Zanaco’s round 10 match against Power Dynamos set for Sunset Stadium in Lusaka will headline this weekend’s FAZ Super Division action.
Power and Zanaco clash on Saturday seeking redemption after failing to win their respective last two league matches.
Zanaco lost to Zesco United and Lumwana Radiants before meeting Power, who also lost to Nkwazi on Wednesday just after a goalless draw at Lumwana.
Pressure is building at Zanaco after a string of unconvincing results amplified by the picking of one point from their last three matches.
The Bankers are 10th on the table with 13 points after playing seven matches.
On the other hand, fourth placed Power must beat Zanaco to reduce their Afive point gap against leaders Zesco United.
Power have 17 points from 9 games played.
Zesco are not in league action this weekend owing to their CAF Champion’s League assignment at home.
Meanwhile, Power are in Lusaka minus injured players Reagan Ndama Nkuy and Jean-Pierre Fukiani Mindeke but forward Lameck Kafwaya has returned to the squad.
Elsewhere on Saturday, second placed Green Buffaloes are out to reduce Zesco’s four point lead as they host National Assembly at Edwin Imboela Stadium in the Lusaka derby.
Buffaloes have 18 points after playing nine matches.
Assembly are placed 13th on the table with 11 points ftom 8 matches played.

THE Installation of Communication towers across nation is the transformation process to better lives of the people and improve the business efficiency, Eastern Province Minister Makebi Zulu has said.
Mr Zulu said this at the launch of Kafumbwe Communication site in Katete District, Kafumbwe Communication mobile tower is one of the 113 towers that Zamtel is constructing in Eastern Province.
In launching the Communication mobile tower at Kafumbwe, the Provincial Minister noted that there was a lot of trade that goes on between Zambia and Mozambique at Chanida boarder.
Mr. Zulu observed that for such trade flourish, reliable Communication system was of paramount.
He said Katete was a big agriculturial District in the Province and there was need for a reliable phone network.
He also said that the construction of communication mobile tower project will provided the much needed job opportunities for the local people, especially the youths of Eastern Province.
Mr. Zulu who is Malambo Member of Parliament said the construction of communication towers was also in line with the Government’s objective to provide communication services for all as stipulated in the Seventh National Development Plan (7NDP) covering 2017-2021.
He said the Patriotic Front(PF) Government through the Ministry of Transport and Communications was committed to increasing access to reliable and affordable Communication services across the country and today’s event Kafumbwe stands true to the unwavering commitment to the attainment of universal access to reliable cost effective communication services.
Mr Zulu commended ZAMTEL for delivering the project successful.
Speaking earlier, Zamtel Chief Executive Officer Sydney Mupeta said Zamtel was rolling out a total of 1,009 Communication mobile towers across the country and the launch was one of the 113 sites earmarked for the Eastern Province.
Mr Mupeta said it was a well known fact that Government has continued to recognise Information Communication and Technology (ICT) as crucial to national development.
He said Zamtel was fullfilling its mandate as a prime driver of digital transformation and leading provider of customer-centric ICT solutions and services.
He said it was Zamtel conviction that having the right ICT infrastructure was a prerequisite to development for any nation.

Minister of Health, MCC Hon. Dr Chitalu Chilufya has bemoaned the inadequate health infrastructure in Luano , Central Province of Zambia and has directed that 5 health posts be erected in the area to cater comprehensively to the people’s health needs.
Speaking at Chingombe on arrival for his tour of health facilities in Central Province, Dr Chilufya stated that he had decided to visit Chingombe to see first hand how health services were being provided to the people of Luano in General and in this particular case, Chingombe .
*” The Patriotic Front Government under the able Stewardship of His Excellency President Edgar C. Lungu is committed to the Universal Health Coverage agenda , leaving no one behind. The people of Luano will be part of the broad agenda to deliver health services, health access for all that summons us to the responsibility to build appropriate infrastructure and create relevant referral systems to ensure that people in Luano are linked to Health Services. ” He said .*
He stated that planning Health services involved mapping were people were staying and ensuring that they accessed health services within a 5 Kilometer radius and ensuring there was a network of clinics to provide appropriate primary health care services as well as option for referral to another facility or the next level of care.
” What we have noted here in Luano district in General is gross Inadequecy in Infrastucture for Health. Inadequate referal processes hampered by the inadequency in human resource and infrastructure but also by transport. It is important in a setup such as this that we create a network with a Zonal facility in a place were there are more people and plant health posts in places were there are non so that people stop moving long distances. In the meantime, other health posts that exist, should be referring to the Zonal facility. So that only those cases that require first level services go outside your catchment to the Mukushi Hospital.” He said .
*He stated that Luano in general did not have a first level hospital. And announced that Government would this year build a first level Hospital for the people in Luano.*
” We will position a first level Hospital strategically so that the Zonal facilities that receive referras from the Health posts are able to pour into the first level Hospital. Luano will need a fast tracked infrastructure expansion program in order to reduce inequalities and ensure that access to health for all becomes a reality. ” He said .
” For starters, Chingombe area is a facility that provides health services to a very broad catchment. Yes the population is 3200, but the distances people move to access the Health Services in some cases beyond 30 kilometers, the geographical challenges which often times involve rivers cutting off certain places from accessing health services requires that we reduce the catchment area for the first level of response.” He said .
And Dr Chilufya announced that the first thing that they would do , would be to upgrade Chingombe in order to reduce on the need for referrals outside Chingombe.
” We are going to Upgrade Chingombe to a Zonal Health Facility. And by upgrading to a Zonal Health Facility, we are going to Improve the establishment. So you will receive more human resource, more nurses, more clinical Staff. Services will be expanded. There will have to be Improved laboratory Services, there must be some form of imaging diagnostic Services. There must be some little theatre were you can do some basic cases and you will only need to refer for major surgical operations.” Said the Minister.
And the Minister of Health, has announced the Upgrading of Mpunde Mission Zonal Health Facility in Kapiri Mposhi, into a first Level Hospital.
The Minister said this when he paid a call on Senior Chief Chipepo .
He stated that President Lungu was determined to ensure access of adequate Health care services for all Zambian’s and Hence he had sent him and his team to ensure that they addressed the challenges of Health Facilities that the people of Senior Chief Chipepo’s area were faced with.
And the Chief stated that he was delighted at the gesture and pledged unflinching support to the leadership of His Excellency President Edgar Chagwa Lungu because he was bringing unprecedented development in the nation.

We have a very serious problem about jobs. Jobs, jobs, Jobs; if we don’t sort out the problem of jobs, we are in problems. Young people are coming out of school, they can’t find jobs. They are coming out of colleges, they can’t find jobs.
There is hope that, you know, with more foreign investment jobs will be created. But there will be no jobs created by foreign investors. No matter how many foreign investors we bring into the mining sector, there will be no jobs. Things have changed. Those armies of miners we used to have, we will never see them again. Those jobs have been taken over by machines, excavators. One excavator wipes out 1,000, 2,000, 3,000 jobs.
So the armies we used to have of mineworkers will not be there no matter how much foreign investment we pump into the mining sector. Equally, in commercial agriculture, we used to have huge camps of workers around a farm. We will never have those big camps of workers around farms, because one small tractor, one small combine harvester takes away thousands of farm workers’ jobs. Banks: We used to have full banking halls, full of clerks. We used to have tills from one end of the wall to the other and on each till there is a teller. Today you go into the banking halls, they are empty.
The jobs have been taken over by a machine, the ATM. The ATM doesn’t go on maternity leave. The ATM does not attend funerals, it has got no relatives. The ATM has no lunch break. The ATM doesn’t go on study leave, it simply works. It’s not possible for capitalism to address this issue of jobs.
We have to look outside the capitalist system because the current unemployment rate is inherent in the capitalist system; production for profits and not to satisfy human needs.
For us the solution will only come from peasant agriculture. And agriculture in general today, is only contributing 9 per cent or so of our GDP.
But it is deploying or we have deployed 85 per cent of our workforce in agriculture, producing 9 per cent of the GDP. We have 6 per cent of our work force deployed in industry producing 24 per cent of our GDP. We have 9 per cent of our work force deployed in services, producing 67 per cent of the GDP. But services and industry can no longer take any people.
The only sector that can take people is peasant agriculture, and by peasant agriculture everybody should be carrying a Kambwili on their shoulders. I don’t mean the brother who is in politics, I mean that little instrument we use to plough, the hoe.
We will also need people to produce vet medicines, chemicals for crops that will also create jobs in those sectors.
Peasant agriculture will also need serious marketing for inputs and outputs. That will also create jobs in those areas for marketers, drivers, mechanics and other logistics experts. We will also need to produce manufactured goods out of farm produce.
There is no need for cotton produced in Eastern Province just to leave the country and be processed elsewhere. We need clothes to start coming out of Eastern Province. We will need manufacturing industry; tailors, designers to start making clothes and we export clothes from the cotton grown by our people in Eastern Province. So, you can see that more jobs will be created around peasant agriculture than just the tilling of the land. For us that’s the way out.
We need to put more and more resources, more and more attention, more and more effort into peasant agriculture. We are the third hungriest country in the world today, after Chad and Central African Republic. What does that mean? It means we are not utilising the resources God has given us in terms of land, water and a young population. Jobs can be created and will be created by the Socialist government in 2021
A glimpse of Kabwe Central Business District after day one of a vigorous cleaning exercise carried out by the council, the provincial leadership and assistance from state police.
Kabwe Town Clerk, Ronald Daka, says the Kabwe Municipal Council is determined to rid Kabwe town of Street Vendors.
Mr Daka said the local authority has put in place stringent measures to ensure that the town is clean and healthy.
He said this during an interview with ZANIS in Kabwe that the Council is in serious consultations with various stakeholders in seeing to it that street vending is mitigated.
He said his office is, however, aware that some street vendors have erected makeshift shops in form of booths along the streets of Kabwe, especially where the mobile network booths are found.
The Town Clerk warned that such unruly behaviour will not be tolerated as the Council will soon swing into action to demolish the makeshift booths.
He said it is high time the street vendors accepted that the trend has been barned and that the decision is irreversible.
He added that his office is also aware that some vendors have returned to various places and corridors but, further, warned that the council is not sitting idle as they are addressing the situation accordingly.
Mr Daka finally warned consumers that are buying from the vendors to be cautious and avoid buying from the streets because they too will be prosecuted once they are found wanting.
He appealed to the general public to, instead, be the whistle blowers and help the council to absolutely eradicate street vending in Kabwe.
He said his office will partly depend on the general public in ensuring a clean and healthy environment.
Deputy Secretary to the Cabinet for Smart Zambia Dr. Martine Mtonga
The Government has launched the training of teachers in Information and communication technologies (ICTs). The Bachelor of ICTs with Education fast track degree program is being offered at the Zambia ICT college centre of excellence in Ndola. Deputy Secretary to the Cabinet for Smart Zambia Dr. Martine Mtonga flagged off the training in Ndola today. Dr. MTONGA who is E-goverment Division NATIONAL Coordinator in the Office of The President at cabinet office graced the occasion.
Dr. MTONGA said that in accelerating the vision of President Edgar Chagwa Lungu’s desire of making Zambia become Smart By the year 2030, it was found prudent to have government teachers trained in ICTs so that they could also go and teach the learners in the government schools in the country. “Government recognizes the role that ICTs can play in accelerating the socio economic development of our country towards an information and knowledge based economy. As a matter of fact we are living in a constantly evolving digital world, and ICTs training is cardinal” he said.
The course modules have been developed by the University of Zambia and shall be offered by the Zambia ICT college. Government through Smart Zambia has co sponsored the cost of the program. Government teachers pay 50% of the fees, while government pays the other 50%. Since the teachers are already trained teachers, the program is now for 3 years instead of 4 years.
ONE THOUSAND (1000) teachers from across the country have enrolled and have today started training. Copper belt Province Permanent Secretary Mr. Bright Nundwe also attended the launch and implored the teachers to pay attention to what the lecturers will bring out to them and maintain descipline so that the course ends as scheduled without disruptions. All the 10 provincial education officers also attended the launch.
The dean of the provincial education officers thanked government for introducing this course and said that it will easy the challenges that schools have been facing due to shortage of staff who are fully trained in ICTs as the subject is now compulsory in schools.
The Football Association of Zambia (FAZ) has with immediate effect banned City of Lusaka Football Club 2000 Plc General Manager, Mr Simataa Simataa from all football related activities for unethical conduct contrary to Article 13 (3) of the FIFA Code of Ethic 2012 Edition.
Following a meeting held by the FAZ Ethics Committee, on April 11, 2018, Chaired by Mr Kephas Katongo, Mr Simataa was found guilty of circulating illegally obtained FAZ documents on social media and to various institutions with intent to discredit the FAZ Executive members and officials of the Association and thus bring the name of the Association into disrepute.
In line with Article 78 (1) of the FIFA Code of Ethics, FAZ has further accorded Mr Simataa 10-days to appeal failure to which the decision will become final and binding.
Below is the FAZ Ethics Committee full ruling
In accordance with Article 39 (1) of the said FIFA Code of Ethics, you were duly accorded the right to be heard and you were so heard on 24th April 2018.
At the hearing, you raised the following issues:
(i) That FAZ has no code of ethics in keeping up with Article 60 (3) of the FAZ Constitution and, therefore, invoking the FIFA Code of Ethics required an executive committee resolution in accordance with Article 79 on force majeure.
Determination:
The committee considered your aforesaid issue and resolved that it lacks merit and is misconceived.
The FAZ Constitution under Article 7 clearly mandates bodies and officials of FAZ to observe statutes, regulations, directives, decisions and the Code of Ethics of Fifa (emphasis provided) of CAF and of FAZ in their activities.
Therefore, your arguments on this point flies in the teeth of Article 7 of the FAZ Constitution aforesaid and hence ought to be dismissed.
(ii) The Commissioners are all conflicted towards you on ground that one was your family member whilst the Chairman was a friend of Mr Andrew Kamanga, the FAZ President.
Determination:
You did not tell the committee what relationship you had with your alleged family member and the grounds on which the family member would be impartial against you, (if not for you), neither did you provide any proof of friendship between the
Chairman and Mr Andrew Kamanga, and if such relationship exists the grounds on which it would undermine the impartiality of this committee.
It defeats any logic to suggest that your said family would have adjudicated the case against you. In summary, your aforesaid issue lacks solid grounds.
This issue is accordingly dismissed for want of reason.
(iii) The Committee members cannot sit to judge you on ethics as they do not qualify under Article 58 (3) of the FAZ Constitution.
Determination:
The Committee was duly appointed and ratified by the FAZ Council which is the supreme organ.
It is on record that you have submitted a complaint to this Committee which is pending determination. This is a contradiction on your part as on one hand you claim the Committee has no jurisdiction to preside over your issue whilst on the other hand you have gone ahead and submitted a complaint which is pending determination to the same Committee you claim has no jurisdiction over your case.
The Committee has, therefore, resolved that your claim lacks merit more so that you as well recognise this Committee by submitting a
complaint before it.
Accordingly, this claim cannot stand and is dismissed as it is frivolous and misconceived.
(iv) The Committee has no jurisdiction over you given that FAZ rejected your application to be registered.
Determination:
You introduced yourself to the Committee as General Manager of City of Lusaka Football Club 2000 Plc.
The FAZ Constitution defines an official as follows:
“Every board member, committee member, referee and assistant referee, coach, trainer and any other person (except players) responsible for technical, medical and administrative matters in an association, a league or a club as well as any other persons obliged to comply with the FIFA statutes.”
By virtue of the above definition and your position at City of Lusaka Football Club 2000 Plc, the Committee found that you are subject to and under the jurisdiction of this Committee.
Accordingly, this assertion cannot stand and is, therefore, also dismissed.
(v) The Committee has no jurisdiction over you as a whistle blower as you are allegedly protected under Act, No. 3 of 2012.
Determination:
The Committee does take judicial notice of the need to abide by the Law, suffice to state that the Committee is within its mandate to enforce the Rules and Regulations of FAZ and FIFA statutes with a view to promote the integrity and ethics in accordance with the provisions of Articles 2 and 7 of the FAZ Constitution.
Therefore, your being summoned and your subsequent appearance before this Committee did not at all constitute intimidation and harassment.
By virtue of your being the General Manager of City of Lusaka Football Club 2000 Plc, you are obliged to observe and abide by the stipulated FIFA, CAF and FAZ statutes.
This claim has no substance and is misconceived at Law and it is dismissed
accordingly. The Committee is compelled to comment on your conduct before it. After raising your final issue, you appeared angered, frustrated and you sarcastically told the
Committee that you were going to report all members to the Anti-Corruption Commission and the Drug Enforcement Commission for a reason only well known to you.
You then stormed out of the hearing with the words “you can do anything”.
Consequently, you neglected to respond to the charges against you and undermined the hearing process which contravenes Article 41(1) and (2) of the FIFA Code of Ethics.
Your conduct of storming out of the hearing was an infringement of Article 42 (1) of the FIFA Code of Ethics.
This Article empowers the Committee to further sanction a party for failure to cooperate as was the case with you suffice to mention that your derogatory conduct which you exhibited needs to be stamped out of football and its administration.
It is regrettable that a man who was once at the helm of FAZ can behave in such a manner.
However, the Committee proceeded to hear and determine the allegations as laid down in the letter to you of 11th April 2018 and found you guilty.
The Committee accordingly resolved to forthwith ban you from taking part in any football related activities in accordance with Article 6 (1) (h) of the FIFA Code of Ethics, 2012 Edition.
In line with Article 78 (1) of the FIFA Code of Ethics, you may wish to appeal against
the Committee’s decision within ten (10) days from receipt of the Committee’s decision failure to which the decision will become final and binding.

George Lwandamina says Zesco United will respect Mbabane Swallows but that is as far as it goes heading into Saturday’s 2018 CAF Champions League Group D opener at Levy Mwanawasa Stadium in Ndola.
The match comes as Zesco embarks on restoring its pride at Levy in their first continental game there since ASEC Mimosa of Cote d’Ivoire ended the Ndola sides’ unbeaten home record in CAF competitions with a 1-0 win there on March 7.
Furthermore, Swallows coach Thabo Vilakati has stated in the build-up to the match that they respect but do not fear Zesco and could just shock them as they did Zanaco whom they beat 2-1 in Lusaka and 1-0 away in Swaziland.
“Always in life you have to respect other people’s opinions, he knows why he is saying that but I am sure this is not the first time they are meeting Zesco,” Lwandamina said.
“But If he goes and look back into history, I am sure he maybe trembling.”
Zesco beat Swallows 1-0 at the same venue in the 2015 CAF Champions League to eliminate the Swazi champions 2-1 on aggregate at the first stage.
“But they have done well after since our last meeting and Zesco has also done its homework right,” Lwandamina said.
“And we are playing at home, we just hope that it will be a good game and the best team will win..of course it must be Zesco.”
But Zesco will be missing defender Solomon Sakala and striker Adams Zikiru due to injury.
However, striker Lazarus Kambole is available and will be hoping to continue with his prolific form in 2018.

Patriotic Front condemns threats of violence made by UPND Vice President Geoffrey Bwalya Mwamba, GBM and Mazabuka MP Hon Garry Nkombo in Chilanga District on 3rd May 2018. The UPND Vice President is reported to have instructed his supporters that in Chilanga that the Campaign would be “Panga for Panga”, literally calling for a blood bath like Mapatizya. The Mazabuka Parliamentarian added to the calls for violence too. These sentiments are uncalled for and should there be any violence in Chilanga Constituency, the UPND Vice President Geoffrey Bwalya Mwamba and his counterpart the Mazabuka Parliamentarian must be held personally responsible. These threats speak to UPND’s violent scheme to unleash its brutal Mapatizya formula in Chilanga District and we are calling on the Police to be on high alert.
On the same score, the PF is calling for clean and violence-free campaigns and calls on its members to exercise maximum restraint when provoked by the Opposition. We urge all our members to report all incidences of provocation and violence to the Zambia Police.
We also want to salute UPND members and residents of Chilanga Constituency who have protested Mr Hakainde Hichilema insensitive decision to adopt a candidate who was a co-accused in the murder of Namakau Kalila Kwenda. The UPND leadership has also insulted the family of deceased Namakau Kalila Kwenda, a security guard at Hon Keith Mukata’s law firm at the time. Indeed he who the gods want to destroy, they first make mad – the case of UPND and Chilanga Constituency.
Clearly, the UPND leadership does not understand that had Namakau Kalila Kwenda’s life been spared, this by-election was not going to happen. This by-election has come about because innocent blood was shed and there still remains uncertainty as to who could have pulled the trigger. UPND has blood on its hands and they know it.
Unfortunately, UPND does not seem to know or care to understand who else was at the crime scene when Namakau Kalila Kwenda ceased to breathe after being murdered in cold blood. There is no conscience in the UPND at a time when Namakau Kalila Kwenda’s blood continues to cry for justice and it will speak loudly in the Chilanga by-election.
The residents of Chilanga Constituency must demand that the UPND Candidate explains what she knows about the murder of Namakau Kalila Kwenda. She must tell Zambians and the people of chilanga who have been deprived of a Member of Parliament what exactly happened on that fateful night when Namakau Kalila Kwenda breathed his last. This is because while she exercised her right to remain silent in the Courts of law, she can no longer do so in the Court of Public opinion. She has a duty to come out clean as some seeking public office, considering that she was the only co-accused to the murder which resulted in the Hon Mukata’ conviction.
While the UPND candidate was acquitted by the Courts of law, it is not clear whether or not she has been acquitted in the Court of public opinion. What is shocking the most is the arrogance by the UPND top leadership which clearly does not believe the murder of Namakau Kalila Kwenda matters. What is clear is that for the UPND top leadership, it’s politics as usual and whether a life was lost or not is of no consequence. Clearly the UPND top leadership’s conscience is seared with a hot iron otherwise how will they justify the murder of Namakau Kalila Kwenda while pretending that their candidate has no duty whatsoever to explain what she knows about the murder of an innocent security guard whose poor family has been deprived of a father, husband and bread winner.
We call on Zambians in Chilanga to punish the UPND over its insensitivity in adopting a Parliamentary candidate. This is an insult to the people of Chilanga that while Hon Mukata remains at Mukobeko Maximum Prison; his co-accused has been adopted in a bid to replace him as Member of Parliament. The court of public opinion must ask whether or not the UPND framed Hon Mukata in order to rob him the seat.
Lastly, UPND has insulted the intelligence of the people of Chilanga. But we wish to remind UPND that Zambians are not docile as they mistakenly believe. Zambians know that someone cannot injure society and go scot-free.

Executive Director of Operation Young Vote Guess Nyirenda has condemned the alleged behaviour of PF cadres during the Chilanga nominations.He described the cadres behaviour of blocking roads and intimidating others as barbaric, provocative and uncalled for.He bemoaned the aloofness of the police when it comes to dealing with PF cadres. Mr.Nyirenda said the OYV appeals and demands better and fairer application of the law on any citizen regardless of their political divide. He called on the Electoral Commission of Zambia (ECZ), the Zambia Police Service and any other institution with mandate to administer the Electoral Code of Conduct and any other law in an impartial and fairer but firm manner.

As the Chilanga Constituency Parliamentary by election campaigns begin it in every upright Zambian’s interest to hope and indeed expect peaceful 33 days between the nomination and the poll day and beyond.
However the normal scenario of peace, harmony, tolerance and co-existence is next to being imaginary going by what was exhibited by the cadres especially those from the ruling Patriotic Front during the nomination. The alleged behavior by the PF cadres to block the roads, intimidate others in all sorts of ways during nomination is not only barbaric, provocative and inciting but also uncalled for, unwarranted and most of all a recipe for anarchy and total impunity. It is clear from this particular incident that the observance and respect for the rule of law exists no more in Zambia.
What makes the scene even uglier is the whereabouts of the security personnel particularly the police. The behavior of the cadres showed as though they were in their own world where no kind of rule exists. It is now very clear that under this regime the cadres belonging to the ruling PF would do anything and get away with it.
This is similar to what happened at Levy Mall a few months ago where panga/machete wielding cadres intended to disrupt Hon. Chishimba Kambwili when he had been summoned by the police, but ended up hacking innocent citizens at the Mall. All this is shameful to say the least.
The police who are mandated to maintain law and order must do so and must also be seen to be doing so. It seems the police have two (2) different statutes they apply on citizens of Zambia. It has and can be observed from the two (2) situations given above as examples that for the PF and its praise singers statute of lawlessness and impunity is prescribed whereas for the opposition and any other person(s) with divergent view a law that even when you have no case you will have to be punish through prolonged detentions, harassment intimidation coupled with other dehumanizing treatment. Zambia and Zambians deserve better.
It is OYV’s appeal and demand better and fairer application of the law on any citizen regardless of their political divide.
The Electoral Commission of Zambia (ECZ), the Zambia Police Service and any other institution with mandate to administer the Electoral Code of Conduct and any other law in an impartial and fairer but firm manner. It is our considered fear that the Chilanga Constituency Parliamentary by election may be bloody, as exhibited at the mere nomination.
OYV would like to request the great people of Chilanga to reject any candidate whose supporters and/or sympathizers would cause anarchy of whatever reason especially with the view to intimidate the electorate and cause apathy.
We would like to call Zambians to reject the form of governance anchored on intimidation, violence and instilling fear in the members of the public from whichever quarter it is coming.
The Purchasing Managers’ Index (PMI) survey data for April signalled further improvement in the health of the Zambian private sector during the month. Business activity rose for the first time in 2018, as the negative impacts of the recent cholera outbreak continue to subside.
Stronger customer demand enabled firms to win new business at a solid pace resulting in higher purchasing activities and stable employment.
Meanwhile, input costs fell for the first time in 19 months on easing price pressures. There was a slight increase in the rate of output prices, culminating in the slowest rate observed under the current sequence of inflation.
The headline figure for April was 51.2 up from 50.7 in March indicating an overall improvement in business conditions in Zambia’s private sector. The rate of growth was the strongest observed in 2018 after accelerating from March. [Readings above 50.0 signal an improvement in business conditions on the previous month, while readings below 50.0 show a deterioration.]
“An increase in new orders supported a second consecutive month of overall growth. Despite the rate of expansion easing from March, it remained solid and above the series average so far,” said Victor Chileshe, Head of Global Markets at Stanbic Bank.
“Furthermore, business activity entered expansion territory for the first time in four months during April. Anecdotal evidence linked the increase to a larger client base and stronger demand.”
He added that: “Having contracted in March, workforce numbers remained unchanged in April while a lack of funds offset any increases caused by the volume of new orders. Further, businesses expanded their purchasing activity in line with efforts to improve operating capacity.”
Meanwhile, supplier delivery times for inputs shortened again at the start of the second quarter, albeit to a lesser extent from the previous month. Improvement in vendor performance was attributed to suppliers’ efforts to improve customer satisfaction. In addition, a drop in purchase prices underpinned a fall in overall input costs in April, as staff costs rose at a marginal pace.
“Contraction in input prices, though modest, was the fastest observed across the series so far. April saw businesses increase their average selling prices for the third month in a row. Efforts to increase profits offset the effects of the fall in costs. That said, the rate of output price inflation was only marginal,” he concluded.
Overall, private sector business conditions maintained the growth trajectory projected in March. As the main inhibiting factors continue to gradually subside, further growth is expected in the private sector in the coming months.

Zambia Ministry of Higher Education permanent secretary Owen Mugemezulu and Rusatom Overseas president Evgeny Pakermanov
The Minister of Higher Education, Professor Nkandu Luo has assured Rasatom Overseas, a company that will be constructing the Nuclear Research Center in Zambia, that the Government is in full support of the project and will adhere to its promises.
Professor Luo said this when the President of Rasatom Overseas Mr Evgeny Pakermanov paid courtesy call on her at her office in Lusaka.
She said that Government, under the Ministry of Higher Education, has committed itself and is looking forward to the commencement of the project and will not go back on its commitment.
She further explained that the nuclear plant was extremely important to Zambia in Health, Agriculture and the generation of power.
“We need to do more in sensitizing our people on the many positives that comes with Nuclear Science, knowledge and access to information is powerful, ” she said.
Meanwhile Mr Pakermanov told the Minister that 85 percent of the resources towards the project have already been sourced and that the Zambian Government will only contribute 15 percent.
Mr Pakermanov said that he was very optimistic and happy with the commitment has been shown by the Zambian Government over this partnership in the implementation of this project.
Mr Pakermanov said that the project would be a success because the Zambian Government has shown interest and willingness to make it a success.
And the Russian Federation Ambassador to Zambia, Mr Konstatine Kozhanov, said about 70 Zambian students are studying Nuclear Science in Russia and they will be the ones to drive the plant as they are getting the best education in nuclear science.
Mr Kozhanov told the Minister that once in operation the Center for Nuclear Plant, will be the hub for Nuclear Science in southern Africa.
“The plant will be run by Zambians as they would be trained to do so” he said.

Civil society leader McDonald Chipenzi has said that there is no law in Zambia that prescribe anywhere that divorcees or divorced, a suspected homebreakers, husband or wife snatchers, prostitutes (both males and females) or indeed those with boyfriends and girlfriends are ineligible to stand in an election, save for the certified married couples, pure singles, if any, widowers or widows.
In a posting on his facebook page, in defense of UPND candidate in the Chilanga by-election Charmaine Musonda’s, Mr Chipenzi said that, in a morally broken society like Zambia’s , and in a country where morals are not legislated or prescribed in the laws, and where there is no national agreed moral code, it was legally, morally and democratically wrong to cast aspersions at or discriminate Ms. Musonda on her perceived past, present and future.

Qualification to be an MP: The Case of Charmine MUSONDA.
A lot has been said about the suitability of the UPND candidate for Chilanga Constituency bye-election, Ms. Charmine Musonda. Moral issues and arguments have been raised and advanced by both opponents and proponents of her within and outside the party including independent analysts.
These moral issues, unfortunately, are not prescribed in the electoral law, the constitution and others laws. Zambia’s electoral laws and Constitution do not prescribe anywhere that divorcees or divorced, a suspected homebreakers, husband or wife snatchers, prostitutes (both males and females) or need those with boyfriends and girlfriends are ineligible to stand in an election save for the certified married couples, pure singles, if any, widowers or widows.
Unless we legislate or introduce a moral clause in our laws as a qualification as we did with Grade 12 clause, the current Constitution does not discriminate or cast aspersion at any aspirant based on morality.
Actually it stipulates and outlines qualifications in clear terms for one to be MP in Article 70 thus “subject to clause (2), a person is eligible to be elected as a Member of Parliament, if that person—(a) is a citizen; (b) is at least twenty-one years old; (d) has obtained, as a minimum academic qualification, a grade twelve certificate or its equivalent; and (e) declares that person’s assets and liabilities, as prescribed. (c) is a registered voter” which Ms. Musonda squarely met.
Under 71 of the Constitution states, “a nomination for election to the National Assembly is valid if the candidate—(a) has paid a prescribed election fee to the Electoral Commission; and (b) is supported by at least fifteen persons registered as voters in the constituency in which the candidate is standing for election” again which Ms. Musonda squarely fulfilled.
From a political party viewpoint, depending on which party one is standing, primaries are held from ward, constituency, and district, provincial and central committees to select candidates which Ms. Musonda respectfully fulfilled and cleared by all organs and emerged a Star. The winner of at all those, structures, especially, the ward primaries, is ideally supposed to be adopted regardless.
However, the practice has been imposition of candidates by central committees on local people which in most cases led to aspirants standing as independents, not on their own volition but because they feel cheated by the party top officials.
Issues of intra-party corruption and bribery have been raised in many political party adoption processes and systems but these cannot be blamed on candidates aspiring in political parties especially that there is inherent weakness in internal anti-corruption, anti-bribery, anti-vote-buying systems. No reports have been issued that one of the aspiring candidates or officials has been disqualified or demoted respectively for engaging into anti-democratic tendencies such as corruption and bribery. This means that political parties are inherently tolerant of such electoral vices.
Therefore, in a morally broken society like ours and in a country where morals are not legislated or prescribed in the laws and where there is no national agreed moral code, it is legally, morally and democratically wrong to cast aspersions at or discriminate Ms. Musonda on her perceived past, present and future.
Each one of us has got a past, present and future save that some of the people’s pasts have not been unearthed. The day these pasts will be unearthed for some people, even the Devil will be surprised and shocked.
Respect the Chilanga grassroots’ decisions and allow Ms. Musonda represent them since she meets all legal and party requirements for being nominated and elected as MP. Congratulations to PF and UPND, for not only adopting women, but for pledging for peaceful campaigns. Congratulations to all other political parties for participating in this bye-elections and breaking the African syndrome of one-party dominant electoral democracy.
Let the Code of Conduct be enforced and adhered to fully by the ECZ and political, media, law enforcement and civic players.

Zambia’s Ambassador designate to the Republic of Turkey, His Excellency Joseph Chilengi has commended the Zambia National Broadcasting Corporation (ZNBC) for the critical role it is playing in shaping national development through packaging and dissemination of information of overriding public importance.
Ambassador Chilengi who was flanked by Deputy Head of Mission, Bwalya Nondo, said ZNBC has continued to play an important role in national development through provision of reliable and accurate news to citizens both at home and abroad.
He was speaking when a five-member delegation of ZNBC radio producers paid a courtesy on him at the Zambian Chancery in Ankara this morning.
The ZNBC delegation is in Turkey to attend a course entitled: “News Gathering and Radio Production techniques in a digital environment” conducted by the Turkish Radio and Television Corporation (TRT) under the auspices of the Turkish Co-operation and Co-ordination Agency (TIKA).
“Let me take this opportunity to congratulate ZNBC for its innovation to stream live its news on Facebook as it has helped to counter fake news that has littered our cyberspace. Note that citizens, especially those in the diaspora now have access to accurate news on events back home,” Ambassador Chilengi said.
He urged course participants to ensure that the skills that they will acquire are effectively put to good use and contribute to overall programming and broadcasting at the core of which is quality content, which the general public can identify with.
Ambassador Chilengi also encouraged ZNBC staff to take interest in the social and economic aspects of Turkey and package informative and educative information, which can influence decision making in the country and provide a general view for best practices in various areas.
He reminded ZNBC staff that they can contribute to enhancement of relations between Zambia and Turkey through their work as information is a bridge that can bring people of different cultures together.
He assured the course participants that the Zambian Mission in Turkey was committed to playing a continued and sustained role in facilitating training programmes for ZNBC in particular and media in general with relevant institutions in Turkey and countries of extra accreditation.
The Zambia Mission in Turkey covers the Hashemite Kingdom of Jordan, Republic of Azerbaijan, Republic of Georgia and Republic of Macedonia as countries of extra accreditation.
Ambassador Chilengi further said capacity building for ZNBC is timely as it comes when the national broadcaster has migrated from analogue to digital broadcasting.
He noted that this new technological dispensation entails that the broadcasting industry should be in tune with modern trends for good and quality broadcasting.
He wished the delegation well and thanked the Government of the Republic of Turkey through TIKA and TRT for sponsoring the training programme.
Ambassador Chilengi also wished the delegation a happy World Press Freedom Day.
He noted that His Excellency Mr Edgar Chagwa Lungu, President of the Republic of Zambia and his administration places great important to freedom of the press and is committed to creating an enabling environment for journalists to do their work freely.
