Inonge Wina challenges NIPA to back government’s infrastructure development agenda

Vice President Inonge Wina has challenged public service institutions to come up with innovations to support government’s infrastructure development agenda.

Mrs. Wina says Government alone cannot development infrastructure for all public institutions in the country. The Vice President was speaking in Lusaka when she commissioned the National Institute of Public Administration(NIPA) Information and Conference centre.

And Mrs. Wina has urged other public service institution to emulate the NIPA governing council and Management for contributing 90 percent of the funds towards the construction of the Thirty-Four Million Kwacha facility.

The Vice President said the development has come at the right time when there is a growing demand for tertiary education.

Meanwhile, NIPA Governing Council Chairperson Professor Mwindeaace Siamwiza has urged users of the facility to guard it jealously.

Professor Siamwiza also implored the corporate world to help in the construction of more hostels at the institution to accommodate students from remote areas.

Police Officers are scared of arresting criminals that attacked mourners-UPND

United Party for National Development (UPND) Secretary General Stephen Katuka has said Police Officers are scared of arresting criminals that attacked mourners at lusaka’s Memorial Park because the culprits belong to the ruling Patriotic Front (PF).

On 24th June, 2017 at Memorial Park during the burial of the UPND member Clance Nalosah Zulu and a PF member Amos Chilufya believed to be the husband to PF Chairlady for New Soweto Market.

And Katuka wondered why it has taken the police a week to investigate a matter even after it was reported to woodlands Police station just after the incident occurred.

Katuka also revealed that the response that the Police gave the Victims when reporting the matter suggesting that there was nothing police could do because UPND did not notify the police about the funeral procession is clear indication that there is little Zambia Police would do on this matter due to political interference.

He noted that it was unwise for the Police at woodlands station to respond in such a manner because no one notifies the police to have a funeral procession.

“Shame so what is Kampyongo talking about. How many people notify the police to have a funeral procession? The attack happened almost a week ago and police are still dragging their feet, yet the culprits are well known PF youths. Why not arrest them?”

“We wish to place it on record that there was no clash but that we as UPND were victims of an aggressive ambush attack by the PF cadres who carried assorted weapons as opposed to various state controlled media statements deliberately quoting Zambia Police and PF senior officials alleging there was a clash between the UPND and PF at the burial ground”

“Let me make this clear from the onset that, what happened last Saturday was a pure planned ambush by the PF thugs on the UPND mourners and other different mourners who were at Memorial park at the time because they carried assorted weapons to the grave yard. Since when did mourners carry weapons to the grave yard?”

“THIS is a clear indicator that the attack was planned. It was so shocking to other members of the public who were innocently burying their own relatives with no known political inclination but were viciously attacked and robbed of various items including cash and phones by known PF cadres”

“This incident like any other has been reported to the police yet no arrest has been made. And to hear Home affairs Minister Stephen Kampyongo in parliament yesterday as usual say that police will arrest culprits irrespective of political affiliation is disappointing and taken as the usual lies told to Zambians”

“What investigations will be instituted when the culprits are already known? We can help catch these people and we are sure even Kampyongo knows which youths are involved.

Colleagues UPND has always been on a receiving end of the PF and Police attacks which have unfortunately now been extended to sacred burial places”

“This is not the first time that the UPND has been on the receiving end of the PF and police aggressive attacks which have all gone without punishment despite being reported to the police since the coming into office of the PF in 2011”

“Kampyongo should not lie to the Zambian people that police will arrest any culprit found wanting because it is already known that it is PF cadres involved. Below are incidents to prove that Kampyongo is lying that police will arrest culprits of the Memorial Park because they are many incidents police have not effected arrests despite reports made and culprits known” Katuka said

Police Public Relations Officer Esther Mwaata Katongo has urged female Police officers to always be decent in their dressing.

Reacting to the traffic Police Officer whose name has been withheld but working from Sesheke, Katongo said Police Officers should help in portraying the good image of the institution.

Katongo emphasized that their skirts should at least be under the knees because officers are supposed to be modest in their dressing and smart as opposed to what is in the picture circulating in various social platforms.

She added that no officer should take their dresses to the tailors aimed at reducing the size because it is against the police dress code and officers should comply with the Zambia Police dress code.

And Katongo also stated that officers should take her advice seriously because dressing like  the female Traffic Police Officer in the picture is not allowed, adding that even wearing heavy make up in uniform, dangling earrings and other fancy things is against the Police Dress Code.

“Officer should always be decent in their dressing and help in portraying the good image of the institution. Their skirts should at least be knee high as opposed to what is in the picture” Katongo said

NATSAVE boss Cephas Chabu has been fired

The board of directors of the National Savings and Credit Bank (NATSAVE) has fired Mr. Cephas Chabu from his position as Managing Director effective Thursday 29th June 2017.

Board Chairman Evans Chibiliti announced in a statement that Mrs. Mary Munansangu, who is currently Deputy Managing Director of the Bank will act in the position of Managing Director for administrative convenience.

“The Board wishes to thank Mr. Chabu for his effort in raising the profile of the bank and wishes him well in his future endeavours,” Dr Chibiliti said.

Recently, the Zambia Union of Financial Institutions and Allied Workers (ZUFIAW) called on Government to immediately restructure management at NATSAVE for what it called blatant failure to properly manage the institution.

ZUFIAW General Secretary Chingati Msiska said despite the Union and management having concluded negotiations for the 2017 Collective Agreement, management however is refusing to sign the document claiming they need to get prior approval from the Permanent Secretary in the Ministry of Finance.

He advised management that this document be signed and effected as soon as possible in order to avoid industrial unrest.

According to the law, management gets mandate prior to negotiations such that when they reach an agreement on the bargaining unit table, it is binding to both parties.

“We request the Ministry of Finance to restructure and fire the entire NATSAVE management which has clearly failed the workers and other stakeholders”.  “The government must take keen interest in the failed management and management wrangles at the institution,” Mr. Msiska had said.

Zambia’s economy and UK aid

1. Introductory remarks

Recognise Deputy Governor BoZ, CEO Standard Chartered, British Chamber of Commerce, Board members Bank of Zambia.

First I’d like thank to Standard Chartered for putting on this event, I’m particularly looking forward to hearing Razia Khan’s perspective.

I also recognise Hon. Mutati’s presence here, and I look forward to his usual insightful blend of economics, political intelligence and common sense.

I will start with small thought from my own family on economic relations.

As it happens my grandfather was a banker, my father a trained economist and my mother business woman.

When I was quite young it became clear to me, that in my mother’s view:
Her father played with other people’s money
Her husband talked about money
But she alone actually made money
You can probably guess what she thought about her son becoming a civil servant. A career dedicated to spending her hard earned money.

2. Macroeconomic situation

I’ve been asked to provide some reflections on the economy.
As with all economic forecasters, I assume everything
except responsibility.

Now, looking at Zambia’s economy, it does feel like we’ve come through the worst, and we’re on the up.

Not long ago a copper price shock saw inflation top 20% and the exchange rate top 16 kwacha to the dollar. It’s a different picture now.

Copper prices have recovered somewhat, the exchange rate has been stabilised and inflation is now down to 6.5%. And forecasts for growth this year are up – at around 4%.

We’ve also had good rains, so load shedding has reduced and a bumper harvest is expected.

But Zambia still faces some big challenges. One of the big ones is arguably the public finances – the level of debt has been rising – just under 60% of GDP – and there’s a persistent fiscal deficit, around 10% last year. Although improving steadily this year.

In part, the domestic stock of that debt is why commercial interest rates have fallen only slightly and, while the policy rate is now at 12.5%, many Zambia firms still find it difficult to find affordable finance. Banks has a responsibility as well in this area.

So it’s good that an IMF deal appears close to being agreed, and there’s a debt management strategy on the way. An IMF deal will give some much-needed breathing space for Zambia to bring about further fiscal consolidation, and will reassure investors that Zambia remains a good place to do business. I have considerable respect for Hon. Mutati and his team who have worked tirelessly to develop the right programme for the country.

Like others in the region Zambia has had to adjust to global and regional events. Perhaps most importantly, copper prices. Copper accounts for the large majority of Zambia’s export revenues. But high copper prices can be both a blessing and a curse –boosting public finances but also reducing the incentives to diversify away from copper. It’s difficult to spread the benefits from the mining industry widely, and relying on copper prices is a risky strategy.

Linked to this is perhaps the key challenge for Zambia, and the region, going forward – the creation of jobs.

Here is a striking statistic: 1,000 young Zambians join the workforce every single day.

The so-called demographic dividend is there for the taking, but to do so Zambia will need to continue to diversity away from copper improving agricultural productivity, and develop and grow new industries. In many respects Zambia is well placed to do this.

The risk of not succeeding is that the demographic dividend becomes a burden. Zambia’s persistent levels of poverty have resulted in it becoming one of the most unequal countries in the world. Inequality feeds political insecurity and that in turn reduces investment.

3. So what is the UK doing to help with this agenda

DFID is active in running programmes from health to education to agriculture. We give the government some direct budget support including help to fund the social cash transfer programme which targets the poorest in Zambia. And we are a critical friend – we offer our support but will make suggestions where we can. And I like to think that’s reciprocated.

The UK remains one of the largest donors to Zambia, spending around £86m this year from our office here and our London based programmes – but that is still a small part of the government’s revenue. So unlike other places where DFID works, government isn’t highly dependent on funding from partners, indeed it already has many of the resources it needs to shape its future.

Our programmes also support the government’s excellent economic reform programme –which I’m sure the Honourable Minister will say more about. Examples include:

  • On tax policy and budget credibility – our Public Financial Management programme supports the Zambian Revenue Authority
  • On social protection, by supporting the government’s Social Cash Transfers
  • On economic and fiscal governance – technical assistance and training to the Ministry of Finance, the Bank of Zambia; and Ministries of General Education and Health
  • And last but not least on economic growth and job creation – we are investing in commercial agriculture and infrastructure including in significant investments in Northern Province,
  • We are operating an innovative investment fund in Solwezi to supporting a range of Zambian businesses including those now supplying to the mines
  • The UK’s CDC invested some $65m into Zambeef last year.
  • And critically, given the role of trade in development, the UK Government reaffirmed its commitment to Zambia’s development this week with an announcement that, after Brexit, Zambia will continue to benefit from duty-free exports into the UK on all goods, under the “everything but arms” arrangement.

4. Final thoughts

I’ve spent 8 years in Zambia, in 2 phases, going back to 2003. As I leave Zambia, I’m pleased to see that for many people it’s a much better place to live and work and raise a family.

Zambia is blessed with natural resources, is historically a stable and peaceful democracy, and enjoys the goodwill of very many countries and investors. But if recent years have taught us anything, it is that these can’t be taken for granted.

Nonetheless, looking at the facts it is hard not to be optimistic about this country, and I look forward to returning to Zambia and to hearing again about the considerable progress it has continued to be made.

All analogue television services along the line of rail to be switched off in Octotber-Kampamba(edited)

Government has put measures in place to accelerate the implementation of digital migration across the country. Minister of Information and Broadcasting Kampamba Mulenga says all analogue television services along the line of rail will be switched off effective October 1st this year.

Ms Mulenga says people from Chililambombwe to Livingstone must acquire Top Star decoders to avoid being switched off. She has also directed ZICTA to ensure that that there is adherence to the analogue switch off date.

The Minister has further directed the Independence Broadcasting Authority-IBA- to facilitate the transition of its licences to digital broadcasting platform before the analogue switch off.

Ms Mulenga said this during a press briefing to announce the analogue switch off plan held at Top Star head office in Lusaka today.

And TopStar Chief Executive Officer Leo Liao said the organisation will ensure that all households benefit from digital TV.

The government secured used a loan of US $273 million for the digital migration process. Phase 1 saw the establishment of digital transmission in the urban centre’s along the line of rail and Phases 2 and 3 will see the construction of Provincial Broadcasting Stations and transmission sites across the country.

Mr Liao said TopStar, as the authorised public signal distributor, will enable all the parts of the country to have digital television signal.

He said the realisation of digital migration will provide capacity for transmitting more channels and better picture quality across the country.

President Edgar Lungu has said that the Road Transport and Safety Agency -RTSA is not as corrupt as people would want others to believe. President Lungu said that the agency has put in place measures to rid itself of such vices. The President noted that that the ZAMTIS system has made it easy for the agency to operate effectively.

Speaking when he and his Ghanaian counterpart Nana Akufo-Addo toured stands at the ongoing Zambia International Trade Fair in Ndola this morning, President Lungu said the country should appreciate innovative ideas which government is bringing because they are aimed at improving service delivery.

The President said that said because of the lack of human element, the ZAMTIS system is transparent.

The two Presidents toured seven stands at the show. The two leaders will later this afternoon officially open the fair.

This year’s trade fair which is being held under the theme; innovation for industrialisation, has attracted 6-hundred 45 exhibitors.

Speaking during the official opening of the Mall, Mayor Chanda boasted that Luanshya is the only town with a gate and streets named after trees and that is why it is called the garden of the Copperbelt Province.

Luanshya Mayor who was quick to acknowledge the Property Developers, Z-Mart Group of Companies for extending a cordial invitation to him and officially open Roan Mall said he was grateful to President Edger Chagwa Lungu for giving him permission to officiate at the momentous occasion in Luanshya town when the is in the Province with the visiting President from Ghana.

His worship the Mayor of Luanshya who is also Copperbelt Provincial PF Youth Chairperson added the action by the President resonates a blessing from him and demonstrates the great attachment Government attaches to developing the whole nation.

First lady expresses concern at the growing number of girls renting boarding houses

First lady Esther Lungu says it is unfortunate that the long distances girls cover when going to school forces them to rent small huts near their schools which makes them vulnerable and exposed to detrimental vices.

The first lady said this when she opened a girls dormitory at Kaputi Secondary School in Chisamba district in Lusaka province.

\ “I understood that Kaputi Secondary has a wide catchment area and that pupils cover more than 30km from their homes to school, pupils , especially a girl child should not be disadvantaged with education”. She said.

“Boosting girls confidence was very critical if female children were to be employment creators tomorrow. Studies continue to show that investment in girls positively affects Gross Domestic Products (GDP) growth rates,’ she added.

The first Lady has urged teachers to strive and uphold professional standards in the education sector and endeavor to provide all learners with relevant knowledge, skill, values and positive attitudes that will enable them meet the challenges of life.

Mrs. Lungu through the Esther Lungu Foundation has also donated cash towards the purchase of the girls bunker beds at the school.

And Ghanaian Victoria Rebecca Akufo-Addo who also attended the event said education for the girl child was cardinal for the wellbeing of a country and the nation at large.

She also complimented her Zambian counter-part for her efforts in the fight to improve girl child education in the country.

Mrs. Akufo-Addo also said the boy child should not be left out in trying to improve delivery of education to the girl child.

Government refutes media reports on the planned construction of University College in Katete

Government has refuted claims by some sections of the Media that the planned construction of a University College of Applied Arts and Commerce in Katete District has been moved to Petauke district in Eastern province.

Eastern Province Permanent Secretary Chanda Kasolo says reports by the media are untrue as government still plans to kick start the construction works once funds are available.

Mr. Kasolo said his office has been in talks with the Ministry of Finance to ensure that funds in the 2018 Budget are secured to enable his office carry out the tendering process on time and subsequently start the works.

ZANIS reports from Katete that the Permanent Secretary said this in an interview, today.

He however explained that the his Royal Highness Kalonga Gawa Undi ‘s approval the proposed land by government was the only delay for the construction of the higher institute of learning.

Government has since secured land between Sinda and Katete districts where the university will be built.

The Permanent Secretary urged the general public to be patient as government was doing everything possible to ensure that works on the University College commences by 2018.

And a Pastor at Grace Ministries Nagel Mpakateni has appealed to government to quickly build the University in Katete district to reduce on expenses that many people in the area incur in their pursuit for higher education.

Pastor Mpakateni said people in the district were worried adding that the construction works have taken longer than expected.

He was of the view that having a higher learning institution in the province will greatly help develop many aspects of society.

People here are concerned with the development as they had seen other provinces begin their university projects while the Katete Project ragged behind, he said.

Zambia Police Traffic section should not be disbanded-Chipenzi

rights activist Macdonald Chipenzi says he is opposed calls to disband the Zambia Police Traffic section.

Mr. Chipenzi says instead of disbanding the Zambia Police Traffic section, government should consider fusing in the Zambia Police Section into the Road Transport and Safety Agency (RTSA) as opposed to disbanding it completely.

ZANIS reports from Chikankata district of Southern province that Mr Chipenzi said in an interview today that fusing the Zambia Police Service Traffic Section into the Road Transport and Safety Agency(RATSA) is the best way to go.

The move will improve operations of RATSA as well as reducing the perceived alleged rampant and sticking corruption which is alleged to have engulfed the Zambia Police Traffic section for a long time now, he said.

Parliament and cross section of society recently called for disbanding of the Zambia Police Service Traffic section for alleged rampant corrupt practices.

Mr. Chipenzi however said he was opposed to the calls by Members of parliament which he said though they are genuine, it will be paramount to just merge the two for better regulation of the road sector in Zambia.

“ Doing away with the Zambia Police Traffic section will not be the best move because the Zambia Police service traffic officers who understand better professionally the Road and Road Traffic Act as well as statutes, which most RTSA officers are not well conversant with, “ he said.

Mr. Chipenzi said the Zambia Police Traffic section police officers are trained professionals in law and police duties, Criminal law ,investigations, criminal procedure code and evidence which many RATSA officers do not possess at all.

Presidents of Zambia and Ghana cite Amatheon Agri as exemplary model of agricultural investment

His Excellency Edgar Lungu, President of Zambia, and His Excellency Nana Akufo-Addo, President of Ghana, today visited the Amatheon Agri Zambia farm in Mumbwa District as a showcase of responsible investment in agriculture and to strengthen ties for further investments. President Akufo-Addo was impressed with the works he saw on the ground and urged the company to invest in Ghana too – saying the farm tour was a real eye-opener and that rural Africa can develop its regional economy through agribusiness.

“Amatheon Agri is a model of agricultural development that needs to be replicated,” President Afuko-Addo said. Both Presidents spoke of social integration in the context of agricultural development, and that investments should be incorporated on a social level so the local people can also benefit from such development. Through its Presidency of the G20, Germany has introduced a ‘G20 Compact with Africa’ which aims to increase investment opportunities, push for more sustainable infrastructure as well as create jobs and employment in African countries. Ghana was one of the first countries to join the Compact, committing itself to improving conditions for private investment as part of the agreement. Since 2011, Amatheon Agri has developed two farm blocks in Mumbwa district – around 3,000 hectares for both rain-fed and irrigated cropping activities. One of these farm blocks is a Joint Venture with Toyota Tsusho Corporation – the trading arm of the Toyota Group. In addition to growing crops such as maize, soya, wheat, groundnuts and potatoes, Amatheon Agri also runs a breeding herd of cattle and a feedlot, and an Outgrower Programme currently supporting 10,000 smallholder farmers through training and market access.

Chipanzi against calls to disband the Zambia Police Traffic section.

A civil rights activist  Macdonald Chipenzi says he is opposed to calls to disband the Zambia Police Traffic section.

Mr. Chipenzi says instead of disbanding the Zambia Police Traffic section, government should consider fusing in the Zambia Police Section into the Road Transport and Safety Agency (RTSA) as opposed to disbanding it completely.

ZANIS reports from  Chikankata district of Southern province that Mr Chipenzi said in an interview today added that fusing the Zambia Police Service Traffic Section into the Road Transport and Safety Agency(RATSA)  is the best way to go.

The move will improve operations of RATSA as well as reducing the perceived alleged rampant and sticking corruption which is alleged to have engulfed the Zambia Police Traffic section for a long time now, he said.

Parliament and cross section of society recently called for disbanding of the Zambia Police Service Traffic section for alleged rampant corrupt practices.

Mr. Chipenzi, however, said he was opposed to the calls by Members of parliament which he said though they are genuine, it will be paramount to just merge the two for better regulation of the road sector in Zambia.

“ Doing away with the Zambia Police Traffic section will not be the best move because the Zambia Police service traffic officers  understand better professionally the Road and Road Traffic Act as well as statutes, which most RTSA officers are not well conversant with, “ he said.

Mr. Chipenzi said the Zambia Police Traffic section police officers are trained professionals in law and police duties, Criminal law ,investigations, criminal procedure code and evidence which many RATSA officers do not possess at all.

A 32 year old man killed over a fiancee

Police in Nchelenge district have launched a manhunt for a 33 year old man of Chandwe village in Chief Kambwali’s area for the murder a 32 year old man.

Collins Chongo who is on the run is suspected to have murdered Gift Katebe after an argument over a woman.

Luapula Province Police Commissioner Hudson Namachila told ZANIS in an
interview  that the incident happened on Tuesday at around 20:00 hours at the house of the fiancée to Gift Katebe.

Mr Namachila named the fiancée to the diseased as Magdalene Mulenga of Daison village in Chief Kambwali’s area in Nchelenge district.

Mr Namachila said the duo had a fight in Magdalene Mulenga’s bedroom which prompted the suspect to stab the deceased with a knife.

He said the deceased was stabbed in the chest and mouth which resulted to his death while  on the way to St Pauls General Hospital.

He added that the deceased body is lying at St Pauls General Hospital awaiting post-mortem and burial.

The suspect is on the run and police in the area have since launched a man hunt.
