Robbers wearing police uniforms robbed a man of Kasumbalesa of $19,860 and 40 565 Franc’s in broad daylight

Three armed robbers wearing police uniforms have allegedly robbed a 32 year old man of Kasumbalesa of $19,860 and 40 565 Franc’s in broad daylight.

Copperbelt Province Police Commanding Officer Sharon Zulu said the robbers attacked Kelvin Mayuma a resident of Kasumbalesa on the DR Congo side by tying him using police handcuffs on 11th July, 2022.

They also tied his neck, mouth and legs with a seal tap and he was later dumped in Kanyemu area along Kakoso stream in Chililabombwe.

Ms. Zulu said police have visited the crime scene though no arrest was made.

“Aggravated robbery reported at Chililabombwe on 11/07//22, at 17:00 hours ‘occurred on 11/07/22 at about 13:30 hours near Antelope – Kasumbalesa, in which male Kelvin Mayuma aged 32 of house number Kasumbalesa Congo side other particulars not known reported that he was attacked and Rob of $19,860 us dollars and 40565 Franc’s by three (3) men and one of them armed with unknown type of a firearm and dressed in police uniform and the same were driving a Toyota Allion grey in colour Registration number not known,” Ms. Zulu said.

Ms. Zulu said the victim is complaining of general body pain.

“The victim was handcuffed using police handcuffs, his neck, mouth and legs tied up with seal tape and he was later dumped in the Kanyemu area along Kakoso stream. The victim is complaining of general body pain. Police have visited the crime scene though no arrest was made. Investigations have been instituted to bring the culprits to answer changes accordingly,” she said.

FORMER PF secretary general Davies Mwila says the agenda to lift former president Edgar Lungu’s immunity will not work because UPND does not have the numbers in Parliament.

Commenting on Anti-Corruption Commission Director-General Gilbert Phiri’s remarks that there was need to amend the law so that Presidents who committed financial crimes did not hide behind immunity once they leave office, Mwila described the sentiments as a joke.

He said the UPND must appreciate Lungu because he handed over power peacefully without any resistance.

“The law is there and it has been there that former presidents or Presidents have the immunity. It will not be possible for them to remove that. They don’t know what they are talking about and they will not manage. But for them to go to Parliament to try to amend that law will not happen. It is a constitutional matter. They should just start harassing former president Edgar Lungu as an individual.

As it is now, he is being harassed through his family and close friends. I want to say that if they have to go to him, they have to go to Parliament to lift the immunity. The UPND government knows that it is not possible because they don’t have the numbers in Parliament. So what the Anti-Corruption Commission is saying on the need to amend the law, those are jokes. It will not happen,” Mwila said.

“Their agenda is to harass their opponents. The UPND government must appreciate that Edgar Chagwa Lungu handed over power peacefully without any resistance. So that agenda will not work. That agenda has been on the table for a long time. We are now 11 months now and that will not happen. They are harassing the wife, children and close friends. They know that these people don’t have immunity. They are harassing us because we don’t have the immunity. On the former president, they are not even sleeping. So what ACC is saying, that agenda or thinking will not work.”

And when asked whether the suggestion to amend the law with regards to the immunity, was targeted at Lungu, Mwila responded in the affirmative.

“Of course. UPND has stated that they have been targeting at the head of state. That is the agenda. I hope that Mr Phiri will be professional. I heard him on TV and he spoke very well. I hope that what he said is what he will be doing,” said Mwila.

Lameck Mangani advises people in Eastern Province to embrace change

Former Chipata Central Member of Parliament, Lameck Mangani has advised people in Eastern Province to embrace the change of government following the last August 12 elections.

Speaking during the Political Hour radio program on Breeze FM over the weekend, Mr Mangani urged Easterners not to continue mourning the PF loss but support the current administration led by President Hakainde Hichilema as they were given the mandate by the people of Zambia.

He said the province risks losing out on development opportunities if they mourn the PF loss for too long.

He said after the 1991 elections, the Eastern province lagged behind in terms of development because people could not move on after the then-ruling United Nations Independence Party (UNIP) lost to the Movement for Multiparty Democracy (MMD).

“After the 1991 elections, Eastern lagged behind in terms of development as we mourned the loss of UNIP for too long. There is no need to be antagonistic but find a good formula of engaging the government if we were to witness development in our region. Most of our road infrastructure is in a bad state”, he said.

Mr Mangani, who was also a former Home Affairs Minister, said people from the region should find an amicable formula of engaging the government if they are to witness development rather than being antagonistic as there is no need to cry over spilt milk.

Meanwhile, a caller, Allan Lungu, said the lack of coordination among the elected leaders in Chipata Central constituency is retarding development in the area.

Mr Lungu said it was sad to note that certain Councillors do not want certain things to move just because they belong to the opposition political party, which should not be the case as time for politicking ended on August 12th last year.

‘’That shouldn’t be the case as time for politicking ended on August 12 hence the need for our leaders to work as a team and not in isolation regardless of political affiliation,’’ he said

COMMONWEALTH GAMES RUGBY: Kamisa Welcomes Pool C Draws

Zambia Sevens Rugby Team coach Musonda Kaminsa has welcomed group stage draws for the 2022 Commonwealth Games where his side will face Fiji, Wales and Canada in Pool C.

The rugby competition at the Commonwealth Games in Birmingham, England will run between July 29 and 31 July at Coventry Stadium.

Kaminsa said even though the draws are tough Zambia is ready to face Fiji, Wales and Canada.

He said Zambia is going to the Commonwealth Games with the aim of improving their International Rugby Board rankings.

“The games are not easy but we are trying to prepare and play against those big teams, you know is that is the reason we are going to the competition,” Kaminsa said.

“It does not matter whom we are drawn against our aim is to improve our rankings. Whether Fiji, Wales or Canada for us we just got to play rugby.”

Zambia qualified to the 2022 Commonwealth Games last April after finishing fourth at the Rugby Africa Cup in Uganda.

“It is not like the first time the boys have played against high caliber teams like New Zealand, Canada. We have played against Canada before so it’s actually even better because I believe this time the boys are more confident and experienced,” Kaminsa said.

Zambia played against New Zealand, Canada and Kenya in Group C of the rugby category at the last Commonwealth Games held in Australia in 2018.

There is need to formulate Policy that effectively support the local manufacturing

Copperbelt Provincial Permanent Secretary Augustine Kasongo has observed that there is a need to formulate policies that can effectively support the local manufacturing industry.

Mr. Kasongo said his office was aware that local manufacturers are grappling with the challenge of scarcity business locally as industries such as mines prefer imported products.

He also cited lack of financial support and inadequate marketing as other challenges affecting local producers.

Speaking during the Local Content Conference and Expo organised by the Zambia Association of Manufacturers at Protea Hotel in Ndola, Mr. Kasongo said locals were not supporting products being manufactured in the country.

He said the manufacturing industry was sad that the mining sector was importing goods that are also being produced locally.

Copperbelt Provincial Permanent Secretary further challenged local manufacturers to widely market their products.

I wish to confess that our Zambian manufacturers are given support that they require they are equal to the task. I have seen the items they have exhibited. Some manufacturers are even exporting their products. The trend that we have is that most of the products have been certified to be used in the mines and in most institutions like the Zambia Police, Zambia Army but the complaint manufacturers have is that we are not giving them support as Zambians. We are not buying their local products. We are busy importing products that they are able to manufacture here in Zambia. If few of them are exporting to Zimbabwe and Congo but the Zambians especially the mining sector is not giving manufacturers the support that is needed. So we need to ensure that we do some deliberate policy of ensuring that we support our Zambian businesses because if supported it means we are creating employment for our people,” Mr. Kasongo said.

He added that high lending interest rates are equally hindering the growth of local businesses.

Mr. Kasongo said the support of the local businesses was key to job creation which is part of the UPND Government agenda.

“Production of goods and services will go up then there will be a need to employ some more people but if we continue importing it means we are denying the growth of our Zambian businesses and of course one of the challenges that have come out very prominently is that they require financing. Affordable financing because you know they are unable to access financing the interest rates are very high. If there could be a way that this aspect of funding is looked at to give capacity to Zambian businesses to grow. Once they grow we will create more employment for our people and that is the agenda of the new dawn government,” Mr. Kasongo said.

Zambia Association of Manufacturers (ZAM) President Ashu Sagar asked the government to ensure that local products are supported, especially by the mines.

The mining industry in Zambia consumes a significant amount of manufactured products however different studies have shown that 90 % of manufactured products consumed by the local mining companies are imported. The need to strengthen the linkages between the manufacturing sector and the mining sector in Zambia cannot be over emphasised,” Mr. Sagar stated.

Mines minister warns miners operating without valid licences

Mines and Minerals Development Minister, Paul Kabuswe says all mining firms operating without an Environmental Impact Assessment are operating illegally as no mining licence is issued without a valid Environmental Impact Assessment.

Mr. Kabuswe stressed that all mining licences are issued only upon submission of an approved Environmental Impact Assessment and that any mines operating without one are in breach of the law and will be dealt with accordingly.

“According to the law, a mine cannot operate without an Environmental Impact Assessment. Then they are illegally doing that, they need to have that before a mining licence is issued so meaning that anyone doing that may have an invalid mining licence or an illegal one for that matter and we will get to them, we can’t tolerate that”he warned

In a telephone interview with ZANIS today, Mr. Kabuswe disclosed that his Ministry will upon completion of the audit of the cadastre department come up with a structure that will help curb such practices in the future.

“That’s why we are auditing cadastre, after we reopen, we are going to recall a lot of issues and we will structure something that will curtail that “he added.

Last week Minister of Green Economy and Environment, Collins Nzovu ordered the Zambia Environmental Management Agency (ZEMA) to take action against mining companies operating without conducting Environmental Impact Assessments after inspecting some mines in Mkushi that were found wanting by ZEMA.

Chipolopolo Zambia have suffered a setback heading into their 2022 COSAFA Cup quarterfinal match against Botswana with news that coach Aljosa Asanovic is likely to miss Tuesdays last eight fixture.

The Croat, including his compatriot assistants, failed to board the plane from Lusaka on Sunday with the rest of the team because they did not have South African visas.

Croatian passport holders require visa’s to enter South Africa.

“The head coach will join the team as soon as the visa issue is sorted out. We have engaged the tournament organizers as well as the South African immigration and our local authorities to expedite the process,” FAZ General Secretary Adrian Kashala said in a statement.

“We are hopeful that the process should be completed in the couple of hours.

“There should be no panic as the technical bench is well organized and everything is flowing normally.”

Removal of mobile booths will help to maintain cleanliness in Lusaka town -Nkombo

Local Government and Urban Development Minister Gary Nkombo has said  the removal of mobile money booths from the Central Business District of Lusaka has been done to bring sanity in the city.

Mr. Nkombo says the mobile money booths were located in areas where the Lusaka City Council had not designated them to be located.

Speaking this afternoon after he flagged off a three day cleaning exercise of the Central Business District of Lusaka, Mr Nkombo said the removal of the booths was done in the spirit of orderliness.

He said the association for mobile money operators was in agreement with the relocation.

Meanwhile, Lusaka Mayor Chilando Chitangala has bemoaned the vandalism of refuse bins in the city.

Ms  Chitangala said some unscrupulous people are stealing metals from the bins and selling them as scrap metals.

Stanbic Bank Zambia Chief Executive Officer Mwindwa Siakalima said the bank wants to join efforts in cleaning up the city.
Lusaka Central Business District (CBD) has witnessed the mushrooming of mobile booths which has turned the city to be filthy at the expense of making money and cleanliness of the town.

A  Lusaka resident George Banda has urged the  Council to consider  removing the vendors from the CBD if they are serious about maintaining a clean city.

Mr Banda said vendors  are the major contributors of the waste generated in town and its a pity that the situation has continued without being addressed.

I’m working smoothly with the New Dawn Government of President Hakainde Hichilema-Mwambazi

Ndola’s Bwana Mkubwa Independent Member of Parliament Warren Chisha Mwambazi has said he is working smoothly with the New Dawn Government of President Hakainde Hichilema.

Mr Mwambazi is also the Chairperson of the Parliamentary Public Accounts Committee. Speaking to journalists in Ndola at the weekend, Mr Mwambazi said he does not have any negative issues with the UPND Government.

The Bwana Mkubwa lawmaker said he has access to President Hichilema, Vice President Mutale Nalumango and other government officials regarding developmental matters affecting people in his constituency.

Mr Mwambazi said he is coordinating with the Government to push the agenda for the people of Bwana Mkubwa. He said the time for politics is over as people are more interested in seeing tangible development than politicking.

“I don’t seem to have an issue with the new dawn government. Like I said already, I have access to the President. I have access to the Vice President. I have access to my colleagues; the Government Chief Whip and whenever I have an issue concerning Bwana Mkubwa Constituency will be presenting before them. So far so good, we are moving well and working together,” Mr Mwambazi said.

“What is important are the people of Bwana Mkubwa. Is what I am doing benefiting the people of Bwana Mkubwa? That is what is important to me. The policies that the new dawn government is bringing are benefiting my people who have given me the mandate then it is supported. If not then that will be a thing of looking at something different. I support what supports my people. So basically, for me, we are working well. I have no complaint and if I have any complaint I will still talk and say we have this challenge. How do we mitigate it? Because governance issues are not very easy but so far so good. We are moving in the same direction,” Mr Mwambazi said.

Mr. Mwambazi was in his Constituency over the weekend to check on flood victims camped at the Kaloko Catholic Church Skills Training Centre in Twashuka Ward. Mr. Mwambazi handed over 161 roofing sheets to 56 families affected by floods on behalf of the Disaster Management and Mitigation Unit (DMMU).

He also donated bags of cement and mealie meal to the flood victims in his personal capacity. The Bwana Mkubwa Member of Parliament pledged that more roofing sheets and the cement will be sourced for the victims as the Government joins efforts with his office.

“I visited the flood victims at Bupe Mulenga grounds where l donated bags of mealie meal and cement to help them as they decamp. I wish to express my gratitude to the office of Vice president Madam Mutale Nalumango for sending iron sheets through the disaster management and mitigation unit (DMMU), the support will go a long way. I wish to state that this is the first group to benefit and plans are underway to source more support for the next group,” Mr Mwambazi said.

Government will reinstate travel ban once operators adhere to safety measures -Tayali

Minister of Transport and Logistics Frank Tayali has reiterated that the government will only determine the re-introduction of night travel for long distance passenger buses once operators adhere to all road safety measures.

Mr Tayali says the government’s wish is to see passenger buses operate 24/7, to enhance the country’s economy ,but that there is a need to  protect commuters by monitoring  drivers on the road to avoid frequent accidents.

Mr. Tayali who is also Ndola Central Member of Parliament was speaking with ZANIS in a telephone interview in Lusaka today.

‘’We treasure and cherish the lives of the Zambians, hence we would not want to risk their lives by reintroducing night travel before all measures are put in place.

He said if operators cooperate with all the road safety measures such as introducing co-drivers among others, the government will consider lifting the ban.

Mr. Tayali stressed that the government agrees with the drivers that the ban has affected business, but that a right thing must be done before considering the move.

It won’t be long before the praise singers start condemning the HH-led New Dawn Administration

Former Zambia’s High Commissioner to Australia says it won’t be long before the praise singers start condemning the Hakainde Hichilema-led New Dawn Administration.

Fr. Frank Bwalya said Zambians are very disappointed with President Hichilema who he accused of shielding big companies from paying taxes.

The Socialist Party (SP) Member of the Mobilization Committee demanded that the Head of State needs to explain to Zambians why he is giving holidays to mines who did not even refuse to pay tax.

Fr Bwalya alleged that no government can give tax holidays unless there is someone benefiting from the same. He said this when he featured on Millennium TV last night to discuss Zambia under the New Dawn Administration.

“The people of Zambia may not do anything but they are very disappointed with you President Hakainde Hichilema. They are very disappointed with you because you are protecting these big companies, you are shielding them from paying the tax, the tax that the Zambian people, that you as a government require to put medicines in the hospitals, to ensure that there is quality education, our women our so on,” he said.

“You have decided to align yourself, to stand with these mining companies who in fact didn’t even refuse to pay tax in the first place. What is going on? You need to explain to the Zambians people.”

Fr Bwalya further indicated that Zambians are people are annoyed.

“You claimed to be a transparent person, that you are going to be talking to our people. In fact, I hear that you are going to be having radio programs, to engage with the Zambian people so that you can explain. I think it was done once with the press conference at State House, that thing I can assure you dear Zambians, it will not come back,” he said.

“Because the people are annoyed. The people are asking pertinent questions. Even a small child, a small child is going to ask you manje vitumbuwa vioneka ving’ono koma mu PF venzo onekako vikulu. Why? Because they are saying the inflation is going down but the prices of goods are not going down.”

Zambia plans to cancel over $2 billion projects to rein in debt

Reuters reports that Zambia is cancelling more than $2 billion worth of projects financed by commercial loans to reduce the risk of accumulating more non-concessional debt, the ministry of finance said.

In 2020, Zambia became the first nation to default in the COVID-19 era. At the end of 2021, its external debt stood at $17.27 billion, of which China held $5.78 billion, and it is in negotiations with creditors and the International Monetary Fund (IMF) to lift itself out of this debt hole.

Zambia was in the process of cancelling projects worth an estimated $2.1 billion, the medium-term budget plan published by the ministry of finance late on Saturday showed, although it gave no details.

A treasury spokesperson did not immediately respond to a request for a breakdown.

Zambia’s economic growth in 2022 is expected to slow down to 3.1% from 3.6% recorded in 2021 mainly due to the expected reduced output from the agricultural sector.

The economy of Africa’s second-largest copper producer is forecast to grow 4%, 4.1% and 4.4% in 2023, 2024 and 2025, respectively, the ministry’s plan showed.

The decision to axe the projects is part of a broader debt-restructuring process, it said, adding that it expected bilateral creditors would provide adequate financing assurances for approval of an IMF programme being discussed.

The government was also in the process of changing the law to increase parliamentary oversight on borrowing, it said.

The 2023-2025 medium term macroeconomic objectives also include keeping inflation down in single digits, averaging 9.2% in 2023, 8.2% in 2024 and 7.3% in 2025, it said.

The government also plans to maintain reserves at three months’ worth of import cover, it said.

Mr James Ndambo and Zambia: We seem to loathe any of our own who can make Zambia Rich

Around 2019 in my meeting with Mr James Ndambo as Mayor, one of his dream was to establish a huge modern cold room in Lusaka to anchor perishable goods from Namibia to the huge Congo DR market. Before I joined the Council, my predecessor Mayor Wilson Kalumba (MHSRIEP) had actually travelled with one other Councillor to Walvis Bay in Namibia to see Mr Ndambo’s modern commercial cold room facility at the Atlantic Ocean shores that he was to replica in Lusaka.

The Lusaka projects that would have by now employed around 5000 Zambians did not take off because we at the Council got blocked by the Central Government from implementing because Mr Ndambo was suspected to have been UPND linked. “ Miles is using the mayoral office to promote companies owned by people that sponsor HH” the usual gossiped into Statehouse.

I was therefore made to believe Mr Ndambo must have been one of the main financiers of the UPND victory last year. I know with certainty that he had never been to the PF-occupied Statehouse and therefore I assumed he must have been visiting the Community House instead. As it turns out, however, he may have not been there either. He is simply apolitical (non-politically aligned businessman).

When I saw police attention and protection upon his arrival in Livingstone last month, I thought President HH was honouring back one of the sons of the soil. I may have been very wrong actually. It now seems just like with the past regime, he may not be a darling of the current systems and establishments.

It is very true that DEC has seized his vehicles and yes including those won by the ‘ My Home Town’ models. They are suspected to have been bought from ‘proceeds of crime’. Lol.

I gather after the Choma gymnastics from Minister Cornelius Mweetwa and the apology therein, Mr Ndambo opted to cut his planned extended trip to Lusaka. He rode back to Livingstone in one of his donated Marco-polo buses, summoned his private jet from abroad and took off.

It will be interesting to hear the exact official charges from DEC on Mr Ndambo or his companies.

As for my ‘relatives’ the twerking nurses from Chilonga in Mpika, this is how their pronounced USA scholarship may be hard to access from Mr Ndambo whose return date to Zambia may not be certain. The ‘My Home Town’ models on the other hand may consider going directly to the DEC offices to claim their prize motor vehicles that have been brought to Lusaka to register them in their names.

To the youths that were hoping to rub shoulders with Mr Ndambo in person, they may need to wait a bit longer for his return as he continues to make money away from Zambia.

I think this is rather some sad deflating story to most that were hoping to access empowerment from Mr Ndambo. We seem to loathe any of our own that has the potential to make other Zambians rich. History keeps repeating itself from UNIP, MMD, PF and now to the UPND era.

Meantime USA has Elon Musk, Nigeria has Aliko Dangote, SA has Patrice Mosepe, Malawi may have Bushiri but in Zambia, we still have non as is given Mr Ndambo has been ‘forced’ to declare himself Congolese.

Re-classification of Zambia by the World Bank as a poor Country speaks of failed Leadership

The Centre for Trade Policy and Development has said that the re-classification of Zambia by the World Bank to the low-income status from lower middle income, for the 2023 financial year speaks to a failed collective leadership over the years despite having resources.

Organization Executive Director Isaac Mwaipopo said that the development is a good baseline for the new administration which promised Zambians that it has ideas that can turn around the economic fortunes of the country and actualize its potential.

Mr Mwaipopo said this opportunity has been given to the new dawn government by Zambians to demonstrate their capability by pulling the country out of the downgrade especially since Zambia has all the resources needed to prosper into a middle-income country.

He said there is a need for a renewed commitment towards rebuilding the country and for those in leadership; a clear reconstruction road map will need to be provided.

And Green Party Leader Peter Sinkamba has said that he is saddened that Zambia’s efforts to reach the upper middle-income status are not yielding positive results.

Commenting on the World Bank’s reclassification of Zambia to Low Income Status from Lower Middle Income for the 2023 financial year, Mr. Sinkamba attributed the development to the failure to manage the mining and energy sectors being the main contributors to the economy.

Mr. Sinkamba is of the view that if the green party’s agenda to have cannabis legalized was properly implemented, the country would not have been on the position it is now as it would have reached the upper middle income status and reached the set goal for 2030.

He has since called on government to reorganize the mining sector and resolve issues surrounding Konkola copper Mine and Mopani and to also look into the price of fuel which he said is too high.

Meanwhile, Economic Freedom Fighters also said that the re-classification of Zambia by the World Bank to the low-income status from lower middle income, for the 2023 financial year has eroded the country’s reputation on the ability to repay debt and attract meaningful investments.

The deterioration of Gross National Income per capita estimates recorded in 2021-using the World Bank Atlas method has resulted in the re-classification of Zambia by the World Bank to the low-income status from lower middle income, for the 2023 financial year.

Party Secretary-General Changala Siame said that the economic status that the country has assumed cannot attract investors as Zambians will be deemed incapable of buying their outputs.

Mr. Siame said this development is embarrassing and has castigated some Economists for misleading the nation over the matter saying this will lead to higher unemployment and more suffering for poor Zambians.
