President Lungu to support Saudi Arabia Fund’s 800 bed Hospital Construction Project

President Edgar Lungu has assured the Saudi Fund Development that his government is committed to ensuring that the construction of the 800 bed capacity women and children hospital in Lusaka is effectively implemented.

The President has meanwhile called on the Saudi Fund Development to help in addressing Zambia’s challenges that have hindered the implementation of the project.

He said government was eager to see to it that the project commences.

Mr. Lungu said he is delighted with the coming of the delegation from the Saudi Arabia Fund Development adding that his government will ensure that they work together to implement the project.

He said this at State House today when a delegation from Saudi Arabia Fund Development paid a courtesy call on the First Lady, Esther Lungu.

And Mrs. Lungu noted that once constructed, the hospital will enhance health service delivery for women and children in the country.

She stated that despite significant progress having been made in the past decade to reduce maternal, neonatal and child mortality, deaths resulting from complications and infections are still unacceptably high.

She is optimist that the new specialist hospital will provide latest technology and create incentives for positive maternal, neonatal and child health results.

Meanwhile, Minister of Health Chitalu Chilufya said government has prioritised maternal and child health hence it is making prudent investment in expanding services in the sector.

Dr. Chilufya said the construction of a specialised women and children hospital is a key investment that will also bring about improved capacity to train human resource in the health sector.

And Saudi Fund Managing Director Yousef Albassom said his country was pleased to invest in establishing a specialized women and children hospital in Zambia.

Illegal miners get certificates to legalise activities

Three groups that were carrying out illegal mining of gold in Rufunsa district have been given cooperative certificates to enable them obtain a mining licenses from the Ministry of Mines.

This move is aimed at enabling the illegal miners begin to do legal mining which will benefit them and the government.

Presenting the cooperative certificates to Chomwetu, Pokela and Chitimbwi groups yesterday in Mpanshya yesterday, Mines and Mineral Development Permanent Secretary Paul Chanda urged people in the area to form cooperatives if they were to benefit from government programmes.

Mr. Chanda, who was accompanied by his Commerce, Trade and Industry counterpart Kayula Siame, said government was committed to ensuring that Zambians benefit from
the mineral resources found in the country.

He said the local people can only benefit from Zambia’s mineral resources if they form cooperatives which he said are legalized entities and regulated by an act.

He revealed that the Ministry of Mines will give licenses to cooperatives that want to engage in mining.

Mr. Chanda said government will help the cooperatives by giving them grants to acquire equipment and tools for carrying out the mining business in a profitable manner.

And Commerce, Trade and Industry Permanent Secretary, Kayula Siame said her ministry has partnered with the Southern African Development Community (SADC) Trade Related Facility Zambia project (TRF) to formalize all the groups that are doing illegal mining to form cooperatives.

Ms. Siame said government through her ministry and the TRF will assist cooperatives, in terms of capacity building in value chain and finding a market for them.

Meanwhile, Rufunsa District Commissioner, Judith Chama said the district has mineral deposits noting that government’s move to empower local communities through cooperatives will change the economic status of the area.

Mrs. Chama said Rufunsa, which is a new district, was in a hurry to develop.

She said the formalization of the mining industry through cooperatives was a step forward to economic development in the area.

And Rufunsa Town Council Chairman, Bartholomew Kalambalala commended the Patriotic front (PF) government for fulfilling its campaign promises of empowering the people at grassroots.

Mr. Kalambalala said the giving of cooperative certificates to the three groups to enable them acquire a mining license would empower the local people.

He has since urged more people to form cooperatives so that they benefit from government programmes.

Bwana Mkubwa constituency Member of Parliament, Jonas Chanda has thanked Indeni Petroleum, Tazama Pipeline and Ndola Lime for constructing a mini hospital in Ndeke township in Ndola.

Dr Chanda stated that the newly constructed Mini Hospital will serve the health needs of many Ndeke residents and those from outside Ndeke Township.

Dr. Chanda has expressed happiness after noting that the mini hospital, apart from male and female wards, also includes paedratric and labour wards which he said are of great significance in curbing maternal and neonatal deaths.

ZANIS reports that the lawmaker further observed that in the near future the mini hospital needed to be expanded so that it could house an operating surgical theatre, a casualty wing as well as a mortuary so that residents are not inconvenienced by travelling long distances to access health services.

As part of their Corporate Social Responsibility, Indeni as a lead partner, in collaboration with the two other parastatals teamed up to construct the Mini-Hospital as a way of meeting the much needed health services by the residents in the Township.

The Ministry of Lands and Natural Resources has begun an exercise to look at resolving various land and forestry wrangles on the Copperbelt.

Minister of Lands Jean Kapata said in Ndola today that the Ministry wants to sort out issues pertaining to land administration at Ndola City Council whose land agency government suspended last year due to numerous illegalities in land management.

Ms. Kapata said she is in the province to also follow up on how management at Ndola City Council was responding to the directives which led to the suspension of their agency meeting

Ms Kapata who is accompanied by his counterpart in the Ministry of National Development Planning Alexander Chiteme, ZAFFICO officials, Commissioner of Lands will also visit Mwekera Plantation where Kitwe City Council has asked government to consider degazetting the forestry.

CBU workers protest over delayed December salaries , want VC fired

Kitwe District Commissioner Binwell Mpundu has castigated Copperbelt University (CBU) workers for snubbing him and some officials from State House who wanted to have a meeting with them following their protests over delayed December salaries and demands to have the vice chancellor fired.

Mr. Mpundu said he does not take pleasure in people who do not respect readership and will therefore ensure that those promoting lawlessness and indiscipline are punished.

Speaking to journalists after the failed meeting yesterday, Mr. Mpundu said CBU workers missed a chance to have their grievances heard by representatives from the President’s office.

He said the team from State House and his office were ready to listen to the concerns of the workers and provide solutions to their problems.

And Mr. Mpundu has charged that he will not leave any stone unturned in dealing with those who want to take the law into their hands.

He said he has a responsibility of ensuring law and order in the district.

Mr. Mpundu has since urged the CBU workers to be patient and considerate over delays in their salaries saying government faces challenges in availing funds for such payments.

Earlier in the morning, Copperbelt University workers locked up the office of the vice chancellor Naison Ngoma demanding that he resigns for failing to run the institution.

The workers, comprising of lecturers and other staff, accused Professor Ngoma of dictatorial tendencies in his style of leadership which they said had affected operations of the institution.

Speaking on behalf of the all CBU workers’ unions, Copperbelt University Academics Union (CBUAU) president, Derrick Ntalasha said the workers will continue with their peaceful protests until Prof. Ngoma steps down as vice chancellor.

And when contacted for a comment, Prof. Ngoma said it was unfortunate that workers have not thought of dialoguing before staging a protest.

He said every institution has challenges hence dialogue was the only way to resolve issues.

He described accusations against him as baseless.

Meanwhile, the CBU lecturers have started receiving their December 2017 salaries.

The Electoral Commission of Zambia has appointed Mr. Chomba Chella as Chief Electoral Officer (CEO).

The appointment is with effect from Thursday 1st February, 2018.

Announcing the appointment, Commission Chairperson Justice Esau Chulu said the Commission had resolved to appoint Mr. Chella as Chief Electoral Officer during a Special Commission meeting held on Wednesday, 10th January 2018.

“Kindly accord him all the co-operation that he will require as he discharges his duties and join me in congratulating him for this achievement,” the Chairperson stated.

Before his appointment as CEO, Mr. Chella was Director – Electoral Operations.

He joined the Commission in 2012. Previously Mr. Chella worked as Executive Director at the Zambia Centre for Interparty Dialogue.

He also served as Coordinator for the Oasis Forum and Director for Habitat for Humanity, Zambia and Bostwana.

Before his latest appointment, Mr. Chella was Acting CEO.

He took over from Ms. Priscilla Isaac whose contract ended in August, 2017.

This is according to a statement issued by ECZ Public Relations Manager Margaret Chimanse.

Copperbelt Permanent Secretary Bright Nundwe has called on all religious organizations in the province to ensure that they meet the set standards as they congregate.

Mr. Nundwe said in statement to ZANIS in Ndola yesterday that all religious meetings in the province should be reduced to less than two hours and ensure that all congregates leave the meeting place immediately.

Mr. Nundwe advised churches to meet other requirements such as providing soap for hand washing, clean up the surroundings, provide clean sanitary facilities, avoid handshakes and sensitize congregants on the epidemic.

He warned religious organizations who do not meet the set standards will have their religious facilities closed.

“All other gatherings should meet minimum Public Health Regulations and guidelines, further I urge all religious organizations in the province to co-operate,” Mr Nundwe said.

The PS said this is being done to ensure quick the control and elimination of the cholera epidemic and also to prevent the spread of cholera in the province.

Mr. Nundwe also called for strict enforcement of the Public Health Regulations and guidelines by health inspectors from ministries of health and local government.

Since the outbreak of the cholera epidemic Copperbelt province has recorded a total of seven cholera cases while at national level more than 2500 cases of Cholera have been recorded.

The opposition UPND has donated assorted items to the government towards the fight against Cholera.

UPND President Hakainde Hichilema has since urged Zambians to join hands in the fight against cholera.

The donation was handed over to Health Minister Dr Chitalu Chilufya and his Local Government counterpart Vincent Mwale by UPND deputy secretary general Patrick Mucheleka.

Mr Hichilema said “as guided by our country’s health personnel, today, through our party Deputy Secretary General, Patrick Mucheleka, we delivered an assortment of items to the Zambian government through the Ministry of Health and Ministry of Local Government towards the fight against cholera.”

“In doing this, we are honouring the pledge for material support following our recent visit to some selected cholera centres in Lusaka. We hope this goes a long way in helping towards the national concerted efforts in combating this epidemic.”

“Once more, we say thank you to our country’s health personnel, men and women in uniform for their selflessness and commitment throughout this national tragedy. Let us all join hands in combating this epidemic regardless of our political affiliations by abiding by the professional advice.”

Alexander Chiteme hits the ground running

Newly appointed National Development Planning Minister Alexander Chiteme has hits the ground running as per his promise to the Zambia people.

Mr. Chiteme on his first day in office met his Senior Management Team.

During the meeting, the Minister called for hard work from the Senior Management Team and staff under their charge, The Minister further assured his team of his full support on all key issues that the Ministry needs to undertake.

During the meeting, Mr. Chiteme emphasised on the need to fully operationalise the project appraisal system to guide implementation of mega national projects.

He further stressed the need to increase absorption capacity of all donor funded projects.

Mr Chiteme directed that all departments should submit monthly reports without fail and that he shall strictly focus on departmental deliverables with a view to check the performance of each Directorate.

The meeting was attended by the two Permanent Secretaries in the Ministry, namely the Permanent Secretary for Planning and Administration Mr. Chola Chabala and the Permanent Secretary for Monitoring and Evaluation Dr. Auxilia Ponga.

The Permanent Secretaries highlighted key fundamental milestones of the Ministry while the Directors briefed the Minister on their key deliverables as Departments.

On Tuesday, the new minister was part of the presidential entourage that visited the cholera centre at Heroes stadium.

Government has officially flagged off the oral cholera vaccine in Lusaka’s Kanyama compound and other cholera prone areas.

Government through the United Nations targets to immunize 2000 persons with cholera vaccine especially in the affected areas.

Speaking during the flag off Minister of Health Chitalu Chilufya said that the vaccination process should not be misunderstood as a gathering that will promote transmission but a gathering to sensitize and receive the cholera vaccine.

Dr. Chilufya has advised the media to help sensitize the public on the preventive measures of cholera and on the cholera vaccination.

He expressed gratitude that cholera cases have drastically reduced to 80 from 164 cases so far.

No death has been recorded in the last 24 hours which is commendable as many intervention have been put in place.

2,514 cases have so far been treated and discharged in various cholera epi-centers.

The health minister has since assured the public that the downward trend will continue until cholera is brought to a halt.

He said government has escalated the burying of shallow wells and creating fresh water points which will help overcome the epidemic.

Dr. Chilufya has appealed to the public to continue observing good sanitary hygiene and handwashing.

And UN Resident coordinator, Janet Rogan said the UN family will continue to help fight the epidemic and has given 2 million doses of chlorine and 1.3 million doses for mobilization.

I have observed and listened with interest the sentiments that have been coming out of the PF especially from the senior leadership of the ruling party.

It seems as though there is more to what is happening than what our eyes and able to see. Senior members of the PF have criticised their party President directly or indirectly. Some of them have gone to the extent of blaming the head of state for the resignation of former foreign affairs minister Hon. Harry Kalaba.

I am not part of the PF structures and therefore will restrict my thoughts to what I have perceived according to what I see.

Years after late president Micheal Sata’s death, we are being told that the late president was deliberately betrayed by his handlers. Sad indeed… But my hope is that president Lungu has taken time to read what was written by Hon. Alexander Chikwanda.

Hon. Chikwanda provided such deep revelation that could be a window of opportunity for president Lungu to examine himself properly. Maybe those close to President Lungu are not presenting facts to him as they are or the president is just being himself? But what about the intelligence, does it mean they are also not advising the president properly?

I am of a considered view that President Lungu needs counselling and the best counsellor is himself. He should allow himself to listen to that inner voice he has been avoiding for a long time. He knows from the bottom of his heart that something is wrong somewhere and something needs to be done NOW! Those who care enough must advise the president that he is slowly becoming too proud and that is very dangerous for him and this country.

It is an indisputable fact that most ‘original’ PF members who suffered in the opposition with president Sata are not happy with what is happening in their party. Their feeling is that the PF has now been hijacked by the MMD. Just few days ago President Lungu appointed two (2) former MMD members to full cabinet positions leaving those who have been in the PF long enough. 16 MMD members have been given positions in the PF central committee the highest governing organ of the party. I hope the president knows that his people are not happy with such decisions too. Otherwise the true greens are wondering in whose interest the president is making such choices.

The President must seriously reflect on the decisions he has been making before it is too late for him. In fact I wonder how president Lungu allowed Hon. Kalaba to resign just like that. It is not rocket science for one to understand that Hon. Kalaba was one of the most sober ministers in the current government. Good leaders never allow strong pillars to leave office just like that. He should have prevented from happening in one way or the another.

But the bigger question is whether President Lungu is listening to the cries of the true greens or not? Those who are genuine PF members have avoided attacking Hon. Kalaba in any way, something which indicates that they still have respect for him. Only fake PF cadres have been paid small amounts of money in Luapula and Northern province and told match in solidarity for president Lungu.

Members have been leaving the PF and politically that is making the PF weak, you like it or not that remains a fact. But why does president Lungu seem not to care much about those who are leaving and the reasons being cited for leaving the mighty PF? I know that the president thinks he has no strong opposition but he must now know that the bigger opposition he will soon have to deal with is those leaving the PF. They know him better and they are capable of touching where it may hurt so bad.

As I conclude, I wish to remind President Lungu and those close to him that time always comes when political power is passed on to the next person. You won’t be in power forever. Be cautioned therefore that every decision you make, every Zambian is watching.

Cholera report in Monze false-Dr Mulinga

Monze District Acting Medical Officer Faustina Mulinga has dispelled media reports of cholera outbreak in Monze District following the admission of a named male at Mulumbwa Clinic with diarrhea.

Dr Mulinga said medical results conducted on the patient indicated that the man was suffering from normal diarrhea of a different cause and not cholera as reported in the media.

Yesterday Monze District Commissioner Mr Cyprian Hamanyanga was quoted confirming the outbreak of cholera in the District on Radio Sky Fm and Chikuni Radio stations while results for medical investigations on the patient were not yet out.

Dr Mulinga also said it was unfortunate the confirmation of an outbreak of the disease was reported in the media before official confirmation from the health department.

“I can confirm to you that the results of that patient turned out negative for cholera organisms, I would also like to clear the air that as a District, we have not yet recorded a case of cholera as reported in the media.

The result indicated that the named man was suffering from diarrhea of a different cause and not cholera,” said Dr. Mulinga in an interview with ZANIS yesterday.

She assured Monze residents that the health personnel in the District were on high alert but, added that people should continue to maintain high standards of hygiene such as washing their hands, avoiding large gatherings, keeping their surrounding cleans and boiling drinking water as preventable measures.

“However, in as much as we have not recorded any cholera case, we should not relax in our preventable measures such as boiling water for drinking , keeping our surroundings clean, washing our hands with soap, avoiding large gatherings,” said Dr Mulinga.

UNDP gives K200,000 to the Lweendo Lwangu Cooperative society for bio-diversity programme in Monze District

The United Nations Development Programmes(UNDP) has donated US$20,000 ( approximately K200,000 ) to the Lweendo Lwangu Cooperative society in Monze District in Southern province to spearhead the promotion of sustainable use of nature resources and maintaining of bio diversity in Chief Mwanza’s area.

The two year project, done in conjunction with the Global Environmental Facility Small Grant Programme (GEF-SGP), would see the planting of more than 4,000 trees, training of 8,000 community members in bee keeping, community based natural resources , forest management and positive indigenous conservation practices.

Speaking during the launch of the project Chief Mwanza’s area today, Project Coordinator Killian Nsadala said the project was designed to protect the environment and control pollution in the chiefdom.

Mr. Nsadala noted that the area has been severely affected by deforestation, poor land use resulting in soil erosion, prolonged drought, silting of dams among other environmental ills besetting the area.

“The UNPD through GEF-SGP has pumped in K200,000 to Lweendo Lwangu Cooperative society towards the implementation of programmes aimed at the promotion of sustainable use of nature resources and maintaining of bio diversity in Chief Mwanza’s area in Monze District,” said Mr. Nsadala.

“At the end of this two year project we expect to see training of 8,000 people on community based natural resources management, forest management and positive indigenous conservation practices to protect the environment and control pollution, planting of more than 4,000 trees, and training of the community in bee keeping in the chiefdom,” he added.

Mr. Nsadala urged the people in chief Mwanza to support the projects which would help to provide health and welfare of people, animals, plants and the environment.

The rational of the project is aimed at reversing the environmental damage through planting of trees, sensitization the community on proper land use, thereby promote the sustainable use of renewable natural resources, help to maintain biological diversity and essential process of life support systems.

And Monze District Commissioner Cyprian Hamanyanga says the indiscriminate cutting of trees has affected rainfall patterns in chief Mwanza.

He told the people that global warming was a serious threat to human livelihoods saying that the time to act to reverse environmental damage done in the area was now.

Mr. Hamayanga , who was represented by District Forestry Officer Andrew Kamwi during the launched of the project, observed that deforestation in Monze was highest in chief Mwanza’ areas adding that this was the more reason for the community to support such projects for them to have sustained livelihoods from the environment.

” Environmental problems here in chief Mwanza started in the 1976s due to massive deforestation and up to this day, this area is still the highest in terms of deforestation in the District and this has contributed to distortion of rainfall patterns. Therefore, we are need to support this projects for us to reverse the environmental damage we have caused so that we can have sustained livelihood,” said Mr. Hamayanga.

The District now has 4,120 bee keepers who produced 26,000 liters of honey in July and 10,140 liters during the period from November to December, 2017.

Chief Mwanza representative pledged full support to ensure success implementation of the project which he noted would positively change people lives and called on the people in the chiefdom to embrace the project so that it is sustainable even after donor funding has dried up.

State House directs IG Kanganja and ZICTA to curb rising ‘ cyber bullying.’

State House Special Assistant to the President for Press and Public Relations Amos Chanda has appealed to the Zambia Police and the Zambia Information Communication Technology (ZICTA) to put in place measures which will curb the cyber bullying and the issuing of fake news on digital media.

Mr. Chanda says the two institutions should conduct a thorough investigation and take decisive action in order to forestall the irresponsible and criminal behavior which has a real danger to disrupt public order.

The Special Assistant to the President for Press and Public Relations has revealed that between the periods towards the 2016 general elections and now, a number of false statements were generated and issued under his name.

Mr. Chanda explains that despite the structural and professional deficiencies inherent in the forgeries, several individuals and businesses are nevertheless getting distressed and thrown into panic believing that the announcements are official bulletins from the State House Press Office.

He noted that cyber-bullying tactic by devious individuals is aimed at fostering lawlessness on a mass scale that is why the problem has gotten the attention of many governments who are taking steps to control it.

France is one of the countries which has put in place stringent laws as announced by the President to crack down the criminality, Mr. Chanda said.

Digital media space offers great promise as a democratic platform with limited possibility however it poses a great risk not just to human security and protection of public and private property but also threatens social cohesion by promoting hate speech and other illiberal values using the false comfort of the anonymity of the cyber space.

Mr. Chanda added that therein lies the existential threat against various facets because cyber bullying alters power relations in favour of the invisible enemy with unlimited power against a hapless target without any hope of redress at a personal level.

He has consequently called upon the Police and ZICTA to act decisively to forestall or eliminate all together the rampaging criminal behavior.

Mr. Chanda said the phenomenon of fake news and cyber bullying must be taken seriously by all stakeholders because in other jurisdictions these have led to such unfortunate incidents as suicide among vulnerable targets especially young people and women.

He further added that he believes legislation exists for the Police and ZICTA to be able to control the hideous crime.
