Government will supply maize to millers to control rise of mealie meal prices – Agriculture Minister

Agriculture Minister Reuben Mtolo has announced that the Government has stopped supplying maize through the Food Reserve Agency – FRA to traders but will instead limit the supply of the commodity to millers in order to control the rise in the price of mealie meal.

Addressing the media in Lusaka this morning, the Agriculture Minister Reuben Mtolo stated that this is because of the current pressure on the limited stocks of maize in the country, adding that FRA will now concentrate on supplying maize to millers who will in turn sell to the traders.

“At the moment, FRA is distributing 250,000 metric tonnes of maize to all millers countrywide,” Mr Mtolo mentioned

Mr Mtolo said that despite the foregoing, the private sector still remains free to export maize and its products sourced from elsewhere other than the FRA.

He added that the Ministry is working with Law Enforcement Agencies to ensure that the export of mealie meal at borders is done in a legitimate manner.

The Minister noted that in view of the foregoing, government will closely monitor retail prices among the millers receiving maize grain from FRA to ensure that all the millers sale the product at the recommended price and any miller found arbitrarily increasing the price of mealie meal will cause government to restrain supply of the commodity.

Mr Mtolo has since assured the nation that Zambia has enough maize stocks to last up to the next harvest, adding that the country is headed for a bumper harvest because the rains are good and the distribution of farming inputs is almost complete.

Meanwhile, Mr Mtoolo disclosed that about 124,000 hectares of maize and wheat in all the 10 provinces has been affected by the army worms, and to combat the fall army worms that have invaded these hectares of agricultural land, the government has released about 55 million Kwacha towards the procurement of chemicals.

“The destruction represents 11 percent of the crop,” he noted

He further disclosed that the release of 55 million Kwacha by the treasury has helped in the acquisition of 99,000 liters of different types of chemicals which has so far been distributed to farmers for free.

Mr Mtolo cited that the whole purpose of distributing different types of chemicals to the farmers periodically changing the type of chemicals to be spread is to avoid buildup pests’ resilience.

“Every province has so far received and are still receiving the chemicals to combat the widespread of armyworms,” he said

He has since advised all the farmers to immediately report to the agriculture officers in order to access the free chemicals that are being provided for by the government through his Ministry.

And Mr Mtolo has also disclosed that overall the government has distributed 96 percent of farming inputs across all the provinces as of yesterday.

“The overall performance in terms of FISP shows that a lot of progress has been met and the targets are also being met, for instance of the total allocation of 153, 665.10 metric tonnes of D compound Fertilizer, the entire quantity of this fertilizer type has been distributed across the country, we concentrated on the distribution of Compound D fertilizer as it is needed first in the field, where some use it as they plant, while others wait for the plants to have a few leaves then they apply it,” he said

The Agriculture Minister revealed that so far, the countrywide distribution of Compound D fertilizer has been completed while Urea of the total 153, 665.1 metric tonnes, a 140, 006 metric tonnes has been delivered which represents 92 percent distribution of Urea.

Mr Mtolo disclosed that of the 1,024,434 targeted farmers, a total of 1,016, 998 farmers have deposited their contribution resulting in total deposits made of about 406 million Kwacha which translates into 99.27 percent of farmers having made their deposits.

“When I say farmers have deposited, it means they have paid the 400 Kwacha which is the contribution amount to be given the inputs that costs about 9000 Kwacha hence, farmers are only required to pay a sum of 400 Kwacha,” Mr Mtolo explained

Epidemic response Committee calls for strengthened surveillance in Sinazongwe

The epidemic preparedness committee in Sinazongwe District has resolved to strengthen disease surveillance and intelligence to enhance preparedness and response.

This came to light when the committee met yesterday in a meeting held at council chamber for an update on the current epidemic situation in the district by Sinazongwe Health Office.

Sinazongwe District Health promotions officer Owen Malawo said there was need for all stakeholders to participate in raising awareness on the epidemic responses.

“The district will be implementing the measles vaccination campaign and sensitization on other epidemics in a multi- sectoral way by engaging all stakeholders,”he said.

Mr Malawo has also called on stakeholders in the committee to participate in responding to rumors and correct misinformation about measles and Covid-19 vaccinations that will be undertaken in the district.

And presenting the district epidemic situation update to stakeholders and the committee, District Health Office Surveillance Officer Mwiinga Ngwama indicated that there were reduced cases of Covid-19 in the district as of last year.

Mr Ngwama said the district had also recorded a reduction in malaria incidences while measles claimed three lives from one area called Siamambo fishing camp but recorded 164 cases cumulatively last year.

He said the measles spread through community transmission but were treated apart from the three that died.

Mr Ngwama also presented that dog bites in the district were on the rise and needed to be controlled.

“Despite no record of confirmed rabies the district has a record of more than 20 dog bites as of last year and the situation has remained worrisome to date, “said Mr Ngwama.

He called on the council, veterinary department and Zambia Police to come on board to control the situation by way of sensitization and cropping stray dogs suspected of not being vaccinated.

However, Sinazongwe District Commissioner Nchimunya Siakole has reaffirmed Government’s commitment in stamping out Covid-19 with the onset of the sub-variant omicron virus XBB.

“Government is still committed to stamping out COVID-19 especially with the coming of the sub-variant omicron virus XBB and has taken it as a public health emergency,” he said.

He said this in a speech delivered on his behalf by District Labour Officer Chipango Muyaka.

Mr Siakole said despite reduction of Covid-19 cases in the district last year, there is need to intensify the uptake of the golden rules guided by health office.

He said the district may not be spared from the Covid-19 and other pandemics if the public health guidelines are dropped.

Mr Siakole added that epidemic preparedness and response required sustainable engagement of stakeholders at all levels.

Ministry of Youth, Sport and Art’s “new” Projects are mirages for mass Job Creation

Zambia’s various administrations since independence in 1964 – United National Independence Party (UNIP), Movement for Multi-Party Democracy (MMD), Patriotic Front (PF) and now the United Party for National Development (UPND) – have all implemented various Youth empowerment programs in order to solve the intractable Youth unemployment problem. These programs include the National Service, Youth Development Fund, Multi-Sectoral Youth Empowerment, Constituency Development Fund, and a myriad of others. They have all failed to solve the problem. This article identifies their flaws, and suggests a 21st Century approach, which covers the entire Youth empowerment value chain that includes intellectual capital and technology, rather than the concentration on financial empowerment as is the case now.

New Dawn Youth empowerment Programs

The New Dawn Administration have launched various ad hoc, but apparently not well thought out empowerment programmes because they are mere repeats of the failed old ones. In December, 2022, Minister of Youth, Sport and Art, Elvis Nkandu launched three empowerment projects: Internship/graduate Apprenticeship and Volunteer Programme, Youth Connekt Hubs and Digital Platform and the Equipment modernization of the Youth Resource Centres. These initiatives are in addition to the fuel tankers empowerment and the Constituency Development Fund (Youth and Women component). What is crystal clear is that these programmes are very similar to the failed MMD and PF Programmes. There is no evidence of any innovation at all. It follows, therefore, that these initiatives are likely to fail like in the past ones. The Ministry is doing the same thing, and expecting a different result.

It is very easy to prove that the latest batch of “new” Projects were started under the PF administration. They are merely cut and paste initiatives and not credible solutions. The Youth Conneckt programme, for example, is a Rwanda based initiative and was launched in Zambia by the former Vice President Mrs. Inonge Wina in March, 2018.The internship programme is old too. It seems like the technocrats are just coming up with these refurbished projects to hoodwink the President and the public that something is being done to solve the youth unemployment problem. There is completely lack of innovation. They will create very few jobs, if any.

Magnitude of Youth unemployment

In order to put the magnitude of the Youth unemployment problem in context, there is need to highlight a few numbers. The situation has reached alarming and dangerous levels and need emergency action at the very top. Zambia’s youth unemployment rate is estimated to be between 40-60%, and there are about 7.5 million youths unemployed. Furthermore, there are about between 300,000 to 350,000 youths entering the labour market every year. In the past one year, there have been several red flags that have been flashed. During the recruitment exercise of Teachers and Medical Personnel in 2022, there were a total of 100,877 applicants for 30,496 teaching positions, which amounts to a 30% success rate. And for 137,129 applicants for medical positions, only 11,276 were picked which amounts to 8% success rate. There was also a stampede throughout the country for about 46,000 temporary jobs (39,570 enumerators and 6,430 supervisors) for last year national census of population and housing by the Zambia Statistics Agency. And recently, the Minister of Defence Ambrose Lufuma, announced the recruitment of 5,000 service personnel which attracted 200,000 applicants which is 2.5% success rate.

The rational expectation is that it is these numbers that should inform the design of solutions to solve Youth unemployment by those concerned. The latest projects announced by the Ministry of Youth, Sport and Art fall far short of even scratching the surface of the numbers of the unemployed youth. The Ministry’s current solutions do not fit the size of the problem because they are not critical mass solutions.

Flaws in Current and Past Youth Empowerment Programs

There is no doubt that past Youth empowerment programmes, and the recent refurbished ones, by the Ministry of Youth, Sport and Culture, are not going to solve the Youth unemployment problem due to flaws in diagnosis, identification, design and implementation. There seems to be a lack of research in coming up with solutions.

The first flaw is that the youth unemployment problem has not been properly diagnosed by those responsible for solving it. It seems like there has not been any proper and comprehensive research to find out what the main causes are, and how they could be addressed. You cannot treat a disease that you have not properly diagnosed. It would be interesting to ask the technocrats in the Ministry of Youth, Sport and Art to identify and list – off the cuff – the eight main (8) causes of Youth unemployment and what their individual solutions are.

The second major flaw is that the interventions have been mainly focused on financial capital empowerment to the exclusion of intellectual capital empowerment. The experience of the Youth Development Fund (YDF) which was started under MMD in 2000, the Multi Sectoral youth empowerment under PF in 2020, and other finance based empowerment programs have all demonstrated that money alone is not a solution to job creation.

The third flaw is the silo approach to solving the Youth unemployment. The one size fits all approach has been very dominant so far. In the past, there has not been enough recognition of the different Youth demographics. There has been very little attention paid to the fact that the Youth population is diverse, and not homogenous. Solutions are supposed to take into account of this heterogeneity. The envisaged solutions should, therefore, be comprehensive, by first identifying the different Youth demographics and crafting solutions for each of them.

The fourth flaw is that most of these Programmes and Projects’ designs don’t have any feedback loop set up, between the implementing agencies on one hand, and Cabinet Office, State House and the people Zambia on the other. The study of the Youth Development Fund (YDF) by Zambia Institute of Policy Analysis and Research (ZIPAR) confirmed this. The Youth Development Fund started in 2000 but there was no strong formal Monitoring and evaluation (M&E) framework in place to find out how the fund was performing and whether it was achieving its objectives. The first M& E was contracted in 2017 which is 17 years after its commencement.

The fifth flaw was the lack of appreciation of the importance of marketing communications strategy in project design. Budgets are not provided for this component which is vital for wider outreach and higher participation.

The sixth flaw has been the politicization of most these empowerment projects. The evaluation of the Youth Development Fund clearly identified this, as a major cause of failure of the YDF programme.

The involvement of politicians in the disbursement of funds has negatively influenced the public perception of the Fund, and its potential as a youth economic empowerment vehicle. This is because the Fund is highly linked to the political structures, which make youths think the fund are a political reward or benefit”, ZIPAR study observed.

Private Sector Collaboration Lacking
According to reliable sources, the Ministry of Youth, Sport and Art has not been welcoming to private sector proposed solutions to Youth unemployment, and simply ignore them.
This is a major flaw. The sources say that the ministry is sitting on an innovative critical mass youth job creation solution from a private sector company.

In their research on Africa’s youth unemployment problem, the Africa Development Bank (AfDB) has recommended that in order for governments to solve the problem, they need to collaborate with the private sector.

There is often insufficient consultation with and engagement of the private sector. The private sector is an essential stakeholder in addressing youth unemployment, not only as the engine of job creation but also as a potential partner to implement complex interventions alongside governments”, the AfDB noted in its research of why African government Youth empowerment programs fail.

The reluctance to work with the private sector, who have the practical experience on how JOBS and WEALTH are created, is undermining the New Dawn transformational vision which is anchored on collaboration with private sector. There is no doubt that there are many technocrats who view private sector proposals as encroaching on their tuff rather than being complementary. In the process, the nation is losing out on innovation. The above disconnect between what President Hakainde Hichilema’s administration’s vision is for the Country, and what the government bureaucracy is used to, appears to be apparent. The President has noted the same, and appealed to the newly appointed the Secretary to Cabinet, Mr. Patrick Kangwa, to carry out reforms in the way the Civil Service operates. There is a need for a mind-set and attitude change by technocrats. President Hichilema has demonstrated that for the country to succeed, the public sector and the private sectors have to work together by setting up the Public Private Dialogue Forum (PPDF).This spirit is not trickling down.

“One of the issues that is coming out now, is that, at a higher level, we are doing the right things, saying the right things, but the system is not responding. The system is clogging down things. I think we should address this matter. The narrative at the top must be the same as narrative in the middle and at the bottom,” President Hakainde told Government officials as was reported by Zambia National Broadcasting Corporation (ZNBC).

The 21st Century Approach to Youth empowerment

In order for the Youth unemployment problem to be solved once and for all in Zambia, solutions should be anchored on research – knowledge. There is need to prepare a comprehensive road map based on research findings as to the main causes of Youth unemployment and their respective solutions. This road map should outline the short term, medium term and long term solutions. And in order to ensure that future youth empowerment programmes succeed, the approach to their designs and implementation will need to be changed drastically. The designs should incorporate the following components: marketing communications strategy, technology elements, intellectual capital, private sector participation, financial literacy skills, market linkages and the recognition of the diversity of the youth demographic, in addition to financial empowerment. It should be recognized that the Youth empowerment value chain is much more than financial empowerment.

Conclusion

The New Dawn Administration is aware and conscious of the fact that they are not doing enough to address the Youth unemployment problem. The Finance Minister, Dr. Situmbeko Musokotwane, admitted this, during the 2023 post budget symposium organised by the Chinese Chamber of Commerce in October, 2022.

“Our government feels that the biggest challenge that we have as a country or the biggest challenge that we have is how to create the jobs. Jobs, jobs, jobs. We are not yet doing enough to absorb the number of young people looking for jobs. We are not doing enough,” he told the Chinese Chamber of Commerce audience.

The New Dawn Government was brought into power by the Youth vote, and may be thrown out of power by the same Youth vote, if they do not meet the aspirations of the millions of youth they promised so much, by starting to give them hope with credible and innovative solutions rather than the discredited initiatives of past regimes.

The current programs and projects announced by the Ministry of Youth, Sport and Art are mere mirages for critical mass job creation. The current projects that the ministry is implementing will have very minimum impact on job creation. These are “brought in dead” initiatives. There is no way they will create the hundreds of thousands or millions of jobs that are required, in coming years. It is, therefore, imperative that both the top Civil Service and Political leadership prevail on the ministry, and demand that it goes back to the drawing board by ensuring that they collaborate with the private sector as per government policy, and come up with fresh, innovative and critical mass solutions to solve Youth unemployment.

Zambeef Plc Chief Executive Officer Faith Mukutu has been named as one of Forbes’ Women to Watch in 2023.

According to the statement issued by Forbes Women magazine, “In July of 2022, Mukutu was promoted from CFO to CEO of Zambeef, the largest processor of beef in Zambia and one of the biggest agriculture businesses in central Africa. As Chief Executive Officer of the company, she oversees an expansive row-cropping operation – Zambeef grows maize, soya beans and wheat for its animal feed and flour milling businesses – and has been charged with expanding Zambeef’s overall footprint in Africa.’’

Zambeef Board Chairperson Michael Mundashi commented: “Ms Mukutu possesses exceptional business acumen and admirable leadership skills that assure me of the great things to come for Zambeef. Zambia and UAE Sign Landmark Agreement for $2 Billion Renewable Energy Investment

In a significant move towards sustainable energy, Zambia and the United Arab Emirates (UAE) have signed a Memorandum of Understanding (MoU) and Joint Development Agreement (JDA) to facilitate massive investment in renewable energy in Zambia. The MoU and JDA will see ZESCO, the country’s state-owned electricity company, partner with MASDAR, a key investment funding entity of the UAE, to form a joint venture in developing and deploying large-scale solar projects across the country, estimated at US$2 billion.

Writing about the MOU, President Hakainde Hichilema said, “This MoU and JDA will see ZESCO partner with MASDAR, a key investment funding entity of the United Arab Emirates (UAE), to form a joint venture in developing and deploying large scale solar projects across the country, estimated at US$2 billion. This is not a loan but a capital injection in which the Zambian people, through ZESCO, will be partners in shareholding.”

The projects will be undertaken in a phased manner, starting with the phased installation of 500 megawatts. Once completed, the projects will result in an additional 2000 megawatts of electricity in the country, within the next few years. This significant increase in electricity supply will be a major boost for the country’s economy, as it will result in more accelerated economic development and increased employment opportunities for citizens.

The significance of this project is that, in the last 58 years of Zambia’s independence, the country has only developed 3,500 megawatts of electricity. President Hichilema said, “The historical significance of this project is that, in the last 58 years of our independence, the country only developed 3,500 megawatts of electricity. This remarkable investment shall bring in the much needed 2000 megawatts, within a shorter period of time.”

The President also highlighted the renewed confidence that investors have in the sound leadership of the country, resulting in more players expressing interest to participate in the country’s planned diversified energy mix, which will include solar, wind, and hydro power.

In addition to the MoU and JDA signing, President Hichilema also recently held a meeting with Ali Rashed Alrashdi, the International Holding Company (IHC) Board Chairman, to discuss ways in which citizens involved in small-scale mining can be properly organized and benefit from the country’s mineral resources. The President said, “We are transforming our small or artisanal mining sector from the demeaning situation where they were being labelled illegal miners (jerabos) to an environment where they can obtain licences, assisted with some capital and equipment and provide ready market for them within the vicinity of their operations.”

He emphasized the need for joint ventures as the only way foreign companies can transfer knowledge and skills to citizens, enhance job creation, and exploitation of opportunities. He also mentioned the need for mineral processing plants and value addition facilities around small-scale mining to avoid a situation where investors extract soil and export it in raw form.

“We look forward to the actualization of more of such engagements and projects,” said President Hichilema. The signing of this MoU and JDA, as well as the discussion on small-scale mining, is a clear indication of the government’s commitment to promoting sustainable energy and economic development in the country.

Smart Zambia signs MoU with UAE Company

Smart Zambia has signed a Memorandum of Understanding (MoU) with Presight AI, a leading Artificial and Predictive Intelligence Company based in Abu Dhabi, United Arab Emirates.

The three-year MoU seeks to enhance collaborations between the two parties in the use of e-governance in Zambia.

Ministry of Foreign Affairs and International Corporation Permanent Secretary in charge of International Relations and Corporation, Isabelle Lemba led the Zambian delegation on behalf of the Ministry at the signing ceremony which took place at the Presight Offices in Abu Dhabi.

Speaking prior to the signing, Mrs Lemba says President Hakainde Hichilema was eager to leverage on the opportunities provided by Information and Communication Technologies (ICT) to ease the way of doing business and create jobs especially for young people.

“When we talk about job creation for the youths, we are not just talking about any jobs but we mean clean and decent jobs that are relevant to the world that we are living in today,” she explained.

Mrs Lemba said government wants to see the country have a dynamic youth that will not only be looking for employment opportunities when they leave school but become job creators themselves.

She reminded the two parties that government is now eager to see its implementation.

And Zambia National Coordinator, Percy Chinyama Smart signed on behalf of Zambia while Presight Chief Executive Officer, Thomas Pramotedham signed on behalf of his company.

Mr Pramotedham said his company is keen to start collaborations with Smart Zambia now that the MOU has been signed.

He further said his team was ready to meet their partner so that together they can identify priority areas that need concentration.

JCTR says load shedding being implemented by Zesco Limited will adversely impact the most vulnerable

The Jesuit Centre for Theological Reflection (JCTR) has said load shedding being implemented by Zesco Limited will adversely impact the most vulnerable amidst the high cost of living.

The cost of living for a family of five as measured by the Jesuit Centre for Theological Reflection (JCTR) Basic Needs and Nutrition Basket (BNNB) for the month of December 2022 in Lusaka stood at K8,982.82.

This reflects a K415.62 increase from the K8567.2 recorded in November, 2022 and the upward movement in the basket is attributed to increased prices in food items.

JCTR Executive Director Fr. Alex Muyebe, SJ said the centre is particularly concerned about the plight of individuals who run medium and small medium enterprises (MSMEs) that rely heavily on electricity, such as saloons, barbershops, and welders.

“On Sunday, 1st January 2023, the Zambia Electricity Supply Corporation (ZESCO) announced the commencement of rotational load shedding due to a significant drop in water for electricity generation at the Kariba North Bank Power Station. To that end, the JCTR is concerned that load shedding will have a negative impact on the most vulnerable people in the country, especially given the high cost of living. As already observed, according to the JCTR BNNB data, the price of charcoal in December went up by K330 from K750 (K375.00/90kg bag) to K1080 (K540.00/90kg). Generally, the price of charcoal goes up during the wet season when the product becomes scarce due to the fact that wood takes longer to dry than it does during the dry. With few or no viable alternatives to charcoal, the commencement of load shedding will inevitably increase demand and affect commodity prices. On the other hand, the need to protect the environment and find alternatives remains critical in the fight against the climate crisis,” Fr. Muyebe stated.

“JCTR is particularly concerned about the plight of individuals who run medium and small medium enterprises (MSMEs) that rely heavily on electricity, such as saloons, barbershops, and welding businesses. The productivity of such MSMEs is likely to be greatly disrupted, potentially driving some of them out of business. MSMES contribute about 88% to the nation’s employment while supporting livelihoods of the majority Zambians. To that end, the JCTR is concerned about the consequences to low-income households, whose income may be reduced as a result of disrupted productivity, further limiting their ability to protect themselves from the high cost of living. This will restrict access to critical social services for human survival and development,” he said.

Fr. Muyebe has since urged the Government to quickly address the power crisis Zambia is grappling with.

He said the Government should consider cutting exportation of power or adopting short-term importation of power to help reduce load shedding hours.

“The JCTR is concerned about the economic impact load shedding may have by reducing productivity. This has the potential to reverse the gains made by the government over the last year. This will impede economic growth and limit post-pandemic recovery in the face of climate change, the Ukraine war, and the debt crisis. In light of foregoing, the JCTR recommends the following measures: . In order to avoid the economy from slowing down and to safeguard the most vulnerable households in the country, the government must act quickly to address this energy problem. Government could therefore consider cutting exportation of power or adopting short-term importation of power to help reduce load shedding hour,” Fr. Muyebe added.

He concluded:”This is important in preventing the most vulnerable households from falling into poverty. To reduce overdependence on hydropower, which is still in danger from the effects of climate change, the government must start investing heavily in other energy sources. It is crucial to adopt a well-thought-out strategy to increase and diversify the energy producing capacity by actively embracing alternative renewable energy sources. This is equally emphasised by Pope Francis in his encyclical Laudato Si’ “Care for Our Common Home.” In order to maintain predictability, ZESCO must adhere to the load shedding timetable as the government searches for a long-term solution to load shedding. MSMEs will be able to prepare more effectively as a result for the duration of the 12-hour load shedding period. To enable expanded production of alternative clean energy, the government must support the private sector by waiving taxes, providing subsidies, and offering incentives. This is crucial for reducing the grid’s overstretching caused by rising demand. The Zambia Revenue Authority and the Energy Ministry must also raise awareness of the current custom duty exemptions.”

Chitalu Chilufya, HoneyBee directors in court over conspiracy to defraud government case

Former Minister of Health , Chitalu Chilufya, and eight others have pleaded not guilty to charges of conspiring to defraud the government out of over US$17 million in connection with the HoneyBee drugs supply case. The other accused include former Attorney General Likando Kalaluka, former Ministry of Health permanent secretary Caroline Kakulubelwa, and procurement officer Wilson Lungu. Additionally, the case includes Honeybee Pharmacy Limited directors Abdurrauf Motala, Zakir Motala, and Imran Lunat, as well as pharmacist Emmanuel Mubanga.

The defendants are jointly charged with the offense of conspiracy to defraud. The allegations state that between January 1, 2019 and December 31, 2020, Chitalu, Kakulubelwa, Kalaluka, Lungu, Mubanga, Lunat, Zakir, and Abdurauf conspired to defraud the government of the sum of US$17,958,150.00 through a contract under tender number MOH/SP/032/19 for the supply and delivery of 22,500 Health Center Kits.

It is important to note that all defendants have pleaded not guilty before Lusaka chief resident magistrate Davies Chibwili. The outcome of the case will depend on the evidence presented by the prosecution and the defense’s ability to refute those allegations. It will also be up to the court to determine the guilt or innocence of the accused based on the evidence presented.

Nakacinda says a Government has resurrected a Unit used to eliminate government critics

Patriotic Front (PF) National Chairperson for Information and Publicity Raphael Nakacinda has alleged that he has information suggesting that a defunct department under the special division that was responsible for eliminating government critics in the past has been re-opened.

Speaking to the media at Lusaka Magistrate’s Court on Tuesday morning, Mr. Nakacinda said the controversial department is being re-opened to scare government critics or leaders of the opposition.

He said currently some opposition leaders are being pursued by state agents.

Mr. Nakacinda charged that Zambia under President Hakainde Hichilema has been ‘captured’ by foreigners.

“Colleagues, as you have noticed the courts in Lusaka are crowded with matters that involve those that were privileged to serve in the previous regime, a situation that I think the Zambian people are now getting used to. Allow me to take this opportunity to inform the nation of the sad development that has emerged in our country. We have alerted our country of foreigners and individuals that have been contracted by foreign entities that are influencing policy and operating from the state house. We are aware of people that are operating from the Tony Blair Foundation, people that are operating from Brenthurst Foundation that are influencing policy, which is clearly state capture. Now, what is also happening is that by extension we have foreigners that are beginning to participate in the operation and activities of the law enforcement agencies. We have white people that are participating even in the process of investigations. We are suspicious – still investigating and zooming to check whether these are not FBI or CIA agents that have now come into this country for a specific agenda,” Mr. Nakacinda said in a video posted on the Smart Eagles facebook page.

“We also had noticed that a department that had been closed under the special division that in time past used to operate has an elimination department seemingly it looks like activated. We are still under investigations, all allegations and those suspicions are serious especially from those of us in the opposition. We know that this government has been engulfed in failure and so on. These activities involve political leaders being followed around, strange people hovering around their homes, being monitored in terms of times they finish their work and the time they go home. All these activities that we have noticed that they are being undertaken and we are monitoring. We want to advise Mr. Hakainde Hichilema, that we should never never never never go back to the days of One Party State where strange things were happening. Political opponents disappearing, some of them dying in very suspicious circumstances. These we are saying in good faith, in the promotion of our democracy. If the allegations of some department under the special division being opened that was responsible for elimination in time past has actually been opened this is a sad development. So we would want the government to clear (the air on this allegation),” he said.

Mr. Nakacinda added that the government should provide an enabling environment where the opposition can provide checks and balances without any hindrance.

“Don’t use the police to intimidate opponents; don’t use the police to intimidate opponents, don’t use law enforcement agencies to intimidate opponents especially when we expose things that are inimical to the governance system of this country. Our democracy needs to be protected. Those who have chosen to serve this country via politics need to be given the latitude to serve and play their role in this case for those of us in the opposition to provide checks and balances without any interference. Without their lives being strengthened, without our freedom being taken away. That is what we want to call upon Mr. Hakainde to ensure because that is what he promised. So if we are going to have people’s lives being threatened because they have chosen to speak on behalf of the Zambian people, that is very sad,” Mr. Nakacinda said.

Acting President Nalumango meets ILO DG

Acting President Mutale Nalumango says government is determined to improve social protection for its citizens.

Mrs Namulango says government is working towards improving social protection for the less privileged people in society.

Speaking when visiting International Labour Organization (ILO) Assistant Director General and Regional Director for Africa Cynthia Olonjuwon, the Acting President also stressed the importance of getting those in the informal sector such as marketeers on the NAPSA Pension Scheme.

Mrs Nalumango said unemployment is an issue that government is finding ways of addressing adding that government and ILO can collectively find solutions to challenges in the informal sector.

Mrs Nalumango said government stands ready to learn from ILO by adopting international best practices in the labour sector.

She also applauded ILO for having Zambian presence in the Organisation’s governing council.

The Acting President also stated that the decent work agenda is an important issue for Zambia’s labour sector.

And ILO Assistant Director General and Regional Director for Africa Cynthia Olonjuwon thanked Zambia for the role it has been playing as a member of the organisation.

Ms Olonjuwon said Zambia is on the right track regarding social protection adding that social protection is important for cushioning economic shocks for the less privileged.

The ILO Assistant Director General also said the organisation is in full support of Zambia’s Vision 2030 Agenda of becoming a lower middle income country.

She also said ILO will support the Zambian’s government in developing well researched labour policies.

Lusaka Minister visits Enock Mwepu

Lusaka Province Minister, Sheal Mulyata says government is on the right track in provision of quality health services to patients with cardiac conditions in the country through the National Health Hospital.

Ms Mulyata says commended the health institution for the quality medical services it offers to the patients in the country.

Speaking when she visited Former Chipolopolo Captain and Brighton Midfielder, Enock Mwepu who is admitted at the Hospital, Ms Mulyata observed with delight that Mwepu is recovering well and in high spirit.

She stated that the former Chipolopolo Captain has done so much for the National Team throughout his football career hence the need to give him moral support as he recovers from his illness.

‘’We are here to wish Mwepu a quick recovery. That’s our child and he has done so much for the nation as team captain for the Football National Team. Government is also supportive of all the operations that are done here. As government our passion is to treat patients right here in Zambia and not having them going far away to India or England for treatment,’’ she said.

She further said government will work towards ensuring that the hospital has more equipment that can treat both elderly patients and children with cardiac conditions within the country.

In the relatively distant past, Dr. Mumba Malila (as he then was) had been part of the government of President the late Levy Mwanawasa who had appointed him as Attorney-General. In that capacity he rendered opinions to the government and, as admitted by himself, had joined the rather populist anti-corruption crusade which, the course of its execution, suffered some substantial setbacks.

Dr. Malila had continued the prosecution of former President the late Dr. Frederick Chiluba, Mr. Faustin Kabwe, Mr. Aaron Chungu, the UK law firm of Messrs. Meer Care and Malik as well as two other UK law firms, in the London High Court. However, the decision of the London High Court could not be enforced in Zambia – the Zambian Courts refused to register it in the absence of a law establishing a mutual obligation on the high Court of Zambia and it’s counterpart the high court for England and Wales, to enforce the decisions of the two high courts in each other’s country or legal jurisdiction.

In 2022, it is Dr. Mumba Malila sitting as Chief Justice and one of the three judges who, almost a decade later, who confirmed the jailing of Mr. Faustin Kabwe, Mr. Aaron Chungu, former Finance Minister Dr. Katele Kalumba and his Permanent Secretary Mrs. Stella Chibanda by then Magistrate Mr. Edward Musona. This conviction of Dr. Kalumba and his fellow accused persons by the Subordinate Court was well before Dr. Malila was appointed to the bench.

As it turns out, two of the Supreme Court Judges who heard and passed the verdict to imprison Dr. Katele Kalumba, that is, Chief Justice Mumba Malila himself and Honourable Mr. Justice Jones Chinyama, were both actively involved in the earlier prosecution or sentencing of the four appellants during their trials at the subordinate court of these four appellants; Dr. Malila was the Attorney General and Mr. Justice Chinyama was a Magistrate, at the time, between 2006 and 2010.

As Senior Resident Magistrate, Hon. Jones Chinyama handled the cases where the former President Frederick Chiluba, Faustin Kabwe and Aaron Chungu were the co-accused on charges they were facing, involving the theft of US $500,000 from the government. The two business executives were found guilty of theft and possession of public funds and were each imprisoned for three years each.

On the other hand, Dr. Chiluba was acquitted on the basis that the State had failed to prove the cases against him, and also noting that Dr. Chiluba, as President of the Republic was not subject the rules which governed the conduct of public officers. He was not a public officer. The then Magistrate Chinyama had, however, found Dr. Chiluba’s co-accused, that is, Access Financial Services Limited former directors Aaron Chungu and Faustin Kabwe, guilty.

Clearly the two judges should not have sat to hear and determine the appeal, in this case as they were largely prejudiced and biased because of their previous roles in these matters. It is reasonable to extend the requirement of a neutral arbiter to a dispute, that is, that no one shall be judge is his own case, to those who had previously prosecuted or heard and pronounced themselves on similar matters against the same accused persons.

BLIND OR AGITATED JUDICIARY TO PUBLIC COMMENTS?

In Chapter IV of his 2011 article, Dr. Malila discussed the question of why the Zambian Judiciary cannot afford to ignore comments about its independence and integrity. Among all arms of Government, it is the Judiciary which must actually adopt the Voltairean principle, “I wholly disapprove of what you say but will defend to the death your right to say it.”

And when opening the 2023 Criminal Session, Chief Justice Malila urged judges to determine cases based on evidence and the law, and not to allow themselves to be influenced by external pressures and factors such as political statements or indeed their own prejudices.

While the Chief Justice is not far from the truth when he stated that there is indeed a risk of push back against the anti-corruption efforts by powerful persons and sometimes by the very individuals being called upon to account or by their proxies, the greater risk though is that of “push forward” of corruption cases even when the evidence is insufficient, is not cogent, is scanty or even non-existent, as appeared to be in one case I closely followed in the new Financial Crimes Courts.

The internal ‘push forward’ in these cases could be motivated by the need for courts to be seen to be doing something in the so-called fight against corruption. It is not inconceivable that some in the Judiciary may want to be seen singing the same hymn with the executive under the guise of fighting corruption, by convicting persons through the use of an easy Forfeiture of Proceeds of Crime law, under which possession of property reasonably suspected to be proceeds of crime is sufficient to secure a conviction. After all, it may be reasoned that these cases do not require proof beyond reasonable doubt but just suspicion.

The role of the courts is to dispense justice in a fair, impartial manner and without prejudice. This is what we mean when we say Justice is blind. Judges and Magistrates must fairly make decisions based only on the information presented to them, rather than based on personal experiences, or who they like most. The courts are supposed to protect the rights of the people without being influenced by outside forces or the singing, grievances, and recitations by the complainants.

The moment the executive or even the top Judge himself begin to lecture Judges and Judicial Officers, asking them to open their eyes towards what is happening outside the courtroom, in the public sector, or to the public purse and telling them that they have a duty and must restore what was allegedly stolen, is the time when we asking Judges to remove their blindfold. In simple terms, it is asking judges and judicial officers to use our prejudices, likes and dislikes when hearing cases or in passing their verdicts.

It is a fair opinion to state that Chief Justice Dr Mumba Malila is clearly attempting to align the attitude of the Judiciary to the wishes of the Executive branch whose motivation in its pursuit of those accused of corruption can no longer be the conduct of fairer trials and impartial assessment of evidence but merely getting convictions for political expediency and wining international accolades.

Will we see, under the leadership of Mr. Chief Justice Malila, the Judiciary becoming the guardian of the executive branch or the Judiciary becoming the security guard of the Treasury, and not the guardian of citizens’ rights and liberties, including the right of accused persons?

But His Lordship did not forget to also sternly warn the public against what he termed irresponsible criticism, when he said:

We will not condone baseless attacks aimed at ruining the judiciary with regard to current reforms taking place.”

Dr. Malila said the judiciary was not flattered by criticism which was vicious and irresponsible and would not condone such behaviour. He said the judiciary welcomed constructive criticism and would always adopt well balanced views regarding the performance of the institution.

It is becoming apparently clear that the three powerful arms of government are positioning to insulate themselves from vicious public criticism. The Legislature is in the habit of summoning members of the public who criticise it and subject them to reading apologies they don’t not write themselves.

When a person refuses to read such apology written on their behalf, whose wording they don’t agree with as did Hon Raphael Nakacinda, then they are told to wait for other stern action to be taken. Hon Cornelius Mweetwa suffered some suspension for refusing to apologise but Nakacinda may be unlucky because the Judiciary, which itself is warning the public against vicious criticism, may be asked to send him to prison. There may be no one to defend his right to expression.

I agree with Dr. Malila that the public must offer constructive criticism to the Judiciary. Afterall, the Judiciary is accountable to the citizenry whose judicial power they exercise. But vicious criticism is also not to flatter the Judiciary. Those who use vicious criticism are people that believe options have run out for communicating its messages or the Judiciary is ignoring public comments regarding its performance.

Among the three arms of government, the Judiciary is supposed to be a leader in protecting the right to expression as it did in the case of Roy Clarke whose sharp criticism of the executive, through satire, had earned him deportation which the court reversed. Even though freedom of expression is not absolute, the Judiciary must protect this freedom of expression to the biggest extent possible.

CONCLUSION

It is the conclusion of this author that Dr. Malila has joined the executive in grieving on how corruption cases are taking long, and is now reciting the same verse in warning public officials. Is this a subtle way of asking his carefully selected magistrates at the financial crimes courts and Judges to take note of these external factors even as they hear cases and deliver their verdicts? Is our celebrated Dr. Malila telling Judicial Officers and Judges that they must remove the blindfold?

There can be no due process, no rule of law, no justice without neutrality from our adjudicators or when adjudicators are enjoined to be part of the executive’s anti-corruption drive, largely expecting them to convict or to order that people’s properties be taken away based on the weapons we have put in the law and gifting it to the State, who have now found an easy weapon in the law which doesn’t require them to prove the real crime that could have been committed before convictions can be made and peoples properties taken away in a country with an informal economy.

People claiming that I has failed to manage the constituency are jealous-Chifubu MP

Ndola’s Chifubu Member of Parliament Lloyd Lubozha has said people claiming that he has failed to manage the constituency are jealous of his election as a lawmaker in the 2021 elections.

Speaking during the handover of two community trucks bought using his personal money at Chifubu Market; Mr. Lubozha said he was a capable member of parliament contrary to assertions by his critics.

The UPND MP said he is ready to meet his competitors in the 2026 General Elections.

“I am aware some people say that Lubozha has failed. Watch the space. I am a strong man. You will talk and talk until you are tired. The people elected me as Chibufu Member of Parliament in order to work for them. That is the mandate I have been given by the people. Those who speak against me are just envious. Your competitor cannot say good things about you. We know that those are our rivals. We are fighting for that one woman and that woman is Chifubu Constituency. When some people speak just know that they are our competitors so we will meet them in 2026. I am a strong man, a man among men. I am asking for prayers and support from you the people of Chifubu Constituency so that we fulfill our mandate,” Mr. Lubozha said.

Mr. Lubozha said he was working for the people of Chifubu Constituency who will assess him at the end of his mandate.

“Past leaders in Chifubu Constituency did their part; they have made my work as MP simpler. I cannot talk ill about my predecessors. My elder brother Mr. Frank Ng’ambi (immediate past Chifubu MP) did a good job. He left a market shelter at Chifubu and I don’t have to do that job. My elder brother has worked. May God bless him wherever he is. I want to thank my brother. He did his part and it is now my turn to work for the people. The disciplinary committee is with me and in 2026 they will be on my side. I thank you the people of Chifubu as your able Member of Parliament may God bless you. Those coming to say Lubozha has failed must be strong to face me. I am a man working for the people of Chifubu Constituency and people will judge me at the end. I will not fear anything.As a proud Member of Parliament, I want to announce to you as my bosses in Chifubu Constituency that without you I cannot be here. Mr. Lubozha highlighted some developmental projects being implemented in the constituency.

“Allow me to highlight the long awaited projects for 2022. The 2022 projects have reached the implementation stage in 2023. I wish to announce that the Kanyanje Clinic project, the contractor, has moved on site. We are building a clinic with a maternity wing in Kanyanje just before the Korean School. For the people of Pamodzi I have good news for you as well. On Monday, the contractor will be on site near Twatasha Market in overspill to start the construction of a clinic with a maternity wing. Fibobe Ward and Chifubu in general, the long awaited renovation of the Chifubu Local Court that was gutted by fire, the contract is already on site and has brought stones. The most problematic and troublesome road in Chifubu Constituency popularly known as Fiesta Road today it is an avenue. I also want to announce that this week the contractor is moving on site just here at the council to start the construction of the Chifubu Market Police Post,” he said.

COVID-19 Community Wide Mass Testing will not be done – Prof Mulenga

Ministry of Health Director of Infectious Disease Professor Llyod Mulenga says the country will not conduct community wide mass testing for COVID-19 as most people are not exhibiting symptoms.

Prof. Mulenga stated that the highly transmissible Omicron sub-variant XBB1.5 has not been detected in the country, and it is therefore not necessary to undertake community mass testing.

“The Ministry is presently placing a focus on testing for people who are showing some symptoms and those who are in health facilities,” he said

And Prof. Mulenga explained that there are sufficient stocks on handful both polymerase chain reaction testing and rapid testing for anyone who visits a facility with symptoms of the virus.

The increase in COVID-19 cases and deaths across the country has been attributed to a new sub-variant of the Omicron Corona Virus called XBB.

“We are still not doing mass testing, as you know the Omicron variant is one of the widely spread and also highly stransmiseable virus and this variant which we have recorded the XBB is also highly transmissible, we have not recorded the XBB1.5 which is very highly transmissible and seculating in Europe, parts of Asia, and also in America, we have not recorded that one which is very highly transmissible, but we have recorded the XBB that has its own sub lining,” he said

“And as a result, its not advisable now to go out and test everybody because we know that the exposures are there but we are emphasizing now, is testing those who are getting sick and those who are already in health facilities, we have adequate stocks available for rapid testing for everyone who visits the health facilities and those with symptoms, and for those who may need to do CR testing, we also have adequate stocks for doing CR Testing, we can comfortably say that we have enough stocks that can reach upto 3 to 4 months for rapid testing but we are just not going to conduct mass testing in various communities,” he added

The COVID-19 pandemic remains a major threat to global health security. In the first week of 2023, close to 3 million cases and over 11,000 deaths have been reported around the world. In the same period the African region recorded over 4,500 cases and eight (8) deaths. The current prevailing COVID 19 cases are reportedly driven by a sub-variant of the Omicron virus which is now called XBB. As you may recall, the COVID-19 virus keeps generating new forms of itself as it continues to multiply across the globe. Similar to the Omicron virus, the XBB is said to have a high ability to pass from one person to another; and here in Zambia we have confirmed that the current increase in the number of cases we are seeing is driven by this XBB.

Locally, there has been a steady increase seen in the number of daily new cases, the test positivity rate and geographical spread of COVID-19 in terms of affected districts. The country is also experiencing an increase in the rate of hospitalisations and mortality COVID-19 therefore remains a stark reality in the country and the world over.

The Ministry of Health and its health security wing, the Zambia National Public Health institute are working hard to ensure that the Zambian people are protected from COVID-19.

The Ministry has since instituted measures that will help to curb the widespread of COVID-19 in the country, such as strengthened community and facility surveillance to ensure prompt identification and reporting of cases, Intensified testing including expanding national capacity for genomic surveillance to determine which COVID-19 variants are circulating in the country, Enhanced case management including the initiation of test and treat services. This involves the use of the new oral drugs we introduced before the end of the year. Re-training of health care workers on COVID-19 management is also underway as you know as the virus changes even some treatment models also change, The provision of COVID-19 vaccinations and booster shots as required.

UPND is Making us Stronger, People are trooping back to PF-Davies Mwila

FORMER PF secretary general Davies Mwila says people are now trooping back to the former ruling party because the new dawn government has failed to deliver.

In an interview, Mwila said the UPND was making PF stronger every day.

“They’ve been regretting and they’ve been telling the leadership of PF that we are better off having PF than UPND because it’s like leaders don’t listen to the people that are crying. People are complaining and they are quiet. All the four corners of this country, people are complaining. The roads are not good, there are no medicines in hospitals, the prices of goods are up, mealie meal, the price of fuel, the price of fertilizer, the FISP programme has been a flop. People have been complaining and no one is listening. That’s why people are saying PF is better than the UPND. So our friends are not listening and because they are not listening, they will see what will happen in 2026 because people have decided,” Mwila said.

“PF has been united, PF is getting united in the sense that our friends are failing the Zambians. They’ve failed to deliver and it’s not the people who are making us strong, it’s the UPND themselves by failing to deliver. So people are trooping back to PF.

So that’s what is happening and I have said that if the UPND were delivering, we were going to remain with very few people in the party, but because they are failing, because of their failure PF has taken advantage and we are getting stronger.

And that’s why they are not even allowing us to hold meetings because they are scared. But people I can tell you that they’ve decided that they don’t need the UPND again”.

Mwila said with the prevailing situation in the country, UPND would be a one-term government.

“Looking at what is prevailing in the country, our colleagues are a one-term government. We are getting stronger, the party through the secretariat is going round all the provinces to audit all the structures before we go to the general conference. So as a party we are very much geared to make sure that we elect a new leader who will take us to 2026 general election,” he said.

Meanwhile, Mwila said the UPND government was a one-man show.

“It’s worse off because we told the Zambian people that you can’t elect people that have never been in leadership. Someone who has never been a Councilor, he has no experience. So this is what is happening because President Hakainde Hichilema has no experience. Where has he worked? Nowhere. He’s never been a Councilor, he’s never been an MP, he’s never been a minister, so where does he start from? I’m told that UPND government is a one-man show, he works alone and all the cabinet ministers and permanent secretaries fear him, they don’t talk. Even in cabinet meetings, we are told that he speaks alone. And all the appointments you have to wait for the President, things can’t move, ” said Mwila
