Mutati says Govt recognizes that Zambia’s debt risk has been revised from moderate to high

Minister of Finance Felix Mutati has this afternoon left for the 2017 Annual Meetings of the IMF and the World Bank to be held in Washington DC, USA. On departure, the Minister made the following statement;

“The Government has made significant progress on the reforms outlined in the Economic Stabilisation and Growth Programme. The issues on which we have made progress so far are:

1. Undertaking to limit projects to those that require completion as reflected in the 2018 budget;

2. Action to restore fiscal prudence by embarking on reforms which enshrine fiscal management in law, including the review of the Public Finance Act, Public Procurement Act and the Bank of Zambia Act;

3. Further, presenting the Planning and Budgeting Bill for consideration by the current session of Parliament; and,

4. Debt reforms.

With regards to the outcome under Article 4, we recognise that our debt risk has been revised from moderate to high. Looking back, the Government’s own assessment of debt risk under the recently conducted debt sustainability analysis corroborates the assessment by the IMF.

Going forward, the Government is therefore defining a path for sustainable debt contraction as indicated in the newly published Medium Term Debt Strategy (MTDS). Further, the Government is moving ahead to enact a new Loans and Guarantees Authorisation Act in the current sitting of Parliament.

Further, Government has commenced the enhancement of capacity in debt management by restructuring the debt function in the Ministry to respond to the new challenges. New staffing and capacity development has also been embarked on.

The Government will, based on these policy reforms, be issuing directives on these matters to ensure clarity for the public. The Government will not slow its reform efforts aimed at reducing the fiscal deficit and slowing debt accumulation, whilst these discussions continue.

The 2018 budget for example, envisages a decline in the fiscal deficit from the projected 7.3% of GDP in 2017, to 6.1% of GDP in 2018. This is fundamental affirmation of the way debt management will be pursued. These policies, as stated earlier, are based on the Economic Stabilisation and Growth Programme (ESGP) and the 7th National Development Plan (7NDP).

I am pleased that the ESGP and the 7NDP have both been welcomed by IMF Board Members during the Article IV discussions. This is positive feedback and we should build on it. To put the status of the envisaged IMF Programme in context, our shedule in Washington DC will include deliberations on the next steps in engagement with the Fund. The discussions in Washington will be aimed at setting the next steps forward after which the public will be informed.

At the end of a roadmap that we will agree, and after the Board has considered the submission from the staff and the relevant office at the Fund, only then would we know whether the IMF Board has approved our program or not. So far, there are no indications that our programme will be rejected.

The next engagement, once agreed, will take into account the measures being undertaken on debt reforms; defining borrowing parameters and taking into account the outcome of the latest assessment under Article 4, the new Medium Term Expenditure Framework (MTEF) and the 2018 budget.

Note that, Cabinet in March 2017 authorized that Government engages the IMF in discussions to embark on an economic supported progrmme with the IMF. The Government and the IMF have thus engaged in discussions since April this year but more intensely in June when a mission visited Zambia.

The discussions in June were based on reforms Government has embarked on under the Economic Stabilisation and Growth Programme. The reforms included those undertaken in the different sectors including energy and agriculture and reforms in public finance management. These reforms have the aim of restoring fiscal prudence and addressing debt that the Government agrees is increasingly becoming strenuous.

These reforms also cover the strengthening of the legislative framework governing the financial sector, to ensure that it is more resilient and better supports economic growth.

Tana:Wedson needs Kalaba

Ex-Chipolopolo captain Elijah Tana says Zambia still needs the services of experienced TP Mazembe midfielder Rainford Kalaba.

Kalaba has been sidelined from the Zambia set up by coach Wedson Nyirenda on alleged disciplinary grounds.

Nyirenda overlooked Kalaba ahead of Zambia’s last three 2018 World Cup qualifiers against Nigeria and Algeria played in a space of seven weeks.

In an interview from his base in Chingola, Tana said he feels Kalaba, midfielder Nathan Sinkala and striker Collins Mbesuma should be recalled.

“Experience matters in football. We need Rainford Kalaba, Nathan Sinkala and Collins Mbesuma. Let’s fuse in these players I have mentioned,” he said.

“We need to maintain those Under-20 players but we need to fuse in experienced players.

Nyirenda promised to ring changes to the Chipolopolo squad when he was hired just over a year ago.

And Tana noted that Zambia played well against Nigeria last Saturday despite losing the World Cup qualifier by 1-0 in Uyo.

“It is unfortunate we lost but we played well. We can’t even complain. We just need to move forward,” he said.

Losing to Nigeria ended Zambia’s hopes of going to Russia.

President Lungu flies back to Lusaka

Republican President Edgar Lungu has flown back to Lusaka after concluding a two day working visit of Lundazi district in Eastern province.

Mr. Lungu , who left aboard a Zambia Air force plane around 15:25 hours, inspected and launched the first ever wheat harvest at Zambia National Service, Ng’onga camp in Lumezi in Lundazi district.

The President who held several development meetings while in Lundazi District also addressed members of staff at Lumezi mission hospital before inspecting the construction of a nursing school at the health institution.

Defense Minister Davies Chama, Agriculture minister Dora Siliya, Eastern province Minister Makebi Zulu and minister at State House Freedom Sikazwe were part of the Presidential entourage.

Eastern province permanent secretary Chanda Kasolo, senior government and party officials saw off the President.

61 year old Lusanshya man fined K 12,000 for adultery

A 61 year old man of Fisenge in Luanshya district on the Copperbelt province has been fined K12,000 thousand for committing adultery with
a 30 year old woman of the same area.

This was after his victim’s husband sued for compensation in the Luanshya local court.

This is in a case in which Peter Mulenga, 34 of Fisenge sued Gilbert Mulesu, 61, of the same area demanding compensation for having had canal knowledge of his wife Petronella Musonda, 30.

Facts before court were that on 25th September 2017 around 20:00 hours, three witnesses found Mulesu and Musonda, 30, pants down
in a sexual act by the roadside.

An eyewitness, Kelvin Mwape, 19 told the court that as he was walking home with two friends around 20:00 hours on the material date, before they were
disturbed by the heavy movement of grass by the roadside.

He narrated that he lit his phone to check what was causing the movement only to discover Mulesu laying on top of Musonda who suddenly pushed him off her and picked up her skirt.

Another witness Friday Simata, 18 of Fisenge told court that the couple attempted to run away but when they were confronted, Mulesu surrendered his phone to the witness, asking him to keep the matter a secret and promised to give the three of them some money the following day.

Simata narrated that to his shock the next day, he and his friends were summoned by police that he had attacked and robbed Mulesu of his
phone.

The witness said it was then that they decided to inform Musonda’s husband who was on duty in Mungu that his wife was caught committing adultery.

Appearing before Magistrate Luanshya local court one, both Musonda and Mulesu denied having had sexual relations adding that they were shocked
with the allegations.

Mulesu maintained that the three had robbed him of his phone and called his wife as his witness who however refused saying she had nothing to
do with the matter.

However, the witnesses further presented Mulesu’s phone and recorded phone conversations were Mulesu and Musonda were urging the witnesses
not to tell any person about what had transpired.

In delivering judgment Magistrate Hamayangwa fined Mulesu K12, 000 as compensation to be paid to Mulenga in installments of K1,000.

Mulesu however said he would appeal the case to a higher court.

And Mulenga has since sued his wife Musonda for divorce, the matter was further adjourned to 30th November, 2017.

Government warns against protecting sex-offenders

Katete District Commissioner (DC) Joseph Makukula has warned parents in the district to desist from protecting sexual offenders who sexually assault girl children.

Mr Makukula says it has been observed that most parents in the district tend to protect sexual offenders by not reporting the assault to the relevant authorities apart from concealing the sexually assaulted girl child.

“It is sad to note that some parents and other members of the public tend to ignore the need to report cases of child abuse to law enforcement agencies. I wish to warn all that will be found hiding cases of girl child sexual assault in schools that they will not be kindly treated as the law will catch up with them,” he said.

The District Commissioner said this in a speech read on his behalf by Jessey Secondary School Grade 11 Pupil Mary Phiri in Katete today during the commemoration of the International Day of the Girl Child.

He also urged the girl child to be focused in school, to be disciplined and to refrain from engaging in sexual activities.

And Katete District Education Board Secretary (DEBS) Ruth Moyo who was represented by Katete Day Secondary School Grade 11 Pupil Elizabeth Nasilele said government believes that they could be no well achieved development without the participation of girl children.

Ms Moyo said government’s intentions were to ensure that girl children were empowered to ensure that they participated in decision making and to enable them contribute to the development of the country.

“The government is trying to empower all the girls by creating more places in schools, colleges and universities so that they attain good education. This will help girls and women to acquire higher positions in all the sectors and contribute positively to national development,” she said.

Meanwhile Plan International Zambia Program Implementation Area Manager Richard Kalyata who was represented by Ng’andu Daka a school leaver said it was critical that the agenda for the girl child was enhanced to ensure that girl child rights become a global political priority.

FAZ refutes claims of facing financial hitches in running football

Football Association of Zambia (FAZ) Communications Manager Desmond Katongo says the pulling out of football cubs from the Barclays tournament has nothing to do with lack of funds by the football body.

ZANIS sports reports Katongo to have said during an exclusive interview that it is FAZ aim to ensure that there is enough funding in every tournament.

He said contrary to the assertions in sections of football fraternity alleging that FAZ was lacking enough funds to run football, the football body was still appealing to stakeholders to come on board and support the development of the sport.

“FAZ has been for a long time appealing to various stakeholders to come on board to support football,” he stated.

He explained that the pulling out of certain clubs from the tournament is due to the clubs own reasons such as expenses of lodging facilities.

Only Barclays Bank and MTN mobile company where FAZ sponsors for the annual Barclays Cup and the FAZ/ MTN super division super league sponsors.

However , Katongo revealed that First National Bank (FNB) which is currently sponsoring the Zambia under 20 team have expressed interest to sponsor the top league.

Esther gives K 30, 000 to people living with disabilities in Northern Province.

First lady Esther Lungu has donated  K 30, 000 towards the project aimed at uplifting the welfare of people living with disabilities in Northern Province.

Northern Province permanent secretary Jobbicks Kalumba says the Provincial administration is indebted to the first lady for her donation.

Dr Kalumba said this in Kasama during the fundraising venture for people living with disabilities in the region organised by the provincial administration held at Lunzuwa gardens.

He said so far over k160, 000 has been realised from the initial targeted amount of K500, 000 for the project.

‘Dr. Kalumba said the funds will go towards the construction of a one by four  poultry house, one fish dam, the purchasing of 2000 layers and goats as a start-up capital for the beneficiaries in Kasama before the projects rolls out to other parts of the province.

However, the permanent secretary urged the beneficiaries and officers who will be given the responsibility to run the project to be prudent in the utilisation of the project’s funds.

He warned that any misappropriation of such funds will attract punitive measures because the money is meant for the vulnerable people who face numerous challenges to fend for themselves  in society.

Speaking at the same event, Zambia Agency for people living with disabilities (ZAPD) board chairperson Julian Mwape paid a glowing tribute to Government for addressing challenges faced by the differently disabled persons in the province.

She also advised every disable person to be equal to the task just as the able bodied people to spar the country’s economic agenda.

Meanwhile prominent among high profile figures who pledged towards the noble cause were Northern Province minister, Brian Mundubile, mines Minister Christopher Yaluma who each pledged K10, 000.

While special assistant to the president for politics Kaizer Zulu pledged K 15, 000 and Dr. Jobbicks Kalumba offered K7, 000.

“I will teach you a lesson that you will never forget because you have lost fear and your now stealing as though this is your personal to holder country. Your friends at state house have sold you out because of your arrogance,” Mr Kambwili said.
Mr Kambwili demanded that Mr Chanda explains to the nation where he who is just a civil servant with no business acumen has gotten the money to build all over Lusaka.

Lusaka City Council has shut down 25 business houses for failure to comply with the Liquor Licensing Act and the Business Levy provisions.

The 25 business houses were closed during the operation which started on 30th September, 2017 to ascertain compliance levels to business regulations in Zambia.

Of the 25, 13 shops were closed for operating without licenses contrary to the Local Government Act 281 of the Laws of Zambia; Business Levy Regulations, 2011 (SI 70); while six bars were shut for late closure contrary to the Liquor Licensing (Permitted Hours) Regulations, 2012 and the other six were home shops closed for allowing clients to consume alcohol within their premises and for trading in liquor without liquor licenses.

During the same exercise, 12 suspected under age bar patrons were apprehended and handed over to Zambia Police for possible prosecution.

The council will continue to carry out random operations in its quest to restore sanity in the city.

Lusaka City Council is concerned with the levels of lawlessness which have characterised business operations in the city and will not sit idle and allow the situation to go unchecked.

The operations will not only be restricted to checking on adherence to business levies and licenses, but public health issues, noise pollution and other public nuisances.

Lusaka City Council, just like any other local authority in Zambia, is mandated by the Local Government Act Cap 281 of the laws of Zambia and other pieces of legislation such the Public Health Act Cap 295, Business Levy Regulations, 2011 (SI 70) and the Food and Drugs Act Cap 303, to protect members of the public.

The Lusaka City Council hopes that the closure of the 25 business houses will serve as a deterrent measure to other business houses to put their houses in order by formalising their businesses with the council.

Meanwhile, Lusaka City Council has intensified public health activities in townships affected by the outbreak of Cholera to prevent the spread of the disease.

The activities include regular inspection of food outlets and other public places, waste management and collection, public sensitisation and distribution of Chlorine.

Other activities are water and food sampling, contact tracing, burying of shallow wells and disinfection of hot spots.
The Council is also collaborating with other stakeholders, both public and private, on how to mobilise resources to fight the outbreak of cholera.

The council is therefore appealing to residents of Lusaka to observe high levels of hygiene and avoid buying ready to eat food stuffs from the streets.

The Southern African Center for the Constructive Resolution of Disputes (SACCORD) says the Constitutional Court has contributed to the political fiasco Zambia is experiencing at the moment because a section of political society holds that it failed to address their 2016 election grievances.

Speaking in an interview, SACCORD Executive Director Boniface Cheembe said under ideal conditions it will be good that all Zambians recognize President Edgar Lungu adding that as a civil society SACCORD identifies him as Head of State despite having taken note of the protests of political stakeholders concerning the aftermath of the 2016 tripartite elections.

Commenting on Movement for Multiparty Democracy (MMD) leader Nevers Mumba’s charge that President Lungu will only be recognized by the opposition once the Constitutional Court legitimizes him, Mr. Cheembe said it is a democratic right of the aggrieved political players to be heard in the Constitutional Court which has a mandate to dispense justice impartially so that Zambians have confidence in the judiciary.

When he featured on the People’s Debate Programme on Pan African Radio Yesterday MMD leader Nevers Mumba said he cannot look for a job from President Lungu because he does not recognize him.

But Patriotic Front (PF) Media Director Sunday Chanda has questioned the wisdom of Dr. Mumba by saying he does not recognize President Lungu when on more than one occasion he has been to State House to meet him.

Chanda has since challenged Dr. Mumba to tell the nation why he has been frequenting State House if he does not recognize President Edgar Lungu.

“I questioned the wisdom of Dr. Mumba by saying he does not recognize President Lungu when on more than one occasion he has been to State House to meet him” Chanda said.

Luanshya District to hold an indaba on youth empowerment in December

Luanshya Mayor Nathan Chanda says his council will hold an indaba ( public meeting ) with stakeholders aimed at exploring youth entrepreneurship skills.

ZANIS reports Mr. Chanda said this in a Press statement made available to ZANIS in Ndola this morning.

He said the council wants to ensure that youths in Luanshya are equipped with skills that will better their lives.

The council is targeting over 2, 000. youths for the indaba, of which 1,500 will be individual youths drawn from Luanshya urban and peri-urban areas while the rest will be drawn from youth led organizations in the country.

Mr. Chanda added that from the indaba the council hoped to come up with a road map on how to empower youths and how to incorporate them into the developmental agenda of Luanshya district as emphasized in the Seventh National Development Plan (7NDP).

The Luanshya Mayor observed that empowering youths in different skills was a faster way of job creation as opposed to youths waiting for government to employ them.

He added that the indaba, which will be held in December , will attract officials from the Ministries of Youth, Commerce, Livestock and Agriculture.

Others to be invited will be from the Zambia Development Agency (ZDA), Patents and Companies Registration Agency (PACRA), Trade Institutes, Entrepreneurs and various motivational speakers.

Infant dies after eating suspected poisoned ‘ katapa’ in Luwingu district

A five year old boy has died in Chankungubala village in chief Chipalo in Luwingu district while two others are battling for their lives at district hospital after consuming suspected poisonous food staff.

ZANIS reports that Luwingu District Medical Officer Dr. Salome Chintondo who confirmed the development in an interview in Luwingu today said the Lenard Kabwe and eight others of the same family were yesterday rushed to the district hospital after they complained of severe stomach upset.

She said however Lenard died a few hours later after admission.

It is alleged that the family consumed poisonous relish commonly known as katapa ( green cassava leaves ) with nshima for their supper but only to experience severe stomach aches.

Dr. Chintondo said the rest of the patients are out of danger.

Health authorities have taken samples to Lusaka university teaching hospital for laboratory exanimation.

People accusing Mines of Tax Evasion Should provide Evidence-Chamber of Mines

No evidence that mines are evading tax:Chamber Chief says onus is on critics to prove their allegations

Those who accuse the mining industry of tax evasion and illicit financial flows should present the proof behind their allegations, Chamber of Mines president Nathan Chishimba said today.

“In the absence of evidence, these allegations are both outrageous and unhelpful,” he said. “They are intended to damage the reputation of an industry that is central to our economy.”

Chishimba was reacting to an article in the Lusaka Times (October 1, 2017) by Kalima Nkonde. Nkonde argues that last month’s national budget presentation was flawed because it “does not address tax evasion and illicit financial flows by Mines”. He accuses the mining industry and multinationals of “robbery” and “smiling all the way to the bank”.

Chishimba said: “The article is riddled with speculation presented as fact, and it uncritically recycles claims by third-parties about missing tax revenue that have never been substantiated or verified. Once again, we have a commentator quoting from the Financial Intelligence Centre report, without actually having read it – if he had, his conclusions would be very different.

“We have tried to follow the trail of these allegations to their source, but we cannot find any primary data source that reveals this figure of $3billion – or any other figure for that matter. Furthermore, these are the very same allegations that preceded the regressive mining tax policy changes of 2014-15, and we surely remember how much damage that hiatus caused us.”

Chishimba said the sums being bandied about – running into billions of dollars a year – are so large as to stretch the bounds of credibility. They imply that more than half of Zambia’s annual copper production is somehow unaccounted for.

“We challenge Mr. Nkonde – or anyone else – to produce the evidence of these allegations,” said Chishimba.

He added that the Chamber of Mines was not the only organisation in Zambia to question these constantly recurring allegations, that the mining industry was stealing $3 billion in mineral production every year that doesn’t show up in official statistics.

In an interview with the online mining publication Mining for Zambia earlier this year, the allegations were roundly dismissed both by Mooya Lumamba, Director of Mines at the Ministry of Mines and Mineral Resources, and Ron Smit, chief consultant on the Mineral Production Monitoring Support Project, a four-year programme funded by the European Union.

“These allegations are wholly untrue, and come from a position of ignorance – not just about how copper is mined and produced, but how our mineral monitoring systems work,” said Lumamba in the interview. “It’s alarmism.”

Smit agreed. “We have noticed that this particular allegation has been recycled in the media for several years now, but no one ever offers any proof.”

Uk government investing 62 million kwacha for education bursary programme

H.E Deputy Briitish High Commissioner, Andrew Hamilton, has  announced that the UK is investing over 62 million Kwacha in an education bursary initiative.

He announced this ahead of International “Day of the Girl” celebrations that fall today 11th October 2017. Mr Hamilton  emphasised  the importance of girls education as an investment rather than a donation.

“The UK is investing over 62 million Kwacha, specifically in this bursary programme. The yields from investing in girls’ education are substantial. An educated girl is likely to increase her personal earning potential, as well as reduce poverty in her community. According to the World Bank, the return on one year of secondary education for a girl correlates with as high as a 25% increase in wages later in life,” he said.

He was speaking when he officiated at the pre-screening event for a documentary that will premiere on ZNBC TV at 20hrs on 11th October 2017 to commemorate “International Day of the Girl” 2017. The documentary focuses on the girl-child education bursary programme that is supported by UKaid and British Council Zambia through the Zambia Accountability Programme (ZAP).

“As we look forward to commemorating the International Day of the Girl, with the global theme of ‘Girls’ Progress = Goals Progress: What counts for girls’. I really hope that we will start the conversation of what really does count for girls,” he concluded.

On Wednesday 11 October 2017, ZAP will premiere a film titled – ‘NyamukaMoye!’ in commemoration of International Day of the Girl (IDG). The film sets out the need for supporting girls with bursaries, achievements of beneficiaries and the importance of support networks in increasing access to and retention of girls in education. The role of teachers in providing  mentorship is highlighted.

Funded by the UK’s Department for International Development, ZAP has been providing grants to two education-focused civil society organisations (CSOs): Zambia Open Community Schools (ZOCS) and Campaign for Female Education (Camfed) with the aim of improving access and retention to secondary and tertiary education for young people, particularly girls from rural areas. ZAP also supports education  policy advocacy work of  Restless Development, World Vision International and the umbrella – Zambia National Education Coalition (ZANEC).
