Over 1.4 million new voters captured

The Electoral Commission of Zambia has disclosed that a total of 1, 424, 918 new voters were registered as at 3rd December 2015.

And ECZ Public Relations Officer Raphael Phiri said the Commission undertook 1, 350, 012 updates of voter transfers, card replacements and amendments and 33, 120 notifications of deceased voters during the same period.

Mr. Phiri has since urged citizens in possession of Green National Registration Cards and who are above the age of 18 years to ensure that they register as voters before the end of the mobile voter registration on 13th December 2015.

And Mr. Phiri said in a statement said the 14 days mobile voter registration in March 2016 will take place as earlier announced on dates to be determined by the Commission.

‘All persons living with disabilities are reminded to ensure that their disability is recorded by a registration officer even if they are already registered. The public is also reminded that individuals who registered as voters in 2005/6 and 2010/11 do not have to register again as their voter’s cards are still valid,’ Mr Phiri said.
‘Further, No fee should be charged for issuance of a voter’s card. Members of the public should report any registration officer demanding payment to register as voters to the police.’

Lusaka Province is leading the pack with 264, 142 new registrations closely followed by Southern Province with 242, 341 new registrations.

Northwestern and Luapula Provinces have recorded the lowest number of new registrations at 62, 878 and 82, 493.

Six South Africans and a Zimbabwean national have pleaded guilty after they were arrested in Monze for attempting to smuggle 12 sables into South Africa.

Zambia Wildlife Authority Public Relations Officer Sakabilo Kalembwe who confirmed the development said the six have been fined K200, 000 and convicted for all thirteen counts which include unlawful possession of prohibited articles namely wildlife and being in possession of ammunitions among other charges.

The seven were arrested in October after ZAWA officers smashed an alleged endangered wildlife smuggling syndicate and seized a specially equipped light aircraft, vehicles, weapons and veterinary drugs.

The men detained included hunters and game capturers from Gauteng, Limpopo, KwaZulu-Natal and North West.

They were arrested in a military operation in southern province near Lake Kariba.

Zambian air force personnel and ZAWA officers arrested the six South Africans and a Zimbabwean as they were allegedly off-loading 12 sable antelope calves from a trailer and preparing to put them into a Piper Navajo Chieftain aircraft, parked under trees near a dirt landing strip in the bush.

Each of the animals can be sold for about $1-million.

The suspects who were nabbed at Katokota airstrip in Gwembe include six South African national and one Zimbabwean.

One of the suspects was identified as Francial, a wildlife relocator who said he had come to Zambia to search for greener pastures. The suspect said at the time that they were moving the animals from Lusaka to a ranch in Livingstone, but ZAWA officers suspected there was some anomaly in the reason given. Francial said he didn’t know the place he was taking the animals to, he just knew the source herein being Swanvest, at Kyindu Farms. They had an animal movement permit which had some inconsistencies.

Other suspects include Damia Leroux, a driver aged 25 of age. The other is Peter Burger, also driver who said he had no idea where the animals were going but they know where the animals were coming from. Peter Schalk Grobler 32, the manager, said that he just knew Yaku from Swanvest, where the animals were coming from and did not know the place he was taking the animals to.

Munyaradzi Tapera, 36, general worker from Zimbabwe said he had no idea and was working under instructions.

The animals were delivered and released into Munda Wanga sanctuary for observation and rehabilitation. However, five antelopes had died due to stress.

Lubambo Musonda has admitted they were complacent at the 2015 CAF Under-23 Cup in Senegal.

Zambia made a poor showing in Senegal where they were eliminated from the tournament after losing all their preliminary round group matches with losses to Tunisia (2-1), South Africa (3-2) and hosts Senegal (2-0).

“We lacked concentration. We thought we had already won yet the game is played in 90 minutes,” Lubambo said.

“We learnt a lot from the three games that we should always put in our level best until the end of the 90 minutes.

“The way forward is to keep pushing until we get the results.”

The spotlight returns on most of the underachieving Under-23 players next month when they will be selected for the 2016 CAF African Nations Championship (CHAN) tournament in Rwanda.

CHAN is a second tier Africa Cup for home-based players.

Zambia are in Group D at the tournament that will run from January 16 to February 7 where they will face Mali, Uganda and Zimbabwe.

Chipolopolo will kickoff their CHAN outing on January 19 in a derby clash against arch-rivals and perennial CHAN campaigners Zimbabwe.

Zambia will play Uganda in both sides penultimate Group D match on January 23 before taking on Mali four days later.

Woman tells hubby firstborn not his son

A 28-YEAR-OLD man of Chipata is in shock after his wife told him that the firstborn child was fathered by a neighbour, Harrison Banda.
This is in a matter in which Christopher Mukela, 28, of Kagunda Township, sued his neighbour Banda, 27, for adultery.
Mukela told Local Court Senior Magistrate Leonard Nkhanta who was sitting with Tyson Mumba that his wife had repeatedly told him he was not the father of the firstborn son.
“My wife has been telling me that one of the kids is not mine and I should stop showing love to that child,” Mukela told the court.
He said he decided to confide in family members who later called for a meeting were Mukela’s wife denied the allegations.
Mukela said he was convinced of his wife’s claims when he met Banda’s wife who disclosed that she suspected her husband could be having an affair with Mukela’s wife.
Banda’s wife also told Mukela that his wife had openly told her (Banda’s wife) that she will make a lot of babies with her husband to add to the one they already have.
An angry Mukela told the court that after talking to Banda’s wife, he concluded his wife was cheating on him.
And when called as a witness in court, Banda’s wife who testified against her husband told the court that she suspected her husband and Mukela’s wife were having an affair.
She told the court that despite her suspicions, she did not have evidence. She said at one time Mukela’s wife bragged that the defendant liked her.
In his defence, Banda denied the allegations and asked Mukela to produce evidence that he was the father of the said child.
In passing judgment, the court dismissed the claims against Banda for lack of evidence from both Mukela and his witness.

Wynter Kabimba’s letter to President Edgar Lungu over the PF government’s actions that threaten Zambia’s democracy

Rainbow party president Wynter Kabimba has written to President Edgar Lungu over some of the Patriotic Fronts actions that threaten the democracy of Zambia.

Mr.Kabimba said President Lungu is going around the country campaigning whilst making sure that opposition parties are not availed any political space to enable Zambians to listen to a different message of hope in the wake of the dismal performance of the economy and mass retrenchments of workers in the mining industry under the leadership of the PF government.

Mr.Kabimba said as if the past has no lessons for the living, the First Lady has also been on a clear PF campaign trail using state resources when legally she is a private citizen with limits about her access to public resources since her office is not constitutional.

Mr Kabimba said the Inspector-General of Police and the police command in general have been instructed not to allow opposition political parties to hold any political meetings in the country contrary to the provisions of the Public Order Act.He said Police officers who have attempted to act professionally have been dismissed or transferred.

Mr Kabimba said if PF is confident of re-election in 2016 and that Zambians will decide to reward PF positively for the misery they has caused then PF should ensure a level playing field for all political parties.

RE: ACTIONS THREATENING OUR DEMOCRACY.
I write this letter to you, Your Excellency, both as a citizen and leader of the opposition Rainbow Party.

In the last 5 months we have witnessed with consternation some actions and/or pronouncements on your part personally and some of your government officials which, if not addressed promptly would constitute a serious threat to our democratic dispensation. You have not given us the confidence that you are going to uphold even the basic principles of democracy which would accord a free and equitable participation of our citizens in the affairs of their country.

While you are going round the country campaigning on the professional advice of your image-building consultants, you have made sure that opposition political parties do not get availed any political space to mobilise citizens to enable them to listen to a different message of hope in the wake of the dismal performance of the economy and mass retrenchments of workers in the mining industry under your government.

As if the past has no lessons for the living, the First Lady has also been on a clear PF campaign trail using state resources when legally as you know she is a private citizen with limits about her access to public resources since her office is not constitutional. You have also refused to condemn the violence being perpetrated by some elements in PF across the country.

It does not invite any level of conjecture to discern that there are express instructions to the Inspector-General of Police and the police command in general not to allow opposition political parties to hold any political meetings in the country contrary to the provisions of the Public Order Act. This is evidenced by the instant dismissals or transfers of those police officers who have attempted to act professionally. This is a sad development, but I am certain that it will not give PF any positive returns in the 2016 elections just like it did not do so for the MMD in 2011.

These events are causing unnecessary political tension in the country. If indeed you are confident as you have at times stated that PF shall be re-elected in 2016, and that Zambians will decide to reward you positively for the misery which your government has caused to them, I appeal to you to level the playing field for all parties by upholding the tenets of democracy. As Rainbow Party we want to engage Zambians across the country and give them a clear message that another term for PF shall consign them to hell and that only a government under the Rainbow Party shall salvage them out of the misery and economic malaise confronting them today.

Dar es Salaam (AFP) – Tanzanian President John Magufuli surprised onlookers Wednesday when he walked out of State House to collect rubbish off the streets, after cancelling independence day celebrations for a national cleanup.

Magufuli, who took power last month after winning October 25 elections, has introduced a swathe of austerity cuts and crackdowns on public corruption.

Dozens of fishermen joined in the clean up with their president, who shovelled leaves and plastic rubbish close to a fish market near the presidential palace as a crowd of hundreds looked on, an AFP reporter at the scene said.

“Let us work together to keep our country, cities, homes and workplaces clean, safe and healthy,” the smiling Magufuli said, as he picked up litter with his hands.

Street cleaning took place across the economic capital Dar es Salaam, with plumes of smoke rising into the sky as residents burned piles of litter.

Tanzania is also struggling to stem a major cholera outbreak, which health officials said last month had infected nearly 10,000 people and killed 150.

The Citizen newspaper carried a cartoon showing Tanzania’s national fag waving on a sweeping brush as the flag pole.

“Tanzania has changed – this is a new Tanzania, ” said Anyitike Mwakitalima, a resident of Dar es Salaam, as he took a break cleaning a stretch of beach.

Former president Jakaya Kikwete, who stepped down in November after serving his two-term limit, took part in cleaning in his home town of Chalinze sweeping and gathering rubbish.

“I am happy with his exercise. Let us give our president full support in his campaign to fight cholera and other communicable diseases,” Kikwete told national television, adding that he was impressed with his successor, who is from the same political party.

“I am very happy with measures he is taking to curb inefficiency, tax evasion and other malpractices in public offices, I am very proud of him,” Kikwete said.

Since Magufuli took office, some officials have been jailed for lateness, the head of the tax authority has been suspended and the use of public funds to pay for Christmas and New Year greeting cards banned.

Annual independence celebrations usually see military parades, choirs and traditional dances at the National Stadium in Dar es Salaam. Tanzania, then Tanganyika, won independence from Britain on December 9, 1961.

Zambian authorities claim the pilot of the aircraft, which is said to be owned by a Pretoria game company, did not file flight plans, failed to declare the cargo and had not cleared customs.

The two pilots, who are South African, are were held at Woodlands police station in Lusaka. The others, including two Pretoria brothers, were at a police station in Monze. The brothers’ father said the situation was a “complete misunderstanding”.

“My sons are not criminals and are definitely not game smugglers. I have spoken to them. They are in good spirits and holding up under the circumstances.”

He would not comment on why the animals were reportedly being loaded onto an aircraft at a remote airstrip.

Sakabilo Kalembwe, a Zambia Wildlife Authority spokesman, said that when the South Africans entered the country on October 5, they aroused suspicion because their permits stated that they were in the country to fish but they were found to be carrying dart guns.

“Who goes fishing with dart guns?” he asked. “Our authorities flagged them and alerted the game reserves and law-enforcement authorities. Believing that the men might be involved in wildlife crimes, their movements were monitored,” Kalembwe said.

“Information we have shows this is not the first time that these men have been involved in these kinds of activities. We followed them to a ranch where 40 sable antelope were being kept. We watched them load the 12 animals, five of which have subsequently died, into a trailer and drive off. They were meant to go to Livingstone, but didn’t.”

The men were arrested at Korta, in the Gwebe district.

“When the suspects realised that they were surrounded, they threw away a handgun and ammunition. We recovered these along with tranquillisers and the dart guns.”

Kalembwe said the possibility of the use of the aircraft in other smuggling operations between Zambia and South Africa was being investigated.

“This is the most complex wildlife smuggling syndicate, which involved a specially fitted aircraft, that we have uncovered.” Kalembwe said the Zambian and South African authorities were collaborating on the investigation.

Kalembwe said the animals had originally been bought at an auction but no permission had been granted for them to be exported.

UPND President Hakainde Hichilema has bemoaned the severe restrictions placed on the UPND by the Public Order Act.

Mr.Hichilema said he would have been in another province this week to meet supporters and colleagues but has been prevented from doing so.All notifications for UPND meetings have been canceled by the Police.

Mr.Hichilema was however grateful to those praying for God’s guidance and those of his supporters that are sacrificing their time and energy to mobilise people and spread UPND’s great messages.
He assured his supporters that the UPND legal department with the Office of the Secretary General is addressing this issue critically.

Stella Libongani was the first female Inspector General of Police in Zambia. Unfortunately her tenure was marred with total disregard to the rule of law and was such a disgrace to Zambians in general and the women folk in particular.

Stella presided over a brutal and most ferocious Police Force in the history of this country. This assertion pre-dates the colonial Police Force. It was under Stella that we witnessed unprecedented constriction of democratic space for opposition parties. It was under Stella that Police tear gassed and mercilessly beat up innocent people for simply wanting to express their democratic rights. It was under Stella that the Public Order Act was indiscriminately abused by the Police to deny permits to opposition Parties.

To put it plainly, Stella and her colleagues at the Police Service sold off to the politicians. The allowed themselves to dance to the songs of their appointing authority. They did not care whether instructions they received from their masters were legal or not. When asked to jump, Stella and her cohorts asked, “how high?”. They traded their professionalism at the alter of expedience. Never let a politician grant you a favour, they will always want to control you for ever said a legendary musician. Stella is no longer useful to powers that be and they have decided to shunt her into the Foreign Service, a place the PF uses to dump failed functionaries.

Stella’s lesson is very important. It is a timely warning to all those senior public servants that chose to obey their masters instead of following laid down procedure. Take for instance the conduct of the Zambia National Broadcasting Cooperation? What is happening there is absurd to say the least. Stella is a young woman and we hope her time in Canada, a developed democracy will teach her a thing or two. She will learn that a Police Service can be professional, apolitical and impartial. She will hopefully also learn that businesses thrive where people feel secure and protected by the police. A professional Police Service can be a catalyst to development, job creation and economic emancipation. The reverse is also true, as we have seen in the last 4 years of PF rule with its repressive and brutal Police Force. Every person deserves a second chance and we wish this appointment to Canada will help reform Stella.

Finally, may I take this opportunity to congratulate the new Inspector General of Police, Mr.Kakoma Kangaja. We look forward to working with you and as always, I want to reaffirm our unflinching commitment to working within the prescribed Laws of the Republic of Zambia. My humble advice to you is that you are the Inspector General of the Zambia Police Service and not the PF Party and as such the public will expect nothing less but professionalism in the execution of you duties. I wish you well.

PF rules out possibility of early elections

Patriotic Front Secretary General Davies Chama has ruled out the possibility of President Edgar Lungu calling early elections in 2016.

Mr. Chama said it is the ruling party’s absolute intention to govern for a full five-year term.He said those suggesting that President Lungu intends to call early elections are merely being malicious and jittery.

Mr. Chama said the ruling party was given a five year mandate by the Zambian people and that there is no way President Lungu would cut it short.He said as far as the ruling party is concerned the 2016 elections must be held no later than September.

The PF Chief Executive Officer added that it is impossible to call for early elections when the constitution Bill has only reached the third reading stage in Parliament.

Mr. Chama has since advised opposition political parties in the country to concentrate on their campaigns and wait for their humiliation in the 2016 when elections are held.

Lunte MMD MP Felix Mutati’s supporters on the Copperbelt have said that they found it absurd and appalling that the law maker can be accused of having been given K5million to organize fellow MPs and vote with PF on the constitutional bill when its clear that it was a party position and directive of party president Nevers Mumba.

The supporters of Mutati expressed shock at the allegations leveled against the law maker that he has betrayed the party.

“Its clear that there is a fruitless attempt to drag the name of Mr Mutati in mud because he is a threat to both HH (UPND leader) and President Edgar Lungu should he run for Presidency in 2016,” they said.

” We are shocked that the name of Mutati is being abused and alleged to have influenced the MMD MPs to vote for the constitutional bill with the PF. In-fact the instructions came from our president (Nevers Mumba) to support the PF on this matter. The president is on record during his press briefing in Kitwe just last week,” said the MMD group.

The group led by the famous Ms. Kabwe, said it is even MMD national secretary Mwansa Mbulakulima and chief wip Mutolo Phiri who debated on the floor of the house clearly stating the position of MMD as a party.

This followed a caucus meeting that was held by all MMD members of Parliament that agreed to support PF on the bill in line also with Mumba’s directive to all MMD MPs over the same.

During his briefing in Kitwe, MMD president Nevers Mumba said the MMD would not support PF government to manipulate the document.

“As MMD we are not supporting the PF government to manipulate the document but our desire is to see it adopted and presented for enactment because of the constraint by provisions related to the bill of right which can only be amended through a referendum,”said Mumba.

Mumba added that the draft constitution contains several progressive clause which if enacted shall be a huge positive boost to governance.

Mumba said the MMD will ensure that the presidential running mate clause is maintained to prevent a presidential by election in case the sitting president dies or resigns.

And Mumba also said the party will support dual citizenship clause in order to enable Zambians abroad invest in the country.

Movement for Multiparty Democracy (MMD) National Youth Treasurer Lengwe Bwalya has called on all the youths in the country, both new registered voters and the old alike to be make sure that they vote the PF government out of office come next year. Mr Bwalya who spoke from Mulungushi University in Kabwe reiterated that the PF government had proven beyond any reasonable doubt that they were perfect candidates for retirement out of government.

“We can not continue to to be lead by a vision-less, cadre-infested government whose priorities are only to fatten their tummies at the expense of the ordinary Zambian!” said Mr Bwalya. Mr Bwalya further wondered how cabinet can approve extra borrowing for infrastructure development on the Copperbelt from the Chinese Development Bank when it is a well known fact that those funds come with the condition that Chinese companies are engaged to do the construction. Additionally,the jobs that will be offered to Zambians are casual jobs since most, if not all of the skilled jobs will be filled by Chinese Engineers leaving out Zambians.

“This is myopic thinking by the PF government. The suggested constructions on the Copperbelt will not alleviate the sufferings of our people but will just deepen their sorrows because a huge number will remain unemployed. And may I remind President Edgar Lungu and his cabinet that the suffering of our people is not limited to Copperbelt alone. What will he do about all the other provinces which are far less developed like Western Province?”, asked Mr Bwalya.

“That why we need an alternative government come 2016 and there is no better alternative other than the New Hope MMD under the able leadership of Dr Nevers Sekwila Mumba. In him we have a visionary, a former Vice-President who has held the instruments of power before, a seasoned diplomat, a God-fearing man who stands on morality and integrity and a great leader who will inspire the people of Zambia to arise and solve our PF-induced economic and political challenges as we look to a brighter future under MMD.

It was MMD that liberated the shrinking Zambian economy and grew it from $3 billion in 1991 to $25 billion in 2011. The MMD also greatly improved GDP per capita, life expectancy, infant morality rate, education, health, road infrastructure and many other things that were declining under the former United National Independence Party (UNIP) government.

I therefore strongly remind all youths across this great nation that the future right now is bleak under the PF and allowing them to continue will be digging our own graves. The onus is upon us to correct the current mess that PF has created. We need to act now and to act wisely by voting the PF out in 2016.

Zambian Voice Executive Director Chilufya Tayali has appealed to President Edgar Lungu to sack Finance Deputy Minister over his reported love affair with Radio Phoenix Journalist Priscilla Chipulu.

Tabloids in Zambia have been reporting on how Mr Mvunga ordered the arrest of Priscilla after their love affair turned sour and accused the Journalist of getting classified information from his Mulungushi Village complex home.

But Mr Tayali says it is clear that the manner in which Mr Mvunga has treated Priscilla amounts to abuse of office authority and sexual harassment.

He said Mr Mvunga is a danger to State Security because he has clearly shown that he is careless with State secrets.

Mr Tayali said the confirmation of that Mr Mvunga wants the Journalist arrested by the police and involved the office of the President (OP) to raid her home proves that he is desperate.

He said Mr Mvunga knows that he has been conducting himself in a manner that does not befit his office as regard to State secrets whenever he was with this girl.

“When Christopher Mvunga was appointed D. Minister of Finance, one of my friends who knew him told me that President Edgar Lungu had made a mistake to appoint him because the guy was just a useless drunk with no morals. Being the Lungu supporter that I am, I thought my friend was just being jealousy. Reading the stories of yesterday and today in The Post proves my friend right. This man is a saturnalian who does not deserve to be a minister,” Mr Tayali said.

He said President Lungu should not tolerate the behaviour of Mr Mvunga and he must fire him immediately.

“President Lungu can’t give excuses of evidence because clearly this Mvunga is found wanting,” he said.

He said, “This D. Minister has clearly abused his position and taken advantage of a Journalist, because, in his own words, he has revealed that he met this Priscilla in the line of his duty when they travelled to North Western Province for a ministerial tour and Priscilla was covering the Mvunga a senior public servant.”

He said President Lungu and the general public must have confidence in their ministers but that Mr Mvunga has clearly shown that he is untrustworthy and therefore he should go.

“Above that, this man is abusive to State facility. He has attempted to use State institutions (OP and Police) to try and sort out his personal messy with his girlfriend. This is an abuse in no uncertain terms and he should be charged for it,” Mr Tayali said.

“Clearly there is sexual harassment even if Priscilla agreed to date this man because Mvunga is in a higher position to influence the decision of a poor young journalist to do wrong things. I know President Lungu is also a man like many of us, but when you assume such a huge responsibility, things have to change otherwise don’t accept the positions if you can’t behave yourself.”

He said President Lungu has been put on the spot to show direction on how his ministers should behave in public and in their work.

‘If the President does not act accordingly he will simply be exposing himself because others have questioned his past in this regard including about his children,’ he said.

Already nationally celebrated Salma Sky as a brand is growing in stature on the African continent. Her exploits in the entertainment industry have made her brand instantly identifiable. In Zambia, Salma’s image enjoys a high recall rate amongst the general public. In November 2012 she won Zambia’s highly viewed Born & Bred Award for Best R&B video. In September 2013 Salma represented Zambia at the Grand finale of Africa’s most viewed television show, Big Brother and performed during the prime time of the show sharing the stage with some of Africa’s renowned artist such as R2Bees and Ice Prince to name but a few. This performance was Salma’s second appearance on the Big Brother platform following her performance in 2010.
