The government says it remains committed to setting up fish cages and panes on Lake Kariba and Lusiwashi as part of its aquaculture project.

Fisheries and livestock minister Professor Nkandu Luo explained that this is aimed to enhance productivity in the fishing industry.

Professor Luo says the government has consequently secured funds for the project and disclosed that the cages had already been delivered and assembled by the contractor.

She said the cages were already at the sites but wondered why they had not been completed and floated onto the lake for the project to start running so that cooperatives could start benefiting.

The minister said her fact-finding mission was compelled by concerns raised by the representative of Sinazongwe Chiefdom, Thom Chiyumbabenzu and Chief Chipepo of Gwembe District that the project had delayed to implemented for so long.

She was speaking when she visited Sinazongwe District yesterday on a fact-finding mission over delayed implementation of the 5.9 million United States Dollars project.

She has since pledged to ensure that her the matter is followed up until implemented for the benefit of community members under various cooperatives.

Professor Luo said her ministry was an economic ministry that contributed towards the economic development of the Country.

She said if only the cages had been put up and we’re in use, disposable income and wealth could have been created for the people surrounding Lake Kariba and Lusiwashi.

“Government is doing everything possible to create an enabling environment for its citizens to create wealth and improve their livelihoods through projects of this nature.” She said.

She also challenged her officers in her ministry to remain committed and passionate to the cause and ensure that services are delivered diligently for the benefit of the people.

The Government of Zambia has announced its commitment to promote people-centered development in all sectors by integrating population dynamics into development planning at the national and sub-national levels as enshrined in Vision 2030.

Delivering Zambia’s commitments at the Nairobi Summit on International Conference on Population and Development (ICPD25), on behalf of His Excellency Mr. Edgar Chagwa Lungu, President of the Republic of Zambia, the Minister of National Development Planning Honourable Alexander Chiteme assured the international community of Zambia’s unwavering commitment to implement matters that promote sustainable development including population.

He said the Zambian Government would enhance rural industrialisation and development.

“We thus commit to invest in primary health care, particularly health promotion, and robust and sustainable healthcare financing mechanisms. We also commit to position family planning not just a health issue but as a key development agenda for Zambia to harness the demographic dividend,” Hon. Chiteme said. “Zambia commit to eliminate all forms of discrimination and strengthen humanitarian preparedness and response. We further commit to strengthen equitable access to resources to reach the most vulnerable populations.”

Hon, Chiteme, who is leading the Zambian delegation, announced that Zambia was committed to end all forms of discrimination against women and girls by domesticating international and regional instruments such as the Convention on the Elimination of all forms of Discrimination against Women and Girls and the SADC Protocol on Gender and Development.

He announced that the Zambian Government was strongly committed to end child marriage by taking all necessary measures to accelerate implementation of the national strategy and other policy and legislative frameworks to end child marriage by 2030.

“We commit to eradicate harmful traditional practices, such as sexual cleansing and some negative aspects of rites of passage that violate the rights of women, girls and children,” Hon. Chiteme said. “We also commit to promoting meaningful participation of adolescents and young people in national development by including them in development planning, implementation, monitoring and evaluation. we commit to promote generation and use of data to achieve sustainable development and make climate change a core part of economic development.”

The Minister conveyed Zambia’s gratitude to Governments of the Republic of Kenya, Denmark and the United Nations Population Fund (UNFPA) for co-convening the Nairobi summit on ICPD25 to mobilize the political will and financial commitments needed to finally and fully implement the ICPD Programme of Action.

The Nairobi Summit marks 25 years since I79 countries including Zambia adopted the landmark 1994 ICPD Programme of Action in Cairo, Egypt. The Cairo Summit recognized the relationships between population, development and individual well-being, stressing the need for universal access to sexual reproductive health as a key target of the sustainable development goals. The 2019 Nairobi Summit will map out a new 10-year vision, with fresh commitments on sustainable development.

Government has implored the Africa Peer Review Mechanism (APRM) Committee to visit the lower Zambezi National Park and carry out a thorough study on what is obtaining there and make recommendations to government.

Speaking when the he met the APRM Committee yesterday, Minister of Justice Given Lubinda said this is very important, as the issue of the Lower Zambezi has brought two economic sectors of the country into conflict and there is need for it to be scrutinized.

He said mining and tourism are of great importance in the country and therefore the APRM should make their submissions towards the conflict surrounding operations in the Lower Zambezi National Park.

Mr Lubinda assured the delegation that government will look at recommendations as well as look forward to the generation of the report from the Committee by December 15th, 2019.

The Minister also said it is important that the Africa peer review mechanism that is being worked on succeeds, noting that African countries have for a long time allowed others to assess its performance in various sectors.

“There is need to look at it critically to see how it will contribute to improving the lives of the people in the country”, he said.

He added that of all the various Africa peer reviews, the current one is extremely well focused and pointed.

Mr Lubinda, said that Zambia being the second country to participate in the peer review, the country presents itself not only to be reviewed, but also to add to the building process of the structure.

He highlighted that the process itself is being developed and that there is no template that has been proven or used elsewhere, hence the need to revise and perfect it.

The Africa Peer Review Mechanism (APRM) is a mutually agreed instrument voluntarily acceded to by the Member States of the African Union, as a self- monitoring mechanism.

The mandate of the APRM is to encourage conformity with regards to political, economic and corporate governance values, codes and standards among African countries and the objectives in socio economic development as well as ensure monitoring and evaluation of AU agenda 2063 and SDGs 2030.

Let us work to strengthen our bilateral relations-King Willem-Alexander tells Ambassador Munalula Nkandu

King of the Netherlands, His Majesty Willem- Alexander Claus George Ferdinand has called for increased collaboration and strengthening of bilateral relations between the Netherlands and Zambia.

King Willem-Alexander said Zambia and Netherlands have over the years enjoyed cordial relations which have culminated into various business activities at various levels.

The King further said that his government was keen to continue collaborating with the Zambian government on its priority sectors as well as areas of mutual benefit.

He said this during a closed-door meeting at the Noordeinde Palace in The Hague, shortly after receiving letters of Credence from Zambia’s Ambassador to Belgium and Plenipotentiary to the Netherlands, Prof. Esther Munalula Nkandu.

And Prof. Munalula Nkandu has appealed to King Willem-Alexander and the Netherlands government to consider extending cooperation with Zambia in the Energy, Agricultural and Educational sectors.

The Ambassador explained to the King that Zambia needed cooperating partners in Solar and renewable energy in order to cushion the power deficit that the country is currently facing.

She says that the dependence on hydro power supply was no longer sustainable because of the harsh effects of climate change.

She also implored the king on the need for the two governments to continue collaborating in the education and agricultural sectors.

“We had a wonderful conversation with the King on Zambia’s relations with the Netherlands, specifically on Agriculture, Energy and education. We have a few Dutch organisations present in Zambia, and the encouragement is that as they continue to expand they will engage more Zambians. This will be beneficial to both countries. In relation to Agriculture, our focus is on skills development and value addition with regards to agricultural produce in our quest to penetrate the Dutch market.”

“I also explained to His Majesty about the Seventh National Development Plan which government is using as blueprint towards attaining various goals for the country, and also our Missions strategic plan whose goals and objectives have been derived from the 7th NDP. We also spoke about Tourism, and I later extended an invitation to the King to visit Zambia. It was interesting to note that the King’s grandfather was a close friend to our First President, Dr. Kenneth Kaunda”, The Ambassador explains.

The Ambassador says that she remains optimistic of a good relationship between the two governments as they work together towards achieving goals and objectives of mutual benefit.

Aggrey Chiyangi on Thursday failed his big match trial against a continental top gun when African champions Algeria humbled Zambia 5-0 away in their opening 2021 AFCON Group H qualifier in Blida.

The result not only ended Chiyangi’s ten-match unbeaten run but also saw Chipolopolo still without an opening day victory in an AFCON qualifier since 2012 when they beat Uganda 1-0 in Ndola en route to the 2013 finals in South Africa.

Ramy Bensebaini put the defending AFCON champions 1-0 into the break in the 44th minute.

Baghdad Bounedjah struck twice, first from the spot in the 68th, and with the final goal in the 90th minute.

Youcef Belaili added the third in the 75th minute before his replacement five minutes later Hillal Soudani got on the score sheet in the 86th minute.

Algeria goes top on 3 points while Zambia is bottom.

Zimbabwe and Botswana play their opening game on Friday in Harare.

UPND Leader Hakainde Hichilema has reiterated that he does not support homosexuality.

Reacting to an Editorial Comment in the News Diggers newspaper, Mr Hichilema said he knows nothing about satanism of any kind at all.

He said he has never participated in any satanic activities.

“We do not and have never supported gay rights at any time. I am not and have never been a free mason as alleged by the PF hate/propaganda machine. I did not sell the Lower Zambezi National Park in any way,” he said.

“I am Hakainde Hichilema plain and simple and lead an honest and straightforward life and have nothing to hide. My personal culture is derived from a deep respect of hard work and profound sense of duty. That is the training I received from early childhood and from the free education I received from Zambians for which I will forever be grateful to our Nation,” he said.

“In our immediate household, all the five of us (wife, daughter, two sons and myself) are baptised members of the SDA church and are obedient followers of Christ and yet we still respect Christians from other denominations, because we know that the body of Christ is One. We believe in Christian tenets and values which by His grace we strive to abide in our daily lives as a family.”

He added, “If anyone is not sure about something concerning HH all they need to do is ask me and I will answer in the most honest and prudent manner as guided by the Word of God in Matthew 5:37, “Let a no be a no and yes be a yes.”

Government pays US$27 million to Eskom for 300MW power imports for one month

The Zambian Government has paid $27 million to Eskom of South Africa for the importation of 300 megawatts of electricity for a period of one month.

Finance Minister Bwalya Ng’andu told Journalists in Lusaka this morning that a bank transfer of the amount to Eskom was made on Thursday.

Dr Ng’andu however said he is not sure which day the power will start coming to Zambia but assured that ZESCO was working hard to ensure the imports starting flowing.

Dr Ngandu said ZESCO will import 300 megawatts of power from Eskom.

He said he will engage Zesco to find out when the imports will start after making the payment.

“We have met the obligation of importing power from ESKOM in South Africa. We have paid for one month for us to import 300MW from ESKOM. I will have to talk to Zesco to see when the imports will start, but we have the resources,” Dr Dr. Ng’andu said.

Meanwhile, Dr Ng’andu also revealed that Maamba Coilleries will be paid part of the US$20 owed to the thermal power plant by ZESCO.

He said the balance will be paid in the course of next week so that the power plant resumes its normal capacity supply of 300 megawatts of electricity unlike the current situation where the company is operating at half capacity and only providing 150 megawatts of power to the national grid.

He said the only challenge remaining in terms of stabilizing power supply is with Maamba Collieries Limited.

Dr. Ng’andu narrated that one machine at Maamba Collieries is down that generates about 150MW of power.

He also disclosed that the government is making some payment to Maamba Collieries Limited today for the money it owes the company.

The government says the self-regulatory framework for churches and religious organizations is not meant to curtail the operations of church organizations in the country.

ZANIS reports that the Minister of Religious Affairs and National Guidance Godfridah Sumaili explained that the self-regulatory framework is aimed at ensuring that churches adhere to legal, ethical and other standards.

Reverend Sumaili said the self-regulatory frame will guide the church and religious organizations, from external control.

The Minister said this in a speech read for her by the Ministry’s Permanent Secretary Howard Sikwela.

Reverend Sumaili added that the regulatory framework will also protect the congregants and the public from false men of God.

She noted that lack of a regulatory framework exposes the country to abusive and false teachings.

The Minister was speaking on the sidelines of the ministry’s “self-regulatory framework” meeting, which has attracted church and religious community leaders from across the country.

Over 33, 000 beneficiaries benefit from FSP

Minister of Community Development and Social Services Kampamba Chewe has revealed that over 70 percent of inputs under the 2019/2020 food security pack program have been distributed to the 33,800 targeted beneficiaries.

Speaking in an interview with ZANIS in Lusaka, Mrs Chewe explained that the early distribution is meant to give ample time for farmers to plant their crops in order to secure improved yields.

“We are very proud as a ministry and our beneficiaries out there are very happy. The few times we have received complaints is when the inputs were delayed till March posing a challenge to their planting”, she said.

The Minister further added that by the close of November, 2019, all the inputs will be distributed.

She urged the beneficiaries to plant on time with support from the local officers.

Mrs Chewe added that with the Memorandum of Understanding signed between Zambia and DRC, the farmers should take advantage of the support given, by growing more maize for export.

Meanwhile the Minister assured beneficiaries of the Social Cash Transfer programme, that they will get all of their money in good time.

Mrs Chewe said the Ministry of Finance has begun disbursements of funds to Luapula and Muchinga provinces.

She stated that the ministry has been devising a formula with Smart Zambia, in order to ensure transparency of the programme.

Mrs Chewe further announced that the program will soon be launched and will see beneficiaries receiving their inputs, the bio-metrics way to ensure funds go to the intended beneficiaries.

She added that the new system will also provide an opportunity to monitor and evaluate the impact of the funds for the beneficiaries and see to it that it is used for the intended purpose.

Ministry of Religious Affairs and National Guidance Permanent Secretary Howard Sikwela has invited churches to participate in observing the celebrations on December 29th, a day Zambia was declared as a Christian nation.

Reverend Sikwela implored church leaders to encourage their members to participate in the commemorations, adding that it is a day that Zambians are called to undertake a self-introspection in realising their Christian faith journey.

ZANIS reports that the Permanent Secretary said this during the ministry’s “self-regulatory framework” meeting, which has attracted church and religious community leaders.

He explained that December 29th, has been set aside specifically to commemorate the declaration of Zambia as a Christian nation, as pronounced by Late Second Republican President Frederick Chiluba.

Meanwhile Rev Sikwela has thanked churches that participated in observing the National Day of Prayer, Fasting, Repentance and reconciliation that falls on October 18th every year.

He said the ministry was overwhelmed with the response from churches that took part in the commemoration of the day of national prayer, adding that there is need for continued unity among the Christian community.

The Permanent Secretary has further explained that other faith based denominations present in Zambia should be allowed to worship freely, adding that no one should interfere with the worship of other faiths.

He noted that despite Zambia being a Christian nation, other faiths have been recognised, and as such, they must be allowed to conduct their services freely.

President Lungu optimistic that the discussions with IMF will continue yielding tangible results

President Edgar Lungu says he is optimistic that the discussions that the government is having with the International Monitory Fund (IMF), will continue yielding tangible results.

President Lungu said the government is resolved to working with the IMF, as they are among the partners that mean well for the country.

The Head of State said this today when a three-member team from IMF paid a courtesy call on him at State House today.

President Lungu explained that the on-going discussions with the IMF, will further enhance the cooperation and in turn propel the country’s social and economic development.

And speaking in an interview with the journalists at State House, IMF Advisor for African Department Dan Ghura, said his team is in the country to have discussions with the government through the Minister of Finance.

Mr Ghura said discussions which began on Tuesday, November 12th, 2019, are expected to be concluded on Tuesday, November 19th, 2019.

He pointed out that Zambia’s Agricultural sector has drastically been affected by the insufficient rains experienced during the 2018/2019 rainy season.

Mr Ghura, however, commended government for having put in place measures that are cushioning the effects of climate change.

Meanwhile, Minister of Finance Bwalya Ng’andu also emphasized that the discussions will border on the country’s debt sustainability among other cardinal issues.

He noted that the discussions follow a meeting he held with the IMF, in Washington DC, in October this year.

Dr Ng’andu further said the on-going discussions may end up in the funded program that is cardinal for economic development.

On Energy, the Minister of Finance said the government has paid US$27 million to ESCOM, a Southern African company for power importation.

He further said the payment is a one month fee for 300 megawatts, which once imported, will reduce the power deficit.

Lungu’s presidency is too close to criminality

The interrogation and reported the arrest of former Presidential Press Aide Amos Chanda has turned yet another bad page in President Edgar Lungu’s legacy. The proximity of serious crimes and bad governance to Mr Lungu’s Presidency should worry every concerned Zambian regardless of political party affiliation.

Amos Chanda was the closest person to the President, perhaps next to our mother Esther Lungu and the fact that DEC is on his case says a lot about what happens in the corridors of State House and government circles as a whole. Many people have insinuated that there is rampant abuse of authority of office among those in government and Chanda’s case just qualifies the fears.

People close to Mr Lungu have been reported to be consistently on the wrong side of moral leadership. Only recently my elder brother Kaizer Zulu was in the news not once, but several times. Whether the allegations against Kaizer are true or not is another thing but the fact that these allegations keep surfacing should be a cause for concern because Kaizer is not an ordinary citizen, he is the President’s, right-hand man. And he is not the only one.

Today Mr Lungu is on record opposing the Constitutional Court ruling over illegal use of government resources by Ministers during the 2016 campaigns. In a normal democracy, all those who won elections using illegal means should have had their seats nullified after the Con Court judgment. As a matter of principle, the President should be the first person to protect the integrity of the Judiciary.

We have the issue of Bill 10 which has deeply divided the country because of tyrannical clauses like the one allowing the Executive to acquire loans without the approval of Parliament. These are Mafia-like maneuvers and back door Constitutional amendments which the majority of Zambians are up against. Again, the President’s arrogant response to a question on Bill 10 during his press interaction points to further arm twisting of citizens abetted by the President.

Mr Lungu needs to begin to distance the Presidency from criminality and tyranny if he needs the support of Zambians. He cannot afford to be on the wrong side of morality and expect the country to rally behind his leadership. Zambians are maturing in political decisions making and politicians should not expect that business will be as usual.

As for Amos, I cannot pass any judgment on him because he has not been found guilty of any crimes, maybe not just yet. However, his case has subtracted from the people’s expectation of the State House and the Presidency.

On a positive note, it was good to see the President finally addressing the media and taking questions. Perhaps Issac Chipampe has brought some new thinking at State House.

State House Spokesman Amos Chanda has been granted police bond after he was formally arrested by Drug Enforcement Commission.

Mr Chanda has been charged with two counts of corruption and receiving property suspected to be proceeds of crime.

His lawyer Jonas Zimba of Makebi Zulu and Associates confirmed Mr Chanda’s arrest and subsequent bond release from Woodlands Police Station.

Inviting a Head of State through Twitter is disrespectful, classless and disgusting-PF

The ruling PF has described the decision by UPND leader Hakainde Hichilema to invite President Edgar Lungu for dialogue via Tweeter as disrespectful and disgusting.

This week, Mr Hichilema sent Tweet to Mr Lungu inviting him for dialogue in order to end political violence.

“We must do everything in our power to ensure we put an end to political violence and other ills affecting our nation. I hereby request @EdgarCLungu to come to the table and dialogue for the benefit of our country. I propose next week at the Cathedral of the Holy Cross,” he tweeted.

He added, “I am not concerned about swallowing my pride in pushing for amicable dialogue with @EdgarCLungu. It is our hope that he responds so that we can chart a new course that fosters peace and democracy. The Zambian people want it and we must make it happen.”

“I can’t stand to see this anymore. Enough is enough. This is completely unZambian. @EdgarCLungu, we must meet and fix it.”

But PF Deputy Media Director Antonio Mwanza says the invitation by Mr Hichilema is disrespectful.

Mr Mwanza said it is baffling to note that, Mr Hichilema, a man who aspires to ascend to become our Head of State can have such disdain and utter disregard for the Office of President.

“Who in his sane mind can tweet a Head of State for a meeting; not even President Edgar Lungu as the Republican President can tweet Mr Hichilema for a meeting,” Mr Mwanza said.

“This behaviour from Mr Hichilema only goes to show, that the man has no respect or regard for anyone or any institution; equally it shows that the man does not understand how the real world operates, he is green, and surely not ready for office; he needs time and help ti be tutored and oriented in state craft; most importantly it exposes his desperation, hypocrisy and infantile excitement with social media.”

“Whoever is handling him must take away those tweeter handles and save this man from further embarrassment,” he said.

“Coming to the issue of dialogue, it is important to put the record straight. It is hypocritical and honestly speaking, embarrassing that Mr Hichilema can today be talking about dialogue when he has always refused and boycotted every platform that has been proposed for him to dialogue.”
