Press Statement on BoZ Governor’s Remarks on Money Printing

The UPND has noted the recent remarks by the Bank of Zambia (BoZ) Governor with regards to allegations of money printing at the central bank in light of the colossal sums of money being displayed by members of the ruling Patriotic Front.

The facts, which the Governor may or may not be aware of are as follows:

  1. Currency in Circulation (total cash issued by the BoZ and includes vault cash held in deposit-taking institutions) has increased by 52% (K7.7bn to K11.8bn) in the 12 months to February 2021. This is by far the fastest increase of physical cash in circulation in the past 10 years.
  2. BoZ lending to the Government (through purchase of Government Debt by creation / printing of money) has increased from K143m in January 2015 when President Edgar Lungu took office to the current figure of K24bn as at February 2021, an increase of 15,700%. This is completely out of tandem with the mandate of the BoZ and has never happened to this extent before in Zambia.
  3. The BoZ Act of 1996 (Part 7, Clause 49 and 50) does not allow for BoZ to lend to the Government except in “Special Circumstances”, and where such “Special Circumstances” as outlined by the Finance Minister require such lending, it shall not exceed 15% of the ordinary revenue of the government in the previous year. Where the 15% limit is exceeded, the Governor is required by the Act to advise the Finance Minister accordingly and not allow any further increase.
  4. Government’s 2019 revenue amounted to K60bn, allowing a maximum lending limit of K9bn. As at December 2020, BoZ had lent K22.6bn, K13.6bn over the legal limit.
  5. Creation / printing of money does not have to be the actual printing of physical cash, but can be done electronically through purchase of government debt.

Based on the above facts, can the Governor clarify the following:

  1. Why has the growth of currency in circulation (physical cash) grown at a record rate over the past year if BoZ has not been printing physical money, considering there has been an emphasis on the use of e-payment channels due to the Covid-19 pandemic?
  2. What “Special Circumstances” as defined in the BoZ Act have required the BoZ to lend to the Government, and why has the public not been made aware of these “Special Circumstances”?
  3. What has driven the astronomical growth in BoZ lending to Government (and consequent money creation)?
  4. The BoZ has far exceeded its legal limit of lending to the Government. Did the BoZ comply with the requirements of the Act and inform the Finance Minister of this breach?
  5. Why has the BoZ continued to lend to the Government against the provisions of the law, risking economic stability, higher inflation and the credibility of the Zambian Kwacha as a stable Currency?
  6.  If the BoZ is not creating / printing money (electronically), how are they lending to the Government?

The UPND is deeply concerned around the activities of the BoZ in collaboration with the Ministry of Finance and the potential impacts of the money creation activities as outlined by the Bank’s own statistics.

Inflation is already rampant and money in circulation has visibly increased, particularly in the hands of Government and PF party officials, consistent with the statistics from the Boz. The regulations within the BoZ Act of 1996 were specifically created to ensure events as unfolding today of uncontrolled money creation / printing were never allowed to happen again in Zambia.

Whilst we await clarification from the Governor on the above, we continue to encourage the officials from the highly respected BoZ to maintain their independence and ensure compliance with the BoZ Act.

Zambia to protect children from social media abuse – Kampyongo

Minister of Home Affairs, Stephen Kampyongo has announced that government is in the process of formulating mechanisms to protect children from abuse and manipulation especially on social media.

Mr. Kampyongo says government is worried that the increase in access to internet by children is posing a threat to the wellbeing of the young ones as most of them are falling prey to abuse and manipulation.

He says the new mechanisms and the enforcement of the Cyber Security and Cyber Crimes laws will deter culprits from abusing the cyber space to manipulate, traffic and entice children to indulge in illicit activities that are detrimental to the livelihood.

The Minister said this before departure for Zambia after attending the Fourteenth United Nations Congress on Crime Prevention and Criminal Justice which has come to an end today in Kyoto, Japan.

He has since urged parents to monitor the activities of their children especially on social media as a measure to protect them.

And Mr. Kampyongo has announced that reforms for the country’s correctional service have advanced with a focus on empowerment of youthful prisoners with various skills.

“It is government’s wish to see all the prisoners becoming more productive with skill sets that guarantees good livelihood and capacity to contribute to national development once they are released from the correctional facilities,” said the Minister.

He said government will ensure that those released from correctional facilities are fully reformed so that they do not engage in criminal activities once they are integrated into society.

The Minister said it is for this reason that government will soon recruit Correctional Officers with various skills as part of the reforms.

Meanwhile Mr. Kampyongo has described the just ended Kyoto congress as a success saying the lessons and experiences learnt will benefit the country in preventing crimes and administration of criminal justice, which is key to the attainment of Sustainable Development Goals -SDGs-.

The congress which drew participants around the globe was held under the theme, “Advancing crime prevention, criminal justice and the rule of law: towards the achievement of the 2030 Agenda.”

The UN Crime Congress has since adopted a political declaration that will set the crime prevention and criminal justice agenda for the next five years. This contained in a press statement issued by the First Secretary-Press at the Zambian Embassy in Tokyo, Japan Yotamu Mugara.

Hold office bearers accountable – PANOS

PANOS Institute Southern Africa Executive Director, Vusumuzi SIFILE says citizens should hold duty bearers accountable on various issues affecting their welfare in the country.

Mr Sifile said this during the provincial stakeholder sensitization meeting dubbed amplifying citizens’ voices to push for accountability in the COVID-19 response in Zambia held at Country Lodge in Mongu district of Western province.

He said citizens should be equipped with necessary knowledge and skills as they deliberate on issues affecting them in the district.

The Executive Director said the media should be in the forefront of disseminating correct information so that citizens can access messages based on facts.

Mr Sifile said in the time of the COVID-19 pandemic, citizens should hold government and different players to know how the resources and other materials are distributed to various communities in the country.

He said the media should desist from feeding people with wrong information as doing so will be like giving people poison, adding that there should be proper sharing and facilitate the usage of information for the purpose of development.

Mr Sifile said the government is spending huge sums of money in a bid to counteract the effects of the COVID-19 pandemic as such citizens should not be passive observers but ensure that active participation is sought from everyone so that the pandemic is brought to manageable levels.

He said PANOS is carrying out a project of sensitizing people through various media platforms in the province so that citizens are aware of the much technical assistance that partners are bringing on board to cushion the impact of the coronavirus.

Meanwhile, Western province Chairperson for people living with disabilities, Abraham SITALI has appealed to the government to disseminate the COVID-19 pandemic messages so that all the differently disabled people in the province are not left behind.

Mr Sitali said more corona virus information should be done in braille to enable the people in the region to have access as the disease does not know the living conditions of the people as it can affect anyone in the province.

And Namakau MUKETOI from the Network of people living with HIV/AIDS in Mongu district said her organization has recorded a number of people defaulting in accessing Art retroviral treatment from various health institutions in fear of the COVID-19 pandemic.

Ms Muketoi said more sensitization programmes should be done by all stakeholders to assist people on ART access their medications.

And Mongu District Commissioner, Bright TOMBI said all the people were at liberty and free to visit his office for more information on what the government was doing to the people during this time of the COVID-19 pandemic.

Mr Tombi said government offices in the district were operating in a transparent manner adding that holding government officials should be accompanied with facts in order to avoid speculations.

He has, however, called on people in the district to join hands and foster unity as the government was working on finding lasting solutions on how to combat the COVID-19 pandemic in the country.

Hamududu backs Cyber Security Bill

Party of National Unity and Progress (PNUP) President, Highvie Hamududu says the party fully supports the Cyber Security Bill so long it can stop the criminality of damaging people’s lives.

Speaking during media briefing held at Floriana Lodge in Solwezi today, PNUP Mr Hamududu said a mechanism must be put in place to stop the propaganda criminality.

Mr. Hamududu said people must never abuse social media but use it to advance development, not to insult and behave like cowards and criminals.

“So if you are doing criminality in your house–insulting people… you are damaging their names…you are criminal. You must be found and smoked out.

“Use social media to advance development not to insult and behave like criminals. Cyber Security Bill is law now. It is passed already. If you are involved in propaganda criminality they will get you…to protect that man you are insulting under your fake website,” he said.

Mr Hamududu said him, being one of the victims of Cyber bullying, has experienced the pain of this crime, hence supporting the bill if it can stop the criminality of damaging people’s lives.

“Do you know what is happening now, people are destroying lives of other people. Even us politicians, I am one of the victims. You start writing falsehoods on the social media…that criminality must be stopped not that I am supporting Cyber Security no, a mechanism must be put in place to stop this propaganda criminality ,” Mr Hamududu said.

Mr. Hamududu says he supports the bill because it is aimed at stopping foolish propaganda.

President Lungu leads 2021 youth day commemorations

President Edgar Lungu today led youths across the country in commemorating the annual youth day which falls on the 12th of March every year.

The 2021 youth event was held under the theme “Enhancing National Development through youth partnership”

The Presidential motorcade carrying the Head of State arrived at the freedom statue on Independence Avenue at exactly 10:00 hour’s local time.

Minister of Youth, Sport and Child Development Emmanuel Mulenga led Cabinet Ministers, Service Chiefs, Members of the Diplomatic Corps, senior government officials, Patriotic Front members and youth representative in receiving the Head of State.

The Head of State later led Service chiefs, Members of the Diplomatic Corps accredited to Zambia and Youth representatives in laying wreaths at the Freedom statue after a 21 gun salute amidst solemn music by the Zambia army brass band.

The annual youth day is commemorated in honour of the gallant youths who lost their lives during the country’s liberation struggle.

This year’s youth day was commemorated under strict COVID-19 health guidelines with only a handful of dignitaries invited to observe the national event.

And in delivering a homily to mark the commemoration of the youth day celebration, held at the Freedom Statue, Zambia Air Force Deputy Director Major Arnold Simbeye urged the youths to use this year’s youth day commemoration as a platform to air out there cries and desires.

“The commemoration of this year’s 2021 youth day, presents a platform and opportunity to once again air out the cries and desires of the of Zambian youths,” said the Major.

Major Simbeye pointed out that youths are faced with numerous challenges such as unemployment and lack of business opportunities to better their livelihood.

He however, commended government for the strides it is making in seeking to alleviate the challenges faced by youth through empowerment programmes.

“We thank you more sincerely your Excellence for government’s good will and support in seeking to alleviate the many challenges that our youths of today are faced with, among them being unemployment, challenges in accessing good education, business opportunities and many others, ” He said.

Major Simbeye said youths can positively contribute to the development of the country if adequate opportunities and resources are placed in their hands.

He reiterated that youths are a promising force that can contribute to the country’s sustainable development, peace and security.

“These are beaming with hope for a better future and development with resources placed in their hands and available opportunities to grow and develop youth will positively contribute to better Zambia as envisioned,” Major Simbeye stated.

Major Simbeye commended government for recognizing and celebrating the youth day saying the gesture demonstrates government’s political will in addressing the many challenges faced by the youth’s countrywide.

“Youth are promising forcing indeed to sustainable development and ably contribute to peace and security. Government’s commitments to recognizing and celebrating the 2021 youth day is indeed a testimony of the political will and the desire to do something tangible for the Zambian youths,” he emphasized

Meanwhile a sizable number of youths from different walks of life turned up for the youth day commemoration held at the Freedom Statue.

This year’s youth day celebration was characterised with a heavy presence of Zambia Police and Zambia Army personnel.

Before departing the premises of the Freedom Statue President Lungu took time greet the youths who braved the sun throughout the youth day ceremony.

President Lungu’s gesture elated the youths who chanted slogans in support of him ahead of the August 2021 general elections.

Fired-up Zesco United Kick-off ABSA Cup Defence

Zesco United coach Mumamba Numba has told his players to roll-up their sleeves if they want to extend their five-match unbeaten league run into the 2021 ABSA Cup.

The holder’s kickoff their ABSA Cup defence this Saturday against Division 1 side Kansanshi Dynamos in a quarterfinal doubleheader fixture at Woodlands stadium in Lusaka.

Zesco go into the last eight date on the back of a five-match winning  league run that has seen them take  command of the 2020/2021 FAZ Super Division log where they enjoy a four-point lead with thirteen matches  left.

And so the prospects of a potential double beckon in the ABSA Cup where Zesco are the record winners with sixth triumphs.

“Going five games winning is not an easy thing but we have to go into this game with a positive mind but we shouldn’t go into this game winning it before it is played,” Numba said.

“We have to work hard on the pitch before we get a result and that is what we expect from the team.”

Saturday’s fixture will also mark Numba’s Cup debut as Zesco coach following his appointment last September.

Furthermore, Zesco has not made a preliminary exit from the competition since 2009 when they lost 1-0 to Power Dynamos at the same stage and the pressure is on Numba to ensure the status quo is maintained.

But the push has been eased for Numba with the return to fitness of defender Clement Mwape and midfielder Kelvin Kampamba following brief injury spells.

Meanwhile, Kansanshi head into their debut ABSA Cup appearance led by experienced coach Beston Chambeshi who guided Nkana to their only title victory in the competition in 2018.
“It will be a good game playing Zesco with a good coach Mumamba Numba, who I know is one of the big coaches in Zambia, and the team is doing fine. They are on top of the Super League so we have to respect them and as their coach has also said they also have to respect us too,”Chambeshi said.

And in the lunchtime kickoff,  Forest  Rangers  end  their  thirteen year  hiatus  from the competition when  they play  2011  runners-up Konkola Blades.

The  quarterfinals  will  continue on Sunday with another  Woodlands doubleheader  that will see Lusaka  Dynamos  face Prison Leopards  at lunchtime and  Zanaco battling Kabwe  Warriors in the late kickoff.

Dr. Chilufya applies for re-adoption

Mansa Central PF Member of Parliament Chitalu Chilufya has applied for re-adoption as Member of Parliament in the coming August 12, 2021 General Elections.

Addressing his supporters that accompanied him when he handing over the application papers Dr Chilufya said he is applying for re – adoption because he wants to continue with the development that President Edgar Lungu has begun in the constituency.

Dr Chilufya who said this amid jubilations from the people said President Lungu has an agenda to development the country and that he together with the people of Mansa want to be part of development agenda.

He cited the many developments that are happening in the constituency as reason enough that the people of Mansa Central Constituency should give him and President Lungu another chance in office to continue with the development.

RB successfully completes 12 cycles of chemo

Former President Rupiah Banda has successfully completed his 12 cycles of chemotherapy.

Mr Banda said he is feeling much stronger and better.

In a media statement, Mr Banda also thanked the Head of State, Edgar Lungu, his wife Esther and the entire health system.

He pledged to work hard to request Government and the private sector l to fund and improve the access to chemotherapeutic drugs for the treatment of all forms of cancer and also the advanced diagnostic equipment like PET scan.

Mr Banda has also appealed to the corporate world to join him in creating a platform to generate funds through donations and fundraising ventures to help patient’s access the much needed care for their cancers.

“I and my family have gone through a lot in the last 12 months and without them by my side this battle would have been next to impossible. I remain forever indebted to them too.I stand with all cancer patients in Zambia as I know what it takes to fight this ugly disease. My prayers and best wishes go out to you all,” he said.

Mr Banda also urged Zambians to take screening for different cancers very seriously.

Mr Banda said with the coming of the National Health Insurance under NHIMA and the enrolling of many public and private health care providers , screening services can be widely accessed.

The former President was last year diagnosed with cancer of the colon.

Fathi: Napsa Loss To Berkane Minor Setback

Napsa Stars coach Mohamed Fathi says last Wednesday’s Group B opener away defeat to CAF Confederation Cup champions RS Berkane in Morocco is a minor setback.

Berkane beat Napsa 2-0 to hand to end the Lusaka sides’ unbeaten debut run in the tournament.

“We still have five games it is still not over but at least we learnt one or two issues from this game,” Fathi said.

“It is the first game and we learnt a lot from this game and we take the negative and positive points in the game.”

Hamza Akbi put Berkane ahead in the 12th minute and Mouhssine Lajour sealed the 3 points in the 44th minute to hand the Moroccans the early lead in Group B.

Napsa return to Group B action this Wednesday when they host JS Kabylie of Algeria on match-day-two at National Heroes Stadium in Lusaka in the first of two back-to-back Group B home fixtures.

JSK are second in Group B following a 1-0 home win over third positioned Coton Sport of Cameroon on the same date in Tizi Ouzou.

“We have two games at home with Kabylie on the 17th and Coton Sport on April 2 so we need to try and get the maximum points from these two games,” Fathi said.

Zambia Under-17 coach George Chilufya is praying that the cancelled Under-17 Africa Cup of Nations will be re-organised soon.

Covid-19 this week forced the Confederation of Africa Football (CAF) to cancel the 2021 Africa Cup that Morocco was due to host from March 13-31.

Speaking after Zambia drew 1-1 with Morocco in a friendly on Thursday, Chilufya said his team is going back home with heads high after the practice match.

“I think this friendly match has taken off the disappointment from our boys,” Chilufya said.

“I think our boys are going home with their heads high and with high confidence levels.”

Chilufya added:”Hopefully the AFCON is coming back soon.”

Zambia, who arrived in Morocco, last Friday, will return home this weekend.

70,000 vaccinated against Cholera in Nsama district of Northern Province

Over 70,000 people in Nsama district of Northern Province have successfully received the second dose of the oral Cholera vaccination in the first ever massive campaign.

National Cholera Elimination Coordinator Fred Kapaya expressed happiness that his team has managed to record a one hundred percent coverage of the second round of the oral cholera vaccination programme in Nsama.

Dr. Kapaya said Ministry of health working with other partners is implementing a programme aimed at eradicating cholera in 20 cholera prone districts in Zambia.

He was however, quick to note that the programme which started on a slow note due to myths and misconceptions gained momentum after various interventions such as engagement of local leadership from the churches, schools and traditional leaders.

He thanked senior chief Nsama and his village headmen for taking up a leading role in ensuring that all the people are administered with the vaccine.

Dr. Kapaya warned those immunized especially in hot spot areas like Kapisha and Nsumbu not to relent but continue observing good hygiene practices to prevent the possible outbreak of cholera in the area.

“My appeal to communities is not to ignore basic preventative measures as the key drivers of this epidemic include consumption of contaminated water and food, poor waste management, and poor personal hygiene practices which must change,” said Dr.Kapaya.

He disclosed that the benefits of the vaccine cannot be over emphasized as can be seen in areas like Mpulungu district which has not recorded any cholera case since the vaccine was administered.

Dr. Kapaya thanked the World Health Organization (WHO) for supporting Ministry of Health to coordinate the oral cholera vaccination campaign, including provisional of logistics and vaccines.

And Lake Tanganyika Development Project Coordinator Dora Kamweneshe is optimistic that the water reticulation project being undertaken will help in the fight against cholera in Nsumbu once completed.

“We are hoping as a project we will be contributing to the reduction in the number of cholera cases through the provision of clean and safe water to the people of Nsumbu,”Ms. Kamweneshe noted.

And Jennifer Konkola, a resident of Nsama’s Katete area said the move is a clear demonstration of government’s commitment in the fight and prevention against further outbreaks of cholera.

Ms. Konkola who thanked Government and its partners for the exercise said prevention is better than cure.

Government to upscale empowerment programmes next year

The government says all social protection programmes namely the Food Security Pack (FSP), Social Cash Transfer (SCT) and Girls’ Education and Women’s Empowerment and Livelihoods (GEWEL) will next year be up-scaled.

Minister of Community Development and Social Services Kampamba Mulenga-Chewe says the government wants to increase the number of beneficiaries under the social protection empowerment programs.

Mrs. Mulenga-Chewe says government recognizes the vulnerability of women and girls in the country.

Speaking when she paid a courtesy call on Gwembe District Commissioner yesterday, the Minister said government is determined to improve the welfare and livelihoods of women in the country through ambitious empowerment programs.

She disclosed that Southern province is extremely doing fine in social protection empowerment programs.

The Minister who has concluded her familiarisation tour in Kazungula, Pemba and Gwembe districts urged officers in her ministry to vigorously sensitize the people on the myths associated with social protections.

The Minister noted that women in communities allegedly shunned money disbursed from government in form of grants.

“I urge my Officers in the ministry to embark on a sensitization drive and spell out the myths that government means well therefore, people should stop shunning the money associating it with satanic,” she said.

She revealed that she has received disturbing reports of some women shunning money from government associating it with ‘black magic’ money.

She gave a scenario where a grant of K180 social protection is increased to K300 – all of a sudden: development which some women refuse to get citing satanic money when in fact not.

And Mrs. Mulenga has clarified that the Ministry of Finance will soon release the K40 million meant for grants to empower women clubs dotted around the country.

The Minister, regretted the delay in releasing the funds from the treasury.

Speaking earlier, Gwembe District Commissioner, Timothy Siakaziba appealed to the Minister to include Gwembe on the list of emergency Covid-19 funds.

Mr. Siakaziba said Gwembe was left out as a recipient of the Fund, yet it is a border district.

And District Community Development Officer Doreen Mwanza appealed to government to rehabilitate the Munyumbwe Skills Training Institute which is in a bad shape.

Ms. Mwanza however, commended government her department is receiving in especially in supporting women livelihood in the district.

Later, the Minister heard success stories from different women groups in Gwembe district that benefited from government grants.

The Minister lauded the clubs for prudently utilization of the public resources.

The Minister, who was accompanied by Community Development Director Cosmas Lukupulo, Assistant Social Welfare Director Stephen Chiwele, Senior Social Welfare Officer, Maxmillian Bwalya and other senior government officials has since returned back to Lusaka

ZESCO to connect Shangombo to national grid

Zambia Electricity Supply Corporation (ZESCO) says it is in the process of connecting Shangombo and other areas in Western Province to the national electricity grid.

ZESCO Senior Manager for Enterprise Risk Management, Elenestina Mwelwa says Shangombo and other districts which are currently using thermo power will be connected to the grid under the Sesheke, Mongu-Shangombo Transmission project.

Dr Mwelwa said government recognizes the need for increasing the rural and peri-urban access to electricity as a strategy for poverty reduction.

ZANIS reports that Dr Mwelwa was speaking during a consultation meeting with members of the District Development Coordinating Committee (DDCC) in Nalolo District.

She said the project is aimed at increasing access to electricity services, improved efficiency, quality of electricity transmission and distribution system supply in Sioma, Senanga, Nalolo, Mongu, Limulunga, Sesheke and Shangombo districts.

And Western Province, ZESCO Regional Manager, Sylvester Chumanya said the scope of the project will include electrifying institutions such as schools, health centres and other government offices.

Mr Chumanya said the project will enable the Corporation connect more customers and bring more development in the region.

Meanwhile, Nalolo Acting District Commissioner, Inambao Mwiya commended ZESCO for coming up with a good initiative that will connect power to the rural parts of Nalolo District.

Malanji’s helicopter is a moral dilemma, says Dr Cosmas Musumali

ZAMBIA’S Minister of Foreign Affairs Joseph Malanji faces a moral dilemma over his purchase of a US$1.4 million helicopter, Cosmas Musumali, Socialist Party general secretary and first vice-president says. The Bell 430 twin-engine light-medium helicopter was bought from South Africa.
Dr Musumali said it was in Malanji’s interest to refrain from commenting further on the purchase because, “whatever he says now merely exacerbates the anger and disgust of the suffering masses”.

“His best option is to keep quiet and hope, like with many other issues in our corruption-ridden country, that the dust will soon settle and people will switch over to another topic.”

Dr Musumali said Malanji was well known for his free spending and was “obsessed with branding himself as a rich person who runs luxurious businesses”.
“His exit and entry at Ndola Airport is not seldom accompanied by a ritual of money splashing reminiscent of Mexican drug barons and corrupt Nigerian millionaires,” he said. “Yet the employees of Gibson Hotel, Continental Lodge, and his other businesses have a different story to tell. They struggle and are not part of the feasting that goes on around Malanji.

“In a decent society, and in business practices that encompass equity considerations, the workers in Malanji’s companies should have been the top priority. After all, these are the real creators of the wealth that he splashes around.

“Cash handouts may be seen as a harmless, benevolent act, but is it not shame when the boss splashes cash to outsiders yet the workers behind the wealth creation are unable to send their children to school? When they are unable to pay hospital bills? When they are unable to meet their house rental obligations? In other words, what people see in Malanji is a caricature of a self-indulgent navel-gazing businessman and politician. The sooner he changes his ways the better.”

Dr Musumali said most facts surrounding the helicopter purchase were in the public domain and a one-hour search was all it took to find out most of the details.
“Buying a helicopter is hard to hide,” he said. “There is a whole footprint of the rotorcraft; when it was manufactured, who bought it, who used it, for what business, the maintenance schedules, why it had to be sold, and how much it went for.

“Malanji is correct in his assessment that he can get into the charter business with it. After all, Zambian elections are a period when cost-effectiveness is thrown on the rubbish heap,” Dr Musumali said. “The biggest customers will be his own party, the PF, as it intends to criss-cross the constituencies during the campaign period. Malanji is actually capable of recouping a significant portion of his investment just during these forthcoming elections.”

But Dr Musumali said business logic was not the same as business or political ethics.

“For the employees in Malanji’s companies, the helicopter has been bought at the cost of their welfare. It is their sweat that has made the Foreign Affairs Minister rich. They would rather have seen US$1.4 million ploughed back into the companies that have been struggling under the impact of COVID-19.

“They would rather have seen a part of that money getting back to them in the form of better salaries. Unfortunately, workers will always come last in this rudimentary capitalist system, and Malanji’s businesses are not an exception.”
