PRESIDENT Edgar Lungu has threatened to dismiss Cabinet ministers not visiting their constituencies and . President Lungu warned members of his Cabinet failing to juggle their ministerial jobs and duty to their constituents that he would not hesitate to fire them.

“If you are not capable of being both a minister and an MP, choose one job. I am warning those ministers that are MP’S but not visiting their constituencies soon I will soon let you go,” he said, addressing a public rally at Samfya primary school.

The Head of State said that he was in possession of information that some ministers were not visiting their constituencies because they were too remote.

He reminded the MPs that he had also served in parliament and held cabinet portfolios at the same time but still regularly visited the electorate in Lusaka’s Chawama constituency.

He said the role for MPs was not only to make laws in parliament but also to contribute to development in their respective constituencies.

“I have been deputy and cabinet minister before and I used to work in my constituency, that is why I am here today. It does not matter whether you are a cabinet minister you should visit your constituencies,” he said.

And President Lungu has cautioned civil servants against shunning rural areas as such attitude slows down the pace at which Government intends to develop the country.

The Head of State said he wanted to see patriotism in all civil service staff as Government was addressing the challenges they faced when posted to work in far-flung areas.

Addressing civil service staff and PF officials in Lunga District of Luapula Province yesterday, Mr Lungu called for coordination between the civil service and the Patriotic Front (PF) so that service delivery to the people was enhanced.

The President said he did not expect antagonism between civil service staff and PF members, warning that any ruling party official or civil service employee frustrating the operations of the institution would be dealt with.

“Anyone against the development vision for this country is an enemy of the people and that one, I will remove. We want to transform this country and I want to see harmony between the civil service and the party,” Mr Lungu said.

Mr Lungu also had an engagement with traditional leaders in Samfya, whom he assured of Government’s unwavering commitment to roll out development countrywide.

The traditional leaders are chiefs’ Kalasa Mukoso, Chitembo, Kasoma Bangwe, Mwewa, Mbulu, Mulongwe and Mwansa Kombe.

The President tasked Members of Parliament (MPs) and ministers from the province to ensure that service delivery to the people was enhanced as the PF promised this to the people during last year’s electoral campaigns.

0

Zanaco on Saturday launches their 2017 CAF Champions League campaign with a home match against Rwandese giants APR at Nkoloma Stadium in Lusaka.

The two sides clash in the first leg match of the preliminary round with the hope of starting the competition on high.

FAZ Super Division champions Zanaco are returning to the Champions League after a three-year absence.

This is the first meeting between APR and Zanaco.

“We are prepared. We just want to come and get a good result here because it is a two legged round,” APR coach Jimmy Mulisa said on arrival in Lusaka.

Zanaco coach Mumamba Numba is upbeat ahead of the match against APR.

“Our target is to perform better than we did last time. I think we have a team that can compete,” Numba said.

APR are facing a depleted Zanaco side dogged by the departure of key players in the new year.

The University of Zambia (UNZA) Public Relations and International Liaison Manager, Damaseke Chibale says the number of student enrollment at the higher learning institution is on the increase.

In an interview carried out in office today, Mr Chibale said since the institution was established in 1966 with a total number of 312 students, UNZA has now a total number of over 30, 000 students that includes parallel and distance programmes.

Mr Chibale said UNZA with its main vision pillars of teaching, research and community service will endevour to ensure that students offer quality services to people in the entire country.

“As a University, will endevour to ensure that our students who graduate from here do provide quality services to both the government and the people as whole, we are the biggest institution in the country with many of schools,” said Mr Chibale.

Mr Chibale said that at the moment the university has introduced extra three schools namely Nursing, Public Health and Health sciences bringing the total numbers of schools to 13.

He said that the university has extension programmes of expanding the institution so that students could enough accommodation and lecture room spaces that would see over 4,000 students being accommodated.

“We are boosting as an institution because we are doing great things in this country, imagine every year the university produces on average about 4,000 graduates being offloaded on the job market,” Mr Chibale said.

Mr Chibale has called on female students to enroll on the schools of natural sciences, mining and engineering as the schools lack female representations.

“The institution has a deliberate policy of admitting 30 percent of female applicants while 70 percent is competed for both females and males as such females should strive to study in schools such as mining, Veterinary medicine and available sciences,” Mr Chibale said.

He added that partners from Europe have come on board to construct a school that will be specifically to train teachers for students with special needs under the school of education at the university of the Zambia.

Move to pull Zambia out of the International Criminal Court (ICC) cannot be supported-Chipenzi

Governance activist and Electoral Expert says the move by President Edgar Lungu of Zambia pulling out from the International Criminal Court (ICC) cannot be supported.

In an interview with Lusaka Star today, MacDonald Chipenzi who is also former FODEP Executive Director said there is no need for Zambia to pull out from the ICC because the country has no reputation of promoting misrule and dictatorship.

Mr Chipenzi said Zambians should not offer blind loyalty and solidarity over the withdrawal, and there are no justifiable reasons of getting out of the ICC.

“The ICC was established to promote good governance and protect the rights of all citizens from the abuses from their leaders and not the misconceptions that it was meant to prosecute African leaders,” said Mr Chipenzi.

Mr Chipenzi said those African countries agitating for withdrawing from the ICC will result in their countries becoming a den of mass grave to the majority citizens.

He said many citizens will have no control and say over the abuses from the leaders adding that this will create many leaders to become tyranny and promote their interests.

“As an electoral expert, will sensitize other civil society organizations to ensure that the move does not receive maximum support from the majority Zambians,” Mr Chipenzi said.

Mr Chipenzi said that the ICC was established to offer checks and balances on all the activities of the citizens as well as leaders in the World.

He said this should be a wakeup call to all African leaders to uphold the good leadership and good governance in order to cease to be valuable clients of the ICC.

Mr Chipenzi said Zambia can only pull out from the ICC by carrying out a referendum in order to seek out many voices on whether the country should move out or not.

Meanwhile, a University of Zambia Lecturer and Political Analyst, Evans Daka has called on President Edgar Lungu and his cabinet to subject the pulling out of Zambia from the ICC to the majority citizenry for the move to have a fair decision.

Mr Daka said the ICC is an autonomous and global institution with the mandate of safeguarding the rights of the people from the abuses of their leaders the World over.

He said that the judicial system in Zambia is compromised due to lack of separation of powers as such the move of pulling itself from the ICC won’t yield any results as leaders will not be held accounted once they commit atrocities against the people.
“The intentions of pulling out of ICC is a national issue that borders on all the citizens, so a wide consultations should be sought democratically through a referendum which is not actually very expensive as people need to be fully sensitized over a number of months,” said Mr Daka.

Mr Daka said before serious considerations are taken, President Lungu should examine the benefits of being a member of the ICC as this global body was set with the essence of the safety of majority people in the World.

He said that the ICC does not impose itself on prosecuting and investigating cases committed by member states but that the affected countries voluntarily take their cases to it if all the judicial avenues have been exhausted without reaching a harmonious conclusion to a larger extent.

Recently, President Lungu was quoted by some sections of the media saying that he will consult widely on whether Zambia should pull out from the ICC or not.

Government says the fight to eliminate malaria by 2020 needs a holistic approach by all key players if the vision is to be achieved.

COPPERBELT Province Permanent Secretary Elias Kamanga says that it is only through concerted efforts like Indoor Residue Spraying IRS is an important exercise as malaria has continued to claim many lives in the province thereby affecting the health and economic status of the district.

Mr Kamanga said malaria is curable and treatable hence the need to bring on board communities to actively join in the fight to eliminate the mosquito vector responsible for the transmission of the disease.

He said in a speech read on his behalf by Kitwe district commissioner Binwell Mpundu yesterday at an event to launch of the IRS held at Ubumi Bwesu Community school in Musonda Township, in Kitwe, today.

Government recognizes that fighting malaria is tasking for everyone hence the need to join in the fight and create awareness on the prevention of the disease, said the permanent secretary.

He appealed to the public to help the members of the health team as they spray their houses.

Speaking at the same event Kitwe District Health Director Dr George Mukupa called for concerted efforts from all stakeholders in fighting malaria.

Dr Mukupa said malaria is one of the major public concerns in the district and involvement of all stakeholders will be beneficial for all.

And David Moyo a resident of Musonda Township whose house was the first one to be sprayed encouraged the members of Musonda to support the campaign which he said will serve a lot of lives.

The indoor residual spraying campaign is a yearly exercise which is aimed at reducing the spread of malaria.

This year’s IRS campaign is been held under the theme ‘Malaria Free Zambia get your Homes sprayed’.

Are you keeping up with the Sunzus this Valentine’s Day?

Stopilla Sunzu surprised wife with brand new Benz

National football team defender Stoppila Sunzu set the bar quite high when he gifted his wife with a brand new top of the range Mercedes Benz a few days ago. Since then, men in Zambia have been thinking of ways to keep up with the Sunzus’.

Exactly a whole year since the last Valentine’s Day, it’s no surprise that men in the capital city are struggling with ways to show appreciation for their loved ones. Whether it’s a gift or dinner, there is always that sense of last minute panic setting in as the 14th of February draws nearer.

So, what are the options for the average Lusaka male who might not have the budget for a Mercedes Benz?

Rajeev Khanna, General Manager of Taj Pamodzi Hotel says gifts are a great way to show a partner how one feels, especially during the month of love. He also notes that creating memories should also be the focus for most couples.

“Spending treasured time together and creating memories should be the focus for Valentine’s Day. Not everybody can walk into a car dealership and pick out a car as a gift for their lover!” he says.

Khanna adds that this time of the year can be an opportunity to reconnect with a partner and the hotel has a number of activities that won’t break the bank for couples in Lusaka.

“Coming out of January’s financial blues, we know it won’t be easy to splurge on a huge gift for most. That’s why we’re offering our guests hospitality during this time, just to cushion their budget for what is obviously a special occasion,” he adds.

Guests at Taj Pamodzi can expect a live band, special four course dinner and a glass of sparkling wine at the Steak & Grills Restaurant while couples can also have a special brunch with wine in the Jacaranda hall.

Those that want to go the extra mile can check in for an overnight stay with exclusive suite, private dinner under the stars with a bottle of wine.

You might not be buying a Mercedes Benz for Valentine’s Day but if you plan the day well enough, the memories you create could last you and your partner a lifetime. Not endless bills for car maintenance and fuel.

MISA wants a Roadmap for the process for the Access to Information bill

MISA Zambia Chairperson Hellen Mwale speaks to Journalists after she toured the closed Post Newspapers
MISA Zambia Chairperson Hellen Mwale speaks to Journalists after she toured the closed Post Newspapers
The Media Institute of Southern Africa (MISA) Zambia Chapter welcomes the pronouncement by Justice Minister Given Lubinda at the 2017 Universal Periodic Review that the Access to Information bill is ready and that government is working on systems that will readily avail the information to the public.

The enactment of the ATI bill is long overdue as it has stalled since 2002 when it was presented to parliament, with successive governments-including the PF government in 2011, making vain promises which have not come to fruition.

The announcement made by the Justice Minister is a positive step and MISA calls for the process to be expedited as sufficient consultation has already been undertaken by government and other stakeholders in the long period that the bill has been shelved and subsequently revised to meet the common aspirations in national interest.

MISA calls on the two concerned Ministries, the Ministry of Justice and Ministry of Information to make the contents of the bill public as an immediate step that will help create awareness and allow all stakeholders to take part in the process which is long overdue. In the same vein, the Ministry of Information must call for a forum for all stakeholders to chart the way forward given the developments regarding the ATI bill since President Edgar Lungu assumed office in 2015.

We also wish to implore the Minister of Justice to give a roadmap for the enactment of the bill as a concrete sign of commitment to avoid his pronouncement joining the long list of vain assurances and announcements on the enactment of the ATI bill by Ministers before him, with the PF government alone having promised to enact the bill on more than 6 occasions since it came to power in 2011 as the ATI bill was one of its key manifesto policies.

MISA is hopeful that Zambia, as a beacon of democracy, will emulate other democratic governments in the SADC region that have made strides in enshrining principles of transparency and accountability through enactment of the ATI bill, with Malawi being the most recent.

MISA remains committed to the campaign for the enactment of the ATI bill in Zambia and stands ready to support government in the process of enacting the ATI bill. We therefore call on cooperating partners and other civil society stakeholders to continue supporting the campaign and providing checks and balances in order for the ATI bill to see the light of day.

Chairperson-MISA Zambia.

President Lungu commits to reducing Poverty in Luapula Province within 5 years

58

President Lungu has disclosed that he will in the next five years ensure that the poverty levels in Luapula Province are reduced through embarking on deliberate programmes that will address the poverty levels in the province.

Speaking at a public rally at Katungulu Primary School grounds in Kawambwa yesterday , President Lungu said he will deliberately embark on programmes for the region to reduce poverty levels and bring prosperity to the people because Luapula is the most impoverished province in Zambia together with Western.

Mr. Lungu said he will first consider Luapula because it is Luapula that enabled him to manage the 50 per cent plus one threshold in securing his victory in last year’s presidential elections.

He said the human index report shows luapula to be the most impoverished which has compelled him to ensure that development should come to luapula first before he takes it anywhere so that the province could also start looking up.

He reiterated his reason for appointing a good number of Luapula people in his cabinet so that the y help him in bringing development to the region.

Mr. Lungu challenged the provincial minister Nixon Chilangwa, Health Minister Chitalu Chilufya, General Education Minister Dennis Wanchinga, Housing and Infrastructure Development Minister Ronald Chitotla, Energy Minister David Mabumba who were present at the rally to ensure that they use their positions to bring development to Luapula.

President Lungu gave Health Minister Chilufya a task to ensure that he brings a modern zonal health facility to Katungulu area by April this year.

Housing and Infrastructure Minister Chitotela was tasked to ensure that the road in the area is completed before July while Energy Minister Mabumba was instructed to make sure that the Rural Electrification Authority (REA) should bring power to Katungulu Primary School and the surrounding areas before REA leaves Luapula as REA is currently working in Milenge District in the province.

General Education Minister Wanchinga promised to deliver computers and a laboratory to the school in the area in order to enable pupils appreciate technology in their learning process.

The Head of State assured the people that he will come back to see for himself whether what he is promising will be delivered in record time by his Ministers.

He observed that he will adopt the ‘seeing is believing’ approach to his performance based work style as opposed to just reading reports in Lusaka because some reports were not the true reflection of the situation on the ground.

Mr. Lungu said it is good that he travelled because he has even discovered that UREA fertilizer has not been delivered for Mansa and Samfya up to now which he could not have known if he was in Lusaka.

He said roads, clinics, schools, and power will come to the area to change the life outlook of the people.

Meanwhile, President Lungu has promised to restock fish in Luapula water bodies. Speaking at a public rally at Katungulu Primary School grounds in Kawambwa yesterday, President Lungu said he will make sure that at the end of his five year term, Luapula’s economic profile will improve for the better.

He urged the people in Luapula to support the fish ban when it is in force in order to give fish a chance to breed during its breeding season.

The President said if the leadership in the province is committed to his vision and work together, the province is bound to become the food basket for the southern African region because of its good rain patterns, fertile soils and abundant water.

Mr. Lungu revealed that the agriculture sector will grow as it is the focus of his economic transformation for the country.

He urged all his leaders from Luapula who were present at the rally to ensure that they deliver on the promises they were making during political campaign trails before looking elsewhere.

The Head of state stated that it is important to first clean your own house before rendering a helping hand to your neighbor and it is important for Luapula leaders to first work towards fulfilling the promises they made to the people who voted for them.

Mr. Lungu observed that he will not hesitate to fire people both in the party and in government who will fail to perform because the citizens want to see results on what they were promised in the campaigns.

He reiterated his servant-hood approach to leadership and urged the people of Kawambwa to demand performance from their elected leaders because every leader is a servant of the people whom he pledged to serve with commitment, diligence and selflessness.

Why Women’s Rights May Never Be Guaranteed In Africa And The Middle East!

21

The large craving for gender equality and a continuous upgrade in affirmative action for women, may yield a generous amount of progress in the liberal world, but will continue quite sadly, to suffer reoccurring setbacks in Africa and the Middle East!

The Supervised entitlements of women in Africa

Africa is traditionally built around draconian cultures that frown at the allocation of certain privileges to women, which take liberties with gender equality, or promote any form of insurrection towards their male counterparts.

Women’s rights are almost extinct in most places in Africa! The heavy occurrence of female genital mutilation and coercion of teenage girls into early marriage in countries like Mali, Chad and Somalia, seems to be a revered and celebrated practice!

In most parts of Nigeria, women who dress in clothes that are perceived to be “indecent” are often mobbed, and in most cases, stripped unclad and subjected to gruesome public ridicule by hoodlums. These events are astonishingly displayed at the spectacle of a cheering narrow-minded audience, comprised of even security agents! (I really cannot understand how a lady’s choice of fashion deserves such extreme humiliation, or how her dressing infringes on the fundamental human rights of these mobs!) Could this be the unfortunate effect of illiteracy? Or the hypocritical and judgmental nature of the typical African society?

In some parts of Africa, a woman can be easily expelled from her marriage without any severance package, for being ‘incompetent’ at conceiving a male child, or ‘committing the evil’ of birthing too many female children! (of course, not too many Africans embrace the “dangerous idea” of legalizing their marriage at the government registry, so this ultimately yanks off any safety nets for the women when adversity strikes).

Most African husbands, uncompromisingly demand the production of children in quick succession without considering the health and psychological preparedness of their wives.
Treading the part of religion, women are rarely allowed to preach in some rigid African churches. The same counts as blasphemy for the Muslim folks as well…(are women the proponents of sin, or I’m not getting something right?)

The ‘restraining order’ from freedom give to women the the middle east

Islam is practically a ‘Male-Centered Religion,’ so I’m not naïve to expect the Muslims to be apologetic about that, or suddenly expect them to bend to public opinion(regardless of how prevailing!)
But my point will be made anyway…

The horrible punishment meted out to women for disobedience, or for causing a dent on the family name, commonly referred to as “Honour killing” continues quite strongly in the Middle East! Women are periodically put to death by their male relatives for either converting to a new religion, marrying a suitor of their choice, or embracing western education.

Women in some parts of the Middle East, are often dissuaded(sometimes forcefully) from their desire to acquire education or become literate. It is also a common practice for female rape victims to be compelled by ‘law’ to marry their defilers!

Achieving a guaranteed provision of Women’s Rights in Africa and the Middle East may remain a figment of our imagination, until the deep cultural and religious roots of both environments are reviewed or ultimately reinvented!

Lusaka City Council Sets the Record Straight on the “Burning down” of Bible Society House

Fire remains after the fire was put out

PURPORTED BURNING DOWN OF BIBLE HOUSE

Lusaka City Council would like to correct the impression created in some sections of the media alleging that the Bible House building has been burnt to ashes following the fire which occurred yesterday 8th January 2017.

To the contrary the building is intact only one warehouse belonging to a shop named Peace Spares Suppliers was gutted. The warehouse situated at the back of the shop contained highly inflammable substances such as oils, motor vehicle spares, paints and other hardware materials. It is alleged that on the materials day the owner of the shop had contracted someone to weld something in the warehouse, it is during this process that the fire was ignited.

The owners attempted to put out the fire but failed that’s when they called Fire Brigade at 10:56 hrs. The Fire Brigade turn out immediately by the time they arrived on the scene the fire had already grown, however the officers with the help of our partners from Zambia Air Force and National Airport Corporation managed to prevent the fire from spreading to other shops.

The Fire officers are supposed to find water at the scene or nearby where the fire tender can connect. Sadly the entire City of Lusaka has only three functional points

It is also alleged that the Fire Brigade went to the scene without water. First and foremost it’s important to understand that the Fire Tender was not meant to carry water to the fire incident, the water which is carried in the fire tender is just for First Aid. The Fire officers are supposed to find water at the scene or nearby where the fire tender can connect. Sadly the entire City of Lusaka has only three functional points where the fire officers can draw water namely Fire Brigade main station, Manchichi near Northmead Secondary School and one point opposite Chibelo Basic School.

The rest of the hydrant points its either they have no water completely or the pressure is too low to pump water into the fire tender, hence the movements the fire officers make to and from the scene. its also sad to note that the existing fire hydrants in the Central Business District have been vandalised by some people so that they can have access to water, which has led Lusaka Water and Sewerage Co to shut down a number of the fire hydrants in the CBD.

Lack of water therefore has been a biggest challenge facing the fire men and women whenever there was such emergencies.

The Council would like to reiterate that the purported burning downing to ashes of Bible House is malicious and incorrect. The Council through public relations has always provided information to members of the general public where need arises and it’s in this vein that we wish to urge the media to get first-hand information through the public relations unit in order to avoid misleading the public.

Access to legal representation by poor and vulnerable in Zambia is a human rights concern-ZCSD

5

Zambia Council for Social Development (ZCSD) Board chairperson Mahamba Chiputa said access to legal representation by poor and vulnerable citizens is another human rights concern as it is a huge challenge which should be addressed quickly.

The Pan African Radio Journalist Hermit Hachilonde reports that Mr. Chiputa said majority Zambians are struggling to find justice owing to the fact that they are unable to hire expensive lawyers to represent them, affirming that this has deprived many poor citizens of their right to legal representation.

“Access to legal representation by poor and vulnerable in Zambia is another human rights concern as it is a huge challenge which should be addressed quickly” Mr. Chiputa said

And Justice Minister Given Lubinda has applauded the civil society organizations (CSOs) for the checks and balances they offer to Government regarding the safeguard of human rights in Zambia.

Mr. Lubinda said Government alone without scrutiny of the civil society organizations cannot present a truthful national report to the Human Rights Council (HRC).

Speaking today during the Civil Society Organizations Universal Periodic Review (UPR) Consultative Meeting at Lusaka’s Kwithu Lodge, the Minister said CSOs play a critical role in contributing to the observance and upholding of human rights.

Mr. Lubinda noted that government’s collaboration with various stakeholders is vital in ensuring that the National Reports which Zambia submits to the Human Rights Council (HRC) are accurate and reflect the true reality of the fulfillment of her human rights obligations under various treaties.

“Government alone without scrutiny of the civil society organizations cannot present a truthful national report to the Human Rights Council” Mr. Lubinda said

Government to start scaling up the Social Cash Transfer to the entire country-Kasolo

78 year old Mary Kapeleketa of Kazungula District with her great grand-children. She is one of the beneficiaries for the government social cash transfer scheme

GOVERNMENT is this year scaling up the Social Cash Transfer (SCT) to additional 27 districts in order to cover the entire country.

Eastern Province Permanent Secretary Chanda Kasolo said in a speech read on his behalf by assistant secretary Royd Tembo during the training of district welfare assistant committees (DWAC) members for Zanaco payment solution in Chipata on Wednesday.

Mr Kasolo said by the end of this year, the programme was expected to cover over 500,000 beneficiary households.

He said over the years, the programme has recorded significant positive impacts on the beneficiary livelihoods.

“These impacts ladies and gentlemen necessitated the need for the SCT programme to be scaled up to cover over 240,000 beneficiary households in 78 districts,”Mr Kasolo said.

He said SCT programme was one of the Zambia’s major social protection interventions whose aim was to reduce extreme poverty and prevents its intergenerational transfer.

He explained that although in the past years the SCT programme has managed to scale up to the extent it was today and recorded all the positive impacts, a few challenges related to the implementation and management have been observed.

Mr Kasolo said the most notable challenge the programme implementers have experienced was delivering transfers to the intended beneficiaries.

He said since the first pilot of the SCT programme in Kalomo in 2003 to date, a manual payment system using the pay point managers (PPMS) has been used.

He said the manual payment system has been proved to be problematic adding that it took long for cash to be delivered to the beneficiaries due to the long processes which was taking cash to beneficiaries proved to be costly.

Mr Kasolo said the ministry of community development and social welfare started exploring for alternative payment solutions that would address the challenges presented by the current used manual payment system.

“After a lot of investigation and research, the ministry decided to opt for an electronic payment solution that uses a bank, the bank will provide visa cards to all beneficiaries on the programme,” he said.

“The payment solutions which uses visa cards has a number of advantages which include secure payment, timely delivery of transfers, allows beneficiaries to save part of the money for future use, thus beneficiaries can decide when to withdraw the money and the risk associated with the pay point managers carrying money will be removed,” he said.

Mr Kasolo said he was confident that the new payment solution would improve management of the SCT programme and contribute to achieving the intended impacts of the programme.

The electronic payment solution would be piloted in 27 districts of Lusaka, Eastern and Central provinces before being rolled out to all the provinces.

PRESIDENT Edgar Lungu,
President Lungu has strongly warned parents against marrying off their school going girl children before completing school.

Speaking at Katungulu Primary School grounds in Kawambwa District of Luapula Province, President Lungu said marrying off young girls before completing School is digging a poverty grave for them.

He advised mothers to withstand their husbands when they decide to agree to marrying off their daughters when they should be in school.

The Head of State said Zambia needs educated women to drive the developmental agenda of the country.

Mr. Lungu promised that when in Lusaka, he will look at the legal provisions to see whether they were adequate for the protection of the girl child.

He added that Government will undertake to make further provisions of the law if the current laws are not adequate to protect the gild children.

Mr. Lungu also implored teachers to educate school going children on the important of resisting early marriages and concentrating on school for better economic opportunities in adult life.

Meanwhile, President Lungu has pledged to resolve all Party differences during his three days visit to Luapula Province

Mr. Lungu said it is important for the Party to work as a united front in the province.

He said the differences that has characterized the party due to those who stood as independents but have since been forgiven must be resolved while he is still in the region.

The President added that he will make sure that he attends to all the party issues because he is not only the President of Zambia but also the Patriotic Front which is the ruling Party.

Mr. Lungu maintained that Luapula is the strong hold of the Patriotic Front and should remain strong.

The Head of State has since left for Kawambwa where he is expected to inspect the Chishinga livestock breeding Centre, ZAFFICO plantation and the Kawambwa Tea Estate which is being revived.

Street vending debate: Copperbelt Minister Vs Lusaka Province Minister

33
Vendors sale second hand clothes in the Central Business District of Lusaka.

By Isaac Mwanza

The difference between Lusaka Provincial Minister and Copperbelt Provincial Minister is that education does not always enable people make the best of decisions to modern problems such as street vending.

The difference between Lusaka Mayor and Kitwe Mayor is that when age is catching up, a human being stop living in the future and begin to just think of the present.

The difference between Democracy and Authoritarianism can be seen in the emergence of association for street vendors and prostitutes in democratic states.

Here is what you need to know about street vending:

1. Street vending is used by shop owners and people with capital to bring goods in a country and avoid paying taxes at all costs. This is reason why things on the street are cheaper.

2. The major beneficiaries of street vending are not always street vendors themselves but the owners of the goods which are removed from the shelves in those shops and given to street vendors to sale.

3. Street vendors rob the country of millions of the much talked about taxes

4. Street vending does not contribute to creation of smart cities as was talked about by President Lungu in his address to the 12th session of Parliament.

5. Alleys in Lusaka City were not created for purposes of vending but pathways and vehicles that offload good to stores. Now that they will be filled with street vendors, will Lusaka Mayor create a runway for helicopters to be landing on top of stores or he wants to experience how congested Lusaka will become as vehicles offload goods from the main roads in Freedom Way, ChachaCha, Lumumba and Cairo Road?

No doubt, Kitwe Mayor and CB Provincial Ministers are a gift of the Copperbelt and a treasure of Zambia’s future.

Where the hell did the PF find the Lusaka Mayor? I will not be surprised that while the CB is finding real solution to the problem of street vending, Lusaka Mayor and his councillors may soon call for a day of prayers in Lusaka on street vending, drainages and Garbage collection.
