MMD distances itself from the letter demanding the immediate release of HH
House of Chiefs Members Meeting in Lusaka

The Mutati MMD Faction has distanced itself from the letter written by the opposition alliance to House of Chiefs and published in the Mast newspaper on Friday demanding the release of incarcerated UPND leader Hakainde Hichilema.

MMD National Secretary Raphael Nakacinda said his party was not party of the opposition alliance as the person purporting to be in the alliance with other opposition parties was no longer the President of MMD.

In a letter dated 2nd June, 2017, Mr Nakacinda said Nevers Mumba who is the former party President signed the latter on in his personal capacity as the President of MMD was Felix Mutati and not Dr Mumba.

He explained that Dr Mumba who has refused to accept the outcome of the convention has taken the party to court but the matter has not been settled hence the collect position was that Mr Mutati who was elected as president at the party convention and recognised by the Registrar egistrar of Societies is the legitimate leader of the former ruling party.

“Movement for Multiparty Democracy (MMD), therefore, distances itself from the letter written by the opposition alliance to your office which is reported in today’s “The Mast” edition No.o205in which they are demanding among other issues the immediate release of the President of United Party for National Development Mr. Hakainde Hichilema. Dr Nevers Mumba signed the said latter in his individual capacity and not as MMD President,” reads the latter in part.

Meanwhile, incarcerated UPND leader’s wife Mutinta relased the following statement to the media wishing her husband a happy birth day

However, it is not the same this time around, as Mr. Hichilema today marked 55 days in prison and also by God’s grace reached 55 years old.

As always, we once again call on the country to solidly stand with Mr. Hichilema by wishing him a happy birthday.

As family, just like most of you out there, we would have loved to be with him at our residence and celebrate his birthday as we have always done especially on his vision of creating opportunities for all, uniting our country beyond its current disrepair, but this is not the case this time around as Mr. Hichilema has marked his 55th birthday on his 55th day in prison.

Therefore, wherever you maybe, we call on you to join us in wishing Mr Hichilema, a son of this land a happy 55th birthday.

We count each day given to Mr. Hichilema as a blessing from the Almighty, God.

KABWE member of parliament Tutwa Ngulube says he will not sit idle and watch the council demolish 800 houses.

Mr Ngulube who has come under fire for some PF party officials for asking them to pack calls on 2021 general elections says government and the Party should be focusing on improving the lives of the people as they promised during campaign as opposed to looking at general elections due 2021.

Mr Ngulube says he is still deeply rooted in the PF but merely wants to help the party deliver its promises so that President Edgar Lungu receives accolade after his completion of his five year tenure.

Mr Ngulube has cited the demolition of 800 houses in Kabwes David Ramusho ward as one of the negative moves that may not only cost the PF in Central province but the presidency.

He says the demolition of more than 800 houses especially from a ward that gave the Patriotic Front the most votes in Kabwe is not fair to the residents and a negative move for the party.

“The Maganda Nyama ward has been in existence since 1994 and mostly houses former ZCCM employees, it is very unfair that we come and demolish their houses now to make way for a multi facility economic zone without at least relocating them, or compensating them,” he said.

“Actually we have other places we can put the economic zone, we do not need to demolish these houses of people who voted for us.”

He observed that his position maybe misunderstood but maintained that all he wanted was to do the right thing; which is service to the people who voted for him.

He said Maganda Nyama yesterday was at the brink of serious riots and he did not want to see his town come to this.

Ngulube added that he has no intention to break away from PF or go against the President.

“Quite the contrary I want to see my President deliver, and we are his soldiers, I want to make the electorates happy on behalf of my President, that’s why am saying let’s do away with the 2021 talk, moreover we have a pending court process instead let’s focus on issues such as the happenings in Maganda Nyama,” Mr Ngulube said.

“We can not displace 800 households, that is not what the PF manifesto entails. The PF puts the people first.”

A demolition order by the Kabwe council has been issued to demolition David Ramusho ward to make way to set up a Multi Facility Economic Zone. The ward is home to Maganda Nyama compound which houses over 800 households.

The Young African Leaders Intiative YALI says there is need to bring to an end the indiscriminate abuse of public resources.

Commenting on the use of government receipts issued to toilet and car park users at UTH YALI governance advisor Isaac Mwanza said using a receipt that costs far more to people paying K1 and K2 was nothing less than abuse of public resources.

Mr Mwanza said the Ministry of Finance spends a lot of money to print the receipt books hence using these receipts books for toilet fee of K1 and car park at K2 is abusing government resources.

“The UTH and many public places are not helping our government to use the resources wisely. Government prints these receipt books at very huge cost. These receipt books are issued by the Ministry of Finance and National Planning to institutions and given to institutions for free but to find a place like UTH using these receipts books for toilet fee of K1 and car Park at K2 is abusing govt resources.

“Where is the office of the Auditor General to advise institutions against such use of these receipt books? Where is the Parliamentary Public Accounts Committee?”He said.

He noted the need to find a cheaper way of collecting revenue such as toilet fees.

“Government should either reduce the size of this receipt book or allow UTH to print own smaller receipt books for certain type of revenue collection such as car park or toilet fees. I doubt the revenue they collect using these receipts go to control 99.”

Mr Mwanza has since said he will meet with relevant authorities so as to seek an explanation on the matter he has raised.

“I will be seeking audience with Minister Mutati or the Public Accounts Commmitee if no plausible explanation is given. You know abuse of resources start with these things we may think are small but I challenge the media to find out from Ministry of Finance how much these receipt books costs and the net turnover from them,” he said.

God-given Dreams

Oftentimes, children have dreams for the future—dreams of being ball players, actresses, super heroes and firemen. But most of the time, those dreams end up just being wishful thinking. As we get older, we grow out of them.

It’s good to play and have dreams as children, but when we grow up, we have to know the difference between a God-given dream and a wish. I remember when I was a little boy, I dreamed of playing basketball for the Houston Rockets. That was definitely a fantasy! Beyond our wishes though, we all have dreams placed inside of us by the Creator of the universe. In fact, the Latin word for “desire” means “from the Father.” One way to tell if a dream is really from God is that the desire won’t go away. You may have had it for years, but you still can’t let it go. In fact, you may have tried to let it go, but it won’t let go of you.

Today, search your heart and allow those God-given dreams to surface. Remember, He placed those desires inside of you for a purpose. Ask Him to order your steps as you embrace the destiny He has in store for you!

Warriors deny Nkana top spot

Nkana on Saturday missed a chance to go top of the FAZ Super Division after giving away a 2-0 lead to draw 2-2 with Kabwe Warriors at Nkana Stadium in Wusakile, Kitwe.

The home side led on 25 minutes when midfielder Austin Muwowo tapped in from close range a Simon Bwalya header.

Creative midfielder Jacob Ngulube doubled Nkana’s lead after beating keeper Lawrence Mulenga.

Warriors’ come back was inspired by Paul Simpemba’s shot on 57th minute was deflected into the net by Nkana’s Aaron Katebe.

Midfielder Lameck Kafwaya ensured that his side snatched a point when he made it 2-2 in the 60th minute.

Nkana moved to 16 points after playing 10 matches, while Warriors moved up from 19th to 17th position and have seven points.

In Chingola, Lusaka Dynamos thumped Nchanga Rangers 3-1 to move to the top of the league table with 17 points.

Mervin Jere, Chris Mugalu and Herman Hasswa scored for Dynamos in this Week 10 match played at Nchanga Stadium.

The win pushed coach Patrick Phiri’s side to 17 points after 10 matches played.

At Konkola Stadium in Chililabombwe, Steward Chikandiwa grabbed a brace while Jumbel Sakala contributed another as Nkwazi thrashed Konkola Blades 3-0.

Zanaco beat Cotosport to take command of Group D

Zanaco on Saturday shot to the top of Group D in the 2017 CAF Champions League.

Zanaco beat Cotonsport of Cameroon 2-1 at home in Lusaka to take the overnight lead in Group D.

Sakala put Zanaco ahead in the 9th minute when he headed in Richard Kasonde’s cross.

But Cotonsport equalised in the 24th minute through Moussa Souleymanou to see the tide turn against Zanaco after dominating the early stages of the match.

Zanaco snatched the 3 points in the 85th minute when Kitumbo headed in Sakalas corner to send the hosts up to7 points.

HH to celebrate his 55th birthday in jail on Sunday

UPND President Hakainde Hichilema will spend his 55th birthday on Sunday in prison.

Mr Hichilema was on 4th June 1962 in Bweengwa village in Monze district

He is currently incarcerated on treason charges along with five other UPND supporters.

Mr Hichilema has been in police custody from April 11th 2017 when he was picked up from his New Kasama residence by a horde of riot police.

And the UPND has sent best wishes to Mr Hichilema on his birthday and wished him God’s blessings.

UPND National Chairperson Mutale Nalumango said the UPND family and millions of Zambians are greatly inspired by Mr Hichilema’s distinguished service and excellent record in all areas of human endeavours, that he has attained in all these years.

“Your determination and endearing spirit Mr President, is a great source of inspiration for many Zambians, especially our youth who look up to your entrepreneurship as a great example of achievement worthy emulating and experiencing,” Mrs Nalumango wrote.

“We wish to quote a moving testimony and tribute to you Mr President by your dear beloved wife Mutinta Hichilema when she said, “My husband’s spirit cannot be jailed in a prison cell, neither can it be docked in court, because it’s a free spirit to live freely and to be of service to humanity and to the Almighty God.”

Mrs Nalumango said ,”We appreciate you and your wife’s selfless service to many disadvantaged, weak and marginalised people in our communities across our country, through various projects you have undertaken especially in areas of education and nutrition and health.”

“We also recognise your unwavering and determined efforts to fight for social justice and civil liberties for all people, despite political hostilities and the harsh social environment that is currently prevailing in our Nation that has been caused by institutional intolerance and dictatorship.”

She added ,”May God’s countenance shine upon you, and may His grace sufficiently provide you with His protection, love, joy and peace that surpasses all understanding.”

When a State-owned-media covers the travels of the Head of State of their country reporting his/her arrival, meetings held, places visited, dinners or lunches attended or inspection of development projects – a section of the country and media commentators in the west scream: propaganda! The effect? No attention is paid to the activities. But when a leader in the west leaves on a similar assignment, journalists from all kinds of media are invited on the plane, interview him/her onboard, beam live the landing of the plane, meandering of the motorcade to the reception center, cover all the meetings held, press conferences conducted, dinners and lunches attended, etc. They pronounce this as a model of journalism!

In both instances, the same thing is happening – its both journalism except that in Africa, we are made to believe that covering a Head of State in this manner is propaganda but legitimate news in the west. When the western media uses commentators as the coverage is unfolding, we hail this as quality journalism unlike our coverage that rarely provides such commentary. However, did you know that the downside of providing so-called expert commentary is that the media can then decide to influence the direction of independent thinking on the part of the viewer?

When Aljazeera organized a discussion on governance in Zambia recently, one of the commentaries I read “wondered” why similar discussions are not held on ZNBC. First, in the mind of the commentator, Aljazeera has demonstrated quality journalism, which ZNBC “does” not have because they are hosting a “very” important topic that the national broadcaster has never hosted. This reasoning is confirmation of how we have been influenced to view what is news and what is not news. As far as we are concerned, the discussion programs that ZNBC holds are propaganda and mean nothing to a Zambian citizen and therefore not worth watching.

For us, watching a program on efforts to combat malaria, provide clean drinking water, build roads, schools, provide water transport, build a hospital on Chilubi Island and many such issues is not journalism but government propaganda. And yet, when BBC covers similar issues for their own audiences, we are so glued to television we forget that it is the same developmental news we refuse to watch on our own ZNBC! We become so conversant with infrastructure development in the west, we forget similar efforts in our own country.

Today, we hail Aljazeera as a worthy and quality alternative to CNN and BBC. But do we know that Aljazeera as a media initiative is a response to the portrayal of the Middle East on these once-dominant news channels on the global stage? Do you know that CGTN (a Chinese global TV network) is also a response to how the international media covered not only China but, the rest of the world? But when African governments respond by similar models – owning their own media, some sections of our own societies scream lack of press freedom! Private media on the African continent is modeled after the thinking in the west, which some parts of the world like the Middle East and China have rejected but accepted among some sections of our populations in Africa. Our private media entities have reinforced the western narrative of who we are “supposed” to be by making available their platforms to newsmakers and commentators of similar ilk. You hear them describe the state of governance in Africa in the same way as their western counterparts: any development that contradicts their wisdom is bad for everyone and from their perspective, most African leaders and their governments are corrupt and dictators.

The narrative on the African continent is filled with so much contradiction, it can only mean one thing: the absence of the liberty of mind among those that have access to the media.

We, in the United Progressive People (UPP), are utterly shocked to have learned, from some media sources, that the Chief Justice Irene Mambalima has maintained her position not to appoint the K345 million maizegate tribunal on account that it lacks merit.

The judiciary has been brought to its lowest under her leadership and she has lost credibility among Zambians.

She has undoubtedly lost her title of “Iron Lady” and all the high expectations that Zambians had when she was appointed have disappeared in thin air.

It’s ridiculous for her to state that the maizegate inquiry lacks merit. It’s the corruption in the grain sector and the whole agriculture industry which has made Zambia to be among the countries in which the cost of food is unjustifiably too high.

The Chief Justice is not a Court of Law to determine whether or not a matter lacks merit.

UPP did not write to her as a Court, but as a Constitutional Office, which is bound to appoint the tribunal whenever allegations are brought before the office holder.

The Parliamentary and Ministerial Code of Conduct Act, is very clear and even a little child can interpret it. The law compels the Chief Justice to “appoint the tribunal and notify the President…”.

The power for determination is vested in the tribunal itself. If a matter is frivolous and lacks merit, the tribunal would state so and punish the person who brought the matter before it.

This is plain and we don’t expect to debate on a matter which is straight forward.

The Supreme Court ruling in Attorney General versus William Harrington is instructive and we have consistently urged the Chief Justice to apply her mind to this decided case.

The Supreme Court held that the Chief Justice has no power whatsoever to establish whether or not there is a probable cause. All the remedies are in the law itself.

Insensitive public officers and judges will soon pay heavily for the justice they are miscarrying.

A day of reckoning is coming slowly, but surely!

We shall be issuing a statement on the next course of action next week.

As progressive nationalists and revolutionary crusaders, we have a duty to fight for the voiceless Zambians!

The cost of living in Zambia has risen sharply and many Zambians are now living in abject poverty because of corruption, which has now been extended to the judiciary.

Our judiciary is a total circus and laughable.

The civil servants, Army, Air Force, Intelligence, Police, Prisons and Zambian workers in general are working under slave conditions.

This has been exacerbated by the decline in the purchasing power of the Kwacha. Families are failing to balance their budgets – Pay Day is now “Pinch Day”.

NGOCC COMMENDS LABOUR MINISTER JOYCE NONDE FOR A BALANCED BOARD

THE Non Governmental Organizations’ Coordinating Council (NGOCC) wishes to commend Labour and Social Security Minister, Ms. Joyce Nonde Simukoko for appointing more women to the National Pension Scheme Authority (NAPSA) Board by 60%.

As a Focal Point organization of the women’s movement in Zambia, we note that Ms. Simukoko has appointed a female Board Chairperson Ms. Marian C. Munyinda with five other women and three men. The appointment of the six women to the NAPSA Board will propel efforts in increasing the number of women in decision making positions in Zambia.

Currently, the number of women in decision making position is extremely low in Zambia with only 10 female Cabinet Ministers out of 30 at about 3.3%. Similarly very few Public Boards have a balanced number of women and men as Board Members. The appointment of more women to the NAPSA Board will contribute to bridging the existing gender gap in held leadership positions between women and men in Zambia.

The move by Ms. Simukoko to appoint more female Board Members at NAPSA has increased the number of women in decision making positions thereby moving the country forward in achieving the SADC Protocol on Gender target and the Gender Equity and Equality provision of 50/50 women and men in decision making positions. The only way we us a country can narrow the existing gender gap in leadership positions is by employing affirmative action.

We wish to further congratulate our Former Board Chairperson Ms. Munyinda for being appointed Chairperson of the NAPSA Board. As the women’s movement, we are proud of her achievements and wish her well as she continues to offer exceptional service and leadership to this country.

The Zambian government says the decision by the U.S. government to withdraw from the Paris Climate Change Agreement will affect developing nations like Zambia.

Water Development, Sanitation and Environmental Protection Lloyd Kaziya said the planned withdraw was a blow to developing countries who were adversely being affected by the negative effects of climate change.
Mr Kaziya said developing countries needed developed nations like the U.S. to help in mitigating the side effects of climate change, adding that the withdraw of one major developed countries was a blow.

“It is a serious tragedy because we need these super powers to mitigate the negative effects of climate change. Right now we are struggling to get financing from the Green Climate Fund and the decision by the U.S. will just worsen the situation,” Mr Kaziya said.

On Thursday, U.S. President Donald Trump announced that he will withdraw his country from the Paris Climate Change Agreement.

The announcement has received criticism from many parts of the world, with environmental campaigners saying American absence will make it considerable harder for the remaining countries to reach their agreed goals, given that the U.S. was responsible for about 15 percent of global emissions of carbon and promised 3 billion U.S. dollars to help other countries.

The Paris Agreement commits the U.S. and 187 other countries to keeping rising global temperatures below 2 degrees Celsius above pre-industrial levels.

U.S. payments to the UN Green Climate Fund, which helps developing countries cope with the effects of climate change, will stop following the announcement to pull out.

The Patriotic Front Youth Provincial Chairperson in Central Province Moses Chilando has warned Kabwe Central Member of Parliament Hon Tutwa Ngulube against antagonizing Party structures in the Province. He has further asked Hon Ngulube to desist from issuing disparaging remarks as he does not represent any structure in the ruling Party.

“We find it totally unacceptable that a Junior member of the Party such as Hon Tutwa Ngulube should take to the media to attack the Secretary General of the Party and National Youth Chairperson, who are both members of the Central Committee. It is a lie that he was elected at the General Conference – in what capacity and under which provision of the Party Constitution does he continue to hold that position as Returning Officer? Further we wish to warn Hon Ngulube to stop masquerading as PF legal Counsel because he no longer serves in that position as he rightfully knows. It is unbefitting of lawyers to create distortions as he is doing in the media. The last General Conference only elected President Edgar Lungu as Party President and Hon Tutwa played the role of returning officer which is not a permanent structured position in the Party. That role ended with the election of the Party President and it’s beneath the conduct of Counsel to create wrong impressions in the public space”, said Mr. Chilando.

The Central Province Youth leader has also wondered how Hon Ngulube could question the powers of the Secretary General of the Party who is also Chief Executive Officer of the organization in removing him from his role as Legal Counsel. He said it is common knowledge that services such as legal are engaged by the Party through the Secretary General. “While the MP is speaking the same language as his preferred candidate for the Party Presidency, Article 56 of the Party Constitution is very clear about the powers of the Secretary General and as such we find the behaviour of Hon Tutwa Ngulube unbecoming and totally unacceptable.

It is indiscipline for an ordinary member of the Party such as Hon Ngulube to conduct himself in the manner he has done against Central Committee Members. It borders on gross indiscipline which the Provincial Executive Committee of the Party should not tolerate. We are hereby calling on the Provincial Executive Committee to take interest in this matter and instil discipline”, he has said.

Central Province Youth Chairperson has clarified that the Secretary General and National Youth Chairperson were simply reaffirming what the PF structures have demanded for without exception. “We wish to also make clear that the Secretary General and National Youth Chairperson reaffirmed what has been demanded for by the structures of the Party as the Chief Executive Officer has been touring the Provinces, having done seven out of 10 Provinces so far. We are alive to the matter before the Courts and its common sense that what is before the Courts is the question of Republican President and not Party President. Unless and until the Courts rule otherwise, the Party structures have said that they endorsed President Lungu for the 2020 Party General Conference and as the subsequent Candidate in the 2021 elections”, Mr. Chilando clarified.

Zambia qualified to their debut FIFA U20 Cup quarterfinal on May 31 following a 4-3 win over Germany in extra-time in a last 16 game in Jeju.

The 2017 U20 AFCON champions now face Italy in the last 8 on June 5 in Suwon hoping to continue their trail-blazing run.

“The games that we have played are not easy games and the wins we have recorded are not flukes,” Chambeshi said.

“We have fought for them and played good football all I can say is we are meeting Italy.

“It is different ball game we have to respect them but the best team will carry the day.”

Italy will be the third European team Zambia will be playing in South Korea after beating Portugal 2-1 on May 21 in an opening Group C match and defeated Germany 4-3 in the last 16 on May 31.

“We have played two European teams and we expect a tough game,” Chambeshi said.

“We respect Italy and they should respect us and they have also reached this far.

“Both teams are playing good football but all we need is to prepare very well for the game both physically and mentally.”

Minister of Finance Felix Mutati says Zambia’s development pace will be dictated by tax compliance among citizens.Mr. Mutati has urged Zambians to embrace paying taxes saying the country can only develop through the hard work and sacrifice of the citizenry.He has also cautioned people who will fail to meet the tax amnesty deadline will face the law.

Speaking after touring Zambia Revenue Authority offices in Lusaka , Mr. Mutati said government gave the tax amnesty to defaulters to address business challenges and improve liquidity in the economy.

And Mr. Mutati has praised ZRA management for introducing the mineral value chain system for easy monitoring of mineral production levels.He said the country has in the past been grappling with the problem of determining mineral production levels.

And Mr. Mutati has directed ZRA management to decentralize the collection of turn over tax.He said the programme should be rolled out in Lusaka first before being introduced to other parts of the country.

And ZRA Commissioner General Kingsley Chanda disclosed that the Authority has managed to raise 4-hundred and 80 million Kwacha above target for the period starting January 1st 2017 to May 31st 2017.Mr. Chanda also disclosed that ZRA has so far received over 89 thousand applications under the tax amnesty programme from small and medium businesses and has raised One hundred and Five million Kwacha from the exercise.

He however complained of poor tax compliance levels in the economy and the usage of cash transactions as major challenges ZRA is facing.

ROAN Patriotic Front (PF) Member of Parliament Chishimba Kambwili has described Rainbow Party general secretary Wynter Kabimba as a political nonentity who does not deserve to be responded to.

Mr Kambwili said in an interview yesterday that he could not respond or give a view on Mr Kabimba’s opinion about him because the Rainbow Party leader was not worth it politically.

The former minister of Information and Broadcasting was responding to a comment by Mr Kabimba on Thursday saying that firing Mr Kambwili from cabinet was the best thing that President Lungu had done since taking up office.

Mr Kabimba said that Mr Kambwili should not condemn President Edgar Lungu and the PF for the choices they were making with regards to choosing a candidate for the 2021 elections and other matters because he had no moral right to do so.

He said Mr Kambwili supported the party choices when it suited him previously and should not therefore complain over similar decisions now.

The Rainbow Party leader was responding to a question on the ‘Burning Issue’ 5FM Radio programme on what he thought about the in-house differences in the PF involving Mr Kambwili.

Mr Kabimba said Mr Kambwili should not complain over the decisions of the party because not so longer ago, he supported the same decisions.

He said Mr Kambwili was complaining because he had been fired as Information minister by President Lungu.

But Mr Kambwili said yesterday that he would not respond to Mr Kabimba.

“Go tell Wynter that he is a political nonentity on whom I can’t waste time responding to,” he said.

Mr Kambwili said people would not notice the difference between him and Mr Kabimba if he responded to the allegations.

The Roan MP has clashed with the PF leadership on many occasions after he was fired in 2016 and has issued various statements condemning PF and Government.
