World Bank Approves US$26.5 Million to Electrify Rural Areas of Zambia

The World Bank has approved $26.5 million International Development Association (IDA) credit to increase electricity access in 36 rural areas in nine provinces of Zambia; (Northern, North Western, Luapula, Muchinga, Copperbelt, Eastern, Western, Southern, and Central).

The Electricity Service Access Project will provide connections to the national grid for about 22,000 low-income households and about 1,000 MSEs in the selected rural areas.

“The majority of the beneficiaries will receive electricity services for the first time. Access to electricity in rural areas is important because it helps replace consumption of kerosene, diesel, dry cell batteries, and alternative fuels such as firewood that contributes to deforestation,” said Ina Ruthenberg, World Bank Country Manager for Zambia.

Overall national electricity access currently stands at 31 percent. While this figure is low in itself, it masks the significant disparity that exists between access in urban areas that stands at 67% and that in rural areas which is only 4%.

“This project therefore supports the Government of the Republic of Zambia priority of increasing electricity access in rural areas, and is aligned with two of the strategies that relate to energy in the recently launched Seventh National Development Plan (2017 – 2021), namely “Promotion of renewable and alternative energy” and “Improved access to Rural and Peri-Urban areas,” said Joseph Kapika, World Bank Senior Energy Specialist.

The project shall also support the Government in the development of a National Electrification Strategy that will provide a firm basis for further expansion of electricity access in the country.

The total cost of the proposed project is estimated at US$36.8 million, of which US$26.5 million will be financed by the International Development Association (IDA). An estimated in-kind contribution valued at US$2.7 million equivalent will be provided by the Rural Electrification Authority (REA) and ZESCO Limited, and an estimated US$0.6 million will be co-financed by households and micro and small enterprises (MSE) for on-grid connections. In addition, the Government of Sweden has in principle agreed to finance the project through the Global Partnership on Output Based Aid (GPOBA) in the amount of US$7million equivalent.

Opposition RPP calls for axing of Mutati for misleading Zambians over debt

Republican Progressive Party (RPP) vice president Lesley Chikuse has called for the dismissal of Finance Minister Felix Mutati for misleading the nation on the extent of Zambia’s external debt.

Mutati told parliament that Zambia’s external debt was now standing at 17 billion United States Dollars but the figures were changed by his officers in the Ministry of Finance who said the country’s external debt is 7.2 billion United States Dollars.

This forced Mutati two days ago to go back to parliament and tell the nation that Zambia’s external debt was 7.2 billion.

When reached for a comment, Chikuse said Mutati deserves to be replaced for misleading the nation.

Chikuse said there is no reason Mutati can make such a blunder because the Minister of Finance does not speak things from his head but he is guided by the statement worked out by officers in his ministry.

Chikuse said it will now be hard to believe that Zambia’s external debt stands at 7.2 billion.

From tackling bullying head-on in schools, to preserving the environment, to promoting gender equality, these young people are taking the lead in driving change in their communities.

Movement for National Transformation (MNT) leader Daniel Mvula Shimunza has said the Zambia’s economy is statistical as it is being run as handbag economics for which the lives of many people is hand to mouth kind of scenario.

Speaking in an interview with Pan African Radio, Shimunza regretted that common people are passing through hard times because economic fundamental which are productivity, distribution and consumption are not working.

Shimunza said the production sector is not working because the country has no industry to manufacture goods and service for export adding that the consumption levels are higher than productivity.

He added that government embarked on the country wide marathon of making roads which is good for distribution but that these roads have come with a burden of debts which is not good for the economy.

A MAN accused by United Party for National Development (UPND) president Hakainde Hichilema’s wife, Mutinta, of planning to kill the opposition leader has sued her demanding K5 billion as compensation for libel and slander.

According to a statement of claim filed in the Lusaka High Court yesterday, Simon Bobo, a social and economic anthropologist, has told the court that on May 30 this year, at Lusaka Central Correctional Facility, Mrs Hichilema allegedly issued a fabricated story to the press accusing him of wanting to kill her incarcerated husband because he was clad in a Patriotic Front (PF) branded hat.

Mr Bobo has, however, submitted that he went to the correctional facility to visit his cousin, who is one of the inmates.

“The plaintiff was taken to the police headquarters for interrogation which later revealed that there was no evidence to the claims made by the defendant and he was made to pay K54.00 which was for the disturbances likely to cause breach of peace.

“During the stay of the plaintiff in cells, he was made to stay with other people and one of them got a picture of him purporting that it was a remembrance during his stay in the cells, but to his surprise, the same picture was cropped and was used to publish a statement on an online publication called Zambian Eagle,” he stated.

Mr Bobo says according to the publication in question, he was identified as one of the key men President Lungu had allegedly assigned to kill Hichilema.

He further submitted that the statement was also published in the Mast newspaper and online publication, Zambian Watchdog.

Mr Bobo said Mrs Hichilema has not retracted the statement despite being asked to do so, hence his decision to drag her to court.

He described her statement as malicious and injurious to his personal image which has also comprised the safety of his family and affected his standing in the country and across the world.

Mr Bobo is now claiming K5 billion being compensation for libel and slander and wants exemplary damages for harassment and emotional turmoil suffered as a result of the slanderous statements.

He is also claiming an order of injunction to restrain the defendant by herself or any other persons and authorised by her or in any way related or connected to the matter from writing or causing to be written or circulated.

Meanwhile, the Kabwe Magistrate’s Court has jailed Collister Progress Shimunzhila, a member of the United Party for National Development (UPND), for four months for defaming President Lungu.

Resident magistrate Sibaleya Chikuba sentenced Shimunzhila on Wednesday when the matter came before him for judgment.

On October 4, 2016, in Kabwe with intent to bring the name of the President into hatred, ridicule or contempt, Shimunzhila did publish defamatory remarks, but denied committing the offence when he appeared for plea.

“I conclude finally that the prosecution has proved its case beyond all doubt and I find the accused guilty of the offence of defamation of the President contrary to Section 69 of Penal Code, chapter 87 of the Laws of Zambia, and I convict him accordingly,” Mr Chikuba said.

During trial, Central Province Minister Sydney Mushanga, who was the key witness, testified that on October 4, 2016 around 11:13 hours, he received a message defaming the President from Shimunzhila via his mobile phone WhatsApp messaging application.

ZAMBIA Chamber of Mines president Nathan Chishimba says electricity tariffs for the mines are not subsidised as perceived by many people, but Zesco Limited finds it cheaper to supply power to those buying the commodity in raw form direct from the transmission network.

Mr Chishimba said there has been greater minerals’ policy stability in the last 18 months that resulted in improved copper production.

“This positive development is also supported by the improved external environment but we need to address certain issues such as power, adequate mining skills and minerals policy environment that investors are thinking about to ensure financial inflows into Zambia.

“We need reliable power supply and long-term reforms in the energy sector, but there is a myth that mining tariffs are subsidised by other users. This is technically incorrect, since it is cheaper for an electricity company to supply power to a mine than a residential home,” he said in an interview on the sidelines of the just ended Zambia International Mining and Energy Conference.

Mr Chishimba said Zambia’s large mining operations draw their power in raw form direct from the transmission network.

“The mines build and maintain their own sub-stations, transformers and their own distribution network. They take responsibility for distributing electricity to their own operations and often to surrounding communities, whereas Zesco is responsible for all these additional steps for all other users, whether residential or commercial,” he said.

In a separate interview, Minister of Mines Christopher Yaluma said the performance of the mining industry depends on joint collaboration between Government and the mines.

“We have had rough times before but dialogue is the solution to ensure progress. When the country experienced power deficits, interventions were made to ensure the survival of the mines through importation of power.

“Government will maintain an open-door policy and the industry will always have an opportunity to influence policies, and Government will not do something to surprise investors,” he said.

Meanwhile, the Centre for Trade Policy and Development (CTPD) has urged Government to reinstate the clause on mineral revenue sharing mechanism (MRSM) in the Mines and Minerals Act to realise the aspirations of the Seventh National Development Plan (7NDP).

CTPD acting executive director Isaac Mwaipopo said the 7NDP seeks to improve the quality of Zambian life as proposed in key continental initiatives such as the Africa Mining Vision (AMV).

Mr Mwaipopo said amendment of 2015 Mines and Minerals Development Act will help Government and local communities benefit from the country’s natural resources.

The Mines and Minerals Act of 2015 provides for the revising of the law relating to the exploration for, mining and processing of minerals; provide for safety, health and environmental protection in mining operations.

And also to provide for the establishment of the Mining Appeals Tribunal; repeal and replace the Mines and Minerals Development Act, 2008; and provide for matters connected with, or incidental to, the foregoing.

“It is discouraging to note that at the mention of mining in Zambia, the focus and conversation among policy makers is narrowed down on how to create an enabling environment for investors with little or no attention paid to how communities that host mining investments can benefit from the country’s mineral wealth and live in a conducive environment.

“Too often, these communities are displaced and their sources of livelihoods destroyed by mining operations and left with no alternative sources of income,” he said in a statement recently.

Mr Mwaipopo said the absence of clear policies and systems to curb mining companies’ practice of declaring the bulk of their investments as debt and not equity is eroding the country’s tax base.

He said the purpose of such measures is to minimise taxes payable by mining companies to Government.

Malnutrition levels in children in Mansa has reduced drastically

GOVERNMENT has scaled up its nutrition programme in Mansa aimed at reducing malnutrition levels through implementation of 1,000 ‘Most critical days programme’ (MCDP) under the National Food and Nutrition Commission (NFNC).

Mansa district administrative officer Judith Nyirenda says malnutrition levels in children reduced drastically owing to the efforts the commission is making in the promotion of antenatal care during pregnancy, exclusive breastfeeding for six months and supplementary feeding after six months.

Ms Nyirenda said the first 1,000 ‘Most critical days programme’ in Mansa has been a success.

She was speaking when she received a delegation from the NFNC in Mansa recently.

“The levels of malnutrition in the district have reduced. Since the implementation of this programme in 2015, we have managed to implement MCDP in six wards. It is gratifying that mothers have received the whole programme very well and are following the interventions we are teaching them,” Mrs Mwila said.

She said the programme has so far benefitted people in six wards in the district and it is being rolled out to 16 more wards.

“Following the success of this programme, we are not going to leave out any ward. We intend to take it in other areas so that more people can benefit from this important programme,” she said.

The MCDP programme aims at training expectant and breastfeeding mothers’ healthy ways of feeding infants.

It emphasises the need to scale up nutrition through practising interventions such as antenatal care during pregnancy, exclusive breastfeeding for six months and supplementary feeding after six months.

These practices have not been common in rural areas and have led to high levels of malnutrition and stunted growth.

MINISTER of Community Development and Social Services Emerine Kabanshi says the number of households benefiting from the government’s social cash transfer programme has increased from 242,000 last year to 590,000 this year.

Ms Kabanshi says research has shown that the programme leads to positive outcomes among beneficiaries in terms of improved nutrition, reduced illnesses, accumulation of small assets and improved primary school attendance by pupils from beneficiary households.

She said this in a ministerial statement to Parliament on the national scale-up of the social cash transfer programme.

“We increased the budgetary allocation to the social cash transfer programme from K302 million last year to K737 million this year,” Ms Kabanshi said.

Government has allocated K500 million to the programme while cooperating partners have committed K237 million.

She said the social cash transfer programme is aimed at reducing extreme poverty and intergenerational transfer of poverty among vulnerable groups.

MINISTER of Home Affairs Stephen Kampyongo says it is disappointing that intolerance among some Patriotic Front (PF) and United Party for National Development (UPND) supporters has reached shocking levels of fighting even during traditionally solemn occasions such as funerals.

Mr Kampyongo said in Parliament on Wednesday that the violence which took place at Leopards Hill Memorial Park in Lusaka recently between PF and UPND cadres and elsewhere demonstrates the breakdown of morals in the country.

He was responding to a point of order by Mwembeshi member of Parliament (MP) Machila Jamba (independent) on the persistent incidents of violence between PF and UPND supporters.
“Traditional funerals are sacred and bring all sections of our people together in remembrance of the departed ones, and out of respect for the departed beloved ones,” Mr Kampyongo said.

The minister said the moral decay in the country must be stopped because Government will not tolerate any kind of criminality regardless of who the perpetrator is.

He said the fighting which happened at Leopards Hill Memorial Park on Saturday where a number of people got injured and property destroyed is uncalled for and must be condemned by everyone.

GHANAIAN President Nana Akufo-Addo has urged African countries to invest in human capital value addition by creating an education system that shapes a well-skilled workforce which can compete favourably in the global economy.

And President Akufo-Addo has called for industrialisation of African economies by promoting value addition to raw materials to attain prosperity.

Speaking when he officially opened the 53rd Zambia International Trade Fair (ZITF) yesterday, the Ghanaian leader said Africa needs an education system that can impart skills to citizens for them to realise their full potential.

“Our economies are not structured to meet the needs of our people. What Africa needs above all is value addition, and this can start by adding value to human capital through an education system that provides every child with a skill to realise their full potential.

“This is why on my part I made education as one of the foundations of my vision to build a knowledge-based industrialised economy. Access to free universal quality education is the key to participate in the new global economy,” he said.

This year’s ZITF is being held under the theme ‘Innovation and Industrialisation’.

And President Akufo-Addo has said raw material producing countries need to promote value addition to their products for them to achieve economic prosperity and improved living standards of citizens.

“Raw material producing economies do not create prosperity for their people, the way to prosperity is by ensuring access to value addition,” he said.

He said it is for this reason that every district in Ghana has a factory to promote value addition.

President Akufo-Addo said through the public-private partnership initiative, his country has successfully established enterprises to ensure that it does not become a retailer of cheap imports.

Meanwhile, President Akufo-Addo said successful leaders are innovative and invest in new ideas that can stimulate economic development.

He said leaders must be focused on providing a better future for their citizens.

The visiting President commended ZITF organising committee for successfully hosting this year’s show.

ZITF board chairperson Jane Kabwela appealed to Government to consider improving the infrastructure at the trade fair venue.

Ms Kabwela said the construction of the Copperbelt International Airport will attract various businesses to the province, hence the need to improve infrastructure at the trade fair grounds.

She said the trade fair has continued to grow over the past few years with more than 600 exhibitors participating at this year’s event compared to 400 that took part in last year’s fair.

Earlier, President Lungu and President Akufo-Addo attended a luncheon at Mukuba Hotel sponsored by the National Road Fund Agency and Zesco.

THE Lusaka High Court has set July 6 this year as the date for ruling on whether or not to grant a judicial review to 46 United Party for National Development (UPND) parliamentarians who are challenging Speaker of the National Assembly Patrick Matibini’s decision to suspend them.

And the State has told the court that Dr Matibini was on firm ground to suspend the 46 legislators. In an affidavit filed to oppose the summons for leave to apply for judicial review, National Assembly acting deputy clerk Cecilia Sikatele says the decision to suspend the applicants for 30 days is supported by law.

She says the conduct of the applicants was contemptuous because by boycotting the state of the nation address by President Lungu, they committed intentional disrespect to the head of State.

Ms Sikatele said the Speaker is empowered to discipline members of the National Assembly.

“We wish to state that following the boycott of the official opening of the National Assembly on 30th September, 2016, the Speaker in his ruling warned that future boycotts would be met with much stiffer penalty.

“In any event, the 54 UPND MPs boycotted the official opening of the National Assembly on 30th September, 2016, and were subsequently reprimanded. In the apology which was tendered by Mr G Nkombo, he admitted expressly that he was a prime mover of the boycott,” she submitted.

On June 13 this year, Dr Matibini suspended the UPND parliamentarians for 30 days during which they will not be paid salaries or allowances.
But the MPs have sought leave to apply for judicial review to challenge their suspension.

Nalikwanda MP Geoffrey Lungwangwa and 45 others are now seeking a declaration that the Speaker’s decision was illegal as they were just exercising their freedom of expression as guaranteed in the Constitution.

Meanwhile, SPEAKER of the National Assembly Patrick Matibini has lifted the suspension of United Party for National Development (UPND) member of Parliament (MP) Rasford Bulaya after establishing that the lawmaker did not boycott President Lungu’s state of the nation address to Parliament.

This brings to two the number of MPs that have escaped the one-month suspension slapped on UPND parliamentarians. The speaker had initially suspended 48 MPs but he last week withdrew the suspension of Namwala’s Moono Lubezhi because she had been excused.

Dr Matibini has, however, reprimanded Mr Bulaya, the Mpongwe lawmaker, for being absent without permission.

Making a ruling yesterday, Dr Matibini said Mr Bulaya complained to his office that he was among the 47 suspended MPs when he was attending a court case at Mpongwe Magistrates Court on the material day where he was a witness in a case of “The People versus Gabriel Namulambe”.

Dr Matibini said Mr Bulaya did exculpate himself in response to a charge letter where he explained his absence.

“Unless it is practically impossible, a member must seek prior permission from the Speaker or the chief whip to stay away from the sittings. Review of the records show that Mr Bulaya responded to the charge letter addressed to all UPND MPs to exculpate themselves,” Dr Matibini said.

People’s Party leader Mike Mulongoti says Patriotic Front (PF) Deputy Secretary General Mumbi Phiri’s remark that it is not a crime not to recognize the President of Land cannot go without a comment.

The MAST, a controversial tabloid, has carried a burning headline reading: “it is not a criminal offence not to recognize a President of the country”.

When reached for a comment, Mulongoti said it is good that Phiri has awakened from slumber and come to terms with reality that recognition of the President is not a forcing matter.

Mulongoti said Phiri’s remarks have vindicated him and others who have refused to recognize President Edgar Lungu on principle that the Presidential Petition brought forward by United Party for National Development (UPND) leader Hakainde Hichilema and his deputy Geoffrey Bwalya Mwamba was not heard.

“She has awakened from slumber and come to terms with reality that recognition of the President is not a forcing matter” he said

And Mulongoti says Government is very aware that Hichilema’s popularity bar has been raised since his incarceration over 80 days ago.

Mulongoti said Hichilema’s competitors are sacred of his growing popularity as some people who did not believe in him have started doing so following his incarceration.

Mulongoti said Hichilema is getting sympathy from the general public and PF supporters following his incarceration on treason offence.

“Government is very aware that Hichilema’s popularity bar has been raised since his incarceration over 80 days ago” Mulongoti said

Meanwhile, Mulongoti believes Hichilema will come out fighting after his incarceration no matter how long it takes and prayed that the judge is allocated to Hichilema’s treason case so that it is expeditiously disposed of.

Mulongoti said true justice comes from God and prayed that the Almighty Lord prevails over Hichilema’s case.

President Edgar Lungu has said that he will not be distracted in his programme to developing the country. The President said that his eyes were fixed on ensuring that the country’s key economic sectors are revived for the benefit of the citizens.

The Head of State said this yesterday at Kenneth Kaunda International Airport shortly upon arrival from Ndola where he attended the official opening this year’s Zambia International Trade Fair by Ghanaian President Nana Akufo-Addo.

President Lungu said the industrialization process taking across the country will create employment opportunities for Zambians. The President said that Government will remain committed to accelerating various development programmes across the Zambia.

And President Edgar Lungu has directed the Zambia Police Service to investigate the death of Kitwe street vendor Anita Nankamba who was allegedly beaten by Kitwe City Council Police officers days before she died.

President Lungu’s Special Assistant For Press And Public Relations Amos Chanda said that the Head of State regretted the death of Ms. Nankamba who was two months pregnant.

Speaking at a press briefing in Ndola, Mr. Chanda said the President wanted the Police to investigate the matter as soon as possible and bring the case to a close.

Mr. Chanda also noted with concern that cases of people using the name of the President and other senior government officials to extort money on the Copperbelt are increasing. Mr. Chanda said that some private companies have complained that people using the names of the President, the Vice President, the First Lady and himself were increasing.

On insinuations that Zambia was sliding into a dictatorship, Mr Chanda said all systems of governance were functioning well and that there is no dictatorship.

Meanwhile, President Edgar Lungu has authorised the Presidential Empowerment Initiative Fund for Marketeers and Vendors to spend K 300 000 to help maketeers who were victims of suspected arson cases in Lusaka and Copperbelt provinces.

Patron of the Presidential Empowerment Initiative Fund for Marketeers and Vendors Chanda Kabwe said that the money will also be used for construction of ablution blocks at some markets on the Copperbelt.

Mr. Kabwe urged people under the program to be committed in paying back the loans to benefit other marketeers and vendors across the country. Mr. Kabwe who is also Central Province permanent secretary was speaking to ZNBC news in an interview in Mumbwa district.
