PRESIDENT EDGAR LUNGU has officially commissioned the newly constructed Mpika district hospital and subsequently named it after the late former Republican President Michael Chilufya Sata.

The phase one project of the Micheal Chilfya Sata hospital constructed at a cost of K10 million, consists of an out patient department, administration block, casualty, radiology, laboratory and dental services.

Phase two of the project to gobble K19.7 million is underway, to be completed in February, 2016 and would comprise of a theatre, maternity ward, mortuary, kitchen, laundry and four medium cost house.

President Lungu told the residents who came to witness the commissioning of the hospital that the major concern of the late President Sata was improvement of health care in rural area.

“As his predecessor I will not relent to ensure that we improve health service delivery especially in rural area, and the rest of the country,” Mr Lungu said.

He said the opening of the hospital was aimed at providing cost effective quality care close to the people possible in a clean, caring and competence environment.

Besides the newly constructed district hospital, Government has earmarked to construct 61 health post in Mpika district, out of the 650 to be built country wide, to easy access to health centres for the people in the area .

He said the commissioning of hospital was not to favour Mpika as the birth place for the late President Sata but one reason was that the district is the largest in Zambia, larger than copperbelt. .

The district has also been provided with 13 ambulances from the 202 which were procured by Government at the cost of K76 million to provide primary, secondary and tertiary hospitals.

He warned the staff at the hospital to ensure that community received maximum benefit from it and treat them with much respect as it belong to them.

‘As health personnel you should be aware that offering health services to patients is a calling and you should do it diligently by treating the sick in a good manner,’President Lungu said.

He appealed to the community to guard the infrastructure and equipment and use it prudently for the people of Mpika to fully benefit from it.

He commended traditional leadership and people of Mpika for their continued support to Government’s developmental projects.

Muchinga Province Minister Mwiimba thanked the President for officially commissioning the district hospital which he said would greatly improve service delivery for the people in Muchinga district.

Chief Kabinga of the Bisa people in Mpika district commended Government for opening the long awaited district hospital for the people.

He also appealed to Government to extend the Link Zambia 8000 road project to Mpika district as good road network was a prerequisite for development.

“Our feeder roads also need to be worked on expeditiously,” he said.

Do not retaliate remain peaceful -HH urges Zambians in light of xenophobic attacks

49

Fellow citizens, through the High Commissioner for South Africa, I would like to call for calm in that beautiful country of South Africa. The recent images of xenophobia that have led to the maiming and in some instance killing of foreigners in that country.

The events of the past weeks are very unfortunate and should not be happening in an African country or indeed any other country in the world where love should be the precursor in everything we do. The South African Government must act now to avert this from spilling over to the other countries. The potential of retaliation is very high, and that could engulf the whole continent. Let us avoid this as much as possible.

To my fellow citizens, I am reliably informed that there are plans for a protest against South African establishments. All protests to register displeasure over these xenophobic attacks must be PEACEFUL. There is no need to retaliate. The South Africans resident in Zambia should go about their business without fear of being maimed or killed as a result of events in their home country.

To the PF Government, let them rise to the occasion and account for all our citizens in South Africa. Every responsible Government must and should have issued a statement by now from the highest office to give assurance to us all that all our relatives that are there are safe. This has not been done. I urge President Lungu to quickly instruct his embassy in South Africa to give him a report on the state of all Zambians in that country.

As I end, let me state again that all Zambians should remain peaceful in your protests and embrace our brothers and sisters from South Africa irrespective of what is happening in their country of origin.

Nigerian government issues 48 hours ultimatum to stop xenophobic attacks ; threatens to shut down SA businesses

The South African government has been given 48 hours to stop xenophobic attacks on foreign nationals and their shops or else their companies abroad will be shut down.

An official with the newly elected All Progressive Congress (APC), Tolu Adesanya, confirmed to eNCA that they handed down a memorandum to the South African embassy in Lagos on Wednesday.

In the memorandum, the APC party officials and members of civil society groups have demanded that South Africa take swift action against attacks on foreign nationals.

Adesanya said that Nigeria will shut down South African businesses if their demands are not met by South Africa.

“We actually handed a letter to the South African embassy yesterday, making them aware that we are not happy with what is going on in South Africa. Should there be any more attacks, we are going to shut down South African businesses in Nigeria. That is MTN, Multi Choice, Shoprite etc,” said APC official Tolu Adesanya.

Meanwhile youths in Nigeria on Thursday April 16, led a peaceful protest march to the South African Embassy in Victoria Island, Lagos.

The youths were protesting against the ongoing massacre of foreigners, which includes Nigerians in the Durban region of the former apartheid nation.

The youths carried placards with words: #Stop the killing in South Africa, we are one United Africa#, #stopTheKillings#, #stopxenophobiasa#.

Speaking on behalf of the protesters, Olusesan Daini, the co-convener of the protest, said they are not happy with the killings in South Africa and that is why they are leading a peaceful protest.

“We are here to drop a letter through the South African Embassy in Nigeria to South Africa government showing our dissatisfaction in the way our brothers and sisters are being treated in South Africa. When we say our brothers and sisters we do not refer to Nigerians alone but we are talking about our race in general which is the black race.

“We equally want to use this opportunity to remind South Africans that we consider them to be part of us and they should stop the killings. It is so unfortunate if they consider us to be enemy of progress. We want you to communicate to the South African government that we are not pleased with the ways our people are being treated,” Daini said.

He added that, some Nigerians have really invested in South Africa, forcing them out of country will result in more protests. “The government should restore peace in South Africa. We want peace in South Africa and in Nigeria,” he said.

The Zambia Police Service has cancelled a planned protest march which was to be staged by concerned Zambians against Xenophobia in South Africa.

Lusaka Province Commissioner Charity Katanga said the protest march has been cancelled due to short notice given by the organizers.

The protest match dubbed Black Friday was going to see hundreds of Zambians gather at Crossroads Shopping Mall and match to South Africa’s High Commission in Kabulonga at 09 Hours to present a petition demanding an end to Xenophobia in South Africa.
The marchers also wanted to protest at the Zimbabwe High Commission in Lusaka to urge for action from Zimbabwean leader Robert Mugabe who is the current Chairman of the African Union.

But Ms. Katanga says the law on public assembly requires that police are notified five days before the planned date.
Ms Katanga explained that allowing the planned march to go ahead may paint a picture that the Police are biased.
She has since advised that police be notified to enable the Service also prepare adequately to police the procession.

Organisers of the March dubbed “Black Friday” have however hailed the hundreds of Zambians that had continued to express interest in joining the march.

Organising Chairman Miles Mukumbuta said the people are still determined to march to the High Commission and protest

‘This is just a setback caused by the police. We however wish to express profound gratitude to so many peace loving Zambians who have been anxious to be part of this march. It is a peaceful march we plan to carry out to show solidarity to our brothers and sisters currently under brutal attack in South Africa,’ Mr Mukumbuta said.

‘We want to petition South Africa to stop the killings of our children, men and women in that country and Zimbabwe as current AU Chair to take urgent steps over this urgent matter.’’

Mr Mukumbuta has however prodded all citizens of Africa and the world tormented by the South African cruel attacks and killing of Africans to demonstrate their displeasure over the unfortunate events by wearing black today.

Mr Mukumbuta says the organising team would not be deterred by Zambia Police Service reaction but will ensure that the permit to march is secured for the procession to go head as soon as possible.

QFM Radio Station Stops Playing South African music in response to xenophobia attacks

46

Radio QFM has blacked out the playing of South African music effective today, April 17th in protest against xenophobic attacks on foreign national taking place in that country.

Managing Director Asan Nyama has explained that the move to black out South African music indefinitely which took effect at 06:00 hours is in solidarity with Africans who have fallen victim to xenophobic attacks in Durban and KwaZulu Natal province.

Mr Nyama states that considering that QFM has a listenership not only in Zambia, but across the globe via live internet streaming and satellite platform, the station feels duty bound to voice out in protest at the attacks on foreign nationals by South Africans by stopping the air play of their music.

He adds that considering it is not the first time that foreign nationals are being targeted in xenophobic attacks in South Africa, there is need to send a clear message to South Africans that violence on fellow Africans negates African unity which the continent’s forefather fought for.

Mr Nyama has called for the need for Africans to co-exist as brothers and sisters regardless of whichever country they come from.

He says QFM regrets the deaths of five people who have so far died in xenophobic attacks in South Africa, calling for an end to such brutal murders.

Mr Nyama has further called on the South African government to arrest the situation before more precious lives are lost, and bring the perpetrators of such heinous crimes to book.

Choma Eagles circle on Shinde

2

Choma Eagles coach Justin Chinama says his side must beat Mufulira Wanderers in Saturday’s away FAZ Super League match at Shinde Stadium to remain top of the table.

Eagles, who have eight points from four games, have been topping the Super League for three week.

In an interview in Kitwe where Eagles have set up camp ahead of the Mighty clash, Chinama said his club was wary of its closest rivals in the league.

Eagle’s lead was at the weekend cut to just a point by Nkwazi following their second straight draw.

“We are on top but we need to pull up our socks because we are now leading by one point.

We need to win this one against Wanderers so that we can consolidate our stay on top of the table,” Chinama said.

Wanderers are coming from a 4-1 heavy loss at Zesco United in their last match.

“This game will be interesting because they are coming from a loss so they would want to compensate for their loss.” he added.

Meanwhile, Eagles landed in Kitwe on Wednesday ahead of Saturday’s match against Mighty in Mufulira.

Opposition People’s Democratic Party President George Mpombo has ruled out disbanding his party despite forging an alliance with the ruling Patriotic Front in the just ended April 14 by-elections.

Dr. Mpombo says the fact that he supported and campaigned for the ruling PF during Tuesday’s parliamentary by-election in Masaiti does not mean he has sold his soul to the ruling party.

He has told Qfm News by telephone that as a leader of an opposition political party he will still criticize the PF government if it goes out of the way of what is expected of it by the Zambian people.

Dr. Mpombo has explained that much as he is aware that the trend where opposition political parties continue to enter into political alliances during elections with a ruling party does affect the vibrancy of a democratic country’s political landscape, he decided to work with the ruling PF because his party has found difficult to enter into an alliance with any other opposition political party.

He says this is owing to the political intolerance that is still prevailing in the country.

Dr Mpombo states that while it is expected that his party should provide checks and balances to the party in government, it is still within the bounds of its vision of effectively contributing to good governance in the country and that he does not foresee his party departing from this vision.

He states that his party is happy with the outcome of the Masaiti Parliamentary by-election which was scooped by PF’s Michael Katambo.

Club coach Maybin Chama said Nakonde have a bright future.

“I can’t promise much but watch the best football from Real Nakonde,” Chama said.

“We are taking each game as it comes and the future is bright for my team,” he said.

Chama said his club would strive to maintain their status in Division One North.

“I am just building a team and my boys are adapting to our system,” he said.

Nakonde are this weekend travelling to Ndola to face Copperbelt Buffaloes.

They have so far played against Mufulira Blackpool, Gomes Wanderers and Zesco Solwezi.

Kabwe man demands to go back to prison

9

A SEEMINGLY drunk man on Tuesday caused commotion at Kabwe High Court grounds during the ongoing Supreme Court sittings when he dared police officers to arrest him because he wanted to go back to prison.

The Zambia Daily Mail reports that while Supreme Court judges Gregory Phiri, Muyinda Wanki and Elizabeth Muyovwe were sitting, the man only identified as Mulenga screamed at police officers and in the process disturbed court proceedings.
“I want to go to jail today,” Mulenga said while daring police officers that he was not afraid of them.

This prompted Mr Justice Phiri to instruct police officers and court officials to deal with the situation and to stop those making noise.

Police officers moved swiftly, apprehended Mulenga and dragged him to the entrance of the courtroom but he pretended to be unconscious.

Some court officials took Mulenga outside and poured water on him in a bid to ‘resuscitate’ him.

Mulenga jumped to his feet and protested to police officers, prison warders and court officials for pouring water on him.

A police officer identified the man as Mulenga, who was jailed at Mpima State Prison after being convicted of malicious damage to property by the Kabwe Magistrate’s Court.

Mulenga, who seemed determined to be cited for contempt of court, caught the attention of passers-by who stopped to watch the spectacle.

Some prisoners also joined to help drag Mulenga away from the courtroom and left him sprawling on the grass but he again emerged and dared police officers to arrest him.

When it became apparent that Mulenga made up his mind to go to jail, police officers apprehended him and took him to Kabwe Central Police Station.

Nawakwi is jealousy of Lungu – Lusambo

MOVEMENT for Multiparty Democracy (MMD) national youth coordinator Bowman Lusambo has described Forum for Democracy and Development (FDD) leader Edith Nawakwi’s attacks on President Edgar Lungu as distasteful and malicious.

“As MMD youths, we have been compelled to respond to continued attacks on President Edgar Lungu by FDD leader Edith Nawakwi. We find Madam Nawakwi’s attacks distasteful and malicious because they are devoid of any facts and merely based on personal hatred and jealousy,” Mr Lusambo said.

He continued, “It appears Madam Nawakwi is basking in the front page headiness offered to her by the Post Newspapers without knowing that she is being used by the newspaper to drive its Edgar Lungu hatred campaign.”

Mr Lusambo added that Ms Nawakwi should be the last person to criticise President Lungu’s governance style because she lacks none of that.

“Zambians have never forgotten how Madam Nawakwi working with her cohorts denied starving Zambians their right to food when she irregularly handled the Carlington Maize scheme,” he said.

“The Carlington Maize saga is a reminder of Madam Nawakwi’s ineptitude and lack of fitness to hold public office. It therefore follows that Madam Nawakwi should not preach to anyone least President Lungu.”

Mr Lusambo added that Ms Nawakwi has no moral authority to preach good governance because her entire political life is littered with scandals.

He advised Ms Nawakwi to be relevant to the political process in this country by offering constructive criticism rather than engaging in cheap political attacks.

“If there is anyone driving Zambia into a ditch, it is the likes of Madam Nawakwi who are hell bent on attacking President Lungu day in and day out. It will not pay for Madam Nawakwi and her accomplices to keep lowering the integrity of the presidency,” he concluded.

THE ruling Patriotic Front (PF) in Eastern Province has with immediately effect suspended George Mwanza, Henry Mumba and David Lungu for rising against party Secretary General Davis Chama.

In a suspension letters made available to Times Office in Chipata yesterday by Provincial Secretary Eddie Kapalu, the trio have been suspended for claiming that they were representing PF youths in the province when in actual fact they were not even in any structure in the party contrary to Article 74(100) 29k.
Mr Kapalu said in a suspension letters copied to PF Secretary General, Chipata District Chairman and Chipata Constituency committee that the two were inciting the members of the party to rise against President Edgar Lungu’s appointing authority for the position of Secretary General contrary to Article 74(100) 29 a, d and i.

“That by your behaviour, you have misrepresented the structures of PF in the province and brought the name of the party in the province into disrepute contrary to Article 74(100) 29 c and h,”Mr Kapalu said.

He explained that the trio have started a campaign against the Secretary General of the party which is not the position of the party in the province contrary to PF Constitution Article 74(100) 29n

“Therefore, the provincial committee have resolved that with immediately effect, you are suspended from the party pending expulsion by the Central Committee,”Mr Kapalu said.

He said the trio should not hold any meeting either themselves, agents to discuss matters relating to the PF party in the province and anywhere in Zambia.

“You shall not speak or write to any media on any matters relating to the PF party in Eastern Province. You shall not be eligible to stand for any primary election in the province at any structure in the Patriotic Front,”he said.

And youths in Eastern Province have disowned Lungu and Mwanza from the media statement issued to the Post Newspapers on Wednesday.

Chipata District PF Youth Secretary Mubiana Mabebo said the statement had no blessings from the party leadership because it came from Lungu and Mwanza.

“As soon as we know there has been a day when us youths sat to discuss that matter. In fact these two guys are no longer sympathisers of the party,”he said.

Chipata Central Constituency Youth Chairman Cosmas Mwanza who was flanked by his vice treasurer Gershom Tembo said it was well known that the two have been hired to disturb the party in Eastern Province and they are not representing the party youths at any level.

They stated that the party youths were behind the leadership of Mr Chama as Secretary General whom the president appointed and got trust in him.

They stated the Secretary General was welcome to Eastern Province at any time.

Meanwhile PF Secretary General Davies Chama warned yesterday that the party was fully aware that some people more especially the youths have been paid in order to cause confusion in the ruling party.

Mr Chama said the party would not allow a situation where few paid up members start causing confusion in the party.

“I am fully aware that some youths are being given money to issue press statements to some sections of the media. This is not good for party members to be causing confusion through different stories,” he said.

Mr Chama said that he would not be moved and detracted by the threats from Mwanza and Lungu because where not holding any position in the party.

He said he would remain focus in uniting the ruling party instead of answering to disgruntled enemies of the PF.

He said he will be visiting Chipata and Eastern Province as a free person adding that no one would bar him.

Livingstone’s Spur and Shoprite reduces mealie meal prices

6

FOLLOWING Government’s intervention to off load subsidized maize to millers, mealie meal prices in Livingstone’s Shoprite and Spur outlets have gone down.

A check by Times in Shoprite revealed that a 25kg bag of breakfast was now selling at K59.99 while roller meal was pegged at K39.99, While Spur was selling a 25kg bag of breakfast at K65.90 and roller K44.90.

Musanza breakfast meal in Spur had maintained the old price of K72.60 for a 25kg breakfast bag while roller meal was still at K54.80.

A 25 kg of Pembe’s breakfast and Mealile mealie meal in Shoprite had also maintained their old prices of K73 and K77.99 respectively.

The situation in markets was different from that in the two supermarkets as the survey revealed that old prices had been maintained in these trading places for various brands of the staple food.

A check at Maramba market showed that a 25kg bag of national milling was selling within the ranges of K72 to k73, while roller meal was maintained within the old ranges of K54 to K56.

The situation was not any different at Dambwa central market were Musanza breakfast 25kg was going within the ranges of K72 to K74.

Some retailers talked to in these markets said they had maintained old prices because they were still getting orders from the millers at the old prices.

Nathan Malimba a trader at Maramba market said Mwasimu and Musanza milling were still supplying them mealie meal at old prices hence the difficult for them to adjust the prices down wards.

“The millers here in Livingstone have not reduced their order price for mealie meal. We are still getting the commodity at same old price so we can only adjust if they also bring the price down,” Mr Malimba said.

And a miller who opted for anonymity said despite government announcing that millers would be supplied with subsidized maize, they had not yet seen that come to reality.

The miller said they had found it difficult to get maize from the Food Reserve Agency (FRA) in Livingstone because they had not yet been given a go ahead by the FRA head office.

At press time, efforts to get comment from Musanza milling proved futile as the Marketing Manager was reported out of the station.

Government says it is concerned with the escalating incidences of violence targeted at foreigners in South Africa.

And President Edgar Lungu has consulted with Zimbabwean President Robert Mugabe who is both the Southern African Development Community (SADC) and African Union (AU) Chairperson on the xenophobic attacks in South Africa.

Chief Government Spokesperson Chishimba Kambwili has disclosed that President Lungu will soon speak to Southern African President Jacob Zuma and other heads of state in the Southern African region on the matter.

And Mr Kabwili said in a statement to media yesterday that the Zambian High Commission in Pretoria has been closely monitoring the situation in that country.

He said there are no records so far of any Zambian nationals living in South Africa that have been victims of the xenophobic attacks.

Mr Kambwili said the Zambian High Commission has been instructed to advise all Zambians living in South Africa to be cautious in their daily activities and avoid areas that have recorded xenophobic attacks.

He said government has deployed a team in Durban to assess the situation and render support to Zambians in the area if required.

Mr Kambwili who is also Minister of Information and Broadcasting Services has also advised cross-border traders to ensure personal security when they travel to South Africa for business.

The Minister noted that government was however encouraged by measures taken by the South African government to avoid further attacks.

The xenophic attacks have left six people dead including a 14-year-old boy in the port city of Durban.

Meanwhile, Zimbabwean President Robert Mugabe, who also chairs the Southern African Development Community and the African union, has come under fire over his silence, as xenophobic attacks targeting foreign nationals spread from Durban to Johannesburg.

According to News Day, anxiety and anger gripped Zimbabwe, with opposition politicians and social commentators criticising Mugabe’s Zanu-PF government for taking long to react to the attacks.

Ousted former vice president Joice Mujuru and United States-based Zimbabwean musician Thomas Mapfumo criticised the government for taking too long to react to the attacks and repatriate its citizens.

ZUFIAW wants BOZ board appointed

4

Zambia Union of Financial Institutions and Allied Workers (ZUFIAW) has urged government to ensure that a Board of Directors at the Bank of Zambia (BOZ) is urgently instituted.

ZUFIAW President Ackim Mweemba told ZANIS in an interview in Ndola today that financial sector institutions occupied a special position of trust in the national economy.

Mr. Mweemba noted that for any institution to move the policies forward there was need for a board of directors to provide checks and balances in order not to risk the public losing confidence in a given institution.

“BOZ is an institution that supervises institutions that hold the funds of depositors and creditors, if it does not have a board of directors instituted as soon as possible to provide checks and balances then it risks the public not to have confidence in the banks that secure people’s funds,” Mr. Mweemba said.

He observed that the nation was in a globalised financial market and other technological advancements and new innovations in the financial products of the sector that brought about a complex of risk management.

He stressed that the board of directors should be in the forefront of seeing to it that government programmes were implemented and are on course.

He cited the Industrialization and job creation strategy in the manufacturing, tourism, agriculture and construction sectors as some of the government programmes that should be implemented and seen to be on course by the year 2017 but that if there was no board at BOZ then it will be difficult to achieve the goals.

Mr. Mweemba wondered who would carry out the checks and balances and ensure that the programme is implemented if there is no board of directors in place.

Mr. Mweemba however said government should ensure that once the board of directors is instituted it should deal with the high levels of casualization of labour which he said is not only detrimental to the financial sector but the private sector as well.

“It is a pity that when the country is grappling with high unemployment levels, BOZ can have over 100 vacancies. The effectiveness of the institution is being affected,” he said.

He said the other issue that the board of Directors should deal with is the erring in-house pension funds which he termed as being in a coma due to the policy at the bank which has been pursued for the past 12 years.
