President Edgar Lungu tour Chishinga Ranch in Kawambwa Cattle section
President Edgar Lungu has proposed the Chishinga Ranch breeding Centre to be one of the items for discussion during his next week Monday Cabinet meeting.
Speaking when he toured the Chishinga breeding Centre in Pambashe area of Kawambwa District, President Lungu called for a discussion involving the Minister of Livestock, Luapula Provincial Minister and the two Permanent Secretaries from the ministry of Livestock and the Province to discuss the Chishinga centre required support for vibrancy.
President Lungu said Luapula is animal disease free, has favorable weather patterns with good rains and abundant water.
He said it is important to promote livestock breeding in the region because the conditions to support livestock breeding were available
The Head of State added that it is equally important to beef up staff at the Centre the animals to be managed well.
He is however disappointed that the Centre has an animal drinker facility which had been disused for the past three years.
Centre Acting Coordinator Moono Mayoba informed the President that the main borehole at the Centre is malfunctional because it needs a K5,000 sparepat.
Area Member of Parliament Ronald Chitotela was equally surprised that the Centre’s main borehole was malfunctioning just because of a K5,000 sparepart which he pledged in the presence of the Head of State that he will provide.
President Lungu is optimistic that the Cente has the potential to revive and regain its initial vision of breeding animals for sale to the locals for onward breeding purposes.
Mr. Chitotela explained that the Centre was started in the UNIP Government with 100,000 hectares of land until when the MMD took over power in 1991 when it was re-demarcated to offer the former employees benefits which has only left 44,000 hectares of land at the moment.

Government has said that ZNBC remains a public broadcaster contrary to media reports suggesting it has been sold to a Chinese firm. Minister of Information and Broadcasting Services Kampamba Mulenga, who is also Chief Government Spokesperson, said that ZNBC has partnered with Start Times to ensure that a special vehicle operates the facilities and raises money to pay the loan obtained for implementing phase 2 and 3 of the digital migration process.
Speaking at a press briefing in Lusaka, Ms Mulenga said ZNBC has 40 percent shareholding while Start Times has 60 percent shareholding. Ms Mulenga said the joint venture is now operational and it is called Top Star Communications Limited.
The Minister explained that the company will operate the public signal distributor and will ensure that all 1,250,000 decoders are sold to the public.
Meanwhile, Ms Mulenga said that the mandate of the board of ZNBC came to an end on16th December 2016. She said government is in the process of identifying individuals to sit on the new board.
Ms Mulenga said as per procedure the individuals identified will have to be ratified by parliament before she can formerly appoint them.

And Government has urged opposition political party leaders to be realistic and objective in providing checks and balances. Chief Government spokesperson Kampamba Mulenga says the opposition should also appreciate development projects by the PF administration.
Ms Mulenga said that the PF is delivering according to its campaign promises and should be given kudos. She was speaking to ZNBC News in an interview at Mass Media complex. Ms. Mulenga said the opposition should be partners with the Government in advancing national development.
The Minister of Information also said that Government was in consultation with various stakeholders on the Access to Information Bill.
Ms Mulenga emphasized that Government will remain committed to media reforms as promised during the 2016 election campaigns.

Bible House on fire
A warehouse holding more than 50 thousand bibles was not affected in a fire that gutted bible society House on Wednesday. The fire which damaged most of the Bible House building and those next to it.
But Bible Societies Board Chairperson Edwin Zulu says the warehouse with more than 50 thousand bibles remained intact. He said this in Lusaka when Minister of National Guidance and Religious Affairs Godfredah Sumaili toured the gutted Bible Society house.
Reverend Sumaili said this is a miracle that no life was lost when fire gutted the Bible House in Lusaka. Mr Zulu told the Minister that the value of damage to property has not yet been quantified and that the cause of the fire has not been established.
He however explained that the building was insured.
The Law Association of Zambia (LAZ) says it is available for consultations on whether or not Zambia must pull out from the (ICC). LAZ president Linda Kasonde also said that her association is willing to offer it’s considered view over the matter. Ms Kasonde said this in a statement made available to ZNBC News in Lusaka.
Meanwhile Ms Kasonde says LAZ welcomes President Lungu’s stance to consult with Zambians on whether or not the country must pull out of the ICC. Recently President Edgar Lungu said his government will consult with Zambians on whether or not to pull out of the ICC. A number of African countries have in recent years threatened to pull out of the ICC
APR coach Jimmy Mulisa has declared that his Rwandese club was in Zambia to register a good result against Zanaco in Saturday’s CAF Champions League match at Nkoloma Stadium.
Mulisa’s APR arrived in Lusaka on Thursday afternoon in readiness for the first leg match of the preliminary round.
This is the first time Zanaco and APR are meeting.
“We are prepared. We just want to come and get a good result here because it is a two legged round,” Mulisa said.
“A good result here can help us at home. We are expecting a good result here and a good result at home,” he said.
APR are facing a depleted Zanaco side dogged by the departure of key players in the new year.
“I know most of their (Zanaco) players have left and they bought some players,” Mulisa added.
Defender Fackson Kapumbu, striker Aubrey Funga, midfielder Rodrick Kabwe and defender Mwelwa Sakala are among players who have left Zanaco.
GIVEN LUBINDAMinister of Justice Given Lubinda has said that Government is still keen on delivering the Access to Information Law. Mr. Lubinda said that government was working on what sort of systems to be put in place to support the proposed legislation.
Mr Lubinda said that government wanted to enact a law with viable systems for easy provision of any required data. Mr. Lubinda said that issues being looked at to strengthen the systems include archiving and availability of data.
Officially opening a Civil Society Consultative Meeting on Universal Periodic Review in Lusaka today, Mr. Lubinda said the law is in place and his Ministry is waiting for the Ministries of Information and Communication among others on the extent of the policy.
He said Zambia has undergone two periodic reviews in 2008 and 2012 and will further be required to present efforts that the country has made in fulfilling human rights obligations and comments.
And Zambia Council for Social Development (ZCSD) Board Chairman Mahamba Chiputa says there is need to find solutions to the Public Order Act, adding that it has a negative effect on some people’s political rights especially freedom to assembly.
Mr. Chiputa has further lamented that access to legal representation by the poor and vulnerable in the country is also one of the human rights concerns which needs to be addressed quickly.
He has also raised concern that rural dwellers are still faced with sanitation challenges.

Nyirenda, who accompanied the team, described the tour of Spain as a success.
“This is a fruitful outing. It was worth taking. I think all our objectives we set have been met,” Nyirenda said.
“We are there in terms of readiness. We have a very good team if we apply ourselves well we will get the results,” he noted.
Under-20 coach Beston Chambeshi declared his team ready to compete at the CAF Youth Championship on home soil.
“The way I have seen my players I am sure we have a team to win the AFCON. We shall do well in the tournament,” Chambeshi said.
The championship starts on February 26 with Zambia facing Guinea in the opener at Heroes Stadium in Lusaka.
FLOODS have continued to cause havoc in Southern Province with the latest being in Mazabuka where about 20 houses have collapsed with 100 being flooded while two roads have completely been washed away.
Mazabuka District Commissioner Jane Chirwa said the district had been experiencing heavy rains which had also resulted in 17 maize fields being flooded.
Ms Chirwa said of the flooded houses 52 were in Mwanachingwala with 36 being in Itebe and 15 others in Munenga wards respectively.
She said the houses that collapsed where 11 in Mwanachingwala and nine in Itebe wards leaving owners with no shelter while the two roads that had been washed away are Itebe and Shimungalu.
“We have been experiencing heavy rains in the district which has resulted in the collapse of some houses while others have been submerged in water,” she said.
She said the affected families have received donation of food supplies, mosquito nets and beddings from the Zambia Sugar Company.
“Most of the affected areas are those that are near the Kafue plains,” she said. Mazabuka Municipal Council Town Clerk Wisdom Bwalya said the local authority could not do anything to the damaged roads because of the continuous rains.
“The roads are still not passable but once the rains minimises the council will check on the site to see how best they could be worked on them,” he said.

Speaking to journalists before his departure to Luapula today, President Lungu said democracy dictates that he consults with stakeholders who in this case are the Zambian people before making decisions.
President Lungu said he believes in widespread consultation with stakeholders as the right path to govern.
He said he would not dictate to Zambians what they should adopt with regard to the country staying or pulling out of the ICC.
The African Union (AU) wants its member states to pull out of the International Criminal Court (ICC).
This is a message to the international community to stop “harassing” Africans, the AU said.
The decision was arrived at in a closed session of the African Union Summit in Addis Ababa, Ethiopia on Tuesday.
However, Nigeria, Senegal, Ivory Coast, Mali, Burkina Faso, Tanzania, Tunisia, Cape Verde, Botswana and Chad want to remain members of the court.
The summit adopted a withdrawal strategy which had been circulated to members beforehand but was overshadowed by the elections of AU Commission leaders.
The document says: “A growing number of African stakeholders have begun to see patterns of only pursuing African cases being reflective of selectivity and inequality”.
Member states also agreed to press for a reformed United Nations Security Council. African countries have no permanent representation in the council. The council can refer cases to the court, yet it is not a UN court.
Meanwhile, Veteran Politician Vernon Mwaanga has said that the International Criminal Court (ICC) has failed to live up to the expectations for which it was set up for.
In an interview with ZNBC News in Lusaka, Dr. Mwaanga said frustrations by some African leaders to pull out of the ICC is understood because of the manner it has discriminated against smaller states, poor nations and African countries. Dr Mwaanga said that the ICC pursues arrest warrants for African leaders with a lot of vigour.
Dr. Mwaanga has however stated that the decision by the African Union to pull out of the ICC is not binding as member countries can still decide to stay on or not. Dr Mwaanga further said that welcomed the planned consultations by President Edgar Lungu on whether Zambia should stay or pull out of the ICC.
And The Opposition Forum for Democracy and Development (FDD) has said that Zambia should stay with the International Criminal Court -ICC- as the country seeks to improve its judicial system.
FDD Spokesperson Anthonio Mwanza said that the idea of being within the jurisdiction of the ICC works well when the country has to deal with complicated cases.
Mr. Mwanza ssaid that Zambia like other African countries should strive to build much stronger judicial systems that will satisfy expectations of the masses.

Zambian Breweries Kick-Start beneficiary ‘Spider’ Kapeya Kangolo at work.
When ‘Spider’ Kapeya Kangolo visits bars and restaurants, he is not ‘here for the beer’. His mission is to collect bottle tops, as they are an essential ingredient in his art, design work and business.
It was in 2015, when after reading an article in one of the newspapers, Corporate Affairs Director at Zambian Breweries Ezekiel Sekele decided to follow through and meet Kapeya at his working place at the Arcades Sundaymarket. From there, the business was interested in supporting Spider’s project as it was promoting recycling, which is one of the initiatives undertaken by Zambian Breweries.
Kapeya Kangolo’s talent involves the use of bottle tops, wire, and pieces of metal to turn what might have ended up in the recycling bin into pen-holders, toothbrush-holders, book racks and magazine-holders. He also makes earrings, bar counter stools, lounge chairs, tables and picture frames.
This has been a way of life for Kapeya popularly known as Spider, for nearly 20 years. He credits his former boss with inspiring him to start up his bottle-top activities, and he has now received sponsorship from Zambian Breweries under its Kick-Start, a Youth Empowerment Programme (YEP), which has come on board to help him purchase the machinery that he needed for the manufacture of his products.
“Some people come with their own designs and I make for them whatever they want,” he says, citing bar counter stools as the best sellers, with demand for them at around K300 each. Lounge chairs cost about K600, tables come in at K750, and a vegetable rack fetches K250.
“I get the bottle tops from bars and restaurants. I go to these places and tell the owners not to throw away the bottle tops. I collect the bottle tops on Mondayand I sort them out, and those for Fanta, Sprite, Mosi etc, I put separately. I have made collecting bins and placed them in some restaurants so they keep the bottle tops in them for me,” he said.
Spider hopes to expand his business to other parts of the country in addition to the tourist capital, Livingstone, where he currently sends his products.
He claims that from the bottle top business he manages to support his family. He sells his products at the Arcades Sunday market and at the Dutch monthly market in Kabulonga.
He encourages youths to venture into entrepreneurship and start up a business to earn income instead of waiting, expecting opportunities to come to them.
Spider’s next venture is making products out of plastic bottles. He has pointed out that there are many plastic bottles lying around on the streets which would be useful to someone with his skills. He is in some way contributing to keeping the environment clean by picking the bottle tops that could have been making the city dirty.
Mr Sekele said that the company was happy to help young people in Zambia and to expand their businesses in order to earn a living: “Our dream is to bring people together for a better community and country. We want to impact positively on livelihoods. We believe that when our people prosper then our business will in turn grow sustainably. We want to help many small-scale businesses to grow also their families. For Spider, we empowered him with the tools that he needed for growth,” he said.

The casual rise of Atheism, or most emphatically, the non-committal, cold and distant ‘been there, done that’ ex-fanatic Christian & Muslim folks, who don’t believe much in anything anymore remains on the constant increase!
Why’s that? I’d tell you. In their thoughts, “Why praise or exalt the name and doctrines of a self-glorifying Pastor, or tread the heavily devout principles of an Islamic Sheik(human beings & religious joint-heirs like you & I) when I can find God for myself and evolve my personal depth of understanding of the Bible or the Koran?”. These are frequently asked questions, and with the never-ending continuous trend of slavish devotion to Orthodox & Pentecostal doctrines / practices, as well as the steady influx of Islamic extremism, I decided to weigh in my opinion to lend little pieces of advice to my Christian & Muslim brethren.

Doesn’t it bother you that your local assembly shares a totally different theological belief and opposing doctrine(s) with the other churches across the hall? Sure it does in your heart, and although you share silent reservations, you tag along with your preacher’s point of view anyways.. After all, you always haven’t got time to flip through the scriptures for personal research, so your “Man of God’s” interpretation becomes superior in all issues to yours. Your seat belts are clung tight to a church that cannot assist members in distress, yet demand ‘sacrificial giving’ and amazingly judge it’s congregation(including poor you) for the quality of offerings and tithes they render, yet you sit lips sealed and nod in partial agreement(sometimes you even clap in naivety!).
If for EVERY problem you have, you always crave the need to run to a Pastor or Prophet, or you strongly believe that continuous prayers, sowing seeds & prophesy without putting to work or developing yourself will amass riches for you, then you’ve failed overwhelmingly as a Christian! Discover God for yourself through study of the scriptures and develop your skill set! Much said.. Moving on…
Muslims
Through current study, I’ve discovered that the inconsistency between certain Islamic philosophies, doesn’t quite have much to do with the sacredness of the Koran, but rather the ‘appropriate’ & ‘inappropriate’ interpretation of it’s verses. Could it be that some narrations of the Koran may not be accurately conveyed by the narrator, hence misinterpretation and conflict of instructions?
Digging further, I realized disagreement in Islam is not only acceptable, but in fact, “rewarded by Allah” and those who ‘qualify’ for this reward are only the Islamic Scholars who have the working knowledge of the Koran (in other words, the average Muslims are not permitted to review or uphold personal insight for themselves). Therefore, could this be the reason for Islamic extremism & other rigid philosophies created by these Scholars?
I strongly urge the Muslim brethren to not solely depend on the Imams or Sheiks for interpretation of the Koran. The only difference between you and the Sheik, is the depth of understanding! You can evolve your understanding as well!
Muslims, ask yourselves.. What’s the Koran’s precise view on Polygamy? Was it stated as a Universal Concept, or a particular instance of the Arab culture? We all know Seventh century Arabs were the first audience of the Islamic practice. So can we be entirely wrong to say the Koran may have been written in a language and way that was relevant to the lives of the Arabs? The same Koran that “permits” a man to marry four wives, also stated that marriage should not be for Lust. In that case, what drives men into accumulating more wives for themselves? Or can a man love four women at the same time?
Secondly, where does the Koran stand on Women Rights? Why do some Muslim men allow their wives pursue their dreams and prospects, while others stifle the freedom of theirs? Is the Islamic Patriarchal nature a cultural inheritance of the ancient Arabs, or a spiritual commandment? Find out for yourself!
Finally, what does the Koran truly say concerning Association with “Infidels?”. While some Scholars take some verses out of context and portray Islam as violent & aggressively devout (hence terrorism & Islamic insurgency), other Scholars preach peace and are against forced conversion, as war against “infidels” should only be called for, when Muslims have been expelled by force out of their lands for the sake of their religion (of which neither is the case with Boko Haram or the other Jihadist sects).
We all have got responsibilities as Christians or Muslims to seek for TRUTH ourselves, without being radicalized or religiously enslaved by others who seek the truth for us based on their own understanding and interpretation. #FindOutForYourself!

The Barotse Royal Establishment has refused to accept the summon from the Mongu High Court where the Nabiwa led group representing the people of Barotseland have sued the Litunga, the King of the Lozi people of Western province.
The Mongu High Court has since set February 24, 2017 as the date for the commencement of hearing the case in which Lozi traditional leaders want the court to compel the Litunga to abdicate.
The Litunga upon arriving in Barotseland on Tuesday summoned area Indunas on Wednesday at Limulunga Royal village in traditional and the Highest Kuta, the Mboo Kuta and the meeting was chaired by senior Induna Mukulwakashiko’.

According to information from Limulunga, out of 23 area chiefs, only nine managed to attend the meeting with 15 village Headmen and thirty 30 ordinary people who wanted to confirm whether it was true The Litunga has been summoned by Zambian court.
The Indunas were unanimous in supporting Litunga’s immunity from persecution and they vowed not allow the summons be served on Ngambela or Litunga.
Lozi traditionalists namely Nabiwa Imikendu, Litia Charles Mutemwa, Mukubesa Ilukena and Mumbisho Liswaniso stated that they were Zambians and traditional loyalists with vested interest aimed at ensuring that the Lozi tradition and custom was upheld, promoted and sustained for posterity and cultural heritage.
They stated that a wider majority of Lozis, averaging 92 per cent, was in open disapproval of his Litungaship and would want him to vacate the throne.
The applicants stated that ever since the Litunga ascended to the throne on October 13, 2000, he had been sneaking out of the palace to attend to his businesses around and outside the jurisdiction of his chiefdom without prior notification thereby putting his advisers and subjects in an awkward position.
“That under the reign of the now respondent, the Lozi traditional norms of decency and integrity have heavily been compromised with corruption, indiscipline, dishonesty and irresponsibility within the rank and file with substantive key positions in the hierarchy unfilled,” read part of the motion.
The applicants stated that the Litunga had been a stumbling block to development in Western Province.
The applicants alleged that the Litunga’s failure to seize positive opportunities of government policies in a timely fashion had continued to cost Barotseland and the entire province of the much sought after chance to “dig ourselves out of the myth associated with extreme poverty”.
They also accused the Litunga of hoodwinking unsuspecting well-wishers to donate huge sums of money and gifts towards the Kuomboka ceremony even when he knew that the event would not take place after all.
The petitioners alleged that the Litunga’s actions bordered substantially on fraud and abuse of authority of office.
They also submitted that the Litunga had neither been in touch with the people nor updated the ever-anxious masses over the Barotseland Agreement 1964 and lamentably failed to seize the rare gesture by the government taking into account the recommendation contained in the interim Report of the Mung’omba Constitutional Review Commission, which provide as follows: “The Government and the Barotse Royal Establishment must show political will to finally resolve the outstanding issue of Barotseland agreement by initiating negotiations between two parties to the Agreement.”
“It is our reasoned view that Edwin Lubosi Imwiko as such reigning Litunga of Western Province has lamentably failed in virtually all spheres of governance; WHEREFORE acting for, and on behalf of more than 90% of the Lozi people have an equitable interest of this matter at heart, DO HEREBY pray this Honourable Court to find in our favour and DECLARE that the said Edwin Lubosi Imwiko voluntarily abdicates, failing which the applicants together with the people of Barotseland be at liberty to invoke options of customary nature open to the Lozi tradition to remove the said Edwin Lubosi Imwiko on the grounds of gross incompetence and abuse of authority of office,” submitted the applicants.
After a long wait farmers whose Electronic –voucher(E-voucher) cards
had not been activated have finally started accessing farming inputs
in Chipata District of Eastern Province.
This was after Government loaded their cards with the required money.
The farmers were on Wednesday afternoon seen queuing up at some banks
finalizing the process.
Mabvuto Lungu and Florence Mbawo, who are the farmers, thanked
Government for ensuring that they get their inputs.
They however expressed disappointment that they had to go through a
lot of sufferings, including demonstrating to have their cards
activated.
And Zambia National Farmers Union(ZNFU) Regional Coordinator Virgil
Malambo who went to check the situation at one of the banks also
confirmed that Government had deposited the required money and farmers
would access their fertilizer.
Mr Malambo said it was disheartening that some farmers who deposited
their money in December were still unable to access farming inputs
because their accounts have no money up to now.
He also emphasized that Government must put in place mechanisms that
would ensure that in future farmers were not subjected to the
sufferings they have gone through during this farming season.
Chipata District Commissioner Kalunga Zulu said that the district has
received about K18 million to clear the slightly over 10, 000 farmers
whose E-voucher cards had not yet been activated.
He emphasized that Government would work had to meet the target of
clearing all farmers.
Mr Zulu said the biggest challenge has been the poor network, which
was affecting electronic money transfers between the bank branches in
Lusaka and Chipata.
He thanked farmers for the patience, but made a strong appeal that in
future, farmers should resolve challenges through dialogue with
Government.
And the Ministry of Agriculture has warned cooperative leaders who
were holding on to e-voucher cards belonging to farmers that it was an
offence.
Chipata District Agriculture Coordinator Michael Ngulube said that
e-voucher cards were personal documents which were supposed to be kept
by owners.
Mr Ngulube said that cooperative leaders who were holding on to the
cards risk being arrested.
He was responding to complaints from some farmers that some
cooperative leaders have withheld their cards for unknown reasons.
Mr Ngulube has encouraged any farmer, whose card has been withheld to
report the matter to police.
