Sanitation services by all segments of the population is a key component of all aspects of sustainable development

0

Copperbelt Province Permanent Secretary Augustine Kasongo has said access to water and sanitation services by all segments of the population is a key component of all aspects of sustainable development.

Mr. Kasongo said there is a need to enhance access to clean water and sanitation services for people in rural and urban areas as it would help to promote hygiene in communities.

He said poor water supply, sanitation and hygiene (WASH) are the main causes of infections such as cholera and diarrhea and that it continued to be the leading cause of death in children under the age of five in Sub-Saharan Africa.

Mr. Kasongo said this when he officially opened the planning and review meeting on the implementation of WASH activities for Copperbelt province in Ndola on Thursday.

“Access to water and sanitation services by all segments of the population is a key component of all aspects of sustainable development and this challenge becomes more important when the population growth by 2030 is factored in. In 2015 only 40 percent of households in Zambia had access to improved sources of sanitation. Additionally, 27 percent of people in the urban areas and 85percent in rural areas had no access to improved sources of sanitation. The proportion of households accessing improved sources of drinking water increased from 63percent in 2010 to 67.7 percent in 2015. Households in urban areas had more access to improved sources of drinking water at 89.2 percent compared to households in rural areas in 2015. Poor water supply, sanitation and hygiene (wash) are the main causes of infections like cholera and diarrhea and inadequate wash continues to be the leading cause of death in children under the age of 5 in sub-saharan Africa. There is a need to increase levels of access to clean and safe water and sanitation services for people in rural and urban areas. Low cost, high impact wash interventions which promote hygiene and sanitation in our communities would greatly help,” he said.

“In line with the government’s eighth national development plan, vision 2030 and the sustainable development goals the government will prioritize investments in schools, health facilities and public places like markets and bus stations by ensuring that these places have improved access to adequate sanitation facilities. Resources will be harnessed through the development of climate change resilient infrastructure in order to ensure that water security is assured. The ministry of water development and sanitation is the lead agency for the water and sanitation sector at the national level and is responsible for sector oversight and policy development. The ministry is also in charge of strategy development, resource mobilization, consolidation of monitoring and evaluation and reporting for the water sector as a whole. The ministry of local government is also an important part of the sanitation sector in Zambia as it is responsible for ensuring service provision. The 1991 local government act cap 281 0f the laws of Zambia confers the responsibility for sanitation provision to the local authorities. the law states that government shall make specific grants from the national fiscus to the local authorities for the discharge of its functions among them water supply and sanitation to the area falling under its jurisdiction, except in any area where a person provides such services solely for that persons own benefit or a utility or a service provider is providing such services. At district level, the responsibility for implementation and monitoring of sanitation and hygiene rests with the district councils,” Mr. Kasongo said.

Mr. Kasongo explained that in 2015, about 40 percent of households in Zambia had access to improved sources of water and sanitation and that 27 percent of people in urban areas and 85 percent in rural areas had no access to improved sources of sanitation.

He however said the proportion of households accessing improved sources of drinking water increased from 63 percent in 2010 to 67.7 percent in 2015.

Mr. Kasongo further said in 2015 households in urban areas had more access to improved sources of drinking water at 89.2 percent compared to households in rural areas.

“The Ministry of Water Development and sanitation (mwds) through the department of water supply and sanitation is implementing the nrwssp phase2 through you the local authority and to some extent the commercial utility(cu) as the main implementing agencies. In the rural areas the (cu) shall assume responsibilities for the rehabilitation of growth centers that have piped schemes. in public institutions such as schools and health facilities, water supply and sanitation shall be the responsibility of the respective institution. The commercial utilities could have been mandated to extend service provision under the newly developed framework in order to support sustainability of services in rural areas. The regulation of service provision for rural water supply and sanitation will ensure that an adequate and affordable water supply of good quality, as well as safe sanitation is accessible to the population of Zambia. The national rural water supply and sanitation program has four main objectives which are, firstly, to increase and improve the number of functioning water supply facilities in rural areas through systematic investments in new water supply facilities, rehabilitations, proper operations and maintenance of existing facilities,” he said.

Mr. Kasongo continued:”secondly to increase access to adequate and appropriate environmentally friendly sanitation facilities by 90% by the year 2030 at both household level and public institutions in rural areas through hygiene promotion, sanitation marketing, construction of facilities and legal enforcement. To strengthen systems for enhanced service delivery in the water and sanitation subsector. Lastly to improve the performance of rural water supply and sanitation sub- sector in planning implementation and management of rwss services through effective monitoring, evaluation and reporting. The president of the republic of Zambia, His Excellency Mr. Hakainde Hichilema last year directed the ministry of local government and rural development to do away with pit latrine in schools in the next 3 to 5 years.”

“Therefore, the mwds shall only construct waterborne sanitation facilities in order to improve access to basic sanitation going forward. The government has demonstrated a serious commitment towards improving access to safe and clean water by increasing budgetary allocation to this sector. It is essential that this level of commitment is sustained to ensure that targets in the vision 2030 are met.I want to implore the local authorities, the water utilities and the cooperating partners present here to prioritize ‘no regrets’ interventions in improving water supply, sanitation and hygiene in your areas of operation. Investing in water, sanitation and hygiene is the necessary foundation for a healthy and productive population. Investments in wash are what we call a no regrets investment, which supports human rights and saves lives.”

“The economic benefits of sanitation are about five times the cost and improving hand hygiene can generate savings in health expenditure of up to fifteen times the cost. For that reason, investing in wash is critical to preventing both pandemics and local outbreaks. As we already know, WASH is the first line of defense against Covid 19 and so many other diseases such as cholera, typhoid, diarrhea to mention just a few. Provision of safe drinking water, sanitation and hygiene is crucial to human health and well-being. Safe wash is not only a prerequisite to health but contributes to livelihoods, school attendance, and dignity and helps to create resilient communities living in healthy environments. Safe and readily available water is important for public health, whether it is used for drinking, domestic use, food production or recreational purposes. Improved water supply and sanitation can boost countries’ economic growth and can contribute greatly to poverty reduction,” Mr. Kasongo concluded.

Chivuta :Let’s Give Grant Support

2

Ex-Chipolopolo midfielder Noah Chivuta has asked Zambians to support new National Team coach Avram Grant.

Israeli Grant, the former Chelsea and Ghana coach, was unveiled by FAZ on Thursday after signing a two-year deal.

Chivuta said there was a need to be positive about Grant.

“FAZ just unveiled our new coach. Let us put our feelings and critics aside for now. He is our coach for 2 years, and he will achieve nothing if we don’t help him and support him,” Chivuta posted on facebook.

“He needs us to be behind him and help him take our national team to the Promised Land. It’s been a long time since the nation celebrated something good from our national team.”

The 2012 Africa Cup winner said Zambians should be patient as Grant trains Chipolopolo.

“All being said, Zambia is our country and the coach is here now. Let’s shift the focus on positive things that will lift the team. Let’s be patient with him and let him do a good job of building a strong team. Results will not be seen immediately but progressively until we get where we want to be,” Chivuta said.

Grant has taken over the Chipolopolo hot seat from Croatian Aljosa Asanovic who resigned as Zambia coach last September after a pay dispute.

Zambia China – Mulungushi Textiles Cotton Out grower Scheme collapses

2

The Zambia China – Mulungushi Textiles Cotton Out grower Scheme has collapsed.

The Joint Venture General Manager, Colonel Canisius Chola, says due to failure to reach an agreement that could have culminated into a Memorandum of Understanding (MOU) the scheme has been suspended.

Col. Chola, in an interview on Friday explained that the scheme , established in late 2019 lacked an MOU, budget plan and finances to sustain the undertaking.

“ The scheme from the inception was marred with a lot of anomalies in relation to the manner the scheme was initiated.

“ The project has taken root in Mumbwa under China Africa with over 1, 000 seeds distributed to farmers, Joint Venture pulled out because the scheme was not realistic, “ he said.

The Joint Venture General Manager reasoned that going into an agreement without an MOU was detrimental to the textile company, especially in an event that the other partner sells everything because of legal implications.

Col. Chola said the scheme has, therefore, been suspended until further notice because Textile Company is not ready to enter into unsustainable partnerships that might put its operations at risk.

Government is looking for better ways to revamp the textile industry by coming up with innovative and sustainable ways that will improve the country’s economic status.

Already plans are underway to produce garments for the Military departments but that all this hinge on predictable and robust out-grower scheme.

Col. Chola further said the province and the country as a whole, has shown great potential to produce garments using fiber, silk and recycled materials but this requires adequate expertise and technology.

“ The country could equally venture into exchange programmes with other countries to further capacitate the employees to be abreast with modern ways of garment manufacturing, “ he added.

Col. Chola has urged for partnerships with countries that are doing better in the textile industry like Tanzania and Kenya which are using sisal and Banana to ignite growth and expansion.

Zambia had been in camp for the last fortnight in Lusaka to prepare for their first international friendly since the team was constituted in September.

“The planned friendly between the local assemblage of Zambia and Kuwait has been postponed,” FAZ said in a statement.

“FAZ General Secretary Adrian Kashala says the Kuwait FA had informed their Zambia counterparts that the match would not take place on Sunday as scheduled due to unforeseen circumstances.”

Zambia was scheduled to use the friendly as early preparations for their Morocco 2023 U23 AFCON final-round qualifier against defending champions Egypt this coming March.

The U23 AFCON is the Africa zone’s qualifying tournament for the Olympic Games.

The top three finishers at the U23 AFCON automatically qualify for the Olympics while the fourth-placed side goes through a playoff against an Asian opponent.

Poor water and sanitation major contributors to disease outbreaks

1

Copperbelt Permanent Secretary Augustine Kasongo says poor water supply, sanitation and hygiene (WASH) are the main causes of infections such as cholera and diarrhoea.

Mr. Kasongo says that the said infections have continued to be the leading cause of death in children under the age of five in Sub-Saharan Africa.

Speaking at the official opening of the planning and review meeting on the implementation of WASH activities in the province, Mr. Kasongo said access to clean, safe water and sanitation services by all segments of the population is key component to sustainable development.

“ There is need to enhance access to clean water and sanitation for people living in rural and peri-urban areas in order to promote hygiene in communities, “ he said.

In 2015, about 40 percent of households in Zambia had access to improved sources of water and sanitation and that 27 percent of people in urban areas and 85 percent in rural areas had no access to improved sources of sanitation.

However, the Permanent Secretary observed that said the proportion of households accessing improved sources of drinking water increased from 63 percent in 2010 to 67.7 percent in 2015.

Mr. Kasongo aid in 2015 households in urban areas had more access to improved sources of drinking water at 89.2 percent compared to households in rural areas.

Political party violence caused state of conflict in Zambia – SACCORD

5

Southern African Center for Constructive Resolution of Disputes – SACCORD Executive Director Boniface Cheembe notes that from 2016 to 2021, Zambia was in a very serious state of conflict.

Mr Cheembe disclosed that in 2021 Zambia slipped from being the 41st most peaceful country in the world to the 71st most peaceful country in the world from 2020 to 2021, as this happened within a short period of time.

“In the same period, Zambia slipped from being the 4th most peaceful country in Sub saharan Africa to the 13th most peaceful country in sub saharan Africa, this was within a period of 2020 to 2021, and that goes to show that peace is very precarious if you don’t invest right, if you don’t incorrectly especially in conflict prevention measures, you are likely to experience a deterioration of peace and you are likely to see a reduced levels of peace in a country, ” Mr Cheembe explained

Speaking on HOT FM Hot Seat Programme today, Mr Cheembe said that looking at the extent to which people have been able to attend to issues of trauma, in terms of violent manifestations of conflict as evidence by acts of political violence in the country, one of the effects of that violence is trauma, thus, having a country that has got fairly high levels of trauma on accounts of political violence and there has been literally little work done to address this trauma.

“This trauma has got its own effects, if you don’t attend to trauma it leads to what we call the victim perpetrator cycle, where those who were once victims of acts of political violence when they are in a cycle stronger state compared to their counterparts they become perpetrators of political violence, and this happens when theres no investment in dealing with issues of trauma in a given country, this is why when acts of political violence are reported they are always alleged that the ruling party has done it,” he mentioned

He cited that Zambia has now become a serious victim in terms of lack of investment in conflict prevention, peace building because of the perception that Zambia is an oasis of peace, and the results are all there to see, adding that the detoriation in the levels of peacefulness are clearly indicated in terms of the global peace index GPI statistics from 2020 to 2021 when within a very short period of time, the quality of peace in the country was lost.

“The most worrying thing is that from 1964 to date, where we have done literally nothing to address issues of trauma and if we continue to do nothing to we will continue to see the victim perpetrator cycle and we will also continue to see what ws may call revenge acts depending on who is in power and who is out of power” he said

Mr Cheembe explained that following the 2016 General Elections and the tension that resulted from, especially over a petition that was never heard, is that there was a clear identification that the Constitution of the Republic of Zambia was a very serious source of conflict and that something needed to be done to it, adding that shortly after the 2016 General elections, unfortunately there was a traffic offence incidence where the biggest opposition party leader who is now the Republican President was arrested and within that period discussions had started for the Constitution to be amended which was seen as a fundamental basis and source of conflict and tension for the nation.

“After the arrest was made, all of us went into advocacy by stating that this is creating further tension in the country, and its dividing the country and if anything was to happen to this leading leader who has been arrested, Zambia will be in serious problems, and we called for dialogue and upon calling for dialogue we requested that he is released and there efforts that where made as externals came in (the commonwealth) and eventually the UPND leader was released, and after he was released, we continued to engage into consultations interms of what more could be done to address the difficulties that this country was going through,” he further explained

He highlighted that broadly speaking, issues of legal reforms where identified, so the Constitution, the Public Order Act, civility in the politics, taking into consideration issues of violent communication kind of language that was used, so that they don’t deal with just the physical aspect of issues violence but also deal with the structural and also the intangibles tend to contribute towards acts of political violence in this country.

He further highlighted that issues where clearly identified, discussions in terms of what form or modalities can be used to address these issues and ensure that they bring about the peace and unity that they want to have in the nation, and this task was given to the commonwealth who drove a process and SACCORD was part of that process behind closed doors and SACCORD was consulted on every step that should be undertaken, and in SACCORD’s view, this was executed very well.

“Troubles came in interms of the two biggest political parties, where who should lead the process is concerned, on the part of the then ruling party the Patriotic Front (PF) there was some discomfort with the commonwealth as external entity leading the process and they thought that bringing them into the picture the Zambia Centre for Interparty Dialogue would be helpful, and the UPND on the other hand where comfortable with the commonwealth by saying look we would be even further comfortable with having the church lead the process and they where abit uncomfortable with the Zambia Centre for Interparty Dialogue, so, the issue was who should lead the process, in principle both the PF and UPND and indeed more stakeholders in our governance process where agreeable that we should dialogue and that we should address the fundamental sources of conflict in our country, there was no dispute about that,” Mr Cheembe disclosed

Kitwe NGO, former COBUSU leaserhip welcome proposed ZNS voluntary training

2

A non-governmental organisation known as Beautiful Gate-Zambia has suggested that the planned re-introduction of voluntary Zambia National Service (ZNS) training by the government should be made a prerequisite for entry into the defence force or receiving a scholarship for tertiary education.

Beautiful Gate-Zambia is a non-governmental organisation looking after the vulnerable children in Zambia.

Beautiful Gate-Zambia Executive Director, Bill Kaping’a, on President Hakainde Hichilema’s pronouncement yesterday during the ZNS jubilee commemorations in Chongwe that government was contemplating introducing voluntary Zambia National Service training for youths, Mr Kaping’a said the initiative was long overdue.

He told ZANIS in Kitwe yesterday that the pronouncement is good as it will help reduce illicit activities by youths because they will have something to keep them busy.

Mr Kaping’a however said the plan should be executed as an assurance to the youths for jobs in the defense forces or education scholarships to motivate them.

He also noted that the training will help groom the youths into responsible citizens, as they would also acquire life support skills such as bricklaying, tailoring, agriculture, poultry and shoe making among others which they can later use in their lives.

“This is a good move as it will help keep busy the youths that complete grade 12 as they wait to go into university, but then those that undergo this training should be given preference when recruiting defense force officers and in the awarding of scholarships by the Higher Education Loans and Scholarships Board just to encourage the youths to undertake this training,” he said.

Mr Kaping’a however bemoaned the low levels of the spirit of volunteerism among youths which he said may lead to the failure of the programme if it is not well planned to motivate them.

He alleged that many modern youths lacked the spirit of volunteerism and were more interested in fast money.

And former Copperbelt University Students Union (COBUSU) president, Lawrence Kasonde said the initiative by the President will help youths who are not in employment acquire life survival skills.

Mr. Kasonde also noted that the programme will keep youths away from criminal activities and from being used as tools of violence by politicians.

“If you look back, the ZNS training programme helped a lot of our parents to learn a lot of skills such as carpentry and plumbing, it is also going to help unemployed youths. So for me, it is a good move, and to the youths I would urge them to take advantage of this programme which will enable them to get skills for free,” he said.

And former Copperbelt Students Council chairperson, Niza Phiri, suggested that the programme be a revolving one where one can go for training and after a stipulated period of time, graduates to give room to others.

Mr Phiri said the move will help cushion the problem of unemployment among youths as they will be able to acquire skills which they can use to start running their own businesses.

In the past, the compulsory ZNS training for school leavers was used to instill discipline and the spirit of patriotism among youths.

Let’s brace ourselves for more tailor-made lies by HH and UPND

23

By Wynter Kabimba Economic Front President

I am not a regular football fan but I was ecstatic to watch the FIFA World Cup final match between Argentina and France on Sunday 18th December, 2022. The evenly matched teams displayed skill and professionalism and the play was no doubt hilarious.

Coming from such an event I was on Tuesday, 20th December, 2022 dispirited watching the press conference by HH and carefully listening to him about his view of the state of the economy and the affairs of State. I felt like taking some sedatives or paracetamol for the duration of the press conference. His want of communication skills although not of his own making, is something to make one fret. But this is not his only deficiency. More than one year in State House as president, the seat he craved so much for for 23 years, his ignorance and lack of grasp of basic facts is more than embarrassing. His logic is warped and incoherent. HH is still steeped in his economics text book scholarly works that figures do not lie and, therefore, the more people believe in those figures and graphs, the more they should come to believe in the improvement of their standard of living. That a drop in the inflation rate from 24% under PF to 09% under UPND is a major correlative improvement in the people’s cost of living even as hunger and abject starvation are loaming large across the country.

When Donald Trump was facing resistance from congress against selling US military hardware to Saudi Arabia following the killing of the journalist Jamal Kashoggi in 2018 in Istanbul, his response was that the US would lose the Saudi market and hence give that business opportunity to China. HH expressed a similar view using Trump’s logic when asked why UPND is exporting power to neighboring countries at the expense of those who voted for him and now have to endure long hours of loadshedding, saying that the market for power supply to these countries is good business for the country. According to him as a capitalist or a product of the said system, business is paramount even if it does not serve the interest of the people, the owners of the power he is exporting. The argument as put forward by one of the ingenious young reporters that the export of power would adversely affect the economy and the people went unheeded.

It was clear to me that HH does not have the time or privilege to read any briefs as president. He acts like someone who knows it all. As a result, he is a cause of embarrassment to the press conference audience outside the coterie of his praise-singers. He did not seem to know or understand for example, that the abolition of the death penalty would entail a repeal of article 12 of the constitution which provides for death sentences for some capital offences and that he does not have the requisite two-thirds majority in parliament to undertake that task.

Outside all this, HH has todate shown no remorse for the litany of lies he churned out to the Zambian voters while in the opposition which he has failed to fulfil. Instead, he continues to promote and spread the monotonous narrative that the PF should remain culpable for the bad state of the economy todate, if not forever.

What was most interesting at the end was his U-turn and his taking solace in the five-year election mandate to allow him to deliver on his campaign promises. This is contrary to his earlier 100 days, five months and one year benchmarks. I am reminded of Antonio Itube in his book. The Librarian of Auschwitz when he says “Truth is put together by destiny, it’s nothing more than a whim of fate, and a lie on the other hand is more human; it’s created by mankind and tailor-made to purpose.’’

Let’s brace ourselves for more tailor-made lies by HH and UPND.

President Hakainde Hichilema of being out of touch with reality, He is focused on pleasing Foreigners

19

Opposition Patriotic Front (PF) Media Director Antonio Mwanza has accused President Hakainde Hichilema of being out of touch with reality in his first fifteen months in Government.

And Mr. Mwanza has branded President Hichilema’s press conference held in Lusaka last Tuesday as a sad show to watch.

Featuring on UNZA Radio on Thursday morning, Mr. Mwanza said the press conference exposed that President Hichilema was out of touch with reality.

Mr. Mwanza said he was worried that the Head of State believes that the country’s economy and the standard of living is good when the prevailing situation on the ground is different.

Mr. Mwanza expressed concern that the country has a President who has focused on pleasing foreigners at the expense of the local people who gave him the mandate to lead them to greater heights.

“Zambians are aware of the serious economic challenges they are going through. I heard one day, my young brother, Anthony Bwalya, who is the spokesperson for the President, saying that the cost of living is very good. It’s manageable. It is the Patriotic Front who is using propaganda to claim that the Zambian people are suffering. Now you must know that comrade Anthony Bwalya doesn’t speak for himself. He speaks for the President and when he issues a statement, in his capacity as the presidential mouthpiece, it simply means that that is the view of the President himself,” Mr. Mwanza said.

“And like they say, the apple doesn’t fall very far from the tree. In case someone might have thought that what Anthony Bwalya might have told the Zambian people that kulibe mavuto, Zambia mulibe mavuto, bantu bakudya three times a day, fuel is cheap, in case someone might have accused Anthony Bwalya of speaking for himself, and not the President, that doubt was removed two days ago when his Excellence, President Hakainde Sammy Hichilema held a press briefing where actually, he doubled up on what Anthony had said. The press briefing of the President exposed a President who is completely out of touch with reality. The President, who lives in his own world, in his own imagination, in his own fantasy, in his own reality. It was a sad show to watch. The President had six agenda items. Simple, straightforward points which could have taken the President 20 minutes to read and the media another 20 minutes to ask questions and for him to respond,” Mr. Mwanza said .

He said it was unfortunate that President Hichilema dodged important questions from journalists pertaining to key national matters at the press conference.

“Simple question from Costa Mwansa. Your Excellence, what is your position on the crisis in the mining sector? Mopani, KCM and now FQM. There is a crisis on the Copperbelt. What is your position? What is your government doing? The President started talking about Japan, about cadres, he is a man in his own reality and you must be scared. If you’re a Zambian, you must be concerned that you have a President who lives in his own reality. The President confirms that Zambians are not suffering. According to him, Zambians are doing very well. According to him, Zambia is an exceptional country with an exceptional President where the whole world is coming to him, I don’t know which world comes to him and admires him. I guess it’s the world of the owners of the mines who are making billions of dollars from this country because they have been given tax holidays,” Mr. Mwanza remarked.

He said President Hichilema was unpopular among Zambians despite receiving praises from foreigners.

“I think those are the people that come to him, adore him and appreciate him. For a woman in Kalingalinga who has to pay K27 per liter for diesel to run a gen set to run her business, they cannot agree with that President. For a student, for this academic year, who has been left out of sponsorship because this government doesn’t care even when he has the correct points, he cannot agree with that President. For a farmer, who has failed to get his Urea today on the 22nd December 2022, for a farmer who has gone to a shop and found fertilizer at K1, 250 per bag cannot agree with that President? For a taxi driver, for a bus driver, who has to pay double the amount he used to pay because fuel prices have doubled, he cannot agree with that,” Mr. Mwanza added.

Chipolopolo Pick Avram Grant

4

Israel born trainer Avram Grant has been unveiled as new Chipolopolo coach on a two-year-contract.

Speaking during the unveiling ceremony in Lusaka on Thursday, Grant said he was delighted to be appointed Zambia coach.

The former Chelsea and Ghana coach acknowledged training the 2012 Africa Cup champions would be daunting.

“I am very happy to be here. It is my first time in Zambia. I am looking forward to coming back here and doing work. As you know I came here as a football coach. I think Zambia has the potential,” Grant said.

Grant has taken over the Chipolopolo hot seat from Croatian Aljosa Asanovic who resigned as Zambia coach last September after a pay dispute.

“We have set targets of what we want to achieve and I want to thank the President Andrew and the executive for choosing me and for giving me an opportunity to take Zambian football forward which I think Zambia deserve,” Grant said.

FAZ president Andrew Kamanga is expecting Grant to revive Chipolopolo’s fortunes.

“We believe that with the coming in of Mr Avram Grant as Chipolopolo coach, we will be back among the elite of the African game,” Kamanga said.

“Mr Grant is a well-known figure in the global game having served in some of the most prestigious posts before,” he said.

Received, thank you.Well received, thanks.Thanks a lot.

President Hichilema must engage China on a high diplomatic level-Mukwita

23

Ambassador Anthony Mukwita has advised the government of President Hakainde Hichilema to engage China as a matter of urgency and explain the diplomatic hic hup recently caused by the United States senate committee for international relations that claimed that Zambia will now only deal with America and not China.

Ambassador Mukwita made the call on a live television interview with the widely followed Diamond TV available on DSTV and Facebook hosted by Andrew Mwansa where he also called on the government to categorically state where they stand on ´Zambia, China and the United States relations.´

“We saw a twit by a ranking member of the US senator Mr Jim Risch stating as a fact that he had discussions with our President Mr Hakainde Hichilema regarding China and that Zambia will now deal with the United States and not China which was undiplomatic in the absence of a statement from Zambia,” Ambassador Mukwita said, “in the absence of a clarification from the President’s office, right thinking Zambians and China are at sea. We need an explanation, has Zambia abandoned China for Uncle Sam or not? No one is talking.”

Mr Mukwita, the former Ambassador of Zambia to the Federal Republic of Germany, published author and academician expressed concern that Zambia was getting entangled in a ´Thucydides Trap´ of a geopolitical war between China and the United States where Zambia would never win.

He gave an example of the stupendous amount of money the United States is spending supporting the war between Ukraine and Russia raging for ten months now where the United States has burnt US$19 billion already for Ukraine alone when Zambia has a US$15 billion foreign debt.

On the same programme, the Ambassador who is also an award-winning World Bank Investigative Journalism award winner said the only time Zambia will cease being foreign powers in geopolitics is when it becomes economically independent.

“It is sad that with all our copper and cobalt and arable land we still remain power and sway to the whims of foreign powers,” Ambassador Mukwita said.
He has written another book on the rise of China in Africa which is expected o be o the shelves and Amazon in January 2023, giving a critical look at Zambia´s relations with China and the United States as it relates to ordinary Zambians.

Ambassador Mukwita also expressed concern that it took President Hichilema about ten months to engage China, Zambia´s single largest creditor (Zambia owes China US$6 billion) while he openly shook hands with the west.

Mine suppliers, contractors call for recapitalisation of Mopani, KCM

1

The Association of Mine Suppliers and Contractors has welcomed the pronouncement by President Hakainde Hichilema that government is still working on the process of unlocking Mopani Copper Mine and Konkola Copper Mines.

Speaking in an interview with the media in Kitwe today, association President, Coster Mwaba, however said the mine suppliers and contractors still insist that government recapitalises the two mines while working on the process of unlocking them.

Mr Mwaba said recapitalising the mines will make them operate at a level that will enable them to support suppliers and sustain salaries and other operational costs.

He stated that currently, the two mines were struggling to pay suppliers and contractors, which he said was making life hard for people in the Copperbelt Province as most businesses rely on the mines.

He also noted that it will be difficult to find equity partners or investors for the two mining companies if they accumulate more debts and their assets depreciate.

Mr Mwaba observed that it would be more costly for the new investor to recapitalise the two mines later if they are left in their current state.

“Our position has always been that whilst we agree with the roadmap the government is taking in resolving the issues at both Mopani and KCM, they need finance or allow the current structure to raise the finance and operate the assets up to the time when the negotiations will be concluded. The longer the government is taking, the more the mines are going under,” he said.

And a Kitwe based Mining Researcher, James Musonda, said President Hichilema emphasised private ownership of mines by Zambians and not public ownership.

Dr. Musonda said increased public ownership of the mines will help address the problem of inequalities in the distribution of resources in the country.

“If one man owns a mine in Zambia, it is a good idea but does that address the inequality in the distribution of wealth? Because that man will be accumulating wealth while the rest of the people will remain poor, so we must strive for a better life where everyone will have a livelihood,” he said.

He said government should improve its performance in the mining sector which he said is the mainstay of the Zambian economy.

At the end of year press conference on Tuesday this week, President Hichilema announced future investments in new mines in the Copperbelt Province and also assured the nation that his government was still working on the process to unlock KCM and Mopani Copper Mines.

The President attributed the delay in the process of unlocking the two mines to the huge damage that was created when the investors left the companies.

80 miners risk losing their jobs in Northwestern province

Over 80 miners in North-Western Province are expected to be discharged from work on medical grounds after suffering from backache because of operating the big machines.

And Minister of Labour and Social Security Brenda Tambatamba said the growth and technological advancement of industrial activities come with its own hazards which lead to occupational injuries and diseases.

Zambia National Congress of Trade Union (ZCTU) Vice President Joseph Chewe confirms that in the last one year, about 80 miners have been put on pending medical discharge due to occupational accidents.

Speaking during the opening of the Occupational Safety and Health Institute (OHSI) centre in Solwezi on Thursday, Mr. Chewe appealed to the Occupational Safety and Health Institute (OHSI) and government agencies to thoroughly to establish why many miners are being declared medically unfit for duty.

“There is a report which has reached the union that over 80 miners are on pending medical discharge because of backaches in North-Western Province and these are the operators who work on those big machines.

“Why is this happening and what are the causes because workers cannot be let go from work place because of the backaches and so we need the doctors to tell us because we are going to lose more workers,” Mr Chewe said.

Mr. Chewe, who is also Mine workers Union of Zambia (MUZ) President, further appealed to the OHSI to intervene because workers have a right to enjoy good health even after leaving employment.

And Minister of Labour and Social Security Brenda Tambatamba said the growth and technological advancement of industrial activities come with its own hazards which lead to occupational injuries and diseases.

Ms. Tambatama called upon the institute to devise innovative ways of improving service delivery in occupation health and safety to enhance productivity.

“It is therefore undisputable fact that the location of OHSI office in Solwezi is timely as it will guarantee safety and health of employees at work places,” Ms Tambatamba said.

The ministry is currently working towards the amendment of the Occupational Health and Safety Act number 36 of 2010 to ensure that the health and safety of workers in all industries are covered to contribute to improved productivity.

“Additionally, my ministry is in the process of formulating regulations under the Act for effective enforcement of the provisions of the Act for the very first time since its enactment in 2010,” Ms Tambatamba said.

Earlier, OHSI director Martha Chakulimba said the International Labour Organisation (ILO) has recognized occupational health and safety services as the fundamental of the workers which should be an objective of every employer to achieve a productive workforce.

Ms. Chakulimba said the institute is critical to the development of the country not only to the mining sector because of the silicosis services but to all sectors of the economy.

And OHSI board chairperson Grace Chibwa said opening of the Solwezi centre is a step in the right direction and will contribute to the economic growth.

She said the Centre in the provincial capital is part of her board’s projects to open up more centres in various parts of the country.

Ms. Chibwa said the institute has so far trained 44 local doctors from various districts and 49 doctors from Malawi, Mozambique and Lesotho have also been trained at the centre of excellence in occupational health service in the country.

Solwezi hospital lacks essential medical equipment

2

Solwezi General Hospital Medical Superintendent, Kitanda Sondashi, says the health institution is unable to deliver some services paid for by the National Health Insurance Management Authority (NHIMA) because of lack of essential medical equipment.

Dr. Sondashi said the hospital has no computerised telescope scanning (CT) machine, x-ray machine and other essential equipment.

He said this when Labour and Social Security Minister, Brenda Tambatamba, whose ministry is also in charge of NHIMA, visited Solwezi general hospital.

Dr. Sondashi said many NHIMA members are complaining that the same services they get when they are out in other provinces are not available at Solwezi general hospital because of the  lack of medical equipment.

“Many NHIMA members are avoiding coming here. They prefer going to private health facilities that are accredited to NHIMA where they have equipment,” he said.

He further explained that, “Here the machines are old and often break down…the last time we were lucky that Occupational Health and Safety Institute assisted us with an X-ray machine but they got it back again”.

He said Solwezi general hospital often refers patients to other health institutions such as Maryberg with which it has partnered.

Dr. Sondashi has since appealed to NHIMA management to consider investing in medical equipment and assist Solwezi general hospital.

And responding to the concern, National Health Insurance Management Authority (NHIMA) Board Chairperson, Richard Mwiinga, said the authority is already working on equipment investment policy which he said has reached an advanced stage.

Dr Mwiinga said the equipment investment policy will strategically target mainly provincial hospitals.

“As you have indicated in your presentation, there is equipment that has already been bought using NHIMA resources, but as you rightly put it in terms of some equipment like X-ray, CT-Scan and big equipment, I think as a board what we are working on is an equipment investment policy which has already reached an advanced stage,” he said.

He said some provincial centres have CT scan which are, however , not working.

Dr Mwiinga said Northwestern Province is one of the provinces that have no CT-scan.

He said the issue of lack of equipment was receiving urgent attention, adding that the Minister of Labour and Social Security will next month launch a strategic plan which will have issues to do with medical equipment in hospitals.

“We are very alive to that fact and we have just come up with the strategic plan that will be launched by the Minister next month and in that strategic plan, we have got an issue to do with medical equipment,” he said.

Meanwhile Dr Mwiinga said NHIMA is working with the Zambia Medicines and Medical Supplies Agency (ZAMMSA) on acquiring equipment.

He said NHIMA is working with ZAMSA and the Ministry of Health to identify the equipment that is required in all the centres within the country.
