THE failure by previous Governments to invest in the energy sector should not be blamed on President Edgar Lungu because he is a victim of circumstances, Chief Government spokesperson Chishimba Kambwili has said.

Mr Kambwili said if previous Governments had invested heavily in the energy sector including emergencies, the country would not be experiencing the effects of the power deficit.

Mr Kambwili has since challenged the opposition political parties in the habit of
criticising Government over the power deficit to offer viable solutions that would help to cushion the situation rather than taking a confrontation stance all the time.

” All those opposition political parties have no solutions to the power deficit, they must sympathise with us and stop blaming Mr Lungu, let me remind you that, the President is a victim of poor planning by past governments because they failed to invest in energy,” Mr Kambwili said.

Speaking on ZNBC’s Sunday interview, the Information and Broadcasting Services Minister said President Lungu would however make major pronouncements this week during the official opening of fifth session of the eleventh National Assembly.

He said his government had consulted widely over the issue saying currently people should not panic because soon the situation would be normalised.

Mr Kambwili said the country had performed well in attracting foreign investors from the time Patriotic Front (PF) took over Government and warned the media to be responsible in their reporting.

” Certain reporting really scares investors, don’t know what you are getting out of it but just know that each time you become irresponsible, you are punishing the poor Zambians who needed that investor to come and create jobs for them,” he said.

He castigated those saying the government had failed and yet they were part of the system and he viewed such people as cowards for their failure to speak out the wrongs in government which they once served.

ZEMA breathes fire on KCM over Chile Copper concentrates

The Zambia Environmental Management Agency has directed Konkola Copper Mines to stop any plans to process the copper concentrates it imported from Chile which contains high levels of Arsenic.

ZEMA Spokesman Ireen Chipili said KCM must submit to ZEMA, the full programme for exporting the said material to Chile or other disposal and smelting facilities outside Zambia by September 18th 2015.

Mrs Chipili said KCM must export the said copper concentrates to Chile or to other disposal and smelting facilities outside Zambia by 15th October 2015.

She said the environmental watchdog also wants the full report on the export submitted to it and the Ministry of Lands, Natural Resources and Environmental Protection by November 15th 2015.

“ZEMA takes this opportunity to remind all licensed facilities to adhere to the conditions stipulated by environmental law and any other relevant laws and uphold environmental friendly practices,” Mrs Chipili said.

She added, “ZEMA wishes to reiterate that it is a requirement of the law from all development projects to go through the Environmental Impact Assessment process and to adhere fully to the conditions of approval were a project is approved. It is an offence to conduct business activities contrary to the provisions of the Environmental Management Act No. 12 2011.”

Meanwhile, Konkola Copper Mines has confirmed receiving a letter from the ZEMA advising the company to re-export the Chilean copper concentrates KCM imported in the second quarter of 2015.

KCM Public Relations and Communications Manager Shapi Shachinda said the firm will fully comply with the advice by ZEMA and is currently working on logistics to take the concentrate out of the country.

Modern Stars slide at oily Indeni

Promotion chasing Kalulushi Modern Stars have again surrendered the FAZ Division One North top spot to Lumwana Radiants after losing their respective Week 27 match at Indeni on Saturday.

Kalulushi now drops into second place with 52 points, one point behind new leaders Lumwana.

Striker Akakulubelwa Mwachiyaba scored a seventh minute lone goal as Indeni condemned Kalulushi to their seventh defeat of the season.

Despite this 1-0 defeat at Indeni, Kalulushi remain on course to bouncing back to the Super Division having so far posted 16 wins, four draws and seven defeats.

On the other hand, Lumwana returned to the top slot after thumping relegation candidates Konkola Mine Police 3-0 in Solwezi on Sunday.

Forward Lembani Lungu engineered the victory with a hat-trick in this game played at Lumwana Grounds.

Lungu opened the scoring in the first half before scoring twice in the last half as Allan Kamwanga’s boys improved their chances of winning promotion to the Super Division.

Elsewhere, Roan United maintained third place after beating Zesco Luapula 1-0 away at Kaole Stadium in Mansa. Roan have 46 points from 27 matches played.

Rating agency Moody’s says the suspension of operations at Glencore’s Mopani mine and at the Chinese-operated Luanshya mine will depress growth and reduce proceeds from exports and royalties.

In a research report released today, Moody’s says reduced copper production will put further pressure on the country’s fiscal and external positions.
 
Moody’s Vice President Senior Analyst Zuzana Brixiova said the suspension of some mining operations now introduces downside risk to the government’s revised growth projections.

Ms. Zuzana Brixiova said Zambia’s growth prospects already face challenges from subdued global copper demand, depressed copper prices which she said Moody’s expects to persist and drought-induced electricity shortages.
 
“Zambia’s growth which has averaged more than 7% per year over the past decade — is now at risk of falling to the Sub-Saharan Africa median, Moody’s estimates that next year’s fiscal deficit will widen by additional 0.75-1.00 percentage points of GDP owing to the reduced copper tax base alone,” She said.
 
Ms. Brixiova estimated that next year’s fiscal deficit will widen by an additional 0.75-1.00 percentage points of GDP owing to the reduced copper tax base alone.

“Lower growth and tax revenues will negatively pressure the government’s already rising budget deficit and debt levels, continuing a trend of missed fiscal targets that were among factors behind our 29 May decision to assign a negative outlook,” Ms. Brixiova said.

She said reduced export proceeds will exacerbate the trade deficits that have emerged in recent months further widening the current account deficit beyond the projected 3% of GDP for 2015, and add to the forces driving the recent rapid depreciation of currency.

“During the past five months, the kwacha has depreciated by 30% against the US dollar, more than any other currency in the region,” Mrs Ms. Brixiova said.

Last Monday, Glencore International AG announced that it would suspend operations at its Mopani Copper Mine in Zambia for 18 months.

Glencore’s suspension follows a recent decision by China’s Luanshya to place the mine on care and maintenance.

Lusaka Magistrate Arida Chulu has found Former Game stores Manager, Maduramuthoo Palan with a case to answer.

This is in a matter where Palan is accused of having sexually harassed a Former Game Stores employee Mwila Mukamuluti.

Speaking when she delivered the ruling , Magistrate Chulu said that she has decided to put Mr Palan on his defence because the State had made its case.

She then ordered that Mr Palan must be informed on defending himself because it is his right .

Palan through his Lawyer Lubinda Linyama informed the court that he will bring one or two witnesses.

The Matter has since been adjourned to October 27th, 2015 .

Government to stop companies from Outsourcing or Sub-Contracting

Labour Minister, Fackson Shamenda has said that government wants to put an end to outsourcing and sub-contracting of labour. Mr Shamenda said that outsourcing has caused a lot of problems especially in the mining sector, before adding that the Law is currently being changed to do away with the practice of subcontracting and outsourcing of labour.

Mr Shamenda was speaking during a tour of the Dangote Cement Factory in Nigeria after he leant that Dagonte in Zambia is currently outsourcing labor when it does not subcontract labour in Nigeria.

Mr Shamenda said that the same model that Dangote is using in Nigeria should be used in Zambia.

The Minister is in Nigeria to familiarise himself with operations of Dagonte Group of companies.

The Electoral Commission of Zambia (ECZ) has launched the voter registration exercise targeting to register over 1.7 million new voters ahead of the 2016 general election.

Launching the exercise in Lusaka this morning, ECZ Chairperson Justice Esau Chulu has called on potential voters to register so that the voter turnout in the 2016 elections can increase.

Justice Chulu expressed concern that the voter turnout has been decreasing since the 2006 general election.

He says the voter turnout for the 2006 election stood at 70%, dropping to 53% in 2011 and 43% during the 2015 presidential by-election.

Justice Chulu says this is the more reason the commission is encouraging potential voters to register as voters.

He states that in order to encourage as many eligible voters; the commission has provided that any person, who will turn 18 years before or on 31st July, 2016 will be allowed to register as a voter.

He says the commission will also replace voters’ cards for the registered voters whose cards have either lost or destroyed.

Justice Chulu however states that this will require one to produce a Police report before having their voter’s card replaced.

He says the commission has since asked for a waiver of the fees for a police report during this exercise.

And the commission has announced that the ballot papers for Solwezi West and Lubansenshi arrived in the country last night from South Africa ahead of the by-election slated for 24th September.

It was another wasted opportunity by Chief Government Spokesperson Chishimba Kambwili when he appeared on a two hours ZNBC live Sunday interview programme where economically depressed Zambians were expecting him to provide both short and long term solutions to their suffering and the country’s many economic problems.

For once Zambians had hoped Kambwili would at least effectively represent the mute President Edgar Lungu, who has to date failed to address the nation through a press conference or feature on a live radio and television programme to reassure the nation, as many of his predecessors have done in the past.

Typical of Kambwili, it was the usual hollow and empty rantings without any substance but full of malicious accusations, disparaging and abusive remarks against concerned citizens such as Fr. Leonard Chiti, Mike Mulongoti, Hakainde Hichilema, Edith Nawakwi, Fred Mmembe, The Post Newspaper and others.

He called Mike Mulongoti a president of rats. How such insults help develop Zambia only he knows.

We all know Kambwili’s level of understanding issues is basic, but surely as a cabinet minister, especially at a trying moment like this one, he should have done well to represent his mute boss Mr. Lungu.

On economic issues, the UPND has consistently offered viable solutions that should be undertaken both in the short and long term to start solving the problems.

We have consistently said that while there are some global challenges, the majority of the problems are the PF’s creation. They are the ones who have borrowed heavily time and time again, but have still managed to run a huge budget deficit due to bad economic management and a failure to address the high levels of waste at the heart of government.

It was the PF leadership that told the nation that ZESCO load shedding would end by November 2012 after the upgrades of the power generation equipment following the pumping in of huge borrowed amounts.

They have had four years to address Zambia’s energy needs but they have this time only succeeded in exhibiting the worst fiscal indiscipline in history.

The upgrades were supposed to take into consideration the water usage efficiency at Kariba, but now we hear the installed machines are draining more water than the dam specifications. This is purely poor workmanship that cannot be attributed to the global economic downturn.

It was the PF leadership that went on the open market and acquired expensive loans from an expensive open market that are now due for repayments in US dollars, hence creating foreign currency scarcity we are now experiencing and this has nothing to do with the global economic situation.

It was the PF that have been constructing roads with inflated figures and now costing three times more than before because they are cutting deals from those roads contracts that are being paid from borrowed resources. Such grand corruption has nothing to do with global economic climate.

It is the PF that has slowed economic growth by increasing fuel prices at a time when neighbouring countries such as Botswana, Namibia and others are passing on the benefits of the global low prices by lowering the price of fuel and thereby increasing economic activities.

We have a PF president in Mr. Lungu [… now his wife Esther has joined the wastefulness] who cannot sit in the office to plan, but is busy milking the country drawing allowances from travels locally and abroad with huge delegations each time when they are supposed to be cutting such unnecessary costs. This has nothing to do with global economic climate.

It is purely a local problem created by PF to have a large cabinet that is busy draining resources at a time we must consider cutting down and conserve some resources.

It is a PF creation and greediness of wanting more numbers in parliament that they have been inducing by elections at great cost to the national treasury resulting in a huge budget deficit.

It was the PF creation to have embarked on un-budgeted projects, such as the creation of districts even when resource could not allow.

It was the PF that embarked on opening more missions abroad, renting buildings in foreign currency in huge amounts on monthly basis, plus employing PF cadres in these areas at a time even developed countries are scaling down by closing some missions as cost saving measures. Especially in a global world where more cost efficient means of communication are readily available.

We can go on and on in pointing out the reckless economic measures by the PF that have nothing to do with the current global financial crisis.

In all civilised societies, governments are taking action to address these economic challenges without resorting to ridiculing their opponents and trying to hide from blame.

The people are right. Truly we need a substitute government. PF icoke!

The Patriotic Front (PF) Secretary General’s response to the issues our party president Dr Nevers Sekwila Mumba raised at a media briefing in Lusaka is not surprising to us. Mr. Chama has accused our president of hallucinating and that he is an empty tin just making noise which is most unfortunate. We advise Mr. Chama and the PF that they desperately need to pay attention to the cries of the Zambian people and respect those giving proper advice.

Their usual response is ‘Nevers is not a politician,’ ‘Nevers should go back to the pulpit,’ MMD is dead’, ‘ They are bitter,’ and so on. Last month Dr. Nevers Mumba advised the PF to stop ubukopo (dullness) in their responces to serious national issues being raised by the opposition. The counsel coming from our president was timely and friendly. It was not meant to insult or demean the intelligence of the current government but to deal with the challenges facing the people of Zambia.

Mr. Chama’s response however, lacks intelligence and is totally misguided. The PF are good at dodging the real issue. They will not accept that things are wrong but time will come when the PF will have to face the music in 2016. The people of Zambia are seeing and can judge who is being wise and genuinely concerned about their welfare and those who are just interested in making a living for themselves and their families.

Our party President Dr. Mumba raised very important issues and offered some workable solutions. IF PF were a responsible government, they should have accepted that things are not right in the country and utilise the advice given to them. The response from Mr. Chama however, vindicates what his own PF members think of him. No wonder they feel empowered to call him all sorts of names in public. To call the free advice given to the PF as mere hallucinations demonstrates lack of seriousness in the PF when the Zambian people are going through the worst kind of hardships since the introduction of Multi-Party politics in 1991.

Just because Mr. Chama lives in an area that is not load-shedded and is comfortable, he thinks when we highlight the challenges people are going through due to the power deficit in this country then we are simply dreaming. We warn the PF once again that they are at risk of being unceremoniously booted out of power in 2016 faster than they came in on a platform of lies and deceit.

I want to remind the Zambian people that the PF government has failed to run the affairs of this country and keeping them in power means the end of Zambia. It is time to use “donchi kubeba” on the PF in 2016.

Suspend operations and lose licence, Kambwili warns Luanshya Mine owners

Government has warned that it will suspend the mining license of CNMC Luanshya Copper Mines Plc if the company does not reverse its decision to stop production at its Baluba mine.

CNMC Luanshya said last week that it had arrived at the decision after considering the rising cost structure for its Baluba Mine owing to the weaker copper price and increased load shedding.

Speaking on ZNBC’s Sunday Interview last evening, Mr Kambwili who is also Information Minister and Roan MP said government will not tolerate layoffs.

Mr Kambwili said the government would not accept any job losses as a result of the power shortage and had told CNMC Luanshya to rescind its decision.

“If they don’t comply we will revoke their licence, “Every investor who comes to Zambia must respect the law of the land.”

“We have options that we can take as government and one of the options is to suspend their mining license,” he said.
Mr Kambwili said the company did not follow procedures and acted “illegally”.

“If they don’t follow the procedure there are options for government to invoke. We shall invoke the provisions of the law and suspend their entire mining operation.”

The Mineworkers Union of Zambia says about 1,600 members are affected by the decision.

On Mopani Mines decision to suspend operations for 18 months, Mr Kambwili said Glencore is yet to inform government of its decision to suspend operations in Zambia.

“If they also want to suspend their operations, indeed they will write to us. As far as we’re concerned there is nothing going to happen at Mopani until we are written to. The position of government is that that is speculation.”

President Edgar Lungu’s campaign messages in both the Lubansenshi and Solwezi bye elections demonstrate clear testimony of an arrogant leader who basically demeans citizens because he is now too drunk with power.

In Lubansenshi, President Lungu kept on blackmailing voters on how he would not take development to the area if they did not vote for the PF candidate because he determines which resources should be taken to particular areas.

In Solwezi, Lungu has insulted the people of North-Western province, ridiculing them by saying that he does not care about losing the seat because he will still remain the President of Zambia whatever they decide to do.

This after Lungu earlier ordered his police officers to teargas the people of North-Western in Solwezi for showing displeasure with his poor leadership in the company of his mentor former President Rupiah Banda.

Lungu’s statements and actions confirm what we have been saying that Zambian presidents are too arrogant because of the flaws in our constitution where they singlehandedly decide which areas must be developed for political purposes against budget provisions, a situation that greatly contributes to the current budget deficit and economic meltdown we are experiencing now.

It is now all too clear that Lungu has no respect for both the people of Lubansenshi and Solwezi and does not believe in plural democracy where citizens can freely choose their representatives at various levels.

President Lungu also has no respect for the budget provisions because his statements assume that he can basically alter it at any time and do anything for his political survival, even if it means punishing and tear-gassing citizens who have the right to freely express their displeasure with his poor leadership.

It is clear that Lungu has finally adopted all the oppressive tactics and poor governance methods from his mentors Rupiah Banda and Zimbabwean leader Robert Mugabe who can use brutal force to suppress opponents, such as Rupiah Banda did to the people of Barotseland who he killed when they expressed their displeasure against him.

Booing is a democratic right by citizens to show displeasure against their leadership as even more powerful world leaders such as US President Barack Obama experience the same but they never resort to brutal suppression such as Lungu has done to the people of North-Western province who he tear-gassed.

In civilised societies, when leaders are being booed, they quickly listen to the people and start addressing their challenges, rather than brutally suppressing them as President Lungu is doing to our citizens now.

Zambia face South Africa at 2015 CAF U23 Cup

Zambia are set for a derby clash against South Africa in Group A at the 2015 CAF Under-23 Cup tournament.

The two Cosafa zone arch-rivals meet have been drawn alongside tournament hosts Senegal.

Tunisia, who like Zambia will be making their tournament debut, complete Group A following draws made on Monday in Cairo.

Zambia will play Tunisia on their opening Group A game on November 28 before taking on South Africa in their penultimate fixture on December 1.

Fighton Simukonda’s side will wrap-up Group A on December 4 against hosts Senegal

Meanwhile, Group B consists of 2011 bronze medalists Egypt, Algeria and tournament first-timers Mali.

Inaugural champions in 2011 Gabon did not qualify for this years edition of the championship.

Senegal will host the tournament from November 28 to December 12.

The top three finishers will represent Africa at the Rio 2016 Olympic Games.
