Levy to Address Press Conference

President Levy Mwanawasa is tomorrow expected to hold a press conference at State house.

Special Assistant to the President for Press and Public Relations Mr. John Musukuma confirmed this to ZANIS in Lusaka today.

Mr. Musukuma said the press conference will start at 14 hours .

He said members of both the local and international media are expected to be seated at State House by 13 30 hours.

Mr Musukuma however could not state the issues the president is likely to talk about during the press conference.

400 market stalls demolished

About 400 make shift stalls at Lusaka’s Town Centre Market have been demolished by the Council.

The stalls were razed in the early hours of – Saturday.

The traders were enraged by the turn of events claiming they were not given adequate notification.

Movement for Multi-Party Democracy (MMD) Ward 14 Chairperson, Webby Phiri and a hardware trader Daniel Mwansa complained that the council only circulated a memo around 18;30 hours – Friday notifying them of the impending demolitions.

They say the the local authority had initially notified them of the demolitions with a pledge that this would only be done, after allocating them 400 alternative trading spaces to conduct their business.

The traders say no alternative trading place has been allocated to them.

Most traders were found sifting through the rubble comprising iron sheets and planks.

Residents against the burial of suspected serial killer in the area

Munyumbwe residents have threatened violence if the body of alleged serial killer locally known as Ngangula who was beaten to death by a mob, is buried in Gwembe.

And Gwembe District Council has allegedly declined to offer space at Gwembe Cemetery.

In an interview with ZANIS this afternoon, Ngangula’ s grandfather Dominic Siakaputa who has appealed to Government to assist the family buy a coffin said the family was making arrangements to burry the body in Monze.

He disclosed that the residents in Munyumbwe do not want Ngangula buried in Gwembe adding that the Council has also declined to offer the family burial space at the cemetery.

He said the local People here have threatened to break the coffin and wreck the grave of hid grandson if he is buried in Gwembe.

Mr. Siakaputa has also appealed to the Police to tighten security during the burial of Ngangula, in order to ensure that he has a dignified burial.

‘We are asking the Police to assist us during the burial, by providing transport and security during the burial, because the matter is in their hands, and beyond our means,’ Mr. Siakaputa said.

And when contacted for comment, Acting Council Secretary Peter Madubeko declined ever having been approached by Ngangula’s family members.

‘We as Council have not been approached by Ngangula’s relatives concerning burial space,’ Mr. Madubeko explained.

‘We are actually afraid that if we issue a burial space for Ngangula at our cemetery, residents of Gwembe could run amok and stone Council property, so it is best that the Police are involved in providing security,’ he added.

Meanwhile, a Police source has said Police in Gwembe have opened an inquiry file and have indicated that they are still investigating the matter.

The source further indicated that no arrests in connection have been made so far.

Last week , Fanwell Kalivungwe aka Ngangula , suspected serial killer was allegedly murdered by a mob in Gwembe.

Ngangula 27, suspect who was on the wanted list of the police for over six months .

MMD confident of scopping a seat in Chirundu

The MMD in Southern province says it is confident of scooping the forthcoming Chirundu bye election which is scheduled for next week.

MMD Provincial Secretary Emmanuel Siamweela told ZANIS in Siavonga today that the ruling party is doing everything possible to ensure that it wins the seat that was declared vacant following the expulsion of a UPND councillor.

Mr. Siamweela disclosed that MMD has mounted a vigorous political campaign in the boarder town of Chirundu which is centered on development.

Mr. Siamweela who is leading the campaign team in the town said President Mwanawasa’s government has demonstrated that it is a working government hence the need for people of Chirundu to show their appreciation by voting for the MMD candidate Gift Chanda.

He observed that voting for an MMD candidate as Chirundu ward councilor will help bring about democracy to the Siavonga District Council chamber that only has one MMD councilor at the moment with the rest being those from the opposition UPND.

He added that increasing the number of councilors from other political parties will also help provide checks and balances to the council.

The Chirundu bye election is scheduled for 26th of June and is being contested for by the ruling MMD and the opposition UPND.

MDC petition Levy

The office of the Movement for Democratic Change-MDC Office in South Africa has petitioned Southern Africa Development Community (SADC ) Chairman President Levy Mwanawasa to act with impulsion so as to enable democratic change prevails in Zimbabwe.

MDC South Africa Chairman, Malcom Mutandiro who led a six-man delegation to present the petition yesterday through the Zambia High Commission Chancery in Pretoria said the MDC in conjunction with civil societies, Xenophobia victims, political and economic refugees in South Africa are frustrated and have lost confidence in South African President Thabo Mbeki’s mediation efforts in as far as the situation in Zimbabwe is concerned.

In the petition, Mr. Mutandiro said the MDC office appreciates the efforts made by President Mwanawasa towards resolving the political problems being faced in Zimbabwe
The party however accused President Mbeki of playing double standards and taking partisan position in his role as mediator.

The petition titled ‘deterioration of political crisis in Zimbabwe was received by Mtotola Nyanga on behalf of Zambia’s High Commissioner to South Africa Leslie Mbula.
This is contained in a press statement to ZANIS by Zambia High Commission to South Africa Second Secretary in charge of Press, Phillip Chirwa.

Mr. Mutandiro alleged that since the elections of 2000, 2002. 2005 and the recent March 29, 2008 elections, President Mbeki has just been watching the rapid deterioration of the situation in Zimbabwe with a blind eye and lack of interest.

The MDC South Africa Chairman pointed out that the people of Zimbabwe have not known peace and good governance for generations and that since the end of colonial rule the crisis of governance has reached a new level under a black regime.

“After the disputed elections of 2000 our regional body, SADC appointed President Mbeki as mediator. It is unfortunate that the continued deterioration of both political and economical situation in Zimbabwe seems to be going unabated whilst the so called mediator appears to condone the Mugabe regime’ intolerable behaviour through his actions and speeches he has made since this current crisis,” noted Mr. Mutandiro.

He cited President Mbeki’s statement that there was no crisis in Zimbabwe and his alleged lobbying for a government of national unity whilst a constitutional electoral process is pending as some of the disappointing statements.

He alleged President Mbeki has not made a statement on President Mugabe ‘s stand that he was not prepared to hand over power to the opposition.
He further pointed out that promises to both regional and international leaders have been made that the issue of Zimbabwe would be resolved within six months by President Mbeki but that it was now 8 years without any solution.

“President Mbeki might have his own personal views about President Morgan Tsvangirayi of which he is democratically entitled to but the fact of the matter is that he has no right whatsoever to determine the will of the people of Zimbabwe,” pointed out Mr. Mutandiro.

He noted that the period towards the Presidential runoff of 27th June has seen innocent Zimbabweans tortured, some killed, homes burnt and MDC President Tsvangirayi unlawfully arrested.

He pointed out that the MDC was not against a government of National Unity but wondered why there was no called for this type of government when Mr. Mugabe robbed the elections in 2000, 20002 and 2005.

He also wondered what the purpose of the election process enshrined in the Zimbabwean constitution was if election results are not respected.

Meanwhile, Mr. Mutandiro said the liberation struggle was not about creation of a monarchy in Zimbabwe but that it was about freeing the majority from the oppression of the minority.

The MDC South Africa Chairman pointed out that every Zimbabwean participated in the liberation struggle in different role and that it is a shameful that a Black Nationalist clique is using its guerilla war credentials to lay claim as the sole and legitimate heir to political power in Zimbabwe.

Mr. Mutandiro said Mr. Mugabe was not in order to claim that he is the sole and legitimate heir to the political power and continuing holding the people of Zimbabwe at ransom.

He called upon the Mugabe regime to immediately stop acts of violence, killings, torture, rape abductions and arrest of MDC activists and leadership.

Levy warns Zambian envoys against abrogating financial regulations

President Mwanawasa has expressed disappointment at the high number of Zambian High Commissioners and Ambassadors who were allegedly abrogating financial regulations in their missions.

Addressing Zambian High Commissioners and Ambassadors accredited to various countries at State house today, Dr. Mwanawasa said he had received reports that most envoys were disregarding laid down financial regulations as they run the missions abroad.

He said the alleged rampant disregard for financial regulations has prompted him to send auditors to foreign missions to carry out special audits.

“I am disappointed to note that the preliminary information I have gathered so far paints a negative picture. Most of you are not managing the public resources that are entrusted to you diligently,” he said.

Dr. Mwanawasa has since warned high commissioners and ambassadors saying he would not hesitate to discipline any one of them who would be found mismanaging public funds.

“You should all be mindful that government does not have sufficient resources. I therefore, expect you top be responsible enough to exercise prudent management of the meager resources available,” he said.

The President has also reminded the envoys that their primary role was to encourage and influence the flow of investment from the countries they operated from into Zambia.

He pointed out that Zambia has recorded positive strides towards recovering from the economic depression the country suffered before he assumed office.

“Zambia is not an island and we do not on our own have sufficient resources to exploit the abundant inert wealth which this country is endowed with. We should invite the outside to bring the much needed foreign direct investment to come and assist us develop this country,” he said.

He said ambassadors and high commissioners have a duty to understand and articulate various government policies and development achievements to interested parties in their countries of accreditation.

Dr. Mwanawasa further called on the envoys to be proactive and innovative by coming up with useful and creative ideas that could assists government steer the country to accelerated development.

The President also warned the envoys against criticizing government and its policies in the pretext of being intellectuals.

“A diplomat must demonstrate his or her intellectualism within the confines of government policies. As diplomats, you are not expected to express personal opinions, but rather you should always champion the position of government on any given issue of interest to Zambia,” he warned.

Dr. Mwanawasa however expressed hope that the diplomats would continue drive Zambia, through their efforts, towards achieving an economic success.

He thanked them for the efforts they have made to develop the country in their discharge of duties.

The Zambian diplomats accredited to foreign countries have been attending a 2008 Heads of Missions conference since Monday this week.

Meanwhile, President Levy Mwanawasa is expected in Katete district in Eastern Province next week to drum up support for the Movement for Multi-party Democracy (MMD)candidate Reuben Banda in the Milanzi constituency Parliamentary by-election.

According to a State House programme availed to ZANIS in Katete today by Eastern Province Permanent Secretary Kelvin Kamuwanga, Dr Mwanawasa is expected to take off from Lusaka on Monday at 14:30 hours and arrive at Katete Air Strip at 15:40 hours.

On Tuesday morning, he will pay a courtesy call on His Royal Highness Paramount Chief Gawa Undi of the Chewa people at his palace and later meet Chiefs Kawaza and Kathumba at chief Kawaza’s palace.

The Itinerary indicates that later in the afternoon on the same day, the President will hold a rally at Kawaza village.

On Wednesday, Dr Mwanawasa is expected to hold another rally at Kagoro Basic School grounds from 11:00 hours after which he will depart for Lusaka at 13:00.

ULP rules out possibility of merger with UPND

A United Liberal Party official in Kafue says the party will not take the invitation by UPND to join the party seriously because the UPND has not changed for the better from the time, Anderson Mazoka, died.

ULP Southern Province Vice Chairman, Manda Mwansa, has charged that UPND President, Hakainde Hichilema, is being unrealist by inviting ULP to join UPND and form one party.

Speaking in an interview in Kafue today, Mr Mwansa said that UPND has not shown any remorse for the violence, corruption and tribalism some members of the party have allegedly exhibited since the demise of late leaders Mazoka.

Mr Mwansa instead advised Mr Hichilema to consider joining ULPsaid it is Hakainde who should join ULP as he has allegedly exhibited desperation to work with ULP leader Sakwiba Sikota.

He said Mr Sakwiba has leadership attributes necessary for leading a nation.

He accused Mr Hichilema of having destroyed UPND by appointing more of his tribesmen to run affairs of the party.

Mr Mwansa also disclosed that more than 200 cadres have defected from UPND to join ULP because the party has lost vision based on principles and integrity.

The Copperbelt Provincial Office says there is need for more information on the Chambishi Multi Facility Economic Zone (M-phase project), if the local people were to understand what the project was all about.

Copperbelt Permanent Secretary Jennipher Musonda said there was need for more information on the project to be availed to the people
for them to understand it.

The Permanent Secretary said this would also enable her office to take up the issues and explain competently to the people.

She said this yesterday when the Parliamentary Committee on Economic Affairs which had gone to Chambishi to assess M phase project, paid a courtesy call on her at her office.

Mrs Musonda said she was impressed that the Committee had made an effort to check on the project to gather information about it.

And speaking earlier, Committee Chairperson Given Lubinda said that there was need for the managers of the M-Phase project to build closer relationship with the community.

He pointed out that the Committee observed that there was so much investment in Chambishi that needed to be exploited to develop the area.

Mr. Lubinda has since urged managers of the M-Phase project which kicked off a few months ago to share information with major stakeholders and the people on the ground, because its success depended on them.

The Committee was expected to hold a meeting with management of Non Ferros Africa Mining Company (NFC), the company spearheading the project but could not because the General Manager Tao Xianghu and his deputy Zan Baossen were out of the country.

Chambishi on the Copperbelt has been earmarked for an economic zone and the project is expected to culminate into diverse investment.

Herve Makes Shock Drops

Herve Renard this afternoon in Kitwe made two shock omissions when he named his 18-man Zambia squad for Saturday’s 2010 World/Africa Cup Group 11 qualifier against Swaziland at Konkola Stadium in Chililabombwe.

Zesco United’s promising utility wingback William Chinyama has been dropped for the first time since making his debut last year against Congo-Brazzaville on June 2 in a 3-0 over the latter at the same venue.

Also dropped is Lusaka Dynamos defender Hichani Himoonde who is now looking like a non-Renard favorite after also missing out on Zambia’s two opening Group 11 games against Togo and Swaziland away on May 31 and June 15 respectively.

However, Zesco midfielder Rainford Kalaba who leaves for Portuguese side Sporting Braga after Saturday’s game is in the team after he was dropped for last weekend’s first leg match away to Swaziland that ended 0-0.

Kalaba is one of 6 players listed as home-based to make the team for the match against Swaziland.

Others are Zesco defender Nyambe Mulenga and Power Dynamos midfielder Francis Kasonde who returns after recovering from injury.

Kabwe Warriors striker Emmanuel Mayuka, Zanaco forward Roger Kola including his club mate and midfielder Stophira Sunzu complete the list of home-based players in the team.

Overall, Renard has kept faith in all his foreign-based players who have served him in the last two Group 11 games.

Renard meanwhile welcomes back midfielder Isaac Chansa of Helsingborg in Sweden who returns after serving a one-match suspension after he was red-carded in Zambia’s 1-0 loss away to Togo on May 31 in Accra, Ghana.

And this weekend’s match will mark Renards first home game in charge after two successive away games inwhich Zambia have managed only a point on the road.

The Frenchman is also in search of his first Group 11 victory as the pressure mounts on him to win his last two Group 11 games or Zambia’s interest in the qualifiers will come to an end.

Zambia are bottom of Group 11 with 1 point from two games played in their pool while Togo are second on 3 points and Swaziland leads on 4 points.

Over a million Zambians suffer from mental illness

Latest statistics have revealed that more than a million Zambians suffer from mild and acute mental illness.

Mental Health Users Network of Zambia National Coordinator Dr. Caroline Kaunda cited abuse, violence, poverty and disease as some of the major causes of mental illness.

Dr. Kaunda told ZANIS in an interview that mental illness may lead some patients to be careless in their sexual behavior thereby fueling the spread of the HIV and AIDS pandemic.

She disclosed that in recognition of this, the Mental Health Users Network will soon open a Voluntary Counseling and Testing Centre (VCT) at Chinama Hills Clinic.

Dr. Kaunda has since urged members of public to desist from sexually abusing mental patients.

Mental Health Users Network of Zambia is found in five provinces of the country except in Eastern, Northern, Luapula and Western provinces.

Minibus Conductor killed by ‘own’ bus

A 23- year- old bus conductor died on the spot when a Lusaka bound Combs coach services Scania bus allegedly ran over him.

The Eastern Province Police chief explained that it is alleged that the late Victor Sichula was leaning against the door of the bus whilst it was moving and as the bus driver tried to avoid hitting into potholes the door opened pushing the bus conductor out. He said it was at this moment that the rear left wheels run-over him leaving him dead.

Mr. Mundene wondered why the deceased decided to stand by the door side when the bus was not full as it had only 34 passengers on board.

He said depending on the outcome of Police investigations, the driver of the bus will be arrested and charged for the offence of dangerous driving.

Judicial system is ill equipped for children

Vice President Rupiah Banda says the current judicial system is not effectively equipped to address the difficulties of young victims of gender based violence and those who come into conflict with the law.

Mr Banda said the devastating emotional and physical effects of court processes on children as witnesses and court preparedness still remained a major challenge.

He noted that the values of children as witnesses and their court preparedness were left unattended to.

Mr Banda was speaking in Livingstone today when he officially opened the child witness workshop for high court judges at Chrismar hotel.

He said the dramatic increase in cases involving children had given rise to the need to prepare child witnesses for court proceedings.

Mr Banda said it was imperative that the capacities of those charged with the responsibility of handling children in the criminal justice sytem are strengthened.

He said it was Government’s hope that the workshop would lead to a reduction in the number of children ending up in places of safety,the reformatory and other juvenile institutions.

Mr Banda observed that some children ended up in such institutions for failure to properly represent themselves.

The Vice-President has since called for the wide dissemination of the Juvenile Act Cap 53 of the laws of Zambia which he said were very clear.

He bemoaned the fact that the number of children still finding themselves in places of safety, probation and reformatory centres was still high and required concerted efforts to minimise.

”In this regard, the Government is committed to domesticating the convention on the rights of the children and other related statutes,” he said.

Mr Banda further noted that Article 12 of the UN Convention on the Rights of Children was explicit about children’s rights to express their views and to have an opportunity to be heard in any judicial and administrative proceeding affecting them.

He said the Article focussed on the responsibility of courts and in particular judges in child sexual assault matters to facilitate children’s testimony and improve children’s experience of the court process.

Mr Banda said children who appeared in court as child witnesses or offenders continued to carry the burden of proof and that they found themselves testifying about their own victimisation.

”Realising and appreciating that children participate in a system that is alien to them, it has become imperative to protect them through preparation for court procedures,” he said.

He said it was hoped that this would address concerns about difficulties faced by child witnesses and the need to provide special protective measures in court for young witnesses.

Mr Banda also hoped that Judges at the end of the programme would advocate for more fair, competent and corroborative requirements through the introduction of special procedures and physical facilities to reduce the emotional pressures of testifying that children face.

Speaking earlier, Chief Justice Ernest Sakala said the Judiciary had come to appreciate that continuing legal education was essential to judicial independence as it served to make
judges competent which in turn generated the confidence needed to resist extraneous influences that include corruption.

Chief Justice Sakala said most of such cases involved minors and vulnerable women as witnesses who due to factors such as tradition did not fair very well in court.

Government proactive on climate change

The Zambian government has commissioned the economic climate change impact study that will ascertain the economic costs of climate change on the country.

The findings of this study are expected to help government in planning ahead to reduce the impact of climate change on the nation’s economy in a bid to ensure that economic development is not compromised.

The main objective of this study is to quantify the socio-economic impacts of climate change in Zambia so as to enable the country prioritize and devise strategies for sustainable socio-economic development.

Deputy Minister in the Ministry of Tourism, Environment and Natural Resources Todd Chilembo says Zambia has not been spared from the adverse effects of climate change as evidenced by the floods that caused widespread damage to crops and infrastructure while leaving hundreds of people displaced.

Mr. Chilembo was speaking in Lusaka today at the official inception of the economic impact of climate change study which has attracted experts and resources persons from the Ministry of Tourism, Environment and Natural Resources, UNZA School of Natural Sciences, UNDP and other key cooperating stakeholders.

Mr. Chilembo said it is imperative that Zambia prepares through the setting up of National Adaptation Programme of Action (NAPA) that provides a road map on how the country can reduce the impacts of climate change on vulnerable sectors and recommends interventions measures that need to be undertaken by relevant implementers.

He pointed out that to show commitment, Zambia is both a member of the Convention of Climate Change as well as the Kyoto Protocol which allows industrialized countries with Green House Gas (GHG) to invest in emission reducing projects in Developing Countries including Zambia.

The Deputy Minister commended the United Nations Development Programme (UNDP) for financing the Study and its continued support rendered to Zambia in areas of environment, health and governance.

Today’s study seeks to make recommendation to the Zambian government on how Zambia can make economic investment to lessen the impact of climate change and identify significant potential to attract ‘green’ investments in the country.

Police IG warns against political violence in Milanzi

Inspector General of Police Ephraim Mateyo has urged political parties participating in the forthcoming Milanzi by-election to conduct their campaigns peacefully and avoid violence.

Mr. Mateyo, in a statement released to ZANIS in Lusaka today, said political parties participating in the by-election must keep in mind that violence will not be allowed as a way of enticing or forcing voters to vote for preferred candidates.

He disclosed that the commanding officer for paramilitary battalion senior assistant commissioner of police Peacewell Mweemba and his officers have already been dispatched to Milanzi for the purpose of reinforcing the already existing manpower in Milanzi constituency.

Meanwhile, Mr. Mateyo has directed the police on the Copperbelt to tighten security at Chililabombwe stadium in view of the impending international soccer match between Zambia and Swaziland on Saturday this weekend.

Mr. Mateyo said football cuts across national boundaries and any form of violence or conduct that instills fear will not be accepted because the results will be determined on the pitch.

He added that he has directed that offices assigned to police the stadium both in and outside are only given long and short buttons and should ensure that unnecessary congestion inside the stadium does not arise.

“I have no doubt that enough police human resource will be available in order to address areas of conflict, should need arise,” he said.

BOMA – Colonial mentality

A concerned Kawambwa resident wants government to scrap the BOMA titles for districts and replace them with Zambian offices for Local Administration.

A Mr Clavel Mapoma has argued that the title of British Overseas for Millitary Administration, BOMA no longer holds meaning because the country is free from British rule.

Mr Mapoma told ZANIS in a statement in Kawambwa that the titles should be adjusted in the same spirit that names of towns such as then Fort Jameson and Fort Resebery were changed to Chipata and Mansa respectively.

He wondered why despite 44 years having passed after the liberation struggle, the Boma titles have been maintained.
