GOVERNMENT has extended the issuance of national registration cards (NRCs) for five days in Southern Province due to a shortage of registration materials at some polling stations.

Minister of Home Affairs Davies Mwila told Parliament in a ministerial statement yesterday that the extension is aimed at ensuring that eligible Zambians are given the opportunity to register and to obtain NRCs.

This was in response to a point of order by Monze member of Parliament (MP) Jack Mwiimbu (UPND) on the shortage of registration materials in the on-going mobile issuance of NRCs in Southern Province.

The minister said Government has acknowledged that there is a shortage of materials at Ikumbi, Mulamfu, and Mabombo in Kalomo and Katimbo in Kazungula district polling stations.

“Government does not discriminate in the issuance of NRCs.

“To the contrary, the government seeks to serve all Zambians to the best of its ability.

“And as far as NRCs are concerned, Government wishes to make this important identity document available to every eligible Zambian,” he said.

Mr Mwila said Southern Province has been given 144,000 blank green NRCs since August 2015, against the targeted 80,000 people.

He said Government is happy that 113,492 people were issued with NRCs supplied to Southern Province.

Mr Mwila said this shows that the province has a balance of about 30,508 blank cards, adding that the shortage of registration materials was as a result of the field vehicles which developed mechanical problems.This took over five days to rectify.

He said it is not Government’s policy to discriminate against any eligible Zambian on religion or political affiliation.

Mr Mwila appealed to opposition MPs to desist from issuing inflammatory statements that promote divisions rather than unity in the country.

PATRIOTIC Front (PF) central committee member Frank Bwalya has appealed to Zambians to support President Lungu’s appeal to the mines not to fire workers unnecessarily.

Father Bwalya said in a statement yesterday that President Lungu must be supported for opposing the behaviour of some mining companies who are rushing to laying off workers when they experience operational challenges.

“President Lungu’s challenge to Mopani Copper Mines to hand over the mine to the government if they have failed to run it should be supported by all patriotic Zambians because it provides the right framework and philosophy in dealing with foreign investors,” Fr Bwalya said.

He said President Lungu’s position in opposing the behaviour of some mining companies is justified because they make huge profits when the price of copper is high.

When they make windfall profits, they cheat and refuse to share the benefits with the miners.

“We accept the reality that foreign investors come to our country to make money. But we should never accept a situation where they would reap huge profits but abandon our people at the sight of challenges triggered by trends in the global economy,” Fr Bwalya said.

He said mining companies should demonstrate loyalty to people who work hard to make them generate huge profits when the price of copper is good.

“When they make windfall profits, they cheat and refuse to share the benefits with the miners.

“It is against this background that President Lungu’s bold stance should be commended and supported so that foreign investors, especially mining companies, can learn to treat us fairly,” Fr Bwalya said.

PATRIOTIC Front (PF) secretary general Davies Chama has appealed to the Supreme Court over the High Court’s decision to reject his application to prompt the Electoral Commission of Zambia (ECZ) to set a date for the Kasama Central parliamentary by-election following the declaration of the seat as vacant.

Mr Chama has sued ECZ and Attorney General Likando Kalaluka, respectively, for not announcing the date of the Kasama Central parliamentary by-election.

High Court judge Anne Phiri rejected Mr Chama’s application on grounds that there was a case in court involving the Kasama Central Constituency seat to which the ECZ is party.

Justice Phiri said she could not allow the application against the ECZ to proceed before the other case was fully determined as doing so would render it an academic exercise.

Mr Chama contends in his memorandum of appeal that Justice Phiri erred in law and fact and consequently misdirected herself by not distinguishing the legal issues in the application that were before her.

He said Justice Phiri erred when she dismissed the constitutional issues brought in the application for leave by wrongly invoking the provisions of Order 53 rule 4 (55) RSC.

Mr Chama wanted the court to grant him leave for judicial review in order to seek an order from the court to compel the ECZ to announce a date for the by-election to be held before the expiry of the 90 days.

He said failure by the court to grant his application will perpetuate an injustice and illegality that could cause a serious constitutional crisis and that the Kasama central constituency will have no elected representative for more than 90 days to the detriment of the electorate and the political parties.

He also wants the court to grant an order of mandamus (a judicial remedy in the form of an order from a superior court, to any government subordinate court, corporation, or public authority) compelling ECZ to announce the date of the by-election to be held before October 22, this year.

Nkana coach Aggrey Chiyangi has hailed striker Fred Tshimenga for scoring a hat-trick in Sunday’s 3-0 demolition of Mighty Mufulira Wanderers in Wusakile.

Tshimenga’s stunning three goals handed Nkana their first league win after a three-match winless run.

In a post-match interview, Chiyangi described the Congolese as a very good player.

“Tshimenga is a very good player. The goodness is that he is able to create space and have scoring chances,” Chiyangi said.

“Today he concentrated very well and that made him to score those three goals,” he added.

Chiyangi was a relieved man after this huge win.

“I am happy to see the team play like this today because we have gone through a lot of problems but I think the players have now settled,” Chiyangi said.

Nkana are 8th on 38 points, seven behind 5th placed Mighty with one match left to play in the 2015 season.

Wanderers coach Manfred Chabinga conceded defeat.

“I say congratulations to Nkana.They won the game fairly I can’t complain,” Chabinga said.

“The players didn’t play according to my instructions. If you look at the first half we had only one shot at goal,” he said.

Government has advised Zambian businesses to consider forming partnerships with foreign investors that want to set up businesses in the country. Commerce, Trade and Industry Minister Margaret Mwanakatwe, said that government is working hard to attract foreign businesses into the country.

Mrs Mwanakatwe was speaking in an interview with ZNBC Sylvia Kabala, ahead of the UK-Zambia Investment Forum which opens in London.

Mrs Mwanakatwe said that the Forum was targeting investors from the United Kingdom and beyond, to invest in sectors such as Agriculture, Energy, Tourism, Mining and the extractive industries.

She said that half of the investors expected to attend the forum are interested in exploring the potential for investment in Zambia’s Energy and extractives sectors.

The Vice President who is already in London, will give a keynote address to the Forum, at which about 500 businesses have now confirmed participation.

Several other stakeholders from the private and public, in Zambia, are also expected at the forum, called to market Zambia’s investment potential.

The forum has been organized by the Ministry of Commerce, Trade and Industry, in collaboration with the Developing Markets Association of London.

On Tuesday the Bank of Zambia announced a rise in the base lending rate from 12.5% to 15.5% in an effort to curb the inflation that has spiralled under the PF’s watch. The current inflation rate is 14.3% year on year. We foresaw this, adjustments in monetary policy are but short term measures to stabilize an economy. The kwacha/dollar exchange rate has not stabilized. Watch what happens in the next months.

Unfortunately this is the latest learning of what can happen when economic management and fiscal prudence are either not well understood by a Government; or when a country has a Government that refuses to listen and contracts large loans but does not invest them wisely and transparently.

Our concern now is that the interest rate rise presents yet another hurdle for our SMEs in growing their businesses. What is even more worrying is that the interest rate cap has been removed, soon, banks will start charging 50% interest rates and see what happens then to the loan portfolios for both companies and individuals. Zambia’s business environment is no longer conducive to doing business and the next thing that will happen is that new investments will not be forthcoming. Without new investments and the existing investments being constricted by loan obligations, people will lose jobs. This interest rate adjustment is coming at a time when power cuts are rampant and the kwacha is so unstable. What kind of economy are we creating?

Small and Medium-sized Enterprises are the lifeblood of an economy wherever you go in the world. And as our population expands we need to support these local businesses and entrepreneurs to flourish and catalyse job creation and economic diversification so we can move towards a sustainable growth model in which every Zambian has the opportunity to succeed and make a decent living. Zambia has now completely killed the middle class the was coming up from 2002 onwards. These are the people that accessed loans to create employment for others. But we have killed them, so who will consume the goods and services?

Government needs to recognise the burden of these challenges and move assertively and confidently to resurrect confidence in its ability to plan and manage the economy. This means clear and concrete communications between State House and the public so that information is shared on how long these circumstances can be expected to persist and how the Government is working to relieve the burden on business. The current situation where Government hides behind press statements and prayers serves no one but themselves.

In this challenging time for business we call on Government to cut the red tape and reduce the bureaucratic burden for SMEs so they can make savings elsewhere.

President Lungu to attend Tanzania President elect’s inauguration tomorrow

President Edgar Lungu is tomorrow expected to arrive in Dar es Salaam in Tanzania for the inauguration of that country’s President elect John Magufuli.

Dr. Magufuli becomes the fifth President of Tanzania since the country got independence.

Zambia’s High Commissioner to Tanzania Judith Kapijimpanga told Journalists that President Lungu is among regional leaders and high profile people that have been invited to attend the swearing in ceremony at Uhuru stadium.

The Head of State will be accompanied by Foreign Affairs Minister Harry Kalaba and some senior government officials.

Mrs. Kapijimpanga said President Lungu is expected to meet the Zambian community in Tanzania after the inauguration ceremony and state luncheon.

Tanzania’s President elect John Magufuli was declared winner of the October 25 general election after he garnered 8.8 million votes against his closest opposition rival and former Prime Minister Edward Lowassa.

Dr. Magufuli, who is former Minister of Works, will take over from Jakaya Kikwete who ruled Tanzania for ten years.

The election of Dr. Magufuli has ensured that his party, the Chama Cha Mapinduzi, has been in power since 1961 when Julius Nyerere led Tanzania to independence from Britain.

Among regional leaders that are expected to attend the inauguration are Uganda’s Yoweri Museveni, South Africa’s Jacob Zuma, Kenya’s Uhuru Kenyatta and Paul Kagame of Rwanda.

Others are Joseph Kabila of the Democratic Republic of Congo (DRC), Mozambique’s Felipe Nyusi and Malawian Vice President Saulos Chilima.

Popular African televangelist and leader of the synagogue church of all nations T.B Joshua is also among invited dignitaries and has already arrived in Tanzania to attend the swearing in ceremony.

Vice President, Inonge Wina, has said that government is working to overcome the economic challenges affecting the country. Mrs Wina said that government has already identified sectors, apart from mining, that require investment to propel economic growth.

Speaking when she held bilateral talks with UK Minister for Africa, James Duddridge, the Vice President called on British investors to consider investing in Zambia’s energy sector.

UK Minister for Africa, James Duddridge, urged UK businesses to take advantage of abundant natural resources and peace in Zambia to invest in the country. Mr Duddridge said the energy deficit that Zambia is facing is of concern to government but should be treated as an opportunity for foreign investors to grow their businesses.

Mrs Wina said that British businesses should take advantage of the current energy deficit in Zambia, to identify opportunities to grow their businesses and contribute to Zambia’s development, adding that, like other southern African countries, Zambia is facing an energy deficit which requires the active involvement of both the private and public sectors to address.

Mr Duddridge says the UK government will work to ensure that the strong bilateral relations between the two countries extend to improving economic ties.

Meanwhile, Energy Minister Dora Siliya has said that government is working towards removing stumbling blocks hampering private sector investments in renewable energy.

Ms Siliya said that the PF administration is ready to support private sector led investments in renewable energy sources in a quest to address the power deficit. The Minister has since challenged the private sector to closely work with technocrats in identifying bottlenecks.

Ms Siliya was speaking in Lusaka, at a Stakeholders Consultative meeting on promotion of renewable energy jointly hosted by her Ministry and a local contracting firm, Tomorrow Investments.

The consultative forum attracted scores of investors and energy experts drawn from various parts of the country.

KCM reaffirm its commitment towards Zambia’s development agenda despite the current challenges

KCMKonkola Copper Mines (KCM) has reaffirmed its commitment towards Zambia’s development agenda despite the current challenges it is facing that have affected its operations.

KCM Chief Executive Officer Steven Din says the company’s investment in the mines amounting to $3 billion dollars over the last eleven (11 years) is a clear demonstration of its commitment to this development agenda.

Mr. Din has said this in a statement in commemoration of the company’s 11th anniversary which falls today.

Mr. Din notes that despite the current challenges KCM is facing such as low copper prices and power deficits, the company’s 50 year vision will ensure that KCM still remains in operation for a long time to come through enhanced sustainable operations of its mines.

He adds that to achieve this agenda KCM is examining local economic development opportunities aimed building up the economic capacity of the communities around KCM’s operations to improve their economic futures and the quality of life for all.

He also highlighted the company’s commitment to its CSR programmes in the areas of rural livelihoods, education, health and sports. KCM has spent more than $160million on its CSR projects since Vedanta acquired its interests in the company.

He says the company aspires to use the KCM assets as a catalyst to secure economic activity in the Copperbelt and surrounding areas for the next fifty years and beyond, long after KCM has ceased mining.

“KCM is working a 50 year vision but this vision depends on the Copperbelt realizing its potential as an economic hub. Mining alone will not achieve this. Agriculture, tourism, logistics, services and trade will all need to make a contribution,” Mr. Din said.

The CEO is confident that with the right strategy, carefully executed in partnership with government, donors and civil society groups, KCM can add substantially to additional economic activity per year in non-mining sectors and create many jobs.

He further notes that generating employment beyond the life of the mines will be the single greatest economic legacy of KCM in the Copperbelt.

Ex-Power defender Malawo dies

Power Dynamos have announced the death of their ex-defender Michelo Malawo.

He died on Tuesday at Kitwe Central Hospital after an illness.

“It is with deep sorrow that we announce the death of our ex-player Michelo Malawo.

Michelo passed on at Kitwe Central Hospital in the early hours of Tuesday 3rd November 2015 following an illness,” Power secretary Ricky Mamfunda said in a statement released on Wednesday.

Uncapped Malawo joined Power from Ndola United in 2002.

In 2005 Power discharged him on medical grounds following a serious injury he sustained during a league match against Nchanga Rangers.

Funeral is being held at his residence in Ndeke, Kitwe.

The deceased is survived by a wife and four children.

Footballer dies after a collision on the pitch

A footballer has died in Chingola after colliding with an opponent during a FAZ Division Two Copperbelt match on Sunday.

Gregory Kunda, a striker at Chingola Police Blue Stars, died on Tuesday at Nchanga North General Hospital where he was admitted after colliding with an unidentified Lime Hotspurs defender in Chingola.

This incident on the final day of the FAZ Division Two season allegedly left the 22 year old striker with an injury near the stomach.

Kunda’s death was announced by club secretary Japhet Zulu on Wednesday morning.

“Kunda died on yesterday around 17h00 at Nchanga North General Hospital where he was admitted,” Zulu said.

“He was pushed-in (introduced) in th game with 15 minutes left to play. He then collided with a defender and that’s how he was injured,” he said.

Lime won the match 2-0.

Kunda was part of the Chingola Police Blue Stars squad that secured promotion to FAZ Division One last month.

“It is very sad for the club. He was one of the best players we had and he has died at the time we have won promotion,” Zulu said.

The funeral is in Kitwe’s Mindola Mine Township and burial is set for Chingola Road Cemetery on Thursday.

Syrian in court over trafficking of Iraqis

A SYRIAN has appeared in the Lusaka Magistrate’s Court for allegedly smuggling people from that country and forging documentation purporting that they are refugees in Zambia.
Suleman Alhamdan is charged with two counts of smuggling people and forgery.
In the first count, it is alleged that Alhamdan, between August and September, this year, in Lusaka, jointly and whilst acting together with persons unknown, participated in smuggling an Iraqi identified as Ezair Mohamed, holder of passport number A996213 into and outside Zambia.
In the second count, Alhamdan is alleged to have forged two letters from the office of the Commissioner for Refugees stating that Walid Iyabub and Abbar Bachar, both Syrian, were granted refugee status when in fact not.
Alhamdan is appearing before the same court on charges of abducting an Iraqi boy and demanding ransom from his family in that country.
It is alleged that Alhamdan and Mohammed Ibrahim, between August 30 and September 5,  this year, in Lusaka, jointly and whilst acting together with others, abducted Walid Mofakzekri with intent to cause him to be secretly and wrongfully confined and was actually confined.
In the second count, the two are alleged to have on September 6, this year, in Lusaka assaulted Mofakzekri.

Lwandamina praises award winner Mbesuma

Zambia coach George Lwandamina has saluted in-form striker Collins Mbesuma for winning the South Africa league player of the month award.

Mbesuma won the ABSA player of the month award for October in what is his best start in the PSL for years where he currently tops on six goals so far.

“It is good for him, it is good for the nation,” Lwandamina said.

“I am sure he is experienced enough now after going through thick and thin in his career and I am sure it will not go to his head. He is an integral part of the national team and we need him.”

Mbesuma is part of Lwandamina’s nine foreign-based call-ups for next weeks 2018 World Cup second round doubleheader qualifier against Sudan.

Lwandamina recalled Mbesuma in September after he was axed by ex-coach Honour Janza a year ago and repaid the Zambia trainer with a goal and assist in a 2-1away win over Kenya in a 2017 Africa Cup qualifier on September 6 in Nairobi.

Zambia travel to Sudan on November 11 in Khartoum before hosting them on November 15 in Ndola.

Winner will advance to the final group stage qualifiers.

Be Forward ‘lost’ my car after payment

Dear Editor,

Please allow me space in your publication to air my grievances with Be Forward JAPAN.

I bought a vehicle from Japan through Bforward. I sent funds through FNB and Beforward confirmed receipt and gave us a shipping date enroute to Daresalam. However, close to the shipping date, they changed saying that the ship was not yet full and as such couldn’t leave. They then advised a new departure date.

After several e-mails and phone calls, BForward then informed me that the country of destination had been changed from Zambia to Uganda and that the vehicle was already delivered. They couldn`t even explain clearly who gave them instructions to divert the vehicle to Uganda and why they kept saying it hadn`t left. There after I discovered that the vehicle ordered had also been changed from a Mazda Versia to a Toyota Vitz but bearing the same invoice number .How this happened only BeForward knows.

I was then advised to report to InterPol so that this Vitz could be traced in Uganda. Now it has become my problem to trace the Vitz while Bforward takes no responsibility at all. It appears,the fact that they are based in Japan, they`ll have no legal consequences and such they take advantage. Their BForward Zambia office is apparently just an agency and is therefore not liable for Japan`s dealings. Our police is also not very helpful. It appears one has to really be super connected for them to do something.

I would like to warn other members of the Public to be extra careful when buying anything from Bforward. I am told this is not the first time they are doing this and they always get away with it.

Most people will relate how hard it is to buy a vehicle from monetary point of view and to have it stolen is just hard breaking. I hope and pray that one way of another BForward will be brought to Justice.

Zambia’s Teacher Education in a Mess

I am a keen follower of developments in our education system. I would like to comment on recent developments in our teacher education system particularly at primary teacher training level.
In a quest to provide quality teacher education, the Government declared that by 2015 the minimum qualifications for teachers would be a diploma.

As a result of this teacher training colleges began to phase out the two-year certificate programme called ZATEC and introduced the three-year Primary Teachers’ Diploma underwritten by the University of Zambia. This meant that primary teachers began obtaining a university diploma. This was a great move as it helped to assure quality in the provision teacher training.

However, this year the Ministry of Education instructed all teacher training colleges to discontinue with the UNZA programme and begin to implement the so-called new curriculum. As though that was not enough, all first year students have been registered with the Examinations Council of Zambia (ECZ). This means that from now on primary school teachers will graduate with an ECZ diploma!

First of all this is a retrogressive move and one wonders what is going on in the minds of the technocrats at teacher education. How can our officials at teacher education feel proud that their teachers will no longer receive a university diploma but one offered by ECZ? Yet the same officers are proud that they are graduates of UNZA but are now denying our trainee teachers this opportunity.

It is sad that while most colleges in Zambia are affiliates of the university, teacher education has decided to go the opposite direction. Note that Evelyn Hone College, Nkumbi International College, NRDC, all Zambia colleges of agriculture are affiliates of UNZA through respective schools. Further, the Ministry of Health is also moving towards affiliating its nursing schools to UNZA through the School of Medicine. What is wrong with the Ministry of Education?

Another fact teacher education should not ignore is that it is disadvantaging its own teachers. First they will have an inferior paper but more seriously our teachers who will be graduating with the ECZ paper may never go to the university. At the moment because of the partnership with UNZA teachers can enrol with UNZA just with the diploma. Meaning UNZA only considers the diploma and not their Grade 12 certificate. But with this retrogressive arrangement, teachers will have difficulties upgrading as they will have to compete with school leavers.

It should also be noted that under the current arrangement ECZ does not have the capacity to handle examinations for teacher training colleges. There are only two officers at ECZ responsible for teacher education. How shall the two officers supervise examinations and assure quality in the assessment of students? From my interactions with colleagues in colleges there is already panic because ECZ examinations will be administered soon but papers have not yet been distributed maybe not even printed.

There is also a cost implication to the new arrangement. Students will be required to pay K960 examination fees yearly to ECZ in addition to college fees.
I believe it is the technocrats misleading government on this one. The new minister of General Education Dr John Phiri under whom colleges fall should try to address this matter and save our education system. What will be good for the country will be to continue with the old arrangement, but colleges should have a common curriculum which should be coordinated by teacher education in conjunction with the University of Zambia.
