Mighty star prospect Silwaba gets Zambia call-up

Mighty Mufulira Wanderers playmaker and free-kick specialist Lameck Silwaba has been handed a debut call-up by Honour Janza for Zambia’s May 10 friendly against Malawi.

Silwaba has been Wanderers standout player so far since their return to the FAZ Super League this season after a ten year hiatus.

There is also a shock call-up for Power Dynamos second choice goalkeeper and ex-Under-17 goalminder Joel Kanyeba who has been standing in for Joshua Titima due to a family bereavement.

However, there is no place for Konkola Blades striker Happy Kaunda who has enjoyed an eye-catching start to the season for the unbeaten Chililabombwe side.

Instead Nakambala Leopards striker Webster Mulenga has beaten him to the post.

On the foreign-based front, Janza has called up Nathan Sinkala who is back in training after a long-term injury he sustained last January at the Africa Cup.

Sinkala is one of four TP Mazembe players in the team alongside the usual suspects defender Kabaso Chongo, Given Singuluma and Zambia captain Rainford Kalaba.

It will be interesting to see whether the quartet will be released as the match does not fall on a FIFA date despite Mazembe’s final CAF Champions League engagement coming up this weekend at home against Stade Malien whom they are tied at 2-2 in a pre-group stage tie.

Meanwhile, Zambia go into camp this Sunday, May 10 ahead of the match to be played at Nkoloma Stadium.

People’s Party President Mike Mulongoti says President Edgar Lungu has shown signs of lacking priorities by spending time on irrelevant activities and travelling unnecessarily.

Mr Mulongoti said the recent travels within and outside the country that President Lungu has undertaken leave much to be desired.

He cited the recent opening of the Mukuba Mall by President Lungu in Kitwe is another confirm that he does not know his priorities.

“Surely does it have it take the entire Head of State to go and commission a private shopping mall? Do we know how much it costs to have the President with his entourage leave office and move about like that? President Lungu needs to be serious with governing the nation,” Mr Mulongoti said.

He added, ‘Just the other day, he was away in Mpika commissioning a third level hospital, these are activities that could be done by Ministers or their Deputies or indeed District Commissioners.”
Mr Mulongoti said President Lungu needs to start spending more time in his office to respond to the many development concerns from Zambians.

“He is becoming very casual with the office he occupied and in the end he is not inspiring confidence especially in the business community because he does not seem to know what he is doing,” he said.
Mr Mulongoti said the 90 days of President Lungu have been characterized by lack of consistency on most key areas of national development.

The opposition UPND says people condemning its leader Hakainde Hichilema for failing to shake hands with President Edgar Lungu at the SDA function at Heroes stadium last Saturday are being unfair.

Party Deputy Spokesperson Edwin Lifwekelo said in a statement that those condemning Mr. Hichilema should realize that greeting the Head of State is not constitutional and mandatory.

Mr. Lifwekelo said both President Lungu and Mr. Hichilema’s protocol officers failed them as they did not advise them correctly.

‘When President Lungu kneels before in front of traditional chiefs, it is not a sign of weakness and it does not make him less important. It’s just a sign of respect, however at Heroes Stadium, President Lungu’s protocol offices failed him because they were supposed to lead him to greet the invited guests although he was also invited,’ Mr Lifwekelo said.

He said FDD leader President Nawakwi and former First Lady Maureen Mwanawasa including many others just used their initiatives to greet the Head of State at the function which should not be the case.

‘Late President Sata used his initiate to greet opposition leaders especially at funeral church gatherings and there was nothing wrong with that. What is disheartening is that President Lungu never even recognized the presence of opposition leaders in his speech compounding the situation and I blame the advisers,’ Mr Lifwekelo said.

He added, ‘President Lungu missed an opportunity to heal and reconcile the nation as Head of State especially that not long ago the PF leadership at the same stadium in full view of President Lungu and his counterpart Robert Mugabe demonized UPND and President Hakainde Hichilema by dressing a dog in a UNPD attire and to date the PF leadership has never tendered an apology, not even the Church stood up to condemn the act.’

Mr Lifwekelo said the PF and the Head of State must first recognize that the opposition leaders have a role to play in the governance of the country’s affairs and in return opposition leaders will give the Head of State space to govern.

‘Even a dog when it realizes the owner does not like it, it will always run and hide until the owner gives it respect, sometimes it even bites the owner.’

Government warns against politicizing FISP

Agriculture and Cooperatives Deputy Minister Maxus Ng’onga has warned players in the fertilizer distribution process at district level to desist from politicizing the Farmer Input Support Programme( FISP) .

Mr Ng’ona has also warned that action would be taken against those who will be found wanting.

Mr. Ng’onga sounded the warning after he received a briefing on the FISP exercise from Mpika district Commissioner, Catherine Chileshe when he paid a courtesy call on her yesterday.
The District Commissioner appealed to the Minister to dissolve the Mpika District Cooperative Union executive which she alleged had politicized the fertilizer distribution exercise during the 2014/2015 farming season.

Ms. Chileshe explained that the MDCU and some subordinate staff from the Department of Agriculture were using politics to discriminate farmers from getting the inputs adding that the situation had resulted in the district recording a low crop yield.

The District Commissioner said if the executive will not be dissolved, they risk being surrendered to the law enforcers.

And responding to the request, Mr Ng’ona who is on tour of duty in the province instructed the Provincial Agricultural Coordinator Victor Mulopa to take action and ensure that the 2015/2016 inputs go to the right beneficiaries.

Mr. Ng’onga said he was in Muchinga Province to investigate audit reports of misappropriation of the 2014-2015 farming inputs and understand why some farmers who deposited money did not get the inputs as well as what made the delay in the distribution of the farming inputs.

He said government wants to ensure that this year’s farming inputs are distributed by September.

The Deputy Minister explained that the Ministry flagged off the fertilizer distribution of D. Compound two weeks ago and some districts had started receiving the consignments.

He called on marketing officers in the department of Agriculture to ensure that all the necessary documentation is done and secured now adding that he will not condone the situation of pilling up the inputs in the sheds saying the trend contributes to corruption and malpractices.

Mr Ng’ona also warned all the District Agricultural Coordinators (DACOs) and Marketing Officers to stay away from manipulating the FISP and ensure that no politics are involved in the distribution of the farming inputs this year.

He called on officers in his department not to involve themselves in politics saying those who want to become politicians should resign immediately before the distribution of farming inputs starts at the district level.

He expressed displeasure that his Ministry received disturbing reports on how the 2014/2015 inputs were inclined into political campaigns when the programme had its own guidelines adding that President Lungu has issued strong warning against those tampering with food security.

Mr Ng’ona added that when the farmers complained, the entire government was affected as it hinges on people’s livelihood.

Government geared to end casualisation by June 2015-Shamenda

Government says it is geared to ending casualisation of labour in the country by June 2015.

Labour and Social Security Services Minister Fackson Shamenda said government is revising labour laws in order to curb casualization.

He said government will soon enact legislation to prohibit casualisation in a bid to protect workers from being abused by some investors.

Mr. Shamenda further said government wants to create permanent jobs in the country and it will soon outlaw casualization in a bid to protect workers.

The minister was speaking in Lusaka during the 2015 World Day for safety and Health whose theme was dubbed,” Join in the building of a preventive culture at work.”

Mr. Shamenda says the current situation where employers are allowed to go scot free over casualisation of labour will not happen anymore after June 2015.

The Minister said his ministry is considering criminalizing casualization of workers due to continued flouting of labour laws by some employers in Zambia.

He disclosed that parliament would in June this year enact a new labour law to ban casualization stating that safety regulations would be heightened.

The Labour Minister said once the new piece of legislation in introduced, it would give workers rights to speak against injustices at places of work without fear of being victimized by employers.

And speaking earlier, International Labour Organisation (ILO) Country Representative for Zambia, Mozambique and Zimbabwe George Mukosiku said it was essential that the right to a safe and health working environment is respected at all levels.

Mr. Mukosiku said safe working places require increased general awareness, knowledge of hazards and risks in order to fully protect workers.

Sate-Sate inspires Wadi Degla to victory

Striker Ronald Kampamba on Tuesday night inspired his Egyptian club Wadi Degla to a home win over Ismaily.

Kampamba provided the assist for teammate Dodo El-Gabbs to score a late winner in the 86th minute of Degla’s 1-0 home win over Ismaily.

The Zambia striker played the full 90 minutes in his sixth match since joining the Cairo club in February on a two-and-half-year deal from Nkana.

While Kampamba has yet to score for Degla, his assist was his second since his debut match on February 4 in a 2-1 away loss to Petrojet in another 90 minute performance.

In-between, Kampamba has clocked 54 minutes in a 1-0 loss to El Shorta and sat out Degla’s 2-0 win against Dakhleya.

Kampamba later played 44 and 22 minutes in 0-0 and 1-1 draws against Al Ittihad and Rajaa Matrouh respectively.

Meanwhile, Degla stay 5th on the Egyptian premier league table 40 points with a game in hand from 24 matches played.

They are 17 points behind leaders Zamalek following that win over 11th placed Ismaily.

Japan’s car export surge as domestic sales slump

The number of Japanese used cars exported in 2014 reached the third highest figure since records began in 2006. According to data released by JAMA (Japan Automobile Dealers Association), more than 1.4 million vehicles were shipped in 2014.

The upbeat figure marks in contrast with a slump in domestic sales of both new and used vehicles in Japan. Toyota, the biggest and best-selling car manufacturer in the world sold 17.6% fewer new vehicles in February 2015 compared to the same period from the previous year. It was the eleventh consecutive monthly decline, and immediate recovery continues to remain uncertain due to the country’s shrinking population and the recent tax rise.
Sales of used cars (including used Toyota) fared even worse as they sank to a record low in 2014, with 6.9% fewer cars exchanging hands compared to the previous year.

The export sector on the other hands continues to be buoyed by the weak Japanese yen and the low prices of used cars. Cars in Japan lose their value rapidly with age, perhaps faster than any other country because the Japanese tend to upgrade to new vehicles every few years. A vehicle that is only five years old is often perceived as “old” as a result, and is usually sold at a fraction of its original price due to weak domestic demand. Any signs of accident history or damages further render it next to worthless, so such vehicles are then sold and exported to overseas where buyers can still be found.

The export market has been recently joined by several of Japan’s domestic second-hand car dealers as they expand their business base from the shrinking domestic market to the growing export market. Some of them are currently working in partnership with CardealPage where their vehicles can be viewed and purchased via the latter’s website.

Government says it is determined to ensure that all the projects being worked on throughout the country are completed to the satisfaction of the general public.

Special Assistant to the President for Project Implementation and Monitoring Lucky Mulusa said the Patriotic Front (PF) government under President Edgar Lungu’s administration is determined to ensure that all infrastructure projects are completed on time.

Mr. Mulusa said it was for this reason that government has increased the monitoring and implementation mechanism to ensure that things are done as agreed at the time of signing the contract with the contractors.

The Special Assistant to the President for Project Implementation and Monitoring said this in Lusaka , today.

This was when he inspected some of the roads under pave Zambia 4000 being worked on in Lusaka by Avic engineering and contraction company.

He said although the city of Lusaka was not properly planned at the inception, government is determined to decongest the roads in the capital city to acceptable standards.

Mr Mulusa, who was in the company of some Road Development agency officials, journalists and other government officials inspected Burma road, Chilimbulu and the company’s base in Lusaka west said he was impressed with the works so far.

He said the company is doing its best to ensuring that standard workmanship is done and on schedule despite some minor lacunas due to the just ended rain season.

Mr Mulusa urged the Avic construction company to continue exhibiting the good works adding that government is happy with the roads done so far in Lusaka.

President Edgar Lungu has said that some people who want him to fail are stealing documents at State House to frame his aides. Speaking to journalists shortly before departure for Zimbabwe, President Lungu said that some detractors are “hell-bent” on seeing his Government fail, but he is certain they will not succeed.

“They are inspired to steal documents by those wanting to find fault in my staff.

“When Kaizer [Zulu – his political aide] was cleared, no one talked about it when earlier they rushed to the media to say he is being investigated. This is sad,” President Lungu said.

The President also said he is not afraid to have his immunity lifted because he knows he is innocent.

“I don’t mind my immunity being removed. I am game. I have nothing to hide. Why should I fear when I am innocent?” President Lungu said.

He said it is the culture of some individuals to remove the immunity of former presidents.

President Lungu was reacting to sentiments by the United Party for National Development (UPND) that the opposition party will ensure his immunity is removed once he leaves office so that he can be investigated.

President Lungu said everyone is innocent until proven guilty by the courts of law.

“There are people who want to humiliate me in future. But we are all innocent until proven otherwise by the courts. You can’t judge anyone outside courts of law,” he said.

President Lungu also said he is determined to ensure a trade balance between Zambia and other countries.

“Some people think they can take Zambia for granted. We are not dull,” he said.

PRESIDENT Lungu and his Zimbabwean counterpart, Robert Mugabe, yesterday held a high-level closed-door meeting at State House, which lasted for two hours.

Mr Lungu was accompanied by First Lady Esther, Minister of Foreign Affairs Harry Kalaba, Minister of Commerce, Trade and Industry Margaret Mwanakatwe, Lusaka Province Minister Obvious Mwaliteta and Zambia’s Ambassador to Zimbabwe Ndiyoi Mutiti.

Other officials in President Lungu’s delegation were his special assistant for press and public relations Amos Chanda, special assistant for political affairs Kaizer Zulu and technocrats from the ministries of Foreign Affairs, Finance and Commerce, Trade and Industry.

Mr Mugabe and his wife, Grace, received Mr Lungu and his delegation and immediately proceeded to the meeting.

And the President told journalists shortly after the meeting that he was happy to be in Zimbabwe and to confer with President Mugabe, whom he described as a statesman.
President Lungu said he is ready to learn and acquire knowledge from President Mugabe.

“I am here for the first time officially as head of State and I am getting used to the hospitality of President Mugabe and I can say he is an elder statesman in the region and he knows all the corners in the region and so I am learning from him,” Mr Lungu said.

And Mr Chanda said in an interview that the two leaders held talks on a number of issues affecting the region, including the recent xenophobic attacks in South Africa.

“President Lungu has held a one-on-one conversation with President Mugabe. They reflected on a number of issues, including the unfortunate developments in South Africa.

“They are trying to agree on the interventions that can help bring to an end the xenophobic attacks that have broken out in some parts of South Africa,” Mr Chanda said.

Meanwhile, President Lungu is today scheduled to address the Southern African Development Community (SADC) extraordinary summit of heads of State and government, whose focus is on industrialisation.
Mr Chanda said Mr Lungu’s address to the summit will focus on the finalisation of the industrialisation strategy and roadmap within the time-frame the SADC leaders agreed.

“The President will specifically address SADC and argue that countries like Zambia will need to increase value addition methods so that they can get the necessary benefits from the raw materials that they export,” Mr Chanda said.

He said President Lungu will further make an intervention and argue for close collaboration among SADC countries.

Mr Chanda said the President will emphasise on the need for increased trade among SADC member states so that growth can circulate in the region.

“The President will also argue the case for enhanced productivity and competitiveness and also address the issue of the tripartite free trade area.

“Particularly for Zambia, his main point will be to argue that structural and economic transformation in the region will only come about through increased private sector participation,” Mr Chanda said.
He said Mr Lungu will tomorrow travel for a State visit to Bulawayo, where he will officiate at the 56th Zimbabwe Trade Fair.

Government invites Turkey to support local media industry

Information Minister Chishimba Kambwili has called on the Turkish Government to consider supporting the media industry to enhance their performance in the country.

Mr. Kambwili who is also Chief Government Spokesperson says media houses particularly Zambia National Broadcasting Cooperation (ZNBC),Times Printpak and the Zambia Daily Mail were among the media houses needing support as they are facing numerous operational challenges.

He cited lack of equipment and motor vehicles as some of the major challenges the three institutions are facing in the discharge of their duties.

Mr. Kambwili further said due to limited resources, which have to be shared among many other needy areas, the three public media institutions have continued to face challenges in their operations.

The Minister said this when he met Turkish Ambassador to Zambia Ahmet ARDA at his office today to discuss among others, the state of the public media institutions in the country.

The meeting was also attended by Information Deputy Minister Forrie Tembo, Permanent Secretary Godfrey Malama and other senior officials from the Ministry.

“Talking about ZNBC, our national broadcaster established by an act of Parliament, we have a number of challenges ranging from obsolete equipment to mobility. We hope the donor communities like you can come in and help us address some of these challenges,” said Kambwili.

Mr. Kambwili stated that the public media wants to cover the whole country but are unable to do so because of inadequacy of equipment.

He since appealed to the Turkish Ambassador to explore ways through which his country can help build capacity in the Zambian journalists through training by awarding of scholarships.

And the ambassador assured the Minister that his Embassy is ready to work with the Ministry of Information to improve the operations of the three public media institutions.

Mr. ARDA said the Turkish Embassy in Zambia will work hard to link the public media to other media institutions in Turkey with the view of further exploring other areas of media cooperation.

He also assured the Minister that his government will also consider his request for capacity building in the community radio stations across the country.

KCM forced to import DRC power, three miners trapped during ZESCO black out

Konkola Copper Mines says it was forced to import 46 megawatts of imported power from the DR Congo through the Copperbelt Energy Corporation for emergency supplies to some key areas after ZESCO cut off supplies.

KCM said in a statement that three employees who were trapped in the Number 4 Shaft at the Konkola Deeps in Chililabombwe following the power outage were rescued.

It said none of the men were harmed as its 24 megawatts emergency diesel generator set at Konkola was activated after the power outage.

It added that production at both Nchanga underground mine and Konkola mine ceased.

‘Konkola Copper Mines (KCM) lost power supply at about 19:30 hours on Monday evening, which caused significant disruption to its operations. Full power supply to KCM was restored at about 09:57 hours today, Tuesday,’ the statement read.
 
It said KCM’s first concern in this situation has been the safety and welfare of its employees and contractors.

‘Immediately following the power disruption, KCM’s emergency response plan was activated to protect people and equipment. Operations at our Tailings Leach Plant have equally ceased. The impact on production and financial losses is severe across KCM. The extent of the damage to equipment will be quantified at a later stage.’

FORMER President Kenneth Kaunda yesterday celebrated his 91st birthday with his family and Chinese Ambassador to Zambia Yang Youming.

And Chinese President Xi Jinping has described Dr Kaunda as a pillar of the Zambia-China friendship, which spans over 50 years.

Dr Kaunda, who repeatedly joked about his age, was presented with a cake from his family which he shared with his children, grandchildren, great grandchildren, in-laws and journalists after he was assisted to cut it by his grandchild.

“I am very grateful and humbled. Thank you, thank you very much,” he said.

Speaking on behalf of his family, Dr Kaunda’s son, Kaweche, said the family is grateful to God for giving them the former President, who has led an exemplary life.

Mr Kaunda said being members of Dr Kaunda’s family is a challenge because it is not easy to follow in the foot-steps of such a great man.

“God willing, we hope we can also live exemplary lives and equally as long as he [Dr Kaunda] has lived,” he said.

And President Xi, in a letter read by chief of political section at the Chinese Embassy Wan Nan Lin, said Dr Kaunda spearheaded the China-Zambia friendship that is still ongoing more than 50 years later.

He said Dr Kaunda promoted the friendship for the benefit of people.

“The Chinese people have utmost respect for Dr Kaunda and they are wishing him a heart-felt birthday and good health,” Mr Xi said.

Earlier, Mr Yang presented Dr Kaunda with a present, a recording of his party that the Chinese Embassy recently hosted in his honour.

“I hope the video reminds you of the good memories which you have of China,” he said.

Others who visited Dr Kaunda at his residence are United States (US) ambassador to Zambia Eric Schultz, Minister of Finance Alexander Chikwanda, USAID Zambia director Susan Brems, Higer Bus Company general manager Wu Ming and staff, Dr Roger Chongwe and Dr Simon Zukas.

Kabimba and M’membe want their contempt case sent to High Court to determine constitutional issues

Former Minister of Justice Wynter Kabimba and The Post owner Fred M’membe have maintained that their contempt of court and libel case be sent to the High Court for determination of constitutional issues.

Defence lawyer Nchima Nchito said when the matter came up for hearing yesterday that the case should be referred to the High Court because the conditions on which the application was made are very clear and infringe on the constitutional rights of Kabimba and M’membe.

This is a case in which Kabimba, M’membe and The Post have been charged with contempt of court and libel.

Former president Rupiah Banda has asked the Lusaka Magistrate Court to cite Kabimba, M’membe and The Post for contempt of court for commenting on matters that are before the courts of law.
“The question this court should determine is whether this application is frivolous and vexatious,” Mr Nchito said.

He said the court’s decision to refuse the application for an adjournment on Monday has denied the accused persons time to prepare adequately.

On Monday, Mr Nchito applied for an adjournment to allow the defence to secure documents from other courts on which they can base their cross-examination of prosecution witness Newton N’guni.

He said the defence wanted to secure documents in cases in which suspended Director of Public Prosecutions (DPP) Mutembo Nchito appeared before three different courts over his alleged abuse of authority of office.

But Mr Banda’s lawyer, Sakwiba Sikota, said no-one is stopping the defence from accessing the documents.

Mr Sikota said the adjournment of the case should give the defence enough time to secure the documents and prepare adequately for the matter.

Principal resident magistrate Kenneth Mulife adjourned the matter to May 5, 2015 for continued hearing.
