Energy Forum Zambia says ZESCO should increase tariffs to deal with prolonged loadshedding

Energy Forum Zambia says the country’s power utility company should consider revising it’s tariffs so as to attract investment in the energy sector and help reduce power shortage in the country.

Forum Chairperson Johnstone Chikwanda said in the face of current prolonged load shedding the State owned company should either increase tariffs in order to support more electricity imports or the country continue with the painful status quo.

He said there is excess power in the Southern Power Pool which can be imported to reduce the prolonged load shedding but that it could mean paying more.

He also said ZESCO should inform the nation how much the company is losing per month due to inadequate electricity from its facilities.

“Energy Forum Zambia sympathises with electricity consumers for the debilitating energy poverty being experienced not just in Zambia but in sub-Sahara Africa as a whole. On the other side of the isthmus, the Forum sympathises with ZESCO for loss of revenue during load shedding hours. It would be appreciated if ZESCO could inform the nation how much revenue is being lost per month due to inadequate electricity from its facilities.

“The Forum is of the view that there is some electricity in the Southern Power Pool which can be imported to reduce the prolonged load shedding currently being experienced in Zambia. However, ZESCO is unable to import MORE expensive electricity which in turn will be sold at a loss in Zambia. It is either tariffs are increased in order to support more electricity imports or we continue with the painful status quo. In other words, the unattractive electricity tariff in Zambia is the biggest trigger of the squalor being precipitated from this sector.

“Therefore, the tariff structure must be revised as a matter of urgency. Bulk customers and Industry consume more electricity than domestic households. This is why the biggest portion of the electricity subsidy was spent on bulk consumers and Industry compared to domestic households. Hence, the focus of the tariff increase may have to weigh heavily on the bulk customers and industry,” he said.

Mr Chikwanda also called government to establish a Central Energy Fund (CEF) which can be used to support emergency expenditure and support other sector related objectives such as the financing of the unbundling ZESCO into three entities.

“In addition, the Forum wishes to call upon government to establish a “Central Energy Fund” (CEF) as a matter of urgency. The CEF can be financed by inserting a levy in the electricity pricing model either for all customer categories or for selected customer categories as phase 1. The CEF can be used to support emergency expenditure and support other sector related objectives such as the financing of the unbundling of ZESCO into three entities.

“Unbundling a vertically integrated utility is not an easy undertaking. There is considerable preparatory work, implementation, workforce migration to new structures and post implementation phase. It cannot be achieved in 2 years. It is a costly undertaking which must be financed using different innovative avenues. Therefore, the PF Government may find the establishment of the CEF as a suitable mechanism to support such undertakings.”

Another Lusaka wife has killed her husband in rage of anger after a domestic dispute.

The woman only identified as Mrs Milumbe, a member of the Seventh Day Adventist (SDA University of Zambia Congregation and works for Focus Insurance is allegedly to have hit the husband with a blunt instrument and when he fell to the ground, she went into the car and ran over him.

The deceased was buried on Tuesday.

A family source said, “Mr Milumbe, a member of UNZA SDA church had a fight with his wife and it seems she hit him with something in the head that made him collapse. Then she ran over him with her vehicle in the presence of their 8 and 6-year-old kids and he died on the spot Mrs Milumbe is currently detailed at Makeni Police Station.

Other family sources revealed that the couple was allegedly fighting for custody the two children after going on separation.

The couple had been separated and Mrs Milumbe had briefly moved out of the matrimonial home but she went on the fateful night pick up the kids and that is when the quarrel ensued.

“She accidentally run over him as she was trying to escape with one of the children following their separation,” another relative said.

The Zambia Police is yet to issue a statement on the incident.

KAMBWILI called me a thief and a foreigner from North Western province, that is why I lost the Roan parliamentary seat, Andrew Kayekese told the Ndola High Court on Tuesday.

This is in a matter where Kayekese, the Roan constituency UPND losing candidate has petitioned the election of Chishimba Kambwili.

Kayekese is demanding that the court nullifies the election of Kambwili because of electoral mal-practices and tribal sentiments.

He further told the court that Kambwili abused his position as minister to which he (petitioner) was disadvantaged.

The case is before Ndola High Court Judge Charles Chanda.

When the matter came up for continued cross examination by the respondents defence lawyer Tutwa Ngulube on Tuesday, Kayekese maintained that the election was not free and fair.

” Every meeting that he conducted, he scandalized my name. In his meetings, he called me a thief, I stole K1 billion and that am from North Western province. So I don’t know if it is sin to come from North Western province,” Kayekese said.

” He told people that I come from North Western, so they should not vote for me. The language he used to scandalize me influenced the voters. I did not accept the results that Dr Kambwili is elected Roan MP. I still insist the elections were not free and fair.”

He said the playing ground was not free and fair because of the language that was used by Kambwili.

Asked if he does not come from North Western province, Kayekese said he was prude to come from the region.

” What is wrong with me coming from north western? The language that am a foreigner from north western disadvantaged me. The language was very bad on me and the UPND including our president (Hakainde Hichilema).”

” In terms of Roan Constituency, he won because of the hurt language and the use of government funds. I was very popular in Roan and am still. Every one knows me in Roan,” he said.

Eastern Province Education Officer Allan Lingambe has said the Ministry of General Education was working hard to ensure that girls rescued from early marriages are taken back into school.

In an interview with ZANIS, Dr. Lingambe said schools now provide guidance services, creation of SAFE clubs and the re-entry policy as some of the activities to help the girl children.

He said the Ministry of General Education, with support from head teachers, parents and the police, has managed to rescue some girls from marriages and take them back to school.

Dr. Lingambe said government has also brought on board some Non-Governmental Organisations (NGOs) such as the Forum for African Women Educationists in Zambia (FAWEZA) to support the girl children.

He said FAWEZA was still on course in helping the girl children, who have been married, to get back into school.

Dr. Lingambe further disclosed that about 22 girls have so far been rescued from marriages and taken back to school in Eastern Province.

He has however not confirmed if there has been any arrest of parents who marry off their children at the tender age.

The PEO said the exercise will continue until early marriages end in the province.

Yesterday, chief Mbang’ombe of the Chewa people in Katete alleged that despite interventions of chiefs and NGOs in rescuing girls from marriages, the girl children were not being helped get back into schools.

Government says it considers councillors’ and officers’ orientations very important because they equip the named groups of people with skills and knowledge on how they should discharge their functions and duties in councils.

Minister of Local Government and Housing Vincent Mwale said this creates an enabling environment for effective and efficient operations and performance of councils to meet the aspiration of government and the residents at local level.

He said this during the launch of Councillors’ and Officers’ Orientation workshop in Lusaka today.

Mr. Mwale said government has placed a lot of importance in the role played by the local government.

He noted that without a strong local government system, all efforts at national level would be in vain.

The Minister stated that it was only the current government that has implemented decentralisation and enshrined it in the constitution.

He said the decentralisation policy shall ensure optimum utilization of resources in the country.

Mr. Mwale has since urged all local authorities to safeguard the public resources that have been placed under their charge.

He disclosed that government will not tolerate corruption of any form including illegal land allocations and administration and shall not relent in taking punitive measures to arrest the scourge.

Mr. Mwale further explained that government requires leaders that will promote positive change in organisations and societies to alleviate poverty and improve the human development and socio-economic status of the poor people at local level.

He challenged all councils in the country to ensure that Sustainable Development Goals (SDGS) are localized at the local level.

Mr. Mwale said the councils have a high potential of actualizing the SDGs and uplifting the living standards of poor people in the districts.

He revealed that during the implementation of the seventh national development plan (SNDP) in the next five years, the Ministry of Local Government’s mission will be to reduce developmental inequalities.

Mr. Mwale said as policy makers at the local level, councillors are required to ensure that policies and programmes developed are aimed at reducing the developmental inequalities in their respective districts for the benefit of the people they are serving.

He appealed to the mayors, council chairperson and officers to clearly understand their roles and responsibilities in order to discharge their duties diligently.

Mr. Mwale said it was important that the local government officers observe the limits of their roles, responsibilities and functions in order for them to work in harmony and avoid disruption of operations in the district.

He said this will enable government to provide efficient and effective services at the local level for the betterment of the communities in the country.

LCC extends trading license renewal period

The Lusaka City Council (LCC) has extended the trading license renewal period which ended on Monday, 31st October, 2016 by one week.

LCC Assistant Public Relations Manager Brenda Katongola told ZANIS in a statement that the extension follows the overwhelming requests for an extension from clients who did not manage to renew their licenses by the end of October.

Ms. Katongola said some people had not yet paid for their trading licenses from 1st July this year when the exercise begun to the deadline Tuesday.

She stated that the reason for the extension of the exercise for another one week was to ensure that more clients pay for their licenses.

She has since warned that the local authority will take punitive measures against defaulters after the next deadline.

Ms. Katongola has meanwhile appealed to clients to take advantage of the one week extension period to renew their annual trading licenses at Civic Centre’s revenue hall.

The Post Newspaper Ltd has been placed under receivership and the process of placing the newspaper under compulsory liquidation has commences.

Lewis Nathan & Company run Lawyer Lewis Mosho has since been appointed as provisional receiver in respect of all the assets of the company.

This was after five former Post employees namelyAndrew Herbert Chiwenda, Roy Haabalu, Bonaventure Bwalya, Mwendalubi Mweene and Abel Mboozi applied to the Court to have the company placed on liquidation in order to recover their terminal benefits.

The newspaper was shut down by the Zambia Revenue Authority for failing to pay millions of US dollars in back taxes on June 21.

Bailiffs yesterday morning pounced on Mushipe and Associates a law firm belonging to UPND lawyer Martha Mushipe for allegedly failing to pay rentals.

A ZNBC news crew that rushed to the scene found bailiffs removing office furniture and equipment.

One bailiff said the law firm has accumulated rental arrears of 14 000 dollars and 15 000 kwacha.

Efforts to reach Mrs. Mushipe for a comment failed as she could NOT be accessed from her office.

Journalists were blocked from entering the office by a firm’s employee.

A visibly annoyed secretary at the law firm said Mrs. Mushipe would only talk to the media after the case is dealt with by the courts of law.

Zesco-Nkana showdown moved from Wednesday to Sunday

FAZ has moved the Week 32 match of the Super Division between Zesco United and Nkana from Wednesday to Sunday.

Nkana Chief Executive Officer Ken Mwansa confirmed the match will be played on Sunday at Levy Mwanawasa Stadium in Ndola.

This match is set to be broadcast on SuperSport.

“Our game against Zesco United has been pushed to Sunday. We have not been given reasons but I am sure it is because it will be on SuperSport,”Mwansa said on Tuesday.

He declared that Nkana are looking forward to the match.

“We are ready for the match. We are actually looking forward to the match,” Mwansa said.

Zesco beat Nkana 1-0 in the first round match played in Wusakile earlier in the season.

The Reduction of Inflation Rate by CSO does not reflect a reduction in Cost of Living-JCTR

Central Statistical Office on Thursday 27th October 2016 announced a significant reduction in inflation of 6.5 percentage points that has raised more questions than answers. A drop from 18.9% in September to 12.5% in October when prices of commodities on the ground have remained high deserves explaining. There have been a number of concerns on the media and amongst the public.

Our observation like many others have observed is that the reported reduction in inflation does not indeed correspond to the current levels of cost of living. In fact Central Statistical Office has reported that prices of some commodities such as mealie meal have kept going up and so the reported reduction in inflation must have been influenced by other factors. While prices of some commodities may have reduced, it is doubtful that it could have caused such a significant reduction.

Like Central Statistical Office has intimated, the reduction in inflation has been driven by the ‘base effect’ and not so much the reduction in actual prices. The base effect is defined as the consequence of abnormally high or low levels of inflation in a previous month distorting the headline inflation numbers for the most recent month.

Looking at 2015 October inflation increased from 7.7% to 14.3%, at the same period the JCTR’s BNB for Lusaka passed the K4,000 barrier for the first time from K3,957.46 to K4,249.56. Such a shock is what is being referred to in the base effect definition.

Since inflation is calculated as a difference between the same month in the current year and that of previous year, the differences before this month of October have been relatively higher – causing inflation to be higher.

But from October we expect the differences to be lower since this is the point at which inflation drastically rose in 2015 and we have since been having prices that are around the same range. To illustrate this numerically we look at the BNB figures from last year and compare them to this year (giving an estimate for October BNB since BNB data for the month of October has not yet been analyzed).

Note: Inflation here is calculated with BNB figures for Lusaka as opposed to nationwide figures as done by the CSO for illustration purposes only.

Thus, the reduction in the October inflation is not necessarily a result of actual prices of goods and services reducing but because we are now calculating inflation over the period when it has been significantly high and therefore, similar to current prices. In other words, the rate of change of prices between October 2015 and October 2016 has reduced even though the cost of living remains high. It should also be noted that the recent increase in the cost of fuel has not been captured in the October inflation statistics but will surely be reflected in the November inflation statics. This is due to the time lag of pass through effects on fuel price adjustment.

The JCTR thus urges government and the Central Statistical Office to adequately explain these facts to the common man to avoid misinformation and the credibility of the CSO coming into question. Further, the Centre, calls on government to in its economic recovery plan to critically address the adverse effects of subsidy removal on the poor and work using the saved funds transparently in a manner that will benefit the poor and the nation as a whole.

Pick-ups remain one of Zambia’s top sellers in the Zambian motoring market and consumers are increasingly expecting a balance of utility and comfort from their vehicles.

Ban on night travel for PSVs is justified-RTSA

The Road Transport and Safety Agency says Statutory Instrument 76 of 2016 which has banned night travels for Public Service Vehicles is justified.

RTSA Chief Executive Officer Zindaba Soko said research has shown that most of the fatal accidents happen in the night.

Mr Soko said the public should realise that the ban was only effected after extensive consultations with relevant stakeholders.

He was speaking last evening when he featured on a live Talk on Monday radio programme on Hot FM.

“This is not guess work, this is backed by scientific data. As RTSA, we started collecting data in 2013 and measuring the size of the problem with regard to road accidents and we have discovered that PSV’s account for 72 percent of all road fatalities,” Mr Soko said.

He also revealed that after interacting with Bus Drivers, it was discovered that most of them are fatigued as they are asked to work for up to 18 Hours.

Mr Soko said the recommended hours of travel is 8 Hours.

“The other causes of road accidents are the use of second hand tyres and drunk driving and unlicensed drivers and unroadworthy vehicles on the road. We are approaching this problem from all angles. We hope with this path we have taken, we will achieve a big reduction in road crashes.”

He said reducing road traffic accidents should take a multi approach and the Statutory Instrument is just one of them.

Mr Soko also revealed that RTSA is the process of introducing speed limiting by GPS later in the year.

But the Patriots for Economic Progress, a newly formed political party has described the Statutory Instrument as baseless, unrealistic, wanton, aimless, unjustified, arbitrary, careless, inconsiderate, misconceived, irrational, ill-conceived and misdirected.

PEP Interim President Sean Tembo said the move been announced by the PF Govt cannot be left unchallenged, given the dire consequences that it will have on our economy.

“We, in the Patriots for Economic Progress (PeP) will be leading a coalition of progressive minded citizens and stakeholders to challenge this senseless decision in Court, by the senseless PF Government by way of a Judicial Review. The PF Government will have to provide empirical scientific evidence to prove the link between night travel and RTAs.
