Accountant General Dr DICK CHELLAH SICHEMBE – making a presentation on the Public Finance Act, No 1, 2018 @ Protea Hotel in Chisamba
Secretary to the Treasury FREDSON YAMBA has said Controlling Officers are instrumental in actualizing President Edgar Lungu’s immutable vision of ensuring that there is prudence in the management and utilization of public resources.
Mr. Yamba says the Ministry of Finance WILL NOT HESITATE to evoke the sanction provisions of the Public Finance Management Act, 2018, against erring Controlling Officers and other public officials when regulations and rules governing the handling and utilization of public resources are contravened. He has urged Controlling Officers to ensure that the irregularities pronounced in the auditor general’s report begin to get reversed in future audit instances.
The Secretary to the Treasury was speaking to Controlling Officers at Protea Hotel in Chisamba, Friday, 2nd November, 2018, during the official opening of a sensitization seminar on the New Public Financial Management Act, 2018. Under section 10 of the Act, a Controlling Officer is responsible and accountable for the proper financial management and expenditure of public resources appropriated to a public body.
He told the delegates that the Treasury Single Account; a unified structure of government bank accounts established under section 25 of the Public Finance Act, No. 1, 2018, has been rolled out to 57 out of 62 targeted public sector institutions. He said the impact of the Treasury Single Account has been phenomenal as the Treasury is now able to effectively manage cash resources at reduced cost.
Mr. Yamba listed some of the milestones achieved during the last six years [2012 to date] of implementing public financial management reforms; whose objectives were to enhance accountability, transparency, and strengthen budgeting processes and oversight institutions, as:
Establishment of parliament radio, television and communication systems at the National Assembly;
Construction and operationalization of Offices of the Auditor General in provincial centers; and,
Implementation of the Integrated Financial Management Information System [IFMIS] in Ministries, Provinces and Other Spending Agencies.
Accountant General Dr DICK CHELLAH SICHEMBE – making a presentation on the Public Finance Act, No 1, 2018 @ Protea Hotel in Chisamba

He outlined the fiduciary duties for controlling bodies as; taking utmost care with respect to public assets; ensuring that conflict of interest is avoided in the management and handling of public resources; and, consistently acting with fidelity, honesty and integrity in respect of public resources to ensure that the best interest of the country is served.
And sharing the experience of not having audit queries in the current audit report with other delegates, Luapula Province Permanent Secretary BULETI NSEMUKILA has said Controlling Officers need to build their financial governance team through close collaboration with accounting, auditing and procurement personnel. He warned his fellow Controlling Officers against disregarding advice on financial management matters.
Dr. Nsemukila further cautioned the Controlling Officers in whose provinces Expo’s are taking place to be on high alert and assure that all resources, included those donated by the private sector and other well-wishers are disclosed and properly accounted for.
Section 24 of the Public Financial Management Act, No.1, 2018, demands the channeling of donations and grants through the Consolidated Fund on the approval of the Minister of Finance, who then is required to submit a supplementary request to Parliament for approval within the year.
Eastern Province Permanent Secretary CHANDA KASOLO sharing experiences with other Controling Officers @ Protea Hotel in Chisamba

One of the largest single emeralds ever found.-the massive 1.1kg emerald mined at Kagem mines recently -GEMFIELDS
People in Lufwanyama should be able to directly benefit from the emerald wealth in the same way that the people in Mansa should directly benefit from the very valuable Manganese being mined there.
The Movement for Economic Emancipation (MEE) makes no apology of the fact that it is now about time Zambians were really empowered to take a real stake in the economy of the country.
First President Kenneth Kaunda and the United National Independence Party (UNIP) had good intentions with their Mulungushi Reforms of 1968 but the execution of those policies left much to be desired.
MEE will pursue Mulungushi Reforms Phase II (MRII) with the aim to ensure Zambians acquire stake in businesses across the country with priority given to local people!
Early this month, a 5,655-carat emerald crystal was unearthed at the world’s largest producer of green stones at its Gemfields Mines in Lufwanyama and the locals may not even be aware of this development.
THANK YOU

MEE – BRIEF INTRODUCTION
THE MOVEMENT FOR ECONOMIC EMANCIPATION was born out of THE 3RD WAVE MOVEMENT which was formed by a group of ordinary Zambian citizens coming from a broad spectrum of professional and business life who had decided that we had had enough and were sick, tired and fed up with seeing our nation being driven under the malaise of mediocrity, low expectations and break down in the rule of law.
We had had enough of the colonial and oppressive politics of division, enough of wanton corruption and abuse of state institutions.
Together we came to the conclusion that it does not matter what we do in our individual professional or business endeavours – if we do nothing about politics, we will be stuck in the cycle of mediocrity, low expectations, break down in the rule of law, colonial and oppressive politics of division, wanton corruption and abuse of state institutions till Kingdom come.
We have therefore decided to get involved with this citizen – led political movement to ensure we fix our politics in the most wholesome and fundamental way that is humanly possible to do and create a country that works for everyone in which how far you go in life is limited only by your personal drive, ambition and God’s providence and a country in which God is the REAL master of the people while those who serve in public office are but servants of the PEOPLE.

DR Congo has replaced Reunion as opponents of the 2018 COSAFA U20 Cup hosts Zambia.

Mozambique and Malawi are the other teams in Group A.
It will be the third team DR Congo will participate as a COSAFA guest side.
DR Congo finished third at the 2016 COSAFA U20 Cup in South Africa after their senior counterparts earlier in the year finished fourth at the COSAFA Senior Challenge Cup that was also hosted by the same country.
FILE: Vice President Guy Scott,First Zambian president Kennneth Kaunda and Mama Chibesa Kankasa during the U.S independence anniversary
First Republican President Kenneth Kaunda has described the late Freedom Fighter, Mama Chibesa Kankasa as an example of a practical believer in the “ One Zambia, One Nation,” motto which calls on all Zambians to live in unity and love.
In his tribute to Mama Kankasa made available to media in Lusaka yesterday, Dr Kaunda said the late veteran politician actively contributed to the stable foundation of the country.
Dr. Kaunda says the late Mama Kankasa worked hard for the welfare and development of the people of Zambia and Africa, before and after independence.
“I remember her dedication and courage during the struggle for our independence. She worked with men, women and young persons to press for change in the fight against colonialism and racism.
Dr. Kaunda recalled that after independence, Mama Kankasa served in various portfolios such as a Member of the Central Committee, and Chairperson in the Women League, among others.
The founding father noted that Mama Kankasa also played a major role in uplifting the welfare of the freedom fighters and the underprivileged in society.
He said the late mama Kankasa attended an intensive programme to redress the imbalances that Zambia’s population had in terms of basic needs.
He added that Mama Kankasa also worked tirelessly for the development and unity which she contributed greatly to national, regional and global progress.
“My brothers and sisters, in Mama Kankasa, I have lost a great comrade but I am comforted by various activities that she achieved as her legacy caries on, following her example of practising ‘One Zambia, One Nation,” as there is no other way but for all of us in the nation to work together in unity,” Dr. Kaunda explained.
