Government has signed a $104.1 million loan and grant agreement with Denmark to support the Kafubu sustainable water and sanitation improvement project.
As part of the financing, Nordea Bank of Denmark has provided a loan facility of US$70.1 million while the Danish Agency for International Development (DANIDA) has contributed a grant amounting to US$34 million.
Minister of Finance Alexander Chikwanda signed on behalf of the Zambian government while Nordea Bank Vice President Henrik Brink signed on behalf of the Danish government.
Speaking during the signing ceremony in Lusaka today, Mr. Chikwanda said the loan will aid the provision of water and sanitation infrastructure as well as develop skills to ensure effective water resources management.
Mr. Chikwanda said government is committed to improving the provision of clean water and sanitation for economic growth and improved livelihoods in the country.
He further said the project will improve water services to an additional 100,000 people where the water and waste water facilities are either non-existing or in a progressive state of physical depreciation.
The developmental project will target Ndola, Luanshya and Masaiti districts on the Copperbelt province and it will be implemented by the Kafubu Water and Sewerage Company limited.
And Mr. Chikwanda thanked Nordea Bank for the loan facility and DANIDA for the grant which he said will recapitalise Kafubu water and sewerage company.
He said the development will also enable the company to enhance its income generating capacity while providing clean water and sanitation for the people.
Police in Choma have arrested two men to help with investigations in the brutal killing of a 76-year-old white commercial farmer, Jason Walker, who was shot dead at his farm house on Thursday, last week.
Mr Walker, who has lived in Choma for over 47 years, died on the spot at around 20:00 hours from a gun shot fired through the window where he sustained chest and neck wounds.
At the time of the shooting, Mr Walker had more than K1, 000 in his wallet but his assailants did not steal anything from him or his house.
Southern Province Police Commissioner, Mary Chikwanda, said in an interview that two men were arrested on Monday to help police with investigations in connection with the brutal murder of Mr Walker.
“We have managed to arrest two men to help us with investigations over the death of Mr Walker although our investigations are still going on,” she said.
Ms Chikwanda, however, could not disclose more details pertaining to the arrested suspects, saying doing so would jeopardize the police’s on-going investigations over the matter.
She said on Monday police had a meeting with several commercial farmers who have been complaining of being terrorized by criminals and advised them to report immediately any suspicious looking people patronising their farms.
She said police had intensified patrols and urged the farmers and communities to collaborate and work in partnership to wipe out increased criminal cases in Choma and other districts.
Commercial farmers in Choma and Kalomo have since appealed to Government to enforce stringent measures aimed at enhancing their safety from brutal attacks.
And Choma District Commissioner, Bernadette Hamweemba, who visited the funeral house, noted with great sadness the untimely death of Mr Walker and assured the white farmers of Government’s commitment to enhance security in the area.
Ms Hamweemba said it was unfortunate that bad people have terrorised Choma, a district that has recorded so much peace.
Meanwhile, a family friend of the deceased, Richard Ducket, thanked the Government through the office of the District Commissioner, for the quick response exhibited by the Police in Choma.
Mr Ducket said police officers quickly came to the scene of the murder immediately they were informed of the shooting, a response that delighted the affected family.
He said the widow, who ran out of the house unhurt, was also at home at the time of the shooting but managed to escape as the bandits were trying to force the door into the house.
Katete District Commissioner, Peter Kunda Kaisa, has urged farmers in the district to remain calm as government was working towards paying the money owed to them through the Food Reserve Agency (FRA).
Col Kaisa said government has already started paying farmers who supplied maize to the Food Reserve Agency as was seen in other districts in the province and other parts of the country, adding that any time soon Katete district will also receive its share.
He said government remains concerned with the plight of the farmers, adding that it was doing everything possible to address the situation.
The DC acknowledged that farmers are a key component of the sector that was driving Zambia’s economy.
He explained that during the maize marketing season Katete district had only planned to purchase 360,000 x 50kg bags of maize.
Col Kaisa further said due to the overwhelming produce government had to stretch its budget by allowing farmers to continue selling their produce to agency, adding that Katete district also ended up buying double the amount of bags planned.
The DC explained that because of this the district also experienced that shortage of empty grain bags.
Yesterday, scores of farmers trooped to the FRA depot in Katete demanding payment for their maize or to be given back their grain so that they could sell it elsewhere.
Nason Phiri of Vulamukoko told ZANIS in Katete that it was unfortunate that the district has not received any share from the money that government recently released to pay the farmers.
Mr Phiri said farmers wanted to get their money for maize back if the depot manager could not give them a convincing answer as to why they were not getting paid.
He said the workers at the depot run away and closed the gates instead of explaining to the farmers what the situation was.
Mr Phiri said it was unfair for government to continue delaying the payments when the rainy season was already in and farmers were depending on the same money to pay for farming inputs.
He explained that most farmers have not collected the farming inputs as they do not have money to pay for the Farmer Input Support program (FISP).
Government has released K10.2 million to pay farmers who supplied maize to the Food Reserve Agency (FRA) in Kasama.
Kasama District Commissioner, Kalanga Bwalya, disclosed that this is out of the K26 millio owed to farmers in the district.
Mr Bwalya noted that farmers have since started receiving their money from several banks in the area.
He revealed that government is working hard to ensure that all farmers are paid before the end of this December.
A check by ZANIS at NATSAVE, Finance and Cavmont Banks this afternoon found long queues of farmers from all the satellite depots waiting to receive their dues.
Patrick Chanda of Mwasha satellite expressed happiness that their money has finally been released.
Mr Chanda, however, complained that the delay in paying them has negatively impacted on the 2014/2015 farming season.
And Emeldah Nkole, 64, of Lukulu North complained that farmers have been subjected to stand in the sun for long hours to get their money.
Ms Nkole expressed displeasure that despite her lining up as early as 04:00hrs the procedure being followed by the banking facilities to pay them was very slow.
She observed that it is unfortunate that after so many months of struggling farmers can still be subjected to delays to get their money.
ZAM President Maiko Zulu
2016 Aspiring Member of Parliament for Kabwata Constituency Michael “Miko” Zulu has appealed to the Electoral Commission of Zambia to find ways in which the visually impaired voters can have their vote protected.
Speaking in an interview Mr. Zulu says protecting the votes of the visually impaired voters is a source of concern that currently as they use other persons to cast their votes.
“It is a source of concern that currently, visually impaired voters have another person cast their vote for them, with no evidence that they have cast the intended vote,” said Mr. Zulu.
Mr Zulu has therefore appealed to the Electoral Commission of Zambia ECZ to invest in BRAILLE BALLOT PAPERS to enable the visually impaired voters cast their vote confidentially.
Mr. Zulu has also called on the ECZ to conduct continuous voter registration so as to avoid de franchising would voters whenever there is a snap election such as the current situation where a lot of would be voters will not vote.
Michael Zulu is a renowned musician, Human Rights Activist and 2016 aspiring Member of Parliament for Kabwata Constituency.
PF President Edgar Lungu has with immediate effect removed Vice President Guy Scott from his party position.In an emergency meeting held this evening at Lusaka’s Blue Nile Lodge, the Central Committee has now relegated Dr.Scott to an ordinary member pending his disciplinary hearing.
The PF Central Committee announced that charges will be laid on Dr.Guy Scott and disciplinary action will be taken against him.
The decision now means that Dr. Scott will be a mere party member pending his own exculpating with the Central Committee on why he should not be expelled from the party.
In a letter dated 16th December 2014, Edgar Lungu stated that in pursuance of Article 19 (c) and 61 (j) of the Party Constitution Scott has been removed from his position for gross indiscipline.
The move follows Dr. Scott’s decision to write a letter to the Acting Chief Justice Lombe Chibesakunda urging her not to entertain anyone that would show up as a PF candidate before the party’s presidential nomination wrangles are resolved by the courts of law.
The football career of injured Zambia Under-17 star Changwe Kalale is uncertain after suffering a spinal injury in a car accident last Sunday.
Kalale of Chambishi Football Club, Chipolopolo defender Nyambe Mulenga and Choma Green Eagles goalkeeper Satchmo Chakawa on Sunday suffered with serious injuries in a car accident outside Kitwe on their way to join the Zambia national team’s pre-2015 Africa Cup training camp in Lusaka.
In a statement issued on Tuesday, Zesco United spokesperson Katebe Chengo said the spinal injury has left Kalale paralyzed.
“Changwe Kalale sustained a spinal injury that left him paralyzed from the waist going downwards.He also sustained a right broken thigh and broken leg,” Chengo said.
The youngster is admitted to the Unversity Teaching Hospital in Lusaka.
“His condition has been described as stable,” she said.
Kalale was given a lift by Zesco United officials who were taking Nyambe to Lusaka when their minibus collided with a Toyota Prado in Kabwe.
Chawaka was guest of Zesco where he had gone to negotiate a prospective transfer.
The Supreme Court has set Thursday, 18th December as the date for ruling in a matter Nevers Mumba has appealed against the High Court’s decision to discharge an injunction order that restrained his suspension from performing the functions of MMD president.
In this matter, Dr. Mumba has asked the Supreme Court to reverse the High Court’s decision on grounds that the trial judge of the court below erred to dismiss the ex parte injunction on grounds that Dr. Mumba was not clear of his complaint or the relief he was seeking from the court.
When the matter came up this morning for hearing, Dr. Mumba‘s lawyers who were led by Bonaventure Mutale argued that the High Court failed in its duties because it did not consider all facts that were at its disposal before discharge the ex parte injunction.
Mr. Mutale has submitted that Dr. Mumba’s argument were based on the fact that he was unfairly treated, the MMD constitution breach and that Dr. Mumba was unjustly treated for which he was going to suffer un-repairable injuries if he is not given the injunction that allowed him to perform the functions of MMD president and thereby contest the 2015 presidential election.
Mr. Mutale has contended that owing to the court having all facts at its disposal, the Supreme Court is in a good position to rehear the case and go ahead to order that the relief that Dr. Mumba is seeking be occasioned.
Earlier MMD National Secretary Muhabi Lungu who is the respondent in the matter raised preliminary issues through his lawyers who argued that the facts the appellant has raised in the main appeal have no place before the court because such facts were not considered in the court below.
Mr. Lungu’s lawyers who were led by Abyud Shonga have submitted that going by rule 19 of the Supreme Court rules the appellant cannot raise issues before court that are not in the memorandum of appeal.
In response Dr. Mumba’s lawyers asked the court to dismiss the preliminary issues with cost arguing that such preliminary were misconceived.
The Dr. Mumba’s lawyers have submitted that this is because the Court below was aware of what their client was seeking for as his application for the injunction was based on the November 18th ,2014 MMD NEC meeting resolutions and the party constitution.
In the cross appeal in which both parties laid their arguments, the court also heard that the High Court should have instead earlier issued a mandatory injunction to Dr. Mumba in the first place if indeed he was going to suffer un-repairable injuries, but that this mandatory injunction required high conditions to be met.
Acting Chief Justice Lombe Chibesakunda who led the full bench of the court in hearing the matter has adjourned the matter to Thursday afternoon for ruling.
Patriotic Front (PF) Central Committee chairperson for Labour Davis Mwila says the Central Committee will tonight convene to discuss acting President Guy Scott’s letter to acting Chief Justice Lombe Chibesakunda.
In a letter dated 16th December 2014, Dr. Scott in his capacity as acting President and ruling PF vice president has asked Justice Lombe Chibesakunda not to entertain any attempt to bring forward the nomination of any candidate from his party before the end of the current legal processes.
Mr. Mwila has told Qfm News that by writing such a letter in his capacity as PF vice president, Dr Scott has exhibited acts of insubordination to party president Edgar Lungu.
And Foreign Affair Minister Harry Kalaba has warned that the fact that Dr. Scott has taken party members for granted, they will not only push for his expulsion from the party but from Cabinet as well.
And Traditional and Chief Affairs Minister Nkandu Luo who also shared the disappointed of Mr. Kalaba and Mwila says Dr. Scott’s action can be understood because he is not indigenous.
And Tourism and Arts Minister Jean Kapata says the action by Dr. Scot is the reason why late President Michael Sata used to allegedly refer to him as a Whiteman with no proper brains.
Patritic Front (PF) presidential candidate Edgar Lungu has written to the Acting Chief Justice Madam Lombe Chibesakunda asking her to ignore in totality the letter written by Acting President Guy Scott as it has no authority or blessing of the party President, or the Central Committee.
In a letter made available to the media, PF President Edgar Lungu charged that the letter by his Vice President, Dr. Guy Scott to the Acting Chief Justice Lombe Chibesakunda is an act of indiscipline.
Mr. Lungu also charged that by this action alone, Dr Scott can be cited for contempt of court save for the Article 43 that gives him legal immunity.
Mr. Lungu stated that he was duly elected as PF President by a legally called General Conference and that this position was affirmed by a Consent Judgment issued by the Lusaka High Court on 3rd December 2014.
Dr. Scott earlier in the day wrote to Justice Chibesakunda advising her not to accept nominations until legal wrangles were resolved.
We refer to a letter written by Dr. Guy Lindsay Scott, dated 16th December 2014 purporting to give directives that PF presidential nominations should be deferred or suspended until a purported legal processes are resolved.
First of all, pursuant to Article 76 of the Zambian Constitution which establishes the Electoral Commission of Zambia (ECZ), the Commission is independent and autonomous.
Your Office as Returning Officer of this Independent Electoral Commission of Zambia, can not, will not and must not be receiving instructions or directives from anyone else other than the Electoral Commission.
As a party, the Patriotic Front conducted democratic elections pursuant to our the party constitution under Article 46,47 and 52 and elected Hon. Edgar Chagwa Lungu as Party President and consequently Presidential Candidate for the forthcoming presidential by-election to be held on the 20th January 2015.
As Party President neither, the Central Committee nor myself were consulted by my Vice-President, Dr. Guy Scott before this letter could be written to yourself.
Therefore the letter written to yourself must be ignored in totality as it has no authority or blessing of the President, or the Central Committee and can best be described as an act of gross indiscipline.
As far as we are concerned, the Lusaka High Court has got before it, a Consent Judgment dated 3rd of December 2014 which remains, still valid and subsisting.
The Consent Judgment declared that:
That the Election of Hon. Edgar Lungu as Party President at the Extra-Ordinary General Conference held on 30th November 2014 and was confirmed that Hon. Lungu was declared President of the PF Party and sole presidential Candidate of the Patriotic Front.
The purported General Conference held on the 1st December 2014 at which Miles Sampa was purportedly elected as another Party President was declared illegal, null and void and all decisions made therefrom were quashed.
That the said General Conference was barred by an Order of Injunction that was granted on 1st December 2014 and barred themselves, agents, candidates, superiors, or subordinates were restrained in perpetuity from purporting to have elected a party president.
This Consent Judgment has not been set aside, and has not been appealed against and therefore remains valid and binding.
Clearly by this action alone, Dr. Scott would have been cited for contempt of court save for Article 43 which provides him with legal immunity during the time he is acting as President of the Republic of Zambia.
We wish to state that there is no court process and no court order to bar the Patriotic Front Presidential Candidate from filing its nominations before your good self as agreed by the Electoral Commission of Zambia.

Acting President Dr Guy Scott, writing as PF Vice President has advised Acting Chief Justice Lombe Chibesakunda not to entertain anyone that would show up as a PF candidate before the party’s presidential nomination wrangles are resolved by the courts of law.
In a letter dated 16 December 2014, Dr Scott informed the Chief Justice that he was committed to ensuring the party followed its procedures as outlined by the PF constitution.
Dr Scott reiterated that Justice Chibesakunda must not entertain anyone that would show up to file for the 20 January 2015 Presidential bye-Election.
The High Court is yet to set the date for the hearing of the matter as instructed by the Supreme Court.
High Court Judges Mulenga and Isaac Chali had dismissed Matero MP Miles Sampa application but the Supreme Court full bench ruled that the matter be heard in the High Court.
Meanwhile, Mr. Sampa has filed for a stay of execution of the Consent Judgment in the Lusaka High Court.
Judge Mungeni Mulenga has not granted the Stay.
Edgar Lungu’s lawyer have also filed an affidavit in opposition of Mr. Sampa’s application contending that Mr. Sampa cannot set aside a Consent Order which declared Mr Lungu PF President that he is not part to.
They also contend that Mr. Sampa should comply with the Supreme Court Judgment that directed him to file a joinder to earn him any rights to contest the Consent Judgement.

Inspector General of Police Stella Libongani has commended Police Officers in Luapula Province for the commitment and passion they have shown towards their work.
Ms. Libongani said Police Officers in the Province have been exemplary despite operating under difficult conditions ranging from lack of Police posts and staff accommodation.The Inspector General of Police said this when she called on Chief Nshimba’s Chiefdom at Kilwa Island in Nchelenge district recently.
Ms. Libongani who is on a three day tour of the Province said the presence of Police at Kilwa Island is a good thing as people there will be assured of security especially that the Island is near the Democratic Republic of Congo.
She also said the Zambia Police Marine boat which was recently procured will help Police Officers on the Island to conduct patrols on Luapula river and lake Mweru in fostering the maintenance of Law and Order.
And Chief Nshimba of the Shila people of Kilwa Island appealed to government to establish a Police post and build houses for officers on the land mass or isle.
The Chief’s Representative Jones Mbita said Police in the area need bicycles and other modes of transport which could help them conduct patrols to other parts of the Island.
He said there was also need for Police Officers to be stationed permanently on the Island adding that security was vital for his people especially that Kilwa Island is near the Democratic Republic of Congo.
Despite being a Monday and a working day, rallies in Mansa, Samfya and Chilubi yesterday attracted large crowds, as Mr Hichilema continues to deliver his message of unity and development across Zambia.
The UPND leader, who was accompanied by former Finance Minister Katele Kalumba and former Luapula Province Minister Besa Chimbaka and others, continued to spread the message that in 2015 Zambians have an opportunity join together and move Zambia forward. Together they have preached unity and peace, committed themselves to forming a representative and open government, and pledged to tackle issues currently facing the country, including the high cost of living, unemployment, and overdue government payments.
The UPND leader told the crowds “I love my country. It is my country. It is your country. It is our country. It is one Zambia. It is one nation. It is one people,” he said.
Hichilema talked about the great potential of Luapula and its capacity to feed the whole country, as it is endowed with massive water bodies such as lakes and rivers and has good soils for agriculture. He spoke about the need to channel investment into these areas to unlock this potential.
The UPND leader and his entourage described the non-payment and mistreatment of farmers as unacceptable, they set out the work there is to do to open up the regions to trade and stimulate local business, and they pledged their hard work and devotion.
They also made clear that any government formed under Hichilema would continue with development and infrastructure projects underway. Mr Hichilema explained “Infrastructure will continue to be an integral part of the government agenda. The change we would like to make is to ensure that contracts are awarded in a more transparent manner which guarantees quality and value for money for the Zambian people”.
Meanwhile, former First Lady Maureen Mwanawasa is now busy campaigning on the Copperbelt where Mr Hichilema is expected to return next week after launching his Zambia United tour in Kitwe last month.
Tomorrow Mr Hichilema will return to Lusaka after a visit to Mwense in the morning. In Lusaka four big rallies are planned ahead of ECZ nomination filing.
