There is nothing to reverse if PF bounces back into power, the death penalty is still on the statutes

PF Chairperson for Information and Publicity Raphael Nakacinda says the claims by Justice Minister Mulambo Haimbe that should the Patriotic Front (PF) bounce back into power in 2026, there is a possibility that the death penalty law would be brought back into the Statute books, is unfounded.

Mr Nakachinda added that the same law which Mr Haimbe claims to be abolished still exists in part 3 of the Constitution and can only be amended by way of a referendum as was proposed by the former ruling party.

“Mr Haimbe, whilst he is accurate in his submission that PF will bounce back in 2026, his fears are unfounded, suggesting that PF will reverse some of these amendments that were made. First of all, it must be understood that there is nothing to reverse because there is nothing they have achieved,” he said

“The death penalty is still on the statutes. The only way we can amend and remove the death penalty is by way of referendum, which referendum we had proposed as Patriotic Front because we understood that the only way to enhance human rights is by way of amending Part 3 of the Constitution and that amendment comes by way of a referendum,” he added

Mr Nakacinda however, lectured the Justice Minister that an Amendment of a subsidiary law amounts really to having done nothing because in the Republican Constitution, the death penalty still remains.

He reminded that the UPND are the ones who shot down the referendum that was proposed by the PF to iron out the issue in question.

“We can only ask the UPND not to worry, the brutality they have subjected PF members to, the tribalism they have introduced in this country, the Partisan consideration, whether it is those who are in office as civil servants working in government, they are being victimized to be PF, that attitude will not be tolerated under a rebranded Patriotic Front,” he stated

“When we come back in power in 2026, we are going to carry through all the positive things that will have been achieved if there will be any. We will not victimize any Zambian on the basis of their affiliation. For us, our approach will be anchored on the principle of One Zambia One Nation,” he noted

And Nakacinda assured Haimbe that the PF will come back into government with a totally different approach, adding that all those that either sympathize or belong to other political parties will be looked at first of all as Zambians before starting to consider partisan issues.

“We are coming back into government with a totally different approach, patriotism will be the anchor word, nationalism will be the anchor word and national unity will be the anchor word and prosperity is what we will be aiming for,” Mr Nakachinda assured

Meanwhile, Justice Minister Mulambo Haimbe claimed that should the Patriotic Front (PF) bounce back into power in 2026, there is a possibility that the death penalty law would be brought back into the statute books.

Mr Haimbe believes that there is a possibility that the PF could reclaim the leadership of the country but is worried that the death penalty which has been abolished could be brought back.

According to Mr Haimbe, the PF was justifying their claims that the death penalty had not been abolished because the former ruling party believed that it would be voted back into government.

He said that the PF was preaching that the death penalty had not been abolished because they were of the false belief that should Zambians vote them back, they would use the Bill of Rights to revive it.

Mr Haimbe wondered why the PF was failing to understand the simple logic behind the abolishment of the death penalty.

He stated that the Penal Code and the Criminal Procedure Code were the statutes from which the courts drew power to sentence and that was what President Hakainde Hichilema expunged.

“The logic is simple and the narrative that it was not abolished was a misnomer aimed at misleading the citizenry,” Mr Haimbe said

Mr Haimbe cited that Article 12 substation 1 of the constitution guaranteed the right to life to the people and provided an exception where a court of competent jurisdiction pronounced a sentence to death was the only derogation from the right to life.

He said that the courts drew the power to sentence people to death for capital offences like murder, aggravated robbery and treason.

“Then what does it mean if where you draw power as a court to pronounce death sentences is removed and tell that courts that you can no longer carry out that sentence what you can do is impose life, isn’t it abolition of the death penalty and why would anyone defy that simple logic and say it was not done away with,” he said

Mr Haimbe noted that the abolishment of the death penalty should not be turned into a tool for political campaigns but that politicians should engage citizens on facts that would promote civic education.

IMF’s secret conditions could be behind Zambia’s electricity shortages-Sean Tembo

In a recent statement, Mr. Sean Tembo, the President of the People’s Party (PeP) in Zambia, has raised concerns over the possibility of power exports being a factor in the current electricity shortages, or “loadsheding,” in the country. In his statement, Mr. Tembo said, “This loadsheding does not make sense for several reasons. Firstly, Kariba dam only accounts for less than 30% of the total electricity supply in Zambia, meaning that even if production was reduced by half, the overall impact on national electricity supply would be less than 15%. It also follows that a 15% deficit in national supply of electricity would amount to (15% x 24hrs) 3.6 hrs of loadsheding per day, and not the current 12 hours that we are seeing. Unless of course the major cause of loadsheding is not the lower levels of water in Kariba dam, but the export of power to neighboring countries.”

Mr. Tembo also notes that the loadsheding has caused widespread public discontent, with people from across the political spectrum expressing their frustration. He said, “Additionally, this loadsheding has caused a huge uproar across the political divide. People are upset, regardless of whether one is a UPND, PF or PeP supporter, they are all upset. So for political expediency, President Hakainde Hichilema would have resolved this loadsheding by either ending it completely or at least reducing it. But he is firm in continuing the loadsheding despite the continued public uproar and possibly his dwindling political fortunes.”

Mr. Tembo goes on to cite several other examples of what he sees as retrogressive decisions made by the President and his government, including the lack of medicines in health facilities, the reduction in fertilizer allocation for farmers, and the introduction of monthly fuel price reviews. He suggests that these decisions may have been made at the direction of the International Monetary Fund (IMF), and questioned, “Why did Government decide to keep some IMF conditions secret? What are they hiding? What happened to transparency which President Hakainde Hichilema often spoke about?”

Mr. Tembo ends by expressing his concern that the government may be hiding something and calls for greater transparency on the IMF’s conditions. He urged, “Our considered view is that, since the IMF imposed on Government to reduce the allocation of fertilizer under FISP, and now that we have shortages in the electricity supply, we strongly suspect that the IMF is imposing conditions that are not known to the public. We call on the government to come clean on this matter, and to be transparent about the IMF conditions. Zambians deserve to know what is being done with their money.”

Green Party President faces threats and intimidation over Constitutional Court petition

5

The Green Party in Zambia is expressing concern for the safety and security of its President, Peter Sinkamba, amid a pattern of threats and disturbing messages from unknown sources, as well as from incumbent UPND Kwacha Member of Parliament Charles Abel Mulenga. According to the Green Party, Mulenga has claimed that President Sinkamba wants to have his election nullified by the Constitutional Court.

In response, Mulenga has been officially reported to the Kitwe District Police Headquarters, and the Green Party is calling on the Zambia Police to investigate the alleged threats made by Mulenga and to demonstrate that the “New Dawn” administration will not shield its members and MPs from being held accountable for acts that intimidate citizens who petition the country’s courts of law.

The Green Party is also urging the UPND leadership to condemn the intimidation of citizens who seek legal redress through the courts. The Constitution of Zambia imposes a duty and right on all citizens to uphold and defend the Constitution, and to resist any acts that contravene the Constitution without fear or favor. This includes the right of citizens to question any election held in the country if they believe it goes against the Constitution and/or other electoral laws, and to petition the Constitutional Court to determine whether it was held in breach of the Constitution of Zambia.

In a statement, Green Party Secretary General Daniel Sichilongo said, “The Green Party and its President will not be deterred by the acts of cowardice by any person or Member of Parliament who feels aggrieved by our action in defense of the Constitution, but will instead double our efforts to provide checks and balances to the Executive arm of government through all means possible legal and constitutional, including commencing public interest litigation in the Constitutional Court like the Kwacha and Kabushi case.”

The situation underscores the importance of a free, fair and peaceful electoral process and the right of citizens to seek legal redress through the courts, which are fundamental democratic principles. The Green Party and its President, Peter Sinkamba, is calling for an end to the intimidation and for all actors to respect the rule of law in Zambia.

Zambian Health Minister Vows to Address Medicine Shortages in 2023 through Supply Chain Improvements

The collaboration with Egypt, a country with a strong track record in the health sector, bodes well for the success of this initiative.

In summary, Zambia’s Health Minister Sylvia Masebo said that one of the main focus area of the ministry in 2023 is to unblock barriers in the supply chain of medicines and medical supplies. This came during a visit by the Egyptian Ambassador to Zambia who brought a message of good will and cooperation from the Egyptian Government to the Zambian Government in the health sector. the minister Welcomed the initiative of exchange programmes between Zambian medical specialists and Egyptian counterparts to share knowledge in areas of need.

UPND Chair for Labour Urges Zambians to adopt alternative sources of power

9

Ruling United Party for National Development (UPND) Chairman for Labour and Social Security Godfrey Beene has asked Zambians to adopt alternative sources of power as Zesco Limited grapples with the challenge of electricity generation that has resulted in load shedding.

Mr. Beene said Zambians should familiarize themselves with solar energy as the New Dawn Government tackle the challenge of insufficient power generation that has culminated into prolonged hours of load shedding.

He said complaining and pointing fingers at who is to blame over reduced electricity generation will not increase manufacturing or production.

Mr. Beene admitted that the current shortage of power is an unfortunate situation.

As Zambia experiences reduced electricity generation and supply, our attention is drawn to the plight of both workers and their employers who depend on Zesco power to produce goods and services. It is indisputable that we have found ourselves in an unfortunate situation. We also sympathise with self-employed businessmen and women who depend on electricity to produce their goods and services such as salon owners, barbers, restaurant owners, metal fabricators, et cetera. Rest assured that your government and your president Mr Hakainde Hichilema are doing everything possible to ensure this shortage of electricity which has, unfortunately, become almost an annual ceremony, is a thing of the past,” Mr. Beene said.

He said businessmen and women who can afford a mix of energy sources should be innovative amid power generation challenges.

“Our president cares, and that is why he visited Maamba Collieries Limited yesterday to go and ensure a changed routine maintenance schedule of equipment at the plant. In the same vein, he went to the Kariba Dam to see for himself the challenges the Zambezi River Authority and Zesco are facing with regards to power generation. We would like to encourage businessmen and women who can afford a mix of energy sources to adopt the innovations so that they are not negatively affected in their businesses in the short run. Those who can afford generators should acquaint themselves with the technology.

Equally, Zambians should familiarise themselves with solar energy,” Mr. Beene said.

“We know it is difficult to abruptly change from hydropower to other energy technologies but this is a changing world. We have fixed phones but now can also carry phones in our pockets. We have television sets at home but now can also watch on our smart phones. We must find solutions to the present challenge of electricity shortage. Complaining and pointing fingers at who is to blame will not increase manufacturing or production. But as we embark on this journey, we encourage employers and their workers to read the Employment Code Act of 2019. Section 74 is very specific on working hours. All workers are expected to put in eight hours of work starting on any day or hour. Those asked to work a little more should not exceed 48 hours per week unless it is paid for overtime,” he said.

Meanwhile, Mr. Beene has reminded Zesco Limited to stick to their load-shedding schedule which has been split into two phases of six-hour outages.

“That is what labour laws stipulate. We, therefore, urge Zesco to stick to their load-shedding schedule which has been split into two six-hour outages. This should enable employers to plan their workers’ shifts. There is no need for employers to have all workers at the same time when they perform different roles at their places of work. Why should all workers report at the same time when the duties of some of them only begin much later in the day? Our emphasis is for employers to encourage quality productivity in the six hours Zesco is allocating. Since labour laws demand eight hours of work, the first hour can be used for preparation and then six hours for efficient production. Then the eighth hour can be used for knocking off from work. We appeal to union leaders to educate their members that eight hours of work does not mean from 08:00 hours to 17:00 hours. It is from any hour and any day. Let us remain productive as we share the available electricity. We cannot have what we do not have. We do not have adequate power supply at the moment,” Mr. Beene said.

Meanwhile, Copperbelt-based business executive Mellbin Simangolwa said President Hakainde Hichilema has shown leadership at a time when the country is facing a power challenge.

President Hichilema recently visited Kariba Dam and Maamba Collieries to check on the extent of the problem at the two operations.

President Hichilema has since advised Zesco management to segment load management into six-hours as opposed to straight 12:00 hours.

“There’s no perfect country, we will always have problems but we are comforted that now we have a leader who is able to take responsibility and give hope to the citizens. This power crisis is a result of failure by the government over the years to expand the existing energy infrastructure and also invest in other alternative energy sources. You can’t heap the blame on HH; even if he promised to end load shedding he can’t do that overnight. It’s gratifying to see ‘political will’ from the President and clearly we can see that we are headed in the right direction. It’s very gratifying to have a leader who takes responsibility and responds to the cries of the people with urgency,” Rev. Simangolwa said.

Abeco Tanks stand ready to help Zambia overcome

1

Zambia like other African countries is impacted by climate change which has caused droughts in the country for two years in a row – in 2021 and 2022.

The lack of rain has been substantial which has affected everything in the country including the four pillars of any African country’s economy – agriculture, business, mining and industry.

The reality is that African communities are very vulnerable to the threats that a water shortage brings.

All businesses no matter how big or how small need water to operate. Like money makes the world go round water is an even more valuable commodity because without it everything shuts down.

Installing an Abeco water tank means everything keeps running as usual during a water shortage.

Water storage tanks save businesses. They save farms. They save crops. They save jobs.

Farms can continue to irrigate and produce crops in the midst of a water shortage preventing their factories from shutting down and staff from losing their jobs.

Water tanks also save communities. In Zambia, they are experiencing a security crisis as women and children are walking long distances to collect water and are under threat of attacks along the way.

An Abeco water tank can be installed in communities so that they have easy access to water. The tanks can also have multiple taps eliminating long queues.

There is also an education crisis in the country due to the water shortage. Schools cannot function efficiently without fully functioning toilets. The children are also not in school as they are walking long distances to fetch water. If schools had a water tank they could continue to operate as normal.

Abeco has been supplying water storage solutions to Africa for nearly 40 years. Their solutions have saved jobs, helped to build businesses and create jobs, helped to educate children and upheld the well-being of communities. They have added to the economic growth of African countries.

As droughts continue to have an impact in Africa, water will become more and more of a valuable commodity. Businesses and Communities that store and save water will have a competitive advantage that comes from having a scarce resource at hand.

Abeco is trusted throughout Africa to manufacture water tanks with high-quality steel. The 269 000 square metre factory in Johannesburg has a section used specifically for the evaluation of the steel used for every tank built. The steel panels need to be a specific thickness according to the amount of water the tank will hold.

Each panel undergoes a stress test to ensure the tank can hold the water and that the panels will not buckle under pressure.

All the steel components are also covered with a zinc coating (or hot dipped galvanized) ensuring no corrosion of any of the parts. This is vital to maintain the hygiene of the water being stored and also ensures the tanks will last for up to 40 years making them a worthwhile investment.

No UV rays can penetrate the steel protecting the water from algae build-up and the water is kept hygienic and drinkable.

Abeco has a few certifications but the two that stand out are the SANS certification and the ISO certification.

The SANS (South Africa National Standard) certification ensures that the tanks have been tested and certified that they conform to the South Africa Bureau of Standards (SABS).

The ISO (International Standards Organization) is made up of standards bodies from different countries worldwide.

This certification indicates that Abeco water tanks comply with the standards of 160 countries.

A clear strategy is needed by every business, home and community to ‘bank’ water for when there is a water shortage.

While its competitors store water, Abeco ‘banks’ water. They are the world’s first water bank and over the last 4 decades have earned a reputation that they can be trusted to provide an efficient and cost-effective water storage solution – a ‘savings account’ of hygienic, clean water that can be used during water crises by businesses, farms, Schools, communities, medical clinics etc.

The supply of water is never a given. The attitude towards its supply needs to change. Zambia like all other African nations has been given a warning about the crisis that arises when there is no water.

Water-saving and water-storing strategies need to be put in place by the Zambian government, industries, businesses, communities & homes.

Education is vitally important. The Zambian people need to be educated that water is a vital commodity and should not be wasted. They should be educated about how to save and how to store water at home and at work.

Businesses and homes should look at installing water recycling systems like a greywater recycling system and a rainwater storage tank. Both will save and store water that can be used in the garden and to flush toilets.

They should also install dual flush toilets and efficient taps with flow restrictors in the bathrooms. Together they will save more than 50% of water usage.

While Zambia endures the effects of a terrible drought, Abeco tanks stand ready to help the Zambian people go back to a normal and successful way of life.

President Hichilema leaves for Angola

11

President Hakainde Hichilema has left for Angola for a state visit at the invitation of his counterpart President of Angola Joao Lourenco.

The plane carrying President Hichilema took off from Kenneth Kaunda International Airport ZAF base at exactly 14:30 hrs today.

First Lady Mutinta Hichilema has accompanied the President to Angola.

President Hichilema and the First Lady were seen off by Foreign Affairs and International Cooperation Permanent Secretary, Isebelle Matyola, Secretary to Cabinet, Patrick Kangwa and Lusaka Province Minister, Sheal Mulyata.

Others were, Presidential Spokesperson Anthony Bwalya, State House Media Director Clayson Hamasaka and other senior government officials.

And according to the press statement made available to ZANIS today by Minister of Foreign Affairs and International Cooperation Stanley Kakubo, said the President will be in Angola from 11 to 12 January 2023.

Mr Kakubo said Zambia and Angola are strategic partners who have bilateral cooperation encompassing many areas of mutual interests at national, regional and global levels.

He said during the visit, the President is scheduled to hold bilateral talks with President Lourenco, which will focus on among others, key issues of infrastructure development pertaining to road, rail and air connectivity as well as the topical issue of energy.

He said the talks will culminate in a signing of Memorandum of Understanding (MOUs), including an agreement on infrastructure development.

Mr Kakubo noted that President Hichilema also agreed to address the National Assembly of Angola as well as travel to Benguela province where he is scheduled to tour the Lobito Port, the Benguela Railway Company and the Lobito Petroleum Refinery.

He said these are critical infrastructure projects of benefit to both countries as they will contribute towards the free movement of goods and services between Zambia and Angola.

Mr Kakubo further said this will also provide a possible alternative source of petroleum products for Zambia within close geographical proximity.

He said while providing an enabling environment for local and foreign businesses to flourish in Zambia, the government will continue to maximise on the untapped opportunities for trade and investment, together with tourism within the southern region on the African continent and beyond.

Croatian nationals plead not guilty to the offence of attempted trafficking in four children of Congolese origin

29

Eight (8) Croatian nationals have pleaded not guilty to the offence of attempted trafficking in four children of Congolese origin on the Zambian territory.

Appearing before Ndola Chief Resident Magistrate Dominic Makalicha on Tuesday morning, the four couples told the court that they understood the charge but were not guilty.

Particulars of the offence are that Damir Magic aged 44 and seven others on 7th December 2022 in Ndola on the Copperbelt Province jointly and whilst acting together did attempt to traffic a child namely Beatrice Magic within the territorial boundaries of Zambia for the purpose of exploitation.

The offence is contrary to section 3A (1) and 12 of Human Trafficking Act No.11 of 2008 as Amended by Act No.16 of 2022 of the laws of Zambia.

The Croatian suspects are Damir Magic aged 44, his wife Nadica Magic aged 45, Subosic Zoran aged 52, his wife Azra Imamovic Subosic aged 41, Ladislav Persic aged 42, his wife Aleksandr Persic aged 40, Noah Kraljevic aged 45 and his wife Ivona Kraljevic aged 36.

Magistrate Makalicha has since adjourned the case to 12th January 2023 when trial is scheduled to commence.

Meanwhile, the defence lawyer applied for bail on behalf of the accused as Magistrate Makalicha reserved the ruling pending the Thursday court appearance.

Defence lawyer Kelvin Silwimba said the offence his clients were charged with was bailable and that they were not a flight risk.

He contended that his clients will not interfere with the witnesses.

The youngest of the Congolese juvenile victims is aged 1 year and 3 months while the other three are all aged three.

Each couple has been slapped with a one count each.

It is alleged that Subosic Zoran, a musician and Immovic Subosic, a Constitutional Court administrator, on the same date did attempt to traffic a child namely Mariella Kalinde Immovic Subosic within the territorial boundaries of Zambia for the purpose of exploitation.

Furthermore, it is also alleged that Ladislav Persic, a veterinary doctor and Aleksandra Persic a dog beauty stylist on December 7, last year allegedly attempted to traffic a child namely Jona Asnate within the territorial boundaries of Zambia for the purpose of exploitation.

The other couple Noah Kraljevic, a human rights activist and Ivona Kraljevic, a proxy woman at their National Theater are also alleged to have attempted to traffic a child namely Jean Val Kraljevic within the territorial boundaries of Zambia for the purpose of exploitation.

BACKGROUND TO THE CASE

A combined team of Police and Immigration Officers in Ndola last December detained eight suspects after intercepting four young children of Congolese origin suspected to be victims of suspected human trafficking.

Copperbelt Police Commanding Officer Peacewell Mweemba at the time said Immigration officers at Simon Mwansa Kapwepwe Airport apprehend four couples all of Croatian origin after a tip off from the public.

Mr. Mweemba said documents provided by the suspects to do with the alleged adoption of the four children believed to have been issued by the Congolese authority are not genuine and Zambian officials are engaging their Congolese colleagues to verify the documents.

He said Zambian officials were engaging their Congolese colleagues to verify the adoption documents presented by the suspects.

Mr. Mweemba further identified the four child victims.

“Suspected Human Trafficking, be informed that on 06.12.22 at around 20:00hrs, the office of the Divisional Criminal investigations officer received information that there were some three white people who had booked rooms at Spree guesthouse in Kansenshi. They were seen with four young children of Congolese origin. Immediately, the regional immigration officer Mr Steward Chiyaka was informed to organise for some immigration officers to accompany police officers on investigations. The plan was to stop them at Simon Mwansa Kapwepwe at the time of checking in. On 07.12.22 at around 1200hrs, Immigration officers at Simon Mwansa Kapwepwe international Airport managed to intercept and apprehend four couples of Croatian origin, together with four (4) suspected Trafficked children of Congolese nationals,” he said.

“Their particulars are as follows;(1) M/Damir Magic aged 44, passport no. 335086407, and his wife F/Nadica Magic aged 45, passport no.251774604 a couple of Croatian origin. They were with their purported adopted child F/J/ Beatrice – Magic (new parents name) aged 1yr and 3 months of Congo DR, passport no.235045272 issued on 10.11.22.(2) M/Subosic Zoran aged 52, passport no.105013784 and his wife F/Azra Imamovic Subosic aged 41, passport no.313012354, both of Croatian nationals, with their purported adopted child F/J/Mariella Kalinde- Imamovic Subosic aged 3 of Congo DR, passport no.310507680 issued on 22.11.22. (3) M/Ladislav Persic aged 42, passport no.066469016 with his wife F/Aleksandr Persic aged 40, passport no.088641573, Croatian nationals, with their purported adopted child F/J/Kona Asnate- Persic aged 3 of Congo DR, passport no. 026473339, issued on 09.11.22, and (4) M/Noah Kraljevic aged 45, passport no. 267180188 and his wife F/Ivona Kraljevic aged 36, passport no.255816515, Croatian nationals, with their purported adopted child F/J/Jean Val- Kraljevic aged 3 of Congo DR, passport no.021104314 issued on 23.11.22,” Mr. Mweemba stated.

“Preliminary investigations indicate that documents to do with the adoption of the four children believed to have been issued by the Congolese authority are not genuine, and to this effect, the office of the Consular General of Congo DR were engaged through the office of the Regional immigration officer, Mr Chiyaka Steward. The position on the matter will soon be given, since the immigration is carrying out Investigations. The four couples have been detained at Chifubu, Kansenshi, central and Masala police stations, with two each, while the children have been taken to Social welfare facilities to be taken care of. Command will be updated on any development,” Mr. Mweemba said.

Manufacturing industry bemoans effects of load shedding

2

The Zambia Association of Manufacturers (ZAM) says the manufacturing sector has continued to suffer immense effects of intermittent supply of electricity despite ZESCO implementing a six-hour phased load shedding approach.

Reacting to the decision by the power utility company to spread out the 12-hour load shedding period per day in two phases, ZAM Executive Officer, Muntanga Lindunda, lamented that most manufacturers are still bearing the burden of high production costs as a result of increased fuel expenditure to run generators.

Ms. Lindunda said in a statement to the media that the manufacturers said companies are projecting to spend colossal amounts of money on diesel every month.

“The negative impact of this on the already overburdened foreign exchange requirements cannot be understated as the country’s fuel consumption will rise. This may inevitably have an effect on the exchange rate and inflationary targets in the country,” she said.

Ms Lindunda said ZAM acknowledges efforts which government is putting in place to mitigate the challenges associated with load shedding in the country.

She further said ZAM is encouraged by President Hakainde Hichilema’s efforts to address the energy situation.

President Hichilema yesterday met a technical working group constituted to address the energy crisis being experienced in the country.

Ms Lindunda has since commended the President for engaging energy stakeholders in trying to find a solution.

She has meanwhile called on government to hold accountable those responsible for planning the energy supply in the country for any shortcomings.

She also said ZAM wants to see the removal of excise duty from captive power plants which she says can be encouraged by ensuring that they supply a higher portion of their energy to the grid as an incentive.

Ms Lindunda said the government should also look into investing in other sources of energy which encourage industrialisation in the country.

“Considering the importance of the sector to economic growth, it is recommended that government increases the power supply during production hours to avoid manufacturers passing on the increased cost to consumers,” she said.

I take full responsibility for current load shedding – ZESCO Board Chairman

50

ZESCO Board Chairperson Vickson Ncube has taken the blame for the loadshedding that the country is currently faced with.

Mr Ncube stated that if he had looked at the flow of the waters he would have been able to anticipate that when the country hits a certain time, the water levels will not be able to generate electricity to full capacity, adding that he would have also looked for solutions in the neighbouring countries with power as this would have enabled him to mobilise solutions to the potential problem.

“With Loadshedding there’s a failure on the natural part and the human part, on the natural part I can’t explain it, I will just mention that our hydrology is poor, our water reservoirs are also poor, no matter what we do, we have no control over the natural part, and on the human part we should have anticipated on that because in leadership theres anticipation of a problem so that when it comes, you are ready to face it, so, to that extent I shall take responsibility by stating that we failed the nation as ZESCO and as Board Chairman I take the full responsibility, I should have been better informed, and aware by measuring my hydrologies, looked at the projection and see at what point, we are going to hit a crisis, and I should have started fining for inteverning measures so that by the time the crisis comes, am ready to meet it and I wasn’t,” he explained

In responding as to whether he misinformed the President who assured that load shedding is the thing of the past, Mr Ncube admitted to have misinformed the Head of State because if he had given him correct information, the President wouldn’t have made such a statement, adding that the President does not seat at ZESCO everyday, neither does he seat on the ZESCO Board, but he rather gets information through ZESCO and if they give him information and he then uses the same information to inform the nation, then as ZESCO they must take the blame.

“The problem then comes in sometimes when you become arithmetical and not practical, you look at your generation capacity, I look at all our electricity generation stations, Kariba with 1080 megawatts, Kafue Gorge ABOUT 900 megawatts, Kafue Gorge lower with now seating at 600 megawatts, Itezhitezhi seating at 120 megawatts, Maamba with 300 megawatts and many other smaller power stations, and I look at my maximum demand of 2200 megawatts from 3400 megawatts, but am not looking at the underlying factors that will affect the generation, am just looking at the demand versus the capacity but when the circumstances in the generation change, I am blind sided, so that is where the problem comes in,” he disclosed

He further disclosed that there is a bigger problem that might be faced if eversive measures are not taken right now, explaining that if any of the machines sucks water combined with air they will be messed up, and this will that the situation can only be corrected in about 18 months which will be dependant on the damage caused, as a power utility company putting in place immediate measures, four machines where shut down and only remained with two operating even though the two machines are not operating to full capacity, where instead of generating about 180 megawatts, they all generating about 125 megawatts.

He admitted that the Patriotic Front – PF curbed load shedding completely but it has come back because of the mismanagement plus nature (low water levels at Kariba Dam) and he has apologized for this.

The ZESCO Board Chairperson, noted that the power utility company still exports power to neighboring countries because they want to cushion a huge debt which is now amounting to US$3.3 billion.

Mr Ncube has since assured the nation that load shedding is likely to end in March if things are put in place accordingly.

Environmental Health Expert calls on the Ministry of Health to quickly heighten COVID-19 health guidelines

Environmental Health Expert calls on the Government to urgently heighten COVID-19 prevention measures.

“The resurgence of COVID-19 should be taken seriously”, said Mr William Phiri, an environmental health specialist who is also the Head of Strategic Partnerships, Innovations and Business Development at the Lusaka Environmental Health University (LEHU).
He explained that the new COVID-19 cases that have been recorded, are a wakeup call to all Zambians who in the past few months have seemingly put their guard down.

Mr Phiri emphasized the importance of adhering to the well-known and yet not-so-well observed five golden rules, namely: 1. Washing hands frequently with soap and water or using an alcohol-based hand sanitiser, 2. Wearing a clean face mask correctly and consistently whenever in a crowded public or private place, 3. Keeping physical distancing, 4. Avoid crowded places, and 5. Visiting the nearest health care facility whenever unwell.

He noted that observing the five Golden Rules would prevent lockdowns which in the past have had a negative impact on the economy.

Mr Phiri disclosed that the Lusaka Environmental Health University will endeavour to work in close collaboration with both Government and the private sector in adopting epidemic prevention and mitigation measures

Meanwhile, the Ministry of Health says the government is aware of the surge in the number og COVID-19 cases across the country.

Ministry of Health Permanent Secretary in charge of Technical Services Lackson Kasonka stated that the Ministry of Health is keeping watch to ensure that the country does not spiral out of control as the rise in COVID-19 cases is different from what the country had previously experienced.

Mr Kasonka added that the country should return to putting in place preventive measures starting with masking up, washing hands, maintaining social distance and congregating when necessary.

“We as the Ministry of Health through the Zambia Public Health Institute keep nature of the COVID-19 situation, remember we have always said that COVID-19 will not end anywhere until it ends everywhere, there’s COVID in China, and we are getting the spill over from there, so, we have recognised that in the last two weeks the number of patients testing positive for COVID-19 according to the statistics have continued to rise hence, we are not alarming anybody as the rise not what we experienced in the past as it is a steady rise, that we should be worried and concerned about, and as the Ministry of Health, we are trying to ensure that this doesn’t go out of control, you can see that we have started wearing masks in our hospitals starting with ourselves as health workers,” he disclosed

Mr Kasonka cited the need to going back to putting in place the five golden rules prevent measures starting with masking up, observing social distancing, using an alcohol based hand sanitizer, and washing hands with soap.

He noted that when the Ministry sees that the situation is getting worse, as technocrants they will seek recommendations on what next to do from the committee as it is in the best interest of the Ministry that the security and safety of the Zambian people is ensured.

“For us we have learnt a lot of lessons from COVID-19, which is very good for us, as it will help us to know exactly what to do in an event that the situation gets out of hand, but again we are hopeful that given the vaccination coverage we have attained so far, we may not go back to that situation we where in, in the past, but this doesn’t mean that we should seat back comfortably and relax, lets continue to get vaccinated against COVID-19,” Mr Kasonka said

Loadshedding has brought misery to Zambians – Harry Kalaba

10

Citizens First President Harry Kalaba says the power disruption that the country is currently facing has brought alot of misery to the people of Zambia especially for those who run and manage small businesses.

Mr Kalaba added that the power cuts have caused doom for those run small businesses such as barbershops, salons, welders, butcheries, and many other small businesses, as they are the ones who are heavily affected.

He noted that this load shedding is now affecting big companies and shopping malls as they have not be spared and as result of that business has become very slow which also hinges on the economy thus, leading to the economic growth being stagnant as there are not incentives happening in the economic which is also affecting whole enterprise of living in the country.

Mr Kalaba mentioned that the justification by the power utility company ZESCO that there is poor rainfall pattern that has caused low water levels at the Kariba North Bank, is not true because the country has not experienced any draught in last three years and the only challenge was in 2017 to 2018 when the country experienced a draught, so, ZESCO cannot just say that load shedding is because of the rains.

“We are of the view that, the challenge has been because our colleagues in government now managed to get rid of everybody that was working at ZESCO and brought in their own people, those who had the plan to push the agenda forward to end loadshedding are not there, and institutional memories were erase in the process, so this is why we are where we are today and we are shooting in the dark,” he said

He stated that ZESCO is not operating the way it should be, adding that a quasi government institution cannot be operating in the manner that ZESCO is operating now because Zambia is a country that should be leading a way now when managing parastatal companies such as ZESCO, but it’s a pity especially that they had to ask some people to leave and employed many more people who are affiliated to the United Party for National Development – UPND but its not the way things should be.

He said that the President taking a tour at Maamba Collieries and Kariba Dam, does not offer any solutions because the solution is about being focused by understanding the electricity management in the country.

Mr Kalaba said that the seeing the splitting of the 12 hours of load shedding as a relief is quite shocking because the Minister of Energy had informed the nation that ZESCO had reduced the number of megawatts there where exporting outside the country and as a result of this reduction, the Citizens First Party expected that the number of loadshedding hours will also be reduced.

“There was an outcry in the country where all of us in the opposition and ordinary citizens where saying the 12 hours of load shedding is too much, stop exporting or at the least reduce the number of megawatts being exported and the government heard this call that was made by Citizens First and announced that they have reduced on exports but they have not told us how many megawatts that they have reduced in terms of exporting, they haven’t also told us the countries which will be affected because of this reduction, and they have not told us as to whether the reductio in the exporting of those megawatts is going to have an effect on the number of hours that we are currently facing for load shedding, so we are shocked that instead of telling us that they have reduced on the load shedding hours, they are saying that they are staggering, but is that how you do things when you reduce on the number of exports of megawatts,” Mr Kalaba explained
