Corruption does not invest in the future, it kills the future” – Akinwumi Adesina, at World Peace Summit of Global leaders

The Africa Continental Free Trade Area is projected to make Africa the largest free trade zone in the world

“We are working hard with governments to improve transparency, governance, accountability and project delivery across the continent. Corruption does not invest in the future, it kills the future,” Akinwumi Adesina, President of the African Development Bank (www.AfDB.org) said at the World Peace Summit of Global Leaders. According to the World Economic Forum, an estimated $116 billion a year would be required to feed the world and end hunger. It would also take $8.5 billion a year to eliminate malaria.

“That’s only 0.28% of what’s lost to corruption globally every year,” said Adesina. “It would take $26 billion per year to send all kids in the world to school. The International Atomic Agency estimates that $31 billion per year would provide energy for all in the world. That’s just 1% of what’s lost annually to corruption globally,” he added.

The African Development Bank’s 2019 African Economic Outlook notes that Africa’s impressive economic growth is expected to be maintained at 4% in 2019, and 4.1% in 2020, with 40% of African countries projected to see even higher growth rates.

Pitching Africa investment opportunities to government and business leaders during his visit to Seoul, Adesina said, “There is no better time to invest in Africa than now.”

The Africa Continental Free Trade Area is projected to make Africa the largest free trade zone in the world, with an estimated combined GDP of over $3.3 trillion.

With an eye on a “future that is just around the corner,” Adesina says the Bank is working to set up a joint Korea-Africa Tech Corps program designed to bring young and talented tech entrepreneurs in Korea and Africa into wealth creating partnerships, and position Africa to be part of the mainstream of the 4th Industrial Revolution.”

The Busan Techno Park, the Busan Metropolitan City, the African Development Bank and the Government of Tunisia, are currently collaborating on a pilot Agricultural Drone project to help assess and monitor soil degradation, and provide real time data to improve productivity. The Bank intends to scale up the project across Africa, and develop other cutting edge uses of industrial drones across the continent.

With a backdrop of an improving regional economy and a move toward creating a new generation of jobs for young Africans, Adesina says, “Today, millions of unemployed young Africans have no jobs and many take enormous risks to cross the Mediterranean to seek a brighter future in Europe. The fact is, there’s no pride in seeing thousands of young men and women drown in the turbulent waters of the Mediterranean. The future of Africa’s youth doesn’t lie in Europe. The future of our youth must lie in a thriving, prosperous and secure Africa.”

At the Peace Summit for Global Leaders, the President of the African Development Bank highlighted key achievements in 2018, including, 5 million people with new or improved electricity connections; 19 million people who have benefitted from improved agricultural technologies; 1.1 million people who have benefitted from private sector investment projects; 14 million people who received access to better transport services and 8 million with improved access to water and sanitation.

Adesina said the Bank could do more with the support of its 80-member countries who are currently discussing options for the institution’s general capital increase.

“With a General Capital Increase scenario, if approved by the Bank’s shareholders, we would provide an additional 105 million people with access to electricity,137 million people with access to improvements in agriculture, 22 million people who would benefit from private sector investment projects,151 million people with improved access to transport, and 110 million people with improved water and sanitation.”

Adesina urged the Bank’s shareholders to make generous contributions in order to maintain momentum, create jobs for millions of African youth, position Africa in global value chains, and accelerate the African Union’s push towards Agenda 2063, “The Africa we want.”

The Zambia High Commission in London has expressed its disappointment to the Editorial Board of the Sunday Times UK over an article that appeared in the their newspaper dated 10 th February 2019 under the title “Zambia’s President tries to kill opponent”.

In a statement released to the media by Mrs Abigail Chaponda, the First Secretary for Press and Public Relations at
Zambian High Commission in the United Kingdom, the embassy said that they have since written to the Newspaper categorically stating that the article was malicious and did not portray a true reflection of the situation in the Zambia.

“We feel disappointed that the newspaper sensationalised accusations made by the opposition leader and his political party. Such sensational headings are not just misleading but are in bad taste given the fact that the journalist did not verify her story,” the letter.

“We take exception to the fact that the newspaper saw it fit to publish false accusations, from the political leader against a sitting Head of State bordering on liable and slander,” read the letter in parts.

The Mission advised the Sunday Times Editorial board that Zambia cherished freedom of assembly and expected every citizen to respect the rule of law irrespective of their status in society.

The Mission further advised the Sunday Times that while the Mission appreciated and espoused freedom of speech and press freedom, the Mission felt the story had not been balanced and the Sunday Times should have endeavored to get the position of Government and the police on the matter.

“In this regard, the Mission is requesting for an urgent meeting with the Sunday Times to discuss the matter and future relations. We wish to reiterate our commitment to responding to any queries from the media on issues relating to Zambia,” concluded the statement.

Yesterday the UK Zambia Times reported that Zambia’s opposition leader, Hakainde Hichilema, has accused the country’s president, Edgar Lungu, of trying to kill him.

Hichilema, 56, warned that the international community’s failure to act on state-sponsored violence in Zimbabwe is encouraging other African regimes to crack down on opponents.

The opposition leader said he was holding a rally on Friday in Sesheke, southwest Zambia, when police and activists from the ruling Patriotic Front opened fire.

“We were having a peaceful meeting when about 100 heavily armed men from the ruling party arrived, escorted by police, and started firing live ammunition on us,” he told The Sunday Times yesterday.

The Sunday Times said that they obtained Video obtained that showed terrified men and women cowering behind vehicles and fleeing through the bush amid the crack of automatic gunfire.

However, Inspector General of Police Kakoma Kanganja said that no live ammunition was fired by the officers to disperse the unruly crowd in Sesheke.

Mr. Kanganja has since warned that the police will not tolerate people perpetrating violence and that they will be sternly dealt with.

Minister of Finance Margaret Mwanakatwe
Minister of Finance Margaret Mwanakatwe

Minister of Finance Margaret Mwanakatwe has said that Government has not decided the sell of its 20% ZCCM-IH share holding. Ms Mwanakatwe said that if the decision is made it will have to go to the cabinet.

She however, said there are several companies that have offered to buy the 20% share holding of ZCCM-IH.

Speaking during the PF interactive forum in Lusaka today, Mrs Mwanakatwe also explained that the 20% is the minority sharing holding of which Zambia holds 17% and 3% is held by the French.

“We are the minority ZCCM-IH; 17%, the French 3%. As they negotiate, we sought of come together with the French who also seat on board of ZCCM-IH because they own 3%,” She said.

“We are weighing the options, should we, should we not? We have not decided to sell. If a decision to sell has to be made, I will have to go to cabinet and cabinet will make that decision.”

Mrs Mwanakatwe said First Quantum minerals (FQM) is just one of the many companies that has expressed interest to buy the shares and that government is currently weighing the offers.

“I can tell you that we have quite a few offers on the table,” She disclosed

She says this is an example that a country is attractive through the mining sector.

Meanwhile, Mrs Mwanakatwe has expressed shock and frustration at the continued propaganda by the opposition leaders that the Chinese government has taken over ZNBC, ZESCO AND KK International Airport.

Mrs Mwanakatwe who is also Lusaka Central Lawmaker said that despite the negative talk, Zambia’s economy has continued to grow at 4% adding that Zambia’s Eurobond was the best performing soverign bond on the market according Bloomberg.

Speaking, on Sunday, when she made her debut appearance on the PF interactive forum, Ms Mwanakatwe cautioned against portraying the country in bad light to the external world.

“Let’s not portray this country in bad light to the external world. Look at the Eurobond, because of all these falsehoods that we have given ZESCO to the Chinese, how dare you tell the world such a lie that we have given the Airport (KKIA) which is not even finished, that we have given it to the Chinese? How dare you tell such a lie about your own country? That we have given ZESCO to the Chinese,” wondered Mrs Mwanakatwe

“How can you tell such a lie? where was the Eurobond? 17% because of boza, falsehood!”

The finance minister also saod that government has not defaulted on any of its external debt.

“And I want to state categorically that the PF government has not and will not default on any of it external debt. we will ensure that every month when it’s time to pay the debt we will pay. when it’s time to pay the Eurobond bond we will pay”

She stated categorically that even in an event of a default it was impossible for any lender to take over the state assets because they were not offered as collateral.

“You will find that when people talk about ZESCO being taken by the Chinese, they cannot because we have a sovereign guarantee which we have put on a special purpose vehicle, outside of ZESCO. So ZESCO has not been collateralized at all. In this special purpose vehicle we have given a sovereign guarantee. The same for ZNBC, the for KKIA)international Airport.

Ms Mwanakatwe urged all well meaning Zambians to speak well of opportunities that in the country.

“Zambia’s bond is the best performing bond now according to Reuters and Bloomberg. For me, that is confidence that this economy is heading in the right direction. I urge all well meaning Zambians to speak well of opportunities that in our country

Ms Mwanakatwe disclosed that government will not be complacent with the economy growing at 4% adding that her ministry is aiming for 8 or 9%.

The President said Zambia will now work towards necessary processes required to ratify the agreement.

He said Zambia recognized the importance of the agreement as it was one that would liberalise trade of both goods and services for all African countries .

Zambia witnessed the declaration of the AfCTA in Kigali Rwanda in 2018.

President Lungu said as a committed member of the African Union Zambia will endeavour to implement programs and projects of the AU.

The AfCTA will now be sent for ratification through Zambia’ institutional mechanism.

Zambia is already in wide free trade areas through the 19 member SADC states and through the 21 Comesa member states.

The AfCFTA aims to create a single continental market for goods and services, with free movement of business persons and investments, and thus pave the way for accelerating the establishment of the Continental Customs Union and the African customs union.

It also intends to expand intra African trade through better harmonization and coordination of trade liberalization and facilitation regimes and instruments across RECs and across Africa in general.

The AfCFTA will help resolve the challenges of multiple and overlapping memberships and expedite the regional and continental integration processes.

It will also help to enhance competitiveness at the industry and enterprise level through exploiting opportunities for scale production, continental market access and better reallocation of resources.

Sinkamba Calls for Immediate Amendment of Constitution to put a Moratorium on Bye-Elections

11
Police Officers ambush a UPND rally in Sesheke

Green Party President Peter Sinkamba says Government should consider tabling a motion in parliament either this session or the next to put a moratorium on elections until 2021.

Reacting to the bloody violent scenes shown in some sections of the media connected to the PF, UPND and the Police, Mr. Sinkamba said politics of violence is politics of poverty which should be nipped in the bud.

“It is so disgusting to see those violent bloody scenes in some sections of the media connected to the PF, UPND and the Police. Politics of violence is politics of poverty. It should be nipped in the bud. That’s why we call upon the PF Government to consider tabling a motion in parliament either this session or the next one to put a moratorium to by-elections until 2021,” he said.

“First of all, since the advent of multi-party politics in 1990s, bye-elections have largely been extremely violent compared to General Elections. This is evidence enough that bye-elections are undesirable in our nation. In life, there must come a time for one to say, enough is enough and change strategy. I think time has come to say bye-bye to bye-elections. Let’s close this chapter and move on. After all, there is only two years remaining before the 2021 General Elections. So, even if a vacancy falls in parliament or council, there is nothing really tangible that you should expect the person elected in the remaining period which will add value to the electorates. I don’t think that any drop of blood is worth shedding for such a worthless opportunity,” Mr. Sinkamba said.

And Mr. Sinkamba says parties must spend their energies to showcase grand ideas which could turn around the economy of Zambia and uplift the poor majority from the jaws of poverty.

“Instead of spending our energies on shedding blood of our fellow Zambians, let’s dedicate that energy towards generating ideas that could turn around the economy of Zambia and uplift the poor majority from jaws of poverty. Let’s showcase our party ideas. Let’s show how our ideas are better than PF’s policies and strategies. Lets fight intellectually not through pangas and guns. Let’s be a beacon of civility in the sub-region and we can demonstrate civility if only we fight and triumph intellectually and not shedding blood,” Mr. Sinkamba said.

Meanwhile, Mr. Sinkamba says if Finance Minister Margret Mwanakatwe clinches an IMF bailout package, the most likely scenario is that ZESCO will be privatized.

He said that when a country borrows from the IMF, its government agrees to adjust its economic policies to overcome the problems that led it to seek financial aid from the international community.

“The IMF works with a letter of intent written by the government receiving the programme. This letter requires prior actions, quantitative performance criteria, and structural benchmarks to be approved the IMF Board. The first two are not particularly controversial. However, structural benchmarks do contain a lot of sensitive structural economic reforms, often leading privatization, labour reform, etc.

“Since a significant component of Government indebtedness is a result of loans to ZESCO, privatization of ZESCO is likely to be part and parcel of the letter of intent. I see no way that Government will demonstrate to IMF how it will overcome the ZESCO debt besides privatization.

“Besides privatization, the IMF alternative is reducing or removing subsidies and increasing the price of utilities. Such measures seek to boost government revenue and raise export earnings by making the country’s products cheaper, while raising the prices of imports. This strategy is unlikely is no option for Zambia at the moments because power in this country is already too expensive. Therefore, increasing power any further will only result into crippling the economy. So this strategy is unlikely to be a preferred option,” he added.

He urged the Finance Minister to focus more on domestic resource mobilization, especially considering the green agenda of legalization of cannabis for medicinal and industrial purposes. He also advised the Minister to consider Green Party public asset optimization strategies especially getting rid of toxic assets.

The Zambia Airways Conundrum

64

BY NDALAMA LWANDO

In 2018 alone, Zambia was visited by the likes of Will smith, Brian McKnight, Joe Thomas, Jack Ma and Prince Harry, Duke of Sussex. All the above world famous people shared one common experience: they used foreign airlines to visit Zambia.

South African Airways especially got serious media coverage when they safely landed Prince Harry at Kenneth Kaunda International airport. In other words, during the highest moments of highlight, Zambia managed miss out on the perfect opportunity to market the nation. Even when Zambia brought home the Africa cup of nations, it was on a foreign airline. Without an airline, our tourism policy remains cheap-talk.

The time to re-launch a national airline is now. Simple-minded arguments about the unprofitability of a Zambian national airline are baseless. A national airline is a strategic entity. It is almost impossible to calculate the profitability of a national airline. The balance sheet never tells the true story of the advantages of operating a national airline. For example, EMIRATES and ETIHAD have single-handedly helped turn the once desert sands of the gulf into world-class tourism destinations.

A national airline in Zambia, if successfully operated, has the potential to transform many sectors of the country’s economy. In deciding to re-open the national airline, Zambia made one right decision: choosing Ethiopian airlines as the strategic partner. Ethiopian airlines are known to be one of the most profitable airlines in the world. Ethiopian has a management model that strictly ties personnel remuneration to company performance and profitability. Unlike letting the airline rely on government subsidies, the Ethiopian business model creates company sustainability through realistic expenditure. Zambia has a lot to benefit from this partnership. The only caution is not to let Ethiopian run the whole show. We must get value for our investment.

A word of caution though: government must let Zambia airways be as autonomous as possible. Since Zambia has already committed to opening a national airline, negative talk towards the venture is hopeless. Let us instead discuss ways of making the airline profitable and sustainable. Once more, job well-done for choosing Ethiopian airlines as partners in the venture: critics can visit Ethiopian airlines websites and see the excellent performance of the company. They have been profitable for more than three (3) decades consistently almost. Ethiopian also has the most realistic personnel remuneration in the aviation industry: they even partner with Boeing to manufacture and supply electrical wire looms (cables) manufactured right in Ethiopia. In short, Zambia will have a lot to learn from Ethiopian counterparts. My appeal is to ministry of transport is this: formulate a statutory instrument (SI), making all corporate and group GRZ travel by air mandatory.

Currently, too many business and GRZ travel is by road, making our aviation industry fragile and non-competitive. Almost all companies and GRZ ministries hold annual general meetings and other workshop in various parts of the country. Unfortunately, they all use government and private vehicles, which require large sums of money on fuel and food, and waste even more time on the road. These endless road trips actually make the driver tired upon arrival to the destination, and further congest our roads. Local air travel can solve this problem.

Another reason the aviation industry in Zambia has stagnated is because of the myth that air travel is very expensive and reserved for the elite. The truth is actually the opposite; most people travelling between Lusaka and Johannesburg by bus actually spend more money and more time on the road.

The role of our Zambia airports corporation therefore is to expand their facilities into common places like Inter-city bus Terminus, Shopping malls, Markets and hotels for more efficient Marketing, air ticket sales and airport shuttles services. This practise of taking air travel to local communities is worldwide: potential travellers can actually check-in at a shopping mall and board a bus straight into the plane. This cuts outs the cumbersome airport logistics which many local travellers find unpleasant.

Besides, most local middle-income businessmen and women find our airport environment and pre-flight procedures intimidating. A word of caution: please avoid unnecessary rebates and free travel for politicians and airline personnel. Corporate clients should also pay promptly: many companies go down because of huge unpaid corporate client bills. Let us put our heads together and make the national air career a success story.

Today’s Message: Open Hearts

2

Today’s Scripture

“But whoever has the world’s goods, and sees his brother in need and closes his heart against him, how does the love of God abide in him?”
(1 John 3:17, NASB)

Open Hearts

Everywhere you go these days, people are hurting and discouraged; many have made mistakes; their lives are in a mess. They need to feel God’s compassion and His unconditional love. Is your heart of compassion open to them? Do you take time to make a difference in others’ lives? God has given you a heart of compassion, but you must decide to keep it open and allow the love of God to flow through you to those around you. In order to experience God’s abundant life, you must keep your focus on helping other people. Don’t allow the enemy to keep you so busy that you overlook the needs of those around you. Make a decision to show God’s love and goodness wherever you go. Be on the lookout for people you can bless. Go out of your way to show God’s compassion, and as you do, you will rise higher and experience the best plan God has for your life!

A Prayer for Today

“God, you have my best interests in your heart. I want to learn to show that love to the people in my life. Help me to open my heart and find ways to show compassion and love to those around me. In Jesus’ name – Amen.”

Meanwhile in Pool B, Nkana tumbled from first to fourth following a 2-2 away draw at sixth placed Forest Rangers in a lunchtime kickoff at Levy Mwanawasa Stadium in Ndola.

But Nkana had to rally twice to collect the point after Yvan Mballa put Forest ahead in the 10th minute.

Fred Tshimenga scored his second goal of the season with a 40th minute equalizer to see the two sides go 1-1 into the break.

But Forest reclaimed the lead through Douglas Muwowo in the 46th minute before Walter Bwalya salvaged a point for the record 12-time champions when he restored parity in the 59th minute.

Nkana have 5 points, two points behind leaders Buildcon who demolished Lumwana Radiants 4-1 in the late afternoon kickoff at the same venue.

Student leaders “bought” to support removal of living allowances worries ZANASU

Minister of Higher Education Nkandu Luo
Minister of Higher Education Nkandu Luo

The Zambia National Students Union (ZANASU) is aware of desperate attempts by some minister who is using former students to ferry selected students to Lusaka to parade them. force them to sign and read out a pre-written statement purporting that students have welcomed the decision by Higher Education Minister Professor Luo to abolish a living allowance for students, when the Minster has no such power to abolish the provision of an Act of Parliament unless by Parliament itself amending the law.

We want to be clear that ZANASU is not opposed to extension to loan scheme to all public and private universities and have been rightly been calling for such a move. We believe the loans are not supposed to be given based on institutions but based on the needs of individual student enrolled in all higher institutions of higher learning. The current arrangement of giving loans based on institutions of learning has been designed to portray it as a privilege and at the mercy of the Minister although the intention of Parliament was to have all students access loans.

We want to be clear that these politicians will find a few student leaders who will be ready to sell their souls by supporting an illegal move to abolish a living allowance for students but we remind these Union leaders that they must remember that posterity will judge them harshly when, generations to come, students from poor families will fail to enrol in these universities because their parents.

The current decision by Government through the Minister of Higher Education will send enrolled students who cannot afford to find meal allowances to engage in bad and immoral vices which include prostitutions and stealing in order to raise money for their meals while studying in our public universities. There is no caring parent who makes such decision to push children into immoral acts at the time when Government is struggling to combat the raising HIV/AIDS pandemic and to ensure our youth are brought up to become responsible citizens.

We are not surprised by the decision by Professor Luo do deny students a living allowance because her decision explains the level of care the Minister has and her views about society generally. We however appeal to other leaders in government including President Lungu who may have a working conscience to look into this matter and reverse it. That stated, ZANASU continues to explore all avenues available to challenge the decision by the Minister to abolish a living allowance, a move that has usurped the power of Parliament to make and unmake laws.
