Government urges churches to prioritize safety measures following tragic boat accident in Chilubi

Government officials and church leaders have called for increased safety measures following a tragic accident in Chilubi, Zambia that claimed the lives of 14 Seventh Day Adventist (SDA) youths. The group was traveling on a banana boat from Kashitu area to Chishi Island when the boat capsized on Lake Bangweulu.

The Senga Hill Pastors Fellowship expressed their condolences to the families of the deceased and called on all Christians in the country to pray for them during this difficult time. “The accident involving the SDA youths on Lake Bangweulu is not only shocking but disturbing to the nation,” said Pastor Sunday Simpasa, Chairperson of the fellowship.

He also urged church leaders to prioritize the safety of their congregants when they travel to worship away from their congregations. “Let me also appeal to government to stiffen the law on transporters found drunk or overloaded to protect the lives of people,” he added.

Northern Province Permanent Secretary Bernard Mpundu echoed the call for increased safety measures, stating that the accident could have been avoided if all safety measures were taken into consideration by the church and the transporter. “It is sad that we have continued losing lives in such circumstances,” he said.

However, Mr. Mpundu did disclose that the government had released K70,000 to help the families who lost loved ones. “Apart from meeting all the funeral expenses, the government has released K70,000. Therefore, each family will be given K5,000 just to help them during this trying period,” he said.

Seventh Day Adventist Church Northern Zambia Union Conference Executive Secretary, Emmanuel Mwewa, thanked the government for their support during the tragedy. “It would have been difficult for the church to handle the situation without the full involvement of the government hence we will always remain grateful to the government for this gesture,” he said.

The tragedy has highlighted the need for safety measures to be put in place, not just for church members but for all Zambians. “My appeal to government and the grieving families is to kneel down and pray to God to see this country through this moment,” said Pastor Simpasa.

The loss of lives in accidents that could have been avoided is a concern for the Zambian government. “Government is concerned and deeply saddened that the country has continued losing lives of people in accidents that could be avoided,” said Mr. Mpundu.

As the country mourns the loss of the SDA youths, officials and religious leaders are calling for action to be taken to prevent similar tragedies from occurring in the future.

River basins still need financial, technical support

The Zambezi Water Commission (ZAMCOM) executive secretary Felix Ngamlagosi says river basin organisations still require both financial and technical support from development partners to implement various interventions that address some of the challenges that they face.

Mr Ngamlagosi said while support is still needed, the African continent has also accumulated valuable experiences and capacity, which may be useful in accelerating the pace of developments in the river basins.

“The key question here is, therefore, how do we harness these experiences and lessons from institutions within our continent Africa,” he said at the start of the high level inter-regional experience sharing visit to ZAMCOM secretariat in Harare on Monday by a delegation from the Nile Basin Initiative (NBI).
Mr Nyamlagosi said the study tour was one of ways in which ZAMCOM and NBI can enhance their institutional knowledge, capacity and skills and also in addressing their challenges.

“This high-level experience sharing tour by the NBI, therefore, comes at the right time and has positive impact on both sides as we are able to bridge the gap of knowledge, skills and expertise in our organisations.

We believe that, with a strong cooperation and collaboration between the NBI and ZAMCOM, we all stand to achieve the aspirations of the countries and communities in the two major river basins of Africa,” Mr Ngamlagosi said.

He said the future is in the strength in cooperation and partnership.

“We need to work together for “A future which is characterised by equitable and sustainable utilisation of water resources, regional integration and economic benefit for present and future generations” in our continent Africa,” Mr Ngamlagosi said.

Established in 2004, ZAMCOM is an intergovernmental organisation which brings together eight riparian states – Angola, Botswana, Malawi, Mozambique, Namibia, Tanzania, Zambia and Zimbabwe – which share the Zambezi River Basin.

And NBI executive secretary Sylvester Matemu said water quality is one of the major challenges that societies face today since it has an impact on human health, food production, ecosystem functions, and economic growth.

“Water quality deterioration translates directly into environment, social and economic problems,” Mr Matemu said
He said the purpose of this study tour is to increase awareness, knowledge and capacity in transboundary water quality management, pollution control, and conservation activities at both national and regional levels.

“A significant number of Basin citizens depend on the services provided by rivers, lakes, wetlands and water-related ecosystems. However, environmental pollution is negatively impacting millions of livelihoods and economic growth in the basin,” he said

Mr Mutemu said the NCCR project supports the Nile riparian countries to cooperatively address the ever-increasing water quality and pollution control challenges in the basin.

The Nile Basin ecosystems sustains the well-being of its 272 million inhabitants.

He expressed his appreciation to ZAMCOM, the ministers’ in-charge of Water Affairs, the government of Zimbabwe as well as the World Bank for supporting and enabling the study tour to come to fruition.

“We look forward to continued engagements with ZAMCOM for the mutual benefit of our respective Basin citizens.

The study tour is organised under a World Bank Nile Cooperation for Climate Resilience (NCCR) project being implemented by NBI in partnership with Nile Basin Discourse (NBD) and the Lake Victoria Basin Commission (LVBC).

The NBI is an intergovernmental organisation of the 10 Nile basin riparian countries with a shared vision objective to promote sustainable socio-economic development through the equitable utilisation of and the benefit from the common Nile Basin water resources.

The NCCR project is divided into five thematic areas, namely) platform for cooperation, flood and drought risk mitigation, dam safety capacity building, innovative information services for climate resilience investment planning and water quality investment planning and prioritisation.

Bruce Mwape unveils final squad for South Korea mission

Zambia women’s national team coach Bruce Mwape has named his final 24-member squad for two friendly matches against South Korea April 7 and 11 in Seoul.
Mwape has named a squad comprising 15 locals and nine foreign-based players for the South Korea assignment that will gauge the Copper Queens’ readiness for the 2023 FIFA Women’s World Cup to be held in Australia and New Zealand in July.
However, the coach will miss the services of defenders Lushomo Mweemba and Esther Banda due to injury.
Another defender Margaret Belemu has been excused in order for her to complete her switch from Hakkarigucu Spur in Turkey to Chinese Women’s Super League side Shanghai Shengli.

Millennials Won’t Be Swayed Away By Tribalism

Whenever presented an opportunity to engage with the electorates, the Patriotic Front (PF) has become notorious for using tribalism as a ‘trump card’ for winning sympathy or votes!

During the run up to the 2021 general elections for example, like they’ve done on numerous occasions, PF leaders went full throttle bashing and lampooning certain ethnic groupings.

“These people are so tribal. If Jesus were to come back and stand for elections with them, they’d still vote for one of their own!” they’d repeat such hogwash to their audiences.

It seems PF and their surrogates are yet to pick any lessons from the humiliating defeat they suffered during the last elections. As he was being released from custody the other day for criminally defaming two senior cabinet ministers, Munir Zulu attempted to play the usual trump card.

“Villagers of Lumezi are more intelligent than the villagers of Bweengwa…..” he proudly declared. He was flanked by non other than Brian Mundubile, who is in contention for the party’s top position, with a retinue of other senior leaders.

Non of them seemed to take issues with such disparaging remarks that have a potential to further polariize the nation, and plunge into civil strife of catastrophical magnitudes! This is the same Munir who prior to the elections stated that minority tribes must not be allowed to rule this nation during an interview on Prime TV whilst clad in PF regalia.

It seems PF leaders remain bogged down in the ‘Stone Age’ whereby one would simply get away with anything without necessarily being subjected to scrutiny. Hallo…..can you wake up from slumber!

During his first run for the White House job in 2008, Obama managed to captured the imagination of young people, the millenials, by addressing their concerns and aspirations. In addition to the traditional bread-and-butter issues, Obama tackled the crisis in Darfur, the war in Iraq, global warming and the environment; and how college expenses were too high.

According to political science professor Russell Dalton, the Millennial generation is the best educated, most cosmopolitan, most tolerant, and most socially concerned generation in modern American history. Their values are very different from senior Americans, who have many positive features but a distinctly different view of politics.

Obama’s campaign tapped into this potential among the young, and the result was a surge in youth participation and his victory as the Democratic nominee for president.
This is exactly the same strategy employed by Hakainde’s campaign team. Realizing that the youth would play a significant role in the polls, UPND packaged an attractive campaign message that would appeal to the electorates, particularly the young voters. While their opponents were busy peddling tribal remarks since they had nothing to offer; Hakainde offered to deliver free education, reintroduce University students’ bursaries, put an end to caderism which had proven a menace to the general public and accelerate youth employment by restoring donor/investor confidence etc.

And when the time came to vote, the youth woke up wee hours of the day and turned up at the polling stations enmass to usher in one Hakainde Hichilema by a staggering 1000 000 votes margin!

PF can continue wasting time talking about or championing tribalism, but the millennials won’t be swayed away from voting for reasonable leaders …..those that offer hope and confidence as opposed to tribalism and belligerence. And when the time of reckoning fast sets in, they shall surely punish the culprits at the ballot box for the second time!

Why did my case take 19 years for the courts of law to adjudicate-HH

President Hakainde Hichilema has implored the newly sworn-in Judges to speed up the delivery of justice.

Speaking yesterday at State House when he swore-in 19 Judges, two diplomats and the Deputy Auditor General, President Hichilema said there are too many adjournments of courts cases.

The President wondered why a case would take 19 years for the courts of law to adjudicate.

“Too many adjournments in our courts, as a citizen I had a case that has been going on for 19 years. Adjournment after adjournment, it involves a land matter, you can’t manufacture land,” he said.

Mr Hichilema pointed out that cases are delayed to be adjudicated because someone, somewhere decided to sit on the case. The Head of State reminded the Judges that they have been appointed to serve the people of Zambia hence the call for them to speedily deliver justice without any delay.

He highlighted that the appointment of the 19 Judges is aimed at reducing the workload being handled by one Judge, so as to speed up the delivery of justice.

“Part of your coming is to answer the question of the volume of work being done by one judge, it is unprecedented 19 Judges. This is meant to answer the issue files the Judge is working on at a particular time, so that you can discharge your duties to the citizens diligently. Speed does not mean giving away diligence, no,” he said.

The Head of State stated that some public workers often forget why they were appointed for the position they are occupying but should always remember that they have been employed to render service to the Zambian people.

“I do notice that people get to these positions and quickly forget why there were appointed,” he said.

President Hichilema further said the Judges should work as a team with other government arms in delivering quality public service to the citizenry.

Meanwhile, President Hichilema has tasked the newly sworn-in diplomates to aim at bringing investment and technology to the country.

Those sworn-in to serve in the Foreign Service include Zambia’s Ambassador to Brazil, Glynne Michelo and Zambia’s Ambassador to the Federal Democratic Republic of Ethiopia, Rose Sakala.

And in addressing the Deputy Auditor General Ronnie Mwambwa, President Hichilema urged him to ensure there is prudence in the use of public funds.

President Hichilema stressed on the need for proper accountability of public funds so as to reduce wastage.

Speaking after the swearing ceremony, President of the Constitutional Court Mulela Munalula said her top priority is to see to it that there is speedy delivery of justice.

ZCCM-IH Shareholders Approve Kansanshi Royalty Conversion for Steady 3.1% Income Stream

ZCCM Investments Holdings Plc (ZCCM-IH) shareholders have approved the Kansanshi royalty conversion, which will guarantee the company a steady income stream. The company will now receive 3.1% of Kansanshi Mining Plc’s total revenue on a quarterly basis over the entire life of the mine, which currently extends to the year 2045. This replaces the former model of unpredictable and unguaranteed dividend pay-outs, which were made at the discretion of the board and dependent on company profitability.

ZCCM-IH Board Chairperson Ms. Dolika Banda states that the royalty arrangement will give them a consistent and stable income, resulting in a far healthier cash flow. This will make it easier for the company to raise financing to pursue its ambitious investment strategy. The royalty model will not only provide greater overall revenue but also more predictable and consistent revenue flow.

A comparison of actual dividends received from Kansanshi since 2009 with estimates for future royalty rates shows that the royalty model will benefit ZCCM-IH from future high copper prices, in the likely event of a price recovery from recent market turmoil. It also affords protection from the worst of any future price slump as it is paid on production, not profitability.

ZCCM-IH will continue to hold 20% of the shares in Kansanshi Mining Plc, retain 2 out of 10 board seats, and thus continue to participate in the governance of Kansanshi and have full visibility of Kansanshi operations. The completion of the Royalty Transaction follows extended discussions over the past three years between First Quantum Minerals (FQM) and ZCCM-IH.

This move will result in a far healthier cash flow for ZCCM-IH, which will make it easier for the company to raise financing and pursue its ambitious investment strategy. Ms Banda said that their ambition is to make investments throughout the mining value chain, from exploration through to value addition, so that they may help create national economic success stories for the benefit of all Zambians, and for their shareholders, value creation and a return on their investment.

ZCCM-IH shareholders’ approval of the Kansanshi royalty transaction will guarantee a steady income stream for the company, affording protection from future price slumps and giving them a consistent and stable income. This move will ultimately result in a far healthier cash flow for ZCCM-IH and make it easier for the company to raise financing and pursue its ambitious investment strategy.

Given Lubinda Calls for Urgent and Effective Response to Address Abductions and Murders

The Patriotic Front (PF) Vice President, Hon Given Lubinda, has expressed concern over the increasing number of abductions and murders in Zambia, especially among school-going children. In a statement issued on Monday, April 4th, 2023, Hon Lubinda called for a quick and effective response from the government, parents, and the community at large.

“The rising cases of abductions and murders, particularly among school-going children, is becoming a serious national security issue that calls for a quick and effective response from Government, parents, and the community at large,” said Hon Lubinda in his statement.

He further added that “Over the last couple of months, a number of school-going children have been reported missing or murdered. The latest being the case of Nathaniel Chanda, a 7-year-old boy who went missing and was later found dead with some of his body parts missing.”

The Vice President of Patriotic Front went on to express his concern about the pattern of abductions and murders, suggesting that these heinous acts are well-coordinated and elaborately planned. He cited the infamous abduction of mobile booth operator, Pamela Chisumpa, and the subsequent discovery of 12 other young ladies who had been abducted, as evidence of this.

“The police and other law enforcement agencies must step up patrols and surveillance operations, especially in public places such as shopping malls, schools, churches, and hospitals among others,” said Hon Lubinda.

He also called on parents, guardians, and the community to supplement the efforts of law enforcement agencies by being more vigilant and security conscious of the safety of their children and the general membership.

“It is our collective responsibility to ensure the safety and security of all people at every given time. We call upon Government to seriously interrogate the causes and manner of the abductions and murders. Government must do everything that it takes to bring the perpetrators to justice and ensure that appropriate measures are taken to completely eliminate the threat of such heinous crimes,” said Hon Lubinda.

Furthermore, Hon Lubinda called on the government to come up with practical solutions to address the rising cost of living, rampant youth unemployment, and the general economic malaise that many of the people are grappling with.

“A failing economy is a recipe for high crime rates, a breakdown of the rule of law, the moral fabric of society, and many other social ills including serious crimes such as murder and abductions,” added Hon Lubinda.

Hon Lubinda’s statement issued by Patriotic Front (PF) Vice President highlights the gravity of the current situation and emphasizes the need for immediate and effective action to address the rising cases of abductions and murders in Zambia. It is now up to the government, law enforcement agencies, parents, and the community at large to work together to eliminate this threat and restore safety and security to the country.

BETUZ praises govt over introduction of smart phones, tablets for ICT lessons

The Basic Education Teachers Union of Zambia (BETUZ) has praised the government’ for plans to introduce smartphones and Tablets in schools for Information and Communication Technology (ICT) lessons.

Speaking in an interview with ZANIS in Lusaka BETUZ General Secretary Henry Sinkala said the move is in line with the digital era which the country is currently undergoing.

“We have welcomed the plans that government has to introduce smartphones and gadgets which will allow pupils to learn ICT because we are in the era of change to digital and change must be made and accepted in order to digitalize the country”, said Mr Sinkala.

Mr Sinkala added that government is looking into how to secure the gadgets safely at schools to void issues of theft.

“With such gadgets it is prudent that schools improve the school premises security and guard them jealously because they come with huge amounts and therefore we expect that measures of magnitude are put in place to ensure that they are safeguarded,” said Mr Sinkala.

Meanwhile, Mr Sinkala applauded teachers for their commitment as the term is coming to an end on April 7th 2023 and encouraged the teachers to continue with the same spirit of commitment for the remaining academic terms.

Education Minister Douglas Siakalima recently announced in Parliament that government is considering the introduction of smart phones and Tablets in schools for Information and Communication Technology (ICT).

More than 60,000 children enrolled in primary schools in Chipata

At least 60,000 children were enrolled for primary education in the first quarter of 2023 in Chipata district following the introduction of the free education policy in the country.

Chipata District Education Board Secretary (DEBS), Gabriel Chutu, said the district recorded an enrollment of 31,455 boys and 33,183 girls in the district.

Mr Chutu said under the secondary education category, a total of 16,035 pupils were enrolled during the same period. Out of the 16,035 enrolled in the secondary education, 7,802 were girls and 8,233 boys.

He was speaking during the Chipata District Senior Management meeting. He said a total of 6,697 pupils were enrolled in the early childhood education (ECE) category, of which 3,206 were boys and 3,491 were girls during the same period.

Mr Chutu told the meeting that 2,000 desks were to be procured under the 2022 Chipata Central Constituency Development Fund (CDF) after contracts were cleared by the office of the Attorney General.

He said under the 2023 CDF, 4,000 desks would be procured, adding that the request for approval had already been forwarded through the Provincial Local Government Office.

He added that the procurement processes would start once the request is approved.

“Under the 2022 Luangeni CDF, 2,500 desks are to be procured and contracts were already cleared by the Attorney General and signed by those allocated while under the 2023 CDF, 3,535 desks will be procured and request for approval was already forwarded through the Provincial Local Government Office,” he said.

And Mr Chutu said there was a shortfall of both early childhood education and primary school trained teachers, especially in rural schools of Chipata district.

“Lack of trained ECE and primary school teachers is negatively affecting literacy levels in the district,” he said.

Mr Chutu said the other problem is inadequate Information Communication Technology (ICT) equipment such as computers, printers, scanners, photocopiers for report writing and data compilation.

Meanwhile, Mr Chutu has observed that private schools are not very conversant with the curriculum framework and school calendar for the Ministry of Education.

He has since advised that the private schools in the district must be oriented on the Zambian curriculum framework and the school calendar for them to follow.

Internews Network launches training on income generation for media houses

The Internews Network Zambia commenced a three days Media Market Forum aimed at training media institutions on exploring other ways of generating revenue apart from advertisements.

Speaking during the opening of the Media Market Forum in Lusaka today, United States Agency International for Development (USAID)- Open Spaces Project and Internews Network Zambia Chief of Party, Teldah Mawarire, said the forum will impact the journalists with knowledge on how to do business while running a media institution.

ZANIS reports that Ms Mawarire stated that her organization realized that running a media outlet is very expensive and needs funds in order to sustain themselves hence the training that her organisation has devised.

She said that the training will impact journalists with skills and knowledge on how to formulate a business plan and upscale the media institution as a business.

Ms Mawarire pointed out that her organization has so far donated various media equipment to various media houses based on their needs and finances in order to help improve media sustainability of the business aspect.

“We partnered with the Geo Poll to do this media research and I am glad that the results of the Geo Poll will be presented to you today. It is my hope that you will take the results of the research and be able to build your business ideas around what your target market is able to look at,” said Ms Mawarire.

And Independent Broadcasting Authority (IBA) Standards and Consumer Affairs Officer, Katendi Wandi commended the organizers of the Forum for committing to look at sustainability issues of media institutions.

Ms Wandi said the training is important as it is looking at the business aspect of radio and television stations and not only at content.

“In our work as the regulator, we have seen that stations are always coming up but the problem is the sustainability issues, resources and so on. That is why we encourage community radio stations to venture out and find other alternative means of raising income for their stations,” said Ms Wandi.

She added that the training is important as it will give media houses especially the licensees the added knowledge and skills to help them sustain their operations in seeking additional funding and sources of income to continue operating.

Ms Wandi said it is the authority’s hope that other media institutions will be reached as the programme grows so that they can access enriched information.

The Media Market Forum which is the first one in the country has attracted 19 community radio stations and public media houses and is being held under the theme “Build business partnerships for increased revenue generation”.

Zambia, US sign MoU to boost trade

Zambia and the United States today signed a Memorandum of Understanding (MoU), which will set forth a direction for our commercial engagements, prioritise the key sectors that are critical to Zambia.

Speaking at the at the commercial signing of the MoU, US Ambassador to Zambia Michael Gonzales said the agreement will catalyse the various elements across the U.S. government to enable the private sector to flourish, to trade, to invest, to create jobs.

“I am thrilled to be here today, I am so pleased that we made it to this point of the MoU signing, and extremely excited by what we can accomplish together as we actualise this commercial MoU and make a reality of what we first envisioned some months ago,” Mr Gonzales said.

He commended the technical experts from the Embassy and the U.S. Department of Commerce who have been working hand in hand with their colleagues from the Ministry of Commerce, Trade and Industry to come up with an MoU, which is agreeable to both countries and promote trade, investment, and job creation for both countries.

‘’This has been an incredible partnership. In my remarks during the U.S.- Zambia Business Summit last October, I spoke about how far Zambia has come since August 2021. And it has come that far not just because of happenstance, but because of a bold vision, unyielding political will from the very senior-most levels of government, and an energy and dynamism from a citizenry of business leaders and workers alike that is palpable in demanding and achieving that change,”Mr Gonzales said.

He said apart from Zambia implementing an International Monetary Fund programme which is anchoring real economic reform; Zambia is also tackling inflation and stabilising the national currency and implementing pro-growth policies.

“Zambia recognises that economic growth comes from investment and the entrepreneurial dynamism of the private sector. My team and I are committed to doing all we can to ensure we see action and results as we drive this MoU forward and continually foster our bilateral commercial engagement,”Mr Gonzales said.

Minister of Commerce, Trade and Industry Chipoka Mulenga said the MoU being signed today demonstrates the commitment of our two nations of our shared interest on trade and investment.

“The signing of this MoU is as a result of our President (Hakainde Hichilema)’s visits to the United States of America and my subsequent meeting with the Secretary of Commerce of the United States of America. This has been further cemented by the visit of the Vice President of the United States of America to Zambia, Kamala Harris,” Mr Mulenga said

He expressed delight the MoU caters for a wide range of investment sectors including capacity building for Small and Medium Enterprises, technical assistance for bankable projects, support for the growth of youth and women-led business in Zambia.

It also includes boosting the participation of youth and women to decrease rural poverty through green growth.

“Investing in these areas will undoubtedly, increase job creation and enhance economic development which speaks to the Government agenda,” Mr Mulenga said

Deputy Assistant Secretary for Middle East and Africa, from the U.S. Department of Commerce, Camille Richardson witnessed the signing of the MoU.

Government must Provide Clear updates on the pending revival of KCM

CARITAS Zambia and a think tank called Sustainable Natural Resource Empowerment Initiative Limited (SuNREI) have demanded that the Government provide clear updates on the pending revival of nearly dormant Konkola Copper Mines (KCM) and Mopani Copper Mines.

In a joint statement issued by CARITAS Zambia Chingola/Chililabombwe Coordinator Eugene Mulenga said it was depressing that the Government has not adequately addressed the issue of KCM and Mopani thoroughly in recent times.

Mr. Mulenga said he had anticipated Preside Hakainde Hichilema to address the issue of KCM when he recently visited the Copperbelt Province.

On Mopani, Mr Mulenga questioned where the Government will get the money to revive the mining firm.

“It is however sad that the president did not address the issues surrounding KCM as above everything else, that was what the people expected to be the priority issue and that of Mopani mines as he visited the Copperbelt. The lack of capital in these two mines has caused misery amongst the people of the Copperbelt. On Mopani, it was reviewed that the government had sourced funds to put in the operations of the mine, but the question that begs to be answered is, what are the sources of the funds? And conditions have been attached to the funds if any? The other question is, how does the government intend to manage and run Mopani mines? On KCM, people were expecting to be at least told what the government’s counter proposal was to that of Vedanta, who is sitting on the negotiating table for Zambia and individuals representing the voice of the community and when we should expect those negotiations to be concluded. Government promised to resolve all issues in the extractive sector within a period of one year and before the end of the first quarter of 2023.We expect those matters to be resolved with the agency they deserve yet with caution not to fall in the same old misfortunate that did not benefit the country and the surrounding communities,” Mr. Mulenga stated.

Meanwhile, Mr. Mulenga has bemoaned the closure of some companies accused of being closer to the previous Patriotic Front regime.

“Usually when there is a change in government, I see a lot of evil in our politicians and I ask myself, are we really a Christian nation? What really baffles me is this appetite by our politicians to want to finish and kill whatever business or businesses owned by people perceived to be political enemies and those associated with them.

This kind of behavior is not only backwards (retrogressive) but evil as well. Only evil people delight in the suffering of others. When a new government comes in, I personally would expect them to create new business opportunities for their sympathisers and not to come and kill what is exciting in order to put their own. When we do that, we really do not change anything because we continually occupy the same space and it becomes a battlefield. There is simply no economic growth! There are so many businesses and companies that fall victim to this retrogressive behavior. We saw what happened to the Zambian Airways, the Post Newspaper, Minestone and most recently Savenda and many others too numerous to mention. In trying to fix certain individuals, our politicians forgot that the people who suffer the most are the employees and their families.Aside from Savenda, there are many companies and businesses that have suffered a similar fate. And taking a case of Savenda, which has place about 800 employees on forced leave and on the verge of losing their jobs, let us look at the economic impact of these decisions our politicians make,” Mr. Mulenga remarked.

“Assuming that the number of the affected employees from a number of companies is 2,000 breadwinners then we are looking at over 26,000 people affected directly and indirectly just because of the 2,000 that have lost their income. This means those that received rentals to feed on their house will not, house maids and garden boys will not have jobs, that person with kantemba will not sell because people won’t have money. It means people will fail to pay school fees, help ill or sick relatives; marriages will break and won’t have money to help family members in the Villages. The targeted individuals may be very few but the impact is collateral damage. I know these people may have some issues but there has to be a proper way of dealing with the situations at hand without destroying what has taken so many years of hard work to build. Savenda should be a source of pride for Zambia and I strongly feel we should protect the company but deal with directors if found wanting, so too the other affected businesses and companies. Development and real economic growth requires participation of local companies and businesses. We need to see multinational corporations owned by Zambians that are able to deliver goods and services at local and international levels, and for us to achieve that we need government’s support for local companies with potential,” he concluded.

Take a leading role in uniting the country if future generations-Speaker

Speaker of the National Assembly Nelly Mutti has told political leaders to take a leading role in uniting the country if future generations are to inherit a better Zambia.

When paying a courtesy call on Copperbelt Minister Elisha Matambo in Ndola on Sunday, Ms. Mutti said political leaders have a duty to bring citizens together in harmony.

She said the people of Zambia are not interested in seeing divisions as politicians govern the country.

Ms. Mutti said Zambians need to preserve and protect the country so that children can grow in peace and harmony with one another.

“We are glad Honourable Minister (Elisha Matambo) for your assurance that you have reunited the country especially Copperbelt Province. I think the role of politicians is to unite, we don’t want to see divisions as you govern the country. Our role as legislature is to ensure that people are represented and also the oversight function that we provide and this can only be done if people live in peace and in harmony with each other. We should know that we are all one people regardless of what our beliefs are whether politically or tribal. We are just one people and we are all working for the good and betterment of this country we call Zambia. We only have one Zambia which we all need to preserve and protect so that our children can grow in peace and harmony with one another,” Ms. Mutti said.

Meanwhile, Ms Mutti has launched her tour of Constituencies on the Copperbelt with an emphasis that the developmental agenda must meet people’s expectations.

Ms Mutti and her two deputies have started a familiarization tour of all the 156 constituencies in the country.

Ms. Mutti said the National Assembly wants to check on the operations of Parliamentary Offices in Constituencies and to interact with the people.

Ms. Mutti added that the developmental agenda must be tailored according to people’s wishes and needs.

“Honourable Minister we are here to visit our constituencies’ offices as you are aware we have 156 constituency offices all over the country. In some constituencies we have built our own offices. I don’t know how many of our own offices we have from the Copperbelt. So we are going to check and see where our Honourable Members of Parliament are operating from. As you have said with the increased constituency development funds there is so much activity at constituency level by our decentralisation. We want to see how the CDF is being applied, how the people are reacting and also to check the interaction between our offices and members of the public. As you know the Constituency Office is the face of the Members of Parliament because most of the time the Member of Parliament is not at the constituency, he is maybe in Lusaka attending parliament,” she said.

Ms. Mutti continued:”So in his absence, the constituency office is there to provide guidance and collect information from members of the public in terms of what is required of them. If they have any issues to raise with Members of Parliament, they can do it through officers on the ground. We also want to know if our officers are interacting with the people, manpower, what are the challenges of any, how we can improve the function of the constituency office and the interaction so it is a fact finding trip. In future we want to have such meetings at our Constituency Office because when we come, we come for the people of each constituency so we need to have an interaction with the people. They need to see the Speaker, if they have any views or concerns we pick them and follow them up.”

Meanwhile, Mr. Matambo said it was important that the Speaker of the National Assembly is abreast with the operation of Parliamentary Offices in all constituencies.

Mr. Matambo assured the Speaker that the New Dawn Government has restored people and harmony in the Copperbelt Province.

Meanwhile, Speaker of the National Assembly Nelly Mutti later on Sunday visited Chifubu Constituency where she planted a tree, inspected the new police post being constructed using CDF.

The Speaker also held a closed door meeting with Chifubu Member of Parliament Lloyd Lubozha.

Court grants Milingo Lungu leave to amend petition, purported revocation of immunity agreement will be included

The Constitutional Court of Zambia has granted Milingo Lungu leave to amend his original petition to include the decision made on 22nd December, 2022 by Director of Public Prosecutions, DPP, Gilbert Andford Phiri to revoke his immunity agreement.

The original petition awaiting determination seeks to declare as illegal the decision by the state to investigate, arrest and arraign Mr. Lungu before the Subordinate Court on criminal charges related to his role as Provisional Liquidator for Konkola Copper Mines, KCM.

Lungu had argued that these actions contravened Articles 180 (7) and 216 (c) of the Zambian constitution. However, the new development, namely, the purported revocation of this immunity agreement by the DPP, Mr. Phiri, necessitated the decision by the Petitioner to amend his original petition.

Through the new amendment, the Petitioner is asking the court to determine whether the incumbent DPP has the authority to revoke the agreement and whether he is not estopped from proceeding in that manner.

The State had objected to the amendment arguing that the court had no jurisdiction, firstly, to allow the Petitioner to amend the petition to add a cause of action that did not exist when the petition was filed; and secondly, to allow an amendment that substantially changes the action before Court.

In its unanimous ruling, the five-member-bench comprising Judges Sitali, Mulonda, Mulenga, Musaluke, and Chisunka, the Constitutional Court ruled that “the Petitioner’s application to amend the petition has been occasioned by the 1ST Respondent’s (the state) action, through the DPP, on 22nd December, 2022 to announce the revocation of the immunity agreement, which is the subject of the petition and cross-petition after the petition had already been cause listed for trial”.

Furthermore, the Court ruled, “Thus in our view, the proposed amendments though introducing a new cause of action stem from substantially the same facts. The justice of the cause therefore dictates that the application for amendment be allowed in order for the real dispute between the parties to be determined, particularly as the new cause of action arises substantially from the same facts as we have already stated”.

The Court reminded the State of its apparent self-contradictory arguments when it opposed the application saying the amendment would delay the determination of the main petition, a petition that the State has already applied to be dismissed arguing that its continued hearing amounts to an academic exercise because the DPP has already annulled it.

The Court has directed the Petitioner to file his amendments by the 6th of April 2023 while the State is expected to file their amended responses by the 21st of April 2023. The Petitioner is expected to file their amended responses by the 2nd of May 2023 and a supplementary record of proceedings by the 5th of May 2023 after which the amended petition shall be set down for trial thereafter.
