Govt desires competent and technically qualified equity partners for KCM and Mopani

7

Government says it wants to hand over Mopani and Konkola Copper Mines to competent and technically qualified equity partners who will be able to increase production at the two mines.

Minister of Finance and National Development Situmbeko Musokotwane says the process to unlock the two mining companies has taken longer than expected because of the complexities surrounding their handover to government.

Speaking in Kitwe on Saturday, during a budget analysis symposium for the 2023 National Budget, Dr. Musokotwane cited legal issues around the KCM case that needs to be sorted out before the mine can be offered to any investor.

Among the hitches surrounding KCM is the USS$1.5 million-dollar debt left by Glencoe and the unfair agreement attached to the handover of the mine that government is dealing with as it is unlocking Mopani Copper mines.

” Please bear with us on the delayed process to unlock the two mines, as you may know there are complex issues involved and they cannot be dealt within a short time but within a month or two we will be closing on Mopani, we don’t want to hand over the asset to a group that will be giving us problems after problems and then you start complaining to us,” Dr. Musokotwane explained.

And government wants to ensure increased copper production in the country from 800 to three million metric tonnes per annum in the next ten years and unlocking Mopani and KCM was one of the issues to be addressed to ensure increased copper production.

Dr. Musokotwane also highlighted that the reduced mineral royalty proposed under the 2023 National Budget will help attract investments in the mining sector which he said sstagnated under the previous regime due to the mineral royalty tax which was way above the international rate.

“The proposed mineral royalty may look low but we are still above our colleagues producing copper such as Australia, Chile and the DRC, it is not a loss as some people think, it will instead help incentivise the industry and encourage investors to invest in our country,” Dr. Musokotwane said.

Government also plans to increase job opportunities through value addition in the agriculture sector through the farming blocks dotted across the country.

Dr. Musokotwane challenged the business Community to help government create jobs through opening up of new mines and businesses as well as going into value addition.

He said government will provide an enabling environment for the private sector to thrive.

And Bank of Zambia Governor Dr. Denny Kalyalya said the bank is elated with the targets that it has been assigned achieve under the the 2023 national budget.

He said the set economic targets will help the economy to grow and run smoothly.

He cited targets such as bringing inflation within a range of 6 to 8 per cent, maintaining internal reserves of about three months import cover and maintenance of a flexible exchange rate among others.

And Association of Mine Suppliers and Contractors president Coster Mwansa appealed to government to recapitalize Mopani and KCM to revitalize their operations as government is working on the process to unlock the two mines.

Mr. Mwansa said the supplier and other businesses relying on the mines to survive are suffering because the two mines are failing to pay suppliers and contractors.

Earlier, Kitwe chamber of commerce and Trade president Emmanuel Mbambiko called on government to quickly resolve the issues surrounding Mopani and KCM.

Mr. Mbambiko also called on the Zambia Revenue Authority to address its online tax system which he says is still problematic and disadvantages the small and Medium entrepreneurs.

The President is expected to return to Zambia on Tuesday, 8th November, 2022 immediately after the end of the High Level Segment.

Make your own desks, Kabompo schools told

7

Kabompo District Commissioner, Hubert Chinyanga, has encouraged schools in the area to embark on desk production in order to address the deficit of desks.

Mr. Chinyanga said school administrations should partner with communities to make desks using the Constituency Development Fund (CDF).

He was speaking when he visited Mufuli Wanjamba primary school yesterday where he found pupils carrying desks from the neighbouring school which is five kilometres away to sit for grade seven examinations.

“Headteacher sir, as school administration work with your ward development committee to apply for CDF and embark on the production of desks as the materials are readily available,” he advised.

He said it was saddening to see pupils carry desks on their heads from another school which is far away just to write their examinations.

And Mufuli Wanjamba primary school headteacher, Cosmas Namakando said his institution has embarked on renovating some damaged desks using various frames available.

“Sir as we try to address the desk deficit crisis at our school, we have engaged some community members to work on the old damaged desks as we await support from government on the desk issue,” he said.

Mr. Namakando has since thanked government for the increased school grants which have improved the operations of schools in the country.

Central Province farmers urged not to plant yet

1

The Meteorological Department in Central Province has advised farmers not to start planting their crops.

Central Province Meteorological Officer, Boniface Mbewe, said the showers and rains that the province is experiencing do not mark the beginning of the planting season and could result in crop wastage.

Mr Mbewe said the rains being recorded should not be considered as the start of the rain season adding that the province may not receive serious rains till the third week of November.

He told ZANIS in Kabwe that farmers should only start planting their seeds when there are adequate rains to support moisture content for their seeds to germinate and grow.

He further explained that the moisture content of about 45mm and above is required for the farmers to plant, saying anything below that could be risky because adequate rainfall will be required in the soil to protect their plants.

The Provincial Meteorological Officer stated that some parts of the province will start experiencing normal rains by November 11 while others will experience a delayed onset of the rain season.

Mr Mbewe has since advised that the right time for farmers to plant their crops will be between November 21st and 30th.

He however said the general picture is that the province will have normal rainfall until somewhere around December 15th to the first week of January 2023 when the region might experience a dry spell.

Mr Mbewe has meanwhile advised farmers to also consider planting the early maturing seeds during this year’s farming season saying this is because the onset of the rain season will be delayed.

He also called on farmers to take keen interest in following the daily weather updates that his department supplies to farmers via his office as well as on radio and online platforms such as Whatsapp.

Meanwhile, Central Province Minister, Credo Nanjuwa, has urged farmers in the province to embrace crop diversification and help contribute to the country’s food security.

Mr Nanjuwa said farmers should not overlook crop diversification, which he says is key to boosting food security for sustainable economic growth.

He said this in a speech read for him by Provincial Agricultural Officer (PACO, Alex Chilala, at this year’s provincial field day which took place at the Farmers’ Research Centre in Kabwe yesterday.

Mr Nanjuwa said government is promoting the growing of other crops such as millet, sorghum, soya beans, cassava which the country can export and earn foreign exchange.

The Minister said diversification will not only offer food security but also help improve the living standards of people in the country especially at household level.

University of Zambia Researcher from the Department of the School of Agricultural Sciences, Kelvin Kangwa, said it is vital for farmers to diversify to other crops because of the ever-changing weather conditions in the country.

Dr Kangwa said the weather patterns are unstable hence the need for farmers not to continue to grow maize only.

He observed that farmers could benefit more if they grew other income-generating crops.

He said his department has ventured into making drought and disease resistant seeds such as cowpeas, beans and pumpkin seeds which are good and early maturing seeds suitable for the fluctuating conditions.

He added that farmers should take interest in partnering with the Department of Agricultural Sciences at UNZA which is trying to assist them by coming up with activities that respond to climate change.

Meanwhile, farmers in Kabwe have appealed to the government to continue supporting them with various training especially those that border on crop diversification.

Sydney Muleya from Kawewe Farmers’ Cooperative said a number of farmers depend on maize growing because they lack adequate knowledge and resources on crop diversification.

Mr Muleya added that most farmers do not know the benefits of growing other crops other than maize especially that their only target market is the Food Reserve Agency (FRA).

He said there is therefore an urgent need for the Ministry of Agriculture to introduce extensive training that will help change the mindsets of farmers and promote sustainable economic empowerment through crop diversification.

Book Review: My Trodden Path – An Autobiography by Justice Chibesakunda, Zambia’s First Female Lawyer

16

By Dickson Jere’s compilations

“My trodden path” is a fast-paced read which chronicles the illustrious life of Her Lady Justice Lombe Chibesakunda. I was able to read it within few hours. In many instances, the Lady Justice is the woman of “firsts” in terms of breaking records.

“I was the first female (trained) lawyer in Zambia,” she writes on page 42 of her recently released eight chapters book.

Justice Chibesakunda is a graduate of the prestigious Grays Inn Chambers in the UK where she was trained and mentored by great legal luminaries such as Lord Dennings and Justice Megarry.

At age 29, she had already made history – became the first female Solicitor General of Zambia and Minster of State – appointed by President Kenneth Kaunda shortly after she was elected Member of Parliament for Matero constituency.

However, her stay was short-lived as two years later she was appointed Zambia’s first Ambassador to Japan at the age of 31 years.

The 154 page autobiography begins with the foreword written by former Chief Justice Mathews Ngulube who knew her from the time they studied law together at Grays Inn.

“Her story should inspire especially the young lady, if not all young people hailing from humble beginnings,” Ngulube wrote, as he referred to the village upbringing of Justice Chibesakunda.

Daughter of Chief Chibesakunda, the lady Justice was schooled at Chipempi Girls Secondary School before she ventured into law.

“I was a cultured girl, just like many other girl children in the village,” she writes while reminiscing her childhood in Northern Province where she was brought up as Bisa girl.

Achievements and failure to get rid of the Wiga and Gowns

Justice Chibesakunda narrates on how her first appearance in Court as a young lawyer in Zambia before Chief Justice Brian Doyle who was very tough and firm with young advocates.

“Before going to Court, I drank some sherry to gather courage to face him,” she disclosed.

After her brief stint at the Ministry of Justice, she quit and joined the private practice at the firm – Jacques and Partners.

The illustrious career of Justice Chibesakunda is admirable. From the village girl to international legal expert and now Judge President of the COMESA Court of Justice.

“I can safely say I have served my country and the world community diligently,” she writes in the Epilogue of the book.

Nevertheless, she detailed a number of achievements as acting Chief Justice. However, she says she failed to change the regalia of lawyers and judges (Wigs and Gowns) as both the Bar and Bench opposed.

Justice Chibesakunda was also first female Zambia’s High Commissioner to the UK and later Chairperson of the Human Rights Commission of Zambia. The book is worth the read and I recommend it to young people especially those from humble backgrounds. Justice Chibesakunda story is that of resilience and a good example to young girls – it is possible to achieve your dreams.

Chief Justice Mumba Malila, SC, summed it up aptly when he stated thus: “That Madam Justice Chibesakunda is probably the first female legal practitioner the country has ever produced is not mere hyperbole. It is true, undeniably true. This book, which immortalizes Madam Chibesakunda’s life and legacy, is a must read.”

I agree with Dr Malila even though I think she should have given us a detailed account beyond the 154-pages which includes pictures. Kudos to her for having penned this book – rare phenomenon in Zambia.

Diplomatic Service Politics

Upon her appointment as Zambia’s High Commissioner to London, Lady Justice Lombe Chibesakunda reveals startling details in her recently released book – “My Trodden Path”.
She writes: “I was not welcomed by those officers who had directly come from Ministry of Foreign Affairs in Lusaka. There was a lot of back-stabbing and applying of the cockroach sort of syndrome of pulling each other down. I was recalled to Zambia in 1981 when unknown person had reported that I had sold a number of vehicles, which I had never done and was proven innocent..”

She was later posted to Zambia Embassy in Brussels, which proved to be even worse! She narrates; “It was bad for me. This is where I saw immaturity as a nation; Zambians stabbing each other in the back just to grab a post. I came back to Zambia with a sore heart….”

Her case was worsened because she was a lawyer who was appointed from outside the Ministry of Foreign Affairs, so the career diplomats made her life difficult.

Her Removal and LAck of Support from PF and LAZ

It appears Justice Lombe Chibesakunda was not happy with her removal from the bench as acting Chief Justice. She writes: “When he passed (President Michael Sata), there was sadly no hope for me from there, and no support from comrades he left behind. I shared a few words with President Lungu, and I was the first person to be removed under his administration, causing me to withdraw from public life entirely. The Patriotic Front, as it stands in this current moment, remains far from the mark of the original strong ideologies and passion for revolution on behalf of societies most vulnerable.”

Justice Chibesakunda narrates how she was appointed Chief Justice in 2011 by President Michael Sata but the dark forces ganged up against her and blocked her ratification. No one defended her including those in the ruling Patriotic Front.

The Lady Justice expressed shock that the PF did not defend her even though she was appointed by President Sata.

“The pain of feeling alone at this time made it more of a strong challenge, as the Patriotic Front, the party which had nominated my position, refused to defend or speak on my behalf in Parliament or outside. They were mute by the visitation of God or whatever reason.”

“It hurt me deeply to be questioned every day, with no open support from any side,” she bemoaned the treatment she received after her appointment.

“Another group that waged war against my appointment was in Law Association of Zambia (LAZ) itself,” she writes, without making reference to the Court case which LAZ took out to block her appointment.

Reserved Admiration of President Hichilema Hichilema

Justice Lombe Chibesakunda has extolled President Hakainde Hichilema’s political journey saying she greatly admires him and hopes he will deliver on his promises. She said President Hakainde faced a similar experience to her when he entered politics but survived and recorded the “greatest election victory” since 1991 and the celebrations that followed could be likened to 1964 Independence Day.

“I watched the man grow, lose, and be locked consistently for every failure. The doubts the public threw toward him and the lies that were hurled were used as ammunition, as he now stands as President, with one of the greatest support Zambian people have ever offered.

“I look upon this young man with reserved admiration, and hope he achieves what has been promised,” she added.

“I remember as President Hichilema first entered the political arena, and the many questions he faced (similar to my own experience) on the validity of a businessman running for President at such a supposedly young age.”

She was saddened, she writes, that some UPND members had opposed her appointment as Chief Justice on a non-legal issue even though she qualified for the job.

“Within the UPND, my respect for many of the members of the party remains, in spite of the hurt of seeing young men and women I had watched grow old fight against my appointment over a non-legal issue,” she writes on page 114 of the 154 paged autobiography.

She insists she was qualified to be the Chief Justice despite her age and allegations that she was the relative of President Michael Sata who had appointed her to the position.

“There was no provision in the Zambian Constitution that forbade a Judge to continue serving after celebrating the 65th birthday. No one came to my defence, which could have been as simple as stating that the average retirement age of a sitting Judge is 80 in the US,” she argues.

A Very Convincing Green Buffaloes Beats Power Dynamos

1

Green Buffaloes are matching their results with attractive football this season and on Saturday came saw and conquered Power Dynamos 1-0 in a fixture blighted by a 10 minute stoppage as the visiting fans stormed a section of the Arthur Davies stands.

Trouble started in the 80th minute when angry Power supporters in the Kitwe clubs famous southern goal stand pelted Buffaloes goalkeeper Geoffrey Silavwe for his repeated delaying tactics.

The police looked on without taking any action forcing the Buffaloes fans surged to the stands in seek and destroy fashion and weeded out the culprits as fans scampered from the iconic yellow stand to escape the wrath of the mini crackdown.

It took 10 minutes for order to be restored and the situation “handed back” to the Zambia Police to manage.

Meanwhile, Buffaloes took the lead in the 12th minute through Golden Mashata who beat Luka Chamanga for pace to fire in the games only goal from an acute angle.

It was all Buffaloes from then on until halftime, their pace and swift passing game, a metamorphosis under new coach Masautso Tembo.

But Power made some changes at half time, when Regan Mtonga and Frederick Mulambia replaced Linos Makwaza Jnr and Godfrey Ngwenya.

The duo brought some attacking stability but Buffaloes exhibited levels of organisation and discipline unfazed by the desperation for the equaliser by Power.

Buffaloes gave Power no space even after the game resume after the stoppage.

And the win was symbolic in that it was Masautso Tembo’s first game back since he was sack two seasons ago.

He may have been deemed not good enough for Power then as interim coach but the philosophy he has brought to Buffaloes since appointment this season shows a coming of age of the former fiery Chipolopolo striker and the energy of respect from his players is obvious on the pitch.

KCM and Moponi Copper mines impasse to be resolved soon

4

Government says it  is urgently working around the clock to ensure that the KCM and Mopani Copper Mines issues are resolved  as urgently as possible.

Minister of Mines and Minerals Development Paul Kabuswe says discussions with the necessary stakeholders to find an amicable solution are already underway.

Addressing a media briefing in Lusaka today,  where he refuted recent media reports suggesting that he is about give a final statement regarding the two mining firms , Mr. Kabuswe said it is too early to state a final position.

“As to how the talks have progressed, I think it will be unfair on both ZCCM-IH, who is ourselves as Government and also Vedanta to prematurely bring out anything when the talks have not reached a level where we can tell the nation where we are,” he said.

Government is eager to see to it that the two mines contribute towards the  three million metric tonnes of copper target that has been set for the next decade.

Mr Kabuswe said the two mines need to deliver optimal production levels.

The Minister of Mines and Minerals Development said government is working closely with management for both mines to ensure that no worker loses employment.

And the Minister dismissed reports that Reliant Mining, a contractor at KCM will soon halt operations.

Mr Kabuswe said it is not true that the firm will prune all the workers and shutdown..

“It is an unfounded rumour, the truth of the matter is that reliant,  is still a contractor at KCM and their contract has actually been extended,” he said.

Mopani Copper Mines is currently on care and maintenance while KCM is in liquidation.

President Hakainde Hichilema has previously pledged that his administration will resolve the impasse regarding the two mines.

Mordon Malitoli Welcomes Sunzu’s Recall

2

Ex-Zambia defender Mordon Malitoli is cheered to see defender Stopilla Sunzu return to the Chipolopolo fold.

Sunzu, the 2012 AFCON winner, has been handed a recall for Zambia’s historic friendly date against Israel away on November 17.

Interim Chipolopolo coach Moses Sichone has named the veteran Chinese-based defender in his 24-member team for the friendly to be played in Israel at Petach Tikva.

Former backline star Malitoli said Sunzu deserved to be in the Zambia squads.

“Sunzu is active, he is still playing. I am happy that he has been recalled,” Malitoli said from his Kitwe base on Friday.

Sunzu has not played for Chipolopolo since 2018 and is the last man standing from the continental in the set-up as it stands heading into the friendly.

“Takwaba umushi uwabula abakalamba (There is no village without elders),” the 1994 Africa Cup silver-medalist told Radio Icengelo Sport.

PF should choose a party President who is known nationwide-Chungu

Former Patriotic Front (PF) Luanshya Member of Parliament Steve Chungu has said the PF should choose a party President who is known nationwide and can be easily sold to the people ahead of the 2026 General Elections.

And Mr. Chungu, the former PF Luanshya District Chairman, said the people of Zambia are looking for alternative leadership because the UPND Government has failed to meet their expectations.

The PF is preparing to choose a party President at a convention that is expected to be held in March next year.

PF presidential aspirants include Emmanuel Mwamba, Mutotwe Kafwaya, Emmanuel Mwamba, Chishimba Kambwili, Geoffrey Bwalya Mwamba, Brian Mundubile and Greyford Monde.

These aspirants have already filed their nominations for the PF presidency before acting Secretary General Nixon Chilangwa.

Commenting on the race to the top PF position, Mr. Chungu said PF should pick a party President to help them give a message of hope again to the Zambian people.

He said the PF President should be able to give people confidence on matters of the economy, Christian values, job creation and investment.

“I just wish them (PF) well. I wish all the Presidential candidates the best and that the members should open their eyes and pick the best candidate amongst the eight. They should pick a party President to help them give a message of hope again to the Zambians people. They should also take advantage of the current government’s mistakes and unfulfilled promises if they are to make the Zambian people trust them again. They should talk about cadrelism never to show its face again, the violence never to show its face again, the corruption never to show its face again.”

“Those are the things people expected to hear and see even from the current government. But these things have again shown their ugly when people were trying to say oh now we have a messiah but people have started regretting now that they made a mistake by bringing the UPND. That is why people are looking back at PF. Had they UPND performed well in the last one year, the PF was going to be finished now because the UPND has also failed to perform to the expectations of the people, that is why the people of Zambia are looking for another option. The Zambian people have decided to look for another option,” Mr. Chungu said.

“I have talked about someone who is going to give the Zambian people hope in all aspects. One, the economy, Christian values, job creation, investment, somebody who is going to give the Zambian people hope that there will be more money in people’s pockets again because there is no money in circulation right now. There is absolutely nothing. That is why you have even seen the artificial drop of the American dollar or the foreign currencies that are artificial because there is less money in circulation. So there is no competition for the foreign exchange. The gaining of the Kwacha is not there to stay, it is going to crush, the Kwacha is going to crush very soon,” he said.

Mr. Chungu, who resigned from PF last year, declined to reveal his preferred candidate for the PF presidential race.

“I wouldn’t want to get involved at this point in the matter of who is the best candidate. Those are internal politics of political parties and individuals who are vying for these positions. I think for these individuals to seek that position I think they have got all the confidence to win. But I have said we need somebody to give us hope. Yes the party President must be sealable with a national appeal and with those other factors I earlier mentioned. They should give us hope because we have lost hope in UPND. We have lost it,” Mr. Chungu said.

The United Party for National Development – UPND Religious Affairs Committee has rebranded to Religious Affairs and Chaplaincy Services Specificalised Committee – RACS, and as part of their rebranding agenda the Committee will appoint, and train 100 Community Social Chaplains selected from all the 116 districts across the country.

The Community Social Chaplains will be trained and equipped with the knowledge, skills, and attitudes necessary for them to offer spiritual guidance and advise to the Party members and the community.

Speaking during the official launch of the Religious Affairs and Chaplaincy Services Specificalised Committee – RACS, Acting Chairperson Rev. William Njombo stated that the Community Social Chaplains will be responsible for preaching peace, love and unity in the Party and the community, noting that they will also be responsible for providing business development services to the Party members and the community.

Rev Njombo said that the Community Social Chaplains will also provide member care services for Party members, while extending the same services to others in the community, adding that these services will therefore include reaching out to and encouraging members in distress, visiting the sick at home or in hospital and providing nutritional needs, health care, counselling and spiritual support.

He mentioned that the Community Social Chaplains will also be visiting and supporting vulnerable people such as the aged, widows and the orphans, they will also provide food and transport to those with bereavements.

“Our Committee has targeted to train 100 Chaplains in all the 150 Constituencies, 1,500 plus Wards, and this will be done in three (3) phases, in a space of two (2) years,” he said

Rev. Njombo explained that the purpose of the rebrand is in order to take up additional roles and responsibilities in the Party and the nation, as they feel that the needs of their Party members and nation have revolved with time thus the Committee cannot work in the exact same way as they did during the time they were in the opposition as the dynamics in the Party and country are now different and they therefore need to ensure that their existence answer to the needs of the Party members and the community at large.

“We are now the ruling Party thus carrying a higher responsibility of uniting the nation, and providing the much needed spiritual and moral guidance for the bible says to who much is given, much is required Luke 12:46,” he said

He noted that the Committee feels duty bound to intensify prayer and offer undiluted words of counsel to all the leaders including Ministers so that they can lead the country in the right direction for the good of the people of Zambia.

Rev. Njombo has since called on all UPND members to come together and reunite, as they are one big family with a responsibility to take are of one another.

“It is not a good thing for us to start calling each other names, to castigate each other because our belief as a Committee is that the status quo of the recent happenings of name calling and castigating each other amongst ourselves as UPND members will not lead us anywhere, we suffered for this Party and sacrificed alot to build the UPND to turn into what it is today thus we cannot turn around to begin to destroy it ourselves,” he explained

He disclosed that President Hakainde Hichilema was very instrumental at the time of the formation of this Committee, as he has always been very supportive throughout the years of the existence of the Committee, because of his strong conviction that God reigns supreme over all human affairs and without God there is nothing that human beings can do.

Rev. Njombo said that the UPND and President Hichilema believes that the church plays a pivotal role in the preservation of morality and uprightness in society, peace building, fostering unity and love which are critical ingredients to national development.

He cited that the UPND Government has demonstrated that faith in God is not just a matter of lip service but of action for the common good of the entire nation, the government has done this through the restoration of peace and order in the nation by putting a stop to political thuggery and criminality which had reached alarming levels during the previous regime.

“The UPND Government has brought about the restoration of the rule of law that has seen Law Enforcement Agencies applying the law with impartiality, bringing to an end the ‘tatameni’ syndrome of dishing out handouts, which has been replaced with job creation and business opportunities for all Zambians, and the heightening of the fight against corruption, money laundering and other related crimes, maintained the declaration of Zambia as a Christian Nation, and upheld the day of National Prayer, Fasting and Reconciliation, and maintained the work and service of the Ministry of Religious Affairs which is now a Directorate in the Office of the Vice President,” Rev. Njombo mentioned

ACC asks government institutions to join fight against corruption

2

The Anti-Corruption Commission (ACC) in North-western province has called on government institutions and all state actors to join hands with it in the fight against the vice.

Provincial Investigation Officer, Mweemba Shaduka, said the fight against corruption can only be effectively won when every citizen takes personal responsibility to refuse to be corrupted and report any corrupt activities.

“There is need for all of us to put our hands together in terms of the fight against corruption,” he said.

Mr Shaduka said the commission is resolved to fight the vice at all levels.

He made the call during an awareness meeting with staff and management from the district town council, civic leaders and members of the Constituency Development Fund Committee (CDFC).

Mr Shaduka said corruption is a cancer that has potential to slow down the economic growth of the country as the vice makes resources not to reach the intended target of development.

He has since called on various institutions in the district to respond to Cabinet’s directive of setting up integrity committees in their workplaces as an important step in the efforts to arrest possible corruption activities in work places.

And Mwinilunga Deputy Council Secretary, John Musonda, warned his staff against engaging themselves in corrupt practices saying it impedes and disturbs government’s vision of delivering meaningful development to its people.

Mr Musonda urged his staff to be vigilant against corruption and encouraged them to report any suspected corrupt activities without fear of being victimised.

“You must report, don’t fear, don’t sweep it under the carpet, if you do so you will be part of that corrupt activity,” he said.

Meanwhile, Mwinilunga Town Council chairperson, Jonathan Chinyimba, appealed for the permanent presence of the ACC in the district in view of decentralisation and increased Constituency Development Fund (CDF).

Mr Chinyimba said ACC must not be viewed as an enemy but should be embraced by everyone as an aid to prudent use of public resources and encouraged the commission to take keen interest in activities happening in government offices in the district.

MISA Zambia condemns the beating up of journalist by UPND cadres

43

MISA Zambia has condemned the beating up of journalist Lovemore Phiri of Pasme FM in Petauke, Eastern Province by UPND cadres during his breakfast radio programme where callers were calling in on the topic of fertilisers distribution.

The attack on Phiri occurred in the early hours of Friday, 4th November, 2022 by suspected UPND cadres who stormed PASME radio and interrupted a live programme that was discussing farmers preparedness for the 2022/23 farming season.

MISA Zambia Chairperson Fr. Barnabas Simatende, OMI said the media body is concerned by violent acts against journalists and called upon Zambians to condemn the attack on Phiri.

“MISA Zambia condemns the attacks on PASME Radio station in Petauke District of Eastern Province by suspected United Party for National Development (UPND) Cadres. The cadres who forced their way into the on-air studio beat up Mr Lovemore Phiri, who happens to be a reporter and presenter at the radio station and further, caused damages to the studio equipment, resulting in the radio station going off-air.As if that was not enough, around 08:15hrs another group of suspected UPND cadres drove into the radio station and chased after Mr. Phiri who had to run away upon seeing the vehicle driving into the radio station premises. The cadres managed to catch Mr. Phiri in a nearby neighborhood attacked him physically and threatened to kill him. Mr. Phiri, was rescued by members of the community who ran to the scene,” Fr. Simatende said.

“MISA Zambia is deeply concerned by these acts and calls upon all well-meaning Zambian to condemn them. These acts do not only pose a threat to media freedom and freedom of expression in the country but are a danger to our democracy. The acts are also an attack to the Head of State who has shown commitment towards the enjoyment of fundamental freedoms of expression and the media. We wish to express our disappointment with the UPND in Petauke District for beating up an unarmed presenter and causing damage to the radio station which provides people of Petauke with a platform to exercise their democratic right to freedom of expression. We wish to remind the UPND that media freedom and freedom of expression is a constitutional right that should be enjoyed by every Zambian. The UPND cadres are out of order and their actions should not be tolerated any further,” he said.

Fr. Simatende said Republican President Hakainde Hichilema and the UPND leadership must discipline the suspects in question as their actions do not reflect the true reason why Zambians voted for UPND.

“We further commend the members of the community for coming to the rescue of Mr. Phiri and ensuring that his life is protected. We call upon all Zambians not to relent but to continue fighting for their democratic right of freedom of expression and for the media to operate in a friendly environment. We would like to bring this matter to the attention of the Republican President and the UPND leadership to discipline the suspects in question as their actions do not reflect the true reason why Zambians voted for them,” Fr. Simatende.

Meanwhile, President of the Socialist Party Fred M’membe has charged that under President Hakainde Hichilema’s watch threats of violence and attacks against journalists by UPND cadres are not properly investigated or prosecuted.

“Today journalist Lovemore Phiri of Pasme FM in Petauke was beaten up by UPND cadres during his breakfast radio programme where callers were calling in on the topic of fertilisers distribution. His UPND attackers are known but no arrests have been made. We need to counter threats of violence and crimes against journalists to protect freedom of expression for all. Ending impunity for crimes against journalists is one of the most pressing issues to guarantee freedom of expression and access to information for all citizens. We mustn’t allow journalists to be beaten for reporting the news and bringing information to the public. And those who attack, assault journalists must not go unpunished. Impunity leads to more attacks and is often a symptom of worsening lawlessness and the breakdown of law. Threats of violence and attacks against journalists, in particular, create a climate of fear for media professionals, impeding the free circulation of information, opinions and ideas for all citizens,” Dr. M’membe stated.

Dr. M’membe has since urged all Zambians of goodwill to rise, reject and denounce the growing UPND violence against journalists.

“Under Mr Hakainde Hichilema’s watch threats of violence and attacks against journalists by UPND cadres are not properly investigated or prosecuted. This impunity emboldens the perpetrators of the crimes and at the same time has a chilling effect on society, including journalists themselves. We are concerned that this impunity damages the whole nation by covering up serious human rights abuses, corruption, and crime. We urge all Zambians of goodwill to rise and reject, denounce this growing UPND violence against journalists. This will send a powerful message that the nation will not tolerate attacks against journalists and against the right to freedom of expression for all. Only free journalists can be the vigilant watchdogs of the public interest against the temptation on the part of those who wield it to abuse that power,” Dr. M’membe said.

Misdirected Frustration

27

By MacPherson Mutale

“Most Zambians are so frustrated today because they feel UPND and it’s New Dawn administration has let them down by not addressing hunger.

While we all agree that there is hunger and prices of goods are high, we need not forget why and how we got to this point in the first place.

The looting, mismanagement, pilfering and sheer maladministration, that was perpetrated for over 7 years brought us here.

When you decide to wreck a very fragile economy like ours and bring it down to its knees, expecting quick solution is nothing but misplaced and misguided.

The Zambian economy crushed from growing at an average 6.5% per annum of GDP, to a regression of -2.8%. From the time the former President took over the reigns of the economy, it was ever in one downhill trajectory.

The economy did not just shrink, it also became unequal and formless. All the economic fundamentals went unabatedly in the wrong direction.

We borrowed to a point where only two expenditure lines were taking up 90% of our budgetary income. We spend 90% of our revenues on emoluments and debt servicing and only remaining with 10% to keep the economy going.

The debt servicing became chocking and debilitating. With COVID-19 on the horizon, it was just a matter of time before we defaulted; we became the first sovereign state to default in the era of COVID.

With inflation at over 24%, the Kwacha fetching K22 to a dollar, over 90% of our income literally held captive, the economy was collapsing and there was no hope of recovery if we continued with the previous regime.

The 12th August 2021 elections provided a window of opportunity for the Zambians to redeem themselves. The opportunity was grasped with both hands and Zambians gave themselves another chance.

UPND as an opposition party made very ambitious promises to the Zambian people. These promises are here today to constantly remind them that whatever is promised during elections should not be taken lightly.

The new president and his administration are doing their best to bring back the country on track. It’s a very tough job that won’t bear quick results. It’s a painstakingly slippery slope to navigate.

The restoration of economic fundamentals In itself won’t immediately change anything in real terms. There is a lot more work that needs to be done.

The elephant in the room is the debt restructuring. Bringing all our creditors to the table will the greatest political and economic engineering of our time.

The profile of our debts is very complex. We have bilateral, multilateral, commercial debts from bilateral and multilateral countries and pure commercial debt and sovereign guarantees.

This profile of debt can not be negotiated over dinner. It will take a lot of back and forth engagements at the highest level.

We have to be mindful that some of these creditors knew full well our weakened position and that we would not afford to pay them, but they still went ahead and lent us money anyway.

As long as this situation remains unresolved, all the positive strides that the new administration is making will be eroded in no time.

The IMF bailout, though a positive catalytic converter of our negative economic outlook, has come with its own complications.

In order for us to retain our seat on the global financial system, we had to take some serious austerity measures. These measures will impact the very poor of our society.

The removal of subsidies on fuel and other social services will further complicate our efforts to lift our people from the deep well of poverty.

So here is the truth most people don’t want to hear. We have not yet turned the corner as long as our debt situation remains unresolved. We still have to look over our shoulders everyday until we get the restructuring that could give us some breathing space.

While most people thought the change in political administration will immediately change their lives, the reality is that it’s not that simple.

Most people who are frustrated are those who thought they will take over the feasts of their predecessors. Those who thought all the spoils from the PF will become automatically theirs.

While we all feel frustrated, we need to be mindful that when you get an economy into such deep mud, it take more than 10 years to recover and get to the growth patterns before the regression set in.

So I must make you aware that the first term of president HH won’t be a magic bullet that will change your fortunes. It will be a term of serious sacrifices from all citizens.

If, and when we manage to cross this term, with a unit of purpose as those who believe in the collective effort of president HH and his team, not just UPND cadres and sympathizers, but all well meaning Zambians who want to see our country recover, only then, will we all begin to see the fruits of our sacrifices.

In other words, all those who want to see quick fixes, am afraid you will be so disappointed and you will dump the UPND for populism that brought us here in the first place.

If there is anyone you need to be frustrated with, it’s those who noticed the cracks in the ship and did nothing to mend those cracks before the ship sunk.

Yes president HH has his own shortcomings with his UPND party, but my honest assessment is that, he is the right captain for our troubled ship right now.

If we make a mistake and decide to bring in another populist in 2026, rest assured, our days in the Wilderness will just become real again.

What we need now than ever, is to hold each others hands and try to pull in the same direction. It’s not possible that everyone will be happy with the current situation, but truth be told, ot could be far worse.

HH and his team have done some incredible work under the circumstances. But even the work done, is far from stabilizing our broken systems. It will take the character of a true nationalist to hold unto the dream and continue pushing in the face of unfair criticism mainly from those who brought us here in the first place.

The bad news is that, the agents of populism are not sleeping and they may deceive many weaker minds.

Unfortunately UPND as a party and the HH administration have not created a cadre of agents who can help project the positive agenda in the light that it deserves. This is the undoing of president HH.

The UPND as a party is like orphaned children left behind by their parents who never taught their kids how to survive but to perpetually depend on their parents.

The good news is that, always, good triumphs over evil. Those who want to drag this country to the gates of hell will be disappointed. The Zambian people are resilient and resolute. It’s always darkest before dawn.

Zambia and Zambians shall surely rise from this current darkness. All those prophesying that UPND will split will be put to shame.
