Muvi TV owner Steve Nyirenda takes oath of office as new NAREP leader

Muvi Television Owner Steven Nyirenda is the new opposition National Restoration Party Leader.

This was after the other candidate Maybin Kabwe withdrew his candidature for the role of Presidency at today’s NAREP extraordinary convention.

Mr. Nyirenda takes over from Founder and first NAREP Leader Elias Chipimo Jnr, who stepped down a few months ago.

In his inauguration speech, Mr Nyirenda said he will not allow Zambia to be governed by a foreigner.

He has promised to amplify the values of the NAREP in order to grow the party.

Mr. Nyirenda added that the Patriotic Front administration has no vision to propel Zambia’s development in all sectors of economy.

He said he has a plan that can sort out the current electricity rationing within eights months.

Mr Nyirenda boasted that NAREP will form the next government in 2021.

Keeping Afumba Mombotwa in prison after a Presidential pardon is torture of the worst kind

National Democratic Congress (NDC) leader, Chishimba Kambwili, has charged that the incoherence of statements over the pardoning of prisoners on the presidents birthday is proof that there is a chipante pante govt in place.

“It’s unfortunate that the other prisoner (Afumba Mombotwa) who has been left is being tortured because when you are informed that you are going to be pardoned by the President and later on you hear a minister say that ‘you have not been pardoned’, its torture of the worst kind, ” Chishimba Kambwili said.

On Monday, State House Press Aide Isaac Chipampe announced in a statement that the President had pardoned 5 prisoners from various correctional facilities to mark his 63rd birthday.

“To mark His 63rd Birthday which falls today, His Excellency Dr Edgar Chagwa Lungu has pardoned five inmates from various correctional facilities. The President has pardoned Chief Mulongwe, Former Minister in the Movement for Multiparty Democracy (MMD) Government Maxwell Mwale, Journalist Derrick Sinjela, Afumba Mombofwa, and former Zambia Airforce Commander Christopher Singogo. The President’s action is in line with Article 97 of the Constitution of Zambia Chapter (l) of the Laws of Zambia which provides for Presidential Pardon and Substitution of Severe Punishments imposed on the convicted,” the statement read.

But later the same day, Home Affairs Minister Stephen Kampyongo during a press briefing announced only 4 names leaving out Mombofwa, and when asked, the minister said his statement superseded the earlier statement issued by State House.

“The list I have given is the final official list and I am sure you are aware, over the years you have come here yourself as a senior journalist any pardons, are released in this manner just like I have done. That’s the official list that you should take. It’s signed by me here so if there was any other statement, maybe, it’s overtaken by this one that I have released,” said Kampyongo.

And in an interview, Kambwili noted that there was no consultation over the matter as a minister’s statement can never supersede that of the President.

“It is a sign of an uncoordinated government and if a government is uncoordinated it simply means they have failed to govern. I mean, its confusion of the worst kind that state house which is the Presidency, announces that we have pardoned 5 prisoners and the Minister of Home Affairs says ‘no we have only pardoned 4 and my statement supersedes the statement from state house’. Sure how can a ministers statement supersede the State House [statement] which is the Presidency because the minister operates under the President? This means there was no consultation and what kind of a government is this government which doesn’t consult. I have said and I want to say it again, this government is chipante pante government,” he charged.

“And you see, God the way he operates, he will not come and tell you that these people have failed, he will just bring calamity, mistakes that people must see that this government is tired and God is no longer interested in them and that the favour of God has moved away from them. This is what is happening, in my language they say Lesa nga alefwaya uku fumya umuntu pa chifulo, ala mu lowa ichilafi pa kutila fyonse ifyo alechita fibe ifya lubana (when God wants to remove someone from a position, He strikes him with forgetfulness to make mistakes). You can see that the person does not know what they are doing. This is what is happening.”

Kambwili, however, sympathized with the prisoner who has been left behind describing the act as a torture of the worst kind.

“It’s unfortunate that the other prisoner who has been left is being tortured because when you are informed that you are going to be pardoned by the President and later on you hear a minister say that ‘you have not been pardoned’, its torture of the worst kind. So we must think of others, do unto others what you want them to do unto you. So it’s quite unfortunate that we have a situation like this in our country coming from the government,” said Kambwili.

Why I think HH is dancing the PF Dununa Reverse on Homosexuality

If you thought the homosexualization of HH and UPND is a done deal, think twice. The PF has found a rare window of opportunity to distract us from the economic woes and corruption that characterize the Lungu regime—simply link HH and UPND to the sexual rights movement. (Dis)hon. Tutwa Ngulube’s recent screed that Africa Liberal Network (ALN) advocates “rights of homosexuals, Satanism, gays and lesbians both in Zambia and globally,” and Ambassador Emmanuel Mwamba’s recent article, “Rights to Abortion and Gay Rights threaten to overshadow Biggest Population Conference in Africa” are part of this dreadful agenda.

I hardly pay attention to Tutwa’s childlike arguments—he is simply unteachable, and a shameless PF cadre who parades his witlessness before his god, President Lungu. As for ambassador Mwamba, he needs well-versed ghost writers on African reproductive rights. The July 11, 2003 “Protocol to the African Charter on Human and People’s Rights on the Rights of Women in Africa” of the African Union endorses abortion rights. Sadly, Mwamba audaciously stalked the U.S Right and Trump worshipers’ talking points—thus associating “abortion rights and; lesbian, gay, bisexual, transgender, queer and intersex (LGBTQ) rights.” I have many reasons to believe Mwamba is simply a pseudo author—his uninformed argument on Comprehensive Sexuality Education, LGBTQI, and abortion rights is made in the USA.

Unfortunately, the PF agenda of homosexualizing the 2021 elections is dangerous to sexual and gender minorities. By pairing LGBTQI persons with Satanists, for example, politicians are imprudently inciting violence against fellow Zambians. Is it not time that we debated real issues the nation faces? Gays or no gays, our nation is bleeding from visionless leadership. Besides, the relationship between homosexuality, poverty and corruption does not exists save in our “self-righteous” psyche. In our holiness, gays are to blame for blackouts, starvation, corruption, violence and lawlessness!

It is immoral and unchristian for politicians to play politics with human life. It is not Lungu or HH who will die from this hateful and toxic environment, but ordinary citizens. 2021 will come and go, but the seeds of hatred will remain in people’s hearts. Gay persons are humans and there is no gay blood or straight blood–but human blood. Of course, we rob gays of their humanity to justify their annihilation.

PF knows that the lie told hundred times becomes the truth–and so it will sing this homosexual hymn until election day. HH’s uniformed strategy is denying this link. Unmistakably, this strategy is inapt. To argue that HH is a Christian, and like my friend Kennedy Kazeza (potential 2021 UPND Parliamentary candidate) is a Seventh Day Adventist, thus he does not support gay rights only exaggerates PF attacks. PF knows that HH is highly susceptible on this issue. Sadly, neither HH nor his supporters have a conclusive response. In fact, the more HH distances himself from the gay community, the more the PF will bring new false accusations. The goal; to keep this issue alive in the electorate mind.

HH’s strategic rejoinder should be simple. Unlike Lungu, HH should argue, he will be the president of all Zambians. He must enlighten ordinary Zambians on the meaning of LGBTI—stalwartly focusing on T and I. “T” stands for Transgender–people like South African Caster Semenya, while “I”, stands for Intersex–persons born with both genitals (male and female). Propitiously, medical records exist to the same and many Zambians know of these cases. So HH should challenge the PF as to whether intersex and transgender persons deserve state protection.

The High Court of our Christian Nation under president, bishop and God fearing Edgar C. Lungu has ruled on this matter, something both Tutwa and Mwamba are either awfully ignorant of, or afraid to say aloud. On November 8, 2017, High Court Judge Betty Majula Mung’omba’s ruled in favor of intersex Hellen Sindaba to change his name to Rick Sindaba Nkuba and ordered the Registrar General of Births and Deaths and the Examination Council of Zambia to change birth records and certificates to reflect his new name. That Lungu’s government did not appeal the ruling explicitly confirm the fact that intersex persons are protected under the law of Zambia.

The UPND has employed the argument about the United Nations’ support for gay rights in its attempts to justify its association with the Africa Liberal Network. But the most convincing position, I think, is using cases of Botswana, Kenya, South Africa, Mozambique, Angola, and the African Commission on Human and Peoples Rights positions and court rulings in Africa on LGBTI rights issues.

“One Zambia, One Nation” is an ideal that we must all treasure. Sexual orientation or gender identity does not qualify or disqualify one from being Zambian—rather we are all Zambians made in the image of God.

President Edgar Lungu Must Constitute a Public Inquiry Into Public Sector Payroll Scam

I write this, not as a member of the opposition United Party for National Development (UPND), but rather as an aspiring candidate for my home Constituency of #Kabushi at the next coming general election in 2021; as well as a concerned citizen deeply worried about the unimpeded, long-standing plunder and theft of public resources at the hands of public officers.

A few weeks ago, we had a high profile case in my local Constituency where staff at my local clinic at Lubuto were left to work under very difficult night conditions owing to the absence of alternative energy sources each time the health facility was loadshedded. It had to take a “donation” from the area Member of Parliament Bowman Chilosha Lusambo, apparently at the instruction of the PRESIDENT, for a Genset to be delivered to the facility.

Incidentally, Lubuto Clinic was just one among several other local health facilities with this problem.

Kabushi Constituency also has a number of critical roads that have not been worked on for a very long time, and with the advent of the rains, will become a real challenge for our people to navigate; which will make doing business a chore for our people.

The reason for all these Constituency challenges is that the national fiscal space is thin, with nearly 91% of it now taken up by a combination of debt service repayments and public sector emoluments.

But, it is the public sector emoluments component that concerns me the most, because even at political party level, the UPND believes Zambia can and should be able to achieve a public sector wage bill of 30% – 35% of our total fiscal space. Yet, these expectations are constantly threatened by the unscrupulous, unchecked, undeterred corrupt and pure thieving activities from within the civil service.

My contention is that with the right kind of public sector management systems anchored on enhanced accountability, there would be enough money to go towards actual community development activities in places like #Kabushi and many others across our vast country.

Public sector payroll scandal is a multidimensional problem that involves a lot of people across the public sector, and this scam has been going on for many, many years. The problem has also evidently been exacerbated by multi system failures in the manner the public sector handles recruitment, deployment, personnel monitoring, payroll management; as well as there not being present the right tone at the top of the highest level of government.

What is most worrying is that the same people who have been at the center of either perpetrating this evil, or at the heart of a failure to manage public systems to protect public reaources, are now the same people telling the Republican PRESIDENT that they will fix the rot.

It will not work.

For them, it will be all about burying the skeletons and covering up for each other so that accountability on their part is never attained.

The public must reject that.

To get to the bottom of this issue, an independent public inquiry is needed in order to completely lift the lid off this dirty scam. We need to know how this has been possible, how long it’s been going on for, who has been involved, what the current systems weaknesses are, control environment remedies and how we shall recover these stolen resources promptly.

Some of the fundamental questions we need answers to are:

1. How does PSMD account for deceased employees to ensure that these are promptly taken off payroll? Who ensures that this is done and how do they evidence it?

2. How does PSMD account for transfers and ensure that payroll stations are timely changed for employees? Who ensures that there is no duplication of payroll lines for transferred employees across multiple stations and how do they ascertain this?

3. How does PSMD account for new recruits and ensure that these are actually promptly put on payroll and that they actually start receiving their salaries on time? We have had numerous instances where new recruits – nurses, doctors, teachers, have been assigned work stations, placed on payroll and yet they do not start receiving their salaries and other benefits for several months after the commencement of their assignments. How does PSMD ensure that unscrupulous officers do not divert salaries meant for new recruits into their own personal and other ghost accounts?

4. How does PSMD manage payroll? How do HR personal account for every head on payroll and how do they evidence this? How is this payroll reviewed, what are they doing when reviewing this payroll and how are they evidencing this?

5. How does PSMD pick up duplicates and other irregularities in public sector payroll? Is there an inbuilt automatic system to flag irregularities off and how are these dealt with?

6. Who has the authority to create and change payroll accounts and what controls or checks exist to ensure that these individuals do not abuse their assigned authority?

7. Was there a specific failure of duty on the part of officers, both junior, middle management and Senior civil servants? Are we able to identify where this failure occured and how it occurred?

8. This problem appears to have been going on for more than 10 years. How did it happen that no one saw this, or could this have been a well designed thieving syndicate involving senior civil servants?

9. Is there a system in place specially for identifying ghost workers? If so, how does this system work? If not, why when we have known for a very time of the existence of this problem?

But after all these questions have been answered, PSMD needs to be given SMART performance objectives and targets which they must deliver without fail; or there must be a heavy price to pay by those in charge.

When over 60% of Zambians live beneath the margins of poverty, less than $1.25 per day, it is unfathomable that in a country that boasts of being mounted on Christian morality, such open season plunder, theft and abuse of public systems and resources can be permitted.

We need an independent, public inquiry to get to the bottom of this problem.

KCM ramps up production and commits to settling outstanding liabilities

Konkola Copper Mines Plc (KCM) has continued to ramp up production at all the Business Units including Nchanga Business Unit, Konkola Business Unit and Nampundwe Mine near Lusaka, while the Smelter at Nchanga is undergoing a planned shutdown. The Smelter is scheduled to restart operations by 19 November 2019.

According to a statement released to the media, the Konkola Underground Mine at Chililabombwe is targeting close to 2,000t of integrated copper in concentrates this month while Nchanga Underground and Nchanga Open Pit Mines have targeted 1,300t of copper in concentrates. The Tailings Leach Plant (TLP) at Nchanga has set a target of at least 3,000t of cathodes for the month of November.

Management, employees and contractors are doing a good job and my focus continues to be ensuring that we nurture the value of the KCM asset. This requires improving the Company’s production but also securing the funding to help sustain the KCM’s working capital which was completely eroded during the previous era.

Engagement and cooperation with all suppliers and contractors is ongoing and liabilities are being addressed. As the Company’s operations ramp up more of our suppliers will be paid within a given time-frame. All KCM suppliers and contractors are key to the company’s long-term operations and we are grateful to them for their understanding, patience and support.

The Statement concluded by saying that KCM remains committed to settling any debt owed to respective stakeholder groups and commits to engaging all stakeholders to ensure sustained operations of the Company for the benefit of employees, suppliers and contractors, communities, the Government, regulatory authorities and customers.

The Government of the Republic of Zambia has informed delegates to the Nairobi Summit the International Conference on Population and Development (ICPD@25) that the country has adopted a comprehensive response to ending child marriage through multi-sectoral planning and implementation of interventions.

Minister of National Development Planning, Honourable Alexander Chiteme, who is leading the Zambian delegation on behalf of His Excellency Mr. Edgar Chagwa Lungu, President of Zambia, said the comprehensive response has brought together all key sectors such as education, health, social services and justice sector. Hon. Chiteme said education includes life skills for both in and out of school adolescents and young people, health includes assess to sexual reproductive health information and services, while social services include social cash transfers and economic empowerment and livelihood interventions.

“It is worth noting that Zambia was one of the first countries in Africa to develop a National Strategy on Ending Child Marriage and this national strategy also has a costed National Plan of Action. Further, we have a national communication and advocacy strategy.
The formulation of these policy documents was led by the Government with support from the UN system particularly UNFPA and UNICEF,” Hon. Chiteme said. “These sectors each bring their comparative advantage at national and sub-national levels.”

He informed the delegates that the Zambian Government and other stakeholders work together to ensure traditional and religious leaders, parents, traditional marriage counsellors, young people, adolescents, children and everyone in communities was reached with information on the dangers of child marriage and other harmful practices and the benefits of staying longer in school and delaying marriage. 

Hon. Chiteme said keeping girls in school until completion of secondary school and enhance their potential and capacities through tertiary education and other forms of skills training including technical and vocational training was very important.

The Continued Rumours of the Sale of Kawambwa Tea Company is Causing Tension- Chief Munkanta

Chief Munkanta of the Chishinga people in Kawambwa District has expressed concern over rumors circulating in the area regarding the purported sale of Kawambwa Tea Company.

Chief Munkanta says he is worried that if left unchecked, the continued rumours of the purported sale of Kawambwa Tea Company may trigger tension in the area.

ZANIS reports that Chief Munkanta said in an interview in Mansa on Monday, November 11, 2019, that the rumours, which started on social media alleging that the Industrial Development Corporation (IDC) has put the tea firm up for sell have caused panic among the workers and general public.

The traditional leader explains that since the rumours started, he has been receiving people to enquire on the matter while others have accused him of backing the move to sell the company.

The Chief has since appealed to IDC to immediately address the matter with the workers and members of the general public to avoid unnecessary speculations.

The traditional leader said the reports have been received with mixed feelings by the people of Kawambwa considering the troubled history of Kawambwa Tea Company.

He says some of the workers especially those owed money by IDC, fear that they may lose jobs and money in the sale process.

The traditional leader who has since written IDC on the matter, has called on the body to allay fears of the purported sell by providing clarity and an affirmed position on the matter.

He has since called on the people to exercise patience while the matter is being handled by the authorities.

Chief Munkanta has, however, commended government for the current transformation of Kawambwa Tea Company under the management of the Zambia Forests and Forestry Industries Corporation (ZAFFICO).

President Edgar Lungu is today expected in Eastern Province for a four-day working visit.President Lungu is expected to commission the newly constructed Lumezi nursing school and acquaint himself with developmental projects being undertaken in various parts of the region.

Provincial Minister, Makebi Zulu, told ZANIS in an interview in Chipata that the head of state will also visit Chadiza, Katete, Lundazi, Chasefu and Vubwi districts and return to Lusaka on Sunday after concluding his tour of duty.

Mr Zulu, who is also Malambo Member of Parliament (MP), has urged civil servants and members of the public to turn up in numbers and show solidarity to the President during his visit to the province.

And Patriotic Front (PF) Eastern Province Chairperson, Andrew Lubusha, has appealed to party members to show exemplary behavior during the President’s tour of the province.

Mr Lubusha also urged party members to take it upon themselves and explain to people the developmental projects being undertaken by the PF administration in various parts of the Province.

He added that party members should show their support by ensuring that people are aware of health facilities, schools and roads being constructed and rehabilitated across the region.

11- year- old minor sets herself ablaze in a suicide attempt.

An 11- year- old minor of Phyanakunda village in Chief Lundu’s Chiefdom of Muchinga Province has set herself on fire allegedly in a suicide attempt.

The identified victim, a grade four(4) pupil of Phyanakunda Primary School doused herself with diesel before setting herself ablaze on Sunday, November 10, 2019, around 08:00 hours.

ZANIS reports that both Chief Lundu of the Senga people and aunt to the victim, Phostina Ngoma, have confirmed the incident in separate interviews in Chama today.

Chief Lundu explained that trouble started from school was the girl felt that she was being mistreated by her fellow classmates.

Chief Lundu, who rushed to the hospital where the minor was admitted for medication, has advised young people to be tolerated and endeavor to control their emotions.

Stressing that committing suicide is not a solution to solve problems, Chief Lundu said what has happened in Phyanakunda village is regrettable.

He also appealed to law enforcement agencies and the education authorities to fully in investigate the matter and bring to book culprits.

And aunt to the victim, Ms. Ngoma narrated that the victim poured diesel on her body and later set herself ablaze using a match stick.

She said other relatives to the girl who were nearby managed to put out the fire and rushed the girl to Chama District Hospital where she is currently admitted and receiving medical attention.

Meanwhile, Chama North Member of Parliament Darious Mumba has donated accessories to help the patient with her quick recovery.

The Member of Parliament has since advised and cautioned people in the Constituency to desist from keeping flammable substances like disease, and petrol in their houses and anywhere within the reach of children.

Mr. Mumba has also thanked the health practitioners for their quick intervention and for ensuring that the victim is attended to without any delays.

Construction works for the $5.8million Water Reservoir and Water Network Connection in Mushili Township are progressing well.

According to Bwana Mkubwa constituency Member of Parliament, Jonas Chanda, the construction works are progressing well as they have reached an advanced stage.

Dr Chanda explained that the works which commenced three weeks ago are progressing well.

He added that the works are being undertaken by China National Complete Engineering (CNCE) and are expected to be completed in June 2020.

Dr Chanda added that the Water Reservoir Tank is 19 by 27 square metres with a height of 11 metres and a total water storage capacity of 5,400 cubic litres.

He further added that in addition to the Mushili project, a pump house will be constructed at the bottom of the hills at Zeeworld resettlement to pump water from the lower point to a higher point uphill into the reservoir.

Dr Chanda further said this would in turn take water downhill with increased pressure into Mushili Township.

The MP also added that so far 27kilometres of new water pipes have been laid in Jacaranda villa and 19kilometres out of the initial 41kilometres have so far been laid in Mushili Township.

Dr Chanda said once completed the project will benefit over 100, 000 resident with the supply of fresh and clean water.

The Reservoir and Water connection is costing government $3.8million while the Water Network Connection in Jacaranda Villa is costing $2million.

HH needs to be serious if he wants Dialogue with President Lungu-Davies Mwila

Patriotic Front Secretary General Hon Davies Mwila says if the UPND leader Hakainde Hichilema was serious about dialogue, he should have written to the PF Secretariat.

Hon Mwila stated that the PF has always been willing to dialogue but that Mr. Hichilema has always found excuses with conditions.

He indicated that Mr. Hichilema can NOT summon the Head of State who is also President of the ruling Patriotic Front for a meeting through the media.

Hon Mwila also said the party is happy that President Lungu is ‘game’ to contest on the PF ticket in 2021.

The ruling party Chief Executive Officer further stated that the PF Government has put Agriculture at the top of its agenda for Economic Diversification and will therefore continue supporting eligible farmers under the Farmer Input Support Programme (FISP).

Hon Mwila said timely distribution of inputs across the country is underway with the direct input supply model targeting 60% of the one million eligible beneficiary farmers.

He said the remainder of the 40% of the eligible beneficiaries will be covered under the E-Voucher System.

He said this in Lusaka at the PF Secretariat when he addressed the media on the outcomes of the Central Committee meeting held on Tuesday, 12th November, 2019.

Hon Mwila also disclosed that the PF Central Committee examined various challenges facing citizens across the country including the climate change induced power deficit, drought and high mealie meal prices.

The Secretary General further disclosed that for the Milenge Council Chairperson by-election in Luapula Province, the party’s adopted candidate is Mr. Benny Chola Mibenge, while the Campaign Manager is Hon Dr. Chitalu Chilufya, who will be deputised by Hon Anthony Kasandwe of Bangweulu Constituency and Hon Anthony Malama from Nchelenge Constituency.

Zambia U23 striker Patson Daka admits they have a herculean battle to beat the odds this Friday in order for them keep their Olympic qualifying dreams alive at the ongoing 2019 U23 AFCON in Egypt.

Zambia are battling to stay alive at the 2019 U23 AFCON after losing 3-1 to Nigeria in Cairo on Tuesday in their penultimate Group B match after kicking off the tournament with a 0-0 draw against South Africa on November 9.

That result left Zambia bottom of Group B on 1 point from two games and they must now beat Cote d’Ivoire on November 15 and then count on a helping hand from Group B leaders South Africa in the other simultaneous kickoff against Nigeria.

Cote d’Ivoire are third on 3 points, tied with second placed Nigeria while South Africa have 4 points.

“Well, I am very much disappointed. We did our best in order to get the three points unfortunately it did go our way,” Patson said and who also scored Zambia’s lone goal in that match.

“Everyone knew how important this game was and how the three points would have changed the situation but, nevertheless, we have to learn from what we have not done well in this game and we move into the next game.

“For now, we have to concentrate on the last game. We have to aim for maximum points and what we need to do is just to get the three points but we don’t know what will come tomorrow because fate will decide our stay.”

Chiyangi Faces His Biggest Chipolopolo Trial

Unbeaten Aggrey Chiyangi on Thursday faces his biggest test as caretaker Chipolopolo coach.

Chipolopolo take on defending African champions Algeria in a 2021 AFCON Group H opening qualifier away in Blida.

Chiyangi is unbeaten in his last ten games in charge since he was handed the job in an interim capacity last March after Sven Vandenbroeck’s nine month reign was not extended.

Despite collecting four wins abd six draws, Algeria are about the biggest top ten African side Chiyangi will face in his nine months at the helm.

Furthermore, Zambia face Algeria for the first time since September 2017 when Chipolopolo completed a historic double over the two-time African champions winning 3-1 in Lusaka plus a debut away victory when they left Constantine with a 1-0 result in a 2018 World Cup Group B qualifying fixture.

Defender Kabaso Chongo, who was appointed captain by Chiyangi in his first game in charge against Namibia nine months ago, said they were under no illusions about what awaits them at Algeria’s fortress in Blida.

“It is possible to hold them again if we work together as a unit. Football is dynamic, anything can happen,” Kabaso said.

Meanwhile, the pressure is back on Chipolopolo after their U23 counterparts’ 2020 Olympic Games qualifying hopes were dented on November 12 following a 3-1 loss to Nigeria in a 2017 U23 AFCON U23 tournament Group B match in Cairo.

Moreover, it’s a complicated situation as Chipolopolo embark on the first steps down redemption road after failing to qualify for their last two AFCON’s.

But Chiyangi still has ample firepower at his disposal in Blida led by Justin Shongo and Lazarus Kambole who are a different disposition at Chipolopolo despite their enigmatic form at Kaizer Chiefs and Orlando Pirates respectively.

Chipolopolo also face Algeria for the first time without veteran goalkeeper Kennedy Mweene who has yet to receive a call-up in Chiyangi’s regime.

And son the unenviable job of keeping a clean sheet against the African champions is likely to be handled by Zanaco’s Toaster Nsabata as the battle to win the public’s confidence back in Chipolopolo begins.

LAZ President grilled at the constitution court by opposing Lawyers

The President of the Law Association of Zambia (LAZ) struggled and failed to clearly explain to the Constitutional Court whether by inviting institutions and persons to make submissions, the National Assembly attempted to involve the people in the legislative process.

In a matter in which LAZ has challenged the enactment of the Constitution of Zambia Amendment Bill 10, Solicitor General Abraham Mwansa asked LAZ to read paragraph 8 of their Witness statement in which he stated:

“[8] I note that the Third Respondent in an effort to involve the public in the legislative process in line with the provisions of Article 89(1) of the Constitution wrote to the Petitioner and many other institutions and persons inviting them to submit memoranda on the Constitution of Zambia (Amendment) Bill No. 10 of 2019 (hereinafter referred to as the “Bill”)

When asked whether he agreed the National Assembly made efforts to engage everyone in the legislative process, including LAZ, Mr Mwitwa said the institutions and persons are not the people.

This prompted the Solicitor General to ask him to read the definition of persons in the Constitution and the question was repeated to him whether Parliament made efforts to engage the people including LAZ, to which he said he doesn’t know.

Another lawyer from the Attorney General, Francis Mwale asked the LAZ President to whether there was a standard procedure of amending the Constitution to which Mr Mwitwa responded by referring to the Technical Committee process preceding the 2016 amendments as the standard.

Mr. Mwitwa belaboured to explain processes which included consultative forums and conferences.

The Principal State Advocate Mwale asked him to explain which law provided for that process, Mr Mwitwa said there was none.

Mr Mwitwa also told the Court that when Parliament invited them to make submissions to the Parliamentary Committee scrutinising the Constitution of Zambia Amendment Bill, Parliament did not invite them to a legislative process but a consultative process.

When shown Article 89(1) of the Constitution on the provision for Parliament to engage in a legislative process, Mr Mwitwa maintained that the process to scrutinise the Bill by a Parliamentary Committee is not a legislative process but consultative one.
