Government is in need of 60 000 Health Workers – Masebo

Minister of Health Minister, Sylvia Masebo says the country needs an estimation of 60 thousand health workers for it to reach the desired number of human resources to help attain the goal of providing quality health services to all.

Ms Masebo says already, government has started the process of responding to this by employing reasonable numbers of health workers.

Ms Masebo says the successful attainment of Zambia’s goal of being a prosperous middle income country by 2030 begins with the transformation of its people into health and productive ones.

She said during the 15th graduation ceremony of biomedical students at Ndola School of Biomedical Sciences that government is will continue prioritising health service provision as a path way to achieve the goal.

Ms Masebo through a speech read on her behalf by Copperbelt Province Permanent Secretary, Augustine Kasongo said in recognition of the need for enhanced of continuous professional development.

She said the ministry will continue facilitating training of laboratory staff at masters’ level in biomedical sciences, and that this is already happening at the University of Zambia.

The Health Minister said this presents an opportunity for laboratory personnel to upgrade to post graduate level and specialist in various fields of biomedical sciences.

Ms Masebo says her ministry is emphasising the practice of evidence based medicine and has urged the graduands to promote the highest level of ethical standards.

And speaking earlier, University of Zambia School of Health Sciences Dean, Sody Munsaka said innovation and research is key for the growth of the health sector.

Dr Munsaka said students being offloaded by various schools of should embrace innovation, be responsible, ethical and professional health practitioners.

Dr Munsaka urged the graduands to respect patients and clients as well as maintaining higher levels of confidence as regards to customer or patient records.

The Continued over-detention of Suspects by Police without trial is Concerning- Human Rights Commission

The Human Rights Commission is concerned with the continued over-detention of suspects in police cells without trial despite President Hakainde Hichilema’s directive for arrests to be done after thorough investigations.

The Commission’s Head of Human Rights and Planning, Foster Hamuyube said the commission is in receipt of complaints about suspects being detained for as long as one month while waiting for court trial.

He has stated that this is not only against the President’s directive but is also a violation of human rights.

Mr Hamuyube was speaking when a delegation led by Human Rights Commissioner, Christine Chama called on Southern Province deputy Permanent Secretary Yolanta Malunga in Choma during its familiarisation tour to the province.

Meanwhile, the Commission has commended the government for its various social protection initiatives aimed at improving the welfare of the vulnerable in society.

And Human Rights Commissioner, Christine Chama, noted that the increase in the number of beneficiaries and the payment value under the Social Cash Transfer Program is timely. She added that this is because the move will help address various economic shocks that the vulnerable beneficiaries face.

Ms Chama disclosed the Commission intends to open a regional office in Choma, adding that this will enhance its collaboration with other institutions engaged in promotion of human rights as well as service delivery.

She further appealed to the provincial administration to provide office space for the Commission in order to help expedite its movement to the provincial capital.

And Southern Deputy Province Permanent Secretary, Yolanta Malunga said there is need for institutions to be sensitised on human rights in order to reduce cases of violations such as over detention.

She also assured that her office will facilitate the allocation of office space for the commission.

Zambia Airports Corporation urged to compensate displaced farmers on Ndola

Copperbelt Province Permanent Secretary, Augustine Kasongo has called on the Ministry of Transport and logistics to expedite the process of compensating displaced farmers who paved way for the construction of Simon Mwansa Kapwepwe International Airport in Ndola.

Mr Kasongo says there is need to ensure that the affected farmers are fully compensated and resettled as they have been frequenting his office to check on the progress.

Mr Kasongo was speaking in Ndola today when the board of the Zambia Airports Corporation called on him at his office.

He said those that are not fully resettled have expressed concerns that the rain season has just started and they have nowhere to cultivate.

They are now asking government to allow them to cultivate on the repossessed land for the 2022/2023 farming season.

And Mr Kasongo has implored the new board to see to it that all infrastructure at the US $ 397 million state of the art facility is fully completed in good time so that the facility can operate at full capacity.

Mr Kasongo is happy that works on the access road to the airport have commenced and are at an advanced stage.

And speaking earlier, Zambia Airports Corporation Board Chairperson, Zevyanji Sinkala said the board is equally excited that works on the access road have commenced.

Mr Sinkala said the board is in Ndola to appreciate the state of infrastructure at the airport and that while in Ndola, the board will ensure that other pending issues are attended to so that the facility can be at 100 percent operational.

He said his team will also engage the Local authorities to see to it that no land allocation on the airport land is entertained as there has been reports of land allocation on the said piece of land previously.

Augustine Mulenga Set For Zanaco Reunion, Shonga Dates Nkana on Sundays

They did not make Moses Sichone’s team for Chipolopolo’s away friendly against Israel on November 17 but it’s business as usual for Augustine Mulenga, Justin Shonga and Mwenya Chibwe this weekend for their respective new employers.

Shonga, Mulenga and Mwenya this season moved to the FAZ Super League from the South Africa PSL to revive their careers.

On Saturday, Mulenga is set for a reunion with his former club Zanaco when Napsa Stars hosts The Bankers in a lunchtime kickoff Lusaka derby at Nkoloma Stadium.

With four games, one goal and three starts, Mulenga will certainly be key in 6th place Napsa’s push for a sixth successive unbeaten run.

Zanaco is 10th on 12 points, and are four points behind Napsa heading into the Nkoloma Stadium doubleheader.

The Lusaka derby will be followed by leaders and defending champions Red Arrows’ home date against in-form fourth-placed Forest Rangers who sit on 21and 17 points respectively.

And it is also derby day in Ndola where Zesco United hosts bottom-of-the-log Buildcon at Levy Mwanawasa Stadium.

Chibwe is set for his second successive start in three straight appearances since replacing red-carded Gregory Sanjase in the 80th minute in Zesco’s 1-1 home draw against FC MUZA on October 26.

He will be hoping to keep a second successive clean sheet as the nine-time champions struggle for recognition as early title contenders.

But it is Shonga that has made the biggest statement of Chipolopolo’s ex-SA PSL trio so far.
Shonga has scored 3 goals heading into his seventh league appearance for Nkwazi.

Nkwazi plays on Sunday when they host struggling giants Nkana who are third from bottom and trace their only league win of the season to Week 2 when the Kitwe side beat winless Buildcon 3-1 away in Ndola on September 28.

But Shonga-fueled Nkwazi hasn’t fared any better and is 13th on 11 points, three points more than Nkana.

Government to increase beneficiaries under nutrition programme

Southern Province Permanent Secretary, Namani Monze has disclosed that government intends to increase the number of beneficiaries under the 1000 Most Critical Days Programme, currently being implemented in Choma and Monze districts in the Province.

The program which is implemented by the government through the Scaling Up Nutrition (SUN) II multisectoral approach seeks to end malnutrition in children from conception to the age of two. This is ultimately expected to reduce stunting levels which currently stand at 29 per cent for Southern Province according to the Zambia Demographic study.

Dr Monze has explained that the scaling up of beneficiaries under the program will ensure that more children grow up into productive citizens as good nutrition plays a major role in improving mental capabilities.

The Permanent Secretary was speaking when the German Parliamentary Committee on Food and Agriculture paid a courtesy call on him at the provincial administration in Choma.

The committee, consisting of nine members of parliament and some technocrats is in the province to check on projects, that the Zambian government is implementing with support from the German government. These include the 1000 Most Critical Days Program, and some climate change mitigation initiatives among others.

Dr Monze further thanked the German government for supporting various technologies in the province such as climate-smart agriculture and food processing, adding that these will help promote food security.

Meanwhile, the German Parliamentary Committee on Food and Agriculture is impressed with the government’s implementation of the 1000 Most Critical Days Program and other projects supported by the German Government in Southern Province So far.

Committee Chairperson, Farbor Hermann who also led the delegation stated that his team attaches great importance to ensuring that children are given a good start in life so as to secure their future.

He further assured the Zambian government of continued support towards the 1000 Most Critical Days program and other projects.

ZPPA says it has not received any complaint concerning the award of the fertiliser tender through direct bidding

ZAMBIA Public Procurement Authority (ZPPA) says it has not received any complaint concerning the award of the fertiliser tender through direct bidding. And the ZPPA in the third quarter reviewed 187 reports on procurements undertaken using the direct bidding method.

The authority says since the beginning of this year, “we will no longer be granting ‘no objections’ for direct bidding so the procuring entities”.

Reviewing its operations in the third quarter of this year yesterday, ZPPA manager monitoring and evaluation Chang Lubobya said the authority did not receive any appeal concerning the fertiliser tender process recently concluded by the Ministry of Agriculture.

He said while speaking through an interview that it was indicated that they were complaints but now if there is a complaint, it has to formally come through so that we can table it. Just like prior to the earlier method that was used to procure fertiliser, there was a complaint initially for the initial method and arising from that complaint, we took action. I think you are aware of it. We ordered the cancellation of the same tender so as DG has indicated, we receive complaints but so far there is no complaint, But if there are issues there, other compliance monitoring activities are undertaken to just monitor and see if things were done properly. This can involve the submission of monthly reports on direct bidding to review there are also minutes that we review.

Chella also clarified that ZPPA had now stopped granting ‘no objection’ for direct bidding.

“The other clarity that we need to give is currently from the beginning of this year, we issued circular number 1 of 2022 where we said ‘we will no longer be granting ‘no objections’ for direct bidding so the PE (procuring entities) are supposed to follow provisions of section 46 in making a decision on direct bidding,” said Lubobya.

And ZPPA director general Idah Chella said direct bidding was only permitted under outlined conditions.

She added that For procurement there are certain procedures that have to be followed.

Fortunately for ZPPA, we have deviations but as regards the one for the circular, direct bidding is part of the procurement process. It is like a procurement method. There are conditions for inviting that tender We review it, and they submit it. They submit these direct bidding reports every month. So whatever contraventions they may be having, we write to the procuring entity and should they continue flouting, we have a remedy. We can do sanctions on them. So we did note a few issues such as delays in submitting reports.

Where it is direct (bidding) we tell them that it is not justified so it is not really that it is prone to abuse. Direct bidding has conditions under which it can be conducted. For example, the services may just be from a single source which is a manufacturer, so there can you say they compete with traders? Of course, the manufacturer will have an upper hand or something like that and they are also franchise holders when it comes to motor vehicles. So there you cannot say I am going to look for a market somewhere else. Those are franchise holders and are the only suppliers. Those are some of the issues that justify why direct bidding is to be used.

The briefing was called to update the media on investigations on public procurement matters and appeals, compliance assessments, procurement audits and contract monitoring, compliance monitoring and reporting requirement update on capacity development activities, and update on the electronic government procurement system. The ZPPA disclosed that 187 reports on procurements were undertaken using the direct bidding method.

Lubobya also said that the authority also requires procuring entities to submit direct bidding reports. The reports enable the authority to review adherence to section 46 of the public procurement Act and ZPPA circular no.1 of 2022 on the procedure for the use of the direct bidding procurement method. In the third quarter of 2022, the authority reviewed 187 reports on the procurements undertaken using the direct bidding method. Some of the notable observations on the direct bidding reports included late submission of the reports, justifications for the use of direct bidding procurement method were not in line with ZPPA circular no. 1 of 2022, controlling officers did not sign the direct bidding reports and procuring entities are required to submit monthly direct bidding reports to the authority by the 15th day of the month following the reporting month

“Further, in line with section 69(2) of the public procurement Act, procuring entities are required to submit reports on termination or cancellation of procurement proceedings within 14 days of the termination or cancellation. In the third quarter of 2022, 25 reports on the termination of procurement proceedings were received and reviewed.

ZPPA received and reviewed 93 applications for deviations out of which 72 were approved. Procuring entities are reminded to always attach the prescribed form for every application for deviation to avoid delays.”

She also disclosed that ZPPA had permanently barred three suppliers namely Greenside Investment Limited, FMC Farms Limited and Simuliya Trading Company after it was established that they had colluded and connived in the submissions of quotations in a tender by the Ministry of Heath for the procurement of masks and reusable surgical scrubs to support response towards COVID-19.

LCC disburse 24 million Kwacha to various CDF projects and embarks on cleaning and spraying of ponds and drainage

The Lusaka City Council – LCC has disbursed 24 million Kwacha Constituency Development Funds – CDF to Seven Constituency in Lusaka, the Local Authority will also embark on a cleaning exercise of drainages and spraying of ponds as a way of curbing the infestation of mosquitoes in the City.

About 24 million Kwacha has been disbursed to all the seven (7) constituencies in Lusaka by the Lusaka City Council – LCC for the implementation of community projects from the Constituency Development Fund – CDF 2022 allocation.

The funds disbursed were assigned to the four (4) categories namely: Secondary School Bursaries, Skills Training, Empowerment and Community Projects for Kabwata, Mandevu, Munali, Lusaka Central, Chawama, Matero and Kanyama Constituencies respectively.

Lusaka City Council Public Relations Manager Chola Mwamba explained in press statement that the public should note that K477, 290.00 has been handed out for Boarding School Bursaries, K9, 435, 168.84 for Skills Training, and K13, 363,400.00.00 has been disbursed for youth and women empowerment and K1, 653,474.62 out of K97, 579,698.00 for approved community projects.

Ms Mwamba stated that the Local Authority would like to take cognizant that the selection, approval and handing out of the funds follow the laid down processes for ensuring transparency and accountability of the CDF, adding that the Local Authority, therefore, seeks public patience as it continues to undertake the necessary procedures to disburse the remaining funds mainly for the implementation of community projects.

Ms Mwamba has since urged eligible individuals, cooperatives, groups and clubs to come up with competitive business proposals and apply for possible funding, these proposals should have the potential to help in transforming the economic status of the City and the Country as a whole.

“CDF can create reliable money-spinning businesses if well utilized by beneficiaries. Therefore, we encourage Lusaka residents in various Constituencies to look out for opportunities for them to have a stake in the CDF,” Ms Mwamba said

Meanwhile, in another development, the Mayor of the Greater City of Lusaka Ms Chilando Chitangala today spearheaded the Larviciding of ponds in Lusaka’s Garden Compound, adding that it is time to take action to reduce the infestation of mosquitoes in the City as they are a health hazard to the residents.

“There is need to spray all ponds in Lusaka and we’ll begin with Kaunda Square on Monday,” Ms Chitangala said

Ms Chitangala noted that all the ponds in the Seven (7) Constituencies shall be sprayed to help reduce the breeding grounds of mosquitoes.

And the Mother of the City added that there is a need to clean some of the ponds which have accumulated some weeds and grass to enable the medicine that will be sprayed to kill lava inside the ponds.

“There is need for a dredger to be brought from Kabwe to Lusaka to help us clear all the weeds and grass that has overgrown in the ponds,” she said

She said that the Local Authority will work in collaboration with Zambia National Service – ZNS to dredge and clear the garbage.

She has since called on residents to stay away from dumping garbage in the ponds.

“As you are aware, the throwing of garbage in the ponds stops the flow of water from one pond to the other hence causing blockages, and blocked drainages are also one of sources of breeding grounds for mosquitoes,” she noted

Ms Chitangala further called on stakeholders to come on board to help in eliminating mosquitoes in Lusaka as a way of safeguarding public health.

Her Worship the Mayor concluded by saying, non-performing contractors that were assigned to clean the drainages shall have their contracts terminated as this is a guidance from the Ministry.

Zambia says EximBank to represent Chinese lenders in debt talks

The Export-Import Bank of China (EximBank) will lead Beijing’s team to renegotiate nearly $6 billion of loans that Zambia owes to Chinese state-owned creditors, the country’s finance ministry told Reuters on Thursday.

EximBank, one of Beijing’s three policy banks and Zambia’s single largest Chinese creditor, is the linchpin in China’s Belt and Road Initiative (BRI) that oversees infrastructure lending.

“Negotiations with the committee are progressing well and the IMF/World Bank DSA (debt sustainability analysis) assumptions are one of the subjects under discussion,” the finance ministry said in a statement to Reuters.

China is Zambia’s largest bilateral creditor, accounting for 75% of what the country owes to nations, including France and India.

Creditors and investors are closely monitoring how China, the world’s largest bilateral lender, is managing debt negotiations around the world.

China has tended to offer debt relief by extending maturities rather than accepting writedowns on loans.

EximBank did not respond to a request for comment.

China and France agreed earlier this year to co-chair an official creditors committee to renegotiate Zambia’s bilateral debts but had not yet specified who would represent each country.

EximBank said in a statement on its website on Wednesday its vice president Zhang Wencai has discussed the Common Framework and debt issues with French Treasury officials during a recent visit to Paris, without providing any further details.

The policy bank has extended to Zambia more than half of Chinese loans while a $982 million loan was made jointly with the Industrial Commercial Bank of China (ICBC).

Western countries last month pointed to China as the principle obstacle for many nations unable to service their debt to moving ahead with debt-restructuring deals.

Ecuador announced in September it had agreed with China Development Bank and EximBank to extend maturities and reduce the amortization on $3.2 billion of loans.

Zambia said last month it was eager to accelerate debt restructuring talks with creditors under the Common Framework, a Group of 20 major economies initiative that has been criticized for slow results.

Lusaka’s administration is expecting to present a first restructuring proposal to official creditors before year-end.

Including commercial lending, Zambia government data showed it owed more than a third of its $17.27 billion external debt to Chinese lenders by end-2021.

This includes loans from Jiangxi Bank (1916.HK) and China Minsheng Bank (600016.SS).

EximBank-funded projects in the copper-rich nation range from roads and hydropower plants to military barracks and stadiums.

The bank also leads China’s team in Ethiopia’s bilateral debt talks, its state finance minister told Reuters last month.

EximBank committed to extending $7.7 billion across 31 loans to Ethiopia between 2007-2018, according to a Boston University database of Chinese lending to Africa.

That is around half of all Chinese lending pledged to Ethiopia since 2006.

In 2018, EximBank agreed to extend repayment on a loan worth at least $2.5 billion for a railway between Addis Ababa and Djibouti by 20 years.

Ethiopia’s Common Framework debt negotiations are delayed partly due to the civil war, though government and regional forces from Tigray agreed on Wednesday to cease hostilities in a diplomatic breakthrough.

Rwandan Refugees cry for protection after another one is killed in Zambia

The Former and Current Rwandan Refugees Association in Zambia has strongly condemned the killing Rwandan refugees who have sought asylum in the SADAC countries including Zambia.

Association National Coordinator Rukundo Innocent said the killing by gun of Nshuti Vedaste, a Rwandan refugee and businessman in Chibombo district on 27th October 2022 is shockingly outrageous as it happens barely a few weeks after another refugee was killed in similar circumstances in Chongwe.

“For a long time Rwandan refugees in SADC countries, particularly Zambia, Malawi, Zimbabwe, Mozambique and South Africa, have been subjected to extra-judicial killings such as the case of Patrick Karegeya in South Africa, Hakizimana Alphonse, Abdala Mukobi, Francis Nzayigira and Jean de la Croix Mundere In Malawi, Robert Hategekimana, Paul Kanyamanza, Clement Nshimiyumukiza and Vincent Bagirishema in Zambia, Abdallah Seif Bamporiki and Revocat Karemangingo in Mozambique,” said Rukondo.

“Sad to note however, most of these cases have gone without proper investigations and eventual arrests of the perpetrators despite the important pieces of information pointing to assassination coups staged by the foreign agents operating in the region,” he said.

He added, “We know as a matter of fact that members of the Rwandan refugee community such as businessmen, intellectuals and many others who may be perceived to be opposed to the Rwandan government have been targets of violent attacks by fanatics and members of the ruling class in Rwanda. For the information of the public, different officials of the Rwandan government have been heard on a number of platforms venting and calling on the Tutsi youths in Rwanda to voluntarily engage in the sponsored hunt for Hutu refugees abroad because they know the later are economically flourishing and education-wise progressing, which in their view, poses a threat to their domination of the country’s governance and resources.”

“We are aware of the tactics and campaigns the government of Rwanda employs either to influence countries hosting refugees to remove their protection and care, or instil a climate of hate between local citizens and refugees so as to create a ripe environment for reprisals and violence against vulnerable refugees,” he said.

“Examples of these evil machinations have been experienced during the election times particularly in Zambia and Malawi as often times the respective countries would be in electoral turbulences and criminals would take advantage of the situation.”

He continued, “As people who have suffered physical and psychological torture instituted by the leadership in Rwandan from the 1990’s to date; and having been victims of numerous attempts to destabilize our lives in exile, we are perplexed and are desperate for more protection by hosting countries.”

“We thank the Zambian leadership and the Zambian people at large, for the maturity, care and love they have always exhibited towards refugees not only from Rwanda, but from all over the continent despite the circumstances being so strenuous.”

He said the Rwandan refugees in Zambia and other countries call on SADC governments to be more compassionate and resolute in offering protection to the vulnerable refugees.

“We believe the number of years of hosting Hutu refugees in these countries and the peaceful co-existence with local people have demonstrated the potential for development of these communities.“

Government backs Yango’s business model in Zambia

Government says taxi hailing firm Yango has provided the much needed competition in the public transport sector. Southern Province Minister Cornelius Mweetwa said government is happy that the entry of Yango on the Zambian market has resulted in affordable fares for commuters.

Mr Mweetwa who is also ruling PF Secretary General party spokesperson said government is happy that Yango is also supporting a lot of taxi drivers with business opportunities.

He was speaking on Thursday when he featured on Hot FM’s Hot Seat radio programme.

Mr Mweetwa was responding to a phone call from a taxi driver of Lusaka who asked government to intervene in the alleged lower fees charged by Yango in Zambia.

The caller lamented how it is becoming difficult for him and other taxi drivers to make significant earnings because of Yango’s alleged lower fares.

But Mr Mweetwa explained that government cannot directly intervene in the issue of fares charged by Yango as a company.

“As government, we cannot step in and say Yango should be charging so much, that is purely a private sector issue, the only thing we can do as government is creating an enabling environment for the private sector to flourish,” he said.

Mr. Mweetwa said government supports all the technological advancements brought in by companies such as Yango.

“On the prices charged, I feel that the fares were part of Yango’s market entry strategy and I believe they will revise their rates once they settle down in the market,” Mr Mweetwa said.

Copper demand to increase to 20 million tonnes by 2035.

The Sub-Saharan Africa insights for Analysis for Economics and Country Risk has predicted an increase in the global market Copper demand from 2021 to 2035.

The organisation’s Country Risk Head Thea Fourie says her organizations’ assessment has shown that the Copper demand will crease from 8 million to 20 million tonnes by the year 2035.

And the Global Market Intelligence Analysis Centre revealed that China will continue to be the major consumer of copper due to anticipated demand for electric Car battery manufacturing and investments into green energy.

Speaking during the 10th Zambia International Mining and Energy Conference on Wednesday, when she made a presentation on ‘How Zambia can increase Copper production from 800, 000 to three million metric tonnes per annum over the next decade’ Ms. Fourie said Zambia has a greater opportunity to grow its mining industry.

“Zambia has greater opportunity to grow the mining industry and achieving general economic growth especially with the existing resolve by the current administration to increase copper production to 3 million metric tonnes per annum in the next 10 years,” Ms. Fourie
said.

The Head of Sub-Saharan Africa insights for Analysis for Economics and Country Risk, however warned that failure to make investment into copper mining may put copper deficit at around 10 million metric tonnes.

If the investment environment changes, the copper deficit can be reduced to 2 million metric tons during the same period of 2021 to 2035 she argued.

And Ministry of Mines Permanent Secretary Mooya Lumamba says about 500 mining licenses have been frozen by the ministry of mines at the department of Cadaster following an audit aimed at ensuring proper and corrupt free issuance of mining licenses.

The audit established that the ministry had about 100 expired mining licenses in its system which has since being cleared up to pave way for new applications to ensure the attainment of the set strategies towards the attainment of the projected increase in copper production in the country.

“Currently, Government is not accepting applications for mining licenses but effective 21st November 2022, the cadaster Department will be opened for licence applications, during the audit, we also found that some companies had about 80 inactive mining licenses which have since been frozen and the owners are now writing to us,” Mr. Lubamba said during the same meeting.

And Director of Geological survey at the Ministry of Mines Gerald Mwila says the Ministry is financially constrained to conduct a 100 per cent geological mapping which currently stands at 54 per cent mapping.

Mr. Mwila told the meeting that the ministry was however targeting minerals such as cobalt and uranium among others.

Earlier, Konkola Copper Mines head of Copper Production Obino Kalela revealed that Copper production from the mine has declined from 200, 000 to 100, 000 metric tonnes per annum.

Attributing the drop to lack of re-capitalization at the mine, Mr. Kalela called for financial injection in the mine if it is to massively contribute to the projected Copper production increase.

Meanwhile, oil Marketing Companies ( OMCs) operating in Zambia will have to bring in approximately 1.2 billion litres of fuel to support the mining industry to attain the projected increase in copper production of about 3 million metric tonnes per annum.

Head of Lubricants for Africa Puma Energy Stanley Chipeta says currently the mines consume about 400 million litres of fuel per annum.

Speaking during the meeting, Mr.. Chipeta however, noted that there is need to resolve issues around storage and transportation of fuel.

Govt. concerned about increased mine accidents

Government says it is concerned over an increased number of mining accidents reported to be on an average of about sixteen (16) fatal accidents per annum.

As at 31st August 2022, the mining industry recorded 14 fatalities and 35 mines reportable or dangerous accidents adding that the increased number of accidents this year compared to the same period in 2021 that the industry recorded is of great concern to the government.

Mines and Minerals Minister Paul Kabuswe says it is government’s desires to have a growing mining industry using technology that generates benefits with zero negative impact on communities.

Mr. Kabuswe says it is for this reason his ministry is advising mining companies to employ mining methods and Technologies that guarantee sustainability.

The minister said this in a speech read on his behalf by Director Mines Development Malfred Molela during the 6th National Conference on Occupational Health, Safety and Environment which was held in Ndola under the theme “Achieving Excellence in Health, Safety and Environment (HSE) Systems through Institutional Linkages and Networking.”

” Depending on how it is done, mining can impact the environment either positively or negatively adding that there can be no sustainable mining and subsequent development where there is no safety and care for the employees and the environment.

” My ministry has in the recent past expressed serious concern over the high incidences of mine and industrial accidents that have continued to occur and called on mining companies to take necessary measures to curb the trend, ” he said.

In order to improve occupational safety and health, there is a need to ensure that workers are guaranteed a safe work environment by the government, stakeholders, and mining and contractor companies.

Mr. Kabuswe said the government’s goal is “zero fatality” which he noted is a challenge but pointed out that it is achievable with the right investment and attitude.

And Zambia Chamber of Mines President Godwin Beene said sustainable growth in the industry is becoming more urgent as the mining sector targets to achieve three (3) million metric tons of copper production per annum.

Dr. Beene said this can only be achieved with improved occupational health, safety and environment systems.

He said the chamber considers promotion of sound occupational health, safety and environment practices as one of the key pillars for achieving sustainable and responsible mining, in line with its mission.

Dr. Beene said the 6th HSE national conference is important for engagement specifically in sharing ideas, international best practice and providing a platform where members are able to foster team building in order to enhance stakeholder value, supported by strong and sustainable improvement practices for the mining industry.

Meanwhile, International Labour Organization (ILO) Occupational Safety and Health Specialist for Eastern and Southern Africa Peneyambeko Alina Munkawa reaffirmed ILO’s availability to support the promotion, domestication, and application of conventions key to achieving excellence on OSH.

President Hichilema calls for servant leadership

President Hakainde Hichilema has advised the Lusangazi UPND Council Chairperson by-election candidate, Blackson Tembo to practice servant leadership when elected into office in today’s polls.

President Hichilema says it is not in order for politicians to turn their backs on the people who were elected them after winning elections.

He stresses that political leaders are elected into office to work for the people that voted for them and not for their personal benefit.

The President said this today when he addressed rallies at Ukwimi and Mabanda grounds in Lusangazi district to drum up support for Mr. Tembo, who is the UPND candidate in the Lusangazi Council Chairperson by-election.

And Mr. Hichilema has reitterated that his administration will build maternity wards in all clinics in rural areas to ensure pregnant women give birth in safe and conducive environment where there is running water.

He said government was determined to improve health care system in in.order.to reduce maternal mortality rate in the country.

The Head of State has also told the people in Lusangazi that government will build dams and drill boreholes to increase people’s accessibility to safe drinking water and for their livestock.

President Hichilema said The UPND’s campaign promises have been tested and proven to be working.

He said the UPND administration has fulfilled its promises of free education, increasing CDF and employing teachers, health workers and other employees in government withing 14 months.

And UPND candidate for tomorrow’s Lusangazi Council chairperson by-election, Blackson Tembo has promised to serve the electorates diligently if elected into office.

Mr. Tembo said the people of Lusangazi should trust the UPND administration which has since fulfilled key campaign promised.

Meanwhile, President Hakainde Hichilema has thanked the traditional leadership in Lusangazi district in Eastern Province for their unity of purpose aimed at fostering oneness and development in the area.

President Hichilema observed that chiefs Sandwe and Nyampande of the Nsenga people exhibited unity when they agreed that the Amon Mumba, who was earlier nominated to be the UPND candidate for Friday’s Lusangazi Council chairperson by-election, to give chance to Blackson Tembo.

Mr. Mumba hails from chief Nyampande while Mr. Tembo is from chief Sandwe’s area. The former was given the adoption certificate but it was agreed that the latter contests the polls instead.

This is for alternating purposes to have one chosen candidate from a particular chiefdom at a time.

Speaking when he paid a courtesy call on Chief Nyampande on Thursday, Mr. Hichilema underscored his administration’s focus on two thematic areas namely uniting the country and developing it.

Mr. Hichilema also thanked the two chiefs for ensuring that campaigns for the Lusangazi Council Chairperson by-election are conducted in a peaceful manner.

He reiterated that the UPND hates violence hence discouraged caderism in markets and other public places.

He noted that the peaceful campaigns were indicative of good leadership which the two chiefs are practicing.

And a rally to drum up support for Mr. Tembo, President Hichilema said his government has given power to people in various communities to choose how they want to develop their constituencies using CDF.

And chief Nyampande thanked President Hichilema and his administration for fulfilling campaigns promises.

The traditional leader said said President Hichilema was a trustworthy leader who deserves support in his natioan and economy development drive.

President Hichilema was in Lusangazi to meet chiefs, headmen and campaign for the UPND candidate in the November 4, 2022, Council Chairpersonship polls.

Defender Stopilla Sunzu is back in the Chipolopolo Zambia fold.

The 2012 AFCON winner has been handed a shock recall for Zambia’s historic friendly date against Israel away on November 17.

Interim Chipolopolo coach Moses Sichone has named the veteran Chinese-based defender in his 24-member team for the friendly to be played in Israel at Petach Tikva in a fortnight.

Sunzu has not played for Chipolopolo since 2018 and is the last man standing from the continental in the set-up as it stands heading into the friendly.

Also back is Czech-based midfielder Benson Sakala after close a year when he last featured for Chipolopolo in the 2022 FIFA World Cup qualifiers.

And Red Arrows’ junior prospect goalkeeper Jeban Tembo’s rise continues from Under-20, Under-23 and now to the senior team in a space of two months.
