Zambian Traffic Police Accused of Blacklisting Non-Bribing Motorists

The Zambian Roads & Highway Safety Group (ZRHSG) has accused some traffic police officers in Zambia of punishing motorists who refuse to pay bribes by blacklisting their vehicle number plates. The group has called for immediate action to address the issue, and it hopes that the newly appointed Inspector General of the Zambia Police, Graphel Musamba, will take swift action to clean up the traffic department.

The ZRHSG alleges that some traffic officers in Zambia are in the habit of stopping motorists at traffic lights and hidden places, demanding bribes. Those who refuse to pay are punished by having their vehicle number plates blocked and blacklisted on the Road Transport and Safety Agency (RTSA) online system, which results in higher road tax renewal fees.

The ZRHSG has identified traffic officers found at the ZICTA car park on the corner of Nationalist and Independence Avenue in Lusaka as the biggest culprits of this bad habit. The group is calling on the RTSA to modernize its online and fast-track court system so that traffic officers who maliciously send motorists to the fast-track courts are also included in the process as witnesses.

The Highway Safety Group is also appealing to the public to report any bad behavior by traffic police officers or send evidence of corruption on Zambian roads by these traffic cops. The group encourages the new Inspector General to set up regional toll-free numbers for the public to report such incidents.

The appointment of the new Inspector General comes at a time when Zambia’s highways and roads have seen increased activity of highway robbers and gangs that steal from the traveling public and transporters. Some of the gangs are believed to be clad in Zambia Police traffic uniforms, highlighting the need for urgent action to address the problem.

Ndola District Commissioner warns against illegal manganese mining in Mushili Township

Ndola District Commissioner Joseph Phiri has warned people illegally mining manganese in Mushili Township to stop immediately before they face the law.

Illegal mining of manganese in an unauthorised area is becoming rampant in Ndola with Police on the Copperbelt so far arresting five people in connection with the matter.

Groups of people have been seen illegally mining manganese in Ndola’s Lupili residential area in recent times.

Mushili’s Lupili Ward Councilor Emmanuel Mulenga has been raising alarm over the illegal mining activities in the area.

After visiting the areas where manganese is being mined illegally, Mr. Phiri, who was accompanied by Police, said mining is a sophisticated venture that requires right procedure and coordination with the authorities.

He said people involving themselves in unlicensed mining are committing a crime and will be arrested.

“This afternoon I visited Mushili hillside Bwana Mkubwa; there is a group of people who have started mining minerals in the said area of which these people are said to be Mushili residents. Now we took time to educate and warn them because of the mining activity. There are procedures that must be followed and these are as follows. You must get the coordinates from the lands and take them to the cadastral to see if that area doesn’t have any one who has a mining or exploration license. You can’t just get a mining license directly first it’s an exploration license that you must get then a mining license you apply after exploring the minerals you have found there of which a geological report must be issued,” Mr. Phiri said.

“You must understand that there are several mining rights of which the cadastral team will guide and tell you the steps to take. After having these Zambia Environmental Management Agency (ZEMA) team should come and inspect the area those are people who can allow you to go ahead or not due to their findings so the beautiful people of Ndola city please let’s take precautions seriously every land in Ndola or Zambia in general has a map reading. So don’t involve yourselves in unlicensed mining, it’s a crime and you will be arrested,” he said.

In some latest incidents, Police have arrested three people who were found loading manganese onto a truck which they had illegally mined.

Copperbelt Police Commanding Officer Peacewell Mweemba has confirmed that Police officers rushed to the area where the illegal activity was being conducted and managed to arrest three people.

Mr. Mweemba identified the suspects as Thompson Matimba aged 36 years of Chipata Compound in Ndola, Chiza Matimba aged 34 years of Chazanga in Lusaka and Emmanuel Nsamba aged 35 years of Ndeke in Ndola.

The three were charged with the offence of criminal trespass and detained in custody while the truck, a Scania and trailer belonging to Shaann Carriers of Lusaka which was found about a quarter loaded with manganese has been impounded and parked at Masala Police Station.

Last February, two other suspects were arrested by Police for conducting illegal mining activities in a residential area without permission

Meanwhile, research shows that manganese toxicity can result in a permanent neurological disorder known as manganism with symptoms that include tremors, difficulty walking, and facial muscle spasms.

These symptoms are often preceded by other lesser symptoms, including irritability, aggressiveness, and hallucinations.

NGOs open 6 community health posts in Copperbelt Province to identify more people living with HIV/AIDS

Six (6) community health posts have been opened in defence force units and surrounding communities in the Copperbelt Province with the aim of identifying more people living with HIV/AIDS to enable them access counseling and treatment.

The community posts being run by a consortium of NGOs in the health sector have been launched in Ndola’s Nkwazi, Pamodzi, Mwange, Kaloko, Masala in Ndola and Buchi Kamitondo in Kitwe where more people have been brought on care and treatment.

When launching the six Community Health Posts at Kalewa Barracks in Ndola, Copperbelt Provincial Health Director Charles Mwinuna declared that combined efforts from stakeholders are key to achieving the provision of quality primary health services closer to the people.

Dr. Mwinuna said the Ministry of Health is pleased that some stakeholders have partnered with the Government to provide health services in communities and closer to the people.

He said efforts from stakeholders are paying off in improving the health of citizens especially in the fight against HIV/AIDS.

“It is the government’s desire to ensure primary health care services are accessible, encouraging coverage for all. It is the ministry of health’s vision to bring health services closer to the people. The new dawn government under the able leadership of his excellency the president of the republic of Zambia Mr. Hakainde Hichilema’s policy direction is to practice community health. The ministry of health under the UPND government and the able leadership of his Excellency the president of the republic of Zambia Mr. Hakainde Hichilema recognises the support and partnership from the us department of defence through JHEPEIGO.The ministry of health values the existing collaboration with the sister ministry of defence through the excellent leadership of the director general medical services and staff supporting and delivering health services to the uniformed personnel and their households,” Dr. Mwinuna stated.

“We recognize and appreciate Jhepeigo that has been an all weather partner to the ministry of health and ministry of defence in various health programs and activities supporting the government of the republic of Zambia for many years. We appreciate the presence of the circle of hope in the province through their partnership with Jhepeigo and the Dfz facilities with support from the Department of defence (DOD),” he said.

Dr. Mwinuna said the establishment of the 6 six community posts in Copperbelt communities surrounding the DFZ health facilities will significantly contribute to the reduction in HIV infections, increase in the number of those accessing art services, and attaining viral load suppression.

“This partnership is one such a unique one and we appreciate the support coming from DOD through Jhpiego and circle of hope to the DFZ health facilities. As a ministry we will continue to provide policy guidance in the fight against HIV/aids and towards ending the epidemic in Zambia not only among our military personnel but also to the rest of the citizenry. The ministry of health is well positioned and will continue to collaborate with the ministry of defence in this fight by enhancing the supply chain (pharmacy, laboratory requirements, registers among other needful for use in the DFZ facilities and its newly established cps.”

“The province welcomes this model which has been proven to work effectively elsewhere including outside of Zambia and has been adopted as a PEPFAR solution now being implemented by many other countries in Africa. We encourage our stakeholders including the community, traditional, faith and civic leadership to embrace and support this initiative, create demand in the communities and ensure our people access the services being provided by the community posts. I am well informed that the community posts including Nkwazi, Pamodzi, Mwange, Kaloko, Masala in Ndola and the newly opened Buchi Kamitondo cp in Kitwe are already doing wonders in bringing more people care and treatment,” he concluded.

Project Director for an organisation called JHEPEIGO – Dr. Nancy Ziyongwe said Community Health Posts launched in military communities and surrounding areas are providing HIV services that include testing and treatment.

Speaking on behalf of traders at Nkwazi Market, Lloyd Nkhoma said providing HIV services in markets will heighten the fight against the pandemic.

Zambia’s High Commissioner Elias Munshya Presents Credentials to New Zealand

Dr. Elias Munshya, the new High Commissioner of Zambia to New Zealand, presented his Letters of Credence to Her Excellency Dame Hellen Winkelmann, Administrator of the Government of New Zealand, at a ceremony held at Government House. The event marked his formal accreditation as the High Commissioner of Zambia to New Zealand.

Dr. Munshya highlighted that President Hakainde Hichilema’s administration is committed to strengthening the economic ties between Zambia and New Zealand. He emphasized the importance of bilateral relationships and expressed his enthusiasm to explore potential opportunities for cooperation.

In response, Her Excellency Dame Hellen Winkelmann acknowledged the longstanding warm bilateral relationship between the two countries, despite the distance between them. She expressed her pleasure in receiving the Letters of Credence on behalf of His Majesty The King of New Zealand.

Furthermore, Dame Winkelmann noted that both New Zealand and Zambia share a commitment to sustainable agriculture. She highlighted that New Zealand has already partnered with the Zambian Government on a dairy project that focuses on improving milk quality and productivity among smallholder farmers in Zambia. The US$7.5 million project is an important part of the New Zealand’s aid program.

President Hichilema Meets Farmers and calls for Water Harvesting

President HAKAINDE HICHILEMA has called for water harvesting in order to maximize crop production. President Hichilema says water harvesting can play a critical role in enhancing crop production throughout the year.

Speaking this afternoon at State House when he held discussions with the Grain Producers and Traders of Zambia, comprising the Zambia National Farmers’ Union, Grain Farmers, Grain Traders, and Water Harvester Associations,

President Hichilema emphasized the importance of water harvesting as a means of enhancing year-round crop production, particularly for crops such as wheat and maize.

The meeting also focused on issues relating to food sufficiency, availability, and affordability.

President Hichilema stressed that food sufficiency and affordability are matters of national security hence urged all stakeholders to view the problem of grain or mealie meal shortages as an opportunity to work together towards finding a lasting solution, rather than blaming each other.

The Head of State said that Zambia’s favorable geographical position as a land-linked country surrounded by 8 neighbours and its hydrological conditions make it well-suited to becoming a breadbasket for the region and the continent.

As such, President Hichilema encouraged farmers to explore the option of growing early maize to increase crop production.

Mafinga entrepreneurs in IZB CDF loans windfall

CHRISTMAS has come early for Harriet Chirwa, a resident of Mafinga District of Muchinga Province after receiving Constituency Development Fund (CDF) loans.

Ms Chirwa was among 37 successful applicants for the CDF who benefitted from the CDF component of the loans for 2021 – 2022 season.
“From the money that I am getting from Indo-Zambia, I want to improve the standards of my business,” Ms Chirwa who runs a bar in Mafinga’s cosmopolitan area of Muyombe said.

She could not believe her luck when IZB disbursed K150, 000 to her business account, The Little Palace.

Despite her bar being the most trending in Muyombe, a border with Malawi, Ms Chirwa fails to meet her customers’ demands due to limited stock.
“I have a bar so I want to buy a vehicle so that I can be ordering more liquor and supplying to others,” she said

Ms Chirwa commended IZB for empowering entrepreneurs in the district.

“They have made our lives better. Our livelihoods have automatically changed. We really thank the government of the day,” she said.
Mafinga Town Council chairperson Duncan Kaonga was delighted by the gesture of IZB to honour the disbursement of the CDF loans.
Mr Kaonga said there will be peace because impatience was growing among the successful applicants after being assured of the disbursement a few months ago.

He said the disbursement was the culmination of hardwork by the local authority.

Mr Kaonga told the beneficiaries that a loan was a commitment between the lender and the borrower.

He urged the beneficiaries to work towards growing their businesses and contribute to the development of Mafinga District.

“We as Mafinga are hugely excited over an occasion like this where CDF loan beneficiaries are receiving their money. We are the second district in the country (after Mwandi District of Western Province) to receive the disbursements,” he said

IZB senior relationships manager Joseph Nyendwa said the process of disbursing loans was seemingly delayed because ‘good things take long.’
Mr Nyendwa said CDF loans, like any other loans have to be paid back.

“You may have diverted a grant and got away with it. This is a loan and you have to pay back,” he said.

Mr Nyendwa said Government introduced CDF loans to help entrepreneurs move from the bottom to another level.

Government has set aside a portion of the CDF for empowerment loans which are aimed at assisting members of the public to access financing and grow businesses within constituencies.

Short-Term Drivers Contributing to Kwacha Appreciation

The Kwacha, the currency of Zambia, has experienced a sudden rebound in performance against major currencies. This comes after the Kwacha faced immense pressure, depreciating by 4.3% in the fourth quarter of 2022, reversing all the gains made since August 2021, and continued on a path of depreciation in the first quarter of 2023, trading at K21.4 against the US dollar.

The Policy Monitoring and Research Centre (PMRC) issued a press statement on the 20th of April, citing the primary factors that have caused the recent Kwacha appreciation. The depreciation in the past was mainly attributed to low foreign exchange supply, reduced economic activities due to loadshedding, and a reduction in offshore flows from portfolio investors looking to participate in the local debt market.

According to the Bank of Zambia, the current account surplus declined sharply in the fourth quarter of 2022, from US$244 million in the second quarter to US$18.3 million. The decline was as a result of a reduction in net merchandise exports and an expansion in services. Exports fell by 6.2% to US$2.7 Billion owing to lower copper and gold earnings, while imports grew by 4.8% to 2.2%, driven by an increase in imports for intermediate and capital goods, particularly fertilizer, machinery, and equipment.

PMRC’s Executive Director, Mr. Sydney Mwamba, said, “There are several factors that have contributed to the sudden Kwacha appreciation, which must be capitalized on to ensure sustainability and the positive trickle-down effect of the currency appreciation on the country’s standard of living.”

Mr. Mwamba noted that the Bank of Zambia’s release of US$443.5 million to stabilize the currency in January, as well as an increase in the reserve ratio on commercial banks’ deposit liabilities by 2.5% points to 11.5%, are producing much-needed results by curbing Kwacha volatility.

He added that “increased copper prices on the London metal exchange is also another driving force to the appreciation of the Kwacha, which surged from around US$8049.86 per tonne in November 2022 to highs of US$9037.95 per tonne in January and trading at US$9030.10 per tonne as of 17th April 2023.”

One of the critical factors that have contributed to the Kwacha appreciation is the positive reports from the IMF spring meetings on Zambia’s request for debt restructuring. Mr. Mwamba stated that this is due to the positive sentiments associated with the credit committee’s agreement that will give guarantees to Zambia as well as provide further relief in terms of supporting the government to restructure its debt.

“It is critical that these sentiments are actualized as soon as possible,” he stressed, “as debt restructuring remains critical in providing a long-term solution to the exchange rate volatility that the country periodically experiences as a result of its trade imbalance.”

Finally, Mr. Mwamba added, “It is critical that the Kwacha’s positive performance translate into higher living standards by lowering the prices of goods and services across the country.”

In conclusion, the Kwacha’s recent upturn is being driven by several short-term factors. However, it is crucial that these positive developments are sustained to improve the country’s standard of living. The success of the IMF’s debt restructuring plan is vital for ensuring the Kwacha’s stability in the long run, and the government must work to ensure that the positive sentiments associated with the credit committee’s agreement are actualized as soon as possible.

The UPND Government is not Communicating Effectively

The other day, one of the most astute and capable cabinet ministers in the New Dawn Administration featured on a Prime TV programme anchored by Alexander Musokotwane. He painted a prolific mosaic of a litany of milestones achieved by the New Dawn Administration a few years of being in office.

To start with, the president has assembled a cabinet that represents a national character – for the first time in many years, all the 10 provinces are well represented! He further reiterated that over 40,000 jobs in the civil service sector have been created and still being created, while a further 1500 jobs at Indeni have been preserved with the timely re-opening of the oil refinery when doomsayers least expected such a thing would occur in their lifetime. In addition to this, free education from grade 1 to 12 has been reintroduced whilst the meal allowances for university students which were scrapped off by the reckless PF administration have been restored!

In years gone by, for one to secure a job in the civil service, they ought to have been PF cadres or indeed enjoyed strong connections with those in power. Fortunately, this is now a thing of the past; there’s no ‘nchekeleko’ anymore. In the same breath, council workers who in most cases would go 7 months without smelling a whiff of cash have since been remunerated while the retirees, our grand parents who would be ignored by the likes of Given Lubinda and therefore be condemned to endure cold nights at Kamwala Bus Terminals have equally been sorted out. In addition to this, those 258 000 peasant farmers who were robbed of their dues by a heartless government have since been cleared.

During the PF regime, opposition strongholds were notoriously ‘starved’ of constituency development funds ((CDF). Hichilema’s government has not only increased CDF allocation to record figures but has ensured that all the constituencies are accessing their fair share of the allocation at the same time. Isn’t this the same reason why folks like Kanchibiya Member of Parliament Sunday Chanda, once bitter critics of UPND have zipped their mouths and delivering to the satisfaction of their electorate quietly?

Most of us still remember The Post as it played a critical role in informing, educating and entertaining the public. What happened to it? Ruthlessly crushed by the PF regime! In the current regime, independent media outlets such as Camnet TV, News Diggers and Daily Nation are allowed ample space to bash or criticize government without any exuberances or existential threats of being shut down as was the case with Prime TV and The Post Newspaper during the PF regime.

“This president has done so much for this nation, maybe we aren’t just communicating effectively to the public as government,” the minister lamented.

He further went on to explain how the president has even forgiven those that made him escape the wrath of blood thirsty cadres through a rickety roof in Ndola or those that authorised firing of live ammunition at his convoy in Chingola.

“During PF, it was abominable for the opposition particularly UPND to put on their party regalia otherwise they would’ve been butchered!” Milupi recalled.

He went on to elaborate that the opposition, including the PF are now free to put on their regalia and visit any place including churches, markets and shanty compounds to galvanize support.

What do we make of such assertions?

The best language that PF surely understands is “cho, chise!” You can only treat the former ruling party with kid’s gloves and yet this is what this government has been doing by failing to resolutely fend-off relentless attacks while succinctly explaining the efforts government is undertaking to ameliorate the challenges of our people.

With due respect, Information Minister Chushi Kasanda and her PS, my good friend Kennedy Kalunga have lamentably failed to weather the storm from the rabble-rousers masquerading as opposition political parties! Clearly, they can’t withstand mounting pressure from the likes of Antonio Mwanza, Chilufya Tayali, Emmanuel Mwamba, Raphael Nakachinda or Nixon Chilangwa. They can do better at the Ministry of Religious Affairs if at all such a ministry was to be resurrected or better still in the diplomatic service.

Given the cantankerous and highly charged political atmosphere currently prevailing in the nation, government deserves indefatigable and fearlessness fellows ready to shoot from the hips such as a combined lethal team of Cornelius Mweetwa as Minister and Thabo Kawana as PS!

When have we seen Kasanda stepping out of her comfort zone to stand within firing range and get grilled by the likes of Costa Mwansa of Diamond TV or even the legendary Luchi at Radio Phoenix? Zero! The president is left with little option but to invite the Information Ministers for tea, tell her he has nothing against her but he has seen it fit to redeploy her to another functionality.

Minister of Information and Media applauds Zambians for queuing at NAPSA offices to access retirement benefits

In a press statement released to the media, the Minister of Information and Media and Chief Government Spokesperson, Hon. Chushi Kasanda, MP, expressed the government’s delight at the overwhelming response of beneficiaries to the new National Pension Scheme Authority (Amendment) Act. The Minister stated, “The signing of the law paves the way for partial withdrawal, at 20 percent, of the retirement benefits by beneficiaries who made 60 months contributions to NAPSA or have attained the age of 45.”

The Minister also emphasized the significance of this new amendment for the people of Zambia. “This is the first time since independence that such a facility has been put in place to the happiness of the people of Zambia. We promised this and we have done it, and we are yet to do more for the people of Zambia.”

The queues seen at NAPSA offices across the country attest to the relief felt by many Zambians who can now access part of their retirement benefits before retiring. The Minister acknowledged this relief, stating, “The queues that have since been seen at NAPSA offices in some parts of the country, attest to the relief of Zambians that they can access part of their retirement benefits from NAPSA that they worked for long before they retire.”

The government has also urged NAPSA and other sectors, including workers unions, the media, and other stakeholders, to intensify publicity of this important social security facility to ensure that beneficiaries countrywide are aware and can access their entitlements. According to the Minister, “Government wishes to emphasize the criteria for accessing the partial retirement benefits from NAPSA, as follows…Government reaffirms its resolve to fulfilling its commitments to uplifting the lives of the people of Zambia.”

However, The Copperbelt Trade and Development Forum (CTDF) has expressed concerns about the NAPSA Amendment Act of 2023, stating that it contradicts or abrogates the basic principles of the International Labour Organisation (ILO) Social Security Minimum Standards Convention No. 102. According to CTDF Executive Director Vincent Lengwe, the Act is not the best policy direction because it takes away the future of vulnerable workers.

Lengwe emphasized that social security safety nets such as NAPSA were intended to mitigate socio-economic destitution, such as involuntary unemployment or old age. He stressed that these programs must not be misconstrued as anti-dot or temporal painkillers against the high cost of living or poverty. Lengwe also pointed out that currently, the unemployment rate in Zambia is still at alarming levels with a national poverty incident rate of over 60% coupled with a high cost of living.

The CTDF Executive Director further noted that the partial payments will not only subject beneficiaries to future destitution but also compromise the government’s ability to sustain the fund. He added that NAPSA or any other national social security scheme should not be used as a political instrument to curb the high cost of living, as it is not only unsustainable but also a departure from the objectives of managing pension funds.

Lengwe advised the government to focus on reducing the cost of living, ensuring decent wages, and eliminating casualization or labor outsourcing, as the best roadmap to eliminate poverty vulnerability among the working class. He also noted that the perception of incapacitating NAPSA from investing on behalf of its members and taking this responsibility to individual members will have devastating future impact on the vulnerable employees together with their families.

Nakacinda denounces government’s “madness” over maize importation plan

Patriotic Front Party Chairperson for Information and Publicity, Raphael Nakacinda, has called for the resignation of President Hakainde Hichilema due to the disaster caused in the agriculture sector. Nakacinda made the statement in Lusaka, citing the escalating levels of hunger and poor decision making as justifications for the call. He also called for drastic changes at ministerial level, including the firing of the agriculture minister.

Nakacinda further criticized the government’s plan to import GMO maize from South Africa on behalf of the Democratic Republic of Congo (DRC) when Zambia is still grappling with maize and mealie meal shortages. He described the move as “madness” and accused the government of thinking it has a monopoly of wisdom and systems superior to those of the DRC. He also argued that the importation of GMOs, even on behalf of the DRC, is not only criminal but a way of killing the people of Zambia.

According to Nakacinda, the GMO maize the government intends to import must be subjected to a public hearing and inquiry. He pointed out that there is a law in Zambia forbidding the importation and transit of GMO products, and therefore, any decision in that regard must be preceded by a public hearing, professional analysis, and an enquiry. So far, none of these have been done, according to Nakacinda.

Good Neighbours Zambia receives donation of jackets and vests for vulnerable pupils

Government says it remains committed to improving the education system in the country.

Minister of Education Douglas Syakalima says the UPND government will continue working towards improving the country’s education sector by increasing the learning space, providing desks and other learning materials.

Speaking this morning when he flagged off the distribution of padded jackets and vests, Mr. Syakalima said that the Ministry working with other stakeholders has a mandate to provide accessible, quality, relevant and inclusive education.

“We can only provide quality education in collaboration with various cooperating partners who include Good Neighbours Zambia,” he said.
The Minister acknowledged the efforts of the organisation in complementing government efforts to improve the learning environment for the learners.

Speaking at the same event, Good Neighbours Zambia Country Director Je Li said that his organisation will continue supporting local communities in terms of education as that defines its core mandate.

Sixteen thousand four hundred and nineteen (16,419) padded jackets and eleven thousand five hundred and fifty two (11,552) vests were donated to Good Neighbours Zambia and Ministry of Education by Good Neighbours Korea and are earmarked for distribution to vulnerable pupils in selected schools across the country.

Habitat for Humanity and Standard Chartered Bank Partner to Provide Housing for Female-Headed Households

Standard Chartered Bank in partnership with Habitat for Humanity, has handed over three houses in Bauleni Township to vulnerable female-headed households. The bank has invested ZMW200,000 to support the provision of decent housing for vulnerable women, under the Habitat for Humanity Annual Women’s Build.

Speaking at the handover ceremony, Standard Chartered Bank CEO, Sonny Zulu said the bank was delighted to be handing over the three houses in Bauleni. He said Standard Chartered through its collaboration with Habitat for Humanity has continued to finance the building of homes for dis-advantaged women in communities such as Bauleni.

“At Standard Chartered Bank, we strongly believe in making a positive, lasting impact in the communities where we operate – by making a real difference in people’s lives, in line with our stand to ‘lift women participation.’ We are pleased to support Habitat for Humanity in their mission to improve the living conditions of female-headed households who, in effect, are facing a housing crisis. Their plight deserves the right levels of attention from us all, as decent housing and shelter is a basic human right,” Mr Zulu said.

Mr Zulu highlighted that the bank was cognizant of the housing crisis that some vulnerable, female-headed households were facing in Lusaka. He stated that through partnerships with organisations such as Habitat for Humanity, the bank has been able to respond to the housing challenge among vulnerable women. “The onus is on all of us – government, the private sector, NGOs and indeed individuals – to play our part to empower Zambians, especially women. Standard Chartered will continue to support government’s efforts to empower vulnerable women in the communities that we operate in, through various initiatives such as the Women’s Build,” he said.

The annual Women’s BUILD empowers vulnerable women in some of the poorest, dis-advantaged communities across the country. The female-headed households are often occupied by widowed, female-headed households living in deplorable conditions, often caring for orphaned grandchildren. These families tend to live in cramped, over-crowded homes, with poor ventilation and sanitation.

Criminals attack Chinese nationals in Chingola

Criminals in Chingola have shot and injured two Chinese nationals and got away with K200, 000.

The victims are identified as Tony Dong, aged 33 and Su Bei Qiang also a Chinese national aged 45 who sustained a gun shot in the stomach and a painful back after he was hit with a block.

The incident occurred when the criminals attempted to break into Calastone Technology Company along Lulamba road in Chingola on April 17, 2023 and around 22:30 hours.

Copperbelt Police Commanding Officer Peacewell Mweemba who confirmed the incident to ZANIS, said the two victims were rushed to Sinozam Hospital in Kitwe by fellow Chinese nationals, where they are admitted.

“Brief facts are that on the April 17, 2023 at around 22:30hrs about eight criminals who were wearing masks, armed with three pistols, others armed with pangas and an iron bar, jumped over the wall fence of the company and attacked the workers, including the guard,

The criminals later ordered one of the workers to awaken the victims who were sleeping in the house. In the process, one criminal who was near their room was gunned down by the Chinese. Whilst in pursuit of other criminals, the victim was also shot in the stomach,” Mr Mweemba explained.

Mr Mweemba said the criminals got away with a bag that contained K200, 000 cash, work permits and passports.

“Police officers rushed to the scene and found that other criminals had already run away but Police found the dead body of a criminal at the scene, who was shot at. They took the body and deposited it in Nchanga North Hospital mortuary,” he said.

Mr Mweemba said to ascertain what occurred, Police will review the CCTV cameras once the victims have been discharged from the hospital with hopes of identifying the criminals.

He said no cartridge was picked from the crime of scene and investigations will continue in the case.

Partial withdraw of pension contributions elates teachers

The Signing of the National Pension Scheme Authority (NAPSA) amendment Bill of 2023 into law has cheered many people in Mambwe District.

Mambwe District Education Board Secretary (DEBS), Christine Sinyangwe, says the signing of the Bill by the President had cheered most administrators in the area.

In an interview with ZANIS, Ms Sinyangwe said the actualization of the NAPSA amendment Bill of 2023 would enable many teachers who were in debts to lessen their financial burden once they accessed their partial benefits.

Ms Sinyangwe observed that the funds could be used by teachers to pay off some of their debts that they have and eventually relieve themselves of financial pressure.

She also advised teachers who would access part of their benefits to put the money to good use.

“I would advise my teachers to go and access these monies from NAPSA and use it wisely. I urge all of them to invest these monies wisely so that they can no longer be laughing stocks in society,” she said.

Meanwhile, Jumbe Primary School Teacher, Stephan Chulu, said the signing of the NAPSA Amendment Bill of 2023 into law came at the right time especially to the teaching fraternity as teachers needed a lot of support.

Mr Chulu said teachers had a lot of challenges that affected their performance in schools.

He noted that many teachers were drowning in debt, which led to many of them moving up and down searching for money that they could use to settle their bills at the expense of attending to pupils, which eventually led to poor pupil performance in school.

He further said the actualization of the NAPSA amendment Bill would help many teachers settle their debts once they accessed their funds and ultimately improve their work output.

“I see more advantages than disadvantages with the NAPSA Amendment Bill of 2023. Because of our short life span, not many people will be able to reach their retirement age,

Therefore, the partial withdrawal of one’s benefits will enable those who qualify to get their funds and invest it and also enjoy the fruits of their labour,” he said.

And Mr Chulu advised his fellow teachers who would access the funds to invest in something tangible and also keep in mind that the partial withdrawal arrangement was a once off thing, hence the need to use the money wisely.

Traders abandon a new market constructed at constructed at a cost of K179, 000

Shiwang’andu, District Council Chairperson, Sampa Bwali has expressed concern over the market structure which has turned into a white elephant after marketeers abandoned the trading place.

The market shelter constructed at a cost of K179, 000 in Shiwang’andu District was abandoned by marketeers two years ago.

Mr Bwali said it is disheartening to note that after spending colossal sums of money to provide an environment conducive for trading, marketeers have continued to shun the market shelter.

Mr Bwali made the remarks during an ordinary council meeting.

Mr Bwali stated that from the time marketeers abandoned the market shelter, it has been difficult for the Council to collect revenue.

“In the period under review, the Council has not collected any market fees from the traders, which has affected the revenue base of the local authority,” Mr Bwali said.

He said marketeers should be relocated without fail and instructed the area Councillor in Manshya Ward, where the abandoned market shelter is, to spearhead the task of relocating marketeers back to the abandoned market.

And Manshya Ward Councillor, Robert Mukaseka said to effectively move marketeers to the abandoned market, there is a need for intensified efforts from the local authority management and other leaders.
