Social Economist on delayed farming inputs and Zambia’s debt restructuring

A Social Economist Kelvin Chisanga has expressed divergent views on the repercussions of delayed delivery of farming inputs to farmers and the Zambia debt restructuring, as China seems to be holding breaks on Zambia’s debt restructuring process.

Mr Chisanga says the delayed delivery of farming input poises potential risk to food security in the country, adding that the late delivery of farmer input support program is definitely poising with such a huge potential risk factors to the nutrition and food security to Zambia as a country to begin with, and as a serious resourceful commodity player to the region.

He noted that Zambia has changed the narratives over time on food security since the introduction of farmer input support program (FISP), as the nation used to be a net importer of maize.

“I vividly remember, we had an importation of yellow maize during Chiluba’s administration under agriculture minister by then Guy Scott, a situation that was also myriad with a lot of hot talks and this was an immediacy import to cushion the effects of supply deficit at a time which highly characterized with a pressing huge demand for maize in the country,” he mentioned

Mr Chisanga explained that food security has a potential risk standing in the way of economic growth, as this looks like a serious inflation sitting to make spikes sooner than they think of it in full expectations, especially if farming input further delays on the delivery process to the intended farming areas.

“This year has taken a different twist as we have kept improving on this policy model since the MMD times, especially in contrast to the times of nowadays considering the fact that we are experiencing of dramatic situations that the world is faced with, and we have noticed that Agriculture input support distribution has taken longer than expected during this farming season,” he stated

Mr Chisanga noted that this is such a big threat on both food security and nutritional health for next financial year, especially if not properly taken into typical considerations of expeditious means with the speedy required in distribution process of farmer input support program of raw materials, as this also poises even more serious risk factors to the upcoming and yet to be rebranded agriculture comprehensive support program.

Meanwhile, on Zambia debt restructuring, Mr Chisanga disclosed that Zambia’s debt question is still in a potential risk to the projected growth path for 2023 fiscus, and this poises such a serious factor to the actual outcome expected of the many planned things around debt restructuring process, as China is seeming to be the toughest element on this part of the debt restructuring process.

Mr Chisanga added that the debt restructuring process has emerged with a serious impingement to enable it, post required macroeconomic stabilization on the overall fiscal status as planned for the financial year 2023, this process of almost coming back to the drawing table is now a standing potential of acute risk to the economic growth patterns coupled with other uncontrollable external factors.

He noted that the issue at hand has such a very serious case which will work quite contrary to the country’s energetic drive of fostering stability with the macroeconomic environment, and the projected turnaround growth in terms of prospective deliverables, will ultimately be derailed and driven away, given the outturn in prevailing circumstances.

“However, we are equally having a strong witness of the similar patterns and a case in point, with the government of Ethiopia, as the east African country has also faced almost a similar case in scenario, and the EFF/ECF which were already granted pretty earlier than Zambia have since now been put on suspense, waiting for tangible guarantees which will still come out of the creditor’s committee final approval,” he said

Mr Chisanga cited that so, as for Zambia, things were pretty looking up, on a good turn-out, with an absolutely key effulgence support of IMF and with a strong propensity heading in positive affirmative directions, but now going forward, they should be looking level-headed on a firmly benchmarked renegotiation process, as a key component but hoping to still unlock this puzzle or perhaps holding down hopes with alternatives in spinning off, around this national debt portfolio in question.

Report me to law the enforcement agencies if you feel I have committed any wrong, Milupi Challenges Critics

Minister of Infrastructure, Housing and Urban Development Charles Lubasi Milupi has challenged his critics to report him to law enforcement agencies if they feel he has committed any wrong in the course of his duty.

Eng. Milupi’s critics have questioned some deals the Ministry of Infrastructure, Housing and Urban Development has clinched under his leadership.

Such deals include the $3.7 billion Public-Private Partnership agreement with the Southern Africa Business Development Forum hinging on construction of roads and other related projects.

Former Zambian High Commissioner to South Africa Emmanuel Mwamba is one of the people that have questioned some deals the Ministry of Infrastructure, Housing and Urban Development has clinched under Eng. Milupi.

In a facebook post on Monday, Eng. Milupi said under the New Dawn administration the doors have been opened widely for anyone to report any government official to the law enforcement agencies over any alleged unlawful acts.

The wealthy minister and former Luena Member of Parliament said he was more than ready to face the law.

Eng. Milupi said he accepted his appointment as infrastructure, housing and urban development minister in the UPND-led New Dawn administration, on the strong conviction that that presidential appointment was about serving the greater interests of the Zambian people, not his interests.

“I’m ready to face the law if I have committed any illegality as minister. Fellow citizens, I accepted my appointment as infrastructure, housing and urban development minister in the UPND-led New Dawn administration, on the strong conviction that that presidential appointment is about serving the greater interests of the Zambian people, not my interests. This is the type of government the New Dawn is running; one anchored on the values of transparency and accountability. When we have something to share with the people, we will say it the way it is without hiding anything. When we have nothing to say, we keep quiet,” Eng. Milupi said.

“Therefore, to those saying they are aware of certain excesses that we have committed in the line of duty, our word is, I am not beyond reproach as Charles Lubasi Milupi. Report me to the law enforcement agencies. Under the New Dawn administration the doors have been opened widely for anyone to report any government official to the law enforcement agencies over any alleged unlawful acts. Thus, we are more than ready to face the law. Otherwise, our record of public service speaks for itself,” he said.

In the past, Eng. Milupi has defended the $3.7 billion Public-Private Partnership agreement with the Southern Africa Business Development Forum hinging on construction of roads and other related projects.

Eng. Milupi had been clarifying that the Public-Private Partnership agreement with the Southern Africa Business Development Forum is not only for the construction of roads but other projects.

He said that the agreement will also revamp, develop and industrialize the existing 93 resettlement schemes and develop new ones countrywide and that for each scheme, an off-grid power will be set up to facilitate irrigation.

Eng. Milupi further said that the agreement includes design, building, and or rehabilitation of approximately 1 400 kilometers of roads to international bituminous standards.

Meanwhile, Eng. Milupi is ranked among richest Zambians.

Eng. Milupi is a business expert who has doubled up his profession with political engagement.

He is the leader of opposition Alliance for Democracy and Development (ADD), a party he formed on 14 May 2010.

Eng. Milupi was ADD’s presidential candidate for the 2011 general elections; he finished fourth in a field of ten candidates with 0.9% of the vote.

He found himself in the New Dawn Government of the UPND because ADD went into an alliance with the now ruling party prior to the 2021 General Elections.

Farmers complain over missing names on final FISP list

Some farmers in Kalomo have expressed concern over the exclusion of names which were submitted to their respective community agriculture committees (CACs) but are not appearing on the Farmer Input Support Programme (FISP) beneficiary list at the local agriculture office.

Speaking on behalf of other farmers, Kamuseka Cooperative Chairperson of Siachitema block, Hillary Muleya charged that several names which were submitted have not yet been tagged in the system to appear on the final list to enable them deposit the required K400.00 for them to acquire the agro inputs.

“We have been spending nights here in town in the hope that those names which are not appearing will come out but the system looks not to actualise our expectation. And imagine, we have only exactly 13 days before the close of the depositing time, still things are moving at this pace. Let us shake up the system please,”Muleya prodded.

This comes barely a week after acting District Agriculture Coordinator, Ng’andu Simuulu confirmed that FISP deposits are going on well at the all seven designated financial points in the area.

And earlier in the day, during the Radio Namwianga phone in Breakfast show, scores of farmers called on relevant wings to thoroughly investigate the matter.

Meanwhile, District Commissioner, Joshua Sikaduli also confirmed having received reports of suspected fraudulent dealings believed to have been allegedly engineered by community agriculture committee members and their respective camp officers.

Mr. Sikaduli warns that if any fraudulent dealings are to be proved, erring officers would not be spared for depriving eligible viable farmers participate in the FISP.

This comes in the wake of reports of shoddy dealings also reported in Sipatunyana, Malende, Namwianga and other agriculture camps over delays of tagging of new names in the system.

And District Agriculture Committee Chairperson, Alexcious Sindumda who oversees the CACs was not available to comment over the allegations as his phone was unreachable.

Kalomo district is targeting 31,000 farmers to benefit from the Farmer Input Support programme for the 2022-23 farming season and so far only 8,457 farmers have deposited. The depositing exercise is expected to close by November 20, according to sources.

Professor Mwitwa urges female pupils to explore natural sciences

Kapasa Makasa University Chancellor Jacob Mwitwa has encouraged secondary school pupils to explore tertiary opportunities that are being offered by the local university in natural sciences.

And Professor Mwitwa says transformation of Muchinga Province and Chinsali district in particular requires people to accept the working environment and its inadequate social amenities.

Professor Mwitwa says not all graduates can be managers saying some can be team builders while others can be conventional and persuaders.

He was speaking at Chinsali Girls Secondary School grounds at the weekend when he gave counsel to outgoing Grade 12 pupils on how best they can contribute to the economic growth of the province.

Professor Mwitwa said government has created enabling environment for entrepreneurship and challenged pupils not to be artificial but to critically focus on enterprising to grow the economy.

He said development starts from nowhere but with concerted efforts of technocrats, and with career path which is well identified, will contribute to the vision of making a place better than they found it.

Professor Mwitwa is hopeful that the academic knowledge that pupils have acquired will help to build on the career path so that they can discover who they are and what they are capable of doing.

He further encouraged pupils to apply and enroll in natural science courses that are being offered at Kapasa Makasa University.

And school Head Teacher Grace Kapeso appealed to the pupils to be creative and innovative as they leave Chinsali Girls.

Ms. Kapeso said getting married before attaining any tertiary education is what has contributed to poverty among young ladies in the province.

She has since called on parents to support the dreams of their children rather than forcing them into marriage at the expense of their intelligence.

About 500 grade 12 pupils from Chinsali Girls Secondary School are sitting for their Grade 12 examinations which starts today countrywide.

Professor Mwitwa said some officers who think working in Muchinga province is a punishment are not fair to themselves adding that the appointing authority treasure their professional qualifications and capabilities which are matched to close the development gaps lacking in some sectors.

He explained that when choosing a career path, one needs to think and identify their potential adding that real professionals love to work in areas that have potential emerging market economies which calls for creativity.

“Muchinga has a lot of career opportunities if properly harnessed will help the upcoming graduates to become entrepreneurs,” he said.

Kamanga: Nationality of Next Chipolopolo Coach Not a Factor

FAZ president Andrew Kamanga says the nationality of the next Chipolopolo coach is not a factor as the government and the Zambia Football Coaches Association gets involved in the recruitment process.

Kamanga said FAZ is seeking to appoint a competent coach regardless of their nationality.

Zambia is searching for a coach after the recent resignation of Croatian trainer Aljosa Asanovic over a wage dispute.

In his weekly column, Kamanga said a committee to select the coach, comprising representation from FAZ, government and ZAFCA, commences sitting on Monday.

“Finally, the search for the Chipolopolo coach is underway with over 100 applications received. While the debate on whether FAZ should hire a local or foreign coach has persisted, it should be made clear that the focus should be on appointing a competent coach regardless of their nationality,” Kamanga wrote.

“We are mindful of the urgency of this matter, but we will also ensure that we are prudent in the manner we conduct this process. Transparency will be our guiding principle throughout the process,” he stated.

FAZ last week officially advertised the vacant Chipolopolo coaching job.

Explain pension reforms to wrokers – Tambatamba

Minister of Labour and Social Security, Brenda Tambatamba, has called on labour officers to explain the recent pension reforms pronouncements.

Ms Tambatamba says labour officers must help people understand early access to a pension, the revision of the National Pension Scheme Authority (NAPSA) penalty rate and the closure of the Zambia National Provident Fund (ZNPF).

Officially opening the labour officers conference at Zambezi Source Lodge in Kabwe, Central Province, the Labour Minister said the pension reforms is a response by the government to the calls by the workers to remodel the pension schemes.

The Minister said the Government has scored some significant milestones among them the enactment of the Zambia Institute of Human Resource Management Act No. 3 of 2022 and the development of sector-based minimum wages.

She further said the drafting of the national productivity bill, the development of the occupation health and safety policy and, the amendment of the NAPSA Act to allow for partial withdrawal of employees’ pension benefits and to revise the penalty rate to provide relief to businesses are among them too.

“The enactment of the Zambia Institute of Human Resource Management Act No. 3 of 2022 is aimed at facilitating effective regulation, standardization and enforcement of human resources management practices that protect and promote the rights of the workers. It reinforces the regulatory mandate of the human resource profession,” Ms Tambatamba said.

She disclosed that her ministry through the advisory council is currently reviewing the existing minimum wages and conditions of service for protected employees for the purpose of aligning them to the prevailing socio-economic conditions in the country.

The Minister also called on the labour officers to fully participate in the advancement of decent work because it is critical in actualizing the transformation agenda of the new dawn government.

“I call upon all of you to fully participate in the advancement of the decent work as it is critical in actualizing the transformation agenda of the New Dawn Government as espoused in the 8th National Development Plan (8NDP) on economic transformation and job creation, human and social development, environmental sustainability and good governance environment,” she said.

Ms Tambatamba also advised officers to use the right channels of communication in case of doubt in the course of action to be taken.

She admitted that officers in the ministry have had some administrative challenges but was quick to state that the New Dawn administration under the leadership of President Hakainde Hichilema is passionate to unlock the potential barriers for a sustainable economy, holistic and inclusive national development.

Meanwhile, Ministry of Labour and Social Security acting Permanent Secretary, Zacharia Luhanga, said the workshop was very important because it brought all stakeholders together to deliberate on labour matters.

Mr. Luhanga said there could be no future without the past and participants should use the workshop to strategize on how to improve on service delivery.

Masebo issues directive to all Public Health facilities not to host any private pharmacy or laboratory

The government has given a notice for the termination of contracts for private laboratories operating within the University Teaching Hospital-UTH premises, citing the need to restore the main hospital laboratory to its full functionality.

Health Minister Silvia Masebo has said that the government is aware of reports from the members of the public indicating that some health personnel are referring patients to specific private laboratories within the hospital premises, a situation which has left the operation of the main hospital laboratory compromised.

Ms Masebo told the local radio station Phoenix that this has contributed to the hospital’s main laboratory not functioning fully because some health workers refer some patients to seek services from private laboratories or pharmacies due to their personal interests, even in instances where some drugs are available.

Ms Masebo said that the government has given instructions to all public health facilities that going forward, no private laboratory or pharmacy will be allowed to operate within these premises in order to bring sanity to hospitals while restoring efficient operations of the hospital laboratories.

Inserting pre-marked ballot papers into ballot boxes is impossible in Zambia

The Democratic Governance and Human Rights Advocates(DEGHA) has rubbished assertions made by some opposition political parties that there were pre-marked ballot papers for some of the 21 by-elections held in various parts of the country last week Friday.

The Electoral Commission of Zambia(ECZ) on Friday 4 November 2022, said it has invited Patriotic Front-PF Publicity Chairperson, Raphael Nakacinda, for a meeting today, Monday, November 7, 2022, following his sentiments in some sections of the media that the ruling United Party For National Development-UPND dispatched vehicles with pre-marked ballot papers to districts where elections were taking place last week.

But DEGHA National Coordinator Gerald Mutelo tells Phoenix News that inserting pre-marked ballot papers into ballot boxes is impossible with Zambia having one of the most transparent electoral processes that involve each participating political party, monitoring organizations, and other stakeholders who witness and sign off on elections.

Mr Mutelo is of the view that politicians have chosen to politicize matters by making such wild claims and has advised concerned individuals, parties, or organizations, to gather evidence and report such matters to relevant authorities for due process to take place.

He adds that it is worrying that politicians choose to spread misinformation during elections when the electoral process provides for polling agents from respective groupings that have the mandate to observe and report any anomalies that may be noticed.

Raphael Nakacinda says he will not appear before ECZ, its a branch of UPND

Patriotic Front (PF) Chairperson for Information and Publicity Raphael Nakacinda has declined an invitation by the ECZ to have a meeting with him over the allegations of electoral malpractice he made last week.

Hon Nakacinda has accused the ECZ of being more like a branch for the UPND.

He castigated the commission for giving themselves the power to interpret the Constitution during the Kwacha and Kabushi Constituencies by-elections.

Hon Nakacinda said this in Lusaka today when he addressed the media.

“I want to state that we are going to write to ECZ to clearly state that I am not going to attend that meeting because we find first of all even the correspondence itself adding to the misconduct of the ECZ,” he said.

“The ECZ in the recent past, beginning with Kabushi, Kwacha by-elections where they took upon themselves and donated to themselves the powers they do not have to interpret the constitution. And they were found wanting by the constitutional court.”

He added that both ECZ and UPND held the same position over the two constituencies until the court found them wanting. Hon Nakacinda said sitting with the ECZ is the same as sitting with UPND’s officials.

He was supposed to meet the Commission today.

“They further went ahead at a point where the state stayed matters to proceed to disregard the stay in the last by-elections. we have raised issues that concern them. How can I then be expected to meet them to discuss matters that concern them and the ruling party? When the matters were taken to the constitutional court, in terms of the misconduct of the ECZ, the ruling party held the same view that the ECZ held until the court found them wanting. Clearly, the ECZ of today is conducting itself as a branch of UPND,” he said.

“So to sit with ECZ is as good as sitting with Imenda or indeed sitting with any official of UPND to discuss their misconduct. And I think I will not want to dignify that letter and legitimize their misconduct. I am not going to attend.”

Kaputa resident jailed for impersonating Chief

The Kaputa Magistrate Court has sentenced a 64 year old man of Mukupa Katandula chiefdom in Kaputa district to 18 months imprisonment with hard labour for impersonating Chief Mukupa Katandula.

Edwell Kalumba who resides at Kasepa village was found guilty of the charge, which is contrary to article 378 subsection one of the penal code and convicted for impersonating Friday Kabungo Njalamimba who is the recognised chief.

Particulars of the matter are that between 22nd December, 2020 and 6th July 2022, Edwell Kalumba impersonated the legitimate Chief Mukupa Katandula and presided over customary matters in the said chiefdom.

And Dickens Mukobe who was the arresting officer, told the court that a combined team of officers from the Zambia Police and the Zambia National Service (ZNS) apprehended the convict at the alleged palace at Kasepa village in Mukupa Katandula chiefdom.

Mukobe told the court that during the arrest, the Law enforcement agencies also recovered a Zambian flag which was flying outside the alleged palace, date stamp and a village register which were being used by the convict.

“During the arrest, we found a silver date stamp with the prints for Chief Mukupa Katandula” Mukobe said.

When the convict was called upon to cross examine the Mukobe who was a state witness, Kalumba opted to remain silent.

“I will not say anything as instructed by senior chief Nsama who appointed me as Chief Mukupa Katandula” Kalumba said.

And another state witness, Jacob Lukwesa and current sub-chief in the same chiefdom told the court that he has once been beaten by the convict for attempting to collect royalties in the chiefdom.

He narrated how he has been living in fear because the Kalumba had appointed another sub-chief in the same area Lukwesa governs.

And when reading his judgement, Resident Magistrate Samson Mumba, said the action by the convicted person of appointing sub-chiefs and headmen has the potential to cause civil unrest in the community.

Magistrate Mumba added that the mounting of the Zambian flag, use of a date stamp engraved with Mukupa Katandula’s insignia had no legal backing.

He further said, the fact that the convict went further to collect royalties and beat up whoever was sent from the legitimate chief shows that he had intent to defraud.

The Summary of the New Dawn Government Performance

1. Agriculture Sector – farming inputs not yet delivered as at 6th November despite heavy rains in progress. FISP beneficiaries reduced from more than 3 million to less than 1 million. More than 60 percent of farmers who sold their crops to Government in the last farming season have still not been paid up to now. Farming inputs under FISP will not be delivered to cooperatives but will instead be dropped at the nearest boma. FISP beneficiaries will then have to arrange their own transport for distances as far as 50 kilometers.

2. Mining Sector – Government still has not made a decision on whether to continue the transaction of buying Mopani from Glencore or not. Similarly, Government has still not made a decision of whether to continue with the liquidation of KCM or not. This indecision is costing productivity and jobs in the mining sector. Additionally, Government has decided to engage an international firm called Rothschild at an estimated cost of more than $50 million to provide it with advice on how to proceed with Mopani. Government has further engaged another international firm called Rand Merchant Bank, at an estimated cost of more than $30 million to provide financial advisory services in the search of an equity partner in KCM. Suffice to mention that these advisory services jobs can easily be done by many Zambian firms, all of which were sidelined in preference for foreign firms. You may wish to remember that the FTJ Government entrusted local Zambians including a then young man called Hakainde Hichilema to assist with the privatisation process. If FTJ had not given Hakainde and opportunity to participate in the nation’s privatisation process, more likely than not, Hakainde would have still been living in Kalingalinga compound today. But you fast-forward to this day, and the empowered Hakainde is now President, but instead of empowering other Zambians the way he himself was empowered by FTJ, he prefers to give simple financial advisory services work to Rothschild and Rand Merchant Bank. Indeed, how selfish and unpatriotic of President Hakainde Hichilema. And yet, the tax holidays to the mines continue.

3. Health Sector – still no medicines or consumables. Since this countries independence in 1964, we have always struggled with our health Sector, especially with regard to having medicines consistently. However, the kind of drug shortages we are witnessing today is unprecedented. Unlike previous drug shortages which have been in selected parts of the country at any given time, the current drug shortages are across the entire country, even in military hospitals. And unlike previous drug shortages where it was only the sophisticated drugs that were not in supply, today’s drug shortages are such that even Panadol is not there. Even gloves and syringes are not there. And the worst part of it all is that there does not appear to be any solution in sight. On 24th March 2022, President Hakainde Hichilema stormed the Ministry of Health to express his disappointment over continued drug shortages, and after a meeting and a photoshoot with Health Minister Silvia Masebo, the President promised the Zambian people that going forward, drug shortages will be a thing of the past. Eight months later, drug shortages are even worse and yet just a few days ago, the President was praising Silvia Masebo as a very hardworking Minister at an event at State House. The question is who is fooling who?

4. Education Sector – more than three months since additional teachers were recruited, more than 50 percent of them have not been paid a single salary, and yet they have been deployed. In the first month the Treasury gave the excuse that these other teachers had not provided accurate bank details. But three months down the line, it appears that the Treasury has run out of excuses. These teachers are afraid to speak out publicly for fear of victimization, so they just die inside. The question which the Zambian people must ask is how many times has President Hakainde Hichilema and his Ministers and Permanent Secretaries missed getting paid their monthly salaries? The answer is none. They always get their salaries and travelling allowances on time. So why should they then punish teachers by not paying them for three months? Isn’t that a standard definition of selfishness?

5. Law and Order – The Zambian people largely voted for Hakainde Hichilema and his UPND because they were fed up with the political violence and and lawlessness that prevailed under the PF regime. However, despite President Hakainde Hichilema’s empty verbal assurances, there is increasing political violence perpetrated by UPND, with no action by Lemmy Kajoba and his officers. While visiting NDC leader; Saboi Imboela at Kabwata Police a few days ago, Mr. Jackson Silavwe a leader of a political party called Golden Party of Zambia (GPZ) was attacked by UPND cadres who had travelled all the way from Monze to come and camp at Kabwata Police Station for the sole purpose of attacking anyone who would come to give solidarity to Ms. Saboi Imboela. A day after this incident, Mr. Lovemore Phiri, a journalist at Passme Radio in Petauke was attacked and assaulted by UPND cadres who stormed the radio station because the journalist was taking phone calls from surrounding farmers who were complaining about lack of delivery of farming inputs. This is unprecedented even during the PF regime. And yet the UPND leader who is also Republican President; Mr. Hakainde Hichilema has not condemned these acts of violence among many. Similarly, the Zambia Police who have now become an extension of the UPND Party, have not made any arrests in these assault cases.

6. Indeed, there is no doubt in my mind that President Hakainde Hichilema is a wanna-be dictator. Whether he succeeds to become a fully fledged tinpot dictator or not will be dependent on the ability of the good citizens of this Republic to stand up to his dictatorial ambitions. And like all wannabe dictators, he only cares about his self interests and does not care about the plight of the wider citizenry. That is why Hakainde does not care about leaving out more than 2 million citizens from FISP or telling those beneficiaries who are fortunate enough to remain on FISP to go and collect their fertilizer more than 50 kilometers away. It is Hakainde’s selfishness that makes him to give $3.2 billion in tax holidays while borrowing $1.4 billion from the IMF, as well as give multimillion dollar advisory services contracts for Mopani and KCM to Rothschild and Rand Merchant Bank while ignoring capable and competent local advisory firms, when he himself was empowered by FTJ and liberated from Kalingalinga compound by allowing him to participate in the privatisation process. If FTJ had contracted Rothschild and RMB to assist with the privatisation process, Hakainde Hichilema would still have been living in Kalingalinga compound today, probably running a chain of chibuku outlets, given his alleged entrepreneurial prowess. But despite being empowered himself, he is averse to empowering others. Indeed country men and women, it is our collective duty as bonafide citizens of this Republic to stand up to this selfish bully that we call our Republican President. If he wins and manages to become a fully fledged dictator, then we are all doomed. If the people win, then democracy, rule of law, selflessness and competence may be restored in the management of national affairs. The choice is ours to make.

Nkana Draw But Stay Put in Relegation Zone

Nkana stays put in the bottom four relegation zone of the 2022/2023 FAZ Super League table despite extending their unbeaten run to four games.

The limping Kitwe giants on Sunday drew 0-0 away at Nkwazi in a Week 11 fixture played in Lusaka.

It was Nkana’s fourth successive draw who has not won a league game since August 27 when they beat winless and bottom-of-the-log Buildcon 3-1 away in Ndola.

That win remains Nkana’s only 3 points they have picked up this season.

Nkana is third from bottom at number 16 with 9 points.
Nkwazi is three places above Nkana on 12 points.

Meanwhile, Kansanshi Dynamos posted their second straight win after beating second from last Kabwe Warriors 1-0 at home in Lumwana.

Bruce Musakanya scored the only goal of the game in the 34th minute.

Kansanshi is 9th on 16 points, six points behind leaders and defending champions Red Arrows.

GBFC Women’s Booted Out of CAF WOMEN’S Champions League

Debutants Green Buffaloes are out of the CAF Women’s Champions League after a 2-0 loss to Simba Queens of Tanzania in last night’s final Group A match at Stade de Marrakech in Morocco.

Buffaloes just needed a draw against Simba to advance to the semifinals.

The Zambia Army ladies conceded two second half goals after forcing a first half goalless draw.

Asha Djafari put Simba in the driving seat with a 64th minute diving header from the box before Opah Clement doubled the lead in the 79 minute.

This loss marked the end of the road for Buffaloes in the CAF Women’s Champions League having posted a win and another loss in Group A.

Buffaloes qualified to the CAF Women’s Champions League after scooping the COSAFA Champions League earlier in the summer.

UPND scoops Lusangazi Council Chairperson seat

The ruling United Party for National Development (UPND) has scooped the Lusangazi Council Chairperson seat by-election in the Lusangazi District , Eastern Province.

Returning officer, Lucy Phiri declared Blackson Tembo as the duly elected Council Chairperson for Lusangazi exactly at 08:30 hours Saturday following a closely contested election.

Mr Tembo won the Lusangazi Council seat with 6,655 votes, beating his closest rival, Nelson Banda of the Patriotic Front, (PF) party who got 5,669 votes.

Independent candidate Danny Sakala was third after getting 617 votes , fourth Candidate in the race, David Muwowo for Socialist Party, polled 569 votes, and  New Heritage party’s  Pascal Kambani trailed by 449 votes.

Lusangazi has a total of 41,500 registered voters in Lusangazi, however, only 14,184 voted in yesterday’s council chairperson election.

 A total of 13,959 were counted as valid votes while 225 were rejected as invalid.

“I Lucy Phiri, being the returning officer for Msanzala Constituency, therefore, declare that the said Blackson Tembo to be this day duly elected as Council Chairperson for Lusangazi Council,” she said.

The Lusangazi Council Chairperson seat fell vacant following the decision of the election tribunal to nullify the election of Patrick Banda as Lusangazi Council Chairperson.

And speaking immediately after being declared winner, Mr Tembo thanked the people of Lusangazi for voting for him and the UPND for having confidence in him.

He promised to deliver development to various parts of Lusangazi as per his campaign promises.

“I thank the people of Lusangazi for voting for me, the UPND party for having confidence in me and I would like to say I’m the servant of Lusangazi people so I will work hard to deliver the promised development to the area,” he said.

And Chairperson for the Lusangazi by-election, Peter Phiri said the Victory in Lusangazi shows the confidence that people have in the ruling party.

Mr. Phiri  added the ruling alliance will deliver development to the expectations of the people as it had already done enough for the one year they have been in power.

“I appreciate the Party’s victory in Lusangazi and this shows that they have confidence in the UPND and this Government will continue delivering development to the expectations of the people as it had already done in the past year,” he said.

Meanwhile, National Vice Chairperson for the UPND Andrew Banda said the Lusangazi victory is a clear demonstration that the party is strong at the grassroots and it has spread in the country.

“Leadership is from God and what we have seen in Lusangazi is the will of God but let me mention that this victory is a clear demonstration that UPND is strong on the ground,” he said.

And an observer, Gears Coordinator for Lusangazi, Mathews Ng’ambilani, said the Lusangazi Council Chairperson by-election was free and fair.

Mr. Ng’ambilani urged political parties to desist from any behaviour that leads to election violence.

“In general I can say the Lusangazi Council Chairperson by-election was free and fair and I would like to urge political parties to stop the practice of ferrying cadres from other places to places where they are by-election because such people are the ones that cause violence,” he said.
