TIZ discloses ‘abuse’ of CDF

TIZTransparent International Zambia has disclosed that there is massive abuse of Constituency Development Fund (CDF) by many Members of Parliament and Councillors in all the 150 constituencies of Zambia.

TIZ Director of Programmes Wesley Chibamba said the situation of abuse of CDF is worse for communities which are far from urban areas as they hardly know about the existence of CDF.

Mr. Chibamba said this today at parliament building during the TIZ’S submission to the Committee on Local Governance, Housing and Chiefs Affairs on the implementation of the Constituency Development Fund.

He said TIZ continues to receive reports and perception that the CDF projects have been highly politicised by MPs and Councillors.

Mr. Chibamba stated that the CDF was wrongly associated with personal funding from MPs or Councillors who are usually mistaken as being the ones that source the money for the benefit of the people.

He also said Members of Parliament and their councillors dominate the decision making process for projects to be funded at times thereby making the CDF process guidelines to be circumvented.

Meanwhile, TIZ Advocacy Officer Patrick Chilufya said his organization has recommended that the need to implement the recommendations of the review of the current utilisation of CDF.

Mr. Chilufya said TIZ also recommended that CDF decision making over projects should be carried in a consultative, inclusive and participatory manner involving all key stakeholders.

He also suggested that the income generating activities under the CDF should be abolished with immediate effect to create transparency of CDF.

Mr. Chilufya further said in order to guarantee regular and effective project monitoring, there should be sufficient funding for project implementation.

He additionally stated that there was need for community dialogue meetings so as to provide an opportunity for community members to interface with local officials and project implementers so that they can determine the projects which respond to their needs.

And Chairperson of the Committee on Local governance, Housing and Chiefs Affairs on the implementation of the Constituency Development Fund, Allan Mbewe thanked TIZ for the job it did during its research on CDF.

Mr. Mbewe said the TIZ submission will be tabled before parliament when it resumes sitting where all the recommendations will be discussed at length by members of the house.

FODEP says political and electoral violence is recipe for voter apathy and should be condemned by all well meaning Zambians.

FODEP Executive Director McDonald Chipenzi said voters fear to be caught up in the violence perpetrated by cadres during campaigns hence decide to stay away from polling stations on the day of voting due to fear of being caught in the middle.

Mr. Chipenzi said it is important for political players to ensure that they cage their cadres as violence does not only affect political parties but even innocent citizens and that it turns away people from participating in the electoral processes of the country.

“We have always been keen condemners of violence and as you know violence bigots violence and since we are going towards elections any violent activities reduces the chances of high voter turn out,” he said.

He added that it was primitive for any person to use violence when they differ on policy and warned that perpetrators will be taken to the Constitutional Court.

“We don’t expect that people would be fighting 50 years after independence over why I should form a political or because we belong to different political parties. We want to appeal to all political parties to avoid engaging in such vices because the current constitution criminalises any political party that engages in violence and intimidation of opponents even members of such political parties should not be dragged to the Constitutional Court,” Mr Chipenzi said.

The Barotse Royal Establishment (BRE) has called upon MMD President Dr. Nevers Mumba to give the Western Province hardworking and dedicated Members of Parliament who are loyal to the people and able to cooperate with the BRE to help bring genuine development and progress to the Province.

Speaking when Dr. Mumba paid a courtesy call on the Litunga at Limulunga, the BRE Kuta led by Induna Mukulwakashiko accused the current MMD MPs of having destroyed the MMD when they decided to abandon their own party and instead campaigned for the UPND and PF in the 2015 presidential elections.

Induna Mukulwakashiko was however quick to point out that the BRE was non-partisan and went on to accuse all Western Province Members of Parliament of having neglected the people and being uncooperative with the BRE. He said over the years the BRE had enjoyed very cordial cooperation with the MMD but lamented that the BRE has been very saddened to see the MMD being swallowed by other parties. He said the MMD should not be allowed to go into oblivion as it is the party that brought democracy to Zambia. He further said that the current crop of MMD Members of Parliament have no regard for the people they represent nor the BRE.

In response and on a light note, Dr. Mumba assured the BRE that the MMD could not be swallowed by any party as it was too big and that if any party attempted to do so, it would choke to death because they would be attempting to swallow an elephant, a comment which drew chuckles from the Litunga and the Indunas. He further assured the BRE that the MMD is rapidly regaining its strength as a result of the on-going countrywide mobilization tours that the party has been undertaking.

Dr. Mumba has recently been quoted in the media as saying the party has already embarked on an exercise to identify aspiring Members of Parliament for each of the 156 constituencies and that the overriding qualification criteria for adoption would be loyalty to the leadership of the MMD and a track record of hard work and dedication to the people they aspire to lead.

He indicated that all structures countrywide had been directed to engage in vigorous door-to-door campaigns to adequately prepare for the August 2016 General Elections and that the party was getting ready to unveil a completely new line up of leadership including some old and new members particularly the youth and women.

Earlier in Kaoma, Dr. Mumba echoed a similar message to the structures and directed party officials in the province to immediately begin door to door campaigns ahead of this year’s election and begin to shortlist possible parliamentary and local government candidates for the 11th August 2016 General Elections for adoption on the party ticket.

The MMD prides itself as the only party whose true strength lies in the party structures and it is from the landslide vote of the structures that Nevers Mumba emerged MMD President in the 2012 Party Convention after the loss of the MMD to the Patriotic Front in the 2011 General Election.

Jay Rox to release “Cake” on Valentines day

AWARD-WINNING musician Jay Rox is set to release another single titled Cake, off his highly successful sophomore album Outside the Rox, on Valentine’s Day next month.
The song, which will be the final single from the album, will be released with a music video. Last week, Jay Rox teased fans with pictures from the Cake video shoot which he shared on social media.
He teamed up with N.X.T Solutionz for the upcoming video. Previously, Rox worked with them on the Not for Sello music video, which received positive reviews for being unique and exceptional in quality.
Jay Rox said he wanted Cake to be the last single from his album because it is a special song to him.
“I was going to release Cake last year but I changed my mind and I decided it was going to be the last single. I knew it was going to be a big song so I wanted to give it the proper attention,” he told the Weekend Mail in an interview.
As a solo musician, Jay Rox has had a stellar ride, receiving two awards, a BEFTA for Best International African Act and a Born n Bred Music Video Award for Best Collaboration.

Before his solo success, he was part of successful hip-hop group Zone Fam.
The transition from doing group projects to doing solo jobs was not an easy one for him.
“In Zone Fam, I had three other people I could lean on. I didn’t have to carry all the weight. With Outside the Rox, it all fell on me, I had to do everything but I realised that this was my vision. So I had to see it through,” he says
“In the beginning, most of the interviews I did, I would be asked a lot of Zone Fam questions. But eventually that stopped and I started getting questions about my album and my work.”
Although he stepped out on his on, Jay Rox still remained true to his Zone Fam roots.
“For my album, I looked at how we did things as Zone Fam. I wanted to keep up with the quality and the standards the group had set.”
In spite of all the success Jay Rox has experienced throughout his career, he has no intentions of slowing down. His next album is set for release next year, and he plans to release a few singles this year.

A Good Samaritan from Kitwe Oscar Kaluba has donated K5,000 to a two year old Joseph Mubanga suffering from tumor disease that affected him a few months after his birth.

Mr Kaluba offered the donation to the child after reading about the boy and seeing the pictures.

Mr Kaluba said he was touched when he read the story and saw a picture of a boy having a growth on his back suspected to be a tumor.

“I did not hesitate to offer the donation, all I want is that the boy be quickly taken to specialist doctors for treatment, and I’m also urging others to contribute towards the treatment of the boy’s illness to help him get relief from the pain and discomfort” Mr Kaluba said.

Last week the father of the boy Mwape Mubanga, 35 told Times of Zambia that the growth on his son’s back started like a pimple six months after he was born.

Mr Mubanga said the pimple continued to grow and become difficult to heal.

He said that he went to so many places seeking solutions but to no avail, and that he had no money to take his son for further diagnosis. He decided to appeal to the Government, non-governmental organizations and well-wishers to help him financially so that he can take his son for further diagnosis.

Mr Mubanga thanked Mr Kaluba for donating K5,000 to allow him take his son for further diagnosis to specialist doctors.

“May God reward him for what he had done for my son who is in pain and discomfort” Mr Mubanga said.

Eye witness Grace Senkanti who witnessed the donation thanked the well wisher who donated towards the illness of the child and wished the child quick recovery.

Zambia’s Mobile phone users jump from 2.6 million to 10.9 million in 8 years

ZAMBIA has recorded significant increase in the number of mobile phone subscribers from 2.6 million in 2007 to 10.9 million in 2015 due to increased investment in the sub-sector by mobile service providers.

Similarly, the increase in subscriber base corresponds to an improvement in service penetration relative to the population from 22.5 percent in 2007 to 70.3 percent in 2015, in a country with over 14 million people.

Zambia Information and Communication Technology Authority (ZICTA) director for market competition and licences Mulenga Chisanga said this in Lusaka recently when he appeared before the parliamentary committee on communications, transport, works and supply.

The committee was discussing the role of information communication technologies (ICTs) in national development.
“The effectiveness of the ICT policy in increasing access to ICTs in Zambia has been mixed. There has been significant market improvement in access to mobile phone service,” Mr Chisanga said.

He said the global system for mobile communications (GSM) coverage, which is currently at over 80 percent of the country’s surface area, is expected to reach 100 percent in the next few years.

Mr Chisanga attributed the increase to the rise in investments into the network by all the mobile network operators and a regulatory programme to extend GSM infrastructure to the underserved and unserved.

He also said the number of internet users increased from 2.3 million in 2012 to five million in 2015 with majority users being through mobile cellular networks, who account for 99 percent.

This increase represents a 32.2 percent rise in 2015 compared to 17.3 percent in 2012.

President Lungu outlines qualities he is looking for in a running mate

PRESIDENT Lungu has said that his running mate in the August 11 elections will be someone who shares his vision and aspirations for Zambians.

President Lungu has said the decision to choose a running mate is his preserve and should not be confused with the 50-percent-plus-one vote threshold for one to be elected as President.

“The running mate will come from myself,” President Lungu said.

Speaking when he addressed Patriotic Front (PF) members at Luangwa House in Chipata yesterday, the President outlined the qualities he will be looking for in his running mate but noted that he will not choose his wife or his best friend as his running mate.

“I cannot choose my wife as my running mate. And I cannot choose my best friend as a running mate, I will choose someone who shares my vision and aspirations for the people of Zambia.

“Somebody who believes in the people. Somebody who is selfless. Somebody who desires to see that which we share in the PF is actualised,” President Lungu said.

The President said he will choose a running-mate whom he will be comfortable with even when he travels out of the country or whenever he falls sick.

“Chakudza sichiimba ng’oma (what harms you comes unannounced),” he said.

Registrar of Societies to establish the legitimate owner of Democratic Front Party

MINISTRY of Home Affairs spokesperson Moses Suwali says the Registrar of Societies has instituted investigations to establish the legitimate owner of the Democratic Front (DF).

Mr Suwali said in an interview yesterday that the Registrar of Societies has invited Matero Member of Parliament (MP) Miles Sampa and Lusaka-based lawyer David Chanda, who are both claiming ownership of the DF, to help with the ongoing investigations.

This follows complaints by Mr Chanda, who claims to be the founder of DF, which Mr Sampa launched in Kitwe last weekend.
“The Registrar of Societies has started investigating the case and we will be able to establish who owns the Democratic Front party. Officers are already on the ground investigating the matter,” Mr Suwali said.

Mr Suwali also said Minister of Home Affairs Davies Mwila will issue a comprehensive statement regarding the status and ownership of the DF.

On Monday, Mr Sampa’s special assistant Ngolwe Sakala said Mr Chanda was politicking because he resigned his position on December 19, 2014 and that he ceased to be a DF member.

“He is just playing politics, for us this is not an issue because we have all the documents from the Registrar of Societies with stamps that are authentic,” she said.

An extract of minutes said to be of an executive meeting held to transfer power to Mr Sampa posted online reads: “This meeting is held to discuss the change of name of Genuine People’s Platform and some office-bearers because of the new face the party will have.”

According to the said minutes, the meeting resolved that Mr Sampa is replacing the president while the secretary general was replaced by Bridget Atanga and Lusaka lawyer Anthony Kasolo replaces the vice-secretary.

But Mr Chanda in an interview said at no time did he relinquish his position as DF interim president and replaced by Mr Sampa.

DEPUTY Minister of Health Chitalu Chilufya says 30 out of the 650 health posts under construction countrywide have been completed.

Dr Chilufya said in an interview on Monday that out of the 650 health posts being constructed countrywide, 400 are at slab level while super structures have been erected at 200 sites.

Dr Chilufya said Government will complete the project by April this year and deliver the health posts to the people of Zambia.

“We are confident that we shall deliver the 650 health posts to the citizens as promised by Government,” Dr Chilufya said.

He also said at least one health post has been commissioned in five provinces, which include Copperbelt, Eastern, Southern, Western and Central provinces.

Dr Chilufya said Government expects more health posts to be completed in Northern and Luapula provinces within 14 days.

He also said the construction of the health posts in each district will enable Government to provide primary health care to the people as close to their homes as possible.

“Most people in rural areas find it hard to access proper medical care because health facilities are far from their homes, but with the construction of these health posts in every district, distance will not be a problem anymore,” Dr Chilufya said.

ABOUT 200 solar-powered milling plants are expected to be installed by next month to help mitigate the high prices of mealie-meal in the country, Zambia Co-operative Federation (ZCF) director general James Chirwa has said.

Last year, President Lungu said Government was working with ZCF to set up solar-powered hammer mills to help reduce the price of mealie-meal and that the initiative would create over 3,000 jobs for Zambians.

In an interview on Friday, Mr Chirwa said the construction of milling houses and concrete slabs across the country for the assembling of equipment is progressing well.

He said the next consignment for equipment is expected in the country by mid- February and that the project will speed up rural industrialisation.

“The shipment [of equipment] will start rolling in by mid-February, so by the end of next month, we should have gotten 200 units…We should be able to finish constructing the milling houses where the [equipment] will be placed [soon],”
“…By the end of next month, we will have a number of sites in operation, including Southern Province, where we have already put up 55 slabs waiting for the installation of the equipment,” he said.

Mr Chirwa said the organisation has also identified 20 sites in high- density areas under Lusaka Province, which include Chongwe, Kafue, Chibombo and Chilanga, for the project.

He said the co-operative has completed the construction of about 25 milling houses in Northern Province.

“In Eastern Province, we have completed building slabs in Chadiza, Chipata, Lundazi and we are now moving into Katete this week. Thereafter, we will cover Sinda, Petauke and Nyimba,” he said.

For Muchinga Province, the co-operative has finished putting up a number of slabs in Nakonde which includes Isoka, Chinsali and Mpika.

GOVERNMENT has spent over US$7 billion on infrastructural development over the last four years, Minister of Information and Broadcasting Services Chishimba Kambwili has said.

And Mr Kambwili says some opposition political parties are practicing immature politics and want to get into power without regard for the people.

Speaking when he addressed Kasama and Mpulungu residents, Mr Kambwili, who is chief government spokesperson, said he is surprised that some opposition political leaders are condemning the government for borrowing money for infrastructure development.

He urged the electorate to give the Patriotic Front (PF) a chance to develop the country.

“We have done over US$7 billion worth of infrastructural development since the PF came into power. We have turned Zambia into a construction site which is in turn providing employment to the people,” Mr Kambwili said.
He said the country cannot develop without borrowing.

He also said Government has managed to construct schools, hospitals and roads under the Link Zambia 8000 road project.

“The opposition leaders that are condemning the government for borrowing to construct roads are busy using the same roads during the campaigns. I think the politics being practiced are immature and people should assess that some of these politicians do not mean well for the country,” he said.

And Mr Kambwili wondered why some opposition leaders are blaming President Lungu for load shedding when it is as a result of a natural cause.

The minister assured Zambians that the government is constructing various power-generation plants that will result in the country exporting power by 2025.

“We need to practise mature politics. Some opposition leaders want people to feel the pain of suffering so that they can vote against the PF,” Mr Kambwili said.

He said the government is also spending huge sums of money to import various products, which has resulted in high commodity prices.

“The way forward is to start setting up manufacturing industries so that we add value to the agricultural products,” he said.

MMD Spokesperson Raphael Nakacinda says his will issue a comprehensive statement on the pronouncements by President Edgar Lungu on the PF’s desire to form an alliance with the former ruling party.

Speaking in an interview Mr Nakacinda said the party has laid down procedures and that if an alliance is to be formed it has to come about due to an agreement among party members and that issue will be up for discussion during the National Executive Committee meeting which the party will be holding soon.

He said the MMD is a democratic party which practices intra party politics and that the issue of an alliance is something that needed to be discussed before any statements could be issued.

He also indicated that if the party is to go into any alliance then it will be because of mutual understanding between the two parties and not out selfish interest of individuals.

Mr Nakacinda also disclosed that his party is working on a template that will ensure the participation of all members when choosing a running mate.

He said as the mother of democracy in the country, the party’s leadership does not want to impose a running mate on the membership.

He also said the position of running mate was too important to be left to individuals to chose because it would have a bad bearing on the party and would be a recipe for intra party confusion.

President Lungu on Tuesday disclosed that he had formally contacted MMD Leader Nevers Mumba on the possibility of the two political parties forming an Alliance in this year’s elections.

Speaking when he addressed PF members in Chipata Eastern Province, President Lungu said it will be difficult for both MMD and PF to attain the 50 percent plus one threshold if they do not work together.

The President said he was looking at the day when former president Rupiah Banda and Dr Nevers Mumba would work together.

Mr Lungu who paid a glowing tribute to Mr Banda said the former head of state should continue to be praised because without him he was not going to be in State House.

“First of all let me pay tribute to president Rupiah Banda for joining hands with PF during the January 20th 2015 presidential elections by helping us to win the elections. I know without president Banda would not been the President of this country. I will be happy to see president Banda and Dr Nevers Mumba to make peace,” he said.

He said the best thing for any political party was to put the house in order for the common good purpose.

He said had been exchanged the notes through short an SMS with Dr Mumba to work together because themselves MMD cannot manage to win the general elections.

“This morning (yesterday) I was talking to Dr Mumba through SMS to say let’s work together,” he said.

President Lungu said he was not the one who caused confusion in the MMD stating that in any political party including PF there was confusion until God prevailed the situation.

He asked the party members in the ruling party to embrace new members in order for PF to manage the 50 plus one threshold of the votes.

He said he was aware that with few numbers the he cannot attain the 50 + 1 but he was looking forward for more votes from people in Eastern province.

He said currently Zambia does not deserve a re-run saying there was need for people to vote en masse for PF to avoid the same on August 11th .

President Lungu said Energy Minister Dora Siliya left MMD and joined PF in which she re-contested and won the Petauke Central parliamentary by-election convincingly.

He said there was also nothing wrong for him to appoint someone from opposition as a cabinet minister.

He said United Party for National Development (UPND) appointed Geoffrey Bwalya Mwamba as vice party president stating that the moment he appointed Richwell Siamunene as defence minister, the opposition political party started talking unnecessarily.

United party for National Development (UPND) leader Hakainde Hichilema has reiterated his call for fairness in application of Public Order Act, reports Pan African Radio Journalist Hermit Hachilonde.

Speaking immediately after a two hour closed door meeting with the Inspector General of police Kakoma Kanganja at police force headquarters on 25th January, 2016, Mr. Hichilema stated that the political violence the country is currently witnessing will only end when president Lungu takes decisive pragmatic action against the perpetrators of the vice regardless of political affiliations.

The UPND leader further accused President Lungu of being comfortable with the ongoing political violence going by his deafening silence over the matter.

“I thank my colleagues and other members who are not here, Seniour members of the party for being clear in the meeting not only for UPND but for the 15 million Zambians, we want our freedom, we demand our freedom, nobody should stand on the way, we demand fairness, e demand a police service that is serving the people not facilitating PF cadres in brutalizing citizens no, you have seen who is perpetrating violence, it’s PF cadres, you saw that at the Ndola airport, this malicious and the police must do something, president Lungu wants violence to continue because he is a product of violence, that is how he became PF president! Through violence” Hakainde Hichilema said.

Meanwhile Mr. Hichilema says he expects professionalism in the manner the Zambia police service apply the Public Order Act.

“We expect that there will be change in the way the public order act is being administered” Hakainde Hichilema said
And Inspector General of police Kakoma kanganja in a statement made available to the media immediately after the meeting ended disclosed that the meeting was fruitful and it was resolved that police will not stop the UPND from exercising their freedom as long as they comply with the provisions of the law and order.

The inspector General of police also assured all political parties that police will do everything within its powers to make sure that the public order act is applied fairly and equally to all.

I am appalled by the persistent unprofessional reporting by the Zambia Daily Mail pertaining to calls by so-called UPND cadres who are agitating that I be appointed Vice President and running mate to President Hakainde Hichilema in the presidential elections to be held on the 11th day of August, 2016.

The Zambia Daily Mail has deliberately ignored to get a statement from me pertaining to the mischievous and malicious stories they have been running. Let it be known that a running mate to President Hakainde Hichilema shall be chosen as per procedures of the party and that I am not one of those interested in the position of running mate.

My goal and interest is to ensure that the UPND and Hakainde Hichilema forms government in August 2016. We are aware that the so-called UPND cadres are in fact PF cadres sponsored by one disgraced known PF conman who was once a member of the UPND.

The intention of the PF is to malign me and bring the nauseating stench of tribalism to the fore, with a view to disadvantage UPND in the next elections.

The PF leadership is aware that they are losing the elections in August 2016 and they believe that the last straw they can cling to is tribalism.

I urge all right thinking Zambians to ignore the calls being made to make me Vice President and running mate with the contempt it deserves. The positions of Vice President are adequately occupied by upright men who are serving our party diligently.
