MMD President Nevers Mumba has said that he does not think there is need for anyone to attach conditions for participating in the national prayer and fasting scheduled for the 18th October.

Dr. Mumba said that if a prayer meeting is called, such as the one President Edgar Lungu has called, it is up to an individual to attend or not.

Dr. Mumba told Qfm News that this is why he thinks there is no need to make a big deal out of the declaration of the national day of prayer and fasting by President Lungu.

He has however, disclosed that his party will this week on Friday, 9th October discuss the issue more comprehensively by considering the demerits and merits for having such a national prayer.

Dr. Mumba states that his party wants to build a case that will help address not only the single issue of national prayer.

He notes that as party whose interest is to highlight the role of God in governance, the MMD is particularly happy that it has been given this opportunity to deal with a subject that is of concern to it.

Yesterday the opposition United Party for National Development (UPND) gave government four conditions to meet before party members can attend the much talked about national day of prayer and fasting scheduled for October 18th, 2015.

UPND Special Assistant to the President Edward Mumbi has told QFM News in an interview that the party had not refused to go for the program but that they want the PF Government to address certain issues before showing up at the program.

Mr. Mumbi said that it was important that the government clearly indicates how the lives of the people will be safeguarded during that event considering that there has been indiscriminate use of fire arms by PF cadres.

Mr. Mumbi believed that the life of the UPND Leader and other people maybe in danger if this issue is not carefully addressed.

Mr. Mumbi said that other conditions that the government should meet is to tell the nation the way forward concerning the constitution making process which he says there is no clear roadmap in coming up with the new supreme law of the land.

Mr. Mumbi said that other issues that need to be addressed are violence and insulting opposition leaders by PF cadres.

Mr. Mumbi has emphasized that the PF have been mocking the people of Zambia for a long period of time now and there is no need of sitting with them.

Mr. Mumbi quoted Psalms 1:1 which says “Blessed is the one who does not walk in step with the wicked or stand in the way that sinners take or sit in the company of mockers”, saying it is difficult for the party to associate with the PF because of they have mocked Zambians.

Mr. Mumbi said that if the above conditions are met, then party members will not have difficulties to be part of the proceedings.

ZESCO applies to ERB to more than Double the Cost of Electricity

ZESCO has applied to the Energy Regulation Board to allow it to more than double the cost of electricity for all customers except mining firms to attract investment into power generation.

According to a statement from ZESCO, the cost of electricity for commercial users will increase from November 1 to 0.88 kwacha per kilowatt hour from 0.31 kwacha per kilowatt hour should the firm get the go-ahead to raise tariffs from the ERB.

Power Dynamos have confirmed they will only release their four Zambia callups after Wednesdays crucial Copperbelt derby clash away to Zesco United.

Midfielders Benson Sakala, Kennedy Mudenda and Patson Daka including defender Christopher Munthali have been summoned for Zambia’s friendly away to Egypt on October 10 in Dubai.

“As of now they have not communicated I take it that Power Dynamos is holding on to them meaning that we will not have a look at them,” Zambia team manager Lusekelo Kamwambi said after the team of 18 home-based callups entered camp in Lusaka on Monday.

Meanwhile, Power secretary Ricky Mamfunda said the players will travel to Lusaka immediately after the game on Wednesday that will be played at Levy Mwanawasa Stadium in Ndola.

“We have made arrangements to fly the players to Lusaka immediately after the game on Wednesday,” Mamfunda said.

He added that Power could not face Zesco without any key players especially in a critical match like Wednesdays.

Zesco and Power are 1st and 3rd on 60 and 51 points respectively with four games left before the 2015 FAZ Super Division title is decided.

Power lost 2-0 at home to Zesco in the first leg meeting on July 8 at Arthur Davies Stadium in Kitwe.

PF goes to Court to force ECZ to set date for Kasama Bye Election

THE ruling Patriotic Front (PF) has applied for Judicial Review in the Lusaka High Court to compel the Electoral Commission of Zambia (ECZ) to announce the date for a by-election in Kasama Central Constituency.

PF contends that the seat which was held by Mr Geoffrey Mwamba on a PF ticket was declared vacant and that there was no stay that had been granted to him by any Court in Zambia preventing the respondents from announcing the election date.

The party was also seeking a declaration that the decision of the respondents not to announce the date for a by-election was illegal as their actions were contrary to the provisions of Articles 67 and 71 of the Constitution.

In an application for Judicial Review filed by the party’s Secretary General Davies Chama says the Court should grant him leave to commence proceedings against ECZ and Attorney General because they have illegally refused or neglected to announce the by-election date.

“The respondent’s refusal to set a date is both unreasonable and prejudicial to the applicant as an interested party as the by-election by virtue of Article 67 of the Constitution must be held before October 22 this year,” he said.

Mr Chama said the respondents were mandated to announce the date for a by-election for the seat within 90 days from the date it fell vacant and that in an event that leave was granted, the Court should direct that the matter be heard expeditiously.

He stated that Kasama Central Constituency would effectively be without an elected Member of Parliament (MP) for more than 90 days to the detriment of not only the other interested political parties but also the constituents.

“ That failure by this Court to grant this application will perpetrate an injustice and illegality that could cause a serious constitutional crisis,” he said.

Mr Mwamba’s seat was declared vacant by the Speaker of the National Assembly Patrick Matibini after he publicly announced through the media that he had accepted the position of vice president in the opposition United Party for National Development (UPND) on July 22 this year.

The PF contended that Mr Mwamba’s decision to accept the position in another political party was an indication that he effectively became a member of that party.

He said he had been forced to seek Judicial Review due ECZ’s response in a letter he wrote to it requesting the commission to announce the date of a by-election in order to avert a constitutional crisis.

RESIDENTS of Lusaka have expressed concerns at increasing insecurity in the capital city and called on the police to increase patrols to stop attacks on innocent people.

Suspected criminals have for a long time been hiding and attacking people at foot and fly over bridges in the capital city with limited efforts by the police to stop the crime.

Last week Times of Zambia reporter James Kunda was attacked at the fly over bridge on the Great East Road where the assailants went away with his cell phone and a wallet.

“It is a shame that this has been going on for a long time and the police are just watching. As far as am concerned, it is not difficult to stop this nonsense; it is only that the police are not interested,” Matilda Banda a resident of Villa Elizabetha said.

Ms Banda accused the police of concentrating their efforts on cases where there were chances of them being bribed by offenders.

“Look at the effort that goes to mini buses; they are always on the road but people are being attacked without any serious intervention from the police,” she said.

Joseph Malembeka another resident said the fly over bridges on the Great East Road and Church Road had been a den for criminals for a long time.

“But what is shocking is that no solution has been found and yet people are being attacked every day. We need to have serious measures from the police, if it means camping there to see who is attacked let them do that,” he said.

Mr Malembeka said there was need for officers to increase patrol especially with the darkness that had come with the increased load shedding.

Assistant police spokesperson Esther Katongo said officers were currently conducting day and night patrols in the areas following persistent reports of attacks by criminals.

“We have received persistent reports of people being attacked and it is not only on foot bridges, even in other areas in town like at Simoson.

“Therefore, we have officers that are currently patrolling the areas although we have a challenge because it is not possible to station the officers at one point.

Ms Katongo also urged members of the public to be security cautious by desisting to move alone during awkward hours.

Specialised Audit unit to evaluate Government performance Launched

THE Office of the Auditor General has established a specialised audit department to evaluate the performance of Government programmes to enhance transparency and value for money.

Auditor General Anna Chifungula said the specialised audit department performs forensic investigations to trace irregularities that inhibit accountability in the use of public resources.

Dr Chifungula said this in Lusaka yesterday during the launch of the 2015 performance manual of her Office.

The performance audit manual was developed by the Office of the Auditor General in collaboration with its counterpart of Norway and the African Organisation of English-speaking Supreme Audit Institutions (AFROSAI-E).

“My office is committed to be part of the development agenda of the country by ensuring that we do not only discharge our mandate but also engage in audit programmes and activities that add the highest value in the processes of overall governance and accountability of public resources,” Dr Chifungula said.

She said the manual, which is based on the International Standards of Supreme Audit Institutions (ISSAI’S), entailed that performance audit reports issued by her Office would be of high quality and an accepted international standard.

“In addition, performance audit reports will help the Executive make informed decisions on the various programmes being implemented by the Government.

“This is important because value for money in the implementation of Government programmes is critical,” Dr Chifungula said.

At the same occasion, Norwegian Ambassador to Zambia Arve Ofstad said his Government was happy with the work of the Auditor General’s Office of Zambia.

Mr Ofstad said his country was particularly happy that the institution was consistent with providing reports exposing inefficiencies in the use of public resources.

“Every concerned stakeholder now needs to push for action on these reports so that the culprits cited in the Auditor General’s report are brought to book,” Mr Ofstad said.

Mr Ofstad’s sentiments were echoed by Norwegian Auditor General’s Office representative, Bjorn Orvim who said the manual was a guide to holding public officers accountable for their actions.

AFROSAI-E senior manager for performance audit Lars Florin said Zambia was a strategic partner of his institution in fostering transparency among public officers operating in Africa.

Kalulushi-Lumwana draw, Blackpool, Roan win

Mufulira Blackpool on Sunday remained in the race for promotion to the FAZ Super Division after thumping Zesco Solwezi 4-0 at John Kachofa Stadium in Kamuchanga.

A goal each from Laston Katuta, Innocent Mwansa, Chris Chola and John Mushidi moved Blackpool to 52 points, four behind leaders Lumwana Radiants.

Weston Mumba’s boys are now third on the table, just one place below second placed Kalulushi Modern Stars who have 54 points.

Roan United dropped from third to fourth position despite beating Indeni 1-0 cutesy of Lyson Sikanga’s goal at Indeni Sports Complex.

Both Roan and Blackpool have 52 points but the Mufulira club enjoys a better goal aggregate.

Elsewhere, Kalulushi escaped from Lumwana Radiants with a 2-2 draw after coming from behind.

Lumwana took an early lead thanks to goals from Rodgers Mukenge and Lembani Lungu that were later cancelled by Kalulushi’s Michael Musonda and Cephas Handavu.

With five matches to spare, Lumwana leads the Division One North table with 56 points from 29 matches.

In the southern region, Lusaka Tigers, Nampundwe and Prison Leopards are all fighting for one promotion spot after Kabwe Warriors clinched promotion to the Super Division on Saturday.

Warriors won promotion with five games to spare after accumulating 70 points from 29 games following a 3-0 win over Paramilitary.

Dramatising the economic challenges Zambia faces is not helpful-Entrepreneur

A LUSAKA entrepreneur has said dramatising the economic challenges the country is facing will not help to find solutions but called for team work amongst all the players in the economy.

Elif Business Solutions Limited Chief Executive Officer Edwin Zulu said opinion makers such as the opposition political parties and the media should realise that negativity significantly affect growth.

Mr Zulu, one of the organisers of the national dialogue on the diversification of the economy slated for Copperbelt next week said in an interview that it was undisputable that the economy was not performing well but people needed to work together to find solutions.

“Opinion makers and the media should be responsible enough and realise that negative statements about the economy affects the confidence in the economy. Yes there are challenges here and there but dramatising the situation will not help, moreover, we all feed from the same economy.

“And as an entrepreneur, I only see an opportunity in these challenges because the bigger the problem the larger is the business prospect, this is a perception of a business executive,” Mr Zulu said.

Zambia should not only sing about the negatives but more so the comparative advantage the country has which could be turned into competitiveness on the market both regionally and globally.

Instead of attacking the economy, people should explore why the country should continue importing cotton wool for the hospitals when the nation produces a lot of it which is exported as raw but comes back as a finish product.

There is need to find a solution to importing fake mango juice when the country has the fruit which goes to waste during the rainy season due to lack value addition facilities.

“Look at the tomatoes that go to waste, that is wealth so we need to come together as country and find home grown solutions to the challenges we facing,” Mr Zulu said.

On the national indaba slated for Ndola’ Savoy Hotel on October 14 -16 October, 2015, Mr Zulu said it was an opportunity for progressive Zambians to discuss and come up with own home grown solutions and ideas to help address some of the problems.

Mr Zulu said it should be noted that the indaba is going to pick on sectors and businesses that were able to give results or start production almost within three to six months of this meeting, as did Franklin Roosevelt who developed America from the Economic crisis within 100days.

LATE Road Development Agency (RDA) board chairman, Willie Nsanda’s daughter has sued the administrators of her father’s estate for refusing to pay her school fees and general upkeep.

This is on account that she is not his biological daughter.

The minor a grade eight pupil at Namununga School has since dropped out of school for failing to pay school fees amounting to K5, 700.00.

She said all efforts to have the administrators come on board to support her and general maintenance of K6, 000.00 per month have proved futile.

The plaintiff sued Mr Eustace Mulenga Kankomba and Andrew Kachibe through her mother Ingrid Stratman contending that her parents got married on April 1993 and that she was the second born in the subsistence marriage.

She is now asking the Court to declare that she is Mr Nsanda’s biological daughter and that she should be allocated or given her share of the estate in line with the Intestate Succession Act Cap 59,including tertiary, medicals and upkeep from the demise of her father.

The plaintiff also seeks another Order that the defendants should prepare a full account and inventory of the estate, preservation of the chattels and landed properties until the matter is fully determined by the court.

In a Statement of Claim filed in the Lusaka High Court , the plaintiff contended that after the demise of her father, the administrators continued to support and maintain her though intermittently until in July 2015 when the grandfather ordered that maintenance should stop on accusations of her not being the biological daughter of Mr Nsanda.

In her affidavit sworn by her mother, the plaintiff stated that her parents were later granted divorce by the Mufulira local court on July 29, 2002 and that her deceased father continued to maintain her and her elder sister.

That some months before his demise the late Mr Nsanda started doubting fathering the plaintiff leading to both parents to under Deoxyribonucleic Acid DNA tests at Nkanza laboratories and returned a 99.999 percent probability of paternity.

Her mother said while Mr Nsanda questioned the DNA profiling results, he still continued supporting her child and paying school fees until he died on March 24 this year.

THE PETROLEUM Transporters Association of Zambia (PTAZ) has signed a one year contract worth more than US$20 million with Trafigura Oil Trading Company to transport oil into Zambia.

PTAZ spokesperson Benson Tembo said the local transporters were expected to transport 38 million litres of oil estimated at US$4.6 million into Zambia by October month end.

Mr Tembo said at a media briefing in Ndola yesterday that the move would help enhance the economy because local transporters were engaged.

He said for a long time now, the Association had been negotiating with the past Government to come up with deliberate policies that would give an opportunity for the local transporters to be ferrying the oil but nothing was done.

Mr Tembo said the move had been necessitated by the current Government’s intervention to allow the local transporters ferry oil.

“PTAZ has signed a contract for one year with Trafigura transporters to be transporting oil from East Africa, Zimbabwe and Mozambique into Zambia. This is happening for the first time.

“This Government through President Edgar Lungu has heeded to our cry, we are very much grateful. We started the negotiation with the past Government but nothing was done until now,” he said.

Mr Tembo said before engaging the local transporters, only foreign transporters were engaged a move he described as not fair on the part of the country’s economy.

Mr Tembo said PTAZ has more than 40 members who have been allowed to transport oil adding that more members were welcome.

He urged the local transporters to meet the standards and rise up to the challenge because they had been given an opportunity to prove themselves.

“To all the local transporters, we have been given the chance to transport oil, let us meet the standards and show them that truly Zambian transporters have the capacity to do so,” he said.

Mr Tembo said the gesture should be embraced and supported by all well meaning Zambians as this would help contribute to the national economy.

PATRIOTIC Front (PF) Secretary General Davies Chama has said the opposition United Party for National Development (UPND) is full of bitter and frustrated people without any vision or plan on how to run the country.

Mr Chama noted that it would be difficult for Zambians to entrust the affairs of the nation in the hands of the (UPND) because its leadership was full of resentment.

Mr Chama was reacting to UPND Presidential Advisor, Douglas Syakalima who accused the ruling party of being rotten from the head.

Mr Syakalima was also quoted in yesterday’s edition of The Post as saying that Chief Government spokesperson Chishimba Kambwili did not know anything.

“You can see that this is the manifestation of bitterness, while there are some progressive individuals in UPND, the leadership including the President himself HH (Hakainde Hichilema) are bitter people.

“The bitterness has manifested in so many things, including opposing everything that the Government has done, so I don’t think Zambians can be fooled because they know that UPND are bitter people,” Mr Chama said.

The Ruling party’s Chief Executive Officer reiterated that the Government under President Edgar Lungu had demonstrated tolerance and love for one another which the UPND was despising.

Mr Chama said the ruling party was, however, comforted to note that some people in UPND like Bweengwa Member of Parliament (MP) Highvie Hamududu appreciated that the current economic challenges facing the nation had nothing to do with Mr Lungu.

This followed Mr Hamududu’s contribution in Parliament last week on Thursday where he said that the current depreciation of the Kwacha was caused by lack of planning by the previous government and not Mr Lungu.

Mr Chama wondered when the opposition party would appreciate the good things that the Government had done for the Zambian people.

“If you remember, these people in UPND were saying ‘we will not eat roads’ when government under (late) President Michael Sata embarked on massive road projects.

“Interestingly, the same people turned around during the campaigns and stated that they would continue with road projects if they are voted into office,” he said.

Mr Syakalima served as UPND Member of Parliament (MP) until 2011 when the opposition party adopted Kennedy Hamudulu.

However, the former parliamentarian has been critical of the ruling party by opposing nearly everything that is touched by President Edgar Lungu and his Government.

Mr Chama challenged Mr Syakalima to highlight any development programmes that he initiated when he served as MP instead of criticising the ruling party and its leadership.

Workers at the Copperbelt University go on strike again

Workers at the Copperbelt University -CBU- in Kitwe have gone on strike demanding to be paid their delayed September, 2015 salaries.

Copperbelt University Academic Unions Vice President Mundashi Mwaango has confirmed the strike in an interview with ZNBC News in Kitwe .

Mr. Mwaango says all categories of workers from the academic, technical and general workers are on strike.

Mr Mwaango said it is unfair that CBU management has over the last 15 months being delaying their monthly salaries.

CBU workers usually get paid on the 28th of every month. Mr Mwaango said the strike is in line with the provision of the law.

When reached for a comment CBU spokesperson Grace Malunga referred all quarries to CBU registrar.

And Kitwe District Commissioner Chanda Kabwe has assured the CBU staff that their delayed September salaries will be paid before the end of the week.

Mr. Kabwe is urging students at the second highest institution of learning to remain calm as Government addresses the plight of CBU workers

FIVE members of the German Parliament “Bundestag” have arrived in the country on a four day visit to get a first-hand impression of the focal areas of German-Zambian Cooperation in the fields of water and sanitation.

The other area of interest during the Members of Parliament (MP)’s visit is on good governance, decentralization, public financial management as well as support to Civil Society Organizations (CSO), energy, agriculture and wildlife management.

This is according to a statement released by Germany Embassy’s Press and Public Relations Officer Carolin Bernecker.

Group of high ranking German MPs paying a 4 day visit to Zambia

Five members of the German Parliament (“Bundestag”) are paying a 4 day visit to the Republic of Zambia from Sunday, October 4 th to Wednesday, October 7th.

The Honorables Mrs. Dagmar Woehrl, Mr. Heinz-Joachim Barchmann, Mr. Peter Meiwald, Mr. Sascha Raabe and Mr. Peter Stein are members of the Parliamentary Committee for Development Cooperation and therefore play a key role for the endorsement of bilateral cooperation programmes between Germany and Zambia. The total volume of these programmes adds up to 1.6 billion Kwacha for the period 2014 – 2016.

Main purpose of the visit is to get a first-hand impression of the focal areas of German-Zambian Cooperation in the fields of water and sanitation, good governance (decentralization, public financial management, support to CSOs), energy, agriculture and wildlife management. In addition the MPs would like to affirm the excellent and trustful relations between Germany and Zambia for more than 50 years since independence.

The delegation will meet with high-ranking representatives of the Zambian Government, including Her Honour, Republican Vice President Inonge Wina, Minister for Local Government and Housing, Dr. John Phiri,Minister of Mines, Energy and Water Development, Dr. Christopher Yaluma and Minister of Agriculture and Livestock, Given Lubinda. The Speaker of Parliament, Dr. Patrick Matibini, will also receive the delegation.

In their discussions the MPs will focus on ways and means to further support Zambia in its endeavor to fight poverty, to foster inclusive growth and development, to combat corruption and to diversify the economy. They will also touch upon the important issue of regional integration and the creation of an enabling environment for the private sector, especially in the field of renewable energy.

The visit will be complemented by a meeting with representatives from civil society to discuss current issues of democracy, human rights and the rule of law in Zambia. In addition the delegation will do a walking tour through Garden Compound to get in touch with the community and discuss challenges and opportunities of their daily life. Further parts of the programme comprise a discussion with various stakeholders in the agricultural sector (ZNFU, NGOs, research institutions, private companies and other cooperating partners) as well as a field trip to South Luangwa National Park and the surrounding Game Management Areas to learn
about the current poaching crisis, the role of ZAWA in wildlife protection and the development of Zambia’s tourism sector, including benefits for local communities.

Interview with Founder and MD of Zamgoat Products

Paul Nyambe is the founder and MD of Zamgoat Products Ltd, the first dedicated commercial-scale aggregator, processor and distributor of goat meat and products in Zambia. Zamgoat is a social enterprise that empowers rural smallholder farmers. To date, they have worked with over 200 smallholder farmers, buying from them over 2,300 goats and generating revenue of over $150,000.

Paul, 32, has looked internationally to raise funding for his business and has listed on such sites as the angel investment site VC4Africa and crowdfunding site Indiegogo. He successfully attracted investment from US based angel investor Fledge.

Paul, who studied Business Administration at Lusaka Vocational Training Centre for Commerce is also a graduate of Fledge Business Incubator and Nigerian-based Tony Elumelu Foundation. Being an avid entrepreneur, he is also Founder and President of the Youth Entrepreneurs Network of Zambia (YENZ).

In this fireside chat, Paul will share his experience in innovation and working with global funding sites such as Indiegogo and VC4Africa.
