President Edgar Lungu has called on Zambians to change their mindset towards prevailing high levels of violence. President Lungu said that Zambia has enough electoral laws that can help address issues of violence.

Speaking on arrival from Livingstone at the Kenneth Kaunda International Airport, President Lungu also appealed to stakeholders to come on board and help address the issues of violence before the 2021 general elections.

President Lungu said the recent violence in Sesheke needs to be addressed and not left to worsen. The President said a clique behind the violence is known and there is need to devise ways to change their mindset.

The President who arrived at 18:25 hours was received by Deputy Secretary General Mumbi Phiri, Service Chiefs and Senior Government officials.

Meanwhile, United Party for National Development (UPND) President Hakainde Hichilema has told the people of Katima Mulilo ward of Sesheke constituency that guns and machetes on innocent people, are used by clueless people, in reference to violence he alleged was started by PF cadres.

Mr Hichilema told the voters that their job was to work flat out to kick out any traces of PF in the Sesheke constituency, adding that where PF take guns take guns, UPND will take will take love and development.

“Zambia does not need guns to fight poverty, it needs men and women with valour to redeem its run down economy and we can state here that we are part of such a progressive team,” Mr Hichilema wrote

Mr Hichilema concluded his message by urging voters to vote against the gun and brutal culture in order to prove UPND people power, their power and their land.

And the Electoral Commission of Zambia has said that Sesheke Constituency in Western Province has a total of 27,872 Registered Voters, 43 Polling Stations and 52 Polling Streams. Seven (7) out of these forty-three (43) polling stations are not easily accessible.

In a statement released to the media, the Commission said that the election results for the seven (7) polling stations will only be available on Wednesday 13th February, 2019.

The affected polling stations are either serviced by Chopper which is unable to fly at night or accessible via the Zambia-Namibia Border that closes at 18:00 hours.

The Commission further said that the Zambia-Namibia Border will be used due to the inaccessible road access on the Zambian side, adding that that the election results would have been endorsed by political party agents and other accredited observers once the count is concluded.

The polling stations referred to are as follows:

Serviced by Air Transport: Sonso School, Katete Community School and Mandila Community School;

Accessible through Zambia-Namibia Border: Mbao Community School, Imusho Primary School, Chivula Primary School and Maunga SDA Church which are all in Imusho Ward.

Due to this, the declaration for the Sesheke Parliamentary By-Election will be on 13th February, 2019.

The Commission appealed for peace and calm during Poll Day, during the Count of the result and in turn the final declaration of the winner of the Sesheke Parliamentary By-Election.

Kansanshi Dynamos shot to the top of the FAZ Division One Zone 2 table after thumping Roan United 4-0 away at Kafubu Stadium in Luanshya on Saturday.

The Solwezi side toppled Trident – who went into the weekend action as leaders before losing 2-1 at home against promoted Chingola Leopards.

Experienced striker Nasha Kaya, Girese Muyumba, Royd Alphonso and Sammy Chitete scored for Kansanshi in this Week 3 match against Roan.

Kansanshi lead Zone 2 via a superior goal difference with seven points after posting two wins and a draw.

Second placed Konkola Blades also sits on seven points following Saturday’s 1-0 win over visitors ZNS Lwamfumu at Konkola Stadium in Chililabombwe.

Striker Erick Chisala scored the only goal for Konkola.

Trident dropped from the top into third place and remains on six points.

Nchanga Rangers forced a 1-1 draw at Zesco Mansa to move to four points after playing three matches.

In Zone 1, Zesco Malaiti Rangers, Romeki and National Assembly all maintained a perfect start after posting their third wins of the season.

Malaiti hammed City of Lusaka 5-1 to stay top with nine points.

Romeki FC thumped Happy Hearts of Chirenje 4-1 while National Assembly were 1-0 winners over Kafue Celtic.

WEEKEND SCORECARD: High-scoring Zanaco admit defensive concerns

High-scoring Pool A leaders Zanaco are happy with their 100 percent start to the 2019 FAZ Super Division season but concerned about their defending.

Zanaco on Sunday beat winless and bottom placed Kitwe United 4-3 at home but raised concerns with the manner in which they conceded goals against the Garden Park side.

It was the second successive match in which Zanaco had scored four goals and above but let in two or more goals after beating Lusaka Dynamos 5-2 in their last league match on February 3.

“I think we underrated our opponents. We performed poorly and the defence is not doing enough. We have to work very hard in our next game,” Zanaco assistant coach Dabid Chilufya said.

Zanaco lead Pool A on 9 points, three more than second placed Zesco United who have a game in hand and are away on CAF Confederation Cup Group C duty away in Ghana to play Asante Kotoko on Wednesday.

Interestingly, Zanaco’s will face their biggest test in Week Four this Sunday away to Zesco at Levy Mwanawasa Stadium in Ndola.

Opposition NDC President Dr. Chishimba Kambwili appeared before Luanshya Magistrate this morning.

This is in a case Dr. Kambwili and 11 others have been charged with unlawful assembly.

Dr Kambwili and 11 others are being represented by, lawyers Christopher Mundia and Caristo Munkonka.

However trial could not proceed today, lawyers representing Dr. Kambwili and 11 Avic employees have asked for an adjournment.

The Magistrate has since granted the adjournment, and trial will commence on 13th February, 2019.

Dr Kambwili was arrested and charged with unlawful assembly after he addressed AVIC workers at his house who went to air their grievances about poor working conditions.

The Road Development Agency says it has received a report of a collapsed bridge in Mpulungu in the Northern Province on the Mpulungu to Mbala road (M2), approximately 8 kilometers from Mpulungu town at 32 kilometers from Mbala Junction.

RDA Director Communications and Corporate Affairs Public Masuzyo Ndhlovu says the Lunzua bridge approach has been washed away following flash floods being experienced in the area.

Mr. Ndhlovu said the flash floods that have taken a toll in the area are a result of the normal to above normal rains being experienced in the region.

He said the RDA technical staff have dispatched to site as the road has been completely cut off.

Mr. Ndhlovu said the Agency is doing everything possible to ensure that the flow of traffic is normalised.

He added that the road users will be advised in due course of alternative routes to use as we ascertain the immediate interventions in order to restore connectivity.

Ban of disposable plastic bags will stimulate the manufacture of durable alternatives

The Zambia Development Agency believes the resolution to ban the use of disposable plastic bags will stimulate the manufacture of durable alternatives that are environmentally sustainable.

ZDA Director General Perry Mapani says the Agency expects the ban to increase value addition within the timber industry as a result of a growth in paper-based packaging.

Mr. Mapani said the regulation is further expected to encourage innovation in the handicraft sub-sector aimed at producing attractive, fashionable, yet durable carrier bags using local biodegradable materials while creating more jobs.

He explained that the opportunities created by the new regulation will establish a vibrant and robust recycling sub-sector that will utilize locally generated waste to create profits, new environmentally-friendly products, and more jobs for Zambians.

“The growth of this sector will support manufacturing companies that spend over USS$ 30 million annually on imported packaging products. The Extended Producer Responsibility (EPR) regulations, Statutory Instrument (SI) No. 65 of 2018, which encourages manufacturers to extend their responsibility on products beyond consumption, will stimulate innovation, diversification and competitiveness in the manufacturing sector,” elaborated Mr. Mapani.

He said the Agency is further poised to attract investments in the manufacture of other durable alternative shopping bags to be used in place of disposable bags.

Mr. Mapani said in addition, this ban has the potential to assist the Country in creating a reputation of being a clean tourist paradise that would boost the Tourism Sector which is one of the priority sectors in Zambia.

He has since urged Zambians to support the new regulation, as it is illogical to continue producing products that are used once, yet they pollute the environment indefinitely.

Mr. Mapani said this action is necessary to prevent welfare losses from this and future generations of Zambians.

He said the Agency is delighted that this ban will also go a long way in actualizing the objectives of the ‘Keep Zambia Clean’ campaign.

On 3rd December 2018, the Zambia Environmental Management Agency informed the Nation that Statutory Instrument number 65 of 2018 took effect on 3rd August 2018.

According to legal provisions, a 180 days allowance was given with effect from the aforementioned date.

This means that all manufacturers of packaging materials should be registered with ZEMA by the 14th of February 2019 when the Extended Producer Responsibility takes effect.

Tourism and Arts Minister Charles Banda says Zambia looks forward to benefiting from Israel’s expertise in nature conservation and use of technology to fight poaching.

Speaking when he met Director General of the Israeli Nature and Parks Authority Shaul Goldstein at the International Mediterranean Tourism Market Fair (IMTM) in that country the Minister welcomed the decision by INPA and the Department of National Parks and Wildlife under the Ministry to enter into a Memorandum of Understanding in national parks management and development.

Mr. Banda said the MoU will include preservation of cultural, heritage sites and packaging them as tourism products, training of local people as tour guides and technical support towards capacity building and handling human wildlife conflicts.

And Mr. Goldstein said INPA is planning to travel to Zambia in September, 2019 to meet with the Department of National Parks and Wildlife to discuss the terms of the MoU and if possible, conclude the process during the planned visit to Zambia.

The Minister was also taken to visit Caesarea National Park, an ancient Herodian Port city located on Israel’s Mediterranean Coast. The Park is one of the Israel’s impressive archeological sites with a restored harbor, which was built by King Herod.

Dr. Banda is in Israel to attend the IMTM, which is one of the largest professional tourism fairs of its kind in the Eastern Mediterranean.

The event officially opens tomorrow February 12, 2019. The Minister was invited by his Israeli counterpart, Minister of Tourism of the state of Israel Yariv Levin for the two countries to discuss mutual areas of interest in Tourism.

The visit is a follow up to the 2017 meeting held during the State visit to Israel between President Edgar Lungu and Benjamin Netanyahu, Prime Minister of the State of Israel where the two countries agreed to explore tourism cooperation among other areas.

This is according to a statement issued by Ministry of Tourism and Arts Public Relations Officer Sakabilo Kalembwe.

The Matching Grant Facility of the Cashew Infrastructure Development Project has received 725 applications from citizens wishing to undertake investment projects and feasibility studies associated with Cashew nuts in Western Province.

Citizens Economic Empowerment Commission Public Relations Officer Michelo Mukata has revealed that recipients of the grants will help contribute to economic growth as well as help increase food and nutrition security in the country.

Mr. Mukata said the Commission is elated by the high number of applications received and assured the applicants that selection will be done on merit.

“As CEEC, our priority lies high in Value Addition, therefore significant investment will also be made towards cashew processing and marketing projects that will contribute to the steady growth of the Cashew sub-sector in the target districts of Western Province”, he said.

Mr. Mukata added that all successful applicants will receive 50 percent matching grants to undertake various businesses along the value chain.

“We want to encourage private sector participation in agro-processing of cashew, and we are confident that through these investments, Western Province will emerge and transform itself economically in line with the country’s Vision 2030”, Mr. Mukata said.

The Ministry of Agriculture with support from the African Development Bank is implementing the Cashew Infrastructure Development Project in Western Province, which is aimed at reviving the cashew subsector, and is one of the Government’s priority projects.

Financed by the African Development Bank, the Project is being implemented in 10 districts of Western Province and will create 100, 000 direct jobs by supporting 60,000 small holder farmers to develop and own cashew plantations.

President Edgar Lungu says Zambia has embraced the digital revolution and is promoting a smart Zambia in recognition that information and communications technology would contribute to economic growth and the job creation agenda.

The Head of State was speaking through Minister of Commerce, Trade and Industry, Christopher Yaluma, who represented him at the Smart Africa Board Meeting held in Addis Ababa, Ethiopia.

He said ICTs will encourage a knowledge driven economy and will help increase Africa’s competitiveness in the global economy.

President Lungu said ICTs have the ability to level the global playing field, unlock human capital and accelerate national development.

This is contained in a statement issued to the Media by Inutu Mwanza, the First Secretary for Press at the Zambian Embassy in Ethiopia.

Smart Africa was created by heads of states in Kigali in 2013 at which they committed to provide leadership in accelerating socio-economic development through ICT’s.

The member states also created the Smart Africa Alliance, a partnership that brings African countries together with the International Telecommunications Union, World Bank, the African Development Bank, Economic Commission of Africa, the GSMA, Internet Corporation for Assigned Names and Numbers and the private sector.

The Smart Africa also developed the Smart Africa Manifesto which promotes principles to put ICT at the center of national socio-economic development agenda; to improve access to ICT especially Broadband; to improve accountability, efficiency and openness through ICT.

It also encourages member states to place the right policy and regulatory environment that will encourage partnerships, entrepreneurship, job creation and knowledge.

Legendary Kalindula musician Brian Chilala has died.

Mr. Chilala died in a road traffic accident which happened yesterday at 23:40 hours along Lumumba road opposite Auto World.

Zambia Police spokesperson Esther Katongo confirmed the development to the media.

Mrs. Katongo said involved was a Mitsubishi Colt registration number ABD 9588 which was being driven by Brian Chilala, a famous musician, whose age and address is not yet kwown.

The accident happened due to excessive speed, lost control of the motor vehicle and hit into a street light pole and overturned once.

She said the Body in the University Teaching Hospital mortuary.

Mr. Chilala’s famous songs include among others, Nsanje Awisi Boyi, Jombo” Shimololwa and Mailesi.

On Sunday, 10 February 2019, President Lungu signed the African Continental Free Trade Area Agreement. It was witnessed by His Excellency Albert M. Muchanga, African Union Commissioner for Trade and Industry who signed on behalf of the African Union.

Consumer Unity and Trust Society (CUTS) applauds the decision of the Zambian government to join in the creation of the world’s biggest free trade area as it is expected that the agreement will yield great benefits for the continent.

Both Zambia and Botswana signed the AfCFTA agreement today bringing the total number of signatories to 52.

Recognizing the importance of the agreement as one that will liberalise trade of both goods and services for all African countries, CUTS is happy to note that Zambia will now work towards necessary processes required to ratify the agreement.

In March 2018 Zambia signed the Kigali Declaration at the AU Summit where heads of state had gathered to sign three documents, namely: the Framework Agreement establishing the AfCFTA; the Kigali Declaration; and the Protocol to the Treaty Establishing the African Economic Community relating to Free Movement of Persons, Right of Residence and Right of Establishment.

Last year Zambia did not sign the AfCFTA Agreement and opted to only sign the Kigali Declaration which was a declaratory message reflective of positive political will to launch the Continental Free Trade Area. Zambia indicated that it needed to first undertake consultations with key stakeholders. The signing of the Agreement indicates that this process has been completed however the AfCFTA Agreement will only come into force when 22 countries have ratified the Agreement.

To date, eighteen countries have ratified it and Zambia will now also begin this process. As such, it is expected that the AfCFTA could come into force this year.

The decision to establish the African Continental Free Trade Area was taken during the eighteenth Assembly of Heads of State and Government in 2012 when the Heads of State and government decided to establish a Pan- Africa Continental Free Trade Area by the indicative date of 2017. This decision was taken as part of Africa’s efforts towards fast-tracking the continent-wide free trade component of the African Economic Community (AEC) established by the Abuja Treaty of 1991. In June, 2015, the Assembly of Heads of State launched the negotiations and in January 2018, a decision was taken to launch the African Continental Free Trade Area in March, 2018.

The AfCFTA envisages liberalisation of both trade in goods and services in the first phase of negotiations, and will extend to investment, competition policy and intellectual property in the second phase.

In engaging with this agreement it is important that as a country we build productive alliances and the necessary capabilities for industry take advantage of emerging opportunities, while minimizing negative impact such as job losses.

There is no doubt that implementation of the AfCFTA will create both opportunities and challenges. Therefore, the onus is on participating countries to take advantage of emerging opportunities, while minimizing the cost of trade openness.

Home Affairs Minister Stephen Kampyongo has warned opposition UPND leader Hakainde Hichilema to refrain from using political violence to seek sympathy from the international community but to do so within the confines of the law.

And Hon. Kampyongo has further warned that Police will not tolerate any person, group or organisation behind the ongoing lawlessness in Sesheke regardless of their political affiliation.

Sesheke residents were yesterday brutally attacked by the UPND following their resolve not to be identified with the opposition political party at the time Mr Hichilema and his entourage passed through the central business district.

“Yesterday, Police advised him (Hakainde Hichilema) that President Lungu will be in town and that the Head of State and the PF will be holding public rallies but he went ahead to dare the Police” says the Minister adding that “As though that is not enough, he goes out to tell lies to the world that his life was under threat. If he is seeking for sympathy from the international community, he will certainly have to do that within the confines of the law.”

The Minister was speaking after conducting an assessment on the extent of the damage on goods and property resulting from an attack on marketeers and residents by UPND cadres.

Hon. Kampyongo who is also the ruling PF’s Chairperson for Youths and Security has reminded the UPND that Zambia has only one Head of State who is President Edgar Chagwa Lungu.

“If Hichilema opts to continue misconducting himself in the manner he is doing, the law will visit him,” says Hon. Kampyongo.

The Home Affairs Minister has urged the Police to ensure that peace returns to Sesheke in the remaining days and the post election period.

“My appeal to you the Police is that you keep vigil of any unruly behaviors and protect innocent citizens in homes and those doing business,” he said.

Meanwhile the Western Province Police Command has assured government that police officers will work tirelessly to ensure calm is restored before, during and after elections.

A district conflict management committee comprising all political parties and the police had given each political party days to campaign and that the opposition UPND leader decided to campaign on days that had been allocated to the ruling PF in order to cause chaos and cry wolf to Zambia and the international community.

Outgoing African Union ( AU )Chairperson Rwanda’s Paul Kagame has thanked the AU member states for entrusting him to lead the organisation in the previous year.

Mr Kagame commended the AU member states for the immense support they rendered during his tenure.

He attributed the achievements scored as a true reflection of the African leaders’ commitment and aspirations demonstrated.

Mr Kagame also welcomed the newly elected leaders Felix Tshisekedi from the Democratic Republic of Congo and Andry Rajoelina from Madagascar to the continental body.

He later handed over the AU chairmanship to Egypt’s Abdel Fattah Al-Sisi, who is the incoming.

And during the 32nd Official Opening of the AU Summit this afternoon, United Nations Secretary General Antonio Guterres said Africa hosts almost a third of the world’s refugees and internally persons.

Mr Guterres observed that although the continent faces many challenges, its governments and citizenry have kept their borders, doors and hearts open to millions in need.

The UN Chief has described Africa’s gesture towards refugees as exemplary.

He says the continent’s generosity to those seeking havens from war and persecution is unmatched.

According to the United Nations High Commission for Refugees(UNHCR) 2018 Report estimates show that 2, 2 75 either died or went missing in search of peaceful lands in which to settle.

Further reports reveal that six people died on average, each day.

And the UNHCR statistics in Zambia as of January 31st, 2019 show that the number of refugees recorded stood at 51, 371.

The statistics were cumulative from Meheba settlement in North-western province; Mayukwayukwa in Western province, self- settled districts in five provinces, Urban areas in Lusaka and Ndola including Mantampala in Luapula’s Nchelenge district.
