The unblocking of Swedish aid to Zambia a show of confidence in Lungu’s governance says PF youths

PATRIOTIC Front (PF) Lusaka province chairperson Kennedy Kamba said the unblocking of US$ 47,3 million donor fund to Zambia by the Swedish Government is a show of confidence in President Edgar Lungu’s governance system.
Mr Kamba said in an interview that the move is a clear demonstration that the donors are happy with President Lungu’s governance and fight against corruption.

“With the coming of Lungu, the fund has been unblocked, this is a clear demonstration that the international community has confidence in President Lungu,” he said.

Mr Kamba said the money will help in upgrading the Matero and Chilenje health centres into first level hospitals. He added that the money will also help complete the 650 health posts that the Government is constructing countrywide.

Meanwhile, Treatment Advocacy and Literacy Campaign (TALC) has commended the Swedish Government for unblocking US $47,3 million meant for projects that will reduce the number of deaths among babies and mothers, including tackling other reproductive health challenges.

TALC national director Felix Mwanza said it is however, regrettable that in this day and urge healthcare in Zambia is mainly financed through foreign aid.

“We urge government to allocate substantial resources to the health sector because foreign aid is not sustainable.”

“We call upon the Sweden Government to keep a close eye on how the funding will be used by the Zambian Government because we do not want a repeat of what happened in 2009 following the misapplication of funds in the middle of a five-year agreement (2006-10) for the health sector. The misapplication of funds was an unfortunate development which affected delivery of quality healthcare services to citizens especially in rural parts of Zambia,” he said.

He added that the change of heart by the Swedish Government is an indication that they are happy with remedial measures and systems that have been put in place by the Zambian Government to forestall such.

“However, we want to put it on record that as important as this financial support may be, it is not sustainable and our Government must find means and ways of financing our health systems including increasing its budgetary allocation to the Ministry of Health,” he said.

Mr Mwanza continued in a statement;

“It is saddening that the government has still failed to meet the Abuja Declaration target of allocating 15 percent of the total national budget to the Ministry of Health.

An increase in budgetary allocation to 15 percent and even above coupled with proper utilization of these resources will go a long way in improving the health service delivery in our country.

Surely, we should not wait for funds to be unblocked by “good Samaritans” for us to have specimen bottles for blood to collect blood samples, reagents, test kits and other amenities that are needed at the maternity wards for our women to have dignified deliveries.”

GOVERNMENT has warned mining companies against threatening job cuts every time there is a policy change in the mining sector.

Mines, Energy and Water Development deputy minister Charles Zulu said Government will ensure that there is a win – win situation in the mining sector for both the investor and the people of Zambia.

“Government will ensure that the mining sector offers a win – win situation for both the custodian of the resources and the investor,” he said.

Mr Zulu added that Government is focusing on a stable policy for the mines that will ensure stability.

“Government will ensure that there is a stable policy for the mines but let me caution the mining companies not to resolve to threaten laying off of workers anytime there is a policy shift in the mining industry,” he said.

Mr Zulu was speaking during a dinner organised by the Copperbelt Mining and Agricultural Show organisers.

Meanwhile, the Ministry of Finance has commenced preparations for the 2016 National Budget and the 2016-2018 Medium Term Expenditure Framework (MTEF).

Ministry of Finance public relations officer Chileshe Kandeta said the Ministry have since invited members of the public to submit proposals for tax and non-tax revenue policy for the 2016 budget.

The consultation period which ends on July 31 2015 has been set to ensure that all citizens including youths, women groups and the private sector participate in the formulation of the 2016 Budget and the 2016 to 2018 (MTEF).

Mr Kandeta said his Ministry is steadfast in its resolve to ensure citizen ownership of the 2016 National Budget further stating that those representing interest groups are required to ensure that internal peer consultations with institutions which they represent are conducted.

“It is the Treasury’s held view that peer-level, internal and open consultations among stakeholders such as Zambia Chamber of Mines, ZNFU, Zambia Association of Manufacturers, ZACCI, Zambia Institute of Chartered Accountants, JCTR, Civil Society For Poverty Reduction, Economics Associations of Zambia etc. should be held as they are an important ingredient of institutional and corporate governance. This is important because submissions which will finally be received by the Ministry of Finance should pass the internal litmus test, and have the support of the members of the respective stakeholder organization or interest group.”

And commenting on the initiative, Secretary to the Treasury Fredson Yamba said the process is a non-partisan mission, but a pragmatic search for tax and non-tax policy consolidation, widespread employment creation and promotion of greater well-being of the people of Zambia.

Chilufya Tayali sued for non payment of legal fees

OUTSPOKEN Zambian Voice executive director Chilufya Tayali has been sued by a Lusaka law firm for non payment of legal fees amounting to K407, 000.

Hobday Kabwe and Company has dragged Tayali and Zambian Voice to court for non payment of legal fees for services rendered after representing him in an appeal case where he joined proceedings where Development Bank of Zambia (DBZ) sued JCN Holdings Ltd, Post Newspapers and Mutembo Nchito for the payment of K14 million loans.

Numerous reminders had been sent to the defendants but he has neglected, failed and ignored to settle the amount making the plaintiff’s law firm continue to suffer loss of use of the legal fees
duly earned in the said period.

On July 12 and 14 2012, Tayali acting on his own behalf and second defendant did personally appoint Hobday Kabwe and Company guarantying the payment of legal fees with the first amount being K 70,000 as deposit before commencement of proceedings.

According to a statement of claim, Tayali only managed to pay K6, 000 on July 16, 2012 with the payment of K500 to be paid per hour per sitting and the plaintiff’s firm had expanded 826 hours in overall attendances and prosecuting the case for the defendants from July 12 2012 to January 8, 2013.

The hours gave rise to an accrued amount of K407, 000.00 in legal fees due and payable by Tayali and Zambian Voice.

“Despite numerous reminders made by the plaintiff firm through its managing partner to the first defendant and on behalf of the second defendant to settle the outstanding amount of K407,000.00, Tayali has been elusive and had to date neglected to pay the said amount,” read the Statement.

The plaintiff is now claiming the said amount in respect of legal services rendered by the plaintiff to the defendant at his own request, interest on the above and costs to be taxed if not agreed.

There will be No convention for PF to elect President till 2019-Chama

PATRIOTIC Front (PF) secretary-general Davies Chama says there is no need for the party to hold a national convention prior to the 2016 elections because President Lungu was given a five-year mandate last year.

Mr Chama said in an interview that Mr Lungu will therefore contest general elections as the party’s candidate because of his election at the November general conference in Kabwe.

“People calling for a convention have not read the party constitution. They should read it and understand.
“We have not stopped anyone from aspiring for the presidency but that can only be done after President Lungu’s mandate is complete,” Mr Chama said.

He urged the media to stop misquoting party officials on the presidency because the PF constitution is clear.
He said no member has been barred from contesting the party presidency adding that President Lungu’s tenure will only end in 2019.

Mr Chama said senior PF members should understand the party constitution and that leadership is also educating members to enlighten them.

Meanhwile, Mr Chama thanked former President Kenneth Kaunda for blessing the nation.

“President Lungu made a good decision of respecting our former presidents. We believe in forgiveness and forgetting the past,’’ he said.

Mr Chama said President Lungu and the PF leadership do not believe in persecuting former presidents.

“It is time as Zambians to start respecting our elders and that includes our former presidents,” he said.

A POLICE officer was assaulted in the early hours of yesterday and had his fire arm, an AK47, grabbed after he stopped two men driving carelessly on the road.

Lusaka Province police commissioner Charity Katanga said the police officer, whose name has been withheld, was in the company of two neighbourhood watch officers who fled after seeing that the police officer had been overpowered.

Ms Katanga said the men pounced on the policeman after they parked at Petroda filling station in the SOS area in Lusaka.

She said the officer was rushed to the clinic and police have since arrested two men identified as Obed Muchima, 22, and David Kakema, 26, in connection with the attack.

“These men attacked our officer around 01:50 hours. We have, however, recovered the firearm and made arrests. The gentlemen were driving a Land Rover registration number AAN 7625,” Ms Katanga said.

And police yesterday thwarted an attempted robbery at a filling station and recovered an AK47 rifle and a Toyota Spacio registration number ADD 6451.

Ms Katanga said police were tipped by someone who was refuelling and noticed four masked men hovering around.
Upon noticing police presence, the robbers fled on foot and disappeared into the darkness.

Police found the gun in the vehicle and have launched a manhunt.

And Ms Katanga said police have arrested two Zimbabwean nationals for attempted robbery.

She named the two as Future Bhebhe, 33, and Siaphambo Sikosana, 34, both of Bulawayo in Zimbabwe.

The two were trailing Angel Mutale, 42, of Avondale after he drew some money at an automated teller machine.
Mr Mutale, after realising that he was being trailed, notified police who quickly went to his rescue.

“They were actually two vehicles that were trailing him. The ones we apprehended were driving a Toyota Spacio ALT 5097. The other two run away and checked out of the lodge where they were staying in,” she said.

Meanwhile a 30-year-old man of Lusaka’s Bauleni is battling for his life after he attempted to commit suicide using a pistol.

Ms Katanga said Mike Kalonga shot himself in the mouth in his bedroom.

His wife Dorica Banda,26, alerted neighbours and they rushed him to the University Teaching Hospital.

Contractors for the 168 kilometre Solwezi – Chingola Road works ready

Contractors engaged by government to construct the 168 kilometre Solwezi – Chingola Road have started mobilizing and are ready to commence the construction works soon after commissioning next week.

The road works are scheduled for commissioning by President Edgar Lungu on June 4th 2015.

Special assistant to the President for projects monitoring and implementation Lucy Mulusa, who was in Solwezi yesterday to access the preparedness of contractors engaged to work on the Solwezi Chingola road declared the contractors, as being ready to start the work.

“This is encouraging to see that our Zambian contractors are showing commitment towards undertaking this kind of projects. This means that we are getting somewhere as they will be able to contribute to economic growth of this country,” Mr Mulusa said.

The 168 kilometres road will be constructed at the cost of over K 1 Billion.

The Road development agency senior manager public relations Loyce Saili explained that the stretch has been divided in three lots but will be done by two contractors.

“China Geo will work on lot 1 and lot 3 which will cover 60 and 68 kilometres respectively. It will cost about K 700 million and will be executed in 24 months,” Ms. Saili said.

Ms. Saili said lot 2 that cover 40 kilometres will worked on by Buildcon Investment at the cost of K305 million and will be done within 18 months.

She said the agency is logistically ready for commissioning the road works which will be done together with the 30.5 kilometres of township roads.

“The commissioning of Solwezi Chingola road and township road works will done at the same time because one contractor China Geo is expected to do township roads as well,” she added.

Buildcon Investment chief executive officer Moses Mubanga said the company will employ about 300 local youths for initial works.

Mr Mubanga who has started creating detour roads on lot 2 stretch said his company will work within the stated timeframe and has assured quality works.

And Senior Chief Kalilele told Mr Mulusa that he was happy with the development because it has shown that President Lungu is committed to one Zambia one Nation motto.

“Tell the President we are ready to support and work with him to deliver development to the region” the chief added.

Vice President Inonge Wina has arrived in Abuja, Nigeria ahead of tomorrow’s inauguration ceremony of Muhammad Buhari as President of the West African Nation.

The Zambian Vice President arrived at Nnamdi Azikiwe International Airport at about 17:55 hours Nigerian local time aboard the Emirates plane.

Ms. Wina , accompanied by Deputy Minister in her office Chungu Bwalya, was received at the airport by Zambia’s Acting High Commissioner to Nigeria Maynard Misapa, Foreign Affairs Deputy Minister Rayford Mbulu and Embassy staff from the Zambian Mission in Nigeria.

Ms. Wina will represent President Edgar Lungu at the inauguration ceremony which will be held in the capital Abuja at the Eagles Square.

Meanwhile several other Heads of States and representatives of various countries have been arriving in the capital city of Nigeria to witness the swearing in ceremony of the new president amidst tight security.

The Nigerian flags are flying on all poles and street light poles ahead of tomorrow’s event.

9 Candidates File in For June 30 By-elections

Five candidates have successfully filed in their nomination papers for the Mulobezi Parliamentary By-election seat in Mulobezi District in the Western Province that were held at Sichili Secondary School scheduled for 30th June, 2015.

As the nomination exercises opened doors at 09 00 hours, Opposition United Party for National Development (UPND)’s candidate Hastings Sililo was the first to file in his nomination papers at 11: 35 hours.

He was followed by Green Party (GP) ‘s Evans Mwanza who filed in his at 12 40 hours. He was followed by Alliance for Democracy and Development (ADD)’s candidate Collins Mbangu who filed in his nomination papers at 13: 35 hours.

Others are the ruling Patriotic Front (PF) candidate Patricia Mulasikwanda who filled in her nomination papers at 14 : 27 hours while accompanied by Tourism and Arts Minister Jean Kapata. Opposition United National Independence Party (UNIP)’s candidate Alfred Mandungwa filed in his at 14 40 hours.

Returning Officer Fred Chikatu Kapusa who closed at 15 00 hours. The Supreme Court nullified the Mulobezi Parliamentary seat that was held by UPND Member of Parliament Hastings Sililo on grounds that Mr. Sililo’s election in the 2011 General Elections was characterized by corrupt activities such as bribery and other forms of electoral malpractices.

Elsewhere

Four candidates have successfully filed in their nominations to contest the Malambo parliamentary by-election in Mambwe district of the Eastern province.Meanwhile, the opposition Movement for Multi-party Democracy (MMD) has withdrawn from contesting the Malambo parliamentary by-election slated for next month.

And ZANIS reports from Malambo constituency that the nominations took place at the Mambwe Council Chamber with the ruling Patriotic Front (PF) candidate Jack Shuma filing at 10:00 hours followed by UNIP’s Jairo Mchenga who filed in at 11:00 hours.
MMD candidate Zephaniah Kaleya was scheduled to be the first to file in his nomination papers before instructions were received from National Secretary Mwansa Mbulakulima to the Returning Officer not to accept papers from the party candidates at all levels including ward and parliamentary by-elections.

Mr. Mchenga was followed by United Party for National Development (UPND) candidate, Peter Phiri, who lodged in his papers at 12:00 hours before Independent candidate, Florence Mayopa, filed in her nominations at 13:00 hours. PF candidate, Mr. Shumba said he was headed for victory looking at what the ruling party was doing to alleviate the suffering of the people in the valley constituency.

He noted that his first priority was to call on qualified people who were working outside the constituency to go back and develop the area.

‘’ The area has a lot of potential in development that needs to be tapped including human resource. This area has qualified people who come from here and there is need for them to come back so that together with the community we develop the constituency. This is not one man’s show as it requires a collective responsibility,’’ Mr. Shuma said.

He said the constituency had a lot of domestic water problems which should be addressed quickly including what he called an unattended to issue of human/animal conflict.

And UNIP candidate, Jairos Mchenga observed that if he wins the election, his first task would be to work on the best way to develop the constituency.Mr. Mchenga accused all former Members of Parliament in Malambo of not taking into consideration what was on the ground to develop the area adding that a lot of people were not getting a share from what was realized from the abundant wildlife resources.

Meanwhile, UPND’s Peter Phiri, promised to give the ruling PF a tough time for its money, saying, he was famous among the electorates in Malambo constituency as he was a local resident.Mr. Phiri also brought out the issue of human/animal conflict which he said will be priority if he wins, to be sorted out through working together with government. And Independent candidate, Florence Mayopa, thanked her supporters for believing in her and said her priority will be to start empowerment from the family level.

Ms. Mayopa said families have skills but do not have resources, saying, poverty could only be eradicated if they were empowered to use their potentail. She also said if given chance to be Member of Parliament, she would work on roads which she said were in a bad state, despite the constituency having good agricultural productivity.

Ms. Mayopa noted that farmers were experiencing difficulties to transport farm produce because of the bad roads in the constituency.

She said if elected, she would use her experience of helping vulnerable people which she said she has been doing for the past 20 years to improve the livelihood of people in the constituency. Meanwhile, opposition MMD has pulled out of taking party in the by-elections from parliamentary to ward level.

According to the party’s National Secretary, Mwansa Mbulakulima, who never gave reasons for the withdrawal, Returning Officers were instructed not to receive nomination papers from MMD candidates wherever by-election nominations were taking place today.

In Malambo constituency, District Chairperson Zephaniah Kaleya was scheduled the first among all the candidates to file in the nominations before instructions were received from Mr Mwansa not to go ahead.

By press time, NAREP and Fourth Republic Party candidates were being awaited to file their nomination papers.

Kalulushi reclaim Division 1 North top spot

Kalulushi Modern Stars bounced back at the top of the FAZ Division One North table after beating Lumwana Radiants 1-0 in a midweek match at Independence Stadium in Kalulushi.

Kalulushi had relinquished the Division One North lead on Sunday after suffering a 1-0 loss at Chindwin Sentries in Kabwe.

In Wednesday’s Week 12 tie, a 77th minute goal by Cephas Handavwe helped Kalulushi to topple Lumwana and open a one point lead.
Kalulushi are sits on 23 points, one above now second placed Lumwana, after 12 games.

Mufulira Blackpool moved from 5th to 3rd position following a 2-1 victory at Zesco Solwezi.

Blackpool have 21 points while Zesco remain stuck on 10 points.

Roan United moved two places down into fifth position after they were held to a 1-1 draw by visiting Indeni at Kafubu Stadium in Luanshya.
Coach John Lungu’s Roan sits on 20 points and Indeni have 18 points.

Promoted Real Nakonde continued with their impressive form as they thumped struggling Konkola Mine Police 2-0 in Chililabombwe.

MMD opts out of Mulobezi, Petauke Central and Malambo polls

The opposition MMD has disclosed that it will not participate in the forthcoming parliamentary by elections for Mulobezi, Petauke Central and Malambo constituencies.

In an interview, MMD Spokesman Raphael Nakachinda revealed that the decision not to field candidates in the three by elections was arrived at last evening after consultations with key organs of the party.

Mr Nakachinda said the move was aimed at allowing the party to concentrate on its ongoing healing process.
He said the party has not yet agreed on which political party to support in the three bye elections.

Mr Nakachinda said the party’s leadership was of the view that the MMD is currently not in a good state to contest for any elections.

‘We want to give ourselves enough time to completely heal from the many losses that we have suffered before engaging into another election battle and we are in the process of restructuring our organs,’ Mr Nakachinda said.

Meanwhile,five candidates have successfully filed in their nomination papers for the Mulobezi By-election in Western Province.

The five candidates are United Party for National Development (UPND)’s Hastings Sililo, Green Party’s Esau Mwanza, Alliance for Democracy and Development (ADD)‘s Collins Mbangu, Patriotic Front (PF)’s Patricia Mulasikwanda and United National Independence Party (UNIP)’s Alfred Mandumbwa

Mulobezi Constituency Returning officer Fred Kapusa closed the nominations around 15:32 hours.

All the five candidates expressed confidence of winning the forth-coming parliament by-election in the area.

In separate interviews after the successful filing in of nomination papers, Mr Sililo said he would continue developing the Constituency from where he left after his seat was nullified by the High Court.

Mr Mwanza said he was the only candidate who was capable of promoting development in Mulobezi constituency, as some candidates from other competing political parties were being imported from other places away from Mulobezi.

Mr Mbangu said he was confident of winning the Mulobezi by-election as he was an indigenous candidate who was well vested with local issues.

Ms Mulasikwanda said being the only female candidate for the Mulobezi parliamentary by election, she had higher chances of winning the election because she understood the concerns of women and children in the area.

Mr Mandumbwa said he was capable of addressing the challenges which the people of Mulobezi were facing.

Meanwhile, the Movement for Multi-Party Democracy (MMD) could not file in nomination papers for Mulobezi after receiving instructions from the party secretariat in Lusaka not to go-ahead with the process.

Zambia conclude their 2015 Cosafa Cup campaign with a battle for 5th and 6th when they face Malawi in the Plate final on Friday at Royal Bafokeng Stadium in Rustenburg.

Honour Janza’s men face Malawi for the second time this month before heading back home after relinquishing their Cosafa crown last Sunday following a 5-4 post-match penalty quarterfinal defeat to 215 finalists Namibia.

Zambia beat Malawi 2-0 in the two sides first meeting in a friendly match played on March 29 at Nkoloma Stadium in Lusaka.

“It won’t be easy playing Malawi for the second time in a month. They have studied us and we have studied them,” Janza said.

But Janza will be hoping for another convincing showing from his boys after Wednesday’s 3-0 demolition of Ghana in the Plate semifinal at the same venue.

However, scorer of the third goal in that match midfielder Nathan Sinkala will not be part of the team.

The Zambian vice captain has been excused from duty so that he may attend to his wedding this weekend in Lusaka.

Zesco United midfielder Justin Zulu is also a doubt and could be replaced by Nkana’s Donashano Malama who was benched in the win over Ghana.

Two Young Zambians to attend 25TH world economic Forum on Africa in Cape Town

Two young Zambians will this year attend the 25th World Economic Forum on Africa. Mweshi Ng’andu and Patience Chisanga are both members of the Lusaka Global shapers community and will this year proudly represent Zambia in Cape Town at this year’s world economic forum on Africa which will be held under the theme ‘Then and Now: Re-imagining Africa’s Future.’
The meeting will convene over 1,000 regional and global senior decision-makers to refine Africa’s pathways to growth and prosperity over the next 25 years based on lessons learned over the past 25 years.
The two young leaders will be joining more than 70 other young leaders from across and have an opportunity to network share some of the challenges that young people are facing in Zambia to world leaders as well as address and learn about tackling the various challenges. Discussion sessions that the two shapers will attend include Women in Business and ensuring citizen participation in sustainable development goals.

The Global Shapers Community is a global network of local communities led by young people who are exceptional in their potential, achievements and drive to make a positive contribution to their communities and are based in cities across the world. The mission of the community is to support young leaders to self-organize for impact and to ensure that young leaders have a seat at the table wherever the agenda is shaped.

Below are brief profiles of the two Lusaka Global shapers attending the World economic forum on Africa 2015.

Mweshi holds a BA in Criminology & International Studies which reflects on her keen interest to explore social injustice & global affairs. She has experience working in the financial sector in marketing, controlling social media and PR related work for variety of NGOs, TV shows and companies. Most importantly to her she has volunteered at NGOs in Lusaka, Johannesburg and Shanghai.

Her passion for community engagement has been shown in her work mentoring at various schools in Lusaka as well as organisations that work with vulnerable youth. She is a co- founder of Langila Foundation which is an NGO that targets disadvantaged youth in Zambia with the aim of encouraging other young people in better positions to educate and engage their fellow youth in positive activities.

Patience Chisanga is an award winning Freelance Media specialist, a Bachelor of Arts graduate in Mass Communication specialized in media production. She is passionate about the need to raise awareness on various social issues affecting communities through new media. Currently working as a Radio Presenter for Hot FM Radio in Lusaka, researcher, script writer and Television Presenter for Zamtel’s weekly Television series that documents and show cases significant places, events and people in Zambia’s History.

She travels around Zambia telling Historical and cultural stories through this weekly Series and working on her Book based on the Television Project. Patience believes media is a powerful tool that can be used to create social change and contribute meaningfully to the development of our society.

There’s an on-going application process for each hub and we advertise opening and closing dates in the local media.

Anyone, regardless of age, who is passionate about seeing a better Lusaka, or any other city that they live in, is encouraged to step forward with their ideas and we’ll be sure to incorporate them in our projects.

Mukuka relieved after Zambia win

Zambia winger Allan Mukuka says the team is relieved after redeeming themselves with a win over Ghana.

Zambia beat Ghana 3-0 on Wednesday at Royal Bafokeng Stadium in Rustenburg in the Cosafa Cup Plate semifinal to reach Friday’s 5th and 6th playoff final to be played at the same venue.

The win came after the defending champions were bundled out of the competition at the quarterfinal stage last Sunday by Namibia who beat them 5-4 on post-match penalties.

Zambia will face Malawi in the playoff final after The Flames scorched Bafana Bafana 5-4 on post-match penalties in their Plate semifinal on Wednesday.

“We feel so happy because we lost our last game. We have recovered from the loss we won 3-0 and we will definitely win the final,” the Green Buffaloes winger who won man-of-the-match on Wednesday said.

“We had all the confidence to beat the guys.”

Mukuka has been given a new lease of life under Janza who recalled the veteran winger to the Zambia fold for the first time since 2010 in the 2-0 friendly win over Rwanda in Lusaka on March 29.
