80 miners risk losing their jobs in Northwestern province

Over 80 miners in North-Western Province are expected to be discharged from work on medical grounds after suffering from backache because of operating the big machines.

And Minister of Labour and Social Security Brenda Tambatamba said the growth and technological advancement of industrial activities come with its own hazards which lead to occupational injuries and diseases.

Zambia National Congress of Trade Union (ZCTU) Vice President Joseph Chewe confirms that in the last one year, about 80 miners have been put on pending medical discharge as a result of occupational accidents.

Speaking during the opening of the Occupational Safety and Health Institute (OHSI) centre in Solwezi on Thursday, Mr. Chewe appealed to the Occupational Safety and Health Institute (OHSI) and government agencies to thoroughly establish why many miners are being declared medically unfit for duty.

“There is a report which has reached the union that over 80 miners are on pending medical discharge because of backaches in North-Western Province and these are the operators who work on those big machines.

“Why is this happening and what are the causes because workers cannot be let go from work place because of the backaches and so we need the doctors to tell us because we are going to lose more workers,” Mr Chewe said.

Mr. Chewe, who is also Mine workers Union of Zambia (MUZ)  President,  further  appealed to the OHSI to intervene because workers have a right to enjoy good health even after leaving employment.

And Minister of Labour and Social Security Brenda Tambatamba said the growth and technological advancement of industrial activities come with its own hazards which lead to occupational injuries and diseases.

Ms. Tambatama called upon the institute to devise innovative ways of improving service delivery in occupation health and safety to enhance productivity.

“It is therefore undisputable fact that the location of OHSI office in Solwezi is timely as it will guarantee safety and health of employees at work places,” Ms Tambatamba said.

The ministry is currently working towards the amendment of the Occupational Health and Safety Act number 36 of 2010 to ensure that the health and safety of workers in all industries are covered to contribute to improved productivity.

“Additionally, my ministry is in the process of formulating regulations under the Act for effective enforcement of the provisions of the Act for the very first time since its enactment in 2010,” Ms Tambatamba said.

Earlier, OHSI director Martha Chakulimba said the International Labour Organisation (ILO) has recognized occupational health and safety services as the fundamental of the workers which should be an objective of every employer to achieve a productive workforce.

Ms. Chakulimba said the institute is critical to the development of the country not only to the mining sector because of the silicosis services but to all sectors of the economy.

And OHSI board chairperson Grace Chibwa said  opening of the Solwezi centre is a step in the right direction and will contribute to the economic growth.

She said the Centre in the provincial capital is part of her board’s projects to open up more centres in various parts of the country.

Ms. Chibwa said the institute has so far trained 44 local doctors from various districts and 49 doctors from Malawi, Mozambique and Lesotho have also been trained at the centre of excellence in occupational health service in the country.

All street vendors without shops in the newly opened Soweto market should find their own trading places

As Lusaka’s old Soweto market re-opens today, the Ministry of Local Government Permanent Secretary in charge of Administration, Maambo Hamaundu has advised all street vendors that will not have shops in the market to find their own trading places.

Mr Hamaundu said that there are many markets across the city that remain unoccupied, saying the government will not allow vending of any street immediately after the Soweto market officially opens.

“Those that will not find alternative trading places will be forced to do so further stating that there are a lot of problems that have been created in the city which cannot be seen now but will only be noticed when the vendors leave,” Mr Hamaundu warned

Lusaka’s city market reopens today after it was gutted by fire in 2017.

And in October this year, the Government said that it expected the works on Lusaka’s gutted City market and Simon Mwewa Lane market to be completed in the next four weeks and start operating by January 2023.

Local Government and Rural Development Minister, Gary Nkombo who was speaking during a spot check of the two markets however expressed worry at the failure by the contractor to complete the works in time.

Mr Nkombo mentioned that the unnecessary bureaucracy for the delays in the completion of the project said he was disheartened that there has been minimal progress despite the release of 22 million Kwacha by the central government early this year.

He however said that a tripartite meeting recently to ensure that funds for the completion will be channelled directly to the Zambia National Service (ZNS) as the main contractor and not the Disaster Management and Mitigation Unit (DMMU) as has been the case in the past resulting in delays.

And Lusaka City Mayor Chilando Chintangala who accompanied the Minister on his spot check said that the two facilities once completed will comprise 7,000 trading points with the bulk of street vendors expected to be accommodated and reduce on street vending.

Ms Chintangala added that her office will soon engage an independent consultancy firm to establish the total number of vendors on the streets and those trading in designated points in the city.

Fire swept through Zambia’s biggest trading hub in the early hours of Wednesday 4th July, 2017, throwing the survival prospects of thousands of marketeers in jeopardy.

And in July, 2017 the Zambia Police apprehended eleven (11) suspected arsonists in connection to the said City Market inferno that gutted over one third of the market.

Updating the nation on the ongoing investigation that has left thousands of traders in despair, the then Zambia Police Inspector General Kakoma Kangaja said that a joint investigation carried out by ZESCO, Police and the Fire Brigade have proved the act as sabotage.

Mr Kanganja disclosed that investigation had immediately ruled out an electrical fault because the ignition point for the fire had no power for a couple of days and on the morning of the unfortunate incident.

“The cause of fire is a deliberate ignition…we eliminate the possibility of electrical fault as the stand were the inferno started (stand 238) had no power on the day and days before,” Mr Kangaja said

He added that the investigation had been progressing well and the Police had arrested and detained 11 suspects so far who are also aiding in the investigation.

Mr Kangaja emphasised that the inferno that gutted City Market was a deliberate arson attempt.

Meanwhile, earlier in the week, the then State House Spokesperson Amos Chanda had revealed that the inferno that gutted City Market was an act of sabotage meant to cripple the economy.

Mr Chanda had explained that the State House through executive privilege was aware of some of the investigation results that had been pointing to arson and thus President Edgar Lungu had to make a decision to curb the lawlessness before the situation went out of hand.

And on 4th July, 2017, President Lungu invoked Article 31; state of threatened public emergency, giving police more power to carry out investigations and return sanity and order to the nation.

Both the business world and even the church have welcomed the move noting that if the situation persisted it would lead to a state of emergency.

The latest organisation to welcome the move are the Catholic Bishops as they also noted that arson and sabotage were at play designed to cripple the nation.

Don’t mount illegal roadblocks-Mwiimbu

Minister of Home Affairs and Internal Security, Jack Mwiimbu, has reiterated that no police officer should mount road blocks anywhere else apart from the designated security checkpoints.

Mr Mwiimbu says it is unfortunate that some traffic police officers have continued to inconvenience members of the public and motorists with unnecessary roadblocks.

He says the government has however not given any instruction that traffic regulations should not be followed but that officers can enforce the regulations without effecting unnecessary roadblocks.

Mr Mwiimbu has regretted that the illegal roadblocks have become an embarrassment to the country.

He was speaking when he visited Pemba Police Station to appreciate challenges it is facing.

Mr Mwiimbu is touring Southern Province to appreciate challenges which institutions under his ministry are facing.

Discussions underway to re-introduce voluntary national training under the Zambia National Service

The Republican President Hakainde Hichilema says discussions are underway to re-introduce voluntary national training under the Zambia National Service (ZNS) for the young people.

President Hichilema who is also the Commander-in-Chief of the Defence Force disclosed that he has laid down a proposal to the Ministry of Defence and Service Chiefs to devise a plan on how to re-introduce the program which was mandatory during the United National Independence Party (UNIP) days.

“This policy initiated by Dr. Kenneth David Kaunda shaped us and the youth of those days in appreciating a culture of hard work, the purpose of strong discipline, the need for patience, and the importance of patriotism to our nation,” Mr Hichilema said

Speaking when he officiated at the Golden Jubilee celebrations for the ZNS at Chongwe Unit held under the theme “Celebrating 50 Years of Rendering Unbroken Service and Fostering Development to Our Motherland Zambia” President Hichilema observed that there has been disparities in the levels of patriotism, dedication and commitment to duty between the current crop of youths and those that underwent voluntary training.

“Thank you ZNS Commander and other Service Chiefs for continuing to provide skills training to our young people. If I had my way I would re- introduce national service. I can see the difference between those of us who underwent training and those that have not,” President Hichilema said

The Head of State said youths who go through national service rarely engage in vices because they are well-trained and behaved.

Mr Hichilema has since urged young people who will be recruited in the Defence and other security wings to remain committed if they are to succeed in their bid to serve the nation with pride.

He added that officers in the Zambia Defence Force must defend the nation’s sovereignty and independence by being professional and committed.

The Head of State mentioned that his Government will continue extending the much-needed support to the men and women in uniform because they are defenders of the nation’s security.

“To this day, ZNS continues to play a pivotal role in skills development of our youth, and in that regard we urge them to create a pool of talented engineers, agriculturalists and agricultural economists that will help the country in optimising the production and distribution of food and fibre products for local consumption, as well as for the export market. We also support their endeavour to commercialise some service production ventures as a way to increase our country’s economic activities,” President Hichilema mentioned

Speaking during the same event, the Honorable Minister of Defence Mr Ambrose Lufuma said that he will work closely with ZNS to ensure that it continues to play a crucial role in ensuring national food security in the country.

Mr Lufuma noted that the Service, through its farms and agribusiness, has been contributing to the country’s food basket by growing enough food to feed the nation.

Meanwhile, ZNS Commander Lieutenant General Maliti Solochi said that the Service was humbled to be associated with the country’s history of fighting for liberation of part of the Southern African region.

Lt Gen Solochi added that in the past 50 years, the Service has been of help to the nation through its military and industry roles.

“We are committed to the promotion of an atmosphere of unity and effective collaboration with our sister services in order to give comfort to the Government and the people of Zambia that the Defence Force is ready to respond to any security threat be it at short notice,” Lt Solochi said

The ZNS Golden Jubilee was attended by some Cabinet Ministers, Chief Bunda Bunda of the Soli people, Defence Attaches from embassies accredited to Zambia and former defence chiefs.

The Jubilee celebration coincided with the remembrance of the youth who died at Chongwe bridge in pursuit of Zambia’s freedom and the neighbouring countries.

It’s not true that Civil Servants are sabotaging the UPND Government-Monde

PF presidential hopeful Greyford Monde has argued against those insinuating that the civil service under the New Dawn Administration is sabotaging government’s agenda. Hon Monde wondered how a civil service that has been existing way before PF ascended to power could sabotage the UPND government.

He has expressed worry over the continued tendency by the UPND government to align the civil servants to the former PF regime.

“You know that the civil servants live longer than the tenure or term of a politician. A politician is only five years. The civil service, right now you go to check the civil servants, some of them, how long they have been in those seats. They have been, some of them for 30 years, 40 years, others are even retiring,” he said.

“Why would they want just to sabotage the UPND today as if it’s the only political party? No, it’s because the UPND party has gone out for them and begin to align them to the former political party and say these are PF.”

Hon Monde said calling the civil servants “PF civil servants” is the beginning of failure.

He explained that civil service is like a vehicle as he likened politicians to drivers. The party presidential hopeful said this when he featured on a debate hosted by Linda Banks yesterday.

“I want to tell you that when I went into the ministry myself, I had a very good time with those civil servants who are very well qualified. Some of them are not trained only in Zambia, they have gone into serious countries where they have received a lot of training and they have come out with serious qualifications,” he said.

“So for anyone to just come today and call them that these are PF civil servants, that is the beginning of the failure. So the way the civil service is, it’s like a vehicle. And these policy makers who are the politicians are like drivers. So you get into the seat, driver the car to where you want to take it. And the civil servants are always ready for these changes, following the manifesto, following the changes, following the budget, this is how the civil service works.”

He lamented that the civil service right now is receiving a lot of attacks from the UPND leadership, starting from the Presidency.

“But these civil service right now is receiving a lot of attacks from these politicians, from the President to the last person. Even cadres are going out for the civil servants, calling them names, wanting to change them and all of that,” he said.

“That is the problem and this is why you see that nothing is holding in this government. Completely nothing. Which sector is thriving today as we speak? You can ask everybody here there is no sector that is holding that you can call having achieved or having managed to treat the citizens, according to what they expect.”

Commenting on agriculture, Hon Monde said the UPND have made the same mistake of attacking the civil service in the sector.

“It’s a very sad story. And when I talk about agriculture and I talk about services in the health sector, I don’t want to speak from a political point of view because these are issues or matters that really affect our lives. And to start politicizing these issues and come to platforms and begin to blame everybody, including the PF…,” he said.

“You know that this is the second season that UPND is delivering services in terms of agriculture inputs and so on and so forth. The first season was actually the season 2021/2022 farming season and that season came out very successful. Everything went well, no farmer complained. That reason I want to tell you that it is not UPND that performed that, it was the PF structure. So UPND just literally found all systems going… so this is their first season where we have rated them, not the first one.”

There’s a need to return the Civil Service to Professional Civil Servants

There’s a need to return the civil service to professional civil servants if we are to see a reversal of fortunes.

Politicians in government need to be assisted by highly knowledgeable, experienced and competent professional civil servants for them to operate in an efficient, effective and orderly manner. Countries that have done well economically and otherwise have very professional civil servants. One good heritage from the British we have lost is that of a professional, orderly and disciplined civil service.

The successes of Singapore can, to a great measure, be attributed to its very efficient, effective and orderly professional civil service. It is the same with China. Chinese civil service entry exams are the most dreaded – they are almost like sitting for ZIALE exams. The United States has a very orderly and strict professional civil service.
Mr Hakainde Hichilema had raised very high expectations about his appointments to Cabinet, civil service, foreign service and parastatals. What can one today fairly and truthfully say about his appointments? What mark can one give him out of ten?

But the same mouth and wagging tongue of Mr Hichilema that exalts these appointments complains about the poor performance of these appointees as if they were ordained on him by our Creator. What a contradiction!

The problem with Mr Hichilema is that he often doesn’t mean what he says. If you really want to know where he stands follow what he does and not what he says. This is probably why Dr Kenneth Kaunda found him a danger to this country, and both presidents Levy Mwanawasa and Michael Sata concluded he was dishonest, a liar.

Mweetwa urges Police to go flat out and arrest all the people who attacked and damaged Flash mini buses

United Party for National Development – UPND National Spokesperson Cornelius Mweetwa has urged the Police to go flat out and arrest all the people who attacked and damaged Flash mini buses in Lusaka.

And Mr Mweetwa has distanced the UPND from the attacks saying that some unscrupulous people want to use the name of the ruling party to do wrong things.

“The ruling party has been informed by security wings that the perpetrators of the violent attacks are not members of the party but call boys found along Freedom Way in the Central Business District – CBD,” he said

Mr Mweetwa added that those using the Party’s name to cause trouble and break the law must be made to account for their actions regardless of their political affiliation as directed by President Hakainde Hichilema.

Mr Mweetwa’s remarks come in the wake of attacks on flash buses by people alleged to be UPND cadres.

Police have since picked up the alleged Mastermind behind the said attacks on the flash bus drivers.

On 19th December, 2022, suspected United Party for National Development – UPND cadres armed with machetes attacked some bus drivers in Lusaka who operate under Capital Bus Services the buses which are commonly known as flash buses, as there buses where smashed with machetes by the suspected UPND cadres, the attack happened when the drivers were holding a peaceful protest against cadres who they accused of demanding a 40 Kwacha fee every time a bus loads.

And during the attack, a number of drivers were injured, as some were quickly taken to the hospital, while others were reported to be detained at Lusaka Central Police.

On 20th December, 2022 a suspected United Party for National Development (UPND) member only identified as Abram Mambwe aged 27 years of unknown house number in George Township was apprehended for the offence of Malicious Damage to Property.

Abram Mambwe was arrested in connection with the alleged attack on Minibus drivers belonging to Capital Bus Services (Flash buses) that happened in Lusaka on December 19th, 2022 by a group of youths suspected to belong to the ruling UPND.

Police Deputy Spokesperson Danny Mwale disclosed that three reports of malicious damage to property involving three motor vehicles which occurred between 11:00 hours and 13:00 hours along the Great North Road opposite Cavendish University and near Heroes Stadium in Lusaka were recorded.

“In the first incident which occurred around 11:00 hours near Heroes Stadium, it is alleged that unknown persons attacked the driver of Capital Bus Services identified as Gerald Mwenya aged 27 of Chazanga compound whose motor vehicle registration number ALF 5196 was damaged leaving the windscreen and left window damaged all valued at K8,000,” Mr Mwale noted

He further noted that the second incident occurred around 12:30 hours opposite Cavendish University along the Great North Road. It is alleged that unknown persons damaged a Ford transit bus registration number BAJ 7794 driven by Evaristo Tinango aged 41 of six miles in Lusaka. The bus had its windscreen and side windows shattered, all valued at K6,000,” Mr Mwale said.

He added that the other incident occurred near Heroes Stadium involving a minibus registration number BAB 1759 driven by Jacob Shawa aged 36 of Kabanana compound had its left rear window damaged valued at K3,500.

Mr Mwale said that police investigations indicate that about 30 unknown persons were seen walking from town along the Great North Road and once they came across a Flash bus, they picked stones and hit the bus.

He said that Police officers quickly moved in and order was restored.

“Investigations have been instituted and a manhunt for the other suspects has been launched,” Mr Mwale said

Fourth mobile network operator launched

Zambia’s fourth mobile network operator Beeline Telecoms which will be trading as Zedmobile has been launched.

This is an indigenous telecom services provider joining the current network provider local market.

The telecoms company comes with a $400 million worth of investment and a promise of 450 direct jobs.

Speaking during the launch in Lusaka today, Technology and Science Minister Felix Mutati has tasked the new mobile network operator, which is fully owned by Zambians, to help bridge the digital divide and provide affordable and reliable services.

Mr Mutati has urged Zedmobile must to foster robust and effective mobile data and voice services and help drive a network that will ensure digital financial solutions for financial inclusion.

Mr Mutati advised the upcoming new mobile operator to creatively utilise a new entrant of a highly competitive digital market with cautious and thriving commercial dynamism founded on endurance and favourable service delivery to survive the digital market share.

He said Government is supporting investment in the ICT sector.

Earlier, Zedmobile Chairman Kelvin Hambwezya said the firm will ensure that the business objectives are aligned to the government strategy of driving and promoting innovation and digitization in contributing to sustainable development through mobile network operations.

Mr. Hambwezya says in order to increase the social economic standards which require reliable digital infrastructure, about $130 million has so far been invested with another $20,000 earmarked to be invested towards the company’s marketing and human resource component.

He recalls that a three year conceived concept to establish an indigenous mobile network has been actualised and founded on a vision to sustain a quality and paramount digital Zambian telecom with a service delivery of inclusiveness in all aspects of society.

Mr Hambwezya said the Zed mobile network firm will be operationalised next year (2023) in July onto its new market entry and provide on its platform commencing a 5G network stretching to far flung areas of Zambia.

Chimwemwe Constituency cooperatives get CDF funding

Kitwe’s Patriotic Front (PF) Chimwemwe Member of Parliament Allen Banda has reiterated his resolve and commitment to developing Chimwemwe through collective efforts and unity.

Kitwe City Council on Tuesday handed over cheques amounting to K 705,000 to various cooperatives under the Chimwemwe Constituency for the 2nd, 3rd, and part of 4th quarter of the Constituency Development Fund (CDF) empowerment grant for the year 2022.

Speaking at the handover ceremony held at the Kitwe Civic Centre, the Chimwemwe Constituency Member of Parliament asked the empowerment grant recipients to grow their businesses by pumping the profits raised from the grants back into the business.

The Chimwemwe lawmaker said the essence of the Constituency Development Grant is to change the livelihoods of people in the country.

Mr. Banda added that the issuance of the grants will be on a first come basis and that all applicants will be considered as long as they follow the guidelines and meet the criteria.

He further urged his constituents to speed up their applications so that they may stand a chance to benefit from the grants in the 2023 CDF allocation.

According to Kitwe City Council Public Relations Manager Mwaka Nakweti, as of 15th December 2022, council has disbursed empowerment grants to 748 cooperatives across the constituencies amounting to K6, 880,807.

With the additional 82 cooperatives from Chimwemwe Constituency, the cumulative number of cooperatives that have benefited from the grant stands at 830 which represent a total of K7, 594,807 of the CDF allocation for grants for the year 2022.

“We dedicated the past two weeks to facilitating the formation and registration of Cooperatives and clubs by the Eighteen (18) women groups in Chimwemwe Constituency. We ended our two-week tour of duty by financially assisting the seven women groups form and register cooperatives and clubs in Kamatipa Ward to enable them access funds from the Constituency Development Funds (CDF).This was in addition to the other eleven women groups we recently helped with funds to facilitate the formation and registration of their Cooperatives and Clubs in Kawama and Chimwemwe wards. We were accompanied by the Kamatipa Ward Development Committee (WDC) officials to witness the event. It is said that when you empower a woman, you have empowered the nation. It is against this background, that we will remain committed to supporting women groups in Chimwemwe and uplift the welfare of our residents. We further wish to reiterate our resolve and commitment to developing Chimwemwe through our collective efforts and unity in our Constituency. We will continue to assist the underprivileged in society to improve their lives. God Bless Chimwemwe and God Bless us all,” Mr. Banda said.

Speaking at the same handover ceremony, Kitwe City Council Town Clerk Mr. Patrick Kambita said as of 20th December 2022 the council has disbursed 80% of grants for Chimwemwe Constituency, 97% for Wusakile Constituency, Kwacha stands at 62%, while Kamfinsa Constituency grant disbursement stands at 60 and Nkana Stands at 74%.

Mr. Kambita said during the week the council will issue more cheques to cooperatives from other constituencies and that by the end of the month the disbursement of empowerment grants for the year 2022 is expected to reach 100% provided the cooperatives that have not satisfied the requirements for accessing grants do so.

He urged the recipients to spread the word as a means to encourage other community members to form cooperatives and share in the Government’s efforts to better the lives of its citizens.

The Town Clerk further added that come next year, the bottlenecks impeding the smooth release of CDF funds will be alleviated.

Meanwhile, Mr. Banda is engaging the Ministry of Local Government and Rural Development over some families that wish to buy council houses they could not manage to acquire at the time they were being sold in Chimwemwe Constituency.

“It has come to our attention that there are some families in Chimwemwe who could not manage to buy Council houses they are currently occupying due to circumstances beyond their control. We have also learnt that these people failed to raise the funds before the deadline date as most of them were unemployed while others were young at the time these houses were being sold and their parents could not find the money to buy them. It is, however, gratifying that some of the affected families have approached my office with the view of helping them by convincing the council or ministry to consider selling them the same houses which they are currently renting from the council,” Mr. Banda said.

“I therefore, wish to assure these families and others who may be in the similar situation that as your servant I will surely engage all the relevant authorities charged with such matters and ensure that your requests are well attended to. We further encourage all those who are in the similar situation to visit our Constituency Office situated at Kamunga building and submit their matter to have it resolved collectively. Clergy calls for cementing of Zambia as a Christian nation

Pastoral fellows in the Zambezi district have called on government to come up with a strong political will that will concretize the declaration of Zambia as a Christian nation.

Speaking in an interview with ZANIS in Zambezi, holiness Pentecostal Keton Musumali said Zambia in its current state does not depict itself as a Christian nation.

Pastor Musumali stated that a strong political will is needed to change from being Christian nation by declaration to actual practice.

He noted that while the declaration of Zambia as a Christian nation may be meaningful, there are no tangible meaningful things that can be pointed at to show that Zambia is a Christian nation.

Pastor Musumali also added that the social behavior especially among youths is a source of concern regarding Zambia being a Christian nation.

He said there is a high level of immorality by youths citing sexual activities, high level of HIV/AIDS, beer drinking among others which are contrary to Zambia being a Christian nation as well as norms of Christianity.

“The only time you see Zambians behave like Christians is on 18th October because on that day almost all of us go to pray and fast. I don’t think that’s how we should practice our Christianity or be seen as Zambia is a Christian nation”, he said.

Meanwhile, District Council Chairperson Gorge Njolomba said government should heighten its regulation on churches to avoid misleading the masses.

Mr Njolomba noted that mushrooming of churches has had a negative effect on the development of the country.

He said most of the churches are born out of greediness by some pastors and have no license to practice saying that as a result they end up swindling the vulnerable in communities.

Mr Njolombe alleged that some doctrines being practiced by churches do not serve any purpose rather as detrimental to the development of Zambia as a nation.

He attributed Zambia losing its dignity as a Christian Nation, due to high levels of corruption and mushrooming of churches.

The Council Chairperson added that continuing allowing churches to set up anywhere without proper guidance will continue undermining Zambia as a Christian nation.

Mr Njolombo also appealed to youths especially girls to change their lifestyle especially when it comes to dress code saying that indecent dress code has a potential to dilute the values and morals of Christianity.

He disclosed that the declaration of Zambia as a Christian nation is still meaningful despite having other religions in the country and other issues like high level of corruption and indecent behaviour by the youths.

Barbra Banda eligible to play at Women’s World Cup, says Fifa

Zambia forward Barbra Banda is eligible to play at next year’s Women’s World Cup, says a leading Fifa women’s football official.

The 22-year-old was excluded from this year’s Women’s Africa Cup of Nations by the Zambia FA (Faz) after the latter body said she failed a gender eligibility test.

“We are looking forward to welcoming her to Australia and New Zealand next year to participate,” Sarai Bareman, Fifa’s chief women’s football officer, told BBC Sport Africa.

Faz has previously said it excluded its best player from the finals given its understanding of a medical form the Confederation of African Football (Caf) adopted from Fifa.

However, these rules – which prompted Faz, rather than Caf, to exclude Banda from the Wafcon – are now being revised.

“Fifa is currently reviewing our gender eligibility regulations – we’re in a consultation process right now,” Bareman explained.

“My team is obviously a big part of that consultation process and in the coming months, you’ll see a new set of regulations come out of Fifa as many sports are also looking at their own regulations.”

Banda shot to global prominence at the 2020 Olympics in Tokyo when she became the first female player to score consecutive hat-tricks in the Games’ long history.

After sitting out Wafcon, she returned to the national team in September and helped Zambia win a regional southern African title for the first time, emerging as both the top scorer and best player of the tournament.

Football’s world governing body estimates the new guidelines for gender eligibility will be released before the 2023 Women’s World Cup but it remains non-committal on whether gender testing will be a mainstay of the women’s game going forward.

“It’s a very complex topic and there are many, many people who have their views on it,” Bareman explained.

“As Fifa, our role is to take all those views into consideration, because we really have to understand every view – the research, evidence, individual situations, the human rights side of things – and we have to factor all of that in before we can take any decisions.

“It’s a big decision, and it’s going to have a big impact for many people.”

During July’s Wafcon in Morocco, Faz said three other potential squad members were also affected by gender eligibility criteria and were thus not chosen to compete at the tournament.

Alongside Morocco, Zambia is one of five countries which will make their Women’s World Cup debut in the 2023 tournament, which is being co-hosted by Australia and New Zealand.

After expanding next year’s finals from 24 to 32 teams, Fifa’s Bareman believes the tournament’s growth will boost the development of women’s football in Africa.

“It’s only positive from here,” Bareman rallied.

“Look at Zambia – when a country like that qualifies for the first time ever, the flow-on effect for the game in the country is massive. They did so well at the Olympics as well – other countries see that and you can’t underestimate the competitive value in Africa.

“The expansion has really helped and will continue to drive other countries.”
Led by champions South Africa alongside perennial qualifiers Nigeria, debutants Zambia and Morocco make up Africa’s four representatives at the finals.

Senegal and Cameroon have a chance to make it six teams for the continent when they compete in next year’s inter-continental play-off to determine the last three teams to qualify for the June-August finals.

Musician Chama Fumba ‘Pilato’ reluctantly accepted his appointment as Permanent Secretary

President Hakainde Hichilema has revealed that activist and musician Chama Fumba ‘Pilato’ reluctantly accepted his appointment as Permanent Secretary in the Ministry of Youth, Sport and Arts.

Speaking when he swore-in Mr. Fumba at State House on Tuesday, President Hichilema said he wanted to appoint Pilato into the New Dawn government earlier but the musician asked for more time.

The Head of State praised Pilato for not rushing into accepting the presidential appointment saying it was a rare trait among Zambians.

President Hichilema described Mr. Fumba as a fearless person.

He urged Mr. Fumba to focus much on reviving the art sector as he serves in the Ministry of Youth, Sport and Arts as Permanent Secretary.

Mr. Hichilema said if harnessed properly the art industry can be a source of wealth for the country and individual artists.

“Chama Fumba, Pilato, thank you for agreeing to be PS (Permanent Secretary). Toeing around for a long time, where should Pilato go? This way? That way? That way? Huh no ba President, give me time. Very rare Zambian. Many Zambians just jump whatever you give them they just jump but he said give me time. Thank you for accepting to serve in that role. Art is your focus, leave sports. The Minister (of Sports Elvis Nkandu) is pushing well with the PS (Sports Permanent Secretary Chileshe Kangwa) currently on sports. Focus on arts, focus on talent, focus on music, and focus on film. We said there is no area that will be seen as minor. I am just coming from Washington. One, two celebrities, I don’t want to mention their name, spoke to me and said HH just to hear your words, you inspire us, American artists. I said who am I? That they become extremely wealth because of art,” Mr. Hichilema said.

“Here we think that an artist belongs to the back of the house. An artist must be in front of the house, actually ahead of most of us. That is your role sir. The talent that you have most of us saw a long time ago in our dark days and the fearlessness. I won’t say much, one time he didn’t even know we had to move him out of this country in a very awkward way. He only came to know maybe later that we played things around using our friends network just to keep him alive. Like you, let us thank God that he got us to be here. He brought us this far to be alive to serve the people of Zambia. So we wish you well,” he said.

Meanwhile, President Hichilema has asked Zambians to learn the Japanese culture of making milestones without talking too much.

He said he has been observing that the largest noise makers in Zambia are people (PF) who sank the country and have no shame at all.

“Most Zambians have already forgotten where we are coming from. Just fifteen months have forgotten where we are coming from. The people had to run across borders like him. People forget easily. I remember President Mwanawasa saying Zambians forget easily but I want to believe that your memories are still fresh that is why we must move forward and not backward. We must move forward into more civilized days. More freedoms, more opportunities. I commented about the ambassador earlier. You are going to a very strategic country. Japan is extremely strategic. The Ambassador to Zambia from Japan, we had a meeting with him and Japan gives us their support and we must build on that support. Japan is the third largest economy; people forget that, though they don’t talk too much. The Japanese have a splendid culture. They have achieved a lot though they don’t talk much. We can learn from there. Fifteen months in government I have been observing that the largest noise makers are the ones who sank this country and have no shame at all,” Mr. Hichilema said.

The Zambia Chamber of Commerce and Industry – ZACCI notes that Zambia has potential in Solar Energy resource, Wind, Hydro run off the river especially in the Northern circuit that is not so much prone to reduced precipitation, Geothermal & Biomass, thus the need for utilization as an alternative energy source especially now with the re-introduction of loadshedding.

ZACCI President Chabuka Kawesha said that some of the Potential developers of these energy projects have already advanced in conducting the feasibility studies and almost reaching financial close as monitored by the Ministry of Energy through the Office for Promoting Private Power Investment (OPPPI).

Mr Kawesha however stated that regardless of the well-intended announcements to have these on board, without a clear pathway for electricity Independent Power Producers (IPPs) to enter into bankable power purchase agreement and sell their power to a buyer or off taker at a Cost-reflective tariff, the country is likely to see long unwinding load shedding seasons, year-on-year given the negative effective because of climate change and poor rainy seasons resulting in the reported low water levels from the current hydro-power generation spots.

He mentioned that the Minister’s statement mentions the scaling up of the power generation mix by accelerating the development of alternative green and renewable energy sources, including the projects such as 6 Solar PV procured under GET FiT Zambia and the recently ZESCO-advertised 3 X 50MW solar power plant initiatives, adding that given the successful procurement of projects under GET FiTand Scaling Solar, the Government before year-end 2022 or latest Quarter 1 of 2023 must open a framework that will allow for the procurement of more power projects from private sector Independent Power Producers (IPPs) using a similar grant-aided approach that will allow for competition and low-cost procurement windows.

He added that ZESCO including other Stakeholders who have expressed interest to invest in the electricity sub-sector like Industrial Development Corporation (IDC) trading Zambia Power Corporation (ZPC) and ZCCM-IH should mirror this approach, as this will help to provide the electricity private sector IPPs with certainty on how their projects could be implemented over the next 3 to 24 months. This will also help to reduce the development costs and encourage investment as IPPs will have certainty on how their respective projects will unfold.

“The roll-out of an intermediary or transitional high capacity transmission line investment programme through Public Private Partnership (PPP) approved by Cabinet with a bias towards Engineering Procurement Construction Plus Finance (EPC+F) model; given the transmission and power line developers will be guaranteed of anchor-tenants from the numerous power generation Independent Power Producers (IPP) located countrywide that will come out of the electricity procurement roadmap. Parts of the current national network of transmission lines are tired or need enhancement. They need new investment,” he explained

Mr Kawesha mentioned that as policymakers and private sector contributors, they ought to be mindful that the current commissioned power station at Kafue Gorge Lower with the name plate value of 750MW was designed to operate at an average capacity of 380 – 400MW, however with the current scenario of reduced inflows and overutilization in the Kariba, ZESCO may be forced if not already done, to over generate at Kafue gorge and Kafue Gorge Lower.

“The over-generation will ultimately cause a drastic reduction in water levels at Kafue Gorge dam and Itezhi-TezhiDam. Further, the national utility, ZESCO, we understand that as the private sector we need to revise the water release program and quantity from Itezhi-Tezhi Dam after a serious review to avoid over flooding of the Kafue flats and other surrounding areas. Kariba dam is strained, let’s not introduce a crisis on the Kafue river,” he mentioned

Mr Kawesha stated that ZACCI will continue with consultations on the impact of current load shedding but over and above on short, medium and long-term solutions to increase electricity power generation and improvement of the nationwide transmission network.

Over K 2 million CDF spent on skills development and secondary school bursaries in Mambwe

Mambwe District has so far paid over K2 million towards skills development and secondary school bursaries.

Mambwe Town Council Public Relations Officer Grace Lungu indicates that out of the amount, a total of K1,356,674 was paid towards skills development for the 188 eligible candidates who were awarded sponsorship.

Ms Lungu in a statement on Tuesday that K2, 425,714 under the Constituency Development Fund (CDF) has been spent towards skills development and secondary school bursary components

“A total of K2, 425,714 under the Constituency Development Fund (CDF) has been spent towards skills development and secondary school bursary components to various skills training institutes and secondary schools.

“The funds paid covered tuition fees, accommodation and personal protective equipment covering the entire 2022 academic year,” she said.

K 1,069,040 has equally been paid to schools to sponsor over 100 pupils under the secondary school bursary component of the CDF.

Meanwhile, Mambwe Town Council Secretary John Mwanza has advised beneficiaries of the skills development and secondary school bursaries to focus on their education.

Mr, Mwanza said beneficiaries should not let the government down because the huge investment is meant to ensure vulnerable children are also given an opportunity to pursue their dreams by getting educated and acquiring skills.

“Some of the beneficiaries are not taking school seriously. They think once they get the bursaries it’s a chance for them to go out there and explore the world to their satisfaction while neglecting the reason they are in those places.

“ This should stop, let all those being sponsored concentrate and better their lives,” he said.

I don’t mind Vedanta back at KCM as long as they behave-Chipoka

Chingola Central Member of Parliament Chipoka Mulenga says he does not mind having Vedanta Resources back to run KCM as long as the Indian investor follows the law.

Mr Mulenga who is also Commerce, Trade and Industry Minister said the name of the investor coming to run KCM does not matter as long as they respect the laws of the land.

He said KCM operated efficiently and was a good employer even under Vedanta during the reign of President Levy Mwanawasa because he was a disciplined leader who was respected.

Mr Mulenga said the situation at KCM worsened during the reign of President Lungu because the investor knew that it could get away with a number of things.

He was speaking Thursday morning when he was featured on Hot FM’s Red Hot Breakfast Show.

“For me I don’t care the name of the investor who is brought to run KCM, what I care about is having a company that respects the law, contributes to CSR and treats its workers well and if Vedanta returns and is ready to follow the law, I have no problem with that,” Mr Mulenga said.

He said the new dawn government is focused on transforming the mining sector and increasing the benefits to the country.

Mr Mulenga also defended the role of the US government in the establishment of the Mineral Value Chain for Electric Batteries with the DRC government.

He said the US government is bringing technology and financing for the establishment of the electric battery manufacturing plant but those other players would be free to participate.

“This deal is not exclusive to the US, we are talking with other potential partners in this project. We have already identified a site in Ndola where this plant will be located,” he said.

Meanwhile, Minister of Commerce, Trade and Industry Chipoka Mulenga notes that Zambia has continued witnessing increased investment in the economy because of the good policies of the United Party for National Development (UPND) under the able Leadership of President Hakainde Hichilema.

Speaking on Hot FM’s Red Hot Breakfast Show yesterday, Mr Mulenga stated that the UPND has brought stability in the business circles following the stabilisation of the exchange rate and also the inflation rate.

“We have managed to drop inflation from 24% to 9.8%, which made so many business owners having to do business in a very unstable manner and environment, controlling of the exchange rate which brought so much unpredictability in the business circles, from 23 Kwacha to what we have today, before this, it was difficult for Zambia to trade with other countries and the importation of goods was so much unsustainable but that’s no longer the case,” he said

Mr Mulenga added that the New Dawn Government has created an environment where job creation is beginning to be seen as opposed to an environment where there was no job creation, as these are the facets that must go on in creating an economy from an unstable state to a more stable state.

Mr Mulenga who is also the Chingola Member of Parliament mentioned that Zambia was now on a positive economic growth trajectory despite UPND having inherited an economy which was recessing at negative 2.8%, adding that between August 2021 and now, Zambia has recorded positive growth of about 5%.

And commenting on the controversial Tweet recently made by the United States of America (USA) Senator of Foreign Relations on Twitter concerning Zambia’s relations with the USA and China, Mr Mulenga highlighted that Zambia was actually a uniting factor between the USA and China, no wonder both the Chamber of USA and Chamber of China were brought to Zambia, he emphasized that Zambia does not side with either country but engaged in trade and other bilateral undertakings with both countries.

He also applauded the National Pensions Authority (NAPSA) Law which he said will empower the Zambian people. He said it was not right for the Zambian worker to wait for a long time for money they worked for, hence the coming of the NAPSA Law is good as it will ensure people get paid their money as and when they need it.

Mr Mulenga, who was part of the entourage of President Hichilema at the just-ended US-Africa Summit in the USA, highlighted that such foreign trips were not meant for tourism purposes but to collaborate with others in matters of common interest since Zambia was not an island but part of the global village.

“We need to work with others. We have the land, labour, and favourable climate and they have the technology. It is important to collaborate. For example, $150 million is being injected in Chililabombwe alone because of such trips aimed at attracting investment into the country,” he said

He said that the UPND was clearly on course in creating a better Zambia for all. He said that Zambia is now witnessing timely disbursement of funds including the Constituency Development Fund (CDF) for various projects, pointing out that this was never seen in the previous regime.

“They tell us to stop talking about CDF but we can’t stop talking about it because it’s indeed a game-changer which has come to improve the livelihoods of our people. During PF, it was only at 1.6 million Kwacha but we’ve added an extra 25 million Kwacha which we disburse on time,” he said

Mr Mulenga appealed to media houses and journalists in the country to protect the country by reporting responsibly and with professionalism and patriotism, adding that players in the media should not take pride in propaganda.
