Artificial Intelligence To Alter Tax Administration Says ZAR Commissioner General Dingani Banda

ZAMBIA Revenue Authority (ZRA) Commissioner General Dingani Banda has said the digital age has significantly transformed the way revenue authorities operates, resulting reskilling of employees in order to meet the rising demand for better services from taxpayers and other stakeholders.

Speaking at the 7th General Assembly of the African Tax Administration Forum (ATAF) yesterday in Lagos, Nigeria, Mr. Banda said new technological advancements in areas such as Artificial Intelligence, Machine Learning will potentially have a more significant overall impact and alter tax administration.

He said as a result, tax Administrations are now formulating strategies and aligning them to the transforming technological environment in which taxpayers operate, in most cases driven by other players in the ecosystem.

Mr. Banda said the common approach has been to build digital tax systems that evolve with the taxpayer; focusing on technologies that taxpayers have already adopted from other spheres in the environment.

Therefore, under its Corporate Strategic Plan (CSP 2022-2022), the Zambia Revenue Authority has focused on building technologies that have a common positive effect to the taxpayer and the Authority.

The 7th ATAF General Assembly is being held under the overall theme of “Rethinking Revenue Strategies: The Human Face of Taxation.”

Mr. Banda highlighted the transformation journey that the Zambia Revenue Authority has taken over the last ten years which include Adoption of electronic business processes by taxpayers and the Authority. Additionally, ZRA has transitioned from the manual forms that required data to be captured by officers.

With automation of business processes, taxpayers in Zambia are now able to do self-registration for Taxpayer Identification Numbers (TPINs), tax type and online trade facilitation.

Mr. Banda was making the presentation during one of the Sessions anchored on “Tax and Technology-Human centred and Socially Responsible Automation.”

The objective of the session was to discuss how digitalization of tax administration could be done so that it is in a manner that is considerate of accessibility, privacy and security, and human resource implications.

While digitalization has been propped to improve tax compliance and tax administration efficiency, it should not be at the detriment of taxpayers or employees of revenue administrations. It requires a balancing act of enhancing efficiency in the tax system and safeguarding the interest of the stakeholders in the tax system.

“On the African continent, the last decade has seen many ATAF member countries including Zambia heighten implementation of ICT-based initiatives to optimize revenue mobilization, the development which has resulted in enhanced efficiencies and data-driven decision-making. This is the smart way to administer taxes in this highly digitalised world. Through this, many have started reaping an ICT dividend,” Mr. Banda said.

He disclosed that technology has resulted into the diminishing role of data entry officers, re-skilling of staff into other roles, limited handling of cash, training in data analytics, demand in new fields such as data scientists, faster processes, reduced need for physical presence at borders and reduced levels of corruption among others.

The General Assembly which started on Monday is expected to run up to Friday this week.

ZICTA, Police Arrest Nchelenge Mobile Money Scammers

A joint team of Zambia Police and Zambia Information and Communications Technology Authority – ZICTA Officers have arrested 20 people in Nchelenge Luapula Province for mobile money scamming.

The Nchelenge based Tokota boys who are known as ‘Impiya shabalanda’ are believed to be behind a scam in which random text messages were sent to different phone numbers informing unsuspecting people about impiya shabalanda, youth empowerment, military recruitment and making magic money to different phone numbers across the country.

Minister of Science and Technology Felix Mutati posted on his official Facebook page stating that through the National Cyber Security Task Force comprising of ZICTA and the Police, twenty (20) suspects have been apprehended in connection with the sending of unauthorized electronic messages to members of the public, adding that the messages comprised offers of social cash transfer funds, magic money, mobile money cash reversals and employment opportunities in the civil service.

Mr Mutati noted that the investigations with technical support from ZICTA using a geo locator (live tracking van) indicated that senders of the unsolicited messages were based in Nchelenge, Luapula Province where the twenty suspects were apprehended from in an operation.

The Minister disclosed that all the suspects are aged between 15 and 27 years and are currently detained in police custody after they were transferred to Mansa, Luapula Division Headquarters where they have been charged with several counts of unsolicited electronic messages contrary to section 62 of the cyber security and cyber-crimes act No.2 of 2021.

“Fifteen (15) cellphones with unsolicited messages sent to members of the public have since been recovered and subjected to forensic examination,” he said

Mr Mutati noted with sadness that among the arrested are boys aged 15 and 17years, a clear sign that these fraudsters are recruiting children, and everyone should all rise and fight this growing scourge.

“All male suspects currently in custody in connection with the charges above are, Albert Bwalya aged 23 of Kashkishi area Nchelenge, Mpundu John aged 19 of Kamwangila village, Nchelenge, Male Juvenile aged 15 of Chandwe village, Nchelenge, Male Juvenile aged 15 of Kashkishi area, Nchelenge, Male Juvenile aged 17 of Shijoni village, Nchelenge, Chibwe Mathews aged 27 of Chandwe village, Nchelenge, Jabo Martin of Elyabo village, Nchelenge, Male Juvenile aged 17 of J kamwangila village, Nchelenge, Male Juvenile aged 17 of Mutono village, Nchelenge, Chitambo Dickson aged 18 of Malulu village, Nchelenge, Male Juvenile aged 17 of Mutono village, Nchelenge, Male Juvenile aged 15 of Nkomba area, Nchelenge, Mwansa Charles aged 27 of Nkomba area, Nchelenge, Chanda Evans aged 24 of Kasumpa village, Nchelenge, Kabamba Emmanuel aged 25 of Mutono village, Nchelenge, Kabwe Aaron aged 20 of Kafufuma area, Nchelenge, Nuncho Edward aged 25 of Dustin area, Nchelenge, Musonda Edward aged 22 of Mutono village, Kombe Thomas aged 21 of Kanyangala village, Mpundu John aged 18 of Kanyangala village Nchelenge,” Mr Mutati disclosed

Mr Mutati mentioned that sometime last month, they did put it on record that the days of fraudsters and scammers in this country are numbered, before the law catches up with them regardless of their location, adding that at the time of unveiling of the ZICTA Board a few days ago, his expectations from them were simply to see a ZICTA, that builds a war against cyber-crimes, a war that will lead not only to issuance of many statements on cyber-crimes but to arrests of all criminal elements behind these scams.

Mr Mutati has since called upon members of the public to make effective use of the ZICTA short code *707# whenever they receive unsolicited messages so that more arrests are made.

On 8th October, 2022, the Zambia Information Communication Technology Authority (ZICTA) in collaboration with Zambia’s three mobile network operators – MNO officially launched the *707# code, an initiative to protect customers from fraud and mobile scams.

During the launch which took place in Lusaka’s Matero Township, the Mobile Network Operators expressed confidence that this will be an effective tool in combating Fraud, as the *707# code provides a way for people to report numbers for subscribers involved in illegal activity so that the Mobile Network Operators can take action to stop them from defrauding the innocent public.

GBFC’S CAF Women’s CL Semifinal Hopes Suffer Setback

Green Buffaloes’ semifinal hopes in their 2022/2023 CAF Women’s Champions League debut campaign suffered a setback on Wednesday after losing to ten-women and hosts ASFAR.

Buffaloes blew away a one-nil 19th minute lead to sustain a 2-1 loss to the Moroccan club in Rabat.

Ireen Lungu put Buffaloes ahead but that lead lasted just eleven minutes when ASFAR equalized via a penalty converted by Moroccan international winger Fatima Tagnaout.

ASFAR won the penalty after Buffaloes goalkeeper Aisha Mbwana had fouled Itissam Jraidi.

Jraidi won hers and ASFAR’s second penalty in the 59th minute when Shepolopolo defender Martha Tembo tripped her in the box.

Tagnaout then completed her brace to cement the hosts’ comeback.

However, ASFAR ended the match with ten-women in the 75th minute after defender Zineb Redouani received a straight red in the 75th minute foul on Zambia international midfielder Natasha Nanyangwe.

It was also Redouani’s second booking of the day.

But Buffaloes failed to make their numerical advantage count as ASFAR spent the last quarter containing the modest pressure from the Zambian and 2022 COSAFA Women’s Club Champions.

ASFAR are through to the CAF Women’s Champions League semifinals with a match to spare ahead of their last Group A match this Saturday that will determine their top two classifications.

The Moroccan club will face the aptly named Determined FC of Liberia who is out after losing 2-0 to Simba of Tanzania in their penultimate Group A match.

Buffaloes on the other hand must now beat Simba this Saturday to progress to the semifinals.

The Zambian club is tied on 3 points with Simba but is second in Group A only on goal difference.

DEC Arrest 9 People for K36 million Financial Crimes

The Drug Enforcement Commission (DEC) has arrested nine (9) people over various financial crimes involving over K36, 000,000 through its Anti-Money Laundering Investigations Unit.

DEC has confirmed the arrest of Directors for the National Housing Empowerment Fund (NHEF) for money laundering involving K36, 000,000 through its Anti-Money Laundering Investigations Unit.

DEC Public Relations Officer Hussein Khan said the Commission has jointly charged and arrested Kamphembele Ngulube a male aged 49 years, Margaret Mabingo a female aged 46 years and Lusuntha Ngulube a male aged 46 years of 168 Acacia Drive Roma Park, Lukasha Flats in Kabulonga and Plot 30029 Twapia Ndola respectively all Directors and Shareholders of NHEF for Obtaining Money by False Pretences.

The offense is contrary to section 309 of the Penal Code Chapter 87 of the Laws of Zambia and Money Laundering contrary to section 7 of the Prohibition and Prevention of the Money Laundering Act No. 14 of 2001 of the Laws of Zambia as amended.

“Particulars of the matter are that the three as Directors and Shareholders of NHEF jointly and whilst acting together with other persons unknown on dates unknown but between 1st January 2020 and 30th September 2022 with intent to defraud did obtain money amounting to K36, 000,000.00 from members of the public on the pretext that NHEF had plots for sale in an area called “Riverdale City” situated in Lusaka’s Leopards Hill Area when in fact not. Members of the public paid for these plots believing that they were genuine plots for NHEF,” Mr. Khan revealed.

Mr Khan said the Commission seized 18 motor vehicles and froze several bank accounts in the course of investigations.

The suspects are on bond and will appear in court soon.

In another incident, Mr Khan has announced that the Commission has jointly charged and arrested a married couple, Aaron Yobe Zulu, a male aged 40 years and Christine Nyondwa Msadabwe a female aged 39 years both of House Number 518/100, Ibex Hill in Lusaka for Fraudulent Transactions contrary to section 197 (a) and (b) of the Securities and Exchange Commission Act No. 41 of 2016 of the Laws of Zambia.

The couple is alleged to have been Providing and Conducting Financial Services without a License contrary to section 6 subsection (i) and (ii) of the Banking and Financial Services Act No. 7 of 2017 of the Laws of Zambia.

The two are also accused of Obtaining Money by False Pretences contrary to section 309 of the Penal Code Chapter 87 of the Laws of Zambia, Theft contrary to section 272 of the Penal Code Chapter 87 of the Laws of Zambia, Possession of Property Suspected of being Proceeds of Crime contrary to section 71 (i) of the Forfeiture of Proceeds of Crime Act No. 9 of 2010 of the Laws of Zambia, Money Laundering contrary to section 7 of the Prohibition and Prevention of Money Laundering Act No.14 of 2001 of the Laws of Zambia as amended.

“Particulars of the matter are that Aaron Yobe Zulu jointly and whilst acting together with Christine Nyondwa Msadabwe as Directors/Shareholders of Laurence Paul Investment Services Limited, jointly and whilst acting together with other persons unknown on dates unknown but between 1st January 2016 and 30th December 2020, engaged in unlicensed banking services and obtained money amounting to K59, 038, 132. 17 from members of the public under the pretext that the said funds would be invested in securities when in fact not. The couple further engaged in money laundering and acquired the following properties which were registered in their names and those of third parties: several farms in Siavonga, Chirundu and Mpika, seven houses in Chalala and one house in Ibex Hill, as well as several vehicles namely, one Quantum bus, one Mercedes Benz, one Renault Kadjar, one Toyota Spacio, one Toyota Alphard, and three Toyota Corollas,” Mr. Khan said.

The mentioned properties including funds in various bank accounts have since been seized by the Commission as they are reasonably suspected of being proceeds of crime. The suspects are on bond and will appear in court soon.

“In relation to these two matters, the Commission would like to warn members of the public to be wary of empowerment and investment scams and to do the necessary due diligence before putting in their hard-earned funds. The public should take precautions when confronted with investment opportunities that promise returns that are too good to be true.
The Commission has noted with sadness that a number of retirees from the public and private sectors have been defrauded of their pensions by unscrupulous individuals posing as investment agents.

As an investigative agency of the State, the Commission will not stand by and watch fraudsters masquerading as investment experts taking advantage of unsuspecting members of the public through fraudulent investment and empowerment programmes. The Commission has the mandate to fight financial crimes for the public good and it will carry out this mandate with the seriousness it deserves within the confines of the law,” Mr. Khan said.

Meanwhile, in another development, the Anti-Money Laundering Investigations Unit has arrested an Immigration Officer for theft of Government revenue amounting to over USD $160, 000.00.

“Sibetta Sibetta, a male aged 35 years of Lunzua Road, Kasama Central Town has been charged and arrested for Theft by Public Servant contrary to section 277 of the Penal Code Chapter 87 of the Laws of Zambia.Details of the matter are that Sibetta Sibetta, jointly and whilst acting together with other persons unknown on dates unknown but between 1st January 2014 and 31st January 2021 did steal a sum of USD $165,900.00 property of the Government of the Republic of Zambia being Visa fees received at the Nchelenge Immigration Office, money which came in his possession by virtue of his position as Deputy Officer in Charge.Sibetta further produced deposit slips purporting that the said funds had been deposited at a named bank when in fact not,” Mr. Khan said.

“The Anti-Money Laundering Investigations Unit has also arrested Eric Ndhlovu a Stores Clerk at the Financial Intelligence Centre for money laundering involving K108, 800.00. Ndhlovu, a male aged 28 years of Lilayi Area in Lusaka has been charged and arrested for Forgery and Uttering False Documents contrary to sections 342 and 352 respectively of the Penal Code Chapter 87 of the Laws of Zambia, Obtaining Money by False Pretences contrary to section 309 of the Penal Code CAP 87 of the Laws of Zambia, Theft by Servant contrary to section 272 of the Penal Code CAP 87 of the Laws of Zambia, Fraudulent False Accounting contrary to section 326 (b) of the Penal Code CAP 87 of the Laws of Zambia and Money Laundering contrary to section 7 of the Prohibition and Prevention of Money Laundering Act No. 14 of 2001 of the Laws of Zambia as amended.”

Mr Khan said:”The facts of the matter are that Eric Ndhlovu jointly and whilst acting together with other persons unknown on dates unknown but between 1st May 2022 and 30th September 2022 with intent to defraud, forged twelve (12) payment instructions to a known bank, as payments for (i) Staff allowances to himself as a Stores Clerk at the Financial Intelligence Centre and (ii) Purchase of various goods from a known supplier whose bank account details he replaced with his own bank account details on the payment instructions, purporting that the said payment instructions were duly approved, authorized and signed by the authorized bank signatories when in fact not.”

“Ndhlovu further uttered these forged payment instructions at a known bank where he managed to steal K108, 800.00 through over the counter cash withdrawals and transfers to his personal bank account. He further engaged in money laundering by acquiring a motor vehicle namely a Toyota Mark II, which has been seized by the Commission. He is detained in lawful custody and will appear in court soon.”

“The Anti-Money Laundering Investigations Unit has also jointly charged and arrested a married couple, Reuben Mpando a male aged 47 years and Romanzi Nkwazi a female aged 53 years of House No. 7202 Frazer Crescent Riverside Kitwe for Forgery and Uttering False Documents contrary to sections 342 and 352 respectively of the Penal Code Chapter 87 of the Laws of Zambia and Attempting to Obtain Money by False Pretences contrary to section 389 as read with 309 of the Penal Code Chapter 87 of the Laws of Zambia.Details of the matter are that Reuben Mpando jointly and whilst acting together with Romanzi Nkwazi, and other persons unknown on dates unknown but between 1st February 2018 and 31st August 2018 changed the date of occurrence of an accident that happened on the Monze – Mazabuka Road involving a Freight Liner truck registration number ABP 402 and trailer registration number ABRT 17087 on insurance claims documents from 3rd February, 2018 the actual date of the accident to 8th February, 2018. The couple later attempted to obtain compensation from a named insurance company amounting to K550, 000.00 by purporting that the truck and trailer were duly insured at the time of the accident when in fact not. The suspects are detained in lawful custody and will appear in court soon,” he said.

Meanwhile, the Commission in Lusaka has arrested and charged a Trinidad and Tobago national for Trafficking and Importing Narcotic Drugs contrary to sections 15 and 16 respectively of the Narcotic Drugs and Psychotropic Substances Act No. 35 of 2021 of the Laws of Zambia.

“Zion Sadic Janton Providence, a male aged 22 years was apprehended at the Kenneth Kaunda International Airport (KKIA) as he was coming from Brazil via Qatar. After searching his luggage DEC officers discovered cocaine weighing 3.793 Kilograms that was concealed in the false compartments of his two suitcases.”

The suspect is detained in lawful custody and will appear in court soon.

Milenge District receives ballot papers

The Electoral Commission of Zambia (ECZ) has delivered ballot papers to Milenge District in Luapula Province ahead of the Mikula Ward by-election slated for this Friday, November 4.

Milenge District Electoral Officer (DEO), Dewin Kaoma said the ballot papers are for the four polling stations in Mikula Ward.

The representatives from the United Party for National Development (UPND), Patriotic Front (PF) and Socialist Party witnessed the delivery of the ballot papers at Milenge Civic Centre today.

Mr. Kaoma who is also Milenge Town Council Secretary said a Police officer has since been engaged to provide security for the materials.

“All is set for the Mikula Ward by-election. By tomorrow, we will deploy poll staff to the four polling stations in the area,” he said.

Earlier, Milenge Constituency Returning Officer, Bornwell Chama revealed that Voter Verification Devices (VVD) will be used in the identification of eligible voters.

Mr. Chama who is also Milenge Secondary School Head Teacher said using the VVDs is in line with the ECZ core value of innovation.

“For the first time in Milenge, we will use VVDs in an election. This means pictures of registered voters will not appear in the voters registers. However, the pictures will show on the VVD screen once a voter places their thumb on it. This time around the verification will be done electronically,” he said.

The by-election is being contested by Mwape Chisenga of UPND, Socialist Party’s James Bwale while Erick Kasongo  is standing on the PF ticket.

The by-election scheduled for November 4, 2022 was caused by the resignation of former Ward Councilor, Geoffrey Chandalala.

Zambia Qualifications Authority to ensure that locally obtained qualifications are evaluated within 14 days

The Zambia Qualifications Authority (ZAQA) says it will ensure that locally obtained qualifications are evaluated within 14 days while international qualifications are evaluated within 30 days.

Some ZAQA officials are in South Africa at the invitation of their counterparts from the South African Qualification Authority (SAQA), which was also facilitated by the Zambia High Commission. The officials are expected to discuss challenges facing Zambian students in obtaining the South African Certificate, which is a prerequisite for enrolling at any South African University, as well as other areas of mutual interest.

Speaking in South Africa yesterday during a zoom meeting with Zambian academicians and students in that country, ZAQA Acting Director Technical services, Fidelis Cheelo said the Authority will look into how best to address the identified challenges.

Mr Cheelo says ZAQA will ensure that challenges facing Zambian students are also addressed at the regional level because Zambia has a framework that aligns with that of the Southern African Development Community (SADC) which comprehensively covers all learning achievements and pathways.
“The Zambia Qualification Framework provides basics of improving the quality accessibility, linkages and public or labour market recognition of qualifications within Zambia and internationally.

“I am happy to have this interaction with Zambian students in South Africa and I want to assure them that all qualifications sent to ZAQA will be processed within 14 days,” Mr Cheelo said.

And ZAQA Director of Corporate Services, Mercy Ngoma says the value of the Zambia Qualification Framework lies in its potential to contribute to policy goals such as lifelong learning, recognition of skills and improving the quality of education and training.

Meanwhile, Zambia’s Acting High Commissioner to South Africa, Inonge Mwenya, says she is happy that ZAQA has been invited for the meeting so that the two countries can address the issues affecting the students and can reach a mutual understanding on other issues as well.
Ms. Mwenya said she appreciates the visit as it has also enlightened the students on the process of evaluation.

HH urges Mwense to vote for Chikota as Mwense Council Chairperson on Friday

President Hakainde Hichilema has urged the electorate in Mwense to vote for UPND candidate Stephen Chikota in the Council Chairperson elections slated for this Friday.
President Hichilema has urged the people to turn up in numbers to vote for the UPND candidate Chikota.
Mr Hichilema said if the electorate vote for Mr. Chikota , they will fully benefit from the improved Constituency Development Fund (CDF) allocation.
The head of state said  this  during a campaign rally at Lukwesa Primary School in Mwense District adding that  the UPND alliance has a track record of fulfilling it’s promises.
” We are now in government, we have a job to do. We promised free education and we have fulfilled it. We promised that there will be no violence in bus stops, today there is no violence in the bus stops.We promised to increase the CDF,” President Hichilema said.
The President pledged to the people of Mwense that his government will improve the road network in the area adding that works on the Mwense-Kasomena road and a bridge will soon commence.
He also told the people to be expectant of farming inputs soon.
On  the mining sector, Mr. Hichilema further advised the locals not sell small scale mining licenses they have been awarded to by the government.
“Our jobs is to give the mining licenses to you, the people. When we give you the licenses, don’t sell the licenses mine, if you can’t mine, find a partner,” the President stated.
Meanwhile the head of state asked Mr Chikota to exercise humility when he gets elected into office.
Mr Hichilema said the UPND candidate when successfully elected should always remember to be a servant of the people .

Zambia will not experience Load shedding on account of Low water levels at Kariba-ZESCO

Power utility ZESCO Limited says there will be no load shedding in Zambia on account of the record low water levels at the Kariba Dam due to the country’s already existing generation capacity that can provide consistent power to customers.

Last week, the Zambezi River Authority disclosed that water levels at the Kariba Dam are plunging to record-low levels at 10.9 per cent usable water last week, compared to 34.1 per cent a year ago, depicting a threat to hydro-electricity production for Zambia and Zimbabwe, statistics that prompted Energy Expert Boniface Zulu to project an imminent but minimal load-shedding.

But speaking on the sidelines of the ongoing Zambia International Mining and Energy Conference and Exhibition-ZIMEC in Kitwe, ZESCO Limited Board Chairperson Vickson N`cube tells Phoenix News that the power utility is not panicking about the situation because the country no longer relies on Kariba dam alone and has the cushion of the 750 MW Kafue Gorge Lower Power Station that will be fully operational at the end of this month.

And Mr N’cube says Zambia needs a multi-pronged approach towards the much-fancied sustainable energy mix arguing that while solar is a good renewable energy, estimates show that every 1 MW of solar power requires about 1 hectare of land, which kills enough trees thereby affecting the rain cycle and subsequently water levels in rivers and dams.

Meanwhile, Mr N’cube has declared that the power utility is ready to handle the anticipated higher power needs of the country resulting from the envisaged 3 million tons of annual copper production.

Early in the week, Water levels at the Kariba dam are plunging toward record lows, threatening hydroelectricity production for Zambia and Zimbabwe.

The dam had 10.9% of usable storage this week, compared with 34.1% a year ago, according to data from the Zambezi River Authority.

Levels are close to those reached in the 1995/96 season, the lowest recorded since the 128-meter (420 feet) high dam was completed in 1959.

While inflows from the Zambezi river were lower than the long-term mean in the past rainy season, the governments of Zambia and Zimbabwe have both built extra hydropower turbines at Kariba in the past decade, which release more water downstream.

Normally, water levels start rising in January.

“Appropriate measures to prevent a complete depletion of the scarce water in the Kariba reservoir have been taken with the power utilities,” the Zambezi River Authority, which manages the dam on behalf of Zambia and Zimbabwe, said in an emailed response to questions.

“Considering the rainfall forecast for the forthcoming season of normal-to-above normal, the authority has optimized the water allocation for 2023.”

Kariba has a generation capacity of 2,130 megawatts split between Zambia and Zimbabwe, which are separated by the Zambezi. The low levels could exacerbate a power shortage in Zimbabwe, which is currently generating 750 megawatts at the dam, until a coal-power plant at Hwange adds 300 megawatts — due next month.

Zambia has reduced its dependence on Kariba through the commissioning of the 750-megawatt Kafue Gorge Lower hydropower dam.

Finance and National Planning Minister Dr SITUMBEKO MUSOKOTWANE MP has told visiting African Development Bank Executive Director GERALD BUSSIER that the Zambian economy is on the verge of sustained growth and emancipation due to the enabling policies that the Government has put in place to ensure macro-economic stability, quality investment inflows, job creation for the masses, and national prosperity.

He expressed confidence of a very bright future for the country – anchored not only on investment in education and other social sector programmes, but also on citizen empowerment programmes such the Constituency Development Fund, Agriculture Development Initiatives, Women and Youth Development Initiatives, and SME development and sustainability initiatives under various public institutions.

“We are also pushing hard for increased productivity in agriculture and mining ventures,” the Minister said, adding that, the Government is keen to ensure “corporate agriculture” through the farm blocks is functional, and drives the supply of raw materials for the agro-value chain.

“Similarly, we need to push mining production because of the beneficial downstream positive effects on local communities and supporting industries, which is why we have rationalized our tax regime to make our mining industry, regionally competitive,” stated Dr MUSOKOTWANE.

The Minister was speaking at his office in Lusaka when Mr. BUSSIER paid a courtesy call on him, this morning.

Meanwhile, Mr. BUSSIER has reiterated AfDB’s commitment to Zambia’s development agenda through enhanced implementation of AfDB supported development programmes in the country.

Bank of Zambia Launches ‘Go Cashless’ Campaign

In promoting an oversight of Digital Financial Services – DFS and the associated safeguards, the Bank of Zambia – BOZ has launched ‘Go Cashless’ Campaign, a collaborative framework meant to promote a coordinated approach to scaling up the usage of Digital Financial Services in Zambia.

Speaking during the ‘Go Cashless’ Campaign launch, Bank of Zambia Governor Dr Denny Kalyalya noted that the ‘Go Cashless’ is a theme which was adopted last year, anchored on the need for consumers to adopt digital means of accessing and using financial services in a safe and secure manner.

Dr Kalyalya explained that the benefits of DFS include proper management of household income, ability to build assets, increased social security, reduced vulnerability, and creation of job opportunities, adding that by having access to appropriate financial services and products, individuals can achieve positive outcomes that improve their livelihoods.

Dr Kalyalya stated that on the journey towards a more financially included society, digital technology and Digital Financial Services have played a transformative role by enabling access and usage of financial services through digital means.

He cited that the FinScope Survey of 2020 revealed that Digital Financial Services, more specifically mobile money, was the major contributor to the increased financial inclusion in Zambia, the FinScope Survey of 2020 showed that overall financial inclusion of the adult population increased to 69.4% from 59.3% in 2015.

“As people migrate towards Digital Financial Services, it is important that they are aware of some key safeguards to enable them use the services in a safe and secure manner, thus calling on all relevant stakeholders to work in a collaborative manner to address emerging risks,” he said

The Governor mentioned that today, the mobile phone has become a tool that not only facilitates communication but is also a means of accessing financial services, this entails that anyone can now save, invest, and obtain credit/loan or insure their valuable assets and property from literally anywhere and at any time.

He disclosed that following the launch of the campaign, the Bank and its partners will embark on a number of activities such as radio and television programmes, which have been lined up for the promotion of Digital Financial Services and the associated safeguards.

“The campaign team will commence roadshows in selected locations across the country where it will have engagements with members of the public, this is in addition to other activities that will be done through digital media and social media channels,” he disclosed

Dr Kalyalya has since commended various stakeholders such as the Zambia Information and Communications Technology Authority – ZICTA, the United Nations Capital Development Fund – UNCDF, Financial Sector Deepening Zambia – FSDZ, the Bankers Association of Zambia – BAZ, and the Payment Association of Zambia – PAYZ for their collaborative effort and positive contributions and support they continue to render for the growth of growth of in Digital Financial Services.

“May I also recognise the role that the respective financial service providers continue to play in the industry, without whom delivery of services would not be possible. However, I hasten to challenge financial service providers and other stakeholders to take up the opportunity to join the ‘Go Cashless’ campaign in order to continue providing Digital Financial Services that are customer centric and meet the ever-changing needs of consumers,” he noted

Dr Kalyalya has urged members of the public to be more cautious as they use these digital means, stating that financial service providers must also ensure that their customers do not fall prey to fraudsters who target innocent consumers by using deceptive methods of obtaining sensitive data that allow them to access customer funds.

“This campaign is not only for stakeholders mentioned above, but for all of us who must also join this campaign by sharing vital information on how to avoid being defrauded, for together, we can achieve a lot more in securing the national payment system,” he mentioned

Dr Kalyalya has warned fraudsters that the long arm of the law will catch up with them, as evidenced by the recent arrests that have been made by the security wings in collaboration with the various regulators and financial service providers.

President Hichilema expected in Eastern tomorrow for a two-day working visit

President Hakaide Hichilema is tomorrow expected in Eastern Province for a two-days working visit.

Provincial Permanent Secretary, Paul Thole said President Hichilema is expected to arrive in the province tomorrow and will immediately inspect various developmental projects in Lusangazi District.

Mr Thole said the Head of State is also expected to pay courtesy calls on some traditional leaders in Lusangazi.

He further said the President will on Friday, November 4, expected to commission some projects in Chipata.

Meanwhile, the government has disbursed K1.9million Constituency Development Fund (CDF) to 326 clubs and cooperatives in Msanzala Constituency of Lusangazi District in Eastern Province.

And speaking during the handover ceremony, Minister of Local Government and Rural Development, Garry Nkombo says government is determined to deliver on its developmental agenda, including opening up rural areas such as Lunsangazi.

He said the increase of CDF from K1.6Million to K25.7 Million for development purposes, the decentralisation policy, introduction of free education and skills development support as some of the policy measures that are intended to develop the country.

Mr. Nkombo explained that education is key to national development and that is the reason government saw it fit to introduce free education and support youth skills development programmes.

“This is what we had promised the people of Zambia and I must say that we have achieved most of our campaign promises as evidenced by the many developmental policies that Government is undertaking such as what we are witnessing today, the disbursement of increased CDF,” he said.

Mr Nkombo added that government has made sure to cut all channels that were making it difficult for CDF to achieve its intended purpose of attaining development by ensuring that the money goes direct to the chiefdoms.

He added that the government promotes equality by ensuring that CDF is released to all constituencies including those with opposition sitting Members of Parliament so that development reaches all Zambians.

And Msanzala Member of Parliament, Elias Daka said the disbursement of the funds is a clear demonstration of government’s promise of trickling down development to rural areas.

Mr. Daka thanked Government for the timely disbursement of phase one CDF to Msanzala Constituency and urged those that did not receive their share of the money in the first phase to wait as they will be considered in the second phase.

“This is what was promised during campaigns ahead of the 2021 general election and I must say development is being undertaken in this area as you can see the road from Petauke to Nyamphande is also being graded. So, for those that have not yet received their money under CDF today, don’t worry but wait for phase two,” he said.

Meanwhile, speaking at the same function,Chief Sandwe of the Nsenga people of Lusangazi has urged the beneficiaries not to misuse the funds but put them to good use so that they generate income.

The traditional leader thanked the government for decentralising the utilisation of CDF as evidenced by the disbursement of the funds to Msanzala.

“I’m grateful to the government for this gestures which is timely and I urge you the beneficiaries of the money to put the funds to good use so that it generates income and attends to your needs,” he said.

And Chief Nyamphande of the Nsenga people of Lusangazi has also cheered Government for the gesture saying it will go a long way to assit people in his Chiefdom.

The traditional leader pledged to work with the Government of the day in achieving development in the rural district.

“This gesture should continue because it is really helpful to our people in the village,” he said.

Kitwe Chamber of Commerce President Pleads with Government revive KCM and Mopani

Kitwe District Chamber of Commerce President Emmanuel Mbambiko has pleaded with the government to facilitate the revival of Mopani Copper Mines and Konkola Copper Mines (KCM) in the Copperbelt Province.

Speaking at the 10th Zambia International Mining, Energy Conference and Exhibition (ZIMEC) in Kitwe, Mr. Mbambiko told Mines Minister Paul Kabuswe that the Government should restore sanity at Mopani Copper Mines and Konkola Copper Mines.

The veteran chartered accountant said the business community in Kitwe district is affected by the dormant mine operations at KCM and Mopani.

“Honourable Minister with your colleagues in government bearing in mind that mining never dies, it is just postponed. We of the business community are of the view that the postponement that we have had particularly with the two big players in the Copperbelt must be accelerated. I think that postponement if possible we are saying as a business community please see if that postponement can be reduced. If we can methodically quickly reduce the postponement for us in the Copperbelt because we would like to see the mining sector set free so that we can participate and get involved in the activities of the mining. Therefore, we have two big boys in the Copperbelt that at the moment are firing as they ought and we are saying that the postponement in the two mining giants must be accelerated. I am thinking of the big boys like Mopani. We want to begin accessing the activities in that mine. The mine in Chingola (KCM),” Mr. Mbambiko said.

Mr. Mbambiko said the mining sector in Zambia still has a long life span.

He said claims suggesting that minerals were depleting in Zambia were not true arguing that mining never ends.

“I remember something I read a few years ago. Almost about 18 years ago. I was reading a magazine and boom, here was an expression from someone who said ‘ mining in Africa never dies, it is just postponed. And it is something I have been thinking about for some time that mining in Africa never dies and I thought I must refine it and in refining it I thought having travelled a little bit in countries where mining has been held, I have discovered that after all wherever mining activities have been held, mining never dies it is just postponed. For 62 years we have been told mining activities are coming to an end and for 62 years I have seen and confirmed that mining actually never dies, you just have to postpone mining. Otherwise, we would have closed shop a long time ago. We have countless testimonies of the existence of mines. The Mopani Mine where we sit and I can see the Mopani CFO here and I’m sure if I had to ask him: how many years does your mine have? He would give me an account that, look at Emmanuel in Mufulira, the guys that have done some exploration have said there are still more 20 years to go in Mufulira. Now when those who are in the study of rocks like Dr Godwin Beene tell me 20 years,” he said.

Mr. Mbambiko said the business community sees plenty of opportunities in the local mining sector.

“You will confirm that mining never ends, it is just postponed. I want us to sing that song that mining never ends, it is just postponed. Now having laid that foundation before us, colleagues, I think I stand on firm ground to invite us as business people to see with an Eagle’s eye which bream we must catch, which bream of fish we must catch out in these all mining activities. In other words, there are still plenty of opportunities in mining. In other words we can’t talk about retirement in mining. The best we can do is to talk about re-firement instead of retirement, we just have to re-fire. And to re-fire therefore means that we have to plead on behalf of our member as a chamber Honourable Minister with your colleagues in government,” Mr. Mbambiko said.

CDF should be utilised to meaningfully empower youths-Ndola Mayor

Ndola City Mayor Jones Kalyati has said the skills development component of Constituency Development Fund (CDF) should be utilised to meaningfully empower youths.

Ndola City Council has officially handed over funds to institutions that enrolled students who successfully applied for skills development bursaries under the Constituency Development Fund of 2022 in Chifubu, Ndola Central and Bwana Mkubwa Constituency.

Dr. Kalyati has told the Central Government that there is urgent need to consider promoting training youths in skills that don’t make them educated loafers.

He discouraged the heavy equipment handling training many youths on the Copperbelt are undertaking using CDF sponsorship saying there is little equipment and the trained youths will just end up with no jobs with their acquired skill.

Dr. Kalyati advocated Agriculture as one of the many viable skills youths can learn using CDF.

The Ndola Mayor has urged the government to support training in sectors such as agriculture for youths that are being supported through CDF.

Dr. Kalyati said this should be done because agriculture is more viable than training in heavy equipment handling when there is little equipment and the trained youths just end up with no jobs with their acquired skill.

He said the component in CDF sponsorship involves training in heavy equipment operations that include bulldozers, frontend loaders and graders among others and the Mayor is of the view that the money being put into this kind of training to a large extent is wasted as those trained end up unemployed.

Dr Kalyati questioned how many graders and other heavy equipment exists to absorb all those trained from across the country.

“Every Constituency is training hundreds per year. Where will they go where they will find such a huge amount of equipment? There is plenty of need for agricultural produce the world over, people are thirsty for tomatoes, people are thirsty for flowers, chilli and a lot more agricultural products,” he said.

He advises that those in charge must take advantage of the presidency opening up business opportunities between Zambia and Congo.

“There’s a huge market for agricultural products, Congo should be the number one market to absorb agricultural products. Agriculture training is very key,” he said.

He added that President Hakainde Hichilema has called for enhanced business between Zambia and the neighbouring country and this must be taken advantage of.

Meanwhile the Ndola Mayor has called on TEVETA to publish all institutions that are legal and can train people on CDF sponsorship.

Commenting on a recent statement issued by TEVETA over some institutions that are purporting to be TEVETA registered but are not, Kaliati said a list should be brought out and investigate and penalise those wanting.

“We should not see criminality happen and let it pass or else we end up being worse than the criminals themselves. We do not want bogus institutions to take advantage of the CDF skills development component to swindle the government.”

Meanwhile, Dr. Kalyati said he is contesting the PF party presidency despite calls from some party members.

“I wholeheartedly express my sincere gratitude and appreciation to all comrades in and outside the party who expressed confidence in me and advised that I should throw my weight in the race to the top job of the party with clear thoughts that I stood a better chance to scoop the 2026 presidential bid on my beloved party,” he said.

“I am aware that the world over is looking for the younger generation to take over leadership but also a clear track record of experience, understanding and skill. I surely appreciate and know that I fall within the bracket as a student from the Michael Chilufya Sata School of politics. I chose to concentrate on the role that the people of Ndola have honoured me with. Mine is for now to reassure the people of Ndola with high level commitment to work for them. I will support and work with the one the party will give the mandate to be our leader,” he told Smart Eagles.

“What I however will not rule out is the fact that I am available to work in any capacity my party feels to assign me. Further I advise the one that will be chosen to embrace those that will not make it and help them get positions in the highest body of the party according to their abilities and gifts as this is what will make us strong further. May the love of God be the anchor in the party? I wish to congratulate my fellow mayors and comrades Mpasa Mwaya, Patrick Chishala and Theresa Kolala for having been elevated to the position of Members of the Central Committee of the Patriotic front. I wish them well in their new roles and capacities.”

Milenge District receives ballot papers

The Electoral Commission of Zambia (ECZ) has delivered ballot papers to Milenge District in Luapula Province ahead of the Mikula Ward by-election slated for this Friday, November 4.

Milenge District Electoral Officer (DEO), Dewin Kaoma said the ballot papers are for the four polling stations in Mikula Ward.

ZANIS reports that representatives from the United Party for National Development (UPND), Patriotic Front (PF) and Socialist Party witnessed the delivery of the ballot papers at Milenge Civic Centre today.

Mr. Kaoma who is also Milenge Town Council Secretary said a Police officer has since been engaged to provide security for the materials.

“All is set for the Mikula Ward by-election. By tomorrow, we will deploy poll staff to the four polling stations in the area,” he said.

Earlier, Milenge Constituency Returning Officer, Bornwell Chama revealed that Voter Verification Devices (VVD) will be used in the identification of eligible voters.

Mr. Chama who is also Milenge Secondary School Head Teacher said using the VVDs is in line with the ECZ core value of innovation.

“For the first time in Milenge, we will use VVDs in an election. This means pictures of registered voters will not appear in the voters registers. However, the pictures will show on the VVD screen once a voter places their thumb on it. This time around the verification will be done electronically,” he said.

The by-election is being contested by Mwape Chisenga of UPND, Socialist Party’s James Bwale while Erick Kasongo is standing on the PF ticket.

The by-election scheduled for November 4, 2022 was caused by the resignation of former Ward Councilor, Geoffrey Chandalala.

CDF information and learning platform

The Ministry of Local Government and Rural Development in partnership with Alliance for Accountability Advocacy Zambia – AAAZ and Viamo have launched a mobile phone platform for citizens to easily access information on Constituency Development Fund – CDF.

The CDF information and learning platform has been developed by Alliance for Accountability Advocates Zambia -AAAZ- and Viamo, and the platform will be accessed by dialing a code that will bring information in various local languages.

Alliance for Accountability Advocacy Zambia – AAAZ Executive Director Luchembe Chilufya stated that the platform is meant to spread information on the different CDF programmes.

Mr Luchembe added that the platform will enable people, especially the youths, to be able to easily access information about CDF, as this will also help in contributing to the development of this country.

“I want to thank Viamo for giving us an opportunity to work with them, I think we are one of the risk-taking institutions to working with Viamo who have shown confidence in AAAZ by believing in us and giving us an opportunity to work with Viamo on this project, which will create more opportunities to showcase to the world and this country on how best young people’s innovations can be appreciated and put into good use,” Mr Luchembe said

And Viamo Project Manager for Eastern and Southern Africa Jessica Mayenda stated that the project has been created to ensure that people especially in the remotest parts of the country get information on CDF.

The partnership with AAAZ in aiding the government efforts in spreading knowledge and increasing access to the CDF fund through the Viamo platform.

“The platform is currently only available on the 667 as the short code on MTN and will soon be available on other mobile service providers, the 667 short code is a toll-free innovative communication service that is an interactive voice that can be called to get information on various topics on CDF that one can choose from, the service is toll-free and can be accessed even without having any airtime, this is to ensure that we reach everybody and no one is left behind” Ms Mayenda explained

“The 667 short code is already working, we have content on the platform about CDF looking at the whole procedure and processes starting from knowing exactly what CDF is and how to acquire the CDF,” Ms Mayenda added

She mentioned that this project came into effect after conducting a survey on what people know about CDF and after discovering that people have little or no knowledge on CDF even those in the urban areas with access to smart phones and internet, thus the creation of this platform which enables easy access on information on CDF for all people including those in the rural areas.

“We will continue working with AAAZ to conduct sensitization programmes on how best people can use this platform to have easy access on information about CDF,” Ms Mayenda said

Meanwhile, Local Government and Rural Development Minister Gary Nkombo stated that the platform will help to increase absorption of CDF projects which have had some challenges.

In a speech read on his behalf by the Ministry’s Director Planning and Information Ngoza Munthali, it was explained that the Ministry has been entrusted with the responsibility of ensuring the prudent and inclusive administration of the expanded Constituency Development Fund – CDF, it is therefore gratifying to be part of this novel approach that AAAZ and Partners have developed to enhance availability of information on CDF which is aimed at assisting community members to have increased access to information on CDF including the process of completing applications and developing business plans.

“The Ministry acknowledges the challenges in the absorption rate on CDF and existing knowledge gaps, we are therefore glad to note that organization such as the AAAZ and other partners are contributing to addressing these challenges by providing platforms that are inclusive and innovative to capacitate community members in understanding how they can access CDF and also participate in planning and monitoring its utilization,” Mr Nkombo explained

The Minister noted that this is complementary to many other initiatives that the State and other non-state actors are undertaking, and the government is happy to collaborate with other stakeholders on such initiatives, as the government recognizes that they cannot achieve this on their own.

Mr Nkombo has since appealed to other mobile service providers to come on board and include the CDF information platform on their services.
