The UK based Global Scaling up Nutrition Civil Society Network says presidential candidates in next week’s general elections must make commitments on how they will take malnutrition in Zambia.

Zambia has one of the highest rates of malnutrition in the world with around 40 percent of children under the age of five stunted.

Network Coordinator Dr Claire Blanchard said the general elections present a good opportunity for all presidential candidates to clearly state how they will address the problem of malnutrition in the country.

Dr Blanchard said says there is need for all presidential candidates to make measurable and realistic and achievable commitments towards nutrition development which they can account for.

He said nutrition is key in realising economic development and school attainment hence the need for politicians to state how they will address the issue.

“This is a very opportune moment as we build up to the elections and specifically to continue building commitments and ensuring that those commitments are specific, measurable, achievable, realistic and trackable and that we can all account for those commitments at all levels,” Dr Blanchard said.

She added, “It would be good to have all presidential candidates include in their manifestos some of those smart commitments to really ensure that we have a clear vision and an action plan for nutrition in the country.”

Dr Blanchard also observed that the civil society can be extremely helpful in helping to account and track progress on those commitments.

“Civil society is key in making those commitments happen with having a huge presence on the ground and reaching the communities and ensuring direct participation from a household level.”

And Zambia Civil Society Scaling up Nutrition Alliance Acting National Coordinator Eneya Phiri said malnutrition still remains is a huge problem in Zambia.

“With only two weeks to go to the elections, this is definitely a reminder to all our candidates that the nutrition community globally is looking with keen interest on Zambia and looking particularly at the candidates and what promises and commitments they are making towards the nutrition agenda,” Mr Phiri said.

“We are talking about stunting at 40 percent in children under the age of five which has severe health implications on the nation and also have a high cost in managing preventable diseases that are exacerbated as a result of malnutrition.”

He added, “So this is a wakeup call and as well as a reminder but more so a reminder to all political parties who made commitments on nutrition even those that who haven’t, it is never too late, it’s time to make smart commitment towards nutrition, smart commitments on which they can be voted for and held accountable going forward.”

UPND Call On ECZ For Greater Transparancy

We commend the ECZ for allowing observers into their restricted results receiving rooms for the first time in the history of our country. We now want to encourage and urge them to do more in order to increase transparency in the electoral process and calm public anxiety. We are therefore calling on the ECZ to make public information concerning when, where, and how all election materials are arriving.

This would be in line with the process for ballot papers for which we have observers in place. For all materials there should be a clearly set out process of inspection with representatives from all the contesting political parties.

Further, if the ECZ is committed to transparency then they should allow independent and third party observers to travel on all ZAF plans and helicopter that will transport ballot papers and the results thereafter.

If the passenger capacity of ZAF planes and helicopters would make this impractical then we would propose the ECZ consider the Christian Council Monitoring Group (CCMG) among others who could serve as independent observers in this capacity.

ALERT United Party for National Development (UPND) supporters in Livingstone this morning impounded and searched eight new Electoral Commission of Zambia (ECZ) trucks which were accompanied by State Police on suspicion that the trucks were carrying materials for rigging elections.

The search, which was conducted by the Police and UPND cadres from morning up to around mid-day at the Zambia Revenue Authority (ZRA) Port Office, revealed that seven trucks were empty while one truck was carrying spares for the rest of the trucks.

At the end of the search, UPND resolved to send a team of officials to accompany the trucks alongside the Police to Lusaka to ensure that nothing was put in them along the way.

Southern Province Commissioner of Police Godwin Phiri said the convoy of trucks started off to Lusaka at12:55 hours and UPND supporters were accompanying the trucks.

Mr Phiri said the outcome of the search had vindicated both ECZ and the Police and warned that all acts of lawlessness would be met with force.

And addressing party supporters after a successful search, UPND Livingstone campaign manager Christopher Syamwenya said his party was satisfied that the trucks were not carrying materials for rigging the elections.

Mr Syamwenya told the cheering UPND supporters to remain alert and vigilant so safeguard the votes.

“We must continue to be vigilant to ensure a free and credible election. We have advised that the trucks should proceed to Lusaka since they don’t have suspicious materials.

“Our party officials will escort these to Lusaka and they will meet other UPND officials in Kafue and Lusaka to beef up the escort team,” he said.

Mr Syamwenya however blamed the Livingstone police for not handling the matter professionally.

“When the trucks arrived in the morning, local residents and UPND supporters rushed to the scene to see what was inside the trucks but the local police responded by firing teargas and shot a boy Owen Mupika.

“This boy was rushed to Livingstone Central Hospital where he was operated and he is still admitted to Hospital,” Mr Syamwenya said.

Some UPND cadres at the scene also claimed that they had a video on alleged the police shooting of the boy.

In his reaction to the claims by UPND, Mr Phiri said the police acted to disperse violent cadres after they were attacking motorists and that one person known as Own Mupika, 34, fell while running away from police and sustained bruises.

Mr Phiri said Mupika was undergoing treatment at Livingstone Central Hospital and he was expected to be discharged.

CHRIS AKUFUNA

Earlier, Electoral Commission of Zambia (ECZ) Spokesperson Chris Akufuna has expressed ignorance over the eight newly bought trucks by the commission being impounded by the opposition UPND supporters in Livingstone, Reports Pan African African Radio Journalist Hermit Hachilonde.

The trucks have caused anxiety in Livingstone town such that some suspected UPND cadres have started protesting.

In a telephone interview, Mr. Akufuna said the eight trucks are new trucks for Electoral Commission of Zambia ordered from South Africa to be used in ferrying of election materials.

Mr. Akufuna has since stated that the trucks will be opened to enable those suspicious to check what is inside.

“How can I know am in lusaka! The commission bought trucks from south Africa, they are coming to Lusaka via katima mulilo boarder post, if they suspect anything let them open the trucks and verify” he said

ESTHER MWATA KATONGO ON THE EIGHT TRUCKS

Meanwhile, Zambia Police Deputy Spokesperson Esther Mwata Katongo explained that when the eight trucks reached Sesheke, UPND cadres became suspicious and demanded to check what was inside and after checking through , they discovered that there was nothing in the containers.

She noted that the trucks proceeded and when they reached Livingstone, UPND cadres begun protesting burning tyres on roads demanding that the trucks be opened.

Ms Katongo urged political parties to avoid causing anarchy over speculations.

Ms Katongo said there was need for political parties to remain calm and follow procedures in instances where they had doubt.

“The said eight new trucks for ECZ, which are for ferrying election materials, were ordered from South Africa and they passed through Katima Mulilo Border Post.

“When the trucks reached Sesheke, UPND cadres because suspicious and demanded to check inside but they found nothing. When the trucks reached Livingstone, cadres began protesting and burnt tyres on the road demanding for the trucks to be opened.

“ECZ allowed the trucks to be opened and they did not find anything but empty containers. ECZ has also allowed those who want to escort the trucks to Lusaka in the spirit of eliminating suspicion,” Ms Katongo said.

The Zambia Police Service has again come out to refute another report circulating on social media which is linked to rising electoral violence.

With 10 days to go before Zambia goes to the polls, heighten political campaigns have seen rival groups take to social media to discredit each other with violence and reports of violence being the most used form of propaganda.

Another report emerged on social media yesterday under the headline: PF CADRE CUTS WOMAN’s HAND IN MUCHINGA PROVINCE OVER SUPPORT FOR UPND showing a picture of a woman having an amputated part of the hand.

The story has since been refuted by the Zambia Service through its Deputy Spokeswoman Esther Mwaata Katongo who said the story is not a true story.

Ms. Katongo said this story happened in Nigeria Abia state hence all the Zambian names in the story are fake.

“The story is just a propaganda gimmick aimed at putting Zambia in bad light. We urge all the concerned to dismiss the report as it is just a fabricated one,” she said.

“We call upon members of the public to desist from circulating falsehood and always stick to the truth as such type of reporting has potential to cause alarm in members of the public. As for those campaigning, stick to clean and factual campaigns as opposed to propaganda.

Club secretary Brown Phiri has confirmed that Ndola Lime stopped sponsoring the former Super Division side in June.

Lime is limping as evidenced by its failure fulfil a recent home fixture against Police Blue Eagles when the club could no manage to pay referees.

Kansanshi Mine records its highest production since 2014

KANSANSHI Mining has recorded its highest production since 2014 following increased smelter availability and sulphuric acid supply from its state-of-the-art Kansanshi Smelter in Solwezi.

First Quantum Minerals (FQM) attributed the overall strong performance of the corporate group to improvement in handling costs and efficiency.

According to FQM 2016 second quarter results, the mining company set new quarterly records for copper production with sales of 131,349 tonnes and 132,030 tonnes respectively, which surpassed previous records set in the first quarter of the year.

The results released by FQM president Clive Newal on behalf of the Board of Directors indicate that the 53 percent increase in copper production at Sentinel Mine in Kalumbila, North-Western Province over the first quarter of 2016 was reflective of steady operational and power supply improvements.

The statement says that the higher sales volume compared to the first quarter of this year, was mostly due to increased production at Sentinel Mine.

FQM chairperson and chief executive officer, Philip Pascall said, “strong performance by all parts of First Quantum continues, as focus on two of our most important priorities pay off.”

“Firstly, all our company’s operations have shown improvements in costs and efficiency. The greatest impact was attributable to Kansanshi, and the operation of its smelter. This provides the mine with more acid than previously available, and at virtually no cost. The extra acid helps recovery of mixed and high acid consuming oxide ores.

“The combination of higher recoveries, negligible acid cost, and the lower smelting treatment costs, make a significant difference. Other aspects of Kansanshi, particularly mining, have also improved markedly, as they have across the company.

“Secondly, successful completion of the sale of Kevitsa, and refinancing the senior debt facility have further strengthened the company’s financial position, and hence its ability to continue developing the Cobre Panama project, amid volatile market conditions and sustained lower commodity prices.

“Going forward, we are making progress with the complex process of arranging project financing for Cobre Panama. We will continue to be alert to any opportunities for further cost savings and improvements in profitability and cash flow.”

Among the highlights contained in the results published, the average price for copper of $2.21 per pound, which FQM realised, exceeded the average price of $2.15 at the London Metal Export (LME), primarily on account of the company’s copper sales hedge programme.

The company successfully completed two main initiatives in the strategy to protect the company in volatile market conditions and sustained lower commodity prices.

These were putting in place a new $1.815 billion debt facility, comprising of equal amounts of Term Loan and Revolving Credit Facility.

The new facility, which has improved financial covenants and amortisation schedule, will mature in 2019 and replaces the previous $3.0 billion facility.

The mining giant also completed the sale of the Kevitsa Mine to Boliden AB for $712 million in cash plus restricted cash and working capital adjustments of which $663 million was received on June 1, this year.

The statement says the remaining amount is due to be received in the third quarter of 2016.

FQM ended the quarter with $895 million in unrestricted cash, $593 million in committed, undrawn facilities, working capital of $553 million and in full compliance with all financial covenants

YALI Commends Parliamentary candidates in Kasama Central for engaging in Parliamentary debate

YALI President Andrew Ntewewe
YALI President Andrew Ntewewe
The Young African Leaders Initiative (YALI) has commended Parliamentary candidates for Kasama Central Constituency for publicly engaging in an organised debate with their Constituents to hear on issues which affect them.

Speaking during the debate session at , YALI President Andrew Ntewewe told the fully parked conference hall that the YALI team which is in Northern Province to promote peaceful campaigns ahead of the August 11 elections has observed with concerns that none of the candidates has come out to state their positions on political violence or acts that leads to political violence.

“The people of Kasama and Zambia at large want to know your stance on the continued electoral violence and conflict but also as you may have heard from the people’s comments, the issues they demand you to address are all about the rights as contained in the proposed Bill of Rights which is going to the Referendum. So you may as well explain your positions on the enhancement of the Bill of Rights and voting in the forthcoming referendum”, said Ntewewe.

Kasama UPND Parliamentary candidate, Sibongile Mwamba, who appeared calm and to have won the debate according to simple opinion survey conducted after the event, complained of the continued intimidation and acts of violence targeted at her campaign team.

Outspoken PF candidate, Kelvin Sampa who put up a good fight despite the limited changes he was accorded, said the PF have been clear about the need for the people of Kasama to vote YES in the Referendum if they have to enjoy the rights they seek to have which includes shelter, quality healthcare, housing and decent living.

Meanwhile YALI Governance Advisor Isaac Mwanza bemoaned the many promises the candidates were giving to their electorates and said candidates needs to clearly tell their people that the primary duty of a member of Parliament to make laws while government has a key duty to deliver any area whether held by an opposition or ruling party MP.

Mr Mwanza said the people normally lose confidence in their MPs because they don’t normally say the truth about their roles and primary duties in national governance due to excessive promises being made during campaigns.

This country can go into flames due to careless language-Bishop William Chombo

Mutolo Phiri greeting church officials after church service on Sunday.
As the day of elections draws closer, stakeholders across the country have continued to urge politicians to remain calm and ensure that the country holds peaceful elections which will be acceptable to all parties.

On Sunday Anglican Church Eastern Diocese Bishop William Chombo called for the end to the unprecedented high levels of political violence that the country has continued witness saying politics are not an end in themselves but a vehicle by which people chose who should be their leaders.

Bishop Chombo explained that people should not reach an extent of killing each in the name of politics because elections should be a means for delivering development to the people.

He said the country can go into flames due to careless language by political players hence the need for them to restrain themselves from using inflammatory language against each other.

“This country can go into flames due to careless language. What we know is that politics is just a vehicle to identify who are our leaders should be. Politics in themselves are not an end but just a means to deliver development.

“What we have seen in this year’s election, I think in Zambia we are seeing the kind of political violence that we have never witnessed before. People should not be hacking each other over nothing, what people want is to choose a leader who will move the country forward. That person can come from PF, UPND, FDD or MMD. The ultimate goal should be how do we develop Zambia,” he said.

He said politicians should not turn the country into a war zone because of greed and selfishness saying “we want to continue living in peace and continue to be a beacon of peace in the region. We don’t want to be like Burundi or Rwanda were people can’t iron out their problems without first fighting, we are known for being a peaceful nation and that should continue.”

The Bishop also sensitized the congregants on the need to vote in the referendum.

He said members of the church who do not understand the importance of the referendum should ask members of their families or neighbours who might have the knowledge of the Bill of Rights explain to them.

He said the referendum is an important national process which individuals who are eligible to vote should participate.

He further encouraged congregants not abstain from voting in this year’s elections because their vote is a voice that spells out what they want in the next five years.

The church service was attended by MMD National Secretary Rapheal Nakacinda and MMD Chairperson for International Relations Amb Joyce Musenge from Lusaka who are in Eastern Province to drum up support for candidates standing on the MMD ticket including Party Vice President for Politics Mutolo Phiri who is contesting the Chipata Central Parliamentary seat.

Continued NRC buying by political party enthusiasts undermining the credibility of Referendum-Chipenzi

4

FODEP Executive Director McDonald Chipenzi
McDonald Chipenzi
Former Executive Director of the Foundation for Democratic Process (FODEP) McDonald Chipenzi says the continued reports of NRC buying by political party enthusiasts is undermining the credibility of the outcome of the National Referendum.

Mr Chipenzi said NRCs are the most important national document which will ensure that citizens vote in a referendum hence the trading of the national document has the potential to undermine the process.

“The continued reports of National Registration Cards (NRCs) being traded between unsuspected citizens and political party enthusiasts are undermining the credibility of the outcomes of the National Referendum.

“This is because voting in the current National referendum does not need a voters register but only the presentation of your NRCs and your age as reflected on the same document. This trade has potential to allow illegible citizens to vote using these NRCs since one can vote anywhere as long as one has the NRCs without necessarily having registered at that Voting Centre,” he said.

Mr Chipenzi said in as much as the police are doing their work in trying to stop the syndicate trading in NRCs a number cases are going unreported and that they is need for seriously measures be put in place to safe guard the process.

“The likelihood of these traded NRCs finding themselves in wrong hands during the National referendum voting is extremely high. In as much as the police are doing their work to arrest those involved in NRCs trading syndicate, only those cases reported are being followed up leaving out those yet unreported.

“In this regard, there is need to put in place serious safeguard measures to ensure that illegible individuals are not allowed to participate in a National referendum using these traded NRCs.
Without safeguard measures in place, the outcome of the referendum will be questioned and disputed.

“Therefore, the appeal to all citizens is to avoid the habit of trading their NRCs or indeed voters with any political party sympathizers ahead of the general elections and National Referendum,” he said.

Finance Deputy Minister Christopher Mvunga says investor confidence in Zambia is at its best despite the normal political uncertainty that usually comes with elections.

Mr. Mvunga says government is receiving overwhelming feedback from investors that are targeting various sectors of the income.

He says the positive investor confidence is manifesting in the strengthening of the local currency, the Kwacha.

Mr. Mvunga has explained that a loss in investor confidence would have sent the Kwacha plunging.

He has told ZNBC News in Lusaka that government’s commitment to holding free, fair and credible elections has sustained the investor confidence.

Mr. Mvunga added that the country has not witnessed any unusual happenings to trigger speculation over the levels of investor confidence ahead of the August 11 polls.

He said the economy in on track and that positive growth is assured before, during and after the polls.
