SADC commends President Lungu for accepting the Chairmanship

The Southern Africa Development Community (SADC) Executive Secretary Stergomena Tax has commended President Edgar Lungu for accepting the Chairmanship for the Organ on Politics, Defense and Security Cooperation.

Dr. Tax noted that the SADC Chairmanship for the organ on Tax, Defense and Security Corporation, is not an easy task as it calls for serious commitment, time and resources.

She was speaking in Lusaka today when she paid a courtesy call on President Lungu at State House.

Dr. Tax stated that the meeting with President Lungu was aimed at briefing the Head of State on important issues that come with the SADC Chairmanship and also to provide guidance.

She added that her visit also involves exchanging views on the role of the Chairmanship as well as how to relate with other structures within the community.

The SADC Executive Secretary said other issues of importance that needed to be discussed with President Lungu include the general political situation in the region and consolidation of democracy among the SADC member countries.

And Special Assistant to the President for Press and Public Relations Amos Chanda told journalists that the meeting also looked into the security situation in the region and also focused on the electoral process in Zimbabwe.

Mr. Chanda said Dr. Tax is hopeful that the two political parties in Zimbabwe will resolve their post-election situation in a civilized manner that would stabilize peace in that country.

He also said the SADC Executive Secretary further revealed that President of the Democratic Republic of Congo Joseph Kabila assured SADC that he would abide by the country’s constitution that bars him from contesting in the December elections.

Meanwhile, Mr. Chanda said President Lungu who takes up the SADC Chairmanship this month pledged his commitment to promoting democracy in SADC member states.

Mr. Chanda said President Lungu made an assurance to offer the experience that Zambia has demonstrated during transitions to promote and maintain peace in the region.

He added that among other things, President Lungu pledged his commitment to ensure that all parties taking part in the December DRC elections, campaign freely and that the election unifies the people in that country.

Chipenzi is demands K450,000-00 from the FODEP as terminal benefits

Former Foundation for Democratic Process FODEP Executive Director McDonald Chipenzi is demanding K450,000-00 from the organization as terminal benefits.

According to a letter address to FODEP, Mr Chipenzi through his lawyers Messrs Shepande and Company, is demanding that the organization has abrogated the law by not paying him his benefits.

“We have been retained by Mr MacDonald Chipenzi, kindly therefore, note our interest. Mr Chipenzi advises us that he served your organization under three contracts of service fron January 2011 till his dismissal in February 2016 four months before the last contract was due to come to an end,” the letter reads in part.

“Mr Chipenzi was entitled to 1. Leave days, 2. Days worked in the month of termination, 3. Hand shakes, 4. Contributions by the employee to Pension Scheme if any. In light of the above, our instructions are to demand for your payment of K450,000=00 being accured salary arrears and leave days as at 31 July 2018 plus 10% our cost of collection.”

The lawyers states that legal action will be taken if the organization fails to pay.

“Should you fail to settle the same within 7 days of date hereof, we will commence legal proceedings whose attendant costs you shall bare.”

Government to hold NGOs Conference at the end of August

Government will on August 30th to 31st hold the 2018 Congress of Non-Governmental Organisations (NGOs).

The Department of Registrar for NGOs under the Ministry of Community Development and Social Services and the Council of NGOs will facilitate the holding of the conference in line with the provisions of the NGO Act number 16 of 2009.

Ministry of Community Development and Social Services Permanent Secretary, Liya Mutale said modalities for attending the National Congress will be announced during the on-going Provincial Consultations to end during the last week of August.

Dr.Mutale told ZANIS in statement today that the Provincial consultations are being held in all Provinces to discuss the agenda items for the Congress.

She said it is during the same consultations that the participation modalities are being developed.

Dr.Mutale explained that the congress will among other agenda items, discuss election of the Council of NGOs in line with section 30 subsection 3 of the NGO Act.

She pointed out that the congress will have nomination of Seven NGOs representatives to be appointed to the NGO Registration Board by the Minister of Community Development and Social Services in line with section 32 subsection2 of the NGO Act number 16 of 2009.

Dr. Mutale further disclosed that the congress will see updates on the status of the NGO Policy.

Miles Sampa has been officially installed as Lusaka Mayor

Mr. Sampa took the Oath of Office, which was administered by Lusaka Magistrate David Simusamba at Nakatindi ground within the Civic Centre.

And Vice President Inonge Wina, who witnessed the Installation Ceremony called on Mr. Sampa to come up with income generating activities, that will allow the council to pay its statutory obligations.

The Vice President said Lusaka has the capacity to raise enough money and run its affairs.

Mrs. Wina also urged the Mayor to ensure the demands of the people are meet.

She said Mr. Sampa is hardworking and people in Lusaka will benefit from his experience.

Mrs. Wina said the issue of integrated planning, sanitation and solid waste management should be taken seriously.

Meanwhile, the Vice President has disclosed that Lusaka is one of the fastest growing cities in Africa with the huge challenge of urbanization.

She said there is need for integrated development planning to curtail important issues such as HIV/ AIDS which comes with urbanization.

She explained that Lusaka is one of the initial 13 global cities that is committed to ending HIV/AIDS by the year 2030.

She noted that the City signed the 2014 Paris declaration to fast track the response to ending AIDS by 2030 and achieve the UN-AIDS 90-90-90 global targets by 2020.

And Speaking earlier Lusaka Mayor Miles Sampa urged all stakeholders to ensure that Lusaka is transformed into an economic hub.

He said for the council to provide social services it must be run like a business enterprise through the promotion of public-private partnerships.

Mr. Sampa said the council is in the process of decentralization by establishing Mini-Civic Centers in all the seven constituencies, in line with the government agenda.

He said the devolution process will save residents time and money from moving long distances to come to Civic Centre when they can access these services from within their vicinities.

The Mayor said construction of the Mini-Civic Centers will spur the creation of jobs for most unemployed youths in the city.

DOHA, QATAR, August 3, 2018/APO Group/ ..The bestselling author goes Head to Head with Mehdi Hasan at the Oxford Union:

  • Argues that it is “mad, it’s crazy” not to see major problems in Western democracy today, asserting that today’s rise in populism; “has its roots in economics.”
  • Says short-sighted policies coming from the West have created “more impoverished people” around the world and “fed into issues of political instability.”
  • Asked if Goldman Sachs had a role for the 2008 financial crisis, asserts that her former employer had “no special responsibility” for what took place.
  • On reforming democracy, proposes that all citizens should take a test to ensure a “good knowledge of what exactly they are voting on.”
  • Whilst discussing aid in Africa, Moyo asserts that aid is a “corrosive force” to African democracy because countries cannot hold their governments accountable “if actually Oxfam is going to solve the healthcare problem,” or “somebody else is going to solve education.”

In a far-reaching interview with Al Jazeera (AlJazeera.com) English’s Head to Head, Dambisa Moyo argued that there are major problems with Western democracy today.

“The notion that democracy is not a problem is mad, it’s crazy,” Moyo said.
Discussing why she believed liberal democracy was “under siege,” Moyo asserted that today’s populism “has its roots in economics”, describing how “real wages have come down…over the past 30 years, social mobility has declined” and “income inequality has widened.”

She blamed short-termist Western policies, such as farm subsidies in the US and Europe’s Common Agricultural Policy, for locking “out the goods that are produced in places like Africa and South America” which has led to “more impoverished people” and “fed into issues of political instability.”

A former Goldman Sachs banker, Moyo was asked whether the company had a particular role for the 2008 financial crisis, she said that it had “no special responsibility” for what took place and that “we all have to take responsibility”.

Goldman Sachs agreed to pay $5.1bn in fines in January 2016, following an investigation by the US Department of Justice for its role in the crisis.

On reforming democracy, the international economist argued that citizens should have to take a test in order to vote and that people must have a “good knowledge of what exactly we’re voting on” before being allowed to vote.

When she remarked how voter participation was at all-time low, presenter Mehdi Hasan responded by asking “so the idea is then you make it harder for them to vote by putting a test in front of them?”

In her new book; Edge of Chaos, Why Democracy is Failing to Deliver Economic Growth – and how to fix it, Dr Moyo proposes a system of weighted voting where some individuals have more voting power than others.

When defending her proposal, which presenter Mehdi Hasan suggested was elitist and would actually “help populism”, Moyo asserted that her idea was “based on participation, not on education” and that a degree of weighted voting already existed around the world.

Speaking about China and its economic model, Moyo commented how “over 300 million people have been moved out of poverty in 30 years” and that the West should be careful not to “point fingers” when commenting on the country’s democratic record which was on its own particular “path”.

Addressing a question on the benefits of China’s economic model, Moyo noted how Chinese politicians “don’t need to seduce today’s voter in order to remain in political office” in comparison to the US, where there is a “mismatch between long-term economic challenges and short-termism in the political system.”

Economist Dambisa Moyo first made waves with her book Dead Aid, which argued that rather than alleviating poverty in Africa, aid was actually preserving it. Asked whether she believed aid had had any beneficial effects, the economist described its “corrosive nature” on “democracy on the African continent.”

“We do want to be able to hold our governments accountable but we can’t do that if actually Oxfam is going to solve the health care problem, somebody else is going to solve education, how are we able to hold our governments accountable from a public policy stance if they are not the ones who are delivering these outcomes?”

The best-selling author argued that whilst she accepted that there have been “significant wins” across Africa, “the notion that those are because of aid…is wrong.”

Moyo pointed out that China has played a hugely significant role on the continent: “We’ve had China come in, there’s been significant investment…we’re able to trade with the Chinese, for better or for worse.”

Matibini tours Constituency offices in Southern Province

Speaker of the National assembly Patrick Matibini says there is need to reform the budget system so that it suits the needs of people.

Dr. Matibini said before the country prepares the 2019 national budget, the country should first identify people’s priorities.

ZANIS reports that the Speaker said this when he inspected and toured Pemba constituency parliamentary office in Southern Province.

He also urged Professional Assistants and Members of Parliaments (MPs) to sensitize members of public on duties of constituency offices so that they appreciate the MPs ‘contribution to the country’s economic activities.

And Pemba MP, Mutinta Mazoka told the Speaker that people in her area do not fully understand the role of constituency offices.

The Pemba UPND lawmaker noted that this has led to many misunderstandings between the community and their National Assembly representative.

The Speaker is in Southern Province to familiarize himself with the operations of constituency offices.

PF Secretary General Davies Mwila and his Deputy Mumbi Phiri will today lead a team of PF senior leaders for a meeting with the Secretary General and senior members of UPND.

PF Deputy Media Director Antonio Mwanza confirmed that the meeting which is scheduled for 09:30 Hours shall take place at the UPND Secretariat.

Mr Mwanza said the meeting is aimed at strengthening unity, commencing dialogue and maintaining peace among other key governance issues.

There have been mutual efforts between the two rival parties in the recent past to broker peace and engagement in a effort to diffuse tension between their members.

Mayor Sampa’s installation on today

The installation of Lusaka Mayor elect Miles Sampa will be held at the Civics Centre this morning.

A notice from the Lusaka City Council says that the ceremony will commence at 09:00 Hours at at Nakatindi Grounds.

The ceremony will be graced by Vice President Mrs Inonge Wina.

Mr Sampa was elected winner of the Lusaka Mayoral race after polling 81, 936 beating his closest rival Kangwa Chileshe of the UPND who got 36, 753.

Provide alternative solutions to Euro Bond Refinancing-Ntewewe

The Young African Leaders Initiative (YALI) has called on the opposition and other stakeholders opposed to the refinancing of the first Euro Bond by a Turkish Firm to provide alternative solutions as opposed to simply criticising government.

Commenting on the announcement by government that a Turkish firm is interested in refinancing the 750 million dollars Euro Bond, YALI President Andrew Ntewewe said those opposed to the idea of refinancing should be heard by government and ensure that other ideas are taken on board but that criticising without solutions would not help the country in any way.

Mr Ntewewe said the issues raised by stakeholders about how the Euro Bond was spent though credible were water under the bridge and that what the nation should be discussing and focusing on is how to deal with the Bond because even if it is the PF who acquired it, the issue remains a national issue which will be inherited by whoever forms government next.

“However; we want to also think that those that are opposed to the euro bond in a democracy they must be heard and they must be able to provide alternatives, for instance if PAC or any other political party was to be in office how would they have done it?

“The very coming of armchair critics which we are seeing is irresponsible opposition! What a responsible opposition must be able to do is advise on alternatives in terms of how to move forward.

“We therefore call on all stakeholders that instead of criticising government and being armchair critics can you provide solutions and alternatives for the government to make a proper decision,” he said.

He said government was under obligations to pay the Euro Bond.

“As the Young African Leaders Initiative we have critically analysed the proposition by government and desire to refinance the first Euro Bond of 750 million US Dollars with a Turkish Firm. We want to believe first and foremost from our analysis that the Euro Bond is here, it was gotten by the Zambian government and the state is obligated to ensure that payment is done.

“Any political party that will be in government it doesn’t matter whether it will be the NDC, PAC, UPND, MNT or MMD, or any other political party that would form government they will find that there is a bond of 750 million dollars which has to be paid to these investors,” he said.

He observed that refinancing was the best alternative as it comes with benefits.

“For now, it is inconsequential how the bond was collected or how it was utilised, much as the merits and demerits can still be debated in terms of the utilisation, we believe that it is water under the bridge.What must be looked at today is how do we then deal with this bond. What are the best alternatives of paying it off?

“Government believes the best alternative is to refinance and our understanding is that refinancing will come with it a lot of benefits; the payment terms are going to be flexible, interest rates is going to be lower and it will be paid on a long-term basis. That is very important because it will allow the government to spend resources on the key social sectors of the economy which are health, agriculture and education. So we want to believe that the proposal makes a lot of sense,” he said.

Mob kills man in cold blood in Ndola’s Chiwala area

An angry mob in Masaiti district near chief Chiwala’s area on the Copperbelt has killed a man who was suspected to have killed his own daughter last Sunday through alleged practices of witchcraft.

Copperbelt Province Police Commissioner Charity Katanga who confirmed the incident said Aaron Mambwe, 59 was allegedly murdered by a mob that accused him of being a wizard who bewitched his own daughter, Lillian Chola (unknown age).

Ms. Katanga added that Ambleto Chola, son to the deceased Mr. Mambwe, reported the murder of his father killing by an unruly mob which accused him of being a wizard.

She said Ms Chola (deceased) was believed to have been suffering from severe chest pains and eventually passed on, on Sunday, July 29,2018.

She said during the burial on Wednesday, a mob of villagers lifted the coffin that contained the body of Ms Chola and began claiming that the coffin was leading them to the wizard who they said had bewitched the late Ms. Chola.

Ms Katanga said after it was alleged that the coffin pointed towards Mr. Mambwe, the mob headed towards him and began to beat him using sticks and metal bars and he died on the spot.

Ms Katanga said police rushed there and found Mr. Mambwe lying on the ground with multiple cuts on the head.

She said the body was picked and taken to Ndola Teaching Hospital (NTH) and is awaiting postmortem.

Ms. Katanga has described the development as unfortunate citing an increase in such occurrences in Masaiti and has called for the intervention of Non-Governmental Organizations (NGOs) and other stakeholders to help address the trend by sensitizing members of the public against such practices.

The Copperbelt Police Chief has also urged members of the public to come forward and report perpetrators of such vices and and has further warned anyone found wanting that the law will catch up with them .
