THE probe into the leakage of President Lungu’s maiden speech to the ceremonial opening of the fifth session of the 11th National Assembly to The Post newspaper has been cast wide extending to State House staff and other Government employees.

State House permanent secretary Emmanuel Chilubanama said Government through its investigative wings has made headways in the investigations.

Mr Chilubanama said in an interview from Solwezi yesterday that the vigorous investigation is also a measure to curb similar incidents in future.

He said it is criminal for classified information to be found in possession of unauthorised hands and that the perpetrators will be dealt with severely in accordance with the law.

Mr Chilubanama noted that the leaking of secret documents has not been rampant in President Lungu’s administration and that State House will continue to endeavour and ensure it is not perpetrated.

He said the investigations will be conducted expeditiously before getting to the bottom of the matter as the stages through which the speech underwent are known.

“Let me take this opportunity to warn State House staff and Government workers in general against leaking secret documents because if they are found wanting, they will be dealt with severely within the ambits of the law.

“We know the stages it (speech) passed through and it is simple to get to the bottom of the matter and we have made headways after handing over the matter to the investigative wings,” Mr Chilubanama said
He said it is worrying that some sensitive Government plans and deliberations are sometimes leaked to the public before it is appropriate to publish them in public domain.

He said it is the responsibility of all Government workers to ensure that secret documents are safely kept within specified boundaries.

And Mr Chilubanama has dispelled rumours that President Lungu’s political adviser Kaizer Zulu has been suspended following reports in The Post newspaper that he fired shots from his pistol at Enock Kavindele Junior at Lusaka’s Chrismar Hotel.

On Tuesday, Inspector-General of police Stella Libongani said police have instituted investigations into the leakage of President Lungu’s speech to the ceremonial opening of the fifth session of the 11th National Assembly to The Post newspaper.

The ruling PF has scooped the Lubansenshi parliamentary seat after its candidate George Mwamba polled 4, 879 in yesterday’s by election .

Mr Mwamba was trailed by independent candidate Charles Chimumbwa who amassed 2, 463.

UPND’s Patrick Mucheleka who is the immediate past MP in the area was in distant third with 1, 895.

Gabriel Mulenga of the MMD got 479 while Daniel Mubanga of the Rainbow Party received 200 votes.

Returning Officer Christopher Simusokwe declared Mr Mwamba winner at 01:22 this morning.

In Solwezi West, the opposition UPND was enjoying a comfortable after results from 37 polling stations out of 38 were counted.

By 06 Hours this morning, UPND’s Teddy Kasonso polled 8,340 and he was followed by David Mbaya of the PF who received 2,594 while John Njombi of UNIP received 119.

Only results from one polling station are still being awaited.

Zambian Investment advisory firm targeting to raise up to $150 million

Ferngroove BC, a Lusaka based investment advisory firm is targeting to raise up to USD 150 million through international fund managers for local investment projects in Zambia.

Ferngroove is working with US-based consulting firm Nova Vista Capital Advisors to attract US investors and raise millions of foreign direct investment into the Zambian economy.

Ferngroove which offers corporate finance and financial advisory services has in the past successfully raised investment funds for its clients from local and international financial markets.

“We want to play an active role in contributing to the economic growth of our country by attracting foreign direct investment that will be able to help in creating jobs for Zambians,” says Conrad Gomani, Ferngroove Group Chairman.

He said the USD 150 million deal is expected to be sealed during October 2015 meetings with fund managers in New York.

We don’t want to sit on the bench, we want to work with the Government in raising more funds to be channeled towards high impact investment ventures in Zambia, said Gomani.

Government says the implementation of the Quality Management Systems in all public health laboratories across the country is progressing well.

Deputy Minister of Health Chitalu Chilufya said this will help all public laboratories in the country to conform to the clinical laboratories standard of ISO 15189 and achieve accreditation.

Dr. Chilufya said this will also make clinical laboratories in Zambia to be internationally recognized and also provide confidence in laboratory services for better patient management.

The deputy minister said this in Lusaka today in a speech read on his behalf by Acting Director of Clinical Care and Diagnostics Services Davy Nsama at the official opening of the five days Training Workshop on Minimum Standards for National Reference Laboratories in the Southern African Development Community (SADCC).

The training workshop has attracted laboratory specialists from all central and general Hospitals across the country.

And Dr. Chilufya expressed hope that the training workshop will help in accelerating the implementation of the quality management systems at all levels of laboratory services countrywide.

Zambia has subscribed to the African Society for Laboratory Medicine (ASLM) 2020 vision target of enrolling 2,500 laboratories across Africa of which 250 must achieve accreditation.

President Lungu should be supported on progressive statements -Shakafuswa

KATUBA member of Parliament (MP) Jonas Shakafuswa (UPND) has appealed to Zambians with divergent views not to hate President Lungu.

Mr Shakafuswa told Parliament on Wednesday that the head of State should be supported whenever he makes progressive statements in order to diffuse the hatred that has emerged among political parties.

“Don’t hate Edgar Lungu. There is a lot of hatred going on among political parties. I have personally engaged President Lungu in a lot of things, some of them are in his Presidential speech,” Mr Shakafuswa said.

He was contributing to the motion of thanks to the President’s address to the House last Friday.

Mr Shakafuswa said President Lungu’s declaration of October 18 as the national day of prayer; reconciliation and fasting should be supported by all peace-loving Zambians.

He said the declaration should be embraced by all as it symbolises that God has come to the country.
He said the current regionalism that has engulfed the political field should not be promoted.

Mr Shakafuswa is concerned that Zambians are grouping each other and this is detrimental to the well- being of politics in the country.

He said he will not wait for 2016 to work with those in Government because his role in the opposition is to offer checks and balances.

Mr Shakafuswa said there is need for the ruling Patriotic Front (PF) to “walk the talk”when it comes to implementing the Presidential speech.

Counting of ballots in the Lubansenshi and Solwezi-West begins

Counting of ballots in the Lubansenshi and Solwezi-West Parliamentary by election is underway.

The electorates in the two constituencies have voted in a calm atmosphere.

In Lubansenshi, Znbc’s Bright Mukwasa reports that electorates in the constituency, with an estimated 20,198 registered voters steadily trooped to various polling stations.

PF Candidate George Mwamba told reporters after voting at the Lupili Local Court polling station that he is confident of winning the seat.

Mr. Mwamba, flanked by deputy minister in the office of the Vice President Stephen Kampyongo and deputy campaign manager Father Frank Bwalya, said he is ready to accept defeat in case he loses as he is in a race.

And Mr. Kampyongo said his party has alerted police over attempts of fraudulent activities which were being perpetrated by a named political party when the voting started.

Rainbow party candidate Daniel Mubanga who also voted at the same venue had earlier told ZNBC that his party is headed for victory.

Meanwhile, FODEP executive director McDonald Chipenzi said voter turnout is impressive attributing it to the relatively calm and conducive environment prevailing in the area.

Luwingu District Commissioner Patrick Chanda told ZNBC that the town is peaceful and calm.

Patrick Mucheleka currently contesting under the UPND ticket had the seat nullified by the courts.

The seat is being contested by five candidates from MMD,PF, Rainbow Party,UPND and one independent Mr. Charles Chimumbwa.

President Edgar Lungu has arrived in New York for the 70th UN General Assembly.The President arrived at John F. Kennedy International Airport on Thursday around 17 hours Zambian time.He was received at New York place Hotel by Foreign Affairs Minister Harry Kalaba.

Others to welcome the President were Gender Minister Nkandu Luo, her Works and Supply Counterpart Yamfwa Mukanga, PF Deputy Secretary General Mumbi Phiri and Information Permanent Secretary Godfrey Malama.

Zambia’s Permanent Representative to the UN Mwaba Kasese Bota and Ambassador to the U.S. Palan Mulonda were also there.

While in the US President Lungu will give his maiden address to the UN General Assembly on Saturday.The President will also take part in the General Debates.

Agriculture Minister Given Lubinda has bemoaned the relatively low usage of fertilizer in the sub-Saharan region.

Speaking when he opened the first annual meeting of the East and Southern Africa Fertiliser Trade Platform, Mr. Lubinda said the low utilization of fertilizer by small holder farmers has been a major challenge that has negatively affected crop production.

He said fertiliser usage in sub-Saharan Africa is the lowest in the world with an average of eight to ten kilogrammes per hectare compared to over 200 kilogrammes per hectare in other parts of the world.

Mr. Lubinda said the disparity is also evident between smallholder and large scale farmers, citing Zambia where he said the average usage of fertilizer by small scale farmers for 2014-2015 farming season stood at 132 kg per hectare compared to 420 kg per hectare for commercial farmers.

He attributed the low usage of fertiliser to a number of factors among them high cost of fertilizer, limited availability of fertiliser especially in rural areas, lack of knowledge on correct usage of fertilizer, lack of efficient extension services and distribution of one type of fertiliser to regions with different type of soil.

The Minister of Agriculture has since commended the Common Market for Eastern and Southern Africa (COMESA) for coming up with initiatives meant to find solutions to challenges faced by small scale farmers.

He said there was need for private sector participation if the challenges facing smallholder farmers relating to fertilizer usage are to be overcome.

And speaking at the same occasion, COMESA Secretary General Sindiso Ngwenya called for the correct usage of fertilizer by categorizing fertilizer to a specific soil type.

Dr. Ngwenya said the COMESA region has different climatic conditions which require fertilisers to be categorised according to regions.

He said there was need for governments to come up with policies that attract the involvement of the private sector in the local production of fertiliser.

Dr. Ngwenya further said some countries in the COMESA region have deposits of phosphate which he said can be exploited through the private-public partnerships.

Lusaka records 29, 363 voters in one week

LUSAKA District has recorded an overwhelming 29, 363 voters since the Voter

Registration exercise commenced on 14th September, 2015.

Lusaka District Electoral Officer (DEO), Alex Mwansa said the figure represents the period from Monday, 14th

September 2015 to Sunday, 20th September, 2015.

The District Electoral Officer, who is also Lusaka Town Clerk, said he was encouraged with the number of

registered voters and appealed to more would-be voters to take advantage of the registration period which

commenced on Monday, 14th September and will end on Wednesday, 11th November, 2015.

Of the 29, 363 captured voters, 20, 415 are new registrations of which 7, 092 are females and 13, 323 are males,

while 9, 354 are re-registering with 3,194 being females and 6, 160 being males.

Among the constituencies that have recorded the highest number of registered voters are Mandevu with 6, 150

followed by Matero 4,452 and Kanyama with 4, 247.

“I am impressed with the number of people who have registered as voters for the 2016 general elections. I am

particularly happy with the number of new registrations, especially the youths who have show special interest to

vote for the first time,” Mr. Mwansa said.

Mr. Mwansa appealed to all youths and women that have attained the age of 18 or those that will have attained

18 years by 31st July, 2015 can register as voters because they too, are eligible to vote.

He also urged all those that may have lost their voters cards or their National Registration Cards (NRC) or those

that have either their NRC’s or voters cards defaced or damaged to go and have them replaced.

He said the Electoral Commission of Zambia (ECZ) in collaboration with the Ministry of Home Affairs has made it

easier to obtain a police report at the registration centres.

The District Electoral Officer advised that some registration centres in the first phase may move to other centres

in the second phase, while others will remain because of the high turnout of people being recorded at some

places where there are many registration streams.

“Some registration centres in Lusaka Central, Chawama and Matero constituency may not move in the second

phase; for example at Chawama Community Hall, Lusaka City Library and George Central Primary School, Kizito

Primary School and New Matero Boys School,” Mr. Mwansa said.

Government revenue collection exceeds target by 10%

Government has disclosed that in August 2015, revenue collection amounted to 2.73 billion Kwacha against a target of 2.48 billion Kwacha.

Ministry of Finance Spokesperson Chileshe Kandeta says this reflects an over performance of 10 percent.

Mr. Kandeta says this is attributed to increased collections on domestic VAT and Non-Tax Revenues.

Mr. Kandeta says by categorization, tax revenue collections amounted to 2.02 billion Kwacha while non-tax revenues totaled 7 10 million Kwacha in August 2015.

He adds that among the major expenditure items was 890 Million Kwacha which was given to the National Road Fund Agency for onward disbursement to the Road Development Agency for road infrastructure programmes.

Mr. Kandeta says the treasury also released 160 million Kwacha to the Food Reserve Agency for crop purchase and 50 million Kwacha for the Farmer Input Support Programme.

He says the release of funds for the Farmer Input Support Programme is consistent with the government’s long-term objective to diversify the economy, improve the livelihoods of small-scale farmers, and ensure country-wide food security.

The Ministry of Finance Spokesperson says other expenditure includes 11 Million Kwacha for water and sanitation programs, 12.5 Million Kwacha for the Social Cash Transfer Program and 12 Million Kwacha for the mobile national registration exercise.

Patriotic Front (PF) Nkana Member of Parliament Luxon Kazabu has said that he has not done anything harmful to the ruling party adding that his loyalty remains with the PF.

Commenting on allegations that he has lodged bail for a UPND cadre, Mr. Kazabu said that he signed for Mate Situla because he is a school boy who is a close relative.

Yesterday Mr Kazabu joined the United Party for National Development (UPND) in bailing out its cadres who were arrested along with Chongwe Member of Parliament Sylvia Masebo for conducting an illegal political procession.

The 17 UPND cadres were arrested by police last week along with Chongwe MP Sylvia Masebo after conducting an illegal procession along Independence Avenue soon after Ms Masebo appeared at the Magistrate court on charges of abuse of authority of office.

The cadres were each given K5000 bail with two working sureties, and several MPs including UPND’s Kaoma Central MP Carlos Antonio, Villie Lombanya of Solwezi East and their Sesheke counterpart Sianga Siyauya.

Mr Kazabu has received condemnation for his role from PF senior leaders.

PF secretary general Davis Chama said Mr Kazabu had exposed himself for who he truly was by helping the UPND cadres be released from police custody by joining the UPND MPs in signing bonds for the suspects.

Mr Chama has challenged Mr Kazabu to openly declare his loyalty to the opposition political party instead of using the name of PF to conduct political activities for the UPND.

“This is actually surprising, but again it is revealing his true colours and his allegiance to the opposition party. If he (Kazabu) can go to sign bail for the law breaking UPND cadres, he is just trying to expose himself for who he truly is. Let him go,” Mr Chama said.

And PF National Youth Chairman Chishimba Kambwili has called on PF Nkana Member of Parliament Luxon Kazabu to resign if allegations by media reports that he signed a police bond for a UPND cadre are correct.

Mr. Kambwili said that the allegations are an insult to the ruling party.

He said that Mr. Kazabu joined the PF shortly before elections in 2011 adding that it is possible for him to turn against the ruling party.

President Lungu drops Kaizer Zulu from New York trip

President Edgar Lungu last night dropped his special assistant for political affairs Kaizer Zulu from his entourage to New York for the UN General Assembly.

According to QFM News, President Lungu dropped Mr Zulu after being angered by the incident in which his aide fired two gunshots after an altercation with Lusaka businessman Enoch Kavindele junior at Chrismar Hotel in the early hours of Saturday morning.

President Lungu is said to have reprimanded Mr. Zulu before asking him to remain behind and sort out the allegations leveled against him.President Lungu is also said to have asked the Police to investigate the matter thoroughly and provide a full report before he could make any decision on Mr. Zulu’s fate.

Police sources told QFM News that Mr. Zulu was scheduled to appear for questioning yesterday, Wednesday, 23rd September following two Police complaints separately filed at Long Acres Community Police Post by Enoch Kavindele junior and his brother Kaunda, who are both sons of former vice-president Enock Kavindele.

Inspector General Of Police Stella Libongani has condemned UPND supporters in Solwezi for the violence that occurred yesterday between 16hrs and 21hrs.

Riots broke out in Manyama area in Solwezi after Police descended on UPND members who were attending the party’s final rally ahead of today’s parliamentary by election.Onlookers narrated how police in full riot gear descended on the UPND members and started beating up for attending rally which they claimed was illegal.Police told UPND not to conduct the rally at Manyama Basic School grounds in Kalumbila on account of lack of prior notice.The residents took offence and fought running battles with the Police who kept on firing teargas canisters.

I.G Libongani said 21 people were apprehended and are currently in custody.

STATEMENT ON THE INCIDENT WHICH HAPPENED IN SOLWEZI WEST

The situation in Solwezi West and Lubensenshi is quiet and voting is going on smoothly. Police are continuing with operations in both constituencies in order to ensure that the remaining period is well policed. The officers will also monitor the movement of ballot boxes to the totaling centers until the whole process is over.
However, the Zambia Police Service would like to condemn the conduct of the UPND cadres for turning riotous after being advised by officers and school management not to conduct a rally at Manyama Basic School grounds in Kalumbila on account of lack of prior notice.
Instead of adhering to Police advice, the cadres started throwing stones, blocked the road as well as smashing police equipment that was in the nearby Police Post. This act left two police officers with head injuries forcing the Police to use tear gas in order to disperse the riotous cadres.
As a result, 21 people were apprehended and are currently in custody and will be charged accordingly.
This happened on 23rd September 2015 between 16 and 21:00 hours.
Apart from the two officers who were injured by the cadres, the police have not received any other report of injury or fatality as a result of the incident.
