Government refutes media reports on the planned construction of University College in Katete

Government has refuted claims by some sections of the Media that the planned construction of a University College of Applied Arts and Commerce in Katete District has been moved to Petauke district in Eastern province.

Eastern Province Permanent Secretary Chanda Kasolo says reports by the media are untrue as government still plans to kick start the construction works once funds are available.

Mr. Kasolo said his office has been in talks with the Ministry of Finance to ensure that funds in the 2018 Budget are secured to enable his office carry out the tendering process on time and subsequently start the works.

ZANIS reports from Katete that the Permanent Secretary said this in an interview, today.

He however explained that the his Royal Highness Kalonga Gawa Undi ‘s approval the proposed land by government was the only delay for the construction of the higher institute of learning.

Government has since secured land between Sinda and Katete districts where the university will be built.

The Permanent Secretary urged the general public to be patient as government was doing everything possible to ensure that works on the University College commences by 2018.

And a Pastor at Grace Ministries Nagel Mpakateni has appealed to government to quickly build the University in Katete district to reduce on expenses that many people in the area incur in their pursuit for higher education.

Pastor Mpakateni said people in the district were worried adding that the construction works have taken longer than expected.

He was of the view that having a higher learning institution in the province will greatly help develop many aspects of society.

People here are concerned with the development as they had seen other provinces begin their university projects while the Katete Project ragged behind, he said.

Mr. Chipenzi says instead of disbanding the Zambia Police Traffic section, government should consider fusing in the Zambia Police Section into the Road Transport and Safety Agency (RTSA) as opposed to disbanding it completely.

ZANIS reports from Chikankata district of Southern province that Mr Chipenzi said in an interview today that fusing the Zambia Police Service Traffic Section into the Road Transport and Safety Agency(RATSA) is the best way to go.

The move will improve operations of RATSA as well as reducing the perceived alleged rampant and sticking corruption which is alleged to have engulfed the Zambia Police Traffic section for a long time now, he said.

Parliament and cross section of society recently called for disbanding of the Zambia Police Service Traffic section for alleged rampant corrupt practices.

Mr. Chipenzi however said he was opposed to the calls by Members of parliament which he said though they are genuine, it will be paramount to just merge the two for better regulation of the road sector in Zambia.

“ Doing away with the Zambia Police Traffic section will not be the best move because the Zambia Police service traffic officers who understand better professionally the Road and Road Traffic Act as well as statutes, which most RTSA officers are not well conversant with, “ he said.

Mr. Chipenzi said the Zambia Police Traffic section police officers are trained professionals in law and police duties, Criminal law ,investigations, criminal procedure code and evidence which many RATSA officers do not possess at all.

Presidents of Zambia and Ghana cite Amatheon Agri as exemplary model of agricultural investment

His Excellency Edgar Lungu, President of Zambia, and His Excellency Nana Akufo-Addo, President of Ghana, today visited the Amatheon Agri Zambia farm in Mumbwa District as a showcase of responsible investment in agriculture and to strengthen ties for further investments. President Akufo-Addo was impressed with the works he saw on the ground and urged the company to invest in Ghana too – saying the farm tour was a real eye-opener and that rural Africa can develop its regional economy through agribusiness.

“Amatheon Agri is a model of agricultural development that needs to be replicated,” President Afuko-Addo said. Both Presidents spoke of social integration in the context of agricultural development, and that investments should be incorporated on a social level so the local people can also benefit from such development. The farm tour included visiting the workshops, pivots, dams, wood shaving and processing units, feedlot, as well as meeting smallholder farmers participating in Amatheon Agri’s Outgrower Programme. “We were delighted to host these distinguished guests and to exhibit the significant agricultural investment built over the past six years – combining large-scale commercial farming and working relationships with smallholder farmers,” said Founder and CEO of Amatheon Agri, Carl Heinrich Bruhn. “Partnerships with Africa are high on Germany’s agenda, and we are proud to be a leading example of responsible German investment,” said Bruhn. “I hope that our sustainable approach inspires others to follow in the same footsteps, as agriculture is key to addressing many of the global challenges of the future.”

Through its Presidency of the G20, Germany has introduced a ‘G20 Compact with Africa’ which aims to increase investment opportunities, push for more sustainable infrastructure as well as create jobs and employment in African countries. Ghana was one of the first countries to join the Compact, committing itself to improving conditions for private investment as part of the agreement. Since 2011, Amatheon Agri has developed two farm blocks in Mumbwa district – around 3,000 hectares for both rain-fed and irrigated cropping activities. One of these farm blocks is a Joint Venture with Toyota Tsusho Corporation – the trading arm of the Toyota Group. In addition to growing crops such as maize, soya, wheat, groundnuts and potatoes, Amatheon Agri also runs a breeding herd of cattle and a feedlot, and an Outgrower Programme currently supporting 10,000 smallholder farmers through training and market access.

A 32 year old man killed over a fiancee

Police in Nchelenge district have launched a manhunt for a 33 year old man of Chandwe village in Chief Kambwali’s area for the murder a 32 year old man.

Collins Chongo who is on the run is suspected to have murdered Gift Katebe after an argument over a woman.

Luapula Province Police Commissioner Hudson Namachila told ZANIS in an
interview  that the incident happened on Tuesday at around 20:00 hours at the house of the fiancée to Gift Katebe.

Mr Namachila named the fiancée to the diseased as Magdalene Mulenga of Daison village in Chief Kambwali’s area in Nchelenge district.

Mr Namachila said the duo had a fight in Magdalene Mulenga’s bedroom which prompted the suspect to stab the deceased with a knife.

He said the deceased was stabbed in the chest and mouth which resulted to his death while  on the way to St Pauls General Hospital.

He added that the deceased body is lying at St Pauls General Hospital awaiting post-mortem and burial.

The suspect is on the run and police in the area have since launched a man hunt.

Politicians have managed to split the Church owing to poverty

Lusaka based clergyman has observed that the Zambian Politicians have managed to divide the church in the country due to high levels of poverty.

In an interview with QTV news recently, Apostolic Leader for Access Church Africa Overseer Bishop Richard Kakuwa observed that politics of poverty in Zambia have infiltrated the church, affirming that this has largely contributed to the church being compromised and failing to speak with one voice.

Dr. Kakuwa revealed that poverty is also in the church today and that this is why some pastors want to associate themselves with politicians forgetting their role and standing in society and has since expressed worry at the pace the church in Zambia is conducting itself.

And Dr. Kakuwa who is also Every Home for Christ Regional Director has however urged that the church in Zambia to go back to the drawing board before it is rendered as irrelevant to national guidance.

He further warned that if the church wants to delve into active politics especially taking sides as they offer guidance to the nation, the consequences that would follow after might be very challenging to the church and the country at large.

Meanwhile, Redeemed Methodist Church Bishop Reverend Paul Bupe has stressed the need for all church mother bodies in Zambia to call for an indaba aimed at strategizing and compel the church to speak with one voice for Zambians.

Reverend Bupe observed that the Church in Zambia has come under scrutiny following contradictory statements issued by various church leaders on the state of the nation.

“There is need for all church mother bodies in Zambia to call for an indaba aimed at strategizing and compel the church to speak with one voice for Zambians” Reverend Bupe said

And Evangelical Fellowship of Zambia (EFZ) Executive Director Pukuta Mwanza echoed sentiments by Apostolic Leader for Access Church Africa Overseer Bishop Richard Kakuwa suggesting that the church in the country is in a more serious crisis than politicians.

He has also noted that the church has failed to unite the country which has resulted in the continued political tension due to partisan lines.

Why HH must be released soon for Zambia’s sustained Cash inflow

Dear Editor,

I have tried to contact my friends in the intelligence community by making appointments but to no avail hence my coming out publicly on this important subject of current national interest. Zambia has had three major battles it has won, the first was the removal of the repressive white rule in 1964, the second the Rhodesia Boer war won in 1980 with Zimbabwe’s liberation where I personally participated and the last was the Zambian people’s triumph over Comrade KK 27 years rule over Zambia in 1991.

The continued incarceration of HH cannot pass without comment for those of us who have experienced war and value peace for continued prosperity of our children, grand children and nation.

Without prejudice, and having been a World Bank staff member, there is no doubt that unnecessary high political risks have been rising in the international community by putting HH in prison for charges which are unclear and do not appear to warrant a treasonable charge.

In addition to the Euro Bond debt repayment obligations, high political risks are a major contributing factor to a bad cash crisis in people’s homes, as investor are extremely sensitive to such risks and I am afraid that Zambia needs a sustained cash inflow from the international community, multilateral, bilateral and private sector investment for the country to register reasonable growth levels which must not be inhibited by unreasonable macro policy actions.

I witnessed the unfortunate violence that took place recently at Memorial Park. We were in the presence of dignitaries from Malawi, such as Hon. Mlanda Chiume, former Minister and now MP for Nkhata Bay. It was a very sad day for all of us mourners. If such things are not checked, violence may escalate in future.

The way things stand, I can only think of one person who can mediate in this crisis and it comrade KK. Sorry your Excellency to take you back from retirement, but we seem to have reached a point of no return and are now faced with reducing returns to scale.

Zambia’s Fourth Republican President Rupiah Bwezani Banda has paid a glowing tribute to late President Sir Ketumile Quett Masire of Botswana and has described him as a gifted Statesman whose dedication to Africa will forever be committed to the most important chapters of the continent’s history.

In his fond recollections of Sir Ketumile Masire, President Banda urged the current crop of African leaders to emulate the exceptional leadership qualities and values that Sir Masire stood for.

“He was a simple person, a very wonderful African. When you lose a man as great as President Masire, you must sit and reflect what it is that he told you, what it is that he did for the country and the things that he achieved. So that those of us who are coming after him should always look at him as a role model, like we have our Dr. Kaunda and here you have President Masire and Sir Seretse Khama” the former Zambian Head of State said.

He further hailed President Masire’s immense contribution to the growth of the numerous African institutions of governance that still stand strong today.
President Banda named the Southern African Development Community (SADC) as one of the most illustrious contributions to the political development of Southern Africa that the late Head of State tirelessly worked hard for.

“He was an extremely well educated person, very articulate and great thinker. Many of the things we created as Africans, the various institutions of development, in this region and in Africa. He and our President Kaunda, were the brains behind this, all of us who came behind them looked up to them for guidance as to how we organise ourselves, that time we had issues of Independence for many African countries, these men played a great role” he said.

The senior Zambian Statesman is in Botswana on behalf of *President Edgar Lungu* to pay his last respects to Sir Ketumile Quett Masire, who passed away in Gaborone on Thursday evening. He was received by Zambia’s High Commissioner to Botswana, Brig. Gen. Patrick R. Tembo, Defence Attaché Col. Joseph Chewe and other senior Mission officials accredited to Botswana. He is accompanied by his Deputy Administrative Assistant Chibeza Mfuni.

President Edgar Lungu says some people opposed to his efforts to unify the party on the Copperbelt are now barking like wild rabid dogs, in apparent reference to Roan MP Chishimba Kambwili.

This week, Mr Kambwili urged President Lungu to fire Copperbelt Minister Bowman Lusambo accusing him of being behind the confusion in the PF in the province.

But President Lungu said some people were hoping that he could fire Mr. Lusambo so that they could take over.

Addressing PF supporters at Simon Mwansa Kapwepwe upon arrival in Ndola to officiate at this year’s Zambia International Trade Fair, President Lungu said those who are unhappy that he went to resolve the infighting in the PF on the Copperbelt are now ranting like wild rabid dogs.

“Let me emphasize that when you are divided, your enemies are very happy. When there is bickering in the family, you discover that your enemies enjoy and celebrate. When they see you uniting, they get sick. Those who are not happy as a result of the effort that we made of trying to dialogue are busy ranting like wild rabid dogs; you can tell and we can see them and you can know them,” President Lungu said.

President Lungu admitted that running a country was a difficult task.

Earlier, Mr. Lusambo informed President Lungu that he would soon start exposing those behind the confusion in the province.

“As Provincial Minister, I want to thank you for sitting us down and I want to salute you for that. I can assure you that this province will never be the same. We know the people who were behind those issues which you came to address and very soon, we will be exposing those people to the people of Zambia, the people who want to sabotage your efforts which you are giving to this country through development and uplifting the lives of our people,” said Mr. Lusambo.

World Bank releases funds for the Construction of Momboshi Dam in Chisamba

THE World Bank has disbursed $115 million for the construction of a dam in Chisamba and the implementation of irrigation schemes in selected areas.

The Ministry of Agriculture under the Irrigation Development Support Programme (IDSP) has since signed four contracts and the implementation of the projects has started to increase crop production to boost food security in the country.

IDSP project coordinator Barnabas Mulenga said the dam will be constructed in Chisamba’s Mwomboshi area and also an irrigation scheme while the other areas include Lusitu in Siavonga and Musakashi in Mufulira.

In an interview on Monday in Chisamba, Dr Mulenga said the objective of the projects is to enhance the capacity of small-scale farmers to engage in irrigation, create employment and alleviate poverty in the areas.

“We started the construction of the Momboshi dam in February this year and it is expected to be completed in a period of three years but the contractor is likely to do it in a space of two and half years while the Mwomboshi scheme will be implemented within a period of two years and 6,000 commercial and smallholders farmers are expected to benefit.

“In Lusitu, we will develop 600 hectares [of irrigation] with 4,000 beneficiaries to be implemented in one and half years and the Musakashi one will benefit 5,600 farmers,” Dr Mulenga said.

The project, which is being funded by World Bank, will include construction of 457 houses for the displaced residents.

Commenting on the development, Minister of Agriculture Dora Siliya said the dam will help farmers to stop depending on rain-fed agriculture and venture into irrigation to increase their yields and income levels.

Ms Siliya said this when she toured the Mwomboshi dam and irrigation scheme projects.

“I am happy to hear that you will complete the project before the stated time and for the support given to people affected who have been provided with houses and farming land.
“With the dam, the future of agriculture in the areas is bright and this will support Government’s programme of promoting irrigation,” she said.

GOVERNMENT will build at least 22 houses in all the 115 secondary schools being constructed countrywide, Parliament heard on Tuesday.

Minister of General Education Denis Wanchinga said Government, in line with its quest to provide decent accommodation for teachers, will build between 20 and 22 houses at all the 115 secondary schools being built countrywide.

He said this in Parliament on Tuesday during the questions for oral-answer session.

Dr Wanchinga was responding to Mkaika member of Parliament (MP) Peter Phiri, who wanted to know how many teachers’ houses are earmarked for construction in Mkaika constituency this year.

Mr Phiri also wanted to find out how many schools will benefit from the project, the names of the schools, and the total cost of the project.

Before responding to the questions, Dr Wanchinga first presented a comprehensive update on the status of teachers’ accommodation.

He said there are 19,253 permanent teachers’ houses in primary schools, 5,534 temporary ones in primary schools and 2,503 teacher’s houses which are incomplete.

Dr Wanchinga said at secondary level, there are 7,104 permanent teachers’ houses, 253 temporary, while 296 are incompleted.

He also gave a detailed distribution of teacher’s houses which indicated that Southern Province has the highest number at 3,685, while Western Province has the lowest at 1,081.
And responding to Mr Phiri, Dr Wanchinga said Government has no plans of building teachers’ houses in Mkaika in 2017.

“As at now, Government has no intentions of building teachers’ houses in Mkaika, the Ministry [of General Education] is currently preoccupied under the 2017 budget to attend to matters that relate to the completion of structures which are already under construction such as the repair of blown-off roofs, and schools that are in dire need of various facilities such as desks,” he said.

Dr Wanchinga urged MPs to engage their communities through Constituency Development Fund to build teachers’ houses to address teacher’s accommodation challenges.

He also appealed to the Parents and Teachers Associations to also consider building houses which they can rent out to teachers’ and make an income.

And Dr Wanchinga said Zambia has a total of 103,000 primary school teachers in the country against a total number of 24,000 teachers’ houses.

He said this in response to Chifubu MP Frank Ng’ambi who wanted to find out the housing deficit among primary school teachers.

FODEP Welcomes the Training of Councilors on Local Government Administration

The Foundation for Democratic Process (FODEP) has welcomed plans by the Local Government Association of Zambia (LGAZ) to train Councilors on Local Government Administration in partnership with the Zambia Open University (ZAOU) next year.

FODEP has received with optimism LGAZ’s President Christopher Kang’ombe’s recent announcements on the intentions of his association to train Councilors on matters of Local Government because the move will serve as a strategic short-term- goal towards making the importance of Zambia’s system of local governance more clear and familiar to the day to day operation of the local authorities and its elected leaders.

FODEP would like to note that providing sponsorship to councilors for them to attain Diplomas in Local Government Administration is step in the right direction as Zambia attempts to decentralize its governance, and attain a middle income country status by 2030.

FODEP is of the view that the move will also work as a remedy in addressing some challenges of capacity among Councilors especially that a number have been reported to be facing difficulties and failing to discharge their functions in their Committees partly due to limited education and poor understanding of Local Governance Administration and their roles.

FODEP is also confident that with such educational opportunities, the Councilors will not fail in their duties but rise to the challenge and offer strong supervisory roles and technical guidance to Council staff and ensure that they approve decisions that have positive implications on development and the people.

FODEP however would like to urge LGAZ and Local Authorities to bear in mind that the ultimate and successful operations of Councils in Zambia will still require more collaboration and support from other political, social, and economic forces in addition to the academic soundness the Councilors will acquire.

FODEP for that reason believes that whilst the Academic training is useful and timely, it should not be taken for granted and assumed that once the Councilors are trained, they would automatically deliver their duties without any flaws.

It is for this reason that FODEP expects specialists and institutions such as the Local Government Service Commission to remain active and continue playing their usual supportive and monitoring role over the Civic Leaders and Local Authority Personnel.

At the same time, FODEP is also optimistic that in addition to the academic skills and preparedness, the Local Authorities will be accorded an enabling political environment and local structures such as the Ward Development Committees (WDC) will be respected according to the Constitution for them to deliver social services without any difficulties.

FODEP would like to reiterate that it will be in the interest of citizens and national development if the Councilors and Local Authorities are allowed enough space and latitude within the Local Government laws of Zambia and the Decentralization Policy, without falling vulnerable to political undertones which in the past have made it difficult for them to deliver their mandate professionally.

FODEP is hopeful that as stakeholders like LGAZ continue to support the Councilors, serious consideration and plans for capacity building will in future be extended to the Ward Development Committees (WDCs) so that the members can equally appreciate their tasks and the meaning of Local government and effectively engage in monitor the budgetary, planning, and procurement processes in the Councils.

FODEP is optimistic that the Government and Local Authorities will in the same manner, join hands with Civil Society and other stakeholders and build momentum to speed up the decentralization and devolution processes which the Seventh National Development Plan (NDP) recognizes as key in improving service delivery and promoting sustainable development in Zambia.

The President of the Republic Nana Addo Dankwa Akufo-Addo has urged all political actors in Zambia to submerge their individual and partisan preferences for the common good in the development of the country.

According to President Akufo-Addo, developments in Zambia, and the political tension that characterized the last election, where the margin of victory for the winner was some 100,000 votes, have left many worried, because Zambia is one of democracy’s success stories on the continent.

His visit to Zambia, however, the President stated, is “not come here to pass judgement, neither have I come here to find out who is right or who is wrong.”

President Akufo-Addo indicated that “I have come here to say that, as political actors, whether in government or in opposition, we should prove to the world that we respect the rule of law and are willing and able to submerge our individual and partisan preferences for the common good in the development of our countries.”

He continued, “We should demonstrate that it is not the ambitions of Mr. A or Mr. B, neither is it the fortunes of party X or party Y, which we seek to advance. The stability and progress of Zambia, and, indeed, of all our countries, and the enhancement of our democracies should be the paramount consideration that must guide every action of Zambians and all of us Africans in our respective countries.”

President Akufo-Addo was speaking at a State Banquet held in his honour by the President of the Republic of Zambia, His Excellency Edgar Lungu, on Tuesday, June 27, 2017, when he made this known.

Pensions for retired Ghanaian teachers in Zambia

Whilst thanking the people and successive governments of Zambia for the hospitality extended to Ghanaians resident in Zambia over the years, President Akufo-Addo raised for the consideration of the relevant authorities a matter which has been outstanding for some time.

“This involves the longstanding issue of the non-payment of pension monies due a group of retired Ghanaian teachers, who have contributed towards educating a large segment of the Zambian society.

It is time that this issue was satisfactorily resolved, and my information is that, happily, positive efforts are now being made towards that end. Let the end come soon”, he added.

Strong partnership between Zambia and Ghana

It was the hope of President Akufo-Addo that Ghana and Zambia continually search for ways to co-operate during his and the tenure of office of President Edgar Lungu.

“I have no doubt that, together, we can forge a new, strong partnership for cooperation between our two nations for the mutual benefit of our two peoples,” he added.

President Akufo-Addo reiterated his persuasion that Africa is breeding a new generation of leaders “who are committed to governing their peoples according to the rule of law, respect for individual liberties and human rights, and the principles of democratic accountability.”

These leaders, he stressed, “are looking past commodities to position their countries in the global marketplace at the high end of the value chain; leaders who are determined to free their peoples from a mindset of dependence, aid, charity and hand-outs; leaders who are bent on mobilizing Africa’s own immeasurable resources to resolve Africa’s problems; leaders who recognise the connectedness of their peoples and economies to those of their neighbours.”

This generation of African leaders, according to President Akufo-Addo, must not fail the longsuffering African masses, noting that “they must help bring dignity and prosperity to our continent and its peoples.”

Nyirenda names 2017 Cosafa Cup team

Wedson Nyirenda has named his final 22-member 2017 Cosafa Cup team that has three Zambia Under-20 stars.

Defenders Solomon Sakala and Moses Nyondo including midfielder Boston Muchindu who were part of the U20 AFCON champions team that reached the 2017 FIFA U20 World Cup quarterfinals in South Korea, will make the trip on Thursday to the ongoing tournament South Africa is hosting from June 25-July 9.

But striker Conlyde Luchanga of Lusaka Dynamos has been axed.

Midfielder Emmanuel Banda has dropped out of the team following his move this week from Portuguese club Esmoriz to Belgium league side KV Oostende who will represent their country in the Europa League next season.

Nyirenda has now one foreign-based player in the 2017 Cosafa Cup team in midfielder Salulani Phiri of Polokwane City in South Africa.

And 12 players who featured in the June 13 away friendly match against Bafana Bafana that Zambia won 2-1 dominate the team.

But Ronald Kampamba of Nkana,who was part of that team, was not picked together with Fwayo Tembo of Power Dynamos who did not travel for that friendly.

Zambia kick-off their 2017 Cosafa Cup campaign on July 1 when they face Botswana in the quarterfinals.

Both sides enter the competition at the last 8 stage after they were handed preliminary group stage byes.
