Drought-stricken Zambia turns to Uganda for 0.5m tonnes of maize

Lusaka banned the exports of maize grain and flour in February, following a prolonged dry spell that has adversely impacted the production of the crop in 84 out of the country’s 116 districts

Zambia is in talks with Uganda for a possible supply of more than 500,000 metric tonnes of maize to replenish its depleted reserves that have exposed more than two million people to starvation.

Lusaka banned the exports of maize grain and mealie (maize flour) in February following a prolonged dry spell that has adversely impacted the production of the crop in 84 out of its 116 districts.

Uganda’s Ministry of Agriculture, Animal, Industry and Fisheries says through a correspondence seen by The EastAfrican that Kampala has received a request to supply up to 500,000 metric tonnes of the grain to Lusaka.

“The Government of Uganda has received an expression of interest for up to 500,000 MT of maize grain to be exported to Zambia. This has certain requirements including quality and available volumes to enable us to meet the export successfully,” the ministry’s Permanent Secretary David Kasura-Kyomukama says through a letter dated March 25, 2024.

“The purpose of this letter is to invite you to a stakeholders meeting to discuss the process and requirements for this opportunity.”
Zambia’s vulnerability assessment report (2023) projects over two million people to be food insecure spanning the period October 2023 to March 2024.

Zambia, the second largest maize producing nation in Southern Africa after South Africa, declared drought a national disaster in February and introduced a state of emergency.

This has put pressure on South Africa to supply its neighbouring countries with maize even when its own prospects do not look promising, according to the South African-based agricultural services firm AFGRI.

Last year Zambia turned down a proposal to supply maize grain to Kenya even as Kenya’s Agriculture Cabinet Secretary Mithika Linturi hinted that a memorandum of understanding had been signed, contracting Zambian farmers to grow maize exclusively for the Kenyan market.

Historically, Kenya has sourced most of its imported maize from Tanzania, however, traders have had difficulty exporting the grain from Tanzania following the implementation of new export procedures by the Tanzanian Authorities.

As a result, Kenya traders started sourcing more of the grain from non-traditional sources such as Zambia and South Africa.

According to the US Department for Agriculture (USDA), Kenyan traders imported maize from Tanzania, Zambia, Uganda and South Africa in 2023 but imports from Tanzania declined as a result of the imposition of export restrictions by the Tanzania authorities.
Kenya’s maize imports from Tanzania contracted to 63 percent of the total maize imports in the 2022/2023 marketing year from 97 percent in 2021/2022 marketing year, while that from Zambia and South Africa increased to 13 percent and 10 percent from one percent and 0.38 percent respectively.

On the other hand imports from Zambia increased by more than eightfold to 88,050 tonnes from 10,728 tonnes, while imports from South Africa increased by 2,218.94 percent to 64,513 tonnes from 2,782 tonnes.

According to Zambia’s Food Security Cluster Joint Rapid Assessment Report (March 2024) drought has affected food availability in the country leading to significant shortages of key food commodities in the local market.

Smallholder farmers account for more than 90 percent of maize production in Zambia.

As a landlocked country, Zambia usually focuses on other Southern African countries for maize exports, with the government assuring traders of an open border policy that will give traders an opportunity to export maize into the region. However, in April 2023 the Zambian government announced that it would no longer allow maize exports in the MY 2023/24, following tight stock levels of below 500,000 MT, though the government said it was a temporary change in policy to ensure Zambia stays food secure.

According to USDA, Zambia’s prohibition of corn exports is mostly affecting the southern provinces of the Democratic Republic of the Congo (DRC), which depend heavily on Zambia for corn as a staple food.
In 2019, Zambia signed a memorandum of understanding with the DRC to provide annual maize exports. The agreement aimed to deter informal trade flows and promote formalized maize exports to the DRC.

Zambia’s production of maize for grain was projected at 3.26 million metric tonnes (Mt) in the 2022/2023 agricultural season representing a 23 percent increase from 2.65 million produced in the 2021/2022 agricultural season, but this output still remains low compared to the five-year average.

The Zambian economy has been facing significant macroeconomic challenges as reflected in low growth, high fiscal deficits, rising inflation and debt service obligations as well as low international reserves.

“Zambia is experiencing a serious humanitarian crisis resulting from climate change making weather patterns more extreme, with more frequent droughts, floods, and heat waves,” the report says.

“These disaster risks are affecting Zambia’s poorest communities, especially in rural areas who rely on rain-fed agriculture.”

Such extreme weather events are impacting the productivity of the agriculture sector which is driving deterioration in food and nutrition security with increasing severity and prevalence of food insecurity.

Currently, the country is facing prolonged dry spells and drought caused by El Niño affecting most of its districts.

Dr.Chitalu Chilufya to run for PF Presidency

Former Minister of Health Dr Chitalu Chilufya has announced his intention to run for PF Party President. “I intend to stand as a candidate for Party President at the Congress,” Dr.Chilufya said. He further refused to endorse Edgar Lungu as current pf president or the UKA Alliance.

Dr. Chitalu Chilufya was appointed as Minister of Health by the President Edgar Chagwa Lungu in September, 2016 a position he served up to 2020 before he then appointed for a brief period as Minister of Agriculture.

Previously he served as the Deputy Minister of Health between 2014 and 2016

Dr. Chitalu is a graduate of the University of Zambia, School of Medicine. Prior to joining politics, he worked at various levels of management in the health sector mostly in the rural areas of Zambia. He is currently the elected Member of Parliament for Mansa Central Constituency since 2013 in the Northern part of Zambia.

In February 2023 the Lusaka magistrate court freed Dr. Chitalu Chilufya and seven others in a case where they were accused of conspiracy to defraud the state in connection with the HoneyBee drugs supply case. The accused were alleged to have conspired to defraud the government out of over US$17 million.

The case had attracted significant attention in Zambia, with many closely following developments and waiting for the outcome. The other accused in the case included former Attorney General Likando Kalaluka, former Ministry of Health permanent secretary Caroline Kakulubelwa, and procurement officer Wilson Lungu. The case also involved Honeybee Pharmacy Limited directors Abdurrauf Motala, Zakir Motala, and Imran Lunat, as well as pharmacist Emmanuel Mubanga.

When the matter came up for a trial, the prosecution team made an application to discontinue the matter pursuant to section 88 of the Criminal Procedure Code. The court subsequently discharged all of the accused persons.

The decision to discontinue the case was significant, as it represented a victory for Dr. Chilufya and the others accused. The allegations against them were serious, and the possibility of a lengthy prison sentence was a real concern. The decision to withdraw the charges was welcomed by many, particularly those who have supported Dr. Chilufya.

President Hichilema Assures Muchinga Residents Of Development

President Hakainde Hichilema has assured the people of Muchinga Province of increased development in the region.
The President said that despite Muchinga not being a stronghold for the ruling party, the new dawn administration will continue embarking on developmental projects in the area.

Speaking during a public meeting held at Mwaba Primary School grounds in Chinsali , President Hichilema stated that the New Dawn administration’s agenda is to deliver development in all parts of the country.

“Everyone will receive a fair share of development because we love you, the people of Muchinga and Zambia at large,” he stressed.

President Hichilema mentioned that through the Constituency Development Fund (CDF), the Government will ensure the people of Chinsali receive the much-needed development, especially since it is the birthplace of the late first President Dr Kenneth Kaunda.

Meanwhile, Mafinga Member of Parliament Robert Chabinga commended President Hichilema for achieving a lot of successes within two years of being in office.

Mr Chabinga stated that President Hichilema’s debt restructuring achievement will help boost the economy of the country of which Muchinga Province will also be a beneficiary.

And Minister of Transport and Logistics Frank Tayali reaffirmed the Government’s commitment aimed at improving the transport sector through the construction of an airport in Chinsali district.

“Your President saw it prudent to bring an airport here so that you can reduce the long hours that you spend on the Great North Road,” said Mr Tayali.

During a recent visit to Kapasa Makasa University in Chinsali, President Hakainde Hichilema reiterated the importance of hard work as the key to overcoming challenges faced by individuals, families, and the nation as a whole. Addressing students, faculty, and staff, President Hichilema emphasized the government’s commitment to ensuring equitable access to education, describing it as the best investment and equalizer for society.

“In our quest to ensure equity, as government, we will ensure that education continues to be accessed freely because this is the best investment and best equalizer,” stated President Hichilema

Emphasizing the imperative of diligence and perseverance, President Hichilema reiterated, “Work, work, and more work are the only way forward and not tantameni. This is the time to work, and we call on every youth out there to continue working hard and putting in your best in everything you do.”

During the visit, students at Kapasa Makasa University expressed their need for improved social amenities to support their educational pursuits. In response, President Hichilema, accompanied by his wife and First Lady Mutinta Hichilema, pledged support from the Hichilema family, announcing the provision of a bus, ambulance, and industrial borehole for the university.

“While this will be implemented, we have also directed responsible government departments to provide more services to the institution and urged them to take advantage of CDF to address some of the issues posing as a challenge to students’ welfare,”

President Hichilema concluded his address by calling on all Zambians to join hands in tackling the nation’s challenges through collective effort and engagement. “This is the time for Zambia to work, and indeed, let’s all get involved and get it solved,” he declared, expressing his confidence in the nation’s ability to overcome obstacles through unity and collaboration.

Within the forestry community, the absence of a robust support system among colleagues is a pressing concern that warrants our immediate attention. A recent incident has underscored the gravity of this issue. When presented with an opportunity to employ a forester, I recommended a candidate who, despite working as a security guard, possessed the requisite qualifications. However, my advocacy fell on deaf ears, as preference was given to a younger applicant. This unfortunate experience sheds light on the harsh realities faced by many qualified individuals, such as the security guard, who encounter significant barriers to employment within our profession.

It is disheartening to witness fellow foresters disregard the importance of supporting one another, particularly in facilitating opportunities for employment and entrepreneurship. The reliance on recommendations from within the ministry by the civil service commission underscores the pivotal role of internal support networks within our community. Without such solidarity, deserving candidates like the security guard are left marginalized and devoid of prospects, perpetuating a cycle of exclusion and inequity.

Addressing my esteemed colleagues in the forestry department, I implore you to uphold a steadfast commitment to fairness and advocate for the inclusion of private forestry professionals by both the public sector and private clients. We must confront the sobering reality where seasoned foresters, despite their qualifications, languish in unemployment due to a lack of connections, while those with influential ties and later graduation dates secure coveted positions, leaving genuine applicants disillusioned and disenfranchised. In the forestry sector, where unwavering dedication is paramount, there is no room for favoritism or nepotism. Embracing meritocracy as the cornerstone of Zambia’s development is imperative for fostering a more equitable and just society.

Tragically, reports of clandestine recruitments in districts such as Mpika and Nyimba have tarnished the integrity of our profession(No advert, no interviews but employed arbitrary). As custodians of the forestry institute and ambassadors of our profession, it is incumbent upon us to denounce such practices unequivocally and advocate for greater transparency in recruitment processes. We must actively promote opportunities for all qualified individuals, irrespective of their personal connections or background, to ensure a level playing field for aspiring foresters.

Cultivating a culture of unity and solidarity among foresters is paramount for advancing our profession and safeguarding the sustainable management of our natural resources. Despite the myriad challenges we face, including financial constraints and logistical hurdles, I implore my colleagues to join me in championing the cause of the Forestry Institute of Zambia and nurturing an environment of inclusivity and fairness within our community.

Together, let us sow the seeds of unity and solidarity within our ranks, ensuring that the forestry profession remains a beacon of opportunity for all who aspire to contribute to the preservation and stewardship of our natural heritage.

All Dams In Lusaka Province To Be Rehabilitated

Lusaka Province Permanent Secretary Robert Kamalata says government will ensure all dams in the area are rehabilitated to enable water harvesting and improve irrigation farming.ALL DAMS IN LUSAKA PROVINCE TO BE REHABILITATED – KAMALATA

Speaking when he toured Mabonzo dam in Luangwa district, Mr Kamalata said Government is working tirelessly to ensure people do not struggle with food as a result of drought.

“The Lusaka provincial administration is working tirelessly to tour every water body in the area and remains committed to providing working tools to be used for the clearing of the dams and other water sources,” he said.

And Lusaka Province Water Development Officer Engineer David Musonda said the President’s directive to rehabilitate and identify water bodies is a great initiative as it will improve the agriculture sector through irrigation farming.

Meanwhile, Lusaka Province Agriculture Coordinator (PACO) Pascal Chipasha noted that people in villages have not been using water in the dams for irrigation.

Mr Chipasha said this shows people do not have knowledge on irrigation farming.

“As the Ministry of Agriculture, we are excited to see the commitment that has been put in place to revamp and rehabilitate water sources, which I can assure will not only increase productivity but also food security through irrigation farming,” he said.

And Mankhanda Ward Counsellor in Rufunsa District Andrew Tembo commended the government for sending Engineers in his area to work on the Mupwasha stream.

Rufunsa Authorities Withdraw Instruments Of Power From Chief Bunda Bunda

The District Administration and the Local Authority in Rufunsa District have withdrawn the instruments of power from Chausa Mwachindalo as Chief Bunda Bunda of the Soli people in Rufunsa district following the Supreme Court ruling on March 20, 2024.

Rufunsa District Commissioner Mr. Richard Mabena who was accompanied by Rufunsa Town Council Secretary Venture Kafula at the palace said the withdrawal of the instruments of power from Chausa Mwachindalo who was enthroned in 2018 follows the Supreme Court’s ruling that he was not the rightful heir to the Bunda Bunda Chiefdom.

Meanwhile, Mr. Kafula assured the workers at the palace that they will remain in their positions until the new chief decides.
“The retainers will remain in their positions until the new chief is installed and the new chief will decide the next step either to retain them or retire them,” said Bishop Kafula.

And some villagers who sought to remain anonymous, said they were happy that peace has finally been restored at the palace and in the chiefdom.

They added that they were tired of the wrangles that have been happening in the chiefdom from the time the Late Chief Bunda Bunda the ninth died in 2013.

And Village Headman Shatubi, Daniel Mwape added that they hope and pray peace and unity will prevail in the chiefdom.
Headman Shatubi noted that the chiefdom had been going through uncertainties because of the court proceedings that had dragged on since 2013.

0n March 20, 2024, the Supreme Court ruled that the Kashibi family were the rightful heir to the throne after analyzing the High Court ruling of 2022.
The installation of the heir David Musona has been set for May 18, 2024.

Response to Zumani’s poisonous snakes theory

We are reeling from the shock of reading Chris Zumani’s diatribe on certain individuals in which he literally tries to besmirch, defame, ridicule and scandalise them in Part 1 of his latest article; “UPND 12 MOST POISONOUS SNAKES THAT WILL BITE AND DUMP HH IN 2026…”

The article is devoid of any truth or substance at all save for utter insults! Zumani, who is former political advisor to former president Edgar Lungu accuses the said individuals of being unprincipled turncoats pretending to ingratiate themselves with President Hichilema in return for a few crumbs of bread.

He writes, “In 2026 when HH is shamelessly detested, politically rejected and brutally defeated by a countrywide mob of voters, these snakes – political traitors will automatically evaporate from him, denounce Bally and start singing for the new Republican President.”

He continues, “These are slippery political traitors who pay false allegiance to HH and are manipulatively dancing treachery at Community House today because of what they are benefiting for now and nothing else.”

Since he wants to refer to others as snakes for whatever position they’ve chosen to undertake, may we hasten to remind Zumani that prior to securing his most coveted and lofty position as one of the senior aides to President Lungu, he was a vicious and vociferous critic of the same man that today he wants to pretend to love to the moon, and back! What does this make of him? A pseudo- intellectual who cannot hold his ground as long as ‘T/born and chips’ are on offer on the table?

Anyway, the beauty about Social media is that we can’t easily erase our past – the ghosts will always remain rattling in the closet reminding us of whatever we said or did in the past. For instance, here’s a breakdown of some of the unkindest things Zumani wrote about the man who was yet to be his boss: In one of his Facebook posts, the former political advisor to Lungu, described him as “corrupt” and a “play boy!”

In a Mid-March 2018 posting on Social media, Zumani made the following startling observations, albeit in a satirical manner, “The Republican Play Boy in State House has no heart for poor Zambians or anyone apart from flying the world and enriching his wallet, everyday. Zambians must not allow a spoiled and corrupt President who enjoys luxury life using and abusing tax payers money like a mad ancient King to rule us for another term. Lungu and PF must be legally and peacefully retired in 2021 through a Armageddon vote of protest and humiliation.”

And after Lungu had addressed the National Assembly on our principles and values a few days later, he was again on fire on Social media, “A corrupt President with abnormal wealth cannot teach us to fight corruption. Lungu needed to repent yesterday in parliament!”

The following month, he had this to say about this scandalous president, “In my heat, I just want to see Lungu gone either by impeachment soon or in 2021 by vote.”

Like a clever house cat that defecates in a bag of mealie meal and quickly covers it to avoid it’s ‘misdeeds’ being detected; of course, Zumani had to strike like a bolt of lightening and deactivate his Facebook account to save himself from any embarassment of having to explain his sudden change of heart about the man that he so much loathed for his thieving and corrupt activities.

As a matter of fact, the same Laura Miti that he wants to scandalise today was actually peeved and absolutely disappointed over the new route Zumani had taken.

“Chris Zumani Zimba, the new Political Advisor to President Lungu, has deleted his Facebook Account. It contained scathing criticism of the President and presidency,” she wrote on her Facebook page. “That is worrying because his analysis was largely on point.”

Why does Zumani want to pretend today that his former boss had no flaws at all……that he was a perfect leader when he actually kept reminding us about his huge catalogue of misdeeds?

Former politician, Ludwig Sondashi is famed for saying if you want to know how a crocodile lives in water, ask a hippo. There may never be a better person to explain Lungu’s extent of corruption than Chishimba Kambwili, once a senior cabinet minister in the PF regime. From time to time, Kambwili would insist that, “Lungu, ukufuma kutukondo ukufika kumishishi (from his toes to his hair), it is all corruption! His walk is corruption, his talk is corruption, his sitting is corruption, whatever he touches is corruption.” Simply put, Lungu is the worst person in our recent history to have occupied Plot 1 Independence Avenue and Zumani would be doing us a favour not try and launder his image. So what is Zumani trying to tell us?

We may not be Hichilema’s spokespersons, but we know for sure that Zumani is absolutely the wrong person to advise the President as to who he must be associating with or not. Zumani and his ilk haven’t hesitated to demonstrate their pathological hatred for Hichilema; if anything, they’d love to continue seeing him in the company of the so-called ‘slippery individuals’ who may turn against him if at all he was to tumble in the next elections. Hichilema is keeping an open-door policy whereby he’s willing to work with former leaders such as Kavindele and Brigadier Gen. Godfrey Miyanda among others to help him run the country. If anyone has a problem with this, that’s their own bone to chew!

May we now digress and consider the three individuals that Zumani desperately tries to malign and portray in the negative light, specifically:

1. Enock Kavindele

Zumani dismisses senior citizen and former vice president Enock Kavindele as a legendary money-lover and dangerous slippery fellow with zero trace of patriotism: mainly known for being a proxy of exploitive Western imperialists at the expense of Zambians. He also insinuates that Mr. Kavindele is one of Zambia’s former Vice Presidents without anything much to show or talk about, politically.

“In 2016, using his business tricks to win Lungu’s signature for his US$1.2-billion North Western Railway project, Enock Kavindele endorsed the president as “the best candidate,” he rumbles on.

We don’t know what our colleague is smoking or drinking for him to infer such wild allegations. Nifwaka yachingoni loko ni Chavuma water?

In case Zumani was too young to remember or perhaps the one who is motivating him to say such things was too inebriated with Jameson to recall anything; Kavindele has been involved in business from a tender age! When most of his peers have been found wanting and probed or arrested for drag trafficking or corruption, Kavindele remains with no history of appearing at any police station for questioning on any wrong doing. He’s been above board in his business activities; whether it’s diamonds trade or whatever one would wish to speculate about. Is it surely a crime to partner with those from the West in business ventures unless those from the East?

We find it quite laughable and ludicrous for Zumani to describe Kavindele as “one of Zambia’s former Vice Presidents without anything much to show or talk about politically…..” Like, seriously? Isn’t this the man that called for a press briefing in 2006 and announced to the whole world that he was taking a back seat from politics? How did Lungu’s former political advisor expect him to be in the news always?

If we may take a step back into the annals of history, when everyone in the nation were actually dead scared of KK and cadres, or vigilantes if you like, would eulogize him as a ‘demigod,’ Kavindele had the guts to take the risk and challenge him for the UNIP top leadership position at the Mulungushi Rock of Authorities! Frail old women had to be sponsored to protest naked at his challet as the dreaded vigilantes bayed for his blood! He had to pull-out of the race at the last minute for the sake of peace and harmony.

Just in case Zumani isn’t aware as we suspect he’s still a raw political scientist; this great son of North western province that went on to serve as Chingola Member of Parliament over a long period of time before becoming Republican vice president, actually never enjoyed any emoluments from the state at any given time. This is acknowledged in the letter President Kaunda wrote to him on February 2, 1989 upon learning about the same from the Secretary General of the party, UNIP. Kavindele was in parliament to serve his people, and not for personal aggrandisement as we are witnessing today from most of our leaders.

Zumani argues that Kavindele attempted to use his ‘business tricks’ to win Lungu’s signature for his almost moribund Northwest Railway Line project. What sort of reasoning is this? First and foremost, for any project of such magnitude to take off, you definitely require government support! As a matter of fact, this project must have taken-off a long time ago save for one selfish and corrupt cabinet minister in the MMD regime who was quick to throw in the spanners. The project has been in the offing since 2003, it’s just fair that we must seeing some traction.

Kavindele didn’t take a walk into Lungu’s campyon his own accord; Lungu actually dispatched a senior military officer from North western province as an emissary to try and convince the former vice president to consider joining forces with him. He might have attempted to try and solicit support from Lungu in this regard; however, we aren’t surprised that Lungu never bothered to endorse his signature on the project despite Kavindele tirelessly campaigning for him as the Patriotic Front did not have any development agenda for North western province. They were definitely keen to let it remain a Cinderella province for as long as they wanted as they continued milking it off of its natural resources such as gold and mukula!

If a president such as Hichilema has done the unimaginable such as supporting this magnificent project, what can stop anyone from describing him as the best President?

Despite contributing the bulk of the national treasury, North western province remained largely ignored in terms of infrastructural development. Call him whatever names you wish, the people of North western and indeed national at large are obviously, solidly behind Kavindele. This mammoth project obviously brings with it immense opportunities – job opportunities, ease of transportation of goods and our people and above all, economic boost for the province and Nation at large.

2. Laura Miti

Zumani says Miti is a slippery human rights activist who has betrayed Zambians on moral grounds and will surely run away from HH after his defeat in 2026.

“Has Laura Miti protested naked at police headquarters before IG Grapheal Musamba against all the growing human rights violations?” Zumani wonders.

Does this so-called political scientist really knows what he’s talking about?

Miti is not a friend or colleague of ours per se; however, having observed her from a distance over a long period of time, we can put our necks on the chopping board and vouch for her. She is not only down-to-earth, but a genuine human being who believes in fiercely defending the rights of the downtrodden in society.

Yes, she may be enjoying a few perks as a Commissioner at the Human Rights Commission today; but surely, she’s not the type to be blinded by such trappings of power and forget the people altogether. Contrary to wild allegations by Zumani; on several occasions, Miti has broken ranks with her fellow Commissioners and called a spade a spade, even as it seemed unfashionable
to do so!

Recently as parliament was expending its energy and resources trying to ‘fix’ a canterkerous and uncouth MP for catcalling the President on the floor of the August House by instituting disciplinary measures, Miti immediately took to Social media and wrote as follows: “OK, ku Parliament kuli kantu! This level of please-the-boss is not good for any President or leader. Surely, Parliamentary administration has more serious issues to direct it’s energies to, than a catcall by an MP known to be less than mature.”

And speaking to a Daily Nation reporter not long after that, she described as abuse of the Judiciary by the UPND in its attempt to re-open former President Edgar Lungu’s eligibility case for which the Constitutional Court had conclusively determined and pronounced itself.

As the tiff between the Matero Member of Parliament Miles Sampa and the PF leadership got to a climax, she again took to Social media and took a swipe at the police for taking over the PF Secretariat.

“It’s difficult to believe that UPND had no hand in the confusion that arose in the Patriotic Front (PF) because it is practically impossible for Miles Sampa to organise a coup against his own party without the support of the State,” she stated.

She wondered as to who was making the final decisions on how the police should protect the PF events.

“All I can say to whoever it is, re-think of your strategy!”

Zumani says he’s yet to see Miti protesting naked at Police Service headquarters. As an intellectual, we expect him to fathom that we are no longer in the Cha-cha-cha era where violence was the norm whenever our freedom fighters wanted to drive a point home. This is the 21st century, for God’s sake! Whenever differences arise, it calls for the contestation of ideas through dialogue and debate as opposed to throwing stones or resorting to insults.

3. Sunday Chanda

Zumani accuses Chanda of having been ‘chewing’ big time every day when Lungu was in State House, and yet today, he has abandoned him.

“Apart from sacrificing a highly respected civil servant, former police IG in Hon. Malama to adopt Sunday Chanda on PF ticket in Kanchibiya, President Lungu used his own resources and networks at his disposal to finance and support Sunday Chanda to become a parliamentarian in 2021,” Zumani claims.

Come on guys! What personal resources did Lungu sacrifice apart from tax payers’ money naimwe! If Chanda is reading this article, we wish to encourage him to remain resolute, and not to be swayed by the likes of Zumani who are simply doing their master’s bidding.

To start with, Malama wasn’t a popular candidate in Kanchibiya; he lamentably failed to deliver to the expectations of the people in the area, no wonder the local leadership wasn’t keen to re-adopt him. This is the reason why he chose to blindly support the nonsensical Bill 10 project to please Lungu and his cohorts as he knew he didn’t stand any chance of being adopted by the grassroots.

It’s on record that Chanda was a vicious critic of Hichilema during his time as PF Media Director. Day in and out, he’d venture to every TV and radio station or indeed Newspapers to malign or pour scorn on HH. He was just doing his job. However, Chanda is now representing the good people of Kanchibiya in parliament, and not himself! They say when two elephants fight, the grass suffers! Chanda has put politics aside and concentrating on doing his best to meet the aspirations of his people.

Why is Chanda currently one of the best performing MPs in the country at the moment? It’s simple…..he’s working with the government of the day to deliver to people’s expectations. Whether you want to call him “Bally’s step son of CDF” or not, Chanda has delivered phenomenal projects in the area the shortest time he’s been in parliament such as feeder-roads, schools, clinics, youth empowerment projects and sustainable agriculture etc while other MPs continue wallowing in slumber, be it from the ruling party or opposition.

Mr. President, why can’t you consider making this brilliant youngman Foreign Affairs minister as a way of further fostering national unity to shame your critics?

In his desperation to remain relevant to Lungu in his grand scheme of things, Zumani claims that if Chanda betrayed Lungu with “kasaka ka ndalama” who made him get to where he is today, what more the stingy HH who is just throwing empty promises on him….What nonsense!

Again, we aren’t quite sure whether our brother’s mental faculties are still intact or not. What evidence does Zumani has that Hichilema is stingy apart from rumours he might have picked on the streets?

Before he became President, HH had a history of using his own resources to sponsor orphans and vulnerable children from primary school through to college or university, sinking boreholes in villages or cities, constructing schools and clinics and of course dip tanks; you might do us a great favour by availing us evidence of Lungu’s charitable exploits before he went to State House!

FAZ Postpones AGM as Judge Malumani Upholds Injunction

In a press statement released today, the Football Association of Zambia (FAZ) announced the indefinite postponement of its Annual General Meeting (AGM) following a court ruling upholding an injunction against the association.

High Court Judge Greenwell Malumani declined FAZ’s application to discharge the injunction filed by non-members Damiano Mutale and journalist Mabvuto Phiri. Despite FAZ’s early appearance for the court hearing on Saturday, Judge Malumani upheld the injunction and scheduled an interpartes hearing for Thursday, May 2.

FAZ General Secretary Reuben Kamanga expressed disappointment at the court’s decision but assured members that the association would communicate its next steps. He urged members to remain calm and assured them of ongoing updates throughout the process.

While the AGM delay has prompted concerns about potential consequences from FIFA, Kamanga stated that it was too early to speculate on immediate repercussions. FIFA had previously directed FAZ to proceed with the AGM as per constitutional requirements, but the court injunction halted these plans.

FIFA has given FAZ until April 30 to provide comprehensive information before making a decision on the Zambian crisis.

JUDGE MALUMANI DECLINES TO DISCHARGE THE EX-PARTE INJUNCTION ISSUED AGAINST FAZ AND ADJOURNS THE MATTER TO NEXT WEEK

The Football Association of Zambia (FAZ) wishes to inform its members and stakeholders that the planned Annual General Meeting (AGM) has been postponed indefinitely following a sustained court order.

High Court Judge Greenwell Malumani threw out the FAZ application to discharge the injunction filed by two non-members Damiano Mutale and journalist Mabvuto Phiri.

Judge Malumani had set Saturday 27the April, 2024, as the date for interparte hearing with the FAZ turning up for the court hearing early this morning.

After declining to discharge the ex-parte injunction , Judge Malumani set Thursday, May 2 as the date for interparte hearing (to hear arguements from the lawyers from both sides).

Meanwhile, FAZ General Secretary Reuben Kamanga says the Association would communicate on the next step.
“The meeting was unable to takeoff due to the sustained injunction by the High Court. We had respectfully turned up at the court to apply for the discharge of the injunction but the court has declined our application and set a new date for interparte hearing which is Thursday,” says Kamanga.

“We advise our members to remain calm and pledge to keep them informed at all stages.”
Kamanga says it is too early to say if there will be immediate consequences from world soccer governing body FIFA.
On Friday, FIFA directed FAZ to hold its AGM as per constitutional requirements following a court order halting the AGM.
FIFA has given FAZ up to April 30 to furnish it with full information before a decision is reached on the Zambian crisis.

FIFA Directs FAZ To Go On With Planned AGM

The world soccer governing body FIFA has directed the Football Association of Zambia (FAZ) to hold its Annual General Meeting (AGM) scheduled for Government Complex.

In a letter to FAZ General Secretary Reuben Kamanga dated April 26, 2024,FIFA Member Associations Officer, Kenny Jean-Marie said the reported injunction by the Ndola High Court freezing out the FAZ AGM amount to undue influence by third parties.
Jean-Marie said that failure to hold the AGM by FAZ would provide possible grounds for suspension.

“In addition, please note that the order of the High Court of Zambia dated 24 April 2024 appears to clearly amount to undue influence by third parties which could be considered as a violation of Article 19 paragraph 1 of the FIFA Statutes and Article 7 paragraph 1.g. of the CAF Statutes,” reads part of the letter from FIFA.

“As a result, FIFA takes the view that any further attempt by a third party to prevent the FAZ Annual General Meeting from taking place might be considered a violation to the above- mentioned principle, which would oblige our institution to bring the matter to the attention of the relevant FIFA bodies for consideration of possible sanctions in line with the FIFA Statutes.”
FIFA adds: “For the avoidance of doubt, please note that the infringement of the aforementioned provisions of the FIFA and CAF Statutes may give rise to grounds for the suspension of FAZ irrespective of whether the infringement was attributed to FAZ or not.”

FIFA further states that any suspension by FAZ would deprive Zambia of any sporting participation with any country dealing with Zambia risking sanctions.

“Finally, we would like to remind you that a suspended member association may not exercise any of its membership rights. Other member associations may not entertain sporting contact with a suspended member association. The Disciplinary Committee may impose further sanctions (cf. art. 16 par. 3 of the FIFA Statutes and art.8 par.3 of the CAF Statutes). A suspended member
association loses all its membership rights, as defined in art. 13 of the FIFA Statutes and art. 6 of the CAF Statutes, with immediate effect and until further notice,” says FIFA.

“Likewise, the representative teams as well as the affiliated clubs of this federation can no longer take part in international competitions until the suspension has been lifted. In view of the foregoing, FAZ is directed to conduct its Annual General Meeting.”

FIFA says it has taken interest in the reported arrests of the FAZ president, Mr.Andrew Kamanga, General Secretary Reuben Kamanga and other officials by the Drug Enforcement Commission (DEC) “We took note with great concern that the FAZ President, two standing committee Members and yourself, were jointly charged and arrested by the relevant authorities for a number of counts mentioned in your correspondence,” says Jean-Marie.

“In view of this, and in order to have more clarity on the situation, we would like to kindly request that you provide us, latest by 30 April 2024. with copies of any documents received in relation to the accusations and ongoing investigation against the above-mentioned FAZ officials as well as any additional information that may have been brought to your attention since the
arrests took place,” FIFA says.

FAZ is scheduled to hold its AGM on Saturday (tomorrow) at Government Complex with delegates across the country trickling into Lusaka.

Civil Service Honors Brave Woman Who Saved Rainford Kalaba’s Life

In a remarkable display of bravery and selflessness, Mephrine Moonga, a recent Bachelor of Science graduate from Eden University, has been awarded employment in the Civil Service for her heroic actions in saving the life of former Chipolopolo captain Rainford Kalaba.

The Civil Service Commission, led by Chairperson Dr. Choolwe Beyani, extended this employment opportunity to Moonga as a testament to her courageous act of performing Cardiopulmonary Resuscitation (CPR) on Kalaba following a road accident. Dr. Beyani emphasized that Moonga’s appointment was not based on Kalaba’s fame but on her dedication to duty under challenging circumstances.

Speaking upon receiving the letter of employment, Moonga expressed gratitude to the Civil Service Commission and President Hakainde Hichilema for recognizing her modest contribution. She highlighted the profound impact this opportunity would have on her family, being the first to secure formal employment among her siblings.

Reflecting on the incident, Moonga revealed that she had no prior knowledge of Kalaba’s identity and only discovered his status as a football icon through social media after the event. Her actions, she emphasized, were driven purely by her passion for serving humanity.

Recalling the day of the accident, Moonga narrated how she intervened immediately upon witnessing the distressing scene on Kafue Road. Minutes after a road traffic accident on Kafue Road, Moonga asked the driver on the bus she was traveling on from Lusaka to home in Chikankata to stop so she could help the casualties. At the scene, she noticed the female victim was lifeless but the male was still showing signs of life. Despite her unfamiliarity with Kalaba, she administered CPR for approximately 20 minutes until signs of improvement were evident.

In recognition of her dedication and skills, Moonga has been appointed as a Registered Nurse in Livingstone District, Southern Province, where she will continue her service to the community within the Civil Service.

Youths Urged To Emulate KK’s Leadership

A Chinsali based historian has described the late First Republican President Kenneth Kaunda as a positive influential leader towards the country’s liberation struggle.

Mr Michael Kamambi says the good leadership qualities that Dr. Kaunda possessed resulted in Zambia successfully being liberated from colonial rule.

Speaking during an interactive forum with students from Kapasa Makasa University on the life of Dr. Kaunda, Mr Kamambi said the influence that the late President had during the liberation movement, motivated others to unite towards achieving the country’s freedom.

He observed that even when Dr. Kaunda was released from prison, Mainza Chona who was the party President for the Zambia African National Congress (ZANC) willingly passed on the party’s top leadership to him due to his influential leadership style.
“Just from the confidence that the members of the United National Independence Party (UNIP) had in him, we can tell that he was a good leader that they entrusted to lead them towards gaining independence,” he added.

Mr Kamambi further called on students to emulate the late Dr. Kaunda’s positive influential leadership qualities, as they are the future leaders that need to learn from visionaries like him.

And Kapasa Makasa University Lecturer of Education, Edward Nkonde said Dr. Kaunda’s legacy should be preserved through exhibiting good leadership in society.

Mr Nakonde said Dr. Kaunda did not give up in fighting for the country’s independence due to the support from other freedom fighters that believed in his great potential to lead the liberation struggle.

He stressed that the interactive forum on the life of Dr Kenneth Kaunda is meant to remind the students of the positive impact of the late freedom fighters’ contribution to the country’s independence.

Meanwhile, Mapalo Chisala, one of the students noted that Dr. Kaunda’s vision is being implemented through the various economic reforms that he had introduced.

Mr Chisala said other reforms such as the free education policy which has been re-introduced was spearheaded by him, adding that the policy is contributing positively towards the development of the education sector.

The Interactive Forum was held ahead of the centenary birthday celebrations of the late Dr Kenneth Kaunda on the 28th April, 2024 at Lubwa Mission in Chinsali district.
