ECZ urged to pay invigilators’ risk allowances

Teachers in Luwingu district in Northern Province have appealed to Examination Council of Zambia ( ECZ ) to consider paying invigilators’ risking allowance.

Teachers made a resolution at a meeting held at Luwingu high school staff room over the weekend that they risk handling the examinations during invigilation which has lead into some of them being fired from employment.

They argued that their fellow teachers who prepare final papers for grade seven, nine and twelve and those who mark the same papers are paid leaving three quarters of the teachers who invigilate these examinations.

The aggrieved teachers said the ECZ should emulate Cambridge examination which pays teachers who invigilate their papers. They cautioned that if ECZ does not improve on the condition then the teachers will boycott handling of their papers.

They said that handling of ECZ examination papers was not among the conditions of service for teachers but they were merely risking their work.

Zambia national union of teachers (ZNUT) district chairperson Mr. Michael Bwalya Chimponda said teachers have lost employment without getting their benefits leaving families in misery.

And Mr. Chimponda observed that some members of ZNUT were captured wrongly by Basic Education Teachers Union of Zambia (BETUZ) resulting to contributing twice.

He said the affected teachers did not apply for memberships and wondered how their names were capture by BETUZ.

Mr. Chimponda appealed to the authorities to quickly normalize the situation immediately before the matter gets out of hand.

He said the affect teachers are not happy with what BETUZ has done saying they might take the matter to court.

The district chairperson has thanked the government for embarking on managerial training courses which has resulted into improving the standard of education for most of school managers who lacked such skills.

PF govt wont buy maize if voted into power – Chanda

Patriotic Front (PF) aspiring ward councilors have disclosed that their party will not be in the position to purchase maize next year if it is elected into office in this years presidential and general elections.

Aspiring ward councilors said the party will not purchase 2011/2012 agricultural produce because MMD government would have exhausted funds and that the new government will have no money to buy the agricultural produce from peasant farmers’ country wide.

The ward councilors accused MMD government of spending huge sums of money in order for PF government to find it hard to carry out its functions if elected into office next year.

Speaking on behalf of aspiring councilors, Kanfinsa ward aspirant Moses Chanda said Rupiah Banda’s administration has embarked on infrastructure development this year aimed at crippling Patriotic Front (PF) if it is elected into office.

He said, following the misuse of government funds by MMD government, it is automatic that the new government will not purchase maize from peasant farmers, if they (farmers) decide to intensify their farming activities this year.

It is a known factor that the MMD government has deliberately begun a vigorous infrastructure development country wide which will require spending huge sums of money leaving the country bankrupt.

Mr. Chanda, however, appreciates government for embarking on infrastructure development saying even if MMD loses the election people will benefit and that the standards of living will be uplifted especially in remote areas.

He said Luwingu is one of the districts which has also benefited in these infrastructure development especially in health, education, and the tarring of Kasama Luwingu road.

Mr. Chanda further appealed to the government to speed up the construction of lupososhi high school situated in chief Chabula area and the tarring of township roads.

Attack on Muvi TV Journalists condemned

The Citizens Forum has condemned the beating up of a Muvi TV news crew by suspected MMD cadres and has challenged President Rupiah Banda not only to condemn act but also act on the matter.

Yesterday, suspected MMD cadres in Nakachenje area in Lusaka west beat up and grabbed equipment from a Muvi TV news crew that went to interview a woman, who was attacked by the same cadres after they earlier encroached on her land.

Citizens Forum executive secretary Simon Kabanda says the MMD government should prove its commitment to fighting violence in the country by punishing perpetrators of violence.

Mr. Kabanda says condemning violence without action is not enough especially by the ruling party which is supposed to lead by example.

He explains to QFM that the MMD, being the party in power,should ensure that journalists in the country are protected in their day to day operations.

Mr. Kabanda says political party cadres behave the way they do because they are told to act in such a manner by their leaders.

He has further advised all political leaders in the country to discipline their cadres who perpetrate violence to avoid confusion in the country.

And UPND Lusaka province youth chairman, Brian Mizinga says political parties should see journalists as stakeholders in national development and not as enemies.

Mizinga says it should be realized that if journalists are harassed, the country will not be provided with accurate information.

He appeals to Inspector General of Police Francis Kabonde to constitute a team of police officers to carry out investigations in the matter and arrest the culprits.

A renowned clergy says President Rupiah Banda should blame people surrounding him if he loses this year’s election.

Bishop John Mambo says the people surrounding the president have continued to mislead him about the situation on ground.

Bishop Mambo says President Banda is being misled just like first republican president Dr Kenneth Kaunda was misled.

He has further observes that the president seems to have lost touch with the common Zambian because of the people surrounding him.

In an interview with QFM, the former Church of God overseer adds that President Rupiah Banda should seek to meet people he perceives to be his enemies in order for him to know the truth about what is happening in the country.

He explains government leaders should not perceive people who criticize the government as enemies.

MMD national chairperson for women’s affairs Catherine Namugala has said Patriotic Front (PF) president Michael Sata is enjoying ad hoc levels of popularity he has repeatedly experienced since 2006 and people joining him will regret their actions.

Ms Namugala reminded Zambians that 21 ministers, senior MMD officials resigned to form a formidable political party in 1991 but they all went down.

She said former Works and Supply deputy minister Lameck Mangani, her predecessor Sylvia Masebo, former minister of Works and Supply Mike Mulongoti and former chairperson for Lands Judith Kapijimpanga would enjoy temporally popularity but must prepare for their downfall.

In an interview in Lusaka at the weekend, Ms Namugala said a lot of people got carried away by the public rallies addressed by Mr Sata despite repeatedly losing all the previous elections after creating wrong impressions about his popularity.

Ms Namugala, who is minister of Tourism, Environment and Natural Resources, said the Government of President Rupiah Banda would forge ahead after elections while Mr Sata would continue with his usual rantings and living in fantasy.

She said the PF did not have any future because its senior leadership did not have any programme and their flare would end soon.

“They will enjoy some headlines in their favourite newspaper but Zambians know that about 21 senior leaders, including 12 ministers and the former vice-president resigned from our party to form their own party but where are they?

The same will happen to these people like Mr Mangani, Mr Mpombo, Ms Masebo and the rest,” Ms Namugala said.

She said people were being cheated by the crowds that turned up to attend Mr Sata’s big rallies.

She said Mr Sata was not attracting big rallies for the first time and the PF leader would always lose elections.

Ms Namugala said President Banda’s performance, especially the construction of schools, roads and health centres country-wide had already campaigned for him.??She said the Zambian people knew what President Banda was capable of doing and would not leave a performer for a man who had no vision for the country.

And MMD chairperson for finance and economic affairs Situmbeko Musokotwane has said the people of Luapula Province have changed after the MMD delegation received a high-profile reception during the 12-day tour of the province. Dr Musokotwane said Mr Sata’s campaigns were failing because the Government had implemented everything that he promises to do if elected president.

Dr Musokotwane said Mr Sata was not clear with what he wanted to do for the people and had ended up backtracking on many policy issues that he previously stood for.

He said the people of Zambia would not accept to be cheated again following President Banda’s decision to implement what he promised in many areas while other development projects were being lined up.

Meanwhile, MMD Copperbelt provincial chairperson Joseph Chilambwe has said Mr Sata should not be misled by the artificial rally crowds but start preparing how he is going to stomach the worst defeat in the 2011 elections because the electorate had seen that he had become irrelevant to the current politics.

Mr Chilambwe said Mr Sata had allegedly become irrelevant to the country’s political landscape because he did not articulate issue of national development.??The MMD provincial chairperson said the claims that PF had taken Eastern Province were wishful thinking because it would never be a reality.

He said PF had resorted to cheap propaganda of claiming that it was becoming popular everywhere by using borrowed crowds, when the party was falling apart because of alleged poor leadership.

“Serious-minded Zambians have seen that Mr Sata is not a leader who can drive the country’s economy forward and so, no matter what kind of propaganda the PF leader and his allies put up, the MMD will scoop the 2011 elections,” Mr Chilambwe said.

THE Ngoni-speaking people of Eastern Province have said the appearance of Paramount Chief Mpezeni at a rally addressed by Patriotic Front (PF) president Michael Sata was not an endorsement of the opposition leader’s candidature.

Chief Madzimawe, who is chairperson of the House of Chiefs, said he had an audience with the paramount chief who explained that he would have attended the rally even if it was addressed by United Party for National Development (UPND) president Hakainde Hichilema.

He said he was certain that the people of Chipata would attend all rallies, including the ones to be addressed by President Rupiah Banda since people wanted to listen to the leaders for them to vote wisely.

Paramount Chief Mpezeni appeared at a public rally addressed by Mr Sata at Feni Village in Chipata where he greeted the cadres but Chief Madzimawe said the paramount chief had made it clear during the public rally that his appearance should not be misconstrued as endorsing Mr Sata.

“Paramount Chief Mpezeni cannot endorse Mr Sata. The fact that he appeared at a rally does not mean that he is supporting PF but that is his village, he can greet his people. I have spoken to him and I am still making efforts to speak to him. He never endorsed Mr Sata,” Chief Madzimawe said.

He said the paramount chief would attend all rallies where he had been invited, especially that it was held in his village.

Meanwhile, Chief Madzimawe said Mr Sata’s huge rallies in Eastern Province were not a measure of popularity, especially that voting was secret and people were making their decisions on who to vote for on the basis of the messages during rallies.??He said rallies were held in selected corners of the?province and careless talk that PF was gaining ground in the province was inaccurate.

“How can you hold a rally in one corner of Chipata and claim that the whole province is supporting you? People will attend all rallies and do not get surprised if the next rallies by MMD or UPND at the same venue will be bigger than the PF ones,” chief Madzimawe said.

He said it was not possible for any leader of a political party to address a rally and people do not turn up because attendance helps them make informed choices about leaders.

Chief Madzimawe said the Ngoni Royal Traditional leadership had been encouraging people to elect leaders who would provide development to the people.

He said President Banda had shown the zeal to address the needs of the Zambian people by launching a programme to construct schools, roads and hospitals but the Zambian people would judge on their own.

Kanyama Patriotic Front Member of Parliament Colonel Gerry Chanda has observed that the country will be in big trouble should Zambians fail to change government in the forthcoming general elections.

Mr. Chanda says people in his area have for a long time suffered due to the negligence of the ruling MMD.

He says as area member of parliament, he is trying his best to improve the livelihoods of his people but noted that it is challenging as government withholds constituency development funds.

Mr Chanda said that it is government that that explain why the CDF is not released to help address the number of challenges being faced by citizens.

President Rupiah Banda has sais a team of senior government officials constituted to look into the issue of the Barotse agreement has made good progress in its work.

In a statement released last evening by his special assistant for press and public relations Dickson Jere to brief the nation on the Barotseland agreement and the ongoing dialogue between government and the Barotse royal establishment, President Banda says he expects the team to conclude its work in the near future.

President Banda says following the presentation of the Barotse national council resolutions, his government has been actively dealing with the issue, and calls on the people of western province and Zambians to appreciate the efforts government is making.

He added that dialogue with the Barotse royal establishment has continued even after the presentation of the resolutions for purposes of seeking clarity on various issues so that the matter is concluded in a manner that is realistic and satisfactory to all concerned parties.

Mr. Banda has also commended the Barotse national council for emphasizing the fact that it is not secession from the rest of Zambia which is being advocated.

President Banda, however, described as unfortunate that inspite of the Mongu fracas early this year,some politicians have continued to take advantage and tried to hoodwink the people of western province into believing that the issue of restoration of the Barotse agreement of 1964 can be resolved overnight.

Rising number of illegal lodges and motels in the country worry Hotels Association.

The Hotel and Catering Association of Zambia has expressed concern at the rising number of illegal lodges and motels in the country especially in rural areas.

HCAZ President Felix Mulenga told ZANIS in an interview in Mansa today that most of these hospitality facilities are operating without valid licenses.

” These facilities are illegal and are denting the good name of the hospitality industry as they run their businesses unprofessionally, ” said Mr. Mulenga.

He said it has become challenging for HCAZ to effectively supervise the operations of illegal lodges and motels as they are its affilliate.

HCAZ is a legal body mandated by law to govern the hospitality industry in the country.

He expressed concern that some of these guest houses and lodges lack professionalism as they promote immorallity.

” These illegal operators also allow their clients to book rooms on short time basis at low rates, the act he said promotes immorality, “Mr Mulenga said .

He wondered whether managers of such guest houses and lodges even distribute condoms in their rooms.

He advised people running their guest houses and lodges for other purposes rather than accommodation to realize that they are putting the lives of their clients in danger of contracting HIV and AIDS.

He called on the operators to approach HCAZ offices which he said are now found in the districts so that they can be recommended for license.

And HCAZ president has appealed to operators of hospitality facilities to do their businesses effically in order for the customers to respect them.

And Luapula Province Minister Besa Chimbaka said government is keen to create a fair playing field for operators in the industry.

Speaking at the same function, Mr Chimbaka said it is not fair to have few operators pay for all required operating licenses whilst others operate without even one license.

He said illegal operators do not pay taxes hence charge unreasonably low rates compared to those who operate legally.

Trucks marooned at Tunduma border post as drivers strike enters day two

Hundreds of trucks loaded with goods destined for Zambia and Democratic Republic of Congo (DRC) are marooned at Tunduma border on the Tanzanian side on the Zambia Tanzania border.

This follows a strike action by the drivers pressing for increased salaries and improved conditions of service. A check by the Zambia News and Information Services (ZANIS) at Tunduma in Tanzania this morning revealed that the strike action which has entered day-two today has created terrible congestion on the Tanzanian side.

A ZANIS crew that rushed to scene, today, found several trucks parked at the border post for a stretch of over 6 km along the Tunduma Mbeya road while others had parked anyhow as long as there is a space to park a truck thereby creating a nuisance.

By yesterday no truck had entered Zambia from the Tanzanian side while those coming from Zambia are made to park immediately they cross the Tunduma border.

Mohammed Aziri a truck driver told ZANIS in an interview at Tunduma today that they have agreed as drivers not to resume work until all their grievances are met.

Mr. Aziri said truck drivers are demanding for increased salaries and improved conditions of service.

He said Tanzanian truck drivers were the least paid in the region adding that drivers are also demanding for risk allowance to be paid to each driver before goods are loaded onto the trucks because some of the goods they carry are highly risky though no risk allowance is given to the driver.
Aziri said other drivers in the region like the South Africans are always given risk allowance but wondered why Tanznian transporters can not give the same allowance to its drivers.

The truck driver also complained that the travelling allowance given to them in Tanzanian shillings is not enough because they have to change the money to other currencies depending on their destination.

Another driver Ali Mohammed said the expenditure from the time they load the truck to the time they ofload is too much compared to how much they are given by the owners of the trucks.

Mohammed said they are a lot of charges they have to pay when in transit such as parking fees at Nakonde dry port which has to be paid from their own pocket because the transporter does not give them money to carter for such expenses.

Mohammed said a meeting has been called for this afternoon with various transporters to find the way forward.The drivers have however, warned that they will continue with their strike action until their demands are met in full.

“We will not accept to receive anything short of what we are demanding,” said Mhammed.A clearing agent at Nakonde said the strike action by the Tanzanian truck drivers has put them out of business.

The named agent said it is expected that even revenue collection by the Zambia Revenue Authority (ZRA) and its counterparts the Tanzanian Revenue Authority (TRA) will be affected in the coming days if the siatution is not resolved.

Hospitality industry urged to uphold high standards of professionalism to earn international recognition

Government has urged the hospitality industry operators to uphold high standards of professionalism if it is to earn an excellent international recognition.

The State has also disclosed that it is in the process of developing a satellite accounting system that will capture statistics on bed capacity, and sleeper nights monthly and annually.

Luapula Province minister Besa Chimbaka has noted that there was need for professionalism in these institutions especially those located in rural areas.

The minister said this when he officiated at the joint Hotel and Catering Association of Zambia and Institute of Hospitality Annual General Congress, held in Mansa, today.

He said professionalism in the hospitality industry was paramount in the hospitality industry despite Zambia recording an increased number of hospitality facilities

Mr Chimbaka cited Mansa District as one area that has more than 40 guest houses and lodges but observed that some of them are way below the expected standards.

Meanwhile, Mr Chimbaka has cautioned the hospitality sector from exploiting their customers by overcharging them for the services.

The Minister said exploitation of customers through high food and beverage prices and accommodation rates will only make tourists to look elsewhere for cheaper destination in the SADC region.

He said scaring tourists away through charging them high prices will further work against the country’s projection of achieving 3.5 million visitors by 2017.

Meanwhile, Mr Chimbaka says government is in the process of developing a satellite accounting system that will capture statistics on bed capacity, and sleeper nights per month and per year.

He said the system will also capture the number of jobs that tourism creates, number of conferences held in different provinces, and number of tourist entries per year among many other things.

Mr Chimbaka said such statistics will assist government to formulate meaningful incentives for the industry.

CHIENGI member of Parliament Katele Kalumba has warned that the few ‘treacherous’ individuals who are still scheming to resign from the MMD will live to regret because President Banda and the MMD still enjoy public confidence.

Dr Kalumba, who is former MMD national secretary, said in an interview from Chiengi yesterday that Zambians are too intelligent to change Government because President Banda’s administration is delivering on its promises to the people.

“President Banda still has many strategic options in his political armoury to boost even further public confidence in his leadership and the ruling party, the MMD. I believe days are numbered for the few traitors who continue to betray President Banda’s confidence,” Dr Kalumba said.

He said the MMD is still strong and popular because of its prudent economic management and consistency on policy.

“Because of the MMD’s size and long history of leadership, there are bound to be people who feel that perhaps the cat calls for change by the opposition are loud enough to scare the voting public and that opportunity is beckoning on the other side.

“It is my firm belief that the moment has not arrived. Zambians are too intelligent to give up something that is working for them,” Dr Kalumba said.

He said the strong economy, difference in the style of leadership between President Banda and Patriotic Front (PF) president Michael Sata and MMD’s consistency on policy are indicators of the outcome of this year’s tripartite elections.

Commenting on Mr. Sata’s claims that the PF is taking over Eastern Province and former deputy minister of Works and Supply Lameck Mangani’s defection to the PF, Dr Kalumba said the MMD has experienced similar situations in the past but they have had no real negative impact on the ruling party.

“Significantly, I believe that the people of Eastern Province are still in the saddle of power after belonging to the opposition for a long time. I wish to give myself a little credit on this that it took a long time for me personally and others in the MMD to persuade the people of Eastern Province to leave UNIP and join the MMD,” Dr Kalumba said.

He said he does not think that the people of Eastern Province are about to give up stewardship of the MMD which is in charge of national affairs.

“I know that the east is composed of very significant population entities from Chama, Chadiza, Mtenguleni, Nyimba and Mambwe but I still believe that with intelligent leadership in the province, it is possible to unify them behind the MMD leadership. Unity of leadership in the province will have a positive impact on the other provinces,” Dr Kalumba said.

He said Mr Mangani’s resignation from the MMD is not insurmountable and can be repaired if the party remains united in its work, purpose and strategy.

“We have had similar losses before and we have been able to reduce the damage by intelligent and informed strategising,” Dr Kalumba said.

Meanwhile, JIMMY CHIBUYE reports that Zambians for Empowerment and Development president Fred Mutesa has urged Zambians to be wary of recycled politicians who don’t deserve a vote.

Dr Mutesa said in a statement issued in Lusaka yesterday that any leader who has been in Parliament for more than ten years should be retired during the elections.

He said Zambians should not entertain politicians who jump from one political party to another.

“Unless Zambians open their eyes, the only change they will get is recycling the same shameless politicians,” Dr Mutesa said.

He said some politicians fear the possibility of losing the privileges they have enjoyed in the MMD and are now trying to revive their political careers by joining other parties, hoping the ruling party will lose the polls.

19 year old Lasmisha Musonda played his first senior team match against a high-profile European opposition in Anderlecht’s pre-season draw away against Portuguese giants Benfica on Sunday.

Charles Musonda’s son who was promoted to the Anderlecht’s first team last month was part of the Belgium clubs 25-man team that travelled to Portugal last week to play in the three-team Tournoi Guadiana held in the Algarve regional town of Faro.

The teenage midfielder came on in the 71st minute with the two sides already 2-2 that ended via the same score line.

Meanwhile, Lamisha sat out Anderlecht’s first game at the tournament against French Ligue 1 club Paris Saint -Germain on Saturday that finished 1-1.

The midfielder has played in all five of Anderlecht’s pre-season games since June 26 starting one, and came on as a substitute in the teams’ subsequent three matches.

Lamisha played the full 90 minutes against Belgium lower division club Grimbergen in a match his team won 5-1 on July 13 before the team headed to Portugal.

Government insists it is not to blame over the failed constitution as alleged by LAZ

Government has reiterated its position over the failed constitution saying that the opposition is to blame.

Deputy Justice Minister, Toddy Chilembo has claimed that most Zambians, who have been following the constitution making process, know who failed the process.

Mr Chilembo was reacting to Law Association of Zambia (LAZ) President, Musa Mwenye’s comments on the failed constitution making process.

The Deputy Minister of Justice has further noted that the Patriotic Front boycotted the National Constitution Conference (NCC) and they further did not vote for the bill.

The Law Association of Zambia (LAZ) says taking the failed constitution making process back to parliament is not a prudent idea.

LAZ President, Musa Mwenye has further accused the MMD of failing the country over the constitution making process.

Mr Mwenye has explained that instead of taking the process back to parliament, another people-inclusive method should be sort.

And The Foundation for Democratic Process (FODEP) has backed Law Association of Zambia (LAZ) president Musa Mwenye’s call for the next government to take the constitution making process back to the drawing board.

FODEP Executive Director Macdonald Chipenzi has told Qfm in an exclusive interview that there is need to engage technical committees on the grassroots in order to come up with a document that is acceptable to all Zambians.

Mr. Chipenzi says Zambians are eager to have a constitution that will stand a test of time adding that this should be the first priority of the government elect after this year’s tripartite elections.

He says taking the Constitution amendment Bill of 2010 back to parliament may not work in the best interest of the majority Zambians as most of the submissions made in the Mung’omba draft report were deleted at the NCC.

The FODEP Executive Director further says holding consultations with people is the best approach of handling the Constitution making process.

MMD cadres severely beat MUVI TV journalists

More than 100 ruling MMD cadres today in the morning severely beat a MUVI TV news crew and further confiscated their equipment.

The respective also almost raped the female journalists, who were among the Muvi TV news crew.The journalists had gone to Nakachenje area in Lusaka West to interview a woman who was attacked by the same MMD cadres, who a few days ago grabbed her land.

Reporter Dainess Nyirenda and Cameraperson, Annita Kalwani, have since suffered internal injuries after they were trampled upon by the cadres.

Driver, Edward Ntele also suffered a deep cut on his forehead and while another cameraperson, Emmanuel Kaluba had his lips cut in the fracas.

By broadcast time, the camera had not yet been recovered from the MMD cadres. Other items confiscated by the MMD cadres include a camera tripod stand, a microphone, 4 mobile phones and undisclosed amounts of money.

However, other MUVI TV reporters, Paul Shalala, Brian Mwale and Bruce Mwale survived the beatings. The matter was quickly reported to Matero police Station and officers were quickly mobilised to the incident scene.

Meanwhile, MMD Lusaka Province Vice Youth Chairman, Watson Mutonga has physically identified the MMD cadres, who assaulted the MUVI TV news crew.

And MUVI TV Managing Editor, Costa Mwansa has described the MMD cadres’ assault as an act of cowardice. This incident brings to 3 the number of harassments against MUVI TV reporters while on duty in the last one month.

Earlier this month, Patriotic Front cadres threatened reporters, In’utu Mwanza and Bruce Mwale while a week ago, Lusaka Division police Deputy commanding Officer, Jackson Simfukwe harassed reporter Paul Shalala.

Meanwhile, the 4 assaulted MUVI TV personnel have narrated the ordeal describing it as uncalled for. Reporter, Dainess Nyirenda says she is no longer free to cover the ruling MMD as its cadres have become violent against journalists.

Cameraperson, Annita Kalwani almost shed tears when describing how she was almost gang-raped. Another cameraperson, Emmanuel Kaluba has said he was beaten badly because of the camera he was holding.Driver, Edward Ntele has also narrated that he was hit with a huge stone on his head making him lose consciousness.
