Teachers Escape Death After A Road Traffic Accident on Teachers Day

63 people in Northern Province among them teachers have escaped death after they were involved in a Road Traffic Accident at Nsumbu National Park while celebrating Teachers’ day.

Out of the 63, 12 have been recorded to have been seriously injured, while the rest escaped with minor injuries.

The accident happened when the driver was driving within the park from the direction North to South when the steering system developed a fault, causing the driver to lose control of the vehicle which went off the road on the Eastern side where it hit a tree.

Zambia Police Spokesperson Rae Hamoonga said the 12 sustained serious injuries after a Zambia Army truck they were travelling in lost control when the steering system developed a fault.

He said the accident happened yesterday at around 09:30 hours in Nsumbu National Park.

Mr Hamoonga said the Ural truck registration number AD 3653 was driven by Richard Mupashi aged 39 of the Marine unit of Kawambwa who escaped injury free and onboard were 63 passengers out of which 12 sustained serious injuries, while 51 escaped minor injuries,

“The Seriously injured passengers included nine teachers namely Clara Lubinda 30, with Multiple injuries, Philimon Simfukwe 35, body pains, Sharon Chanda 27 Multiple injuries, Prisca Musonda 29Multiple injuries, Chisha Nalupwa 31 body pains, Bertha Daka 31 with Multiple injuries Naomi Kangwa 31, Multiple injuries, William Kabwe 34 Body pain and Davies Chifwembe 28 Chest pains. Others are Geoffrey Bwalya aged 47 who sustained multiple injuries of Community Development, Natasha Chifunda aged 26 complained of backache from the Local Government and Elvis Musonda aged 40 complained of chest pains from Zambia Wildlife Authority,” he said.

Mr Hamoonga said all the passengers are of Nsumbu Township in Nsama District who were on a Teachers Day celebrations trip in the park.

Reduce Adolescent Pregnancies (RAP) Campaign Launched

The government through the Ministry of Community Development and Social Services has launched the Reduce Adolescent Pregnancies (RAP) campaign with the aim of preventing early and unintended adolescent pregnancies in Zambia.

Speaking during the official launch of the campaign in Lusaka yesterday, Vice President Mutale Nalumango, who was represented by Minister of Community Development and Social Services Doreen Mwamba stated that the launch of the Reduce Adolescent Pregnancies Campaign is one of the government’s many interventions towards the high prevalence of teenage pregnancies in the country.

Ms Nalumango mentioned that adolescent pregnancies are a threat to national development, and the government is working in close collaboration with various stakeholders in scaling up efforts towards the issue.

“As the government, we are certain that all efforts coupled with this campaign will see a big reduction in adolescent pregnancies,” Ms Nalumango said

The Vice President has since encouraged children to make the right decisions, and get the necessary required skills that will enable them to be productive citizens in future.

And Ms Mwamba whose Ministry seats the Child Development Department said her Ministry is strengthening sensitization and training programmes targeted at vulnerable households and individuals, as many incidences of adolescent pregnancies occur because of factors associated with poverty and vulnerability.

In a speech read on Ms Mwamba’s behalf by Child Development Department Director Bridget Mooya, the Minister cited that her Ministry is also enhancing the welfare and livelihoods of poor and vulnerable people, by reducing developmental inequalities and mitigating violence against women and children, among others.

She added that the view where girls are seen as assets and are exchangeable for marriage through monetary gains, this and many other cases of this nature are worrying but working together with various stakeholders will hold the power to change this cause and help the adolescent girls.

“This is the reason as to why we are meeting today and having this launch,” she said

Ms Mwamba noted with gladness that the meeting underscores the urgency and importance of accelerating efforts towards empowering girls with education, as it is the best equalizer in life.

“The danger is that if we seat and do nothing, we are exposing the adolescent girls to mere statistics, vulnerabilities, and citizens held down by overwhelmed poverty levels in homes and society at large,” Ms Mwamba said

She added that this further limits the participation of girls and women in social economic development in various sectors.

“I am happy to note that as stakeholders we are committed to addressing this very explosive situation which we have at hand, because as a country we have not done much,” Ms Mwamba said

And the Minister of Education Douglas Syakalima who was represented by the Ministry Director´s for Health and Nutrition Malalu Mulundika, stated that statistics shows that 16, 419 girls dropped out of school in 2020 because of pregnancy and that only 7, 954 were re-admitted.

Minister of Health Sylvia Masebo represented by the Ministry`s Permanent Secretary for Technical Services Professor Luckson Kasonka, stressed the need to empower adolescents with knowledge and information on condoms as dual protection against pregnancy and Sexual Transmitted Infections (STIs) and on contraceptives to help prevent unplanned pregnancy.

Meanwhile, United Nations Population Fund (UNFPA) Country Representative Gift Malunga assured the Government and Zambia of the UN`s support towards ending adolescent pregnancies in the Country.

And giving a vote of thanks on behalf of her fellow children Sithembile Mwale thanked the government and other stakeholders for their efforts towards ending adolescent pregnancies in Zambia, which she described as an urgent issue which must be addressed.

Also present at the event was Youth, Sport and Art Minister Elvis Nkandu, British High Commissioner to Zambia Nicholas Woolley and other various stakeholders.

WARMA calls for protection of water sources

The Water Resource Management Authority (WARMA) has appealed to the public to protect water sources in the country to mitigate climate change resulting from human activities.

WARMA Director General, Kenneth Nyundu says stakeholders should therefore ensure they operate within the prescribed provisions to sustain water bodies.

Mr. Nyundu was speaking when he paid a courtesy call on northern province deputy permanent secretary at his office in Kasama.

He noted that some stakeholders are involved in noble activities but still disregard the provisions related to the water resources.

“There are some bad practices going on in some areas such as tree cutting, gardening and burying along the river banks without creation of any buffer zones which has eventually resulted in pollution and the water levels going down ” he said.

He said the authority is concerned about some burial sites being close to water bodies which may result in harmful pollution with long term effects on consumers.

Mr. Nyundu has disclosed that some treatments done by water suppliers in their water treatment plants may not be able to treat such pollution arising from burial sites once water slips through them.

He further appealed to stakeholders involved in water activities to ensure they get permits from the institution to avoid being inconvenienced.

He said lack of permits presents a danger to users as they will not be considered as existing once a new client seeking for the service from that water source comes on board.

“I’m urging local people involved in water activities to get permits for water security because without this permit, once a new investor comes in, we will not consider them because they are not existing in our database,” he said.

Meanwhile, Northern Province Deputy Permanent Secretary Lewis Mwape said it is important that water bodies in the northern circuit are properly managed.

He said the environmental aspect should be considered each time economic activities are being devised to ensure sustainability of the water bodies.

He added that the leadership in the province will support the activities of Warma for the good of the nation.

“Our role as provincial administration is to provide coordination among the public and other stakeholders and we are ready to support the activities of your institution for the good of our people,” he said.

He added that tree planting through the forestry department should be embarked on to help in the preservation of water bodies.

Fisherman killed in a hippo attack in Shangombo

A 26 year old man of Litala village in Lilondo ward of Shangombo District has died after a hippo attack in Lilondo main stream.

The victim Mikatazo Shakandombe and another male , Kambonyi Ndano , went fishing in the evening when a hippo attacked the canoe they were in.

Lilondo ward councilor, Lipeta Lizina ,  who confirmed in an interview on Thursday  revealed that the fishermen were fishing along Lilondo main stream when a hippo unexpectedly attacked them around 23:00.

Mr Lizina said Mr. Shakandombe’s  body was only discovered the next day around 10:00hrs at  the scene of the incident.

The Ward Councillor revealed that the matter has been reported to the Department of National Parks and Wildlife office in the rural Town.

Similar incidence of human – wild animal conflict occurred last in June, 2022.

“ We now don’t have their office in the district, they are in Sioma and we need help especially that the next rain season is upon us.

“The body of Mikatazo Shakandombe has since been buried in Litana village, “  the ward councillor said.

And Kambonyi Ndano, the survivour,  disclosed shortly after the burial of Mikatazo Shakandombe that he managed to swim to land after the hippo attacked their canoe which capsized.

“ after we capsized I could not see my friend I swam to the land and got help from the community who came to help me search for him but to no avail until the next day,”

Chishala Kateka promises to safeguard the wealth of Zambia for Zambians

Opposition New Heritage Party President Chishala Kateka has promised to safeguard the wealth of Zambia for Zambians when elected Republican President in the 2026 General Elections.

Ms. Kateka, a chartered accountant and economist, is looking forward to leading the New Heritage Party into government in 2026.

She contested the 2021 General Elections on the New Heritage Party ticket as the only female presidential candidate and emerged seventh out of 16 aspirants.

Explaining why the Zambian people should elect her as their eighth republican President, Ms. Kateka said no amount of foreign aid or even capital in-flows could ever take Zambia to where it belongs as a highly developed, egalitarian society with its own advanced culture.

The opposition leader said she is very convinced that only Zambian citizens can develop their nation.

Ms. Kateka added that the New Heritage Party’s vision for Zambia is to see the nation become a premier Zambian led economic and productivity hub in Southern Africa.

“Political philosophy and ideology: Our vision for Zambia is to become a Premier Zambian-Led Economic and Productivity Hub in Southern Africa. Pan- africanist, Christian, Social Democrat and pragmatist.I believe that Africa is one country, currently suffering the humiliation of being divided into small artificial countries as a result of the slave trade, colonialism and neo- colonialism mostly carried out by Europeans, aided by treacherous African leaders of the time.I stand for the complete Independence of Zambia (and ultimately the continent) through the empowerment of its Zambian citizens through their God-given heritage. Mine is to help marry Zambians to their wealth.To this end the New Heritage Party aims to bring about Zambia’s 3rd leg of Independence by: Tackling the economic balance of power by tilting it towards Zambians. Helping Zambians to recover their sense of self worth and dignity. Galvanizing a new breed of leadership.Addressing the high taxes and cost of living. Rooting out corruption and abuse of power,” Ms. Kateka stated.

“I believe that education up to tertiary level is a human right and that government owes it to all citizens to provide free education from Kindergarten to university. We recognise that this can not be delivered in the short however, we will provide free education to those that can not afford it. We believe that the right approach is to have those that can afford to will help subsidize those that can not. This is so that free education is sustainable and quality is not compromised. We shall make education easily accessible to the most vulnerable of our population.Private schools and universities are welcome but should only serve as a reserve choice by those who wish to attend them, but no Zambian child should be unable to get an education on account of lack of money.Education is the magic wand that is going to actualise the vision of becoming the Premier Zambian-Led Economic and Productivity Hub in Southern Africa – a Zambia that is highly developed, advanced and egalitarian nation that I envision.Local industrial production of the key requirements of life for Zambians , such as food, household goods, and heavy machines will be entrenched from primary school including life skills training such as agriculture, Information technology, arts and music and sports,” Ms. Kateka said.

She also commented on the security and safety of citizens.

“To be able to achieve this vision , we need to safeguard the territorial integrity of the country and the safety of all it’s people not just those in the so called good neighbourhoods. This will require a well trained, well armed military and civil police force. The police will be required to be in the communities where our people live and be on round the clock patrol in motor vehicles and especially on foot ,with the help of the community as the eyes and ears of the police,” she said.

On foreign policy, Ms. Kateka said:” Zambia is not an Island so I will promote a proactive Pan-Africanist, non aligned foreign policy that will put Zambia first- The UN security council arrangement that subsists now is anti-democratic and has clearly failed to live up to it’s mandate as the centre for world peace, belying it’s lofty name, where the general assembly should take up the mantle, as opposed to the current attempts by our leaders in Africa aimed at begging for a seat at the table of the hegmonic nuclear powers.I believe that Zambia’s diverse people, culture and common heritage, is an advantage. I intend to work with all people groups in Zambia to ensure that we bring out the best from every ethnic group.”

“I believe in team leadership, something that worked well for me in the corporate world where I left some milestones.I am proud of my heritage as an African, a woman and a Zambian.My promise to the Zambian people I only make one promise to the Zambian people – to safeguard the wealth of Zambia for Zambians,” she concluded.

WHO IS CHISHALA KATEKA?

Chishala Kateka is a Zambian businesswoman and a respected corporate leader who run in the August 2021 presidential election under the banner of the New Heritage Party.

She has previously worked for the World Bank. She became the first woman ever appointed as Barclays Bank Zambia/ABSA PLC as well as the Competition and Consumer Protection Commission (CCPC) boards as their Chairperson.

Ms. Kateka also served on various other Boards and Committees in Government, quasi government and private institutions.

From 2012 to December 2017, she represented the African Jurisdiction on the International Ethics Standard Board of Accountants (IESBA) of the International Federation of Accountants (IFAC) in New York.

Ms. Kateka is a Fellow Chartered Accountant and holds a Bachelor of Arts (Economics) from the University of Zambia.

Police should create a good rapport with the public – Sean Tembo

Patriots for Economic Progress (PeP) President Sean Tembo has appealed to the Zambia Police Service to reform, establish and develop a good relationship of trust with the members of the public as this will help them to easily acquire information when conducting investigations.

Mr Tembo noted that the Police need to create a relationship with the public that will make the people feel the need to share any information that they might feel might be helpful in resolving a particular crime.

He said that as long as there’s poor relations between the Police in particular and the Law Enforcements in general and the public, then it will be very difficult for Law Enforcements to be able to solve crimes such as this particular abduction of the 13 girls.

“Anywhere you go in the world, anywhere where Law Enforcements are involved in resolving crimes, it is a well-established fact that for Law Enforcements to be able to solve crimes they need to have very good relations with the community, but here in Zambia in this particular case we saw that the public relations of the Police are very poor as the Police and the public do not work hand in hand because the Police are always in the habit of harassing the public,” he explained

“If the Police keep on harassing the public, there’s no way that the Police can develop trust among the members of the public to the extent that the public can freely share information with the Police if the public come across something that they think might be of helpful to resolve a crime,” he added

Mr Tembo cited that it is very important that the Police invest in good relations with the public and the starting point to establishing this good relations is by ensuring that the Police conduct themselves in an honourable and professional manner, they investigate cases free of partisan affiliation because when the public sees that the Police are acting professionally then they will begin to trust the Police because as things stand at the moment there’s very little trust between the public and the Police and this is contributing to the failure by the Police resolve cases such as this particular abduction.

Meanwhile, Mr Tembo disclosed that the statement made the Minister of Home Affairs and Internal Security Jack Mwiimbu stating that the reason the Police took long to recover the 13 abducted girls is because some of them where at a boarding house and the parents thought the girls where at school where as the school authority thought the girls where at home, is not a very honest statement on the part of the Minister.

“We have followed this matter for a long period of time and it is on record that as it is something that was well covered on a number of TV stations that they were relatives who reported their relatives missing at Chawama Police and they where turned away from that particular Police station that the Police could not investigate on claims that the girls could have gone away with their boyfriends, and those relatives ended up moving from Chawama Police station to go and file their cases at Chilenje Police even at Chilenje Police the matter was not properly followed,” Mr Tembo explained

Mr Tembo added that for the Minister speaking on behalf of the Police alleging that the reason it took long for the girls to be recovered is because the matter was not reported to the Police, is a total case of dishonesty by the Minster.

“Our appeal to the New Dawn Administration and the Minister of Home Affairs in particular is that they should endeavor to be as honest as possible to the public because it is only through being honest that the public can develop trust in them,” he said

He mentioned that if the Authorities, the Minister and the government are being dishonest in the manner they are handling this particular case of the 13 abducted girls then they cannot hope to develop trust among the members of the public, and if the public does not have trust in the Authorities, the Police then they will find it very difficult to share information with the Authorities that will assist them to resolve some of these cases.

“Our appeal to Mr Mwiimbu is that the next time he addresses the media and the nation he needs to try to be as honest as possible, let him not try to twist things so that he makes his government appear competent when they were incompetent in handling of this particular abduction, it doesn’t help anybody,” he stated

He noted that when the Minster, the Inspector General of Police and the Police begin to be honest then the public will be able to consider them as partners in resolving crimes such this particular case of the abduction of the 13 girls.

Mr Tembo said that the Police should have attached some form of reward to this case as this would have motivated people with information to come forward to give information on what they have seen or heard concerning the 13 abducted girls, as this would have somehow helped to recover the girls earlier.

DEC arrests Lusaka Businessman Bwalya Kalandanya for Money Laundering

THE Drug Enforcement Commission (DEC) through its Anti-Money Laundering Investigations Unit has arrested Lusaka businessman Bwalya Kalandanya and four others for money laundering activities involving over K6 million.

In a media statement issued yesterday, DEC deputy public relations officer Delight Haangala said Mr Kalandanya, 47 of Roma Park in Lusaka, was arrested for Money Laundering Contrary to Section 7 of the Prohibition and Prevention of Money Laundering Act No. 14 of 2001 as read together with section 3 (b) (i) and (ii) of the Amendment Act No. 44 of 2010.

She said on dates unknown but between 1st January 2017 and 28th February 2022, jointly and whilst acting together with other persons unknown, Mr Kalandanya allegedly concealed the true ownership of a property namely seven fully furnished flats at stand number JES/118 situated in Jesmondine, Lusaka valued at K6,125,000.00.

“It is further alleged that Kalandanya did transfer the said flats to Beauty Chama, a female aged 39 years and a Data Clerk at Civic Centre Clinic who has also been arrested by the Commission for possession of property reasonably suspected to be proceeds of crime contrary to section 71 of the Forfeiture of Proceeds of Crime Act No. 19 of 2010 and Money Laundering Contrary to Section 7 of the Prohibition and Prevention of Money Laundering Act No. 14 of 2001 as read together with section 3 (b) (i) and (ii) of the Amendment Act No. 44 of 2010, who claims not to have known about the property,” she said.

Ms Hangaala said the property is said to have been sold to Ibrahim Mitha, a male aged 35 and Hassan Hanif Mitha, a male aged 28, without the knowledge of the alleged owner through KBF and Partners law firm.

She said the Commission has since jointly charged and arrested Ibrahim Mitha and Hassan Hanif Mitha, both Businessmen of Emmasdale in Lusaka for Money Laundering acquisition of property reasonably suspected to be proceeds of crime without taking reasonable steps to ascertain whether or not the property is a proceed of crime.

Ms Hangaala said the Commission has further arrested Mr Kelvin Fube Bwalya, a Lawyer aged 59 of Kabulonga in Lusaka for Failure to report a suspicious transaction contrary to Section 45 of the Financial Intelligence Centre Act No. 46 of 2010 and Money Laundering Contrary to Section 7 of the Prohibition and Prevention of Money Laundering Act No. 14 of 2001 as read together with section 3 (b) (i) and (ii) of the Amendment Act No. 44 of 2010.

She said the suspects are currently on Police bond and will appear in court soon.

New USA Ambassador to Zambia will remind President Hichilema that despite free market access, Zambia exports almost nothing to his country.

The US provides free export market for Zambia

Let me begin by welcoming you, Mr. Ambassador, to our lovely country. Mr. Ambassador, in 2000, US President Clinton created the African Growth and Opportunity Act (AGOA), preferential trade agreement with almost all African countries, except Arab ones, to provide them an opportunity to export to that country free of charge, almost all products. In particular, the third-country fabric rule allows AGOA beneficiary countries to use yarns and fabrics from any country in the manufacturing of their textiles and clothing for export to the US at zero-duty.

Zambia is very vocal in asking for extension of AGOA

Mr. Ambassador, over two decades have passed. AGOA has since been extended many times even when, according to the US, it should have a limited life span. In fact, each time it’s nearing an end, African leaders speak big asking for extension. Zambia is not exempted. It has been vocal too. Then Commerce, Trade and Industry Minister, Bob Sichinga said, “Extension of AGOA would allow Zambian entrepreneurs to benefit greatly from it in terms of capacity building.”

At another forum, Zambia’s Ministry of Commerce, Trade and Industry-Permanent Secretary Stephen Mwansa said, “The provision is imperative for survival of the textile and apparel industry of Africa as a whole, as it leads to generation of a lot many jobs in the continent.” At another, the Ambassador of Mauritius and Zambia said, “The passage of legislation S.2007 and H.R. 2493 would enable the US to continue to receive high-quality textiles and apparels from Africa at competitive prices.”

But has Zambia taken advantage of the free market access?

Mr. Ambassador, I earnestly implore you to hold a colloquy with our President Hichilema to understand why Zambia is literally not participating in trade with your country, despite the many public pronouncements of interest referred to earlier by our leaders. Of course, he was not in leadership then, but if he’s going to market our country to you for more trade and investment, the basis for our President is to understand where the trade partnership between the US and Zambia is coming from and where it is. For me, a statistics expert, like others who understand, it’s very disheartening to note that Zambia is not among the top twenty African countries exporting to your country.

Mr. Ambassador, as Table 1 below shows, Zambia ranks almost number thirty, and with inferior export values in absolute terms of only $55 million in 2021. While some African countries are seriously using AGOA, our country is not. It means when Ministry of Commerce, Trade and Industry officials, asking for extension of AGOA, they were not speaking for Zambia but for these countries you see on top of the Table below. Mr. Sichinga said, “Extension of AGOA would allow Zambian entrepreneurs to benefit greatly.” But we Zambians have not seen that benefit because Zambia’s business sector is not exporting to your country.

Mr. Ambassador, let me now share with you Zambia’s exports of all products to your country over the last two decades. You will note that Zambia has only moderately increased exports since AGOA was introduced as Figure 1 below shows. At one time, exports reached $100 million, only to drop to almost half later. Meanwhile, as expected Zambia has been importing more from your country than it has been exporting, leading to continuous trade deficits.

Why low level of exports to the US?

Mr. Ambassador, it is because Zambia made a choice to diversify export markets, largely to China and Switzerland, two of its main importers of copper, the only major export product seen in Figure 2 below. As you can see, exports to China stand at about $2.8 billion and Switzerland about $3.8 billion. Zambia’s exports to your country shown in Figure 2 image is almost invisible to the naked eye because it is too low.

Main challenge for you Mr. Ambassador

Mr. Ambassador, I speak about only trade in which my expertise lies. But, as I’m sure you have already been informed, I wish to remind you that the new government of President Hichilema is obsessed, and correctly so, with transforming our economy into value addition. Mr. Ambassador, you will recall that one of the shortcomings of AGOA or your trade preferences is that they are not accompanied with support for value addition. Of course, a trade preference is what it is. But without capacity for value added, Zambia will never benefit from the scheme.

It then brings me to the question of foreign direct investment (FDI) as one way your country can help us in value addition. And, here, I wish to recall your country’s influence in the economic transformation of Viet Nam, which, for your information has overtaken Africa, including South Africa in exports of manufactured goods. UNCTAD, my former employer has publications that show the contribution of FDI, in part from your country to Viet Nam in its structural transformation. How the Viet Nam model can apply to Zambia, is something I personally would be interested in.

Finally, Mr. Ambassador, as a citizen of this country interested in making trade and FDI work for Zambia, I’m available if you need any colloquy and more information about advancing this colloquy. Again, welcome to Zambia and, highest considerations.

Government to construct teachers houses in Limulunga using CDF

The government says it will use part of the Constituency Development Fund to construct teachers houses.

Acting Limulunga District Commissioner, Sibeso Silumesii says government will build staff houses gradually with support from other partners to offer good conditions of service.

“It is a reality that our newly recruited teachers are in schools where their services are needed, however, this has come with its own challenges like lack of staff accommodation and classroom space but government is equal to the task to construct houses,” she said.

Mrs. Silumesii who is District Education Board Secretary (DEBS) also urged teachers to work hard to attain the much needed quality education as outlined in the Eighth National Development Plan.

She said this during the commemoration of World teachers’ day held at Limulunga day secondary school.

Meanwhile, Basic Education Teachers Union of Zambia (BETUZ) has commended government for recruiting over 30 thousand teachers noting it was timely due to the increase of pupils through free education.

BETUZ District Chairperson, Sydney Mooto has said calls to reform the curriculum are valid and should be expedited stating that a curriculum should be aligned with the development agenda of the country.

“There can be no meaningful transformation in education if teachers are left behind and not put at the center of the process,” he noted

And Barotse Royal Establishment (BRE) Induna Liomba urged the newly recruited teachers to be strong, stating that people are expecting that learner performance will improve with their presence.

And pupils have honored teachers for their steadfast commitment to nurture learners stating that teachers are the best hence should be highly ranked.

Namakandu Mubita, a pupil at Limulunga day Secondary School said all professions emanate from the teaching profession thus government.

“All institutions are coming from the hands of teachers thus I want to encourage the government to increase their salaries and for the teachers to continue serving consistently.

The colourful commemoration started with a march past today, teachers are honored for their role in education since 1994 however, the commemoration came to a halt for the past two years due to the -covid 19 pandemic.

President Hichilema praises teachers for dedication to duty

President Hakainde Hichilema has paid glowing tribute to teachers for their dedication and commitment to duty.

President Hichilema said government was highly indebted to the teachers for their contribution in transforming the lives of the learners.

The President assured teachers who gathered at the Lusaka showgrounds to commemorate the International teacher’s day of government’s commitment to better and improve the learning environment for learners.

The Head of State disclosed that government has set aside adequate funds towards the education sector in the 2023 national budget.

He said government will complete all the structures that were not completed in a bid to increase learning space for pupils.

And President Hichilema used yesterday’s commemorations of the teacher’s day to salute teachers for their resilience during the COVID19 pandemic.

He said teachers continued to teach and offer their services despite the outbreak of the pandemic.

The Head of State noted that despite losing some teachers to COVID, teachers have soldier on where others left.

“You teachers went ahead using technology teaching our learners. Thank you for the resilience and dedication to duty.”

President Hichilema reiterated government’s commitment to improving the education sector.

He said in the one year of being in office, the government has shown its commitment to the education sector by employing over thirty thousand teachers.

President Hichilema disclosed that next year in the 2023 budget government will further employ an additional 4,500 teachers.

He said this aimed at improving the pupil teacher ratio in public schools across the country.

President Hichilema pointed out that government will upgrade and confirm teachers that have not been confirmed.

He also cited the provision of free education as part of the government’s commitment to ensure that every child has access to education.

The President said by the end of 2023 no child will be allowed to sit on the floor.

He wondered how a child can concentrate during lessons while sitting on the ground.

Mr Hichilema said for the first time the government has localised the paying of bursaries for vulnerable children.

In a related development, President Hichilema has directed Cabinet Office to conduct a review on how the exercise of uniting couples is fairing.

Speaking earlier at the same event, Minister of Education Douglas Syakalima thanked President Hakainde Hichilema for being the first Head of State to attend the teachers’ day.

Mr Syakalima noted that the teachers were honoured with the presence of the head of state.

He hinted that the Ministry of Education is making steady progress in restoring order in the teaching sector.

Mr Syakalima said in the last ten years order had collapsed in the education sector.

He recalled that some teachers involved themselves in partisan and political development which has since been stopped.

The Minister of Education said teachers are now operating freely without fear of being intimidated by politicians.

And speaking on behalf of Teacher Unions, National Union of Public and Private Educators of Zambia President Victor Muyumba praised the Teaching Service Commission for conducting a transparent teacher recruitment exercise.

Mr Muyumba said the unions were happy with the manner the recruitment exercise for the over thirty thousand teachers was conducted.

He charged that the recruitment exercise was done in a transparent manner.

Mr Muyumba said teachers were employed based on merit.

Meanwhile The Teaching Service Commission (TSC) says it won’t hesitate to withdraw appointment letters for teachers refusing to serve in rural areas.

TSC Chairperson Daphne Chimuka said the commission was concerned with emerging reports of teachers leaving rural schools on unauthorised transfers.

Mrs Chimuka explained that the deployment of teachers in rural areas is meant to promote equity and ensure learners have the same learning opportunities as learners in urban schools.

She has since appealed to parents, traditional and civic leaders to support the equitable distribution of teachers by embracing them.

“Stop intimidating District Education Board Secretaries to transfer their relatives to urban areas.”

Mrs Chimuka said the commission will charge any officer found going against the directive of deploying teachers in rural areas.

And UN Resident Coordinator, Beatrice Mutali says there is a need for governments to invest in the development of teachers.

Ms Mutali said this will help teachers to transform and implant the lives of learners positively.

She emphasized that teachers are cardinal in enhancing development hence the call to invest in teacher development.

Ms Mutali said the teachers day should be used to reflect on the contributions teachers make to building a better society.

She urged teachers to be role models and inspire learners to emulate them.

KBF arrested for money laundering

The Drug Enforcement Commission has arrested Zambia Must Prosper President Kelvin Bwalya Fube for money laundering.

DEC Spokesperson Mathias Kamanga says failure to report a suspicious transaction is contrary to the Financial Intelligence Centre and Money Laundering Acts.

Mr. Kamanga says KBF has been arrested together with Lusaka Businessman and Music Promoter Bwalya Kalandanya, Beauty Chama, Ibrahim Mitha and Hassan Hanif Mitha for being in possession of goods reasonably believed to be proceeds of crime and money laundering.

He says Mr. Kalandanya had changed title of his seven fully furnished apartments in Lusaka’s Jesmondine area worth K6.1 million to Beauty Chama without her knowledge.

Mr. Kamanga added that KBF then sold the flats to Ibrahim Mitha and Hassan Hanif Mitha on behalf of Beauty Chama without her ever knowing that she owned them.

He says the buyers claim they bought the flats through KBF.

Mr. Kamanga says all suspects have since been released on police bond and will appear in court soon.

And KBF confirmed his arrest in a statement last evening.

“Fellow Country Men and Women, This is to confirm that DEC arrested me this morning and later released me on bond today. We will soon issue a comprehensive statement on the matter. I hope they know what they are doing,” he wrote.

MMD’s Tobias Maliti says the Party’s extra ordinary national convention to go ahead with or without Nevers Mumba

Opposition Movement for Multi-Party Democracy (MMD) National Chairman Tobias Maliti has said party members countrywide have resolved that an extra ordinary national convention will go on with or without its incumbent President Dr. Nevers Mumba ceremoniously handing over the Presidency to the would be newly elected leader.

Mr. Maliti, the former Chingola District Commissioner, said MMD members have realized that Dr. Mumba, whose tenure of office came to an end on 25th May 2022, is holding the Party to ransom, an act that they will not allow in a party that is premised on upholding democracy.

He insists the party will go ahead and hold an extra ordinary convention as the party will not running without a legitimate President and members of the National Executive Committee, NEC, after the departure of Dr. Mumba.

And Mr. Maliti has revealed that the former ruling party no longer has factions as both sides, one led by Dr. Mumba and that which has been led by Mr. Gaston Sichilima, are now working together as a single entity with a similar goal of restoring the party.

The Movement for Multi-Party Democracy National Chairman is now calling upon all members and non-members, including those who either left, expelled or suspended to go back to the party and revive the mother of democracy in the country.

Mr. Maliti insisted that him and other progressive party members hold no hate or grudge against Dr. Mumba but that his time as party President was up according to the party Constitution in Article 40.

“Firstly, as the National Chairman of the Movement for Muilti-Party Democracy (MMD), I would like to set the record straight that in the interest of the party,I can confirm that we have reached out to the other faction of our party led by Hon. Gaston Sichilima and there are no more factions in the party. Yes, in the past there were factions but we have reconciled all the factions and we have are now a united party,” Mr. Maliti said.

“Secondly, I would like to take this opportunity to call upon all members and non-members including those who either left, were expelled or were suspended to please come back to the party. Thirdly, we would like to inform to the nation that Dr. Nevers Mumba is no longer the MMD President ad his ten year tenure elapsed on the 25th of May, 2022 according to Article 40. Dr. Mumba was elected as party President on the 25th of May, 2022. I would like to put it on record that I don’t hate, neither do I have or hold any grudge against Dr. Mumba. For those who might not know, in 2025 I defended Dr. Mumba against the late former President Rupiah Banda by taking the late to court. My difference with him are strictly partizan. Partizan in the sense that as National Chairman of the party, I am reminding him that his tenure has ended,” he said.

“Last but not the least, I would like to appeal to the conscious of all National Executive Committee Members to put the interest of the party against an individual who is illegally clinging on to the party presidency. Party members countrywide have resolved that an extra ordinary convention will go on with or without Dr. Mumba ceremonial handing over the presidency to the next president as they have realised that among others, that he is holding the party to ransom as he has failed to unite and reconcile the party as his tenure has ended,” Mr. Maliti said.

Meanwhile, MMD founder member and former Presidential Affairs Minister under Levy Mwanawasa, Webby Chipili, has repeated the resolve of the party as explained by the National Chairman Mr. Maliti.

Mr. Chipili said it is high time the MMD reorganized itself and took its rightful place in the democratic dispensation of the country and that the convention be held soon in consideration of all party process.

The MMD had some leadership wrangles in 2016 when a group of some members held an illegal Convention and created a faction leadership. This faction came to an end when the Courts ruled that they were illegal as that Convention was deemed null and void.

All eyes will be on MMD to see if they will have a successful Convention.

The party had earlier in March, 2021 planned to hold a national convention which never took place.

At that time, MMD National Secretary Elizabeth Chitika had said that the Party would have it’s Convention on the 20th of March, 2021.

Meanwhile, former MMD Muchinga Member of Parliament Howard Kunda last month declared that Dr.Nevers Mumba’s tenure as party President had expired.

Mr. Kunda told Dr Mumba to handover power to the next president who will be elected at the convention saying that his time has elapsed.

Mr Kunda had cited Article 40 (1) of the MMD constitution which states that the Party president shall hold office for two terms of five years each and will not be eligible for reelection.

Government to construct 2000 houses for Correctional service personnel countrywide

The government says it will commence the construction of 2000 housing units for Zambia Correctional Service ( ZCS ) personnel, across the country.

ZCS Commission Chairperson Evaristo Kalonga who is on the tour of the Eastern Province says the construction of the 2000 housing units is meant to address the accommodation challenges, especially for the newly recruited officers.

Mr Kalonga who is on a provincial tour of correctional facilities in the region also disclosed that Katete has been allocated 36 out of the planned 2000 housing units.

“Government has given the Zambia Correctional Service countrywide 2000 housing units, so the issue of accommodation will be a thing of the past. Officer in charge you have been allocated 36 housing units, so just identify where you are going to build those houses,” he said.

Currently, Katete District has six housing units against a total of 33 uniformed and non-uniformed staff.

The new dawn government in line with its campaign pledges to improve the well-being of inmates serving custodial sentence has so far bought beds and blankets in most correctional facilities, country-wide.

“The government has bought 25,000 mattresses, 50,000 blankets so that each inmate has two blankets, then 12,500 banker beds,” ZCS Commission Chairperson said.

The Katete Correctional Facility currently has 381 inmates out of which 266 are Zambians, while 115 are foreign nationals that include 71 Ethiopians, 40 Malawians, three Mozambicans, and one Tanzanian.

Meanwhile, Vice Commission Chairperson Sibote Sibote has challenged the Katete Correctional Service to expand its facility by using the Constituency Development Fund (CDF).

He said the purpose of decentralisation was to ensure that the people at the grassroots level are in charge of their development.

“The President has been telling us, long before, that resources will be moved from Lusaka to all the 156 constituencies so that people can decide their development priorities.

“ In this regard, we want to decongest the correctional facilities; we need to build even one extra dormitory, which we can apply under the CDF,” he said.

Desist from exam malpractices, teachers warned

Western Province Permanent Secretary, Akapelwa Simomo has warned teachers to desist from engaging in examination malpractices.

Speaking on his behalf by Mongu District Commissioner, Akapelwa Imasiku during the World Teachers Day Commemoration held at Mongu Stadium, Mr Simomo said examination malpractices compromises the education system.

He said that teaching is a noble profession that requires straight forward people to impart good morals on scholars who in turn will take up leadership positions.

Mr Simomo said it is shameful and disrespectful to the education system to have teachers who are helping their pupils to cheat in examination classes.

He said pupils who allegedly obtain good results through cheating are the people who fail to perform at higher institutions of learning.

Mr Simomo also cautioned teachers to dress in the manner that befits their status in society.

He said that it is unfortunate to note that some teachers report for work clad in t-shirts and slippers thereby teaching unsuitable dress code to their pupils.

Mr Simomo said teachers should focus on their profession in all aspects in order to contribute effectively to national development.

And Provincial Education Officer, Grace Nkolongo urged teachers to be vigilant in the manner they execute their duties.

She said there is need for teachers to be focused as they deliver services in order to yield positive results.

This year’s Teachers Day is being commemorated under the theme, “The transformation of education begins with teachers.”

However in Muchinga Province the Permanent Secretary, Henry Mukungule has implored newly recruited teachers to uphold professionalism in the execution of their duties.

Mr Mukungule says the newly recruited teachers should contribute positively towards the education sector of the country through their acquired knowledge.

The Permanent Secretary who was speaking during the 2022 World Teachers Day Commemorations in Chinsali District, charged that teachers are transformers of society that need to be appreciated in their duties.

Mr Mukungule charged that Government has shown its commitment towards improving the education sector by re-introducing the meal allowances to public Universities, where training teachers will also benefit from.

“The Free education policy from grade One to Twelve is a big milestone and this is complimentary as one of the elements of this day’s celebration,” He stated.

And National Executive Basic Education Teachers Union of Zambia (BETUZ) Committee member Kaoma Mulenga has called on Government to quickly attend to resolving issues of social amenities such as decent housing as well as safe drinking water for teachers operating in remote and rural areas.

Mr Mulenga stated that the commitment of teachers in rural areas is very much dependent on good motivational amenities.

“We are appealing that you continue to empower and reward our teachers, tutors and lecturers for their noble cause,” He added.

Meanwhile, one of the newly recruited teachers, Foster Mudenda, said she is optimistic that better conditions will be provided by Government in order for them to operate effectively in the rural areas.

Ms Mudenda stated that she is happy to be among the recruited teachers in Muchinga province.

The 2022 World Teachers Day Celebrations was being held under the theme, “Transformation of Teachers Begins with Teachers.”

In Monze district in Southern Province Government has challenged teachers who are uninterested in imparting knowledge to children to leave the profession so as to pave way for those willing to serve.

Officiating at the World Teachers day held under the theme, ” Transformation of Education begins with Teachers” held at Monze golf club today, Monze District Commissioner, Mwanza Malambo said his office has received numerous reports of absenteeism at most schools describing the situation as retrogressive in improvement of education.

He said government was committed to improving the education system in the country adding that those not interested to teach were free to leave the profession.

Mr Malambo said government was fully aware of the enormous challenges that faced by the teaching fraternity adding that these were pressing issues that the ruling united party for National Development was geared to address.

” it is the duty of the government to address all these challenges such as poor accommodation , lack of desks among others so that quality education can be achieved for the betterment of the children and the country’s future”, said Mr.Malambo.

The District Commissioner invited all teachers to also work with the District Education Board Secretary (DEBs) to deliver quality education and sustain the good school results in all schools in the District.

He further challenged teachers to avoid engaging themselves in illicit activities such as beer drinking that has the potential to not only dent their standing in society but the image of the government as well.

Speaking earlier, Zambia National Union of Teachers (ZNUT) Representative Mr Herbert Hakoga says most teachers were demotivated due to poor salaries and accommodation.

He said it was sad that teachers in the country were poorly paid and wallowing in poverty as compared to their counterparts in the southern Africa region.

District Education Board Secretary Ms.Lillian Hangoma paid tribute to teachers in the District for the ‘ good ‘ examination results indicating hard work and commitment among the teaching staff.

Ms Hangoma further urged teachers in the District to continue with the spirit of hard work to improve Educational standards.

In a vote of thanks Ms Edith Hamilimo Head teacher from Monze Basic School thanked for the support rendered to teachers by the DEBs and the District Commissioners’ offices and urged her fellow teachers to be patient as the government was looking at addressing all the pressing issues afflicting the teaching fraternity.

Macron invites President Hichilema to France

French President, Emmanuel Macron has invited President Hakainde Hichilema to visit France in early 2023 in order for the two countries to strengthen their long standing bilateral relations.

And visiting French Minister of State for Development Francophone and International Partnership, Chrysoula Zacharopoulou has congratulated Zambia for managing to secure an International Monetary Fund (IMF) credit facility.

Dr Zacharopoulou was speaking at State House in Lusaka today, when she delivered a letter containing a special message from President Macron when she paid a courtesy call on President Hichilema.

She explained that France as the deputy Chairperson for the committee on the common framework for Zambia’s debt restructuring will continue to support all the efforts that Zambia is undertaking to successfully manage its debt.

“We wish to congratulate you on the excellent outcome of the approval of the IMF credit facilitation, and as France as part of the common framework committee will continue to support you going forward,” she said.

She also noted that while in Zambia, she has managed to meet the Ministers of Commerce, Trade and Industry, and Green Economy and Environment and a number of issues on how best the two countries can work together in improving the different sectors of economy were discussed.

Dr Zacharopoulou cited collaboration in forestry restoration, energy and trade and investment as some of the topics that have been covered.

She said to this effect France will make available loans that can be accessed by Zambians in these sectors, adding that the two Ministers have since been invited to visit France by the end of the year to further engage with French business persons.

She noted that her country is planning on organizing an investment and trade summit, which Zambia can take advantage of and explore its further investment opportunity within the French economy.

And President Hichilema has held the strong bilateral relations that Zambia and France have continued to enjoy as evidenced with an active role that France played to help Zambia secure an IMF bailout package.

President Hichilema explained that France, China and South Africa are an important part of Zambia’s debt restructuring process by virtue of them being key members of the committee of common framework on debt restructuring programme.

“We are happy that France supported us towards our debt resolution, it is extreme important for us to successfully manage to get a credit facility from IMF for our debt which will help us better the lives of our people,”

He explained that Zambia has embarked on a robust economic transformation agenda as enshrined in its Eight National Development Plan which is about building a resilient economy that supports growth.

He pointed out that to achieve this, Zambia is working with different stakeholders, including countries like France in order to grow its trade, investment and Foreign Indirect Investments.

President Hichilema further informed the French delegation that Zambia is committed to upholding the rule of law and respect for human rights.
