THE BANKERS Association of Zambia and leaders of business in the country endorsed President Edgar Lungu’s decision to invoke article 31.

Featuring on the Hot FM Breakfast show this morning Special Assistant to the President for Press and Public Relations Amos Chanda said the Bankers Association and leaders of business had welcomed the decision to declare a state of threatened emergency noting that when there is a threat to a business environment, business can be disrupted and thus needed a practical solution.

“On a day shortly after the President invoked that (article 31) he had a meeting with bankers and they endorsed his actions,” Mr Chanda announced to the nation and cushioned speculation especially on Social media that had been suggesting that the invocation of the article 31 would set a negative hit to the economy.

He added that following the proclamation the Kwacha actually gained a few points upwards against superior currencies like the dollar.

“This is because business leaders did recognise that when there is a threat to business, an environment were business can be disrupted. But, there is an authority that there is a government that is capable and can rise to the occasion and bring to an end all acts of sabotage,” he said.

Mr Chanda said it can be inferred that the leaders of economic business did not appreciate the lawlessness and equally regretted the market fires.

He added that the business community also assured the President that business was operating normally.

“They also assured the President that business was operating normally, no exchange controls, no threat to seizure of private property… The normal constitutional order is intact the business environment remains positive,” Mr Chanda said.

He additionally emphasised that the action by the President to proclaim and invoke article 31, declaring that a situation in the country exists, which if allowed to continue may lead to a state of emergency is an assurance to businesses that Zambia is safe for business and also to investors.

And State House has revealed that the current perceived tension is being manufactured by malcontent politicians who lost elections in 2016.

Narrowing down speculation Special Assistant to the President for Press and Public Relations Amos Chanda said in bid create an image that the country was ungovernable, The soar losers had been setting markets on fire in order to instil anger in traders and hence cause an uprising from them that would reflect in townships.

“It is lawlessness instigated by political malcontent,” Mr Chanda said when he appeared on the Hot FM Breakfast show this morning.

“They burn markets so they hope the 1000 people trading there will go into the townships and inject that anger into the the townships and therefore create and manufacture that tension. It is that tension the President is trying to forestall.”

He said there is prima facie evidence that the actions are well calculated by ‘politically motivated mischievous individuals.’

“The President is acting to preserve the image of the country against calculated and targeted actions… prima facie evidence shows clearly that there is a lot of politically motivated mischief we know it and it is on record,” Mr Chanda said.

“They were prophets of doom! People who predicted Armageddon. And it is very fair that we demand a retraction of those words.”

And Mr Chanda took a swipe at the recent vocal South African Union hitting Zambian media headlines questioning how a metal workers union would be so concerned of the political affairs in Zambia.

He added that The State was aware that the actions of NUMSA was the architectural work of a ‘disgruntled Zambian.’

“He went out to the country, lied that the government here was pursuing him. He has since returned several times to this country and police are not looking for him,” Mr Chanda said.

“That is a non descript union in South Africa…What is the brief of metal workers union in South Africa for it to be so concerned about politics and not welfare of metal workers in that country?”

1

The legal and justice sector reforms commission has resumed sittings in Zambezi district to receive oral and written submissions from members of the public.

ZANIS reports that the justice Frederick Chomba led commission which is being chaired by the solicitor general Abraham Mwansa has assured Zambians of government’s political will to transform the legal sector.

Speaking today at the official opening of the public sittings in Zambezi District, in North-western province, Mr. Mwansa said the commission is committed to ensuring that the submissions from members of the public are not wasted but are upheld.

Mr Mwansa has since called on the people of Zambezi district to take advantage and make submissions in order to serve the current and future needs of the people.

And Zambezi District Commissioner Lawrence Kayumba said the commission is an important undertaking as most of the security wings such as the police service, the correctional service and immigration department need reforms.

Mr. Kayumba has since appealed to the commission to consider building offices of the legal aid board in all the provinces.

And one of the petitioners Joel Kaviwa 65 submitted that the police service was allegedly corrupt and that some female police officers get involved in love affairs with wealthy suspects hence compromising their work.

And 69 year old farmer Wilbert Chipopu accused the legal practitioners of being corrupt and partisan in the execution of their duties.

The commission will this Wednesday July 12 sit in Mwinilunga district and close with Solwezi district on Friday 15th July.

Government has reaffirmed its commitment to scale up wildlife conservation with its various stakeholders to ensure the growth of tourism industry.

Minister of Tourism, Environment and Natural Resources Charles Banda says government is committed to game restocking and conservation to boost the tourism industry.

Mr. Banda says it is hence cardinal for his ministry to restock and strategically reposition animals for the purpose of enhancing the boosting game tourism in the country.

Government was determined to make game tourism spread across the country and generate the needed investment and revenue, the minister said.

He implored on locals to embrace a culture of game conservation so as to reap the benefits of a booming tourism sector which he said would yield job
and business opportunities.

And African Parks Development and Conservation Director Andrew Parker has commended government for creating an enabling environment for other partners to participate in game park management.

Mr. Parker said this was important as it will promote the game tourism sectors’ growth and sustainably benefit surrounding communities in game management areas (GMAs).

He stressed that African parks would continue to offset the financial obligation of government in funding of game management through a transparent process in areas it had been accorded the opportunity to operate.

African Parks which operates in eight countries has embarked on a restocking exercise in which wild-beast and antelopes are transported to the Chunda Ponde game management area as part of its park management projects in Zambia.

The Dundu-mwezi community in Kalomo District in Southern Province have expressed its willingness to welcome a Republican President for the second time ever in its history.

Chief Chikankata of the Tonga speaking people particularly says he and his subjects look forward to President Lungu’ s visit to the area this week.

The traditional leader said he together with his subjects is so happy that President Lungu will finally be visiting Dundu-Mwezi constituency. The traditional ruler said this in a telephone interview from his palace, yesterday.

He said the visit by the Head of State displaces his true statesmanship by fulfilling that upon winning last year’s elections he was going to be the second Republican President to visit Dundu-Mwezi constituency after the late president Michael Chilufya Sata.

Chief Chikanta said the visit of the Republican President will provide an opportunity for him and traditional leaders to share the many challenges affecting the people in the area since Zambia’s independence in 1964.

He revealed that the traditional leadership in Southern province has resolved to turn up in numbers to receive the Head of State when he visits the constituency this week.

Among the traditional leaders who have confirmed participation include Chief Muchila, Chief Mungobela, Chief Siachitema and Chieftainess Mwenda of the Basanje Tonga speaking people in Chikankata district in Southern province.

Other chiefs are yet to confirm their participation to welcome Head of State visit.

And Chief Siachitema of the Tonga speaking people says he will also be one of the traditional leaders who will receive President Lungu .

Speaking through his spokesperson Johns Chiboola , today, Chief Siachitema said President Lungu will be remembered for his various development projects he has brought to the constituency and the surrounding areas such as Itezh-tezhi District.

There was no doubt that the people of Dundu-Mwezi will be besieged with un precedent infrastructure development which includes the construction of the much talked Dundu-Mwezi road and the establishment of communication towers.

ZANIS further reports that Mr Chiboola said a committee has since been formed to go round the Chiefdom to inform people about the visit of the head of state in Dundu-Mwezi.

Meanwhile, Chieftainess Mwenda of the Tonga speaking people in Chikankata district in Southern province told ZANIS in a telephone interview that she will also be among the traditional leaders who will receive the head of state.

Chieftainess Mwenda said it is gratifying to learn that finally, the head of state President Lungu will be visiting the area to familiarize himself with many challenges the people of Dundu-Mwezi have been facing in the two chiefdom namely, Chikankata and Siachitema chiefdoms in Kalomo district in Southern province.

The traditional leader said President Lungu has displayed true statesmanship and that the he is a man of his words.

She urged the people of Dundu-Mwezi and indeed all the traditional leaders in Southern province to attend the scheduled visit of the head of state in Dundu-Mwezi constituency.

Youths are still prone to HIV continue educating them-NAC

2

The National Aids Council (NAC) has stressed the need for every Zambian to sensitize the youth on HIV because they are the most affected.

Speaking in an exclusive interview, National Aids Council Director of policy and Planning John Mwale noted that HIV related activities need to continue so that many lives especially the adolescents are saved.

And the National Aids Council Director expressed happiness with the introduction of the Pre-exposure Prophylaxis (PREP) prevention intervention which does not only boosts immune system but also strengthen the white blood cells as well as preventing the virus from spreading fast in body.

Mwale  revealed that an estimated 46,000 new HIV related infections every year are recorded and he believes that the new drug dubbed PREP which found in all the 10 provinces of Zambia will reduce the number of infections.

“This  is why awareness needs to be spread down to the community.  Discordant couples (a couple that one mate is living HIV positive and the other is Negative) and sexual workers are at a very high risk of contracting HIV noting that PREP will greatly help them. For one to get the treatment, they must take an HIV test to be sure of their status after which tests will be regular every 3 months while taking PREP” Mwale said

Zimbabwe dismantle Zambia

Zambia were dismantled 3-1 by Zimbabwe at the Royal Bafokeng Stadium in Rustenburg to finish runner up in the 2017 Cosafa Cup.

The result was a big disappointment after reaching their first Cosafa Cup final since 2013 when they also met Zimbabwe again but were victorious with a 2-0 win as hosts in Ndola.

Knox Mutizwa put Zimbabwe ahead in the 22nd minute when he capitalized on a mistake by goalkeeper Allan Chibwe .

Zambia sneaked in the equalizer in the 39th minute through Lubinda Mundia converted a corner just a minute after replacing the injured Mike Katiba.

Zimbabwe then gave Zambia a mountain to climb when Talent Chawapiwa fired in the rebound in the 55th minute after Mutizwa had smashed the ball into the upright.

Ocean Mushure sealed the victory in the 67th minute then with an unstoppable volley.

The proclamation of article 31 will not affect the economy-Lucky Mulusa

17
MINISTER of National Development Lucky Mulusa
MINISTER of National Development Lucky Mulusa

MINISTER of National Development Lucky Mulusa has put to rest assertions that the economy will go haywire with the proclamation of article 31.

The Minister first emphasised that there is no State of Emergency and the proclamation of article 31 is in fact a measure to stop this from happening.

Mr Mulusa added that the proclamation would in fact build investor confidence as it was a decisive measure to nip budding security problems.

Mr Mulusa was speaking when he featured at today’s Patriotic Front Interactive Forum.

Mr Mulusa said government had realised that a few individuals were brewing anarchy and thus a decisive measure needed to be undertaken before the country had a full blown ‘Boko Haram or Al Shabab’.

“Let me first emphasise that there is no State of Emergency what exists currently as per description in the constitution is a way that will stop this from happening,” he said.

“That said the proclamation of article 31 will not affect the economy, it is a security measure to safe guard even investments.”

He said because of governments decision to curb the brewing terroristic acts spearheaded by a few individuals with the proclamation of article 31 what was being feared (anarchy) would not take place.

Mr Mulusa emphasised that speculation that the Kwacha would tumble were neither here nor there.

He gave examples of London and Paris that were currently under similar proclamations (state of emergency and threatened state of emergency) but noting there situations as being worse have still maintained a strong currency.

Mr Mulusa emphasised and concluded that Zambians should not fear that the economy would tumble but instead should learn that government wanted to ensure investment security as no investors are interested in a country with lawlessness.

UPND are ‘irretrievably on a shameless mission of embarrassment.’

UPND and PF members posing for a Group Photo
UPND and PF members posing for a Group Photo

Former ZANASU Vice-President Prince Ndoyi says the opposition UPND are ‘irretrievably on a shameless mission of embarrassment.’

Commenting on the trip by UPND’s top blass who visited South Africa’s opposition leader Julius Malema, Mr Ndoyi said the UPND have turned themselves into a political cannon are now shooting in all directions for political relevance internationally.

He noted that as opposed to visiting opposition political parties abroad the UPND leadership should have taken advantage of the visits by the three Presidents eho have visited the country in the last two months and asked for audience if indeed their motive is to find someone to mediate for them regarding the incarceration their leader.

Below is the full statement as Mr Ndoyi.

We want to comment on the trip by the UPND leadership to visit South Africa’s opposition leader CIC Julius Malema. It is worrisome the amount of desperation we are witnessing from the UPND in the last few months.

This is yet another failed desperate attempt to try and set a stage for themselves into international politics, as well as set a tone to portray themselves as though they have grown into international politics. The UPND must not rob Malema of the integrity he holds among South Africans.

UPND are irretrievably on a shameless mission of embarrassment. They have turned themselves into a political lose cannon, shooting in all directions for help, even from places and individuals that nobody in the world would consider.

Their actions in the past months are a thorn in the flesh of people that laid the foundations of politics in our country, people like Harry Mwaanga Nkumbula, Simon Mwansa Kapwepwe, Mainza Chona and others. We can’t imagine for a bit, if Anderson Mazoka were to rise today to see what his party has been reduced to, evidenced from the political immaturity they are exhibiting.

We urge the EFF not to stoop low to the levels of UPND, who in their desperation called a stooge of Hellen Zille, Mmusi Maimane to try and gain political sympathy from the international community. The move failed because Zambians from the onset understand the interests of Hellen Zille, Mmusi Maimane and their Democratic Alliance(DA) party.

Infact these are some of things President Lungu mentioned during the Press Conference that there a number of business men who want to usurp political power in Kenya, South Africa, Zimbabwe and our country.

We are of the view that the move by the UPND somewhat exposes them and vindicates the President, and Zambians should be weary of these moves. We urge the EFF who represent the genuine interests of South Africans not to fall into the trap of the UPND.

The EFF practices practical and logical politics, and they would be dammed if they began courting a political party that is hell bent on polarizing their own country. It is surprising that the UPND has no friendship with any sitting head of state, but have gone on rampage meeting opposition political parties.

Their aspirations for leadership and national office do not represent the interests of the indigenous Zambian people, but those of the opposition political parties in South Africa and we are confident no jokes that Zambians could not be fooled in that direction.

The UPND have entered a Political mode destructive; not only to themselves, but to the nation at large. They no longer represent the values and rich heritage upon which the Zambian politics was established.

Lastly, if the UPND are genuinely looking for people to mediate over the incarceration of their president HH, they should have taken the opportunity to talk to Presidents who have visited the country.

In the last two months, we have received three Heads Of States and we are sure President Lungu would have taken heed of any advise coming from any of the three regarding their issues. Our advise is let themcalm down and genuinely reconcile their actions over the last months with the Zambian people.

Government formally writes to the UK Government about Larry Mweetwa

Larry Mweetwa
Larry Mweetwa

THE Zambian high commission in London has formally written to the Protocol Directorate of the Foreign and Commonwealth Office expressing concern over activities of Mr Larry Mweetwa, a Zambian who lives in London.

Mr Mweetwa, a well-known sympathiser of the opposition United Party for National Development (UPND) president Hakainde Hichilema, has for a long time been issuing what the mission termed “inflammatory and subversive comments and inciting people to commit terrorism activities in Zambia”.

In a notice, the mission is further seeking audience with commissioner of the Metropolitan Police Ms Cressida Dick on what measures or actions can be taken over the activities of Mr Mweetwa.

The Zambian mission informed the British authorities that Mr Mweetwa posted a message on his Facebook page praising the acts of suspected sabotage last week which left the country’s biggest market, Lusaka City Market, gutted and thousands of traders without a livelihood.

It is not the first time that the mission is raising concern over Mr Mweetwa’s activities. The matter was brought to the attention of the British authorities in September 2016.

On Friday, Vice President Inonge Wina said that government was in the process of engaging Interpol in order to extradite Zambians in foreign countries who she said are inciting Zambians to engage in sabotage activities.

Chinsali Central Member of Parliament Kalelwe Mukosa asked the Vice President, as to whether government is considering extraditing people in the diaspora who are inciting and encouraging Zambians to engage in sabotage activities.

The Chinsali Central Constituency lawmaker said this during the Vice President’s questions session.

In her response, Ms. Wina stated that Zambia has signed agreements with foreign countries to extradite undesirable characters in order to ensure that such people are not hosted in their countries.

Government is aware of some Zambians in diaspora who are inciting people back home to engage in evil activities and urged Zambians to ignore such bad behavior and remain patriotic, the Vice President said.

Invocation of the Threatened State of Emergence constitutes abuse of power -GBM

Running Mate GBM addressing the press conference
FILE: GBM addressing the press conference

United party for national Development (UPND) Vice President Geoffrey Bwalya Mwamba has said that the anticipated state of emergency is only designed to silence opposition and critics in Zambia.

In a statement today, Mr. Bwalya said Edgar Lungu’s invocation of the Threatened State of Emergence is unnecessary and constitutes abuse of power designed to silence his critics and kill democracy and human rights in Zambia.

Mr. Bwalya noted it is now clear that President Lungu’s actions are premeditated and designed to strengthen the hand of dictatorship, adding that in Zambia there are adequate laws in Zambia which can be used to deal with any crime.

He stated that cases of arson can easily be dealt with under the Penal Code and other relevant pieces of legislation and it would not be prudent to declare a State of emergency to arrest arsonists.

Mr. Mwamba who is popularly known as GBM said what is required at this stage is for the police to undertake a thorough investigation and bring the culprits to book while ensuring that the Local authorities and Disaster Management Unit assist those affected by the fires to start a new life.

“What is surprising is that even before investigations are concluded, Edgar Lungu and his officials Inonge Wina , “Mwakalombe? stephen Kampyongo and Mumbi Phiri have already predetermined this case and the investigation may neither be thorough nor genuine”

“It was also shocking that Lungu could accuse the opposition of being behind these acts of arson claiming they want to compel him and PF to hold negotiations and form a government of national unity”

“To begin with, UPND has never sought and asked for discussions with PF for a Government of National Unity and we challenge him and the entire PF leadership to prove to the nation that UPND expressed interest to form a Government of National Unity”

“UPND has never and will never seek a government of national unity with a dictatorial regime. Lungu should show leadership for once and tell the nation where he got this fake information he is using to accuse the opposition of being behind the fires. If it is from the police, then he must fire his police command for incompetence or apologize to the nation”

“It is surprising that Lungu jumped to conclusions about the fires and other acts of arson without proper investigations and rushed to declare a threatened state of emergency”

We believe that the declaration of a state of emergency is not in public interest but in PF interest. The State of emergency was schemed by the PF government a long time ago. For example, in April this year Edgar Lungu warned while he was in Livingstone that he would bring a State of emergency if violence and vandalism continued” Mwamba said
