South Africa has condemned Nigeria’s decision to recall its ambassador over a spate of attacks against foreigners. It called the step “unfortunate and regrettable” and said it “would be curious for a sisterly country to want to exploit such a painful episode”.
At least seven people have died over a month of attacks on foreigners and foreign-owned property in South Africa.Zulu King Goodwill Zwelithini has been blamed for sparking the attacks with comments about foreign workers.
“Let us pop our head lice,” he said. “We must remove ticks and place them outside in the sun. We ask foreign nationals to pack their belongings and be sent back.”He has since said those remarks were taken out of context and that he opposes violence.
Nigeria recalled its ambassador to South Africa on Saturday in the latest sign of the African countries’ discontent at Pretoria’s handling of attacks on immigrants.Acting High Commissioner Martin Cobham and Deputy High Commissioner Uche Ajulu-Okeke had been asked to return to Nigeria for consultations, a statement by the foreign affairs ministry said.
“The invitation is in connection with the on-going xenophobia in South Africa targeting foreigners, mainly African migrants,” the statement said.
Earlier this week Nigeria summoned South Africa’s high commissioner over the unrest as protesters picketed the South African embassy in Lagos. A Nigerian group has called for the International Criminal Court to investigate Zwelithini for “hate speech”.
South Africa has deployed troops to try to quell the violence, after criticism by nations including China and Zimbabwe for failing to protect their citizens against armed mobs.
South African firms such as mobile phone giant MTN and supermarket chain Shoprite have significant interests in Nigeria, which is Africa’s biggest economy.
THE 34th session of the Southern African Development Community (SADC) extraordinary summit of heads of State and government has opened here with a focus on industrialisation.
President Lungu is expected here tomorrow to attend the summit and officially open the 56th Zimbabwe Trade Fair in Bulawayo.
The five-day summit under the theme: ‘Regional Strategy and Roadmap for Industrialisation’, opened on Saturday and was preceded by a technocrats’ meeting. The Council of Ministers meeting will be held today.
Heads of State are scheduled to arrive tomorrow in time for the summit on Wednesday.
Although the summit is expected to focus on key issues of industrialisation, it is also anticipated that it will discuss the recent xenophobic attacks in South Africa in which six people were killed.
The most affected countries by the xenophobic attacks in the region are Mozambique, Malawi, Democratic Republic of Congo (DRC) and Zimbabwe.
Zambia’s ambassador to Zimbabwe Ndiyoyi Mutiti said in an interview that the summit is working out strategies on how best member states can add value to its raw materials.
“SADC member states have realised that there is a lot of trade taking place and our countries also have a lot of raw materials. But that is not enough.
“We need to build on the industries that we have and ensure raw materials are developed to a level where we will have finished products so that we can enhance trade amongst ourselves and beyond,” she said.
Ms Mutiti said member states have seen the importance of enhancing industrialisation to strengthen economic growth.
“Some of the things we are talking about are, for instance, if you produce crude oil, we need to have a finished product, and we cannot talk about finished products without having the machinery, factories, the expertise and the necessary labour to be able to handle that,” Ms Mutiti said.
She said member states need to add value to raw materials if they are to be competitive.
“SADC member states are excited and looking forward to building one another as no country can work in isolation because trade is a global village.
“So, what is important is that we work together and come up with mechanisms that will be able to enhance the economies of SADC member countries at different levels,” Ms Mutiti said.
Ms Mutiti said President Lungu is, upon arrival, scheduled to have high-level talks with his Zimbabwean counterpart Robert Mugabe within the ambit of SADC.
Ms Mutiti said the President will attend the summit on Wednesday and, in the evening, sheduled to address Zambians resident in Zimbabwe.
She said the President is on Thursday scheduled to fly to Bulawayo to officially open the 56th Zimbabwe Trade Fair, which will host more than 5,000 exhibitors and 70,000 spectators.
NON-FERROUS Mining Corporation Africa (NFCA) Chambishi mine has started constructing the US$832 million south-east ore body project in Kalulushi, which is expected to create 5,000 jobs for local people.
NFCA corporate affairs manager Nelson Jilowa said in Kalulushi yesterday that the project, which is expected to increase NFCA’s copper production capacity from 30,000 tonnes to 100,000 tonnes annually, will be commissioned in 2017.
Mr Jilowa said the project is expected to be completed by the end of next year but will only become operational in 2017.
“We expect to put that project into full production by 2017 and we will create 5,000 jobs for the locals. We are currently doing shaft sinking and tunnels,” Mr Jilowa said.
NFCA currently has 3,000 Zambian employees.
Mr Jilowa also said NFCA’s accumulative investment will exceed US$1.1 billion once all the projects are completed.
Mr Jilowa said the main ore body and west ore Body are currently in full production and that the total annual copper production capacity currently stands at 30,000 tonnes.
NFCA is a large-scale mining company operating in Kalulushi.
China Non-Ferrous Metal Mining Corporation Limited (CNMC) is the major shareholder in NFCA with 85 percent shares while the Zambia Consolidated Copper Mine – Investment Holdings holds the remaining 15 percent.
CHIEF government spokesperson Chishimba Kambwili has advised United Party for National Development (UPND) president Hakainde Hichilema to “ keep quiet” because he is not the right person to measure President Lungu’s performance over the 90 days he has been in office.
Mr Kambwili, who is also Minister of Information and Broadcasting Services, said in an interview yesterday that Mr Hichilema should keep quiet because he has nothing good to say about President Lungu’s leadership and the Patriotic Front (PF) administration.
The minister was reacting to Mr Hichilema’s statement in which he is quoted as saying President Lungu has misplaced his priorities from governance and has allegedly concentrated on travelling abroad.
“It is not HH [Mr Hichilema] to evaluate President Lungu’s stay in office for 90 days but Zambians because this man is a wrong person to judge the President or indeed the PF government. So, my advice to him is that ‘keep quiet’,” he said.
Mr Kambwili said Zambians are seeing that the head of State has performed well in the last three months.
He said although Mr Hichilema has a constitutional right of expression, Zambians are now enlightened and are capable of judging for themselves if President Lungu is incapable of ruling the country.
Mr Kambwili also said it is surprising that as an economist, Mr Hichilema has failed to understand the difficulties world currencies are facing against the United States (US) dollar.
He said it is wrong for Mr Hichilema to allege that the Kwacha has been at its worst performance during President Lungu’s reign when all currencies are performing poorly against the US dollar.
He advised Mr Hichilema to expend his energies on strengthening the UPND by removing the tribal tag on the party instead of talking about the PF.
Mr Kambwili also said Mr Hichilema should prepare for another electoral loss because Zambians will not vote for him if he does not work on removing the tribal tag from the UPND.
Mr Hichilema claimed in a statement issued on Saturday that Zambians have continued to see misdirected priorities under President Lungu’s 90 days in office.
TRANSPARENCY International Zambia (TIZ) has hailed Republican President Edgar Lungu on the role he has taken in the fight against corruption.
TIZ executive director Goodwell Lungu who was speaking in Ndola during a Public Procurement Monitoring training workshop at Zanji Lodge said his organisation was happy that President Lungu has not interfered in the investigations against senior government officials.
“We are happy that the President has not interfered with the investigations for government officials being investigated,” he said.
Recently the Anti Corruption Commission arrested then Southern Province permanent secretary Annie Sinyangwe.
Speaking at the same workshop Anti Corruption Commission (ACC) investigations officer John Ilunga pointed out notable areas that were vulnerable to corruption which include issuance of permits, licenses, and certificates.
Mr Ilunga said members of the public were not supposed to bribe anyone to acquire permits or licences because the officials handling were being paid by the government.
He urged members of the public that had information on corruption to report to ACC as they would be protected under the whistle blowers ACT.
“The whistle blowers Act ensures that people are fairly treated,” Mr Ilunga said.
He advised government departments to always follow the guidelines required for tender procedure and invite officials from ACC so that everything was transparent.
He said members of the tender committee should declare interest, as that could result in arrest once his office discovers that a member of the committee failed to declare interest.
“ ACC has a right to investigate a tender committee once they go against the tender procedure and members should always declare interest before bidding,” he said.
He also advised the media to always seek clarification with his organisation when ever they have any corruption allegation story so as to allow them to secure the evidence.
RDA Benny Kashimoto said his organisation had set up a monitoring procedure to prevent corruption in the procurement process.
Mr Kashimoto said some of the members in the procurement committee were independent members.
And the Norwegian Embassy representative Kari Thorsen paid tribute to TIZ for its activities and for inviting government agencies to educate participants on their roles.
“We are happy with the presentation from the government agencies, these officials are brave,” Ms Thorsen said.
Zambia Public Procurement Authority (ZPPA) and Civil Society Poverty Reduction (CSPR) also made presentation during the two day workshop.
The participants were drawn from Ndola, Kitwe, Luanshya and Kalulushi.
PRESIDENT Edgar Lungu has urged Patriotic Front (PF) members in Southern province to be patriotic and love one another to strengthen the ruling party.
And PF Media Director Brian Hapunda has thanked President Lungu for putting the people of Southern Province close to his heart.
Mr Lungu, whose presidential jet left the airport around 20:30 hours, said also encouraged PF members in the province to speak out where they wanted solutions.
He was addressing PF supporters at Livingstone yesterday at Harry Mwaanga Nkumbula International Airport before his departure for the 2015 Zambia Open Golf Tournament to be held in Kitwe at Nkana Golf Club
Mr Lungu, who gestured a sign of his love for party officials in
Southern province shortly before leaving the airport, urged members to avoid being intimidated by anyone saying he was ready to listen to their grievances and offer solutions.
“I care for all of you and no one should intimidate anyone from joining a party of your own choice because that is democracy,” Mr Lungu said.
Earlier during the day in Livingstone yesterday, Mr Lungu briefly interacted with curio traders as well as tourists at Victoria Falls Curio Market where he bought a walking stick.
Meanwhile, Mr Hapunda thanked Mr Lungu for being passionate and loving the people of Southern Province.
In an interview at Harry Mwaanga Nkumbula International airport yesterday, Mr Lungu would be returning to Southern Province within a month to conduct the first ever countrywide party mobilisation tour.
Mr Hapunda said Mr Lungu disclosed this when he met PF provincial officials for Southern Province yesterday at Sun International Zambia.
“During the meeting, President Lungu promised the PF provincial executive in Southern Province that he will come back to the province in the next one month for a political party mobilisation.
“Mr Lungu has tasked the provincial executive to prepare for the political party mobilization tour. This is a wonderful gesture and we would like to thank the President for that,” he said.
The President will tour the whole country on the same mission but he will start with Southern Province.
Mr Hapunda said President Lungu assured the PF leadership in Southern Province that they would soon receive two vehicles for party mobilisation.
He said the Head of State called for harmony, discipline and hard work among PF officials in the province for the ruling party to grow.
The President reiterated his call for party members to embrace new comers and warned strongly against any PF member who would bully or discredit other members.
On the other hand, President Lungu said the country was prepared to mitigate the looming hunger in some parts of the country.
During the same meeting with party officials, Southern Province PF chairperson Charles Hamududu thanked Lungu for sparing time to meet the provincial executive despite his busy schedule.
President Edgar Lungu is on Thursday this week expected to officially open Zimbabwe’s 56th International Trade Fair in Bulawayo.
President Lungu, who will be in the company of his Zimbabwean counterpart Robert Mugabe, will address about 5,000 business visitors and over 70,000 spectators that are expected to attend the International Trade fair.
Zambia’s Ambassador to Zimbabwe, Ndiyoyi Mutiti said Mr Lungu will travel to Bulawayo on April 30th 2015 after attending the Southern African Development Community (SADC) Heads of State and government extra-ordinary summit in Harare.
“This is one of the major showcases of the trade and business side of Zimbabwe economy. It is really a big event in the economic environment of Zimbabwe,” Ms Mutiti said.
She told Zambian journalists in Harare yesterday that on April 29, President Lungu will be among other Heads of state and government that will attend the SADC extra-ordinary summit in Harare.
ZANIS reports that the Head of state is also expected to meet the Zambian community living in Zimbabwe after the summit on April 29th.
President Lungu will hold a one-on-one meeting with his Zimbabwean counterpart, Robert Mugabe when the former arrives in Harare on April 28, 2015.
Ms Mutiti said Zambia and Zimbabwe enjoy an excellent relation which is coupled with both small cross border and big trading in many goods.
She said many Zimbabweans import goods from Zambia.
Meanwhile, Ms Mutiti has disclosed that the April 29th 2015 SADC extra-ordinary summit, whose theme is ‘regional strategy and roadmap for industrialisation’, will discuss strategies and the roadmap for the industrialisation of the region.
The SADC industrialisation strategy and roadmap come in the aftermath of the 34th SADC ordinary summit which was held in Zimbabwe’s Victoria Falls town in August 2014, whose theme was ‘SADC strategy for economic transformation, leveraging the region’s diverse resources for sustainable and social development through beneficiation and value addition’.
She said the SADC member states have realised that they were endowed with a lot of natural resources where raw materials are gotten.
She said the raw materials should be improved into finished products in order to further enhance trade and economic development in the region.
The Ambassador to Zimbabwe noted that currently, there is a lot of trade going on among SADC member states but this commerce was not very profitable because it deals mainly in raw materials.
Ms Mutiti noted that the only way to stimulate sustainable development is to create industries that can add value to raw materials.
“We would like to build as SADC, on the industrialisation in our respective countries so that we can further strengthen and enhance the economic environment that obtains for the good of our people,” she explained.
And preparatory meetings for the SADC extra ordinary Heads of state and government summit started in Harare yesterday with the assembly of senior officials from member countries.
In the meeting of senior officials, Zambia was represented by the Ministry of Commerce Permanent Secretary Siazongo Siakalenge, Ms Mutiti and some government officials.
The meeting of senior officials, which closes today April 26, will feed into the Council of Ministers which will subsequently prepare the agenda for the extra-ordinary Heads of state and government summit set for Wednesday.
There are 14 countries that make up the SADC which is currently being chaired by President Mugabe.
The countries are Angola, Botswana, Democratic Republic of Congo, Lesotho, Madagascar, Malawi and Mozambique.
Others are Namibia, Seychelles, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe.
Striker Jimmy Ndhlovu says he is bitter that his side Power Dynamos failed to beat Mufulira Wanderers in the two teams FAZ Super League match that finished 1-1 at Arthur Davies Stadium on Saturday.
Power laboured to pick a point in the round six game as they needed a late equaliser from Ndhlovu to cancell Moses Nyambe’s early goal.
“As a team we are disappointed with the draw because we wanted all the three points,” Ndhlovu said.
He said it was regrettable that Power have collected one point in their last two games having lost to Zanaco in a midweek game prior to facing Mighty.
“We lost three points on Wednesday against Zanaco so we wanted to get maximum points today. But as much as I am disappointed I am happy we got a point,” Ndhlovu said.
Wanderers coach Manfred Chabinga celebrated the draw.
“I am happy. We were playing at Power Dynamos’ home ground and you know Power is a big team,” Chabinga said.
He spared some praises for his debutant goalkeeper Joshua Manyonga.
“I thank the goalkeeper he saved the team so much,” he said.
Mighty have eight points from six games in which they have recorded two wins, two draws and two defeats.
First Republican President Dr Kenneth Kaunda was yesterday discharged from Lusaka Trust Hospital where he was admitted on Monday April 20, 2015, for a medical check-up.
His office confirmed in a statement that the former President was released after his doctors were satisfied with results from tests conducted over the last few days.
Dr Kaunda, who turns 91 years old on Tuesday, will continue to rest at home before resuming his normal duties.
Senior Executive Officer- Protocol in the Office of the First President Cheswa Silwizya said Dr Kaunda is deeply humbled y the outpouring of love from President Edgar Chagwa Lungu and the people of Zambia.
‘The Office of the First President and Dr Kaunda’s family has expressed great appreciation for the overwhelming support and prayers while he was hospitalized.’ Mrs Silwizya’s said.
PRESIDENT Edgar Lungu has urged lawyers to guide citizens on the constitution making process and ensure that the process of enacting a new constitution does not become an elite project by a privileged few but a national project.
Mr Lungu has also urged national and political leaders to join hands in promoting tolerance and unity in the country.
He said lawyers had a responsibility not just to their profession but to the nation as whole in taking a centre state in the constitution making process and in guiding the process of enacting a new constitution.
Mr Lungu, who is also a lawyer, was speaking in Livingstone at Zambezi Sun Hotel on Saturday night during the gala dinner for the Law Association of Zambia (LAZ)’s 2015 Annual General Meeting (AGM).
The LAZ AGM took place after the 4th annual conference which was held under the theme ‘Zambia at 50 – independence of the judiciary and challenges to the regulation of the legal profession’.
Mr Lungu said he had a discussion with few State Counsels recently where he made it clear to them that lawyers had left the process of constitution making process to civil society and other sections of society.
He said unlike in the past, Zambia was currently privileged to have lawyers heading the three arms of Government namely the Executive as well as the Legislature or Parliament and the Judiciary.
“As lawyers, let us not allow ourselves to be manipulated by people who are self-acclaimed messiahs of the Zambian people on the constitution making process.
“I grieve every time when I read civil society or church members or any other organisation championing the constitution making process. It is your calling or responsibility as lawyers to take a centre stage in guiding people on matters such the constitution making process,” Mr Lungu said.
He said Government was committed to continue moving forward with the constitution review process as outlined in the released document.
“I have nothing to hide or fear in delivering a new constitution to the Zambian people in the shortest and most practical time possible.
“But I will insist that the cost of delivering this document must be measured against pressing need to address the inexcusable poverty and squalor in some parts of the country,” Mr Lungu said.
He said there was need for the country to act responsibly and avoid recommending methods which were not conscious of pressing need to address poverty,” he said.
He also assured lawyers that Government was determined to rejuvenate to rejuvenate the Judiciary saying Cabinet would today (Monday) look at the composition of the new Judicial Service Commission (JSC).
Meanwhile, Mr Lungu has urged national and political leaders to join hands in promoting tolerance and unity in the country.
He said his Government shall not tolerate actions of sectionalism, and violence particularly those based on tribal or political affiliation saying there was need to promote the slogan of One Zambia One Nation.
“Government intends to address regionalism and tribalism sentiments exhibited during the recent presidential election.
“We must jealously guard the peace that we have enjoyed all these years even in the midst of political diversity,” Mr Lungu said.
He also said assured lawyers that his Government would not tolerate unwarranted attacks on the judiciary that seeks to undermine the desired legitimacy which the important arm of Government must enjoy.
Mr Lungu also asked lawyers to cooperate with the Attorney General Likando Kalaluka despite a recent position which LAZ took against his recommended appointment.
Earlier, LAZ president George Chisanga said delegates resolved that the Legal Aid Clinic should engage line Ministries and seek financial assistance from the Government to help members of society who can’t afford legal services.
Mr Chisanga asked the Government to address challenges associated with the composition of the Judicial Service Commission.
In a vote of thanks, a State Counsel Vincent Malambo congratulated Mr Lungu on his recent election victory as President of the Republic of Zambia.
Mr Malambo agreed with Mr Lungu that lawyers should take a driver’s seat in the constitutional making process and help Government to deliver the document.
“LAZ has listened to your plea. We should be leading Non-Governmental Organisations (NGOs) and not the other way round.
“The process, going forward, should be better defined and the role of LAZ should be better articulated so that we are more helpful than being obstructive to the process,” he said.
He said President Lungu was bringing in a lot of fresh air in the country as he was giving a true hope in his leadership.
HAKAINDE HICHILEMA’S CONDUCT AT HEROES STADIUM BEHAVIOR A MORAL DELUGE AS HE FAILED TO RECOGNIZE THE PRESENCE OF HIS EXCELLENCY PRESIDENT EDGAR CHAGWA LUNGU – ISSUED BY SUNDAY CHANDA, VICE CHAIRPERSON FOR PF MEDIA AND PUBLICITY COMMITTEE
LUSAKA, APRIL 25, 2015 — Zambians must condemn United Party for National Development (UPND) leader Mr. Hakainde Hichilema’s refusal to recognize the presence of His Excellency President Edgar Chagwa Lungu today at Heroes Stadium where Seventh Day Adventist members gathered in celebrating 1 million church membership in Zambia.
Political maturity demands statesmanship and rising above pettiness, a test Mr. Hichilema failed to pass with his conduct. Zambians must be worried that Mr. Hichilema seems to be the only citizen who has refused to accept that President Lungu was given the mandate to rule Zambia on 20th January 2015, no wonder even his analysis of the President’s first 90 days in office is pregnant with envy and jealousy.
Zambians should worry that Mr. Hichilema he has arrogated to himself as the source of all knowledge and wisdom. In regard, we are not surprised that he does not see anything positive about President Lungu’s administration.
Zambians therefore do not deserve such moral slippage from Mr. Hichilema which has sadly become a deluge. His latest behaviour therefore exposes the arrogance that Zambians have always feared, resulting in his four (4) consecutive losses. Zambians have continued to demand that politicians will rise above personal differences especially during such significant religious events and this is the opportunity the SDA Church event provided for Zambia, today.
PF therefore calls on Mr. Hichilema to reflect on his conduct of today and discern correctly the times Zambia is living in. Zambians have resolved to live in unity, harmony, reconciliation and forgiveness.
This is what President Lungu has continued to preach, including hope and aspiration for the vast majority of Zambians. It is therefore up to Mr. Hichilema to rise to the challenge and cease conveying messages of discontent and disunion. Surely, his behaviour of today was not just any other moral slippage but a deluge.

PRESIDENT Edgar Lungu has urged Patriotic Front (PF) members to embrace and accept new members from opposition political parties to grow the ruling party.
Mr Lungu said PF members should embrace and accept new members from United Party for National Development (UPND), Movement for Multi-Party Democracy (MMD) and other political parties if the ruling party was to grow.
He said PF was not for one group of people for it was for all Zambians who were interested in joining the party.
Mr Lungu was speaking in Livingstone yesterday at Harry Mwanga Nkumbula International Airport upon his arrival to officiate at a Law Association of Zambia (LAZ) gala dinner at Zambezi Sun Hotel last night.
The President, who arrived at the airport around 16:20 hours aboard a presidential jet, was accompanied by State House Deputy Minister Mulenga among other officials from State House.
He was received by Justice Minister Ngosa Simbyakula, Health Minister Joseph Kasonde, Attorney General Likando Kalalula, LAZ president George Chisanga, Southern Province Minister Nathaniel Mubukwanu, Senior Chief Mukuni of Kazungula District in Southern Province, senior government officials, provincial defence chiefs and PF members among others.
“You must embrace them and welcome new members to prepare the ruling party for 2016 general elections. A party can only grow if it embraces new comers.
“If you reject the theory of embracing new members, then get out. Without new members or without more numbers in the party, then our party is not going anywhere,” he said.
Mr Lungu said there was need for members to continue being united and they should be proud and avoid being shamed as a Zambians.
He also urged party officials to accept the results of the PF internal elections in their territories.
“If you lose, accept the will and decision of the people. As for me, I lost elections in Chawama in 1996 as a Member of Parliament (MP). In 200, I lost Chiwama but I never gave up. In 2006, I was sidelined and I was only elected as PF MP in 2011 PF.
Afterwards, late President Michael Sata promoted me from being a deputy minister to Minister of Home Affairs, Minister of Defence, Minister of Justice and I am now the Republican President of Zambia,” he said.
Mr Lungu urged PF members to remain being peaceful and love one another instead of sabotaging or blackmailing the ruling party.
“Within my 90 days of being in office as President, I ensured that the projects which had stalled after President Sata’s death are now up and running,” he said.
Earlier, Mr Mubukwanu said he was happy that the President had gone back to Southern Province after opening the Collum Coal Mine in Sinazongwe District.
“Since your last visit you made to Southern Province 10 days ago, the province is peaceful and Government projects are running on well.
“The province is solidly behind your leadership. In terms of tourism, this is a peak period and we expect many tourists to visit Livingstone,” Mr Mubukwanu said.
