Acting President Guy Scott says the reconciliation that has taken place in the ruling PF means that all differences that existed earlier in the party are now buried.

Dr. Scott says the ruling PF is now back in business and that it is now looking forward to participating in the 2015 presidential election.

Speaking this morning at media briefing held in Lusaka Dr. Scott who flanked by PF president Edgar Lungu, disclosed that in the conciliatory meeting that was held last night it was agreed between the Edgar Lungu group and the Miles Sampa group that a line be drawn across the past.

Dr. Scott states that this implies that all that has happened in the last two months has no impact on the path that the ruling party is now headed.

He says the party is also mindful that it has an election in four weeks in which it has to retain the republican presidency.

The Acting President has since paid tribute to Assemblies of God Bishop Joshua Banda for having facilitated the reconciliation process of the ruling party.

And Dr. Scott has reiterated his promise of ensuring that the 2015 presidential election are held in a free and fair manner.

He says if his party wins the election, which he says his confident it will, it has to do so without any corruption, violence and without any sins that are specified in the electoral code of conduct.

And Mr. Lungu who sat next to Dr. Scott, has observed that there is no winner or loser in the reconciliation that has taken place in the ruling PF.

Mr. Lungu notes that the reconciliation that has taken place is package that includes not only Dr. Scott but all other party members such as Miles Sampa who is the Commerce Deputy Minister and the PF Matero Member of Parliament.

He says with this reconciliation it has also been agreed in principal that all matters that are before the courts of law be withdraw.

Mr. Lungu has told journalists that the party will consult with its legal advisers on the proper format of withdrawing the cases given the costs and other process involved.

He says he is optimist that in the same spirit of dialogue will triumph over the withdrawal of the cases.

Speaking shortly after the media briefing Kasama Central Member of Parliament Geoffrey Mwamba pledged his full support to the ruling party’s campaign with the view of making certain that Mr. Lungu wins presidential election.

And Youth and Sport Minister Chishimba Kambwili who was the master of the ceremony at the media briefing has also observed that the opposition is jittery now that the ruling party has united as they know that they are in trouble.

Among the notable people that attended the media briefing include PF Secretary General Davis Chama, Lusaka Mayor Mulenga Sata, Mines, Foreign Affairs Minister Harry Kalaba, Tourism and Arts Minister Jean Kapata, Energy Minister Christopher Yaluma, Local government Minister Emmanuel Chenda, Southern Province Minister Daniel Munkombwe, RDA Board chairman Willie Nsande and ABZ president Frank Bwalya

Power target defender Derrick Mwansa

4

Power Dynamos are said to be chasing defender Derrick Mwansa.

Mwansa has just completed a successful one year loan spell across the road from Power at Nkana.

Power officials have been very reluctant to talk about their transfer targets for the 2015 season as the 2014 FAZ Super Division runners-up prepare to represent Zambia in the CAF Confederation Cup that commences in February.

“Power are seriously interested in the player and Derrick is also eager to come back to Kitwe but they are some bureaucratic hurdles from his parent club Nkwazi who want him to stay following their promotion this season,” a source familiar with the development said.

The 24-year-old almost singlehandedly booked Nkana’s debut ticket to the group stage of the 2014 CAF Confederation Cup after scoring a late 85th minute equaliser from the penalty spot against CAB of Tunisia send them the mini league stage.

However, despite his impressive form at Nkana this year, the former Under-20 international has been overlooked by Zambia selectors for the ongoing 2015 Africa Cup local players camp while his former defensive partner at Nkana Christopher Munthali has been picked despite his modest performances and injury issues.

Muhabi Lungu gets Court Injuction, Nevers Mumba might not file in his papers today

The Lusaka High Court last night granted an injunction to MMD National Secretary Muhabi Lungu and Deputy National Secretary Chembe Nyangu restraining party President Nevers Mumba from expelling them.

Lusaka High Court Judge In-charge Isaac Chali has also restrained the newly appointed National Secretary Mwansa Mbulakulima and his deputy Winnie Zaloumis from performing their duties until the matter is heard inter-parte this morning.

The injunction also restrains the Electoral Commission of Zambia (ECZ) from receiving nomination papers from MMD President Nevers Mumba until the party’s National Executive Committee ratifies the candidature.

And MMD National Secretary Muhabi Lungu has written to the ECZ to have the MMD file the nomination on Tuesday after the NEC meeting to be held on Monday.

Yesterday, Mr Nyangu has described Dr Mumba’s action as illegal because the party president has no power to expel anyone from the party and that only the national executive committee (NEC) has the capacity to do so.

Reacting to the expulsion, Mr Nyangu accused Dr Mumba of destroying the MMD and treating it like a ‘Kantemba’.

If Dr Mumba wanted to make money using the MMD, Mr Nynangu said he should just go ahead without victimising others.

He said the MMD was a democratic party but was being destroyed by Dr Mumba who was treating the party as his own.

The MMD NEC had discovered that Dr Mumba was not sellable and would lose the forthcoming presidential election, hence the move to bring in Mr Banda.

Mr Nyangu said the MMD was run constitutionally. Political parties should be allowed to choose leaders and courts should not be allowed to impose leaders on political parties.

“Dr Mumba will not get support from any one. If you impose a leader, Nevers Mumba will be the last in this coming election. We are all moving away and will leave the MMD for him,” he said.

PF President Edgar Chagwa Lungu and Acting President Dr. Guy Lindsay Scott have put their differences behind and pledged to work together.

In a meeting brokered by Northmead Assemblies of God Bishop Dr. Joshua Banda, Edgar Lungu and Guy Scott agreed that they will be together at the Supreme Court during the filing of presidential nominations by PF President Edgar Chagwa Lungu.

Edgar Lungu was accompanied by PF National Chairperson, Inonge Wina, PF Secretary General, Davies Chama Minister of Tourism and Arts, Jean Kapata and Member of Central Committee Samuel Mukupa.

The meeting was held at State House in the evenings of Friday 19th September December 2014.

Dr. Scott led a team that comprised Kasama Central Member of Parliament Geoffrey Bwalya Mwamba, Matero Member of Parliament Miles Bwalya Sampa, former Secretary General Bridget Attanga and Anthony Kasolo.

Dr. Scott is expected to lead the 200 voter supporters that will file together with Lungu as an act of reconciliation.

A Press Briefing will be held on Saturday 20th December 2014 at Government House that will be addressed by Harry Kalaba and Geoffrey Bwalya Mwamba to discuss the development.

Zambia to make 30% loss due to bad 2015 Budget-Chamber of Mines

15

The Zambia Chamber of Mines (ZCM) has expressed concern with the implementation of the 2015 National Budget which has been passed by Parliament in its current form.

The Chamber stated that its analysis of the 2015 budget reveals the threat of wide-ranging, unintended ramifications for the country’s mining industry, including the suspension of certain mining operations which would significantly affect jobs, inward investment and reduced government revenues.

It stated that it is regrettable that as a result of the approval of the 2015 budget through Parliament, Barrick Gold Corporation has announced that it will initiate procedures to suspend operations at Lumwana Copper Mine.

The Chamber noted that Lumwana is a major driver of the North-western Provincial economy and its suspension of operations will also impact adversely on the operations of the three smelters on the Copperbelt which heavily depend on the Lumwana copper concentrates.

The mines mother body said it remains deeply concerned about the 2015 budget, mostly because of the introduction of the single tier system with no consideration of operations profitability and the legislation’s potential for significant unintended financial and social consequences.

The Chamber of Mines and its members have since appealed to government to undertake further consultations and conduct a thorough analysis to fully understand the serious financial and social impacts which will be caused by the introduction of the 2015 budget in its current form.

The firm contends that the 2015 budget will adversely impact tens of thousands of lives, and has asked government to pause whilst it reconsiders its implementation on 1st January, 2015.

The Chamber stated that the imminent implementation of the 2015 budget measures may make a number of other operations economically unviable, potentially leading to further mine closures.

It said of particular concern is the postponement and potential cancellation of major expansion projects such as Mopani’s Mufulira and Mindola Deep Shafts, Mopani’s Nkana concentrator and Kansanshi’s Sulphide Circuit and Smelter Expansion.

The Chamber said if the proposed Mineral Royalty based single tier tax system is implemented, the suspension of Lumwana could see the loss of around 4, 000 direct jobs.

It estimated that in 2015 alone, as a direct result of the introduction of the 2015 budget, mine suspensions and the postponement of major capital projects will lead to over 12, 000 direct job losses.

The Chamber stated that this will have a significant, detrimental impact on those towns and communities of the Copperbelt and North-Western Province who benefit from the significant investment in economic and social welfare by the mining sector.

The Zambia Chamber of Mines further estimated that production losses in 2015 will exceed 158, 000 tonnes, adding that more worryingly, over the next five years lost production will exceed 1.1 million tonnes of copper.

The Chamber furthermore stated that Zambia stands to lose over US$1 billion of export earnings in 2015, and a staggering US$ 7 billion over the following five years which it said equates to around 30 per cent of Zambia’s Growth Domestic Product (GDP).

RTSA chief executive officer Zindaba Soko arrested for assault

5

POLICE in Lusaka have arrested Road Transport and Safety Agency (RTSA) chief executive officer Zindaba Soko for assault occasioning actual bodily harm.

Mr Soko, 38, of Libala house number. 153/45/m was arrested and is jointly charged with Samuel Soko, 30, of flat number 18, Sesheke Road in Emmasdale Township.

Deputy police public relations officer Rae Hamoonga said the duo, whilst acting together on December 13, 2014 at about 17:00 hours allegedly assaulted Mr Petro Phiri of house number 32, Mwembeshi Road, at Care for Business Hospital in Lusaka.

Mr Petro Phiri is an employee of a named funeral Palour.

Both accused persons have since been released on police bond and will appear in court on Tuesday, December 23, 2014.

Meanwhile, police in Lusaka have gunned down John Mulenga, 35, a dangerous criminal of Kuku Township.

Mulenga was intercepted and arrested on his way to stage a robbery at a named filling station around 03:00 hours yesterday. He was found with a bag containing an AK-47 rifle serial number 56-17168154 with two rounds of ammunition.

After being interrogated, Mulenga led the officers to a house where his other colleagues were and upon reaching the house, one of the occupants sensing police presence opened fire at the police officers and an exchange of fire ensued between the police and the criminals.

In the process, Mulenga attempted to escape and was gunned down after refusing to heed to several warning shots.

Mulenga is believed to be behind a spate of robberies, one of which he and his colleague attacked an officer at Ridgeway police post and got away with the firearm which was recovered in yesterday’s shooting.

In a related development, police have recovered a Mercedes Benz car after its occupants were attacked and abducted from a house in Northmead residential area around 02:00 hours and later dumped in Mikango Barracks area.

It is believed that Mulenga and his colleagues were also behind that carjack. The motor vehicle was later found by police in Palabana area after it was abandoned by the criminals when it ran out of fuel as police were pursuing them.

Police have, meanwhile, concluded investigations involving cadres of the Green Party who had questionable national registration cards during the filling of presidential nominations at Supreme Court on Wednesday.

“Our findings are that out of the six apprehended persons, five are the actual owners of the national registration cards. The controversy arose due to the fact that their facial appearances and the photos on their national registration cards had appeared to be different due to the lapse of time from when they acquired them,” Mr Hamoonga said.

It was only Loveness Tembo, 28, of Kanyama Township who was found with her elder sister’s national registration card and has since been charged with impersonation and will appear in court soon.

Ignore 65 years retirement age – Shamenda

Labour Minister Fackson Shamenda

MINISTER of Labour and Social Security Fackson Shamenda has urged trade unions to ignore the recently amended retirement age at 65 years saying no agreement had been reached with the labour movement.

“The SI [statutory instrument] was wrongly signed, we have not agreed with the unions on retirement at 65 years anywhere,” Mr Shamenda said.

Opening the 14th Zambia Congress of Trade Unions (ZCTU) quadrennial congress yesterday, Mr Shamenda, however, said an informal meeting held with the labour movement agreed to an early retirement at 55, actual retirement at 60 and late retirement at 65 years.

He said the 65-year retirement age applies only to people contributing their benefits to the Public Service Pensions Fund (PSPF) and not those contributing to the National Pension Scheme Authority (NAPSA) and the Local Authorities Superannuation Fund LASF) as Government is still negotiating with the two pension houses.

Mr Shamenda also warned Hotel Intercontinental, which fired its striking workers, to reinstate them immediately failure to which Government will use its political muscle to intervene.

“While workers participate in the governance system of this country by ensuring that democracy takes root in society, those in power should not take workers for granted and begin to introduce measures that will hurt the workers.

Trade union leaders should always be alert and keep those with authority in check and fight for respect, dignity and general welfare of the workers,” he said.

Earlier, outgoing ZCTU president Leonard Hikaumba said the trade union movement is facing serious challenges in terms of human and workers’ rights violations and abuses by employers.

“Workers have paid a heavy price for their firm stand against all forms of violations and abuse from employers, be it in private or public sectors.

“While company owners and other bosses accumulate so much wealth, the workers who create it face a daily battle to keep their jobs and put food on the family table,” he said.

Mr Hikaumba also said that workers want a peaceful presidential election on January 20 next year

Police provided security to Edgar Lungu in Mongu based on reports of threats on his life

THE Zambia Police Service says it provided security for Patriotic Front (PF) president Edgar Lungu during his recent campaign trip to Mongu because there were reports of threats on his life.

The police has also said that it will continue to be impartial in the enforcement of the law as its mandate is to provide security to anyone.

Police deputy public relations officer Rae Hamoonga said the police service is mandated by law to protect or provide security to any person whose life is in danger or threatened regardless of his status in society.

Mr Hamoonga dismissed media claims that Inspector General of Police Stella Libongani was instructed by Mr Lungu to provide security when he travelled to Mongu.

He said police had received reports threatening the life of Mr Lungu and that it was in order for the law enforcement agency to provide such security.

“It was therefore found necessary after having received reports of threats to the life of Honourable Edgar Lungu for the police to deploy officers on temporary basis to check on the alleged threats,” Mr Hamoonga Said.

He said the officers who provide security for Mr Lungu where normally deployed and not from State House as alleged.

I’m ready to file my nomination – Lungu

PATRIOTIC Front (PF) president Edgar Lungu says he is both mentally and physically set for the filling of nomination papers today ahead of the forthcoming January 20 presidential election.

Mr Lungu, who is in charge of ministries of Defence and Justice, said he is more than ready to file his nomination papers because he has waited for the exercise for a long time.

He said this in an interview in Lusaka yesterday shortly after visiting the funeral house for Minister of Home Affairs Ngosa Simbyakula’s mother Mary Msango who died on Wednesday after an illness.

Mr Lungu said he is overwhelmed by the support he is receiving from party members who have made it possible for him to file his nomination papers today.

“In terms of politics, I can say that I am growing from strengthen to strength and I am assuring all the PF members that we will carry the day come January 20, next year,” he said.

Mr Lungu said the actual celebrations for the PF will start today after filing the nomination papers ahead of the presidential poll.

“The challenge for me is not easy, but I believe that God will give me more strength and wisdom to lead the people of Zambia after the death of our beloved republican president.

“The time for me to reflect on what President Sata left has come and I believe that its God’s plans that I become President of Zambia one day and I am praying to the God Almighty to continue playing a role in my leadership,” he said.

Mr Lungu also said the reinstatement of the 570 health workers is a Christmas and Jubilee present to them.
He dismissed claims by some politicians that the reinstatement of health workers is a campaign gimmick by the PF government.
“Christmas and Jubilee all point to the time to forgive and give and this is what we have just done as a government. This is non-political as alleged by some politicians,” Mr Lungu said.

And spokesperson for the PF campaign team Harry Kalaba has urged PF Members of Parliament (MPs) to go flat-out and campaign for Mr Lungu ahead of the presidential election.

Mr Kalaba who was also at the house of mourning said time for the PF has come and that the MPs including adopted cabinet ministers should go round the country and explain the development projects that the government has initiated and continues to implement in all parts of the country.

Dr Simbyakula’s mother Mary, 85, died on Wednesday at Lusaka’s CFB Hospital after an illness and funeral gathering is held at Plot No. 2406/L Ibex Hill in Lusaka.

She survived by three children, several grand and great grandchildren.

Gift Kampamba tells Chipolopolo to win AFCON opener

8

Ex-Chipolopolo midfielder Gift Kampamba says it is important for Zambia to win their opening match at the 2015 Africa Cup of Nations in Equatorial Guinea.

Zambia faces DR Congo on January 18 before taking on Tunisia four days later and will conclude their Group B matches against Cape Verde.

In an interview in Kitwe, Kampamba said winning the opening match would determine Zambia’s readiness to advance to the quarterfinals.

“It is always important to win your first game at a tournament.

Winning the first game will help us to be sure whether Zambia will qualify to the quarterfinals,” he said.

Kampamba predicted that the match between Zambia and Congo would be tricky.

“I can’t say we are beating them or they are beating us. You know this is a local derby they know us and we know them,” the Nkana assistant coach said.

Kampamba wished Honour Janza’s side well as they go to the Africa Cup.

“I am wishing the team good luck. Let them work hard and make the country happy,” he said.

Zambia bench demands quality from home-based call-ups

6

Zambia assistant coach Kampamba Chintu says the onus is on the home-based call-ups to prove they deserve a place in the final 23 of the 2015 Africa Cup team.

24 players gathered in Lusaka on December 15 on a nine-day camp and vying for the 12 places up for grabs for the final phase of team selection when the team regroups in Johannesburg on December 26.

“Of course there are those that have been left in the past but even us it is not always that we made it in the team so they have to be ready to fight hard. Endurance is part of football,” Chintu said.

Some of the players in line for Africa Cup debut are Nkana’s trio of striker Reynold ‘Sate Sate Kampamba, midfielder Donashano malama and defender Christopher Munthali.

Zanaco’s Roderick Kabwe, Red Arrows winger Bruce Musakanya and Choma Eagles midfielder Spencer Sautu are the other notables hoping to make the final 23 on the plane to Equatorial Guinea.

Zambia are in Group B at the tournament and drawn to play DR Congo, Tunisia and Cape Verde.

Chipolopolo will open their Group B account on January 18 against DR Congo in Ebebiyin where they will be based for the preliminary pool games.

Alliance-for-Better-Zambia-president-Father-Frank-Bwalya-blows-a-whistle-against-the-governments-refusal-to-release-the-Zambian-draft-constitution

OPEN LETTER TO ACTING PRESIDENT DR. GUY SCOTT

Dear Sir,

RE: YOUR RECENT DIVISIVE AND DESTABILIZING CONDUCT

PREAMBLE

I wish to begin by expressing my disappointment at the manner in which you responded to my revelation that you were a member of the new Rainbow Party. In responding to my revelation you asked me to go to hell. I think that a good leader should not answer people in the manner you did. Therefore, I urge you to be civil your language.

YOUR ARE A MEMBER OF RAINBOW PARTY

I insist that you are a member of the Rainbow party. My source of information is very credible. Some members of the Rainbow party who are close to me informed me about plans to form Rainbow party and tried to convince me to join.

When I asked who was behind it I was informed about a number of people including yourself.

So I am very convinced that you are a member of Rainbow party and your recent destabilizing conduct in Patriotic Front (PF) is part of your plan to diminish the fortunes of PF before you formally join your new party. But you must know that your destructive schemes are posing a serious security risk to all citizens.

STOP CLAIMING TO BE LAW ABIDING

I wish to disagree with you over your claim that you were committed to maintaining law and order and upholding the Republican Constitution because you notoriously disobeyed a court order. Information has come up that you were aware of the court order not to go ahead with your illegal general conference at the Mulungushi Rock of Authority near Kabwe after shunning the legally constituted general conference which was called by yourself. It is common knowledge that you have no respect for the law and our courts. You are lawless. If it had not been for the presidential immunity from prosecution that you enjoy as acting president you should have been dragged to court for the criminal offence of contempt.

It is therefore a scandal that you ran to the same courts to obtain an injunction to restrain PF leader Mr. Edgar Lungu from demoting you as PF Vice President. You want Mr. Lungu and PF to obey the order of the injunction you got and allow you to continue occupying the position of PF Vice President and yet you refused to obey a similar order from the same courts. This shows that you are a bad leader and you don’t deserve the respect of our people.

YOUR LACK OF RESPECT FOR SEPARATION OF POWERS

Your action to write a letter to the acting Chief Justice Lombe Chibesakunda instructing her not to receive nomination papers from Mr. Edgar C Lungu who is the duly elected leader of PF and sole presidential candidate is an example of your lack of respect for the separation of powers. Are you telling us that the acting Chief Justice is ignorant of cases before the courts of law for which she is Chief Justice? Are you telling us that the acting Chief Justice would not do the right thing without your counsel? And who are you to start instructing the judiciary? Do you think that just because you are a white man you are the only intelligent and wise person in Zambia and that the rest of us are stupid?

YOU ARE A CHEAP PROPAGANDIST

The cheap propaganda that you have been spreading has exposed you as a very shallow leader who is not fit to govern our country as acting president. Your claim that the reason why cabinet ministers have risen against you is because you have refused to allow Mr. Edgar Lungu to abuse public funds in his presidential campaign portrays you as a lair and cheap propagandist. You know in your heart and the country knows as well that the reason why Mr. Lungu demoted you as Vice President of PF is due to your indiscipline exhibited in your misguided letter to the acting Chief Justice which was an attempt to block Mr. Lungu from filling his nominations.

If I may ask you, what is the connection between your letter and the misconduct surrounding it, on the one hand and the issue of abusing state resources on the other hand? Even a grade one child can see that you were just playing cheap politics by trying to link the action of Mr. Lungu to discipline you to the issue of his alleged attempt to abuse public resources. You know better than any citizen that Mr. Lungu has never approached to help him abuse public funds. You also know that Mr. Lungu has been hiring private planes and motor vehicles for his campaign. However, you have chosen to lie and engage in cheap propaganda to tarnish the name of an innocent person just because he was not your preferred candidate.

STOP YOUR BAD WAYS

I wish to warn you to stop taking Zambians for fools. Our people have embraced you after deciding to forget about how you were fired by late Dr. Frederick Chiluba after that scandal of slaughtering pigs. Our people saw in you a man who meant well for our country until recently. Be informed that majority of our people are very upset with you. They have now seen your true colour as an enemy of the truth, peace and common sense. The manner in which have been insulting the collective intelligence of our citizens and mistreating an innocent man namely Edgar Lungu has convinced our people that you are an enemy of the Zambian community.

EPILOGUE

Finally, I urge you to repent and do your job of managing the transition in line with the law, professionalism and common sense. I know that you are very frustrated after failing to manipulate things to impose a presidential candidate for PF. But your decision to vent your frustrations in a manner that endangers the peace of our country shall never be tolerated.

Yours faithfully,

Fr. Frank Bwalya

Re-instating fired nurses is a fluke – Nevers Mumba

Opposition MMD president, Nevers Mumba, says the reinstating of 570 health workers is a mere fluke.

Dr Mumba says some of the fired nurses have left the country for greener pastures while others have since died.

He says it was unfortunate that government has re-engaged the nurses at the time of presidential election.

The opposition leader was speaking in Lusaka today when he addressed journalists at the party secretariat.

“It is unfortunate that the PF government has re-instated all the 570 health workers that were fired in 2013. It is a fluke because some of the nurses have left the country for Botswana and South Africa and other countries. PF is window dressing; it is a joke because some have since passed on,” Dr Mumba said.

He accused government of being adamant when he earlier on advised government to re-instate the fired nurses but it had to wait for presidential election to be near.

Government sacked all the nurses who staged an illegal strike in 2013 to the displeasure of some stakeholders.

Minister of Health, Joseph Kasonde, yesterday announced that his ministry has re-instated all the fired nurses.

Dr Kasonde told a media briefing in Lusaka that out of the number that were initially dismissed, 67 were immediately reinstated after clarification of their circumstances.

He added that 431 who had re-applied have since been re-appointed while 71 have had their cases processed and are free to collect their letters of re-engagement.

Dr Kasonde said only one staff member died.

The minister said the matter of the fired nurses will now rest.
