Increased nomination fees are abnormal and outrageous-Green Party

The opposition Green Party says it is extremely disappointed with the Electoral Commission of Zambia for abnormally increasing the nomination fees for presidential, parliamentary and ward elections.

Green Party President Peter Sinkamba said the increase is surely a confirmation that the PF Government has now shifted from pro-poor policies to capitalist policies.

Mr Sinkamba said in a capitalist system, ascending to leadership positions is the preserve of the rich.
“Whilst I can afford to pay for my presidential nomination fees, I find this measure extremely ridiculous because it bars rural populations from participating in governance systems.

It is a very sad development for the country, especially for rural constituencies and wards where 80% of the people live in abject poverty. It will be literary impossible for most rural candidates to afford these fees,” Mr Sinkamba said.

Mr Sinkamba has since demanded that President Lungu reverses what he called outrageous fees.

Meanwhile, Kabwata aspiring parliamentary candidate Maiko Zulu said the revised nomination fees for candidates for the 2016 general elections are too high and not reflective of the present economic living conditions of ordinary Zambians.

Zulu said the electoral process seems to now be a preserve of the rich, thereby commercialising participation of leadership.

“The move by ECZ to hike the fees by more than 100% is discriminatory and can only be seen as an attempt to exclude ordinary Zambians from participating in the political service of the country, an act which is not in conformity with the tenets of Human rights and democracy. We therefore call upon the ECZ to reconsider the revision of the fees downwards to make it inclusive and attainable for ordinary citizens.

The fees should be seen to be reflective of the prevailing economic situation in the country,” he said.

Former Commerce, Trade and Industry Minister Bob Sichinga has re-joined the UPND after ditching the ruling PF.

Mr Sichinga announced the development during a news briefing addressed by UPND leader Hakainde Hichilema at Chainama Hotel in Lusaka.

Mr Sichinga said he has left the PF because of alleged intolerance and increased violence in the country perpetrated by the PF cadres.

He charged that President Edgar Lungu lacks a vision to steer the country forward.

Mr Sichinga who also served as Agriculture Minister also stated that he has left the PF because he is not comfortable with the current party management in the PF.

He also appealed to President Lungu to tame the violence since he is the Commander in Chief of the Armed Forces.

Mr Sichinga said President Lungu has a duty to protect the peace and security of the nation.

Mr Sichinga is a founder member of the UPND.

2 more Zambian productions to be televised on DSTV’s Zambezi Magic

Their uncle, Tom robs them of all the property that their father left behind, forcing the two siblings to live in a rum-shackle that is close to the mansion they once lived in. The two have to find their way out of the miserable life after realising the deceit of their uncle.

The two productions resonate with the bigger social issues dogging the Zambian society and they seek to offer alternatives to how society perceives these social issues. The Zambian family will be kept entertained with humour and suspense as the two productions premieres on Zambezi Magic to tell the Zambian story this February.

“Dependents offers a critical perspective to raising teenage children separated from their families by circumstances and is a story about setting aside self for others,” said Mingeli Palata, 2015 Africa Magic Viewer’s Choice Awards (AMVCA) nominee who also directed Dependents. Palata is a celebrated Zambian film maker who is recognised internationally and was the lead writer for the acclaimed Kabanana series.

The executive producer of Njila – The Phase Golden Maiwanga and his elder brother Mandiva Synanzu who passed away just when the project was to kick off, worked together with Brian Palele to produce the series written by Angel S. Chipungu. Maiwanga said the series was inspired by real life situations that people of all walks of life regardless of race, religion, culture or nationality go through in life. “Death knocks at everyone’s door once, twice or more in life. So putting out this – true life story – experienced by many as the aftermath of death for the living was a key element in the inspiration and creative process of Njila: The Phase,” he said.

The two series combine the skill of both the young and the old to bring their acting talent to anticipating viewers in these hilarious and heart touching stories.

“We are excited to bring our viewers more local productions that will help to grow the entertainment industry in Southern Africa,” said Addiel Dzinoreva, Channel Head: Zambezi Magic. “As we promised, the two Zambian productions are our further commitment to introducing new local productions on Zambezi Magic this year. I am in Zambia right now and the other day I decided to eat out. I was craving a fresh crunchy salad, because it was just too hot to eat a hot meal. So, I ordered a Caesar salad with an ice cold Fanta (because nothing beats Zambian Fanta) and I have got to say that I was very impressed. Not only was the portion of my salad large, but the flavours and the ingredients were superb. I’ve never had a Caesar salad that tasted that good. The chicken was juicy and tender, the avocado, lettuce, onions and tomatoes married together effortlessly and complimented each other perfectly; and the dressing…Oh my Lord…the dressing was to die for, sweet, tangy, mouth-watering!! Needless to say I was so impressed that I rushed to the supermarket, bought the ingredients and made it at home. – it’s been Caesar salad every day since, and boy do I feel healthy; I am very pleased with myself and if healthy eating always tasted this good then I would do this all time. Anyway of course I couldn’t end the week without sharing this lovely little gem with you all. You must, must, must try this at home; I promise you won’t regret it

Preparation & Cooking time: 30 minutes

Serves: 1 person

Ingredients

For the salad

  •  ¼ of a large onion sliced
  •  ½ an avocado, skin peeled, deseeded and sliced
  •  1 medium-large tomato chopped
  •  ½ a cucumber sliced
  •  ½ a head of Lettuce
  •  2 handfuls of chicken breast, roughly chopped
  • 1 tsp of Paprika
  •  1 tsp of salt

For the salad dressing

  •  2 tbsps of mayonnaise
  •  1 clove garlic, peeled
  •  1 tsp of soy sauce
  •  1 teaspoon of honey or sugar
  •  ½ tsp of red chilli flakes
  •  A pinch of salt

Method

Make the dressing – in a blender or food processor, blend the garlic, soy sauce, honey, red pepper flakes, and sea salt together until smooth and creamy. Leave it to cool in the refrigerator.

Marinate the chicken with paprika and salt. Place the chicken in the grill on a high heat; cook on both sides until it is brown on the outside and cooked through, 15-20 minutes.

Wash your lettuce and other veggies. In a bowl mix together the lettuce, cucumber, avocado, tomato and onion. Add your pieces of chicken and drizzle your tangy salad dressing over the top.

Add salt to taste and enjoy this fresh and crunchy Caesar salad, with a lovely cool soft drink. To make more, just double up on ingredients, making sure you increase the amount of each ingredient proportionately. You can make plenty of this salad in advance and eat it as the week goes. It is perfect for a healthy snack, lunch or dinner, and particularly for those of you who are on your health kick this year.

Mpongwe PF Member of Parliament Gabriel Namulambe has opened up about his time in the ruling party describing it as hell.

Mr Namulambe said in an interview that he has never enjoyed any peace since joining the PF after defecting from the MMD.

He said he has been side-lined by the party structure since he fell out with the PF leadership close to three years now.

Mr Namulambe advised the party leadership not to side-line any member of the party saying in politics everyone is important.

“With the amended constitution, every vote counts because in an event of a rerun, each party wants to mop up every available vote,” Mr Namulambe said.

“The very stone that the builder neglected is the one he will depend on,’ he warned.

The former Foreign Affairs Deputy Minister also revealed that he is ready to help any political party that will need his support in this year’s elections.

He said he has the ability to add value to any political party that will request his services.

“Those who will approach me for help i will help, those who don’t want my help I will not persuade them for my help, if they think I am a useless stone, fine!”

He added, “I do not only understand politics of the Copperbelt but i understand Zambian politics, it is difficult to call yourself that you are beautiful, let others say you are beautiful.”

A senior government official of Kawambwa district says the area will not need relief food.

This is because Kawambwa has continued to receive good rainfall pattern this rainy season.

District Commissioner, Ivo Mpasa, disclosed this in Kawambwa yesterday when Youth and Sport Deputy Minister, Ronald Chitotela, called on his office and addressed heads of government departments.

Mr Mpasa said people of Kawambwa will not need relief maize as the district has received good rainfall pattern this rainy season.

He said the people have also grown a lot of maize pointing out that he does not expect them to experience hunger and ask for relief food.

Meanwhile, Mr Mpasa told Mr Chitotela that he is working in harmony with all government departments.

The DC added that he has no problem with government departments as they have continued supporting and implementing government programmes in the area.

And Mr Mpasa said he is happy at the government’s quick response to providing 1000 x 50 Kilogramme bags of maize to people of Senior Chief Mushota’s area whose houses have collapsed during a rainstorm.

The DC said distribution of maize has already started to the affected families in the area.

Retirement age of 60 or above is better for workers

THE retirement age of 60 or above is better for workers and it is also in line with retirement trends in the region, Ministry of Labour and Social Security Director Anthony Dumingu has said.

In November 2014, the retirement age in Zambia moved from 55 to 65 years under the Statutory Instrument (SI) number 63.

In May 2015, the retirement age was revised to 60 years with options of 55 and 65 respectively as early and late retirement while 60 is normal retirement under the SI number 24.

Mr Dumingu said workers would have more money if they retired at 60 or above saying most countries in Central and Southern Africa were revising their retirement age upwards.

He was speaking in Livingstone at Fairmount Hotel at the just ended the National Pension Scheme Authority (NAPSA) Employer Seminar for various stakeholders in the tourist capital.

The seminar was meant to sensitise employees on the Employment Amended Act No. 15 of 2015 which had, among other things, simplified the issue of casualisation.

Mr Dumingu said the Democratic Republic of Congo (DRC) and Botswana had the retirement age of 65 respectively while Zimbabwe, Tanzania and Mauritius had the retirement age of 60.

“Unfortunately most people retire and become poor because they are not ready for retirement and that is why countries are adjusting their retirement age upwards to give you more time to prepare.

“If you retire later, the scheme will have more money to pay you. The older you grow, the wiser you become,” Mr Dumingu said.

He also said there was need to harmonise the retirement age across the private sector under supplementary schemes.

The new NAPSA (Amendment) Act number 7 of 2015 was assented to on August 2015 and it provides for pensionable age at 60 which means that members joining the Scheme after August 14, 2015 will attain normal retirement at 60.

Members who joined the Scheme before August 2015 can claim their retirement pension benefits on the attainment of 50 or 55 years or they can elect to retire at 60 or 65 years under the conditions of the Amendment Act.

And speaking in an interview during the seminar, Labour Commissioner Cecelia Mulindeti Kamanga bemoaned rampart cases of casualisation in Livingstone.

Ms Kamanga said the Ministry of Labour and Social Security had experienced various forms of casualisation of labour in Livingstone where jobs were straight forward and permanent in nature but people were still employed on casual basis.

According to a new law, casualisation is employment of a person under a contract of service for work which is not permanent in nature under terms and conditions of employment for casual worker.

The new law graduates a person from a casual employee to a short term employee at the expiry of the initial six months of engagement.

Further, an employee engaged on short term contracts graduates to a fixed term employee and finally to a permanent employee while the old law had no room for one to graduate.

“Livingstone is a tourist capital of the country and for us it is a developmental issue as the economy thrives through such developments such as tourism.

“The issue of compliance is very important. With the new law coming in, there is need to sensitise everyone employers and employers and that is the objective of the seminar here in Livingstone to try and reach out to many employers,” Ms Kamanga said.

She said even the compliance of the old law was a challenge as the country had few inspectors.

“Now we have sent a new inspector who reported last month to beef up the other who was already here.

“We also have an inspector for Kalomo. The issue of labour inspectors is not an issue here. We are encouraging self-inspections from employers and employees,” she said.

Ms Kamanga said trade unions in Livingstone had increased and the Ministry wanted to reach out to many unions and employers.

“People should inspect themselves and send monthly returns to the labour commissioner on how they have implemented the new law without necessarily visiting them at their work place,” she said.

On allegations of corruption among some labour inspectors, Ms Kamanga said the Anti-Corruption Commission (ACC) was well developed to handle such cases.

“When our officers are found to be corrupt, every citizen has a right to take the officers to ACC and they will be dealt with,” she said.

United Party for National Development (UPND) President Hakainde Hichilema has questioned the newly increased nominations fees by the Electoral Commission of Zambia (ECZ).

Reacting to the new increased fees by ECZ, the UPND leader said that it was not understandable why ECZ should ask for such amounts of money when elections are funded through tax-payers’ money.

Yesterday, ECZ made an upward revision of presidential nomination fee from K10,000 to K75,000 while that for parliamentary candidates has been increased from K5,000 to K10,000.

ECZ chairperson Justice Esau Chulu said this at a stakeholders meeting at Mulungushi International Conference Centre in Lusaka in a briefing ahead of the August 11 general elections.

“Council Chairperson candidates will pay K5,000, Councillor for City and Municipal K2,000 while Councillor for rural pays K1,500. Currently, presidential candidates pay K10,000, Parliamentary K5,000, and local government candidates pay between K50 and K100,” Justice Chulu said

Justice Chulu said that the ECZ has revised nomination fees because of the cost incurred in the elections.

He said the total cost incurred by ECZ per presidential candidate is K288,860 and that if there are 10 candidates like during the 2011 elections, ECZ spent K2,888,600 on presidential elections.

The Electoral Commission of Zambia (ECZ) has revised the nominations dates and fees for all the four elections.

Commission Chairperson, Essau Chulu says presidential candidates will file in their nominations between May 30 and June 3, 2016.

Justice Chulu said that nominations for Mayoral or Council Chairperson have been set for May 30, 2016, while parliamentary and local government nominations have been set for May 31, 2016.

Last Month, the Young African Leaders Initiative (YALI) wrote to the Electoral Commission Zambia (ECZ) calling upon them to revise the released election time table to bring forward the closing dates for filing of nominations for Presidential candidates from July 2 to June 15, 2016.

YALI also recommended that filling in of nomination for candidates to Parliamentary, mayoral and local government elections must be slated to the same June 15, 201

And the Electoral Commission of Zambia has hiked the nomination fees for the August 11th general elections.

Those vying for the republican presidency will have to pay K75,000 while those wishing to contest parliamentary seats will have to fork out K10,000 while Mayoral candidates will also have to pay K10,000.

Nomination fees for Councilors in a City or Municipal Council have been set at K2,000 while those for rural district councils are pegged at K1.500.

ECZ Chairman Justice Esau Chulu announced the revised nomination fees during a meeting held with political party leaders at the Mulungushi International Conference Centre.

Justice Chulu revealed that all aspiring candidates will have to pay 50 percent of the nomination fee to be considered for the election.

Nkana hosting 4-club tournament in Lusaka

Nkana will storm Lusaka this weekend where they will host a four club pre-season tournament in the Capital.

The inaugural Nkana Friendship Tournament will be played over two days from February 6 and 7 at Nkoloma Stadium.

Napsa Stars and promoted Lusaka Tigers are the other FAZ Super Division teams in the competition alongside Division 1 South club City of Lusaka.

City will face Napsa in the lunchtime kickoff at 13h00 while Nkana battle Tigers in the other semifinal.

Closure of Universities a lesson to Students-President Lungu

President Edgar Lungu says the closure of the University of Zambia and the Copperbelt University is a good lesson for the students.

Speaking to journalists last evening at Kenneth Kaunda International Airport, shortly before departure for the Vatican where he is expected to meet Pope Francis, President Lungu said he had warned the students, but that some forces of evil are playing on their minds.

Meanwhile, President Lungu has arrived in Rome, Italy, ahead of his official visit to the Vatican, on Friday.

This is at the invitation of Pope Francis.

President Lungu, who is accompanied by First Lady, Esther, arrived at Fiumicino Airport, on Thursday, at 13:55 Hours Zambian time.

Foreign Affairs Minister, Harry Kalaba, Zambia’s High Commissioner to the United Kingdom and Ambassador to the Vatican, Muyeba Chikonde and Zambia’s Ambassador to Italy, Getrude Mwape welcomed the President.
During his official visit to Europe, President Lungu is expected to also visit France, at the invitation of President Francois Hollande.

According to President Lungu’s programme, will on Friday, hold a meeting with Pope Francis and the Vatican’s Secretary of State, Cardinal Pietro Parolin.

During the two-day official visit, President Lungu will also tour Saint Peter’s Basilica.

And Mr Kalaba has told Journalists in Rome, that the visit of the President is historic and aimed at cementing the relations with the Catholic Church and the Vatican, in particular.

Apart from meeting Pope Francis, President Lungu is also expected to hold bilateral talks with the Food and Agriculture Organization -FAO- and International Fund for Agricultural Development -IFAD.

President Lungu is also expected to meet Zambians living in Italy, before leaving for France, on Saturday afternoon, for another official visit.

Mr Lungu becomes the third Zambian head of state, after the Late Levy Patrick Mwanawasa and Former President, Kenneth Kaunda to visit the Vatican.

Zambia makes bizarre drop on FIFA rankings

Zambia have made a strange drop on the latest FIFA rankings despite their unbeaten run in open play over the last two months.

Chipolopolo tumbled nine places down from 67 to 76 on the latest ranking released on Thursday by Zurich.

In January, Chipolopolo won three, drew one with the 5-4 loss on post-match penalties after a scoreless extra-time draw against Guinea in the CHAN quarterfinals on February 3 the teams only blemish.

However, Zambia’s drop maybe attributed to inactivity during the entire month of December after recording away and home wins over Sudan on November 11 and 15 respectively in 2018 FIFA World Cup pre-group stage knockout qualifiers.

Government has directed councils in the country to stop issuing new plots to people, with immediate effect.

Home Affairs Deputy Minister Panji Kaunda says no land application

shall be processed until the councils complete the backlog of applications.

corruption in the issuance of land especially on the Copperbelt which is being perpetuated by councillors.

He said there have been instances where councillors who have served the council for more than twenty years have no piece of land while those who have served less than five years have properties.

Colonel Kaunda said the government will not protect any councillor involved in the illegal allocation of land.

The Deputy Minister who is also Chairman for the Taskforce on illegal Land Allocation said government will repossess pieces of land which were acquired illegally.

Government lifts ban on the issuance of renewal and transfer of mining rights

Government has announced the resumption of the issuance, renewal and transfer of mining rights and non mining rights.

Announcing the renewal Mines Minster Christopher Yaluma said government had completed the mines and minerals development general regulations act of 2016 and that the Statutory Instrument No. 7 of 2016 is now law.

“In view of this development I wish to declare the resumption of the issuance, renewal and transfer of mining rights and non mining rights with effect from Monday 8th February, 2016 at 09:00hrs,” he said.

He also said government takes cognisance of the fact minerals are a diminishing resource hence has continued to endeavor able to formulate progressive legal and regulatory frameworks sensitive to the continually changing needs of a rapidly growing industry.

“I would like to state that current Mines and minerals development Act No 11 of 2015, aided by the mines and minerals general development general regulations of 2016 is a progressive legal and regulatory framework that will make Zambia a very prospective attractive country for investment in mineral exploration and exploitation,” he said.
