NAPSA denies false claims of running out of funds for pre-retirement benefit payments

2

National Pension Scheme Authority (NAPSA) has responded to a statement circulating on various media platforms that suggested the authority had halted the payment of pre-retirement lumpsum benefits. The statement alleged that NAPSA had run out of funds. In a press release issued on 15th May 2023, NAPSA categorically denied the allegations and reiterated its earlier position that it has sufficient liquidity to meet all its pre-retirement lumpsum benefits payments.

NAPSA stated that it had invested over 69 percent of its fund into liquid assets. This means that the authority is able to easily meet its financial obligations either from fresh funds from contribution collections or maturities from its liquid instruments as and when they fall due. NAPSA has an investment portfolio of K71 billion (USD 3.3 Billion), which has been invested in diverse asset classes including fixed and liquid assets to meet benefit payout obligations as and when they occur. The investment portfolio includes 69% in Government Securities and Fixed Term Deposits, 10.3% in Real Estate, 7% in Green Fields, and 6.5% in Infrastructure, among others.

In anticipation of the amendment of the law to allow for the pre-retirement benefit, NAPSA management put in place measures to ensure that there was sufficient liquidity to finance expected claims. Since the commencement of payment of pre-retirement lumpsum benefits on 19th April 2023, NAPSA has paid out a total of K3.9 billion to over 128,000 members from the estimated eligible 600,000 members. These payments will continue until all the eligible members who opt to access their pre-retirement benefit are paid.

The Director-General of NAPSA, Muyangwa Muyangwa, called the statement that is circulating purporting that the Authority has run out of funds false and maliciously intended to cause unnecessary panic among the members. He assured the members that NAPSA is ready to meet all its financial obligations, and therefore there is no need to panic.

Head Corporate Affairs, Cephas Sinyangwe, issued the press release.

Male Victims of Gender Based Violence urged to Report their cases to Zambia Police

The Kasama General Hospital One Stop Centre has bemoaned the failure by some men experiencing Gender Based Violence (GBV) to report such cases to relevant authorities.

Psycho-social Counselor at the one stop centre, Matilda Mbalamweshi has attributed the low numbers of men reporting such cases to stigma.

She said there is need to change people’s mind regarding abuse against men.

She said Kasama General Hospital One Stop Centre recorded seventy (79) cases of physical assault on women while only (18) eighteen cases were males.

She said this scenario does not indicate that men are not experiencing GBV but that they are shy to report cases.

“As you can see from the figures above, men are still very reluctant to report abuses due to the stigma from society,” she said.

Ms Mbalamweshi said this in an interview with the media in Kasama.

She said there is need for intensive sensitisations on the importance of male folk coming out of their shells to report abuse to one-stop centres country wide.

She said victims of physical and other abuses can only be helped with treatment and counseling if they report the abuses to relevant authorities.

And Ms Mbalamweshi says one stop centre provides a number of health services for both men and women.

“We have so many services that we offer to survivors of gender-based violence, we offer health services to people sexually assaulted, defiled and raped by offering PEP, to prevent sexually transmitted diseases,” she said.

She said other services include psychosocial counseling to help survivors who may have suffered trauma after the abuse.

She said the centre also offers legal services to victims through the Zambia Police Officers who are stationed at the centre.

“We also offer safety and security to children who have been defiled and raped, by taking them to safe houses,” she added.

“There are certain instances where children are abused in their homes, such a home is not safe for the child, so we retrieve such children and take them to safe houses,” she said.

The Luapula Province Council of Chiefs is concerned with the increasing number of witchcraft accusations in their Chiefdoms.

In a Statement made available to the media in Mansa, Luapula Province Council of Chiefs Chairperson Chief Chisunka disclosed that Pastors and some traditional leaders are mostly responsible for falsely accusing people of witchcraft without evidence.

Chief Chisunka noted that such accusations are causing damage to property and endangering the lives of our community members stating that they are also a hindrance to the development of chiefdoms.

“We urge our people to uphold the law and refrain from making false accusations, it sad that pastors and traditional leaders are the ones causing this,” he said.

In another development, Chief Chisunka also urged his fellow traditional leaders to be cautious when recommending individuals, foreign nationals to get National Registration Cards.

“It has come to our attention that some of these individuals may have criminal intent and pose a threat to our chiefdoms. We should encourage such individuals to seek recommendations from the Immigration and Registration Offices of the Government,” he said.

The traditional leader stated that any individuals suspected of not having legal documents to be in Zambia should be reported to the law enforcement agencies to help reduce the rise in crimes.

Government calls for end to Illegal mining Kawambwa’s Luena Block

3

Government has called for an end to the illegal mining activities currently taking place in the Luena Farm Block in Kawambwa District.

Kawambwa District Commissioner, Godfrey Chilambwe says the on-going manganese mining activities were not only illegal but also causing a huge damage to the environment on the farm block meant for agricultural development.

Mr. Chilambwe was speaking during the District Joint Operation Committee (DJOC) second day tour of the farm block to determine the extent of the reported illegal mining activities in Luena Farm Block.

He said it was disheartening to see the Luena Farm Block being invaded by illegal mining activities when government had committed itself to develop the agricultural sector through adequate funding.

The District Commissioner has urged those mining in the farm block to obtain proper documentation adding that illegalities were not going to be condoned as the environmental degradation that was being caused was huge.

“I am calling for concerted efforts from stakeholders in the district to work together in ensuring that the Luena Farm Block is safeguarded from total destruction by selfish individuals who have no interest in the welfare of the district and the people,” Mr. Chilambwe urged.

And District Agriculture Coordinator, Steven Musonda said there was a big concern from the Ministry of Agriculture over the illegalities in the farm block saying any open pit mining activity was causing damage to the land meant for farming purposes.

Mr. Musonda stated that the purpose of the farming block was being defeated and if left unchecked would result in the whole block taken over by illegal miners.

He disclosed that there was a need for the casual workers being abused in these illegal mines to be incorporated into farming throughout-grower schemes to make them become financially sustainable.

“There is need to protect the farm block from possible destruction as it is the Government’s interest to see the farming block achieve its intended purpose of agricultural development related activities and not illegal mining,” Mr. Musonda said.

Meanwhile, Kawambwa Town Council Secretary, Isaac Mwale expressed disappointment at the high number of illegal activities taking place in the Luena Farm Block.

Mr. Mwale said it was against the law for those doing the actual mining in the farm block when in fact they had just obtained exploration licences.

He said it was a requirement under the law for anyone conducting any business in the district to be registered with the Local Authority including following the right procedure of conducting the business.

The Council Secretary noted that the district was endowed with a good rainfall pattern capable of transforming Kawambwa into a food basket of the province and the country at large.

Mr. Mwale further echoed the need to conduct sensitisation among the local people saying it is going to help them know the effects of such illegal activities.

The mining areas visited during the operation by the DJOC members include Kanengo, Green 2000, Chibote and Chisembe.

Luena Farm Block in Kawambwa District, Luapula Province has over 100,000 hectares of land meant for various agricultural activities.

This is according to a statement to Zambia News and Information Services – ZANIS by Kawambwa Town Council Public Relations Officer, Norman Kashi.

The manner in which the New Dawn Government manages the mining sector will be crucial in 2026 Elections

Former Democratic Party interim President Gift Kalumba has said the manner in which the New Dawn Government manages the mining sector will be crucial as the people of Zambia decides the UPND’s fate in the 2026 General Election.

Mr. Kalumba said mining especially in the Copperbelt and North Western Provinces is directly related to the fate of the nation.

The former PF Rhokana Ward Councilor in Kitwe said he expects the UPND Government to properly manage the mining sector and ensure that the people of Zambia start benefiting meaningfully from minerals that include gold, copper and cobalt.

Mr. Kalumba warned that foreign investors come into Zambia to make money and to advance their cause.

He added that the mentality of waiting for foreign investors to run mines will never benefit the people of Zambia.

“Copperbelt mines gate is directly related to UPND fate in 2026.The fate of Copper,Cobalt,Gold and other metals in Mining is directly related to the fate of the Nation Zambia. Those who have followed me over the years will know my stand on the economics of mining in Zambia- been born, lived, benefitted and worked for mines this is a passionate personal concern.Simply put this mentality that we can only run and manage mines if they are owned by foreigners is nothing but disgrace and backward coward bully thought. We have gotten it all wrong by thinking we can make money out of the mines through taxation, appeasement of investors and lobbying. Mr President sir we must by now acknowledge and known through decades of experience and shared knowledge that mine owners so called investors don’t and did not come here to pity us – they came to make money and advance causes that lift their lot, they go all the way to have their Goal achieved just like you politicians go any way to win an election,” Mr. Kalumba said.

“If we are serious about improving our lot then we must adopt a no-nonsense money extraction approach anchored on solid economic principles. This is what I expected to be your Government pre-occupation when you got elected in 2021 but am getting rather concerned. Let sight out one or two important mines in the Copperbelt. The Nkana Mopani Mine comprising North Shaft, Mindola Sub Vertical, Central Shaft and South Ore Body (“SOB”) is expected to last another 25 years as at 1 January 2020 reports and has been operating since 1931 with the oldest operating shaft being Central Shaft. While the length of time the mining has been operating sounds amazing, taxation and a lobbying mentality have only managed to deliver bread- Crumb economic benefits to the people of Nkana and Zambia as all. Mining has simply failed to contribute to sustainable economic development and balanced growth, for a simple reason that every leader that want to lead or gets elected to lead end up been lead by big Conglomerate of Investor which eventually makes them lose track of the critical decision that they planned,” he said.

Mr. Kalumba further proposed ways he thinks can help Zambia scale up benefits from the mining sector.

“How do we come out of this sir? Among many other good reasons my view is simple. We must first understand the options of how people and country’s make money out of a mining operation. These are called “Linkages”. Let me explain. One important type of linkage is a backward linkage-the local or community purchase of inputs. These often include food and catering services, electricity, transportation services, underground water management and raw materials. In turn, the community suppliers of mining inputs purchase their own inputs, which further stimulate community economic activity if purchased within the country. In my view, this is the most practical way we can benefit from mines as a country. It is currently estimated that the Copperbelt and Northwestern provinces combined have over 10,000 small and medium sized enterprises (“SMEs” with the capacity to supply all kinds of services to the mines; Forward linkages from mining represent: downstream processing of mineral ores or concentrates, including for instance, smelting, refining, semi-fabrication, fabrication, and manufacture of products; Today we have Gold outbreak we have surgilite pandemic all these need value addition not by foreigners, by locals,” Mr. Kalumba said.

“Final-demand linkages describe the income that miners and their households spend on goods and services produced in the country (e.g., groceries, clothing, entertainment, restaurant meals); This sir is very important to your stay in office, the more people get paid they more your economy remain buoyant and liquid, the purchase power stimulates the production power which in turn creates jobs opportunities and ultimate increase your tax collection, I know you know this already am just saying maybe that is the book we must go read again. Finally, fiscal linkages embody the tax and royalty revenues the government uses to develop infrastructure such as hospitals and schools and to purchase other goods and services, the CDF and ministry expenditures. There thousands of reports that demonstrate how mine owners have used complex tax planning to evade or avoid taxes in our country, sad to note that you and your Government are now Victims of that Complex tax system you have done what failed us, by giving and giving viable mines concessionaire instead of maximize our gains, I know Government is rapidly developing capacity to counter advanced tax planning schemes but we are still far away from achieving the desired results and if are not careful we will end worse that even the time we sold of companies in privatization,” Mr Kalumba continued.

Mr. Kalumba said he was optimistic that in 2021 when people voted the UPND into power their hope and trust was not misplaced.

“In my constituency Nkana or on larger platform let me just say Kitwe we only have the next 25 years to make a lasting impact vise vie mines. Good laws that empower my people have the capacity to outlive and out-perform any well-intentioned acts of charity, leadership or promise speeches. I was optimistic that in 2021 when people voted you their hope and trust was not misplaced, the people of Copperbelt choose hope and systems over charity but like they say optimism is not soft. It is hard and must be stubborn in order to deliver results am hopeful that you will be for assertive on the mine issue this year. We have to elect to fearlessly demand our sovereign rights of proper representation rather than being reduced to recipients of charity handouts from donors and investor. That is a reality that we can no longer allow to happen on account of its catastrophic consequences on our shared humanity. Yes, the underlying dynamics are very complicated; yes, there are many political views on the matter, but we must bring all these factors together to co-create a different reality. We should inject optimism into our efforts, because as for us , optimism is a strategy with which we must face any challenge, because if we don’t believe that we can succeed at something, the only guarantee is that we will fail,” he said.

Government suffers major defeat in court case on hunting concessions

The Lusaka High Court has quashed the decision of the Permanent Secretary in the Ministry of Tourism and Arts, Mr. Evans Muhanga to cancel the Safari Hunting Concessions in 19 hunting blocks in various game management areas.

In a 108 – paged Judgment delivered on Friday, High Court Judge S K Newa has also condemned Government to pay costs to the Applicants for the litigation.

In May 2022, Ministry of Tourism Permanent Secretary cancelled the process of Safari Hunting concession agreements that were fully negotiated in 2020 against the advice from Attorney-General Mulilo Kabesha.

The effect of the cancellation was that Government lost all revenue it could have generated for about a year when the purported cancellation of the concessions subsisted.

The High Court has issued an order to compel the Permanent Secretary Muhanga to sign or execute the Hunting Concession agreements with the Applicants.

The Government has also been prohibited from re-advertising the tender for the grant of the Safari Hunting/Photographic Tourism Concessions in the 19 Hunting Blocks in the various Game Management Areas.

Contrary to what Government had said, the Court found that the law and regulations governing the procurement of the tender for the granting of Safari Hunting/ Photographic Tourism concessions in the 19 Hunting Blocks in the various Game Management Areas were followed by the Applicants.

“The Applicants, having succeeded, they are awarded costs which shall be taxed in default of agreement,” stated the Court in closing.

President Hichilema’s Humility is Amazing

41

President Hakainde Hichilema on Saturday humbly gave his beloved daughter, Miyanda, in marriage to Meenda Milambo during a modest ceremony held at his farm in Namwala, Southern Province. His humility is truly admirable and heartwarming.

Contrary to expectations, where a wealthy businessman and politician like him would typically organize a lavish wedding at a boutique hotel, complete with private jets and high-profile guests, President Hichilema chose the serene environment of his village. He continues to lead by example, setting a positive precedent for his ministers.

Just a year ago, one of his trusted confidants and cabinet ministers, Hon. Gary Nkombo, also celebrated his daughter’s wedding in a similarly modest manner, deviating from the glamorous and extravagant displays we were accustomed to during the previous regime. This is the way it should be! We do not expect our leaders to flaunt their wealth carelessly, indulging their families and friends with luxury items while disregarding the needs of the less fortunate.

As someone who has closely followed and observed President Hichilema’s journey since he entered the public eye, I can attest to his unmatched simplicity and modesty. During a radio interview, he was asked why he continues to use his old vehicle, affectionately called “scolocolo,” when he could easily afford a fleet of brand-new, state-of-the-art SUVs.

His answer was simple yet disarming: “It’s just a piece of metal,” he pondered. “What value or benefit does an expensive vehicle bring to me? I am perfectly content with what I drive.”

Thank you, Mr. President, for being an exceptional role model. At a time when many of us have become consumed by greed to the point where we shamelessly hoard millions of cash meant for the impoverished in our homes, your integrity shines brightly.

$50, 000.00 water project commissioned in Lusangazi

2

Eastern Province Permanent Secretary, Paul Thole, has commissioned a 50 thousand United States Dollar water project in Lusangazi District, Eastern Province.

The water project with a capacity of 330 million litres of water was funded by the Amplius Group from the United Kingdom in partnership with Bekazulu Lime mining Company of Lusangazi district as part of the Mining firm’s Corporate Social responsibility.

Speaking when he commissioned the water project, Mr Thole Saif the availability of water was key to every community and such projects needed to be encouraged in order to provide easy access of the commodity by the local people.

Mr Thole asked the Amplius Group from the United Kingdom to pass on such technology to people entrusted with the responsibility to provide water in the communities such as workers at the Local Authority so that they could be using it in the implementation of local water projects.

He explained that there was also a need to identify more water sources and come up with more water projects where the commodity could be tapped from for utilisation through boreholes and Dams in a bid to assist the Government in curbing challenges of access to water being faced by most people.

” Let us continue assisting the Government in curbing water challenges by coming up with such projects and more of such but also ensure that you teach such technology to those in the local authority so that they use it when implementing most water projects,” he said.

The East PS urged people of Lusangazi not to limit their capacity to deliver development but work hard and be ready to learn and understand any new technologies brought in their district.

And speaking at the same ceremony, group leader of the Amplius Group from the United Kingdom, Chris Turner, explained that plans were underway to expand the water pipes for the project situated in M’donsa Ward of Lusangazi district to the surrounding villages.

Mr Turner said the water project was installed in the rural area because the place was identified to have plenty of underground water which did not run dry among two other sites that were earlier identified.

He added that the water project was just one of the many projects the group planned to undertake in Lusangazi.

” We had earlier identified three sites for this project but this one was found to have plenty of underground water which does not run dry and so we plan on expanding it to the nearest villages and we will bring more of such projects to Lusangazi,” he said.

And Bekazulu Mine Vice Chairperson, Oliver Nyumbu, said the installed water could be used for Agriculture and Aquaculture purposes, such as gardening and fish farming by the local people in the area so that they became self-sustainable.

Mr Nyumbu said plans were underway to source for more funds from other partners to come up with more of such projects in Lusangazi.

He added that Zambia had been receiving aid from donors for more than 60 years, but people’s livelihoods remained underdeveloped and called for the need for people to shift their mindset and focus on receiving support for local investment, so they become self-sustainable.

” This project is for the community members in this area, and they can use it for Agriculture and Aquaculture as a local investment so that they are self-sustainable,” he said.

Meanwhile Lusangazi Council Chairperson, Blackson Tembo, said the Government always emphasized the need to partner with other stakeholders in the delivery of development to various sectors of the economy, adding that such investment to the community of Lusangazi must be encouraged.

Mr Tembo called on people planning to invest in Lusangazi to involve the local leadership before undertaking any project so that all stakeholders were involved in the project.

” As you may be aware that the Government is always encouraging such partnership with stakeholders in bringing about development and I am asking any person planning on investing in Lusangazi district and it is important to involve all of us before undertaking any project in the area, ” he said.

And Speaking at the same function, Msanzala Constituency Member of Parliament, Elias Daka, urged the local people in Mdonsa Ward to form cooperatives and start benefiting from the water project.

Mr Daka asked the mining firm to continue with developmental projects in Lusangazi because it was their corporate social responsibility to the community.

” I am urging women in this area to start forming cooperatives so that they start benefiting from this project as groups and the mining firm must continue working towards bringing development to the local people in Lusangazi,” he said.

And Lusangazi District Commissioner, Mike Tembo thanked the donors and Bekazulu Lime Mining Company for the development in Lusangazi district because it would be beneficial to the local people considering the fact that Lusangazi was a rural district faced with many challenges including lack of safe drinking water.
