Mr. Nakachinda says if the Grand Coalition really wants to de-campaign the PF and MMD, they should form a political movement which will actively participate in the elections rather than hiding in the name of Civil Society Organizations.

Opposition MMD president Nevers Mumba says the holding of a convention in his party before the 2016 general elections will not solve anything.

Dr. Mumba says what his party currently needs in harnessing its unity.

In an interview by telephone from Lundazi Dr. Mumba has told Qfm News that this is what has remained his focus as party President.

Dr. Mumba notes that this is especially that his 5 years term of office has not elapsed.

He says anyone who therefore wants to be part of the MMD’s new focus must join his administration which he says is currently mobilizing ahead of the 2016 general elections.

Dr. Mumba says any member who on the other hand wants to cause disruption in the former ruling party will be dealt with a heavy arm of the party.

And Dr. Mumba has disclosed that in the next 9 days his party’s National Executive Committee (NEC) will announce resolutions of its recent meetings.

Dr. Mumba says the resolution will include plans of how the MMD will face the 2016 general elections and how each party member should get involved in mobilization.

Fuel Tanker Drivers in Lusaka have started transporting fuel from the TAZAMA deport to various service stations around the capital city.

A check at the industrial area found tankers leaving the deports enroute to various fuel service stations.

And Acting Energy Minister Stephen Kampyongo says the fuel supply is slowly normalising in Lusaka.

Mr Kampyongo who was at the TAZAMA deport to oversee the process of fuel haulage, is confident that the supply of the commodity will normalise within the shortest possible time.

He said government attaches great importance to the fuel supply chain, saying motorists should not panic.

Fuel Tanker drivers had downed tools in protest against the killing of their colleague by a security guard.

This disrupted the smooth flow of fuel causing a commodity shortfall in Lusaka.

This prompted Mr Kampyongo and his labour counterpart Fackson Shamenda to engage the tanker drivers in a bid to resolve their grievances.

The opposition UPND is shocked and appalled by the reported tear-gassing of an in door meeting MMD President Nevers Mumba was chairing on Friday yesterday in Lundazi Eastern Province.

The UPND is particularly shocked that the teargas canister was thrown by a police officer who is supposed to be trained in handling such deadly weapons.

The UPND spokesperson Charles Kakoma said that  his party finds it to be criminal and is calling upon the Police command to take appropriate disciplinary measures against the said officer and his supervisors.

Below is the full statement issued by UPND

We are shocked and appalled by the tear-gassing and harassment of MMD President Nevers Mumba and his team yesterday in Lundazi in Eastern Province where he was addressing an indoor meeting. What is even more shocking is that this teargas canister was thrown by a police officer who is supposed to be trained in handling such deadly things. This is a criminal act and we call upon the Police Service to take appropriate disciplinary measures against the officer and his supervisors.

This is a gross violation of their freedoms and democratic rights, and such behaviour should not have any place in our democratic nation. Dr Mumba was addressing an indoor meeting, which does not require a police notification. It is a illegal for the police to disrupt a peaceful meeting and perhaps Dr.Mumba should sue the Police for criminal trespass.

As we have been on the receiving end of this unwarranted force repeatedly since 2011, we truly sympathise with those who have suffered and we offer our support to any calls for redress.

Regrettably while we are dismayed by this latest attack on opposition politicians we are no longer surprised by such incidents. Under the PF these attacks and the trampling of democratic freedoms has become routine, to the detriment of our nation and to our great shame. Once again we call for reform of the Public Order Act. It has become clear that so long as it remains in its current form the PF will use it to try and justify all sorts of repression and authoritarian behaviour. In his usual rhetoric, President Lungu in his opening speech in Parliament said he is directing parliament to review the POA. Has that happened? In Lundazi, we saw deplorable Police action against innocent and peaceful citizens encouraging lawlessness instead of maintaining law and order.

There must be an end to the use of police officers for political agendas or the hope for free and fair elections in 2016 will be brought into question. President Lungu should now make a clear and public statement on this matter and openly condemn the persecution of anyone on the basis of their political affiliation. Such incidents also demonstrate why we still urgently need to secure a new Bill of Rights for Zambians which was thrown away by PF.

We once again appeal to the PF Government to channel their energies into governing and delivering on the promises they have made to the Zambian people, rather than spending their time hounding the opposition. If they could concentrate on governing then we can start to repair the damage done and improve life for citizens across the country.

Copperbelt police commissioner Joyce Kasosa has expressed ignorance over the alleged attack on the UPND Ndola secretariat by suspected PF cadres; reports pan African radio Journalist Hermit Hachilonde.

She said the police will issue a comprehensive report through the public relations as soon as they gather the full information as per tradition.

The police chief said she has of late not been able to keep abreast with current affairs as a result of load-shedding.

“may you call the PRO, the PRO here she may know what happened, but am not aware because am in Lusaka and unfortunately there is load-shedding therefore I have not been listening to news, the before yesterday and yesterday i did not listen to news , but we normally send reports to the PRO, hence she might be aware and I have not communicated with my deputy on the copperbelt province, so am totally not aware, but the police will follow up and you will get detailed report of what happened whether it is true or not, Copperbelt police commissioner Joyce Kasosa said”

Meanwhile in a related Development Movement for Multi-party Democracy (MMD) party officials were tear-gassed in Lundadzi where they are purported to have had unlawful assembly with their party President Dr. Nevers Mumba.

The public order Act (POA), chapter 113 of the laws of Zambia has been for some time a thorny issue in Zambia.

And Government has assured the nation that campaigns in the run-up to next year’s tripartite elections will be conducted under an amended Public Order Act (POA).

Home Affairs Minister Davies Mwila said that government is pleased that stakeholders have made submissions to amend the Public Order Act.

Mr. Mwila told QFM News that relevant stakeholders have made their submissions to the Ministry of Justice and that there is hope of amending the law before next year’s elections.

Mr. Mwila said that the Minister of Justice will soon call for a meeting with relevant stakeholders to discuss the way forward regarding the amendment of the Public Order Act in order to bring sanity to the way people assemble.

Mr. Mwila has also assured the nation that the Police service is more than ready to keep peace during next year’s elections, before adding that that government will procure all necessary equipment from the US$192 million loan before February 2016 in readiness for the polls.

Zesco United and Zambia coach George Lwandamina is backing his striker at both club and country Winston Kalengo to keep his feet on the ground following his 2015 Zambia Footballer of The Year triumph.

Kalengo on Thursday swept the awards gala with a hat-trick of honours after also winning the most disciplined player.

And as scheduled, Kalengo walked away with the 2015 Golden Boot following his 18-goal haul that helped Zesco retain the FAZ Super Division crown for a second successive season.

“Kalengo is is discipline player, focused, very hard working, God fearing and it is paying off,” Lwandamina said.

“In contrast we hope and are confident he is able to handle the new status that he has acquired.”

It has been a memorable year for Kalengo not only at Zesco but for country as well where he was Zambia’s top scorer in 2015 with six goals in 12 matches.

His two goals in a 3-0 aggregate win over Sudan helped propel Zambia to the group stage qualifiers of the 2018 FIFA World Cup.

Kalengo also scored one goal in a 2-1 away win over Kenya to hand Chipolopolo their first Group E victory in the 2017 Africa Cup qualifiers in September.

The 30-year-old striker scored another three goals in the 2016 CHAN qualifiers to lead Zambia to their first outing in the tournament since 2009.

83 year old man acquitted of defilement after witness failed to provide evidence

AN 83 year old man caused laughter at the Kabwe magistrate when he danced outside the court premises after he was acquitted of defilement.

Fungalani Ngoma of Magodi Township danced with jubilation as he walked outside the court premises after the court acquitted him of defilement.

This is in a case Ngoma was charged of having canal knowledge of a 13 year old girl of the same area on the 24th of September 2015.

It was alleged that on the fateful day Ngoma met the victim on her way back from school and asked her to assist him washing his plates.

The court heard that Ngoma then forced himself on the child and had canal knowledge of her and that he also gave her K1 in order to keep quite but that she reported the matter to her mother.

The girl’s mother Christine Banda later reported to the police where the defendant accepted defiling the girl.

Ms Banda told the court that after her daughter reported she carried out a physical inspection and found that she had cuts on her private parts and her underwear was stained with blood and white discharge.

But magistrate Sebastian Mwenya said the prosecution had failed to prove beyond reasonable doubt that the defendant had defiled the juvenile.

He said witnesses failed to provide adequate evidence and even gave contradicting statements which made it difficult for him to establish that the defendant was guilty.

Magistrate Mwenya said the girl’s mother failed to show conclusive evidence like her underwear which they claimed had blood stains and white matter to the court.

“It is unfortunate that you people failed to produce things like the girls underwear which you claim was stained with blood and white discharge,” he said.

He told the court that he suspected the plaintiff’s mother fabricated the story in a bid to get back at the old man who was in a relationship with the victim’s grandmother.

“I have not found Mr Ngoma with a case to answer it is for this reason that I have acquitted making him a free person,” he said.

But the victim’s mother who was visibly shocked could not hide her disbelief and shed tears after hearing the verdict.

THE outbreak of diarrhoea in Choma district has persevered and the health authorities have called for firm observance of hygienic standards among communities.

The hardest hit townships are the densely populated areas like Mwapona, Chandamali, Macha Road, Kabanana, Riverside, and Town Centre.

Choma, as of last month, had recorded a total of 944 diarrhoea cases and 115 dysentery cases from various health facilities.

Principal environmental health officer Likando Mukelabai attributed the rising cases of diarrhoea to indiscriminate disposal of waste and poor hygienic standards among residents.

Speaking on Thursday when he presented a report from the medical office during a District Epidemic Preparedness Committee (DEPC) meeting, Mr Mukelabai said, the current diarrhoea cases stood at 850 from 944 last month.

“The district still has diarrhoea in some homes, and the rising cases could also be attributed to piles of uncollected waste around many townships,” he said.

He also attributed outbreak of the waterborne disease to drinking of contaminated water by residents in some townships.

He said the district medical office was giving chlorine free of charge from various health facilities in which residents could collect to add in drinking water.

DEPC chairperson Vincent Sikanyeela feared for the worst outbreak of diarrhoea and dysentery if no stringent measures were put in place to control usage of contaminated water.

Mr Sikanyeela, who is also district administrative officer, alleged that the water being provided by Southern Water and Sewerage Company (SWASCO) in selected townships like Mochipapa was contaminated with particles.

SWASCO managing director Charles Shindaile was however, unreachable and no other official from the water utility firm attended the DEPC meeting.

But Mr Mukelabai said the health authority has reached complaints of contaminated water and was in the process of collecting water samples from townships for examination in Lusaka.

MINISTER of general education Dr John Phiri has called on the provincial education officers to provide leadership that would lift the academic performance of primary school learners.

Dr Phiri said it was unfortunate that only four provinces performed above the national mean score of 611.26 in the recently announced grade 7 composite examination results.

The minister said this when he met all 10 provincial education officers of Zambia in Kabwe.

He said most district and secondary school education boards were either not in place or were dysfunctional.

Dr Phiri directed provincial educational officers to regularize these and also said head teachers without boards would not operate.

He also bemoaned the high school fees charged in GRZ and day schools which he tamed as unaffordable by poor rural-based learners.

Dr Phiri directed Provincial Educational Officers to work out acceptable fees and report to the permanent secretary before the 2016 school calendar started.

“Provincial Education Officers should work out acceptable fees and report to the permanent secretary before the 2016 school year starts,” he said.

He also urged teachers not to engage themselves in partisan politics but instead concentrate on building their professional status.

Dr Phiri advised teachers not to risk their professional standing by engaging in political agendas because their role was to support the party in power regardless.

“After all the learners they teach come from homes/parents of different political persuasions,” he said.

JAPANESE Ambassador to Zambia Kiyoshi Koinuma has said his country is contemplating giving Zambia financial support towards the presidential and general elections slated for next year.

Mr Kiyoshi said Japan has lined up a number of priority areas in which to help Zambia next year, top among them to contribute to the country’s general election, energy sector and the diversification of the agriculture sector.

He said the recent visit by Japanese Prime Minister Abe Shinzo’s special envoy, Hisoshi Kikwanda, yielded positive results, which have made Japan decide to help Zambia, especially in the wake of economic challenges.

He was speaking in an interview at his residence yesterday.

“The last presidential election, Japan supported and made financial contribution to the Electoral Commission (of Zambia). And also next year, we are considering the possibility to support the election in Zambia together with other co-operating partners,” Mr Kiyoshi said.

MINISTER of Health Joseph Kasonde has warned public health workers in the country against charging patients, especially expectant mothers, for them to use health facilities to deliver.

Dr Kasonde said there is no such policy in the health sector that requires expectant mothers to pay for them to use public health institutions to deliver.

He was responding to a question from the media on whether he was aware that some health institutions in the country are charging maternity patients.

Meanwhile, Dr Kasonde, who was briefing the media, said Government has set aside K271 million towards net recruitment of health staff in 2016.

He said Zambia has achieved Millennium Development Goal number four on reducing mortality by 2015 and that the ministry will present the Mental Health Bill in the next sitting of Parliament.

And Dr Kasonde has refuted media reports that donors have withdrawn support from Zambia amounting to €30 million for drugs.

Dr Kasonde said donors have not withdrawn their support to government, saying the European Union (EU) has been supporting the ministry for many years and that currently there is a financing agreement worth €18 million with the bloc.

“EU support is in the construction of a state-of-the-art laboratory at a cost of €7.5 million, study on the rational usage of drugs and €4.8 million for the extension of storage at Medical Stores Limited,” he said.

Dr Kasonde said this at the end of the year press briefing at his office in Lusaka yesterday.

JAPAN yesterday gave hope to the people of Mahopo in Lusaka when it handed over a block of three classrooms to the community.
The facility was built at a cost of US$90,000 in an effort to increased literacy levels and addresses the high cases of early pregnancies in the impoverished community.

The project was funded by the government of Japan and was handed over to the Civic Forum on Housing and Habitat in Zambia (CFHH).
Japanese Ambassador to Zambia Kiyoshi Koinuma said the project was expected to benefit about 200 children.

“This project was funded under the grant assistance for grassroots human security projects programme of the government of Japan. The grant for this project amounted to US$90,051. Mahopo community, which has about 5,200 residents, has been in existence for over 50 years but was only regularised as a legal area in 2013.

“This, therefore, means that basic facilitates and systems such as health, education, sanitation, among others as well as adequate housing have not yet been met in this community,” Mr Kiyoshi said at the handover recently.

He said the school will contribute to the development of the community and subsequently to the development of Zambia.

And Kabwata member of Parliament Given Lubinda called on the community to take care of the facility so that it benefits generations to come.

Mr Lubinda said the school should be protected so that it helps prevent early marriages and alcohol abuse by youths.

At the same occasion, CFHH executive director Grace Mtonga thanked Mr Lubinda and community leaders for their determination to see development come to their area.

She said CFHH focuses on building the capacities of grassroots organisations using a multi-faced approach.

And Ministry of General Education Minister John Phiri said Government is determined to champion the NGO’s cause and that it supports community schools by providing them with teachers where possible, teaching and learning materials.

Mr Phiri said in a speech read for him by the ministry’s chief education officer Joseph Ngoma that the school will contribute to the improvement of literacy levels of close to 600 school-going children aged six to 10 years.

PF cadres on Thursday afternoon tried to disrupt a training meeting held by FDD President Edith Nawakwi were the party was training small scale farmers and Party members how to plant Soya Beans.

The cadres insulted people at the training meeting and threatened to beat them using logs which they had earlier hidden in the over grown grass.

But FDD President Edith Nawakwi pleaded with irate members who wanted to chase the cadres led by Ben N’gombe to ignore the provocation saying “am a mother and everyone is my child regardless of the party they belong to.”

Ms. Nawakwi told her members that the party had the proud history of being a peaceful party and that the cadres had been sent to disrupt the meeting because the leadership in their party was getting jittery due to the program in which her party was not only helping farmers with seed but providing technical skills and support to ensure that those helped get maximum yield.

After failing to achieve their goal to disrupt the meeting the cadres disappeared for a short while only to reappear with police hoping to use the public order act to stop the meeting something which proved futile as the organizers had gotten a permit for meeting.

Meanwhile Kawambwa Police officer – in- charge was heard pleading with Kawambwa Central FDD aspiring Candidate Alice Kapasa to end the meeting because her permit did not indicate that Party President Edith Nawakwi would be attending the meetings.

He was heard saying the police had respect for Ms. Nawakwi as FDD President and would like to protect her. He told Ms. Kapasa that she did not understand what was happening were he was from adding that the only program they knew as Police was for the FDD Party and not the party President.

Seeing that they had failed, the cadres, who were led by Ben N’gombe from Kawambwa town embarrassingly drove off while shouting insults and threatened to burn one of the cars on the FDD entourage together with the driver.

And speaking to the police later Ms. Nawakwi told them to start protecting PF cadres because they were becoming a danger to themselves.

She stated that the provocation was getting out of hand and that one day she will not be able to control the crowd as people were getting tired of the nonsensical behaviour by the PF.

“Next time when we are having a meeting I think the word you should send to the PF is that they should be reasonable enough not interfere with other people because by the time you arrive these people would have been injured because they are just a handful against a crowd so in future the people who are in danger are the PF cadres because the provocation which they are instituting on others is too much,” the FDD leader told the police.

She also told the officer – in – charge to tell the District Commissioner to round up his cadres and ensure that they do not go round harassing people for no reason.

Ms. Nawakwi is in Kawambwa to officiate at a number of training meeting for FDD members and small scale farmers who have received Soya Beans seed under the FDD Start-Up Grants program.
