How Did The Lungus Amass So Much Wealth, Overnight?

Wynter Kabimba, leader of an obscure political party going by the name Economic Front, says Dr. Kenneth Kaunda was probably the only president that managed to “tame” his children to the extent that most of us did not even know them. Aye to that!

Dr. Kenneth Kaunda initially had 8 children. Unfortunately, Masuzyo was one of the earliest casualties of HIV/AIDS as it continued wreaking havoc in the nation early 1980s while Wezi, a rising star in politics, had to meet his fate right outside his gate, thanks to the bullet of an assassin!

Apart from Tilyenji who made a botched attempt at politics, and Panji, our current High Commissioner to Malawi who would go on to serve as deputy minister in the PF regime, nothing much is known about the other Kaunda children. There’s only an inkling of one Kambarage who would inadvertently find himself in the news late 1980s owing to shooting a poor woman in a Lusaka suburb, fatally. He was sentenced to death by hanging although the charges would subsequently be dropped after appealing the case. The courts ruled that the accused pulled the trigger in self-defense at the angry mob hell-bent on lynching him and his companions after besieging their car!

On the other hand, second Republican president Frederick Chiluba had 11 children in total. Although a few of them equally made it in the news for all the wrong reasons; at least it wasn’t on the scale of the crimes of the Mafia which would leave your jaws dropping! Castro, the notorious son of President Chiluba got away with anything from physical assault to trigger-happy! Upon his father ascending to the presidency in 1991, he apparently pulled out a gun and shot a call girl in the leg. His next victim was a man whose girlfriend he was hankering after. The girl wouldn’t ditch her fiance for the president’s son which of course infuriated him and ended up smashing a bottle of beer in his face! Castro often picked up quarrels with folks in the night clubs – and when they tried to argue with them, he’d retort, “I am the son of the president and I can kick your ass if you’re not careful!” One day, he disrupted the flow of traffic on a busy road in the central business district by standing in the middle of the road while screaming for all the world to hear, “I am the 2Pac of Zambia, no one can touch me. I am above the law!”

As if not to be outdone by his younger sibling, Miko equally had his fair share of brush with the law. He was once accused of “taking turns” in having carnal knowledge of a girl with 3 others after a drinking spree! Like Castro, he escaped the dragnet even though the case was reported to the cops and received wide coverage in the media. In a subsequent incident that would leave tongues wagging, Miko would charge at a cop armed with an AK-47. The cop was left with no option but open fire at the floor right in front of him, stopping him dead in his tracks!

As Economic Front leader rightly observes, the only other former president that deserves credit for taming his children is Mwanawasa. Although Mirriam would occasionally rock the boat with matters to do with “dalliance,” at least she and her brother, Patrick never went an extra mile and defrauded the state! While Lorna practically steered away from the limelight, Chipokota and Lubona were probably young at the time to be swayed by the trappings of power.

It was probably during the tenure of Ruphiah Banda that we’d witness almost an entire ‘first family’ entangled in corruption. Banda had 3 children from his previous marriage (Andrew, Henry, Temwani) and 2 twins with his second spouse, Thandiwe.

Rumours always swirled around about Henry this, Henry that when Banda occupied State House. And immediately voters had enough of the affable leader and extracted him from power in favour of the tough-talking and brusque Michael Sata, otherwise popularly known as the King Cobra in the scintillating 2011 elections, investigative wings would descend on the Bandas like flies on a carcass! Although the likes of Andrew would largely remain unscathed by such accusations, Henry would escape into self-imposed exile for fear of prosecution. He would stand accused of multiple charges.

In one instance, he brokered an allegedly corrupt deal in which Kenyan oil trading company Dalbit Petroleum clinched a multimillion-dollar contract to supply finished petroleum products to Zambia in 2009. He was also fingered in a corruption case involving Dora Siliya, the former Minister of Transport & Communications, relating to the controversial appointment of a Cayman Island-registered company to value Zambia’s ­telecommunication assets. The electrifying tales of looting didn’t end there though. Henry was further embroiled in yet another scandal after being mentioned in court documents as a key figure in an allegedly corrupt oil deal worth $2.5 million with Nigeria’s Sarb Energy Limited. The oil never made it to Zambia!

In the meantime, Rupiah Banda himself was slapped with charges over the vehicles he allegedly procured for his campaign from a Chinese company ahead of the 2011 general elections. He allegedly spent K20 billion on campaign materials, with most of this cash being personally handled by Henry.

In an interviewed with the press, Minister of Justice at the time, Wynter Kabimba, intimated: “We would love to have Henry here, but that won’t stop us from pursuing the case. We have the principal suspect — Rupiah Banda.”

In a matter of time, the Anti-Corruption Commission would soon extend their investigations to Banda’s wife Thandiwe, and place a restriction order on her luxurious apartments on the grounds that they were suspected to be proceeds of crime. The case would drag on for lack of evidence until it was eventually disposed off by the courts of law.

Although the Sata’s children would equally be caught up in a few scandals of their own, it wouldn’t be as hair-raising as compared to his successor! Immediately the King Cobra realised one of his sons was cozying-up to the Chinese; he was quick to pick up telltale signs about his possible involvement in corruption. He didn’t waste time assigning Kabimba who was the trusted Secretary General of his party to ‘counsel’ his first born child, Mulenga as he loathed having a replica of Henry in State House.

While most of his children relatively enjoyed a quiet life, Kazim had to somehow follow in the footsteps of the likes of Castro. According to the Zambian Watchdog, one afternoon Kazim accosted a journalist, Thomas Zgambo, in Lusaka’s Kabwata area, visiously pummeled him with punches while hurling abuse at him.

Fast forward………Edgar Lungu finds himself on the coveted crown, albeit by a sheer stroke of fortune. A matrix of shoddy deals is immediately set in motion involving almost the entire family……..well, going by the various spine-chilling revelations in the media!

According to the News Diggers, the state has seized properties linked to former President Edgar Lungu, his wife Esther and their children, including Tasila Lungu who is PF member of parliament for Chawama. The Director of Public Prosecutions has since applied to court to have all the seized properties forfeited to the State. Among the properties, which are suspected to be proceeds of crime, are 15 double-storey flats in State Lodge belonging to former First Lady Esther Lungu, a farm in Sinda District belonging to Tasila Lungu, one high cost house, three flats and four chicken runs belonging to Chiyeso Lungu among other properties. According to a Drug Enforcement Commission investigation, Esther constructed a 15 double-storey flats and other associated facilities at a whopping cost of K24,256,434.55!

As for president Lungu’s son Daliso Lungu, and his wife, Matildah Milinga, the accusations would even be more glaring! The couple, both directors at Saloid Traders Limited, has been arrested and charged for being in possession of a total of 48 motor vehicles with an estimated value of approximately K23 million. Additionally, the company is accused of owning fixed assets to the tune of K12.8 million, as well as K25 million suspected to be all proceeds of criminal activities. Hamoonga further revealed that Daliso Lungu, as an individual, has also been arrested and charged for being in possession of 21 motor vehicles with a street value of about K1.5 million and fixed assets valued at K31.5 million, all registered under his name! In addition to this, Daliso Lungu has also been arrested and charged with money laundering. The charges stem from the alleged deposit of over K23.9 million into the Saloid Traders Limited account, which is held at ZANACO Cairo Business Centre Lusaka Branch. The transactions are said to have occurred between September 1, 2017, and January 2022 in Lusaka. If there’s any iota of truth in such accusations, the Lungus have definitely broken a record in terms of amassing wealth within the twinkle of an eye as compared to the others! What sort of geniuses are the Lungus to amass so much wealth overnight?

ZESCO Ndola Girls goalkeeper Leticia Lungu  has been called up to the Zambia team in place of goalkeeper Hazel Nali who has withdrawn due to injury ahead of the 2023 FIFA Women’s World Cup.
Lungu was part of the 35-member provisional team that was in Germany for an international camp but did not make the final team as Nali, Kazakhstan-based goalkeeper Catherine Musonda and Nkwazi Queens goalkeeper Eunice Sakala made the cut.
Nali’s World Cup journey came to a premature end after she suffered laxity in the Medial Collateral Ligament and a complete tear of the Anterior Cruciate Ligament (ACL) during training in Germany and is likely to be out of action for a long period after further tests conducted in New Zealand.
Meanwhile, Thandiwe Zulu and Green Buffaloes Women FC defender Anita Mulenga have joined the Copper Queens technical bench in New Zealand as team nutritionist and equipment manager respectively.
Zulu, a lecturer at Makeni School of Nursing will conduct nutritional assessment on the team and provide dietary guidelines for the team through their training, pre-match, matchday and post-match recovery programmes. She has previously been part of surveys in the minimum diversity for children and women.
She comes in with a wealth of experience in maternal and child nutrition, food security, sports nutrition as well as rural household food security. In the sports field, Zulu is a squash player and introduced squash at the University of Zambia (UNZA) and later served as squash president in 2016.
2022 WAFCON bronze medallist Anita Mulenga joins the Copper Queens backroom staff as equipment manager and the initiative to engage Mulenga is part of the Football Association of Zambia’s Career Transition Programme.

Government to announce new KCM investor soon

Government says it will in the next few days announce the new investor to take over operations at Mopani Copper Mine.

Speaking at a media briefing in Lusaka, Mines and Minerals Development Minister, Paul Kabuswe said the matter has reached its conclusion and that government was negotiating for a better deal that puts Zambians at the centre of negotiations.

The Minister explained that the UPND administration took time to deliberate over the matter involving Mopani so as to address all the teething issues surrounding the mine before reaching a concrete decision.

Mr. Kabuswe also announced that only one important issue remains to be resolved in the Konkola Copper Mines KCM matter before a consensus could be reached with the mine’s Majority shareholders Vedanta Resources.

The Minister hoped that the KCM matter could be resolved at the end of this month.

Meanwhile Mine Unions such as the Mine Workers Union of Zambia (MUZ) through its President Joseph Chewe, the National Union of Miners and Allied Workers – NUMAW President Saul Simujika and the United Mine Workers Union of Zambia UMUZ President Wisdom Ngwira, have all commended government for the strides it has made in ensuring that controversial issues surrounding KCM and Mopani are resolved in.

The mine union leaders stated that the positive statements coming from the Zambian government have brought hope and excitement among the Zambian populace especially among the residents of the copperbelt.

Flying Doctors Service targeting over 12,000 patients in 6 provinces

The Zambia Flying Doctors Service (ZFDS) will next week reach out to eight concurrent outreaches in six provinces to provide quality health care service.

ZFDS Chief Executive Officer George Nguni said the service is targeting to offer medical services to over 12,000 patients in Luapula, Northern, Southern, North western, Western and Central provinces.

“We have an operation to restore rural health and for that we set a target of reaching out to 100,000 patients, we are way above 60 percent for this current cycle we have increased from last month’s 6 outreaches to 8 out reaches, “he said.

ZANIS reports that Mr Nguni announced that the Service has worked on the old aircraft that was grounded since 2017.

“We are here to announce that the aircraft is finally operating and it has been tested in the area but await for minor conclusions for it to be fully functional” Mr Nguni said

He added that with the two aircrafts, ZFDS has increased capacity to manage at the call center ensuring timely transportation of patients

He said the call center will be available for people who are in need of ZFDS services.

Meanwhile, Mr Nguni said the flying Doctor’s Service employees have also made donations of second-hand clothes and have contributed funds to purchase extra clothes and bedding that will be given to the vulnerable in rural areas.

And ZFDS Senior Medical Officer Chisanga Puta said whilst the medical personnel are providing services they noted that some families have no proper clothing that is why the team decided to give to the vulnerable people  once they travel to the remote area.

And ZDFS Director legal corporate affairs Luyando Shimalukwe has called on other Stakeholders who would like to make a donation to the vulnerable in the outreach areas to partner with the Zambia flying Doctors Service to make the country a better place.

Man dies after falling in the Lundazi river

A 31 year old man in Lundazi District in Eastern Province has died after drowning in Lundazi River.

Eastern Province Police Commanding Officer, Limpo Liywalii, has confirmed in an interview in Lundazi.

Mr Liywalii identified the deceased as Kenao Manzi of Sacha Village in Chief Mphamba’s area.

The Eastern Police Chief said the incident happened on July 12th  around 19:00 hours at Mphamba Bridge along Lundazi Chitungulu road on his way home from a drinking spree at Lundazi business Centre.

He said the incident happened when the victim was obstructed by the flush lights of the oncoming vehicle and in the process, he lost vision and fell into the river.

Mr. Liywalii said police with help of officers from the fire brigade rushed to the scene after receiving a report from Lackson Manzi, the father of the deceased.

The Police Commanding Officer disclosed that the body of the deceased had since been retrieved and deposited in Lundazi District Hospital mortuary awaiting burial.

Mr Liywalii said postmortem was not done following a request from the deceased family members who were convinced that no foul play was involved after conducting an inspection on the body.

Zambia rekindle Morocco 1994 World Cup memory

Zambia were controversially denied a qualifying ticket to the 1994 FIFA World Cup by Morocco and the two teams have now been drawn in the same group for 2026.
The qualifiers of the 1994 FIFA World Cup hosted by the United States of America are one of the most memorable  for many Zambian fans. Having lost 18 players in a plane crash in April 1993, Zambia picked themselves up and put up one of the most resilient performances World Cup qualifying history.
The Chipolopolo Boys had topped group H in the first round of qualifiers and progressed to the last round of qualifiers (second round). In the second round, nine teams were drawn in three groups of three teams each with table toppers in each group qualifying for the football showpiece.
They were drawn in group B of the second round alongside Morocco and Senegal. Zambia came from behind to beat Morocco 2-1  in the first match played on July 4,1993 at the iconic Independence Stadium with captain Kalusha ‘King Kalu’ Bwalya netting a sumptuous freekick before Johnson ‘One Man Commando’ Bwalya sealed an emotional win just months after the plane crash, with a ferocious finish.
Zambia held Senegal away in the second fixture played in Abidjan. The Chipolopolo Boys went on to wire Senegal 4-0 at the Independence Stadium in the return fixture.
Going into the last matchday, Zambia were top with 5 points, Morocco had 4 points while Senegal were bottom after amassing only one point. Zambia needed just a point to seal a spot at USA ’94’.
D-Day came at the Mohammed V Stadium in Casablanca, Morocco on Monday,October 10,1993. Morocco superseded Zambia via a Abdelsalam Laghrissi 62nd minute goal that quashed Zambian hopes. The match is infamous for the below par officiating by late Gabonese referee Jean-Fidele Diramba.
There were widespread protests from Zambian fans and petitions to FIFA over what was termed ‘pathetic’ officiating by Diramba but the world football governing body paid a deaf ear and Morocco went to USA ’94’.
But now Zambia and Morocco will replenish their rivalry when they face off in the qualifiers for the 2026 FIFA World Cup. Once again only one team can automatically qualify from the group and once again the ticket involves going to the USA plus an addition of Mexico and Canada.
Zambia and Morocco will compete against Congo-Brazzaville, Tanzania,Niger and Eritrea in group E of the 2026 FIFA World Cup African Qualifiers.

Zambia and South Africa cross swords in a crunch Cosafa Cup semifinal tie this evening in the Hollywoodbets COSAFA Cup 2023 at King Zwelithini Stadium in Durban.
This is Zambia’s biggest test at this year’s competition as they bid to successfully defend their COSAFA Cup crown that they won in Durban last year.
Coach Moses Sichone said it is time for the boys to stand up and be counted after a challenging time and in the group stage where they secured their semi-final passage as the best second-placed team.
The Chipolopolo are gunning for an unprecedented seventh COSAFA Cup title at their lucky home away from home in Durban, where they won their last two regional titles in 2019 and 2022.
However,   one would have to go back 25 years to see the last time Zambia won back-to-back COSAFA Cup titles.
“It will be a final before a final, and the boys are ready to make Mother Zambia proud.
This game will determine our fate in the race to retain the title. We are playing a team that will have fans packed in the stadium, and I think that should motivate the boys to prove and show they are defending champions. We are in this Semi-final to seek a slot in the finals and nothing less,” Sichone said.
Sichone has rallied his troops to go into the encounter mentally prepared, adding that South Africa was not a pushover team.
 “We anticipate a tough match, but the target is to get an outright win. We anticipate a fast-passing game like we do when the two teams clash. We have told the boys to be calm and enjoy themselves. You know the rivalry that exists, but we are going into the game with a mindset of a champion,” he said.
“This will be a game where when you sleep, you lose. So, we have to be tactically disciplined and always alert. We know fans back home expect nothing less than victory from the team, we have prepared and worked on the mistakes we made during the Group stage, and I think the boys are ready for the challenge”.
“For now, our focus is on the South Africa game, we shall talk about the finals when we cross the bridge. Yes, we respect South Africa because they have a good side, but football is played on the pitch, and it will depend on who wants the slot in the finals more than the other. As a technical bench, we are demanding an outright win. The attitude and willingness to defend the title will matter the most,” said Sichone.
And team captain Kelvin Kapumbu said the team was ready for South Africa.
“We are ready for South Africa. We expect a tough game, but we are equal to the task. We have worked on the mistakes and shall give our best to carry the day and progress to the finals. The coaches have emphasised the need to communicate and always be alert when in attack or defending. The target is to carry the day and nothing else. To our fans, rally behind us; we shall not disappoint you. We shall put in our best against South Africa and promise to win the game,” said Kapumbu.
Sichone will maintain the same starting line with Lawrence Mulenga in between the sticks while Killian Kanguluma, Mathews Chabala, Samson Mkandwire, and John Chishimba will complete the back four.
Kelvin Kapumbu, Fredrick Mulambia, and Kelvin Mubanga Kampamba are expected to provide cover to the defenders and ensure a smooth transition into the attack, while Abraham Siankombo, Albert Kangwanda, and Moyela Libamba are expected to lead the attack.

Solwezi Mayor refutes misuse of K31 million

Solwezi Mayor Remmy Kalepa has refuted allegations labeled against the municipality that it has misappropriated funds amounting to 31 million kwacha.

Mr. Kalepa told a media briefing in Solwezi that the local authority is up to date in running all its projects and has been able to pay the contractors without problems.

He said if what has been reported in social media is true the council would not have been able to give Constituency Development Funds (CDF) to cooperatives, and paying contractors.

Mr. Kalepa said more than 100 cooperatives have received grants from the council and is supporting college students by the same CDF adding that he does not understand where the issue of misappropriation of the K31 kwacha is coming from.

He challenged journalists to do their own investigations and find out the truth.

And when asked why investigative wings of the government closed some offices at the finance department at the council, the Mayor said only auditors from Lusaka visited the local authority to do scheduled auditing and they are waiting for a report.

Inquest reveals Mufurila Police Officer who was found dead was murdered

A Pathologist from Kitwe Central Hospital Olga Sadkovska has told the Mufulira Magistrate’s Court that her findings reveal that Nason Simbeye,a 22 year old police officer who was found dead in his house at Sikalangwe Police Camp on 23rd October,2020 did not commit suicide but was murdered.

Dr. Sadkovska told the court that a post mortem she conducted on Mr. Simbeye’s body revealed that the police officer was shot from the back, while in a kneeling position.

This is in an inquest before the Mufulira Magistrate’s Court to determine whether the police officer’s death was through suicide or murder.

The Pathologist said the findings of the manner of death of the deceased police officer were not consistent with the state in which his body was found, thereby showing that the crime scene was stage managed.

“The bullet entered from the back of his neck and exited from the front,” Dr. Sadkovska explained.

Meanwhile, the investigating Officer, Chief Inspector, Kennedy Siazyombo told the court that police found Mr. Simbeye dead in his bedroom, leaning against his bed with an AK47 rifle in his hand and an empty cartridge beside him.

Mr. Siazyombo said when an officer reached for the firearm, it fired three shots, showing that the gun was set on rapid firing.

“Information from ZICTA showed that his last communication on his phone was the previous day at 18:11,”he said.

And an officer from the Zambia Police Amory department demonstrated to the court that it was impossible for a gun set on rapid firing to only fire a single shot when it has more bullets loaded.

Man 32, in court for defiling an imbecile

A 32 year old man of Luwingu district caused laughter in the Luwingu Magistrate Court after he denied defiling an imbecile saying she was his loving girlfriend.

This is in a matter in which Bernard Chanda 32 of Coop Village in Luwingu is charged for defiling an imbecile contrary to section 139 of the Penal Code chapter 87 of the laws of Zambia.

This is after Chanda appeared before Luwingu Magistrate, Maybin Kapaya.

Facts before the court are that on 23rd June, 2023 Chanda  was caught having sexual intercourse with an imbecile in un finished building in coop village in Chief Chipalo’s area.

When the matter came up for plea, Chanda denied the charge saying the alleged imbecile was his girlfriend and that he loves her so much.

Chanda denied the charge after it was read to him saying the complainant was his girlfriend and he has had carnal knowledge with her three times.

He further explained that he did not know that the girl he had sexual intercourse with was an imbecile.

And a medical doctor, Dr. Chiko Lushiku who testified in the same defilement case said it was very difficult to get the samples from the girl because she was doing her menstruation at the time.

Dr. Lushiku, however, said the girl was diagnosed and found with syphilis.

It is at this point when he requested the Police to bring the suspect to the hospital so that he can be tested and after the medical examination, the accused was also found with the same disease.

Dr. Lushiku said it was difficult for him to ascertain whether she was defiled because the victim was doing her menstruation which took place after the sexual intercourse.

After the prosecution brought different witnesses, the matter was adjourned to 26th July 2023 for sentencing.

Education Minister warns school authorities abusing grants

Minister of Education Douglas Syakalima has warned of stern action against school administrators that are allegedly abusing grants that government is giving to schools.

 Mr Syakalima said government is committed to improving the education sector and will not tolerate and spare school administrators who are misusing funds meant for school operations.

The Minister was speaking when he officiated at the education for all policy stakeholders meeting at Mulungushi International Conference Centre in Lusaka.

“I have learnt with sadness that grants which government is giving to schools are being abused by some school administrators, let me warn you that soon you will be shown the exit door,” he warned.

Mr Syakalima has since directed his Permanent Secretaries to investigate the alleged abuse of resources especially grants by the people entrusted with the responsibility.

He explained that the trend of abusing public funds can tarnish the image of government to the outside world and partners if left unchecked.

The education Minister reiterated government’s commitment to invest in the education sector in the quest to ensure children from diverse backgrounds access quality education.

He commended the United Kingdom through the British High Commission in Zambia for the long standing partnership with Zambia in improving the education sector.

And team leader governance and political human development at British High Commission in Zambia, Ben Powis said the United Kingdom will continue to partner with the Zambian government to improve access to quality education.

Dr Powis said the UK will continue to collaborate with the Zambian government in its endeavour to ensure that every child accesses quality education.

Meanwhile, Chairperson Parliamentary Committee on education and science, Twambo Mutinta said education is a key to unlocking the economy of the country.

Mr Mutinta observed that the country can only develop with a qualified cadre of people, adding that there is need for concerted efforts from every stakeholder.

The education for all stakeholders meeting aims at aligning Zambia’s education to an all policy and social justice model.

Energy minister urges MPs to partner with REA

Minister of Energy Peter Kapala has challenged Members of Parliament to quickly partner with the Rural Electricity Authority (REA) and have their constituencies especially those in rural areas connected to the national grid.

Mr Kapala said since the launch of the Priority Rural Electrification Project (PREPs) only 27 councils countrywide have so far signed Memoranda of Understanding MOUs with REA to accelerate electrification access of rural areas.

He observed that this is not the expectation of government adding that the aim of collaboration between the MPs and REA is to see to it that most if not all constituencies have access to electricity.

The Minister said this at parliament during the symposium with members of parliament on the electrification of public facilities in rural areas using the constituency development fund (CDF).

Mr Kapala said from the K1 million Constituency Development Fund (CDF) Contribution which government directed, it is expected that most if not all public institutions will have access to electricity.

“The rationale behind this is to ensure that once public institutions are connected to the grid, households can also tap electricity and have their houses connected to the grid.

But it is sad to note that only 27 councils have so far signed MOUs with REA and am now calling upon all councils to do so and ensure that all areas are connected to the national grid” said Mr Kapala.

The Minister of Energy has since urged the MPs to ensure that they take advantage of the symptom and learn how they can have their constituencies connected to the grid.

And Members of parliament who have not yet signed MOUs with REA said they will ensure that they enter into partnership with REA and have their constituencies connected to the grid.

Kalomo Central Member of Parliament Harry Kamboni said he has taped a lot of knowledge from the symposium and will ensure that he signs the MOUs with REA.

Mr Kamboni noted that most hospitals in his constituencies have electricity apart from clinics and schools.

Meanwhile, Mumbwa Member of Parliament Credo Naguwa said immediately after the symposium he will start mobilizing his constituency office and ensure that an application is done.

Central PS directs law agencies to tighten smuggling leaks

Central Province Permanent Secretary Milner Mwanakampwe has directed law enforcement officers in Mkushi to ensure that all trucks purported to be carrying farm produce to be thoroughly searched to curb smuggling of maize.

Mr Mwanakampwe observed that smuggling of maize has continued stating that there is need to enhance policing to ensure food security in the province.

He said that the people behind illegal export of maize are hiding the grain in bags where they load other farm produce.

And Mkushi District Commissioner Jonathan Kapungwe complained that the price of mealie meal in the district has continued to be high, at K230.

Mr Kapungwe said this is despite farmers harvesting this maize marketing season.

The District Commissioner noted that some maize smugglers have been loading maize in bags carrying soya beans.

He explained that most farmers have found an attractive market for soya beans across borders.

Mr Kapungwe stated that the smugglers have taken advantage of the situation and are hiding maize in the soya bean bags.

The District Commissioner also bemoaned a critical water shortage which has affected the district for more than five years.

He observed that most residential areas and the district administration do not have running water.

Mr Kapungwe however noted that with help from an investor, the district administration has managed to drill a borehole, procure a water tank and a tank stand.

In response, the Provincial Permanent Secretary said the USD 72,000 that the government has secured to enhance the operations of Lukanga Water and Sewerage Company will improve water reticulation in Central Province.

Mr Mwanakampwe said the water supply is a result of old pipes some of which have clogged due to cracks.

He assured that the water situation will improve as Lukanga Water and Sewerage Company will replace the old pipes with new plastic pipes.

Chasefu Child Protection Committee members urged to be proactive

The Chasefu District Child Protection Committee members have been urged to be proactive and apply referral mechanisms when handling cases of abuse affecting the children’s welfare.

Eastern Provincial Child’s Officer Gerald Tembo says referral mechanisms will help committee members to identify responsible institutions suitable to handle the reported cases and avoid being liable for committing crimes.

Mr Tembo was speaking during the training of Child Protection committee members on the Children’s Code Act number 12 of the 2022, held in Chasefu yesterday.

He said the government has created a one stop center to avoid the cumbersome movement of persons handling cases and ensure quick justice.

Mr Tembo has however called for a multi-sectoral approach in the implementation of the 2023 work plan in order to make the committee proactive.

And Eastern Province Senior Social Welfare Officer, Yela Lombe has advised committee members to work as a team in addressing challenges affecting the progress of work.

Meanwhile, Chasefu District Child Protection Committee Chairperson, Diana Lupiya, disclosed that limited resources had this year made the committee become less active.

Ms Lupiya, who is also Chasefu District Administrative Officer, has assured the provincial team that the committee would step up efforts, urging committee members not to relax.

Former Kabwe Mayor calls for sensitisation on CDF

A former civic leader has appealed to Kabwe Municipal Council to heed President Hakainde Hichilema’s directive for local authorities to adequately sensitize communities on the importance of the Constituency Development Funds (CDF).

Billy Sichamba, said there is urgent need for the local authority to sensitize the general public so that they know the usage, allocation, and disbursement of CDF.

 Mr Sichamba observed that most of the communities in Kabwe lack basic knowledge on CDF and that this can be seen from the many comments and concerns they raise on various issues.

And the former Mayor cited his observation when he featured on a programme dubbed “Power to the People” on power FM that the calls, comments, and concerns people raised, it was apparent that they do not fully understand the differences between CDF and central government funds.

He said some callers called to complain about poor roads and how the CDF is not being used to construct the roads to bituminous standard despite government increasing the CDF allocation per Constituency from the previous K1.6million to K28.3 million.

He said these concerns are a clear indication that there are some lapses when it comes to understanding the projects that are supposed to be undertaken using CDF as well as those that require the funding from the central government.

Mr Sichamba, therefore, said the local authority, the Members of Parliament, the Civic Leaders, and other politicians have a huge role to play in ensuring that they disseminate adequate information on CDF to the general public in order to bridge the existing gaps.

He added that the Civil Servants, the Ward Development Committees, as well as other line ministries, should equally take keen interest in creating the much-needed awareness in the communities.

He observed that the people are in dire need of information and that it is only when they understand something that they would buy into it and effectively monitor the on-going projects and developments in their localities.

Mr Sichamba said there is also need for consistency in informing the general public on what is obtaining in their constituencies with regards to how the funds are being spent as this will help to provide proper checks and balances to the government.

He said President Hichilema is always on record advising MPs and the local authorities to ensure that there is adequate awareness around the CDF but that people still lack basic information which is a serious concern.

“I believe that there are various channels of communication that can be employed in ensuring that the general public are made aware of CDF, because effective communication is part of development,” he advised.
